New Mayor for Ryley

Serious collision between SUV and semi

Jana Semeniuk Staff Reporter

A collision involving an SUV and a semi truck caused Highway 14 at the Highway 834 junction to be closed for several hours on Thursday, Oct. 12. Though no fatalities were reported, there were injuries that required transportation to the hospital for assessment. A STARS Air Ambulance was seen flying over Tofield, with no word on whether it was related to the crash.

The Village of Ryley council members voted for a new mayor and deputy mayor at their organizational meeting Oct. 10. A council vote of 3-2 resulted in former deputy mayor Lyndie Nickel elected as mayor and former mayor Brian Ducherer acclaimed as deputy mayor.

As the voting process began, Nickel was nominated for the mayor position by councillor Kimberly Murphy, while Ducherer nominated himself. Three votes for Nickel included councillors Murphy, Stephanie Dennis and Nickel, leaving Ducherer and councilor Sheldon Reid to vote for Ducherer. Nickel and Ducherer immediately got up from their seats and switched places at the council table once the new mayor was declared

by Chief Administrative Officer Glen HamiltonBrown.

“I declare that councillor, Lindy Nickel is the mayor in Village of Ryley for one year until the next organizational meeting,” he said. Nickel was sworn in by CAO Hamilton-Brown.

Mayor Nickel then called for nominations for the position of deputy mayor leading councillor Reid to nominate Ducherer. With no further nominations, Ducherer was acclaimed as the Deputy Mayor and sworn in by CAO Hamilton-Brown.

The next village council meeting is scheduled for Oct. 23 at 6:45 p.m.

Holden Post Office annual pie social turns into all-day event Kari Janzen Staff Reporter

The Holden Post Office held their autumn pie social on Friday October 6, but added many new features to the day.

“We hold the annual pie social to raise funds through the Children's Charities Foundation, and this year we added in a scarecrow festival. We partnered with the Viking FCSS who helped us with the children’s games and colouring contest, the Village of Holden, the Paragon Theatre, and the fire department. The fire department did free hot dogs and the theatre did a free movie. It became a whole day thing, not just our pie social. We also partnered with the Ag Society because they supplied the tables and chairs for us to use out front. Everybody kind of helped out in town here,” said Holden Postmistress Lynn Laskoski.

The scarecrow festival was an idea that Laskoski is passionate about, and decided the pie social was a great opportunity to hold the contest.

“The businesses and organizations in Holden, anybody that wanted to participate, were asked to call in to enter the

contest.

“It was awesome seeing our community decorated for fall. First place went to Rock a Billy Blues Garage, second went to the Village of Holden and third went to Patti’s Place,” Laskoski said.

Twenty-five pies were baked for the event, and Laskoski said there was not much leftover.

“Our lovely Holden Colony donated the pies. They made 20 pies for us and then there were a few local ladies who like to make pie that helped out,” she said.

While there weren’t as many people who sat at the tables on main street in front of the post office to eat pie and visit, there were many who came and went, and some who delivered pieces of pie to those out harvesting in the fields.

“A lot of people took takeout to the fields because there's a lot of that happening. We didn't have as many sitting down, but people were coming and going,” said Laskoski.

There was also a fall scene complete with straw bales, pumpkins, and sunflowers where people had the opportunity to take photos.

us so that we could do a photo op area for anybody that wanted to take family photos,” Laskoski said.

The 50/50 draw raised $77 for the Children’s Charities Foundation, and the funds for those are received through grant application.

“All the money raised for the Children's Charities Foundation through Canada Post stays in Alberta. At a cer-

tain time in the year, they open up for grant application. Anyone who deals with children in any capacity can apply for this grant money.

“Our local area manager was going to do a cheque presentation from last year to the girls and boys club in Camrose.

The year before the Daysland school got one, so it is coming close to us,” Laskoski said.

Viking FCSS partnered with the post office to organize children's games during the annual pie social on Friday Oct. 6.

Tofield council receives internet update from MCSnet John Mather

Tofield Council got an update on the new Gig Air service being offered in smaller communities across eastern Alberta

by MCSnet at their regular meeting Oct. 10.

Kevin Bernhardt, the business development manager for MCSnet outlined the services provided by the St. Paul-based company.

He told council MSCnet serves an area from Lloydminster to St. Paul up to Westlock and Athabasca and most rural communities from the border of Edmonton to the north and east.

They also serve down into the Camrose, Wainwright and

Provost area.

They have more than 26,000 customers.

“We have invested in and built an internal network of more than 540 fixed wireless towers, three fibre to premise communities and we are a pioneer on our ever expanding GigAir technology,” he told council.

He said the government had designated internet in rural areas as an essential service and MCSnet was trying to meet the need.

He said the GigAir has now become the focus of the company.

He said as the company grows, crews lay hundreds of kilometres of fibre throughout

the years to connect the towers to provide the GigAir service.

“I’m of the firm belief that broadband and living in rural Alberta is the perfect combination for anybody,” he told council. “I don’t know why you would live in the city if you could live in places like Tofield or St. Paul.”

He said the company had a tower directing its signal into Tofield and had placed GigAir POPs (Point of Presence). He added they then linked up a mesh network where one house fed to another house to another through its network.

He did state that trees posed issues with pushing the signals so sometimes the use of signals had to be triangulated so recep-

tion remained constant.

He said it was important to set up the POPs in as many locations as possible.

He said they often put free WIFI into the locations in public buildings where they had the POPs set up.

He added Tofield Arena and the Food Bank had just recently set up a POP location and now offered free internet service.

CAO Cindy Neufeld told council the arena location saved the Agriculture Society $100 per month on internet fees.

When asked he added it could be located in the Community Hall and Seniors Centre.

Assistant CAO Jeff Edwards said he felt many people would be willing to sign up for the

service and wondered what their marketing strategy was.

Bernhardt said they had a salesperson who would come to the community and go door to door selling the service. He also wondered if something could possibly be added to utility bills to inform the community of the service.

He told council in Tofield to have a sound system they would probably need four to five POPs. “But we might need more in areas where there is more tee cover,” he added. “If houses have a TV antenna then you’re gold because we can locate a POP there.”

Council accepted his presentation as information.

Council Corner Winterfest on its way, time to recognize our great volunteers Fall is upon us, and has provided us with excellent conditions for harvest, which we collectively trust went well for our farming community. Further we wish to thank you for your efforts, as you are an integral piece to our food chain.

As fall continues, the Winterfest committee is busy planning for the event, which celebrates 10 years in 2023. Winterfest will see a slight shift this year, taking place the first weekend in December (December 1-3).

This event provides a segway to the holiday season with something for all ages to enjoy. Plus, for our children, we’ve heard that both the Grinch and Santa will attend the Family Dance! These community events provide a social component for our residents and neighbours at a low, or no cost. Once

again, making it accessible to all ages and truly showcasing the heart of Tofield.

Tofield is a community that understands the importance of hosting events and does so essentially twelve months a year. These events help to provide a sense of community, provide an economic stimulus, and hold a high social element for attendees and participants.

Mayor and Council wish to recognize the efforts of each of our organizing groups and their hard-working volunteers. Countless, often thankless hours go into having these events provided for Tofield. The smiling faces of volunteers can be seen cooking and serving breakfasts, being present at events in a multitude of capacities and giving back in general. There are also many who are serving

the events in the background by providing sponsorship in the form of monies, in kind products and services or donation of items.

With the upcoming Winterfest event(s) please take the time to participate, but also to thank and recognize those in our community who give so much back because of their love of Tofield. Without these people coming forward to dedicate their time and efforts, many of us would not be able to benefit through the provision of these events. Let the Mercury know where your hockey star is playing Kerry Anderson Tofield, Ryley, Holden and Beaver County families: If your kids are playing hockey (boys or girls), we’d love to report on how they are doing in the Mercury each week.

But we need your help.

Please send us the name of your child’s hockey team and league, plus website, and I will try to follow them weekly so if your player scores or picks up an assist or has a win in goal I will get it into the weekly winter hockey story.

I have been following many different leagues and teams and players for four

different newspapers for literally decades, and do up hockey reports weekly, once the schedule gets going. But I can’t do it if I don’t know who your hockey players are playing for, and what league, and where to find their schedule.

Kids deserve to have the fun of reading their names in the newspaper, and par-

ents and grandparents enjoy keeping up on their progress.

Tofield adds Acting Mayor to committee assignments John Mather Staff Reporter

Tofield went through the annual orientation meeting Oct. 10 with a minimum of changes.

One thing Mayor Deb Dueck had requested administration look into was naming an Acting Mayor in the event she and Deputy Mayor Harold Conquest were unable to attend a meeting or event.

“I think considering the mayor has retired form her full time job and may be travelling more this is a good idea,” said Conquest.

Councillor Norm Martineau was appointed to the Acting Mayor position.

Several items dealt with at the orientation meeting were routine items such as naming the proper address of the municipal offices, and appointing the Town’s development officers, subdivision authority, Town assessor, Town accountants, the dates and time of regular council meetings and the signing authority for the Town.

Mileage for officials will still be set at the same rate as the provincial govern-

ment.

Brenda Chehade pointed out the Community Attraction and Retention Committee was changing its meeting dates from the third Friday of the month to the fourth Tuesday of the month. Chehade will remain the Town representative on this committee.

She is also the representative on the Interfaith Committee and there was some discussion whether the Town should remain on this committee.

“Should we remain on this committee?” asked Mayor Dueck.

“Well it’s been dormant for several months and they’re just trying to get going again,”reported Chehade.

“I think they’re doing Ok.” Dueck asked if they were going to hold regular monthly meetings and what benefit the council had sitting on the committee.

Chehade said council just had provided momentum for the group when it was first formed, but felt the Town could step back from the group for a year.

“Is there any overlap with FCSS or any others of those groups,” asked Dueck.

Chehade said they didn’t.

Council voted to step away from the Interfaith Committee for a year and review it again at the next year’s orientation meeting.

Dueck also questioned remaining on the Battle River Alliance for Economic Development which they had appointed Councillor Larry Tiedemann to.

“Is there any benefit to us from this committee?” Dueck asked.

Tiedemann said the committee was looking at several ideas.

Dueck said she had attended the organization's Annual General Meeting and felt its focus wasn’t on the Tofield region.

Tiedemann agreed with this but still felt they had some Tofield focus.

“They’re aware of the absence of Camrose and I think they’re trying to make some adjustments for our area.” said Tiedemann. “But they are supposed to

look at the regional picture, rather than the town picture.”

He felt by remaining in BRAED the Town could have access to national organizations it partnered with for support, where if Tofield was on its own that support wouldn’t be available.

When asked what membership cost, Chief Administrative Officer said she estimated it was around $2,000 annually, “but it’s all based on per capita funding.”

Councillor Norm Martineau said if they pulled back from BRAED it might give the Town the incentive to move forward on some other initiatives on its own and most of council agreed with this.

Dueck moved to step away from BRADE for a year and it passed with only Tiedemann opposed.

All other committee assignments remained the same as the previous year.

The ham, Hubby picked up at a rural hog farm for Thanksgiving dinner had us a bit worried. It was

supposed to be cut in half but he brought it home whole, all 22 pounds of it.

It looked massive, way too large for any roasting pan we own. And it was raw – I’ve cooked many hams over the years but all of them were fully cooked, smoked and everything you expect a ham to be – so I was envisioning us having to dig a pit or a big spit like they use for a pig roast. Or maybe settling for beans on toast.

Hubby was determined to roast it properly so soon had a recipe for The Perfect Baked Ham which we tweaked a bit. It called for bourbon and soy sauce in the glaze. The closest thing we had to bourbon was a sweet and tangy barbecue sauce so substituted pineapple juice and totally nixed the soy.

The cooking time of 2226 minutes per pound meant 8 hours at 325 degrees. We added an extra hour, better safe than

sorry, but it was done by three in the afternoon; we’re still trying to figure that one out. And the ham was delicious. My only complaint was the house didn’t smell like baked ham for days afterwards.

But what made the holiday super was the topnotch company.

We hadn’t seen our grandson and his mom for ages. He lives in Calgary and she’s in High River, a driving distance that leaves Hubby’s ancient bones

too achy-breaky to attempt anymore. It was great to catch up, although I forgot to ask why Conor traded his long blond locks, mustache and Vandyke beard (I called it his Custer look) for a close-to-scalped buzz cut that is coming in dark brown. He’s a handsome devil but so much handsomer when clean shaven.

And the new look didn’t prevent him from telling me all about his job (detailing vehicles for a Ford

dealership), his friend and roomy Lorenzo, his hobby (bringing an old Mustang back to life). And his mom showed off pics of her new pup, Roxy, a cute little mutt who stole her heart and turned her into a ‘failed foster.’ Beats me how she could keep only one.

Add our sons and their nephew getting reacquainted with one another and it was a Thanksgiving that gave us a lot to be thankful for.

Alberta picks up a rare win at Supreme Court

It was a good week for Alberta.

Premier Danielle Smith was vindicated when the Supreme Court of Canada stated the Federal Liberals Bill C-69 was in part unconstitutional.

The bill, also labelled the No More Pipelines bill by its critics, has been blamed for scaring away investments in Alberta’s natural resources sector.

The Impact Assessment Act gave the Feds the right to reject projects proposed in Alberta that took place strictly within the provincial boundaries and didn’t touch national parks, cross provincial or international borders.

“Eight years of Trudeau’s top-down, central planning, anti-private sector, antidevelopment, anti-energy policies and his inflationary carbon tax 1.0 and 2.0 have driven billions of dollars in natural resource investments and major projects out of Canada and destroyed hundreds of thousands of jobs that provide powerful paycheques for Canadians,” stated Lake-

land MP Shannon Stubbs, the Shadow Minister of Natural Resources in a release.

“And that harmed Indigenous and nonIndigenous communities, and benefits dictatorships and other resource-based countries with much lower environmental standards than Canada’s.

“This government was warned. They ignored everyone. And for nearly five years it’s been a largely unconstitutional law that the Supreme Court agrees ‘exceeds the bounds of federal jurisdiction.’

“This decision is an indictment of the Government of Canada’s position but a win for Canada overall, she concluded.

Meanwhile Smith was pleased with the 5-2 decision by the Court.

“This legislation is already responsible for the loss of tens of billions in investment as well as thousands of jobs across many provinces and economic sectors. The ruling today represents an opportunity for all provinces to stop that bleeding and begin the process of reattracting those invest-

ments and jobs into our economies,” she said.

"In my view, Parliament has plainly overstepped its constitutional competence in enacting this designated projects scheme," Chief Justice of the Supreme Court of Canada Richard Wagner wrote.

"Today's decision only strengthens our legal position. We work to protect Albertans, and all Canadians, from federal intrusion into our provincial jurisdiction," Smith added, and then went on to thank former Premier Jason Kenney for his tireless opposition to the Bill’s enactment. "[He] tirelessly fought back against federal overreach during his term as premier," Smith said.

And then the other bombshell of the week dropped.

Smith's scheduled appearance before a House of Commons environment committee next week has been cancelled.

Smith had said she would speak before the environment and sustainable develop-

ment committee on Tuesday.

But Smith's office says the committee won't be able to meet that day because some of its members can't attend.

The original invitation was offered to Energy Minister Brian Jean and Affordability and Utilities Minister Nathan Neudorff.

Smith had replied to the invite stating the matters were important enough for her to address the committee in person.

As the premier tweeted, “That was the fastest response we’ve ever received from the Feds — apparently they don’t want me to testify about electricity grid reliably or our pursuit of carbon neutrality by 2050 after all. (I) wonder why?”

Her spokesman says the premier would be happy to rebook her appearance for a later date.

Wonder if the Liberal controlled committee will dare to invite her directly?

MLA recognizes work done by Tofield Historical Society members Jana Semeniuk Staff Reporter

Camrose MLA Jackie Lovely joined several members of the Tofield Historical Society for a Recognition Day on Oct. 13.

Lovely brought the group a cake with the words ‘Thank you Volunteers’ written on it in addition to individual certificates addressed to each member.

Lovely said she wanted to recognize the work done by members of the Tofield Historical Society.

“I wanted to do this for a little while,” she told the crowd. “I’m very proud of the work you’ve done (here).”

Lovely read aloud two poems, one, a ‘Volunteer appreciation poem’ and another titled ‘Valuable is the work you do’.

“It's just remarkable what you've created here.

I tell people if you want something to do, go and check out the Tofield Museum,” said Lovely.

One by one, Lovely called up each of the 12 members who attended to receive a special certificate and have their picture taken.

ety president Pat Nolan said the recognition is appreciated.

“It's nice to be recognized for your contributions to the community, so I appreciate this opportunity,” he said.

Nolan said the museum has been in operation for 62 years and estimates it is spread out over 4,000 square feet. He said they have at least 25 major exhibits with hundreds of artifacts, the oldest from two centuries ago.

“We had one nail from one of the original Hudson's Bay forts, probably 200 years ago,” he said.

“That would be the very earliest one that I can think of.”

Curator Lorraine McNeely said the museum often gets visitors who spot their own family’s history displayed among the exhibits.

“People are absolutely thrilled when they see in the museum that their grandparents wedding dresses are here,” she said. “What we try to do is, depending of course because most of our exhibits come from donations, every (few) years we change something out to showcase another family in our area.”

The museum is walled off with separate areas depicting a different period of Tofield’s history. One section is arranged with old wooden desks, books and signs from one room school houses that existed in the early 1900s.

“I think some of these school banners (are) old, especially the one from McKenzie because that is a very early school with the number 234. The school districts were formed in the order that they were received. So of course, the lower the number, the earlier the school division is. So, 234 is obviously a very early school division,” she said.

“And I think probably be-

cause it was in close proximity to Edmonton, people would have moved.”

Meanwhile, McNeely said one project the historical society is currently working on is creating a coffee table book with photographs of old buildings in the area that have been lost. “(It would) basically document some of these old buildings (because) so many of these places are

not standing anymore,” she said.

President Pat Nolan said the book would be an accompaniment to history books already published on Tofield.

“We do have two history books already, so we wouldn't be doing another history book, (it would) just be photos,” he said.

According to one of the history books, Tales of

Tofield Two, the THS was created in 1961, with some of their first artifacts being chairs from the original town council chambers. The museum was first housed in the old Amisk Creek School, then moved to the Tofield Arena in 1977, and finally sharing a building with the Beaverhill Nature Centre, where it stands today, in 1996.

Tofield School students make visit to K3 Farms Kate Priestley

On Friday, October 13, the whole of Tofield School took a Field Trip to K3 Farms. Each grade had an hour there and throughout the day, each grade went. Grades 5-9 in the morning and Grades 10, 11 and 12 in the afternoon.

This trip was partially funded by Family and Community Support Services (FCSS) and organized by Grade 11 students; Ava-Rae Barnes, Calliegh Lester, Kate Priestley, Madison Zemlak, Sofie Lindskog and Taylor Charlesworth.

Other students in the

group include Isac Manning and Erika Swedberg.

FCSS wished to partner with Tofield School to bring the students and the community together through activities along with mental health awareness. Members of the group made boards about mental health, importance of healthy food and water, communication, and a few other topics.

“We had plans that weren’t working out,” Zelmak stated, “we had scheduling issues that weren’t ideal. We were going to do a Summer Fest last year…”

“A big Summer bash to

end off the year,” Barnes expanded.

Zemak continued, “we ran out of time for that though. So instead of the Summer Fest, we were going to do a Fall Fest in September, but it didn’t work out either. Eventually, we came up with the idea to have it at K3 Farms, later in October to give us more time to plan. It was to just let the kids be kids and just… let them have a blast.”

“And have them do that while not being stuck in a classroom,” Priestley voiced.

“The students really did enjoy themselves, despite the cool weather.

I’ve never seen them

smile so much,” Lester said.

Cooking Safety Theme of Fire Prevention Week 2023

BY KARI JANZEN Last week, October 814, was Fire Prevention Week and this year’s theme was cooking safety. The National Fire Protection Association (NFPA) has found that the leading cause of fires in the kitchen is unattended cooking.

“Never leave pots and pans unattended while cooking, and don't put water on a grease fire.

Smother, cover it with a lid, that’s the main thing.” said Holden Fire Department’s Assistant Chief Justin Ewasiuk.

“If you spray grease with a fire extinguisher you could risk spreading it to other surfaces,

because you’re going to blow that flaming liquid all over,” he said, so that is why smothering the flames is the best way to extinguish grease fires.

Tofield Fire and Rescue shared some statistics, saying that during 2017–2021, cooking was the leading cause of reported home fires and home fire injuries and the second leading cause of home fire deaths.

“Cooking caused an average of 158,400 reported home structure fires per year (44 percent of all reported home fires in the US).

These fires resulted in an average of 470 civilian deaths (18 percent of all home fire deaths)

Kingham spoke to the Tofield Mercury during the event, and said he is one of the newer members and joined the department in March. He said he was inspired by his great grandfather who was once the fire chief in Strathcona County.

“My great grandfather was a fire chief back when it was all raincoats and wet rags. I felt a draw to it,” said Kingham. “I moved here a year ago and saw the fire department was looking for volunteers so I decided to do it.”

Kingham said he ‘lit up’ walking into the fire department for the first time and felt positive about the future.

“I’m not ashamed to admit that I felt the little eight-year-old in my heart kind of light up the first time I walked into that bay and saw all that red,” he said. “It feels really good (and) I’m very excited for the next bit.”

Kingham finished his probationary training this past Sept. and is now a full fledged Tofield fire fighter.

Claystone CEO Pierre Breau retiring, Corey Popick taking over Dec. 1 Patricia Harcourt Pierre Breau, Chief Executive Officer (CEO) of Claystone Waste Ltd. is retiring at the end of December after serving many years with the waste management company.

“Pierre has been the architect of Claystone’s tremendous growth and transformation into a market-leading provider of waste management services for Alberta businesses and municipalities,” said Meryl Whittaker, chair of the company’s board of directors.

Breau will be replaced by Corey Popick, who has served as Claystone’s Chief Operating Officer since 2021. He is a registered professional biologist and has been overseeing the company’s day-to-day operations since that time while leading its operations teams, according to the Oct. 6 announcement by communications director Anne Ruzicka.

Popick will officially take over as CEO for Claystone December 1.

“I am excited to lead Claystone Waste,” he said. “The waste management industry is changing but Claystone is a forward-looking community-owned company with a talented team focused on the future. We are uniquely positioned to have tremendous growth and success within this changing environment.”

Popick has over 13 years experience in

engineering and utility management.

Claystone states he was selected “based on several factors including his entrepreneurial ethic, commitment to responsive community relations, strong relationships with external business partners, and his strategic vision for the future of the company.”

“We are thrilled to welcome Corey Popick as the new CEO of Claystone Waste,” said Meryl Whittaker, chair of the board of directors. “Corey has an impressive leadership track record with Claystone and possesses a profound understanding of the opportunities and challenges within the environmental, waste management, and utility sectors.

“We are confident in Corey’s leadership and vision and strongly believe he will steer Claystone toward a future of continued innovation and success,” concluded Whittaker.

The selection of Popick was made by the Claystone Board of Directors through a nation-wide competition and search process led by the executive recruitment firm Odgers Berndtson.

Claystone called the selection process “rigorous” with “a high level of interest from candidates.”

Breau is retiring after serving with the original Beaver Municipal Solutions since 2011, and since the waste management site became Claystone Waste Ltd. four years ago.

Breau led the change to the facility and site becoming a municipally controlled corporation in 2019.

Claystone states this “ushered in a new era for the company. Under 12 years of Breau’s leadership, Claystone transformed from a small regional landfill into a western Canadian waste management leader with a proven record of operational excellence in waste disposal, environmental stewardship, and innovative waste solutions.”

Whittaker extended “heartfelt gratitude” for Breau’s “outstanding service as CEO of Claystone Waste.

“We thank Pierre for his invaluable contributions which have built the company’s success and reputation,” he said.

SDAB holding public hearing on development approval - county holding another re: repealing of old bylaws Patricia Harcourt Public hearings on two issues of interest to the public are being held this month in Beaver County Council Chambers in Ryley.

The first was to take place on Tuesday, Oct. 10, regarding a decision by the county’s development authority to approve Obsidian Ridge Ltd. owner Kelly Lafayette’s proposal to build an “event and overnight stay service,” as an addition to existing operations.

Three persons filed appeals against the development, being Dale and Daphne Wakeling, Janet Trotno, and Graham Munro.

Appeals on development decisions are heard by the Subdivision and Development Appeal Board (SDAB), which is an independent and impartial quasi-judicial board operating under the Municipal Government Act. On Sept. 19, county resident Janet Munro put out a message on social media concerning the proposed development, stating: “Some information of interest to anyone living along Spilstead Road from Highway 14 to Twp. Rd. 500. A big development is proposed for the area.”

She urged anyone wanting to know more information to go onto the Beaver County website to “Appealing Planning Decisions” under Planning and Development.

“Have your say, it’s your neighbourhood,” stated Munro.

The official location for the development proposal is Plan 102 3393, Block 1, Lot 1 (SE-29-50-20-W4). The proposal is a discretionary use under General Commercial Use. The development application describes the proposal as a bed and breakfast operation “focused on connecting guests to nature.”

The developer estimated it would take about a year to construct. The application was approved in late August and activity is underway.

Event hosting would take place from 10 a.m. to 2 a.m., with 200-300 customers expected every day. Buses were planned for anything over the 200 person per day number attending the site.

Business would be conducted at a reception area and dining hall, and the maximum number of vehicles on the property at one time was listed as 100150.

Between 50-100 customers were expected for the overnight stay services, with five employees and personnel to deal with them. Landscaping details include planting trees, installing gravel and ground cover, with no change in drainage patterns. There would be a maximum of 25 vehicles on this particular site.

The proposal contained future devel-

opment of varying modular container cabins for 8x20 and 8x40 two-storey cabins as well as 8x20 saunas and cafe areas.

In their appeal against the approval, Dale and Daphne Wakeling cited noise concerns as per Bylaw 2009-957, which they said has been an ongoing issue for the last four years. Increasing the number of people from 200 to 300 “would increase the noise issues coming from the property that have not been conditionally met at any given time, night or day.”

The couple also said there would be a “vast increase in guests and staff to 300 with traffic increase to 200.”

In their pages-long appeal against the decision, the Wakelings state an equestrian segment to the development was part of the “getting closer to nature” part of the development.

“This couldn’t happen with the music, the parties, the fireworks, etc. as the animals could not co-exist with this current venue,” they stated. “What was originally approved has not happened. Structures go up and are in use prior to receiving permits. As per page one of the development permit, the dining hall is in the incorrect location.

Geo domes are in place and have been in use, however (they are) being applied for in the current permit.”

They closed their submission by asking: “Why is Mr. Lafayette making a living from his entertainment venue and making profit from his land more important than us being able to enjoy the land that we have lived on for over 30 years?”

Others also made presentations at the hearing.

Janet Trotno and Graham Munro submitted a joint appeal against the development approval. They listed the individual approvals they oppose, including: four 200 sq.ft. geodesic domes, a 300 sq. ft. geodesic dome, a 160 sq. ft. and 60 sq. ft. outdoor washroom facility, a 200 sq. ft. modular container sauna/cold plunge, a 160 sq.ft. modular container cafe, four two storey 480 sq.ft. container cabins, a two storey 380 sq.ft. modular container cabin, and a two-storey 6,000 sq.ft. dining hall.

The first objection was that the term “bed and breakfast” for this operation doesn’t apply, stated Trotno and Munro, stating: “I cannot determine where this bed and breakfast operation would take place; there are no details as to where a ‘residence’ or single housekeeping unit are on the property.”

The objectors also said that the developers haven’t fulfilled original conditions from the original 2019 development approval. And special events were only supposed to be a few every year, with neighbours complaining about noise with an event 24 hours a day, and a music festival over three days, along with over 200 people.

“Noise levels and number of guests and communication were not done according to their conditions,” said Trotno and Munro. The developers have not followed their approvals, they said, citing family events that were supposed to be open to the community has since turned into a commercial wedding operation.

With a PA system that is “venue wide,” the issue of noise is a major one for the neighbours. Tree buffers for this noise were removed by the developer, said Trotno and Munro, and ongoing

construction is adding to the noise level.

Following the hearing, the board must decide within 15 days and those decisions are final. However, the decisions can be appealed to the Alberta Court of Appeal based on the board making an error regarding law or jurisdictional matters.

Another public hearing is being held

by Beaver County Council on Wednesday, November 1. The bylaw under consideration will repeal several other county bylaws now deemed irrelevant and/or no longer fall under the county’s jurisdiction. Some bylaws were not repealed when they were replaced, stated Acting CAO Margaret Jones.

“Beaver County will be holding a public hearing to give residents an opportunity to provide input on the proposed bylaw,” said Jones.

The county already passed first reading on this repeal bylaw, which opened the way to holding the public hearing.

Following the hearing, council will consider giving second and third (final) reading to the bylaw. The oldest bylaws under consideration for appeal date back to 1948.

Ten combines were all running at the same time to complete the Beaver Heritage and Ag Society's Fuel the Pool field. Treats were served in the field. About a dozen spectators came out to watch the harvest on Saturday, Oct. 14.

Century old wooden chair a favourite OBITUARIES Tofield Museum artifact of local MLA Jana Semeniuk

While Camrose MLA Jackie Lovely was recognizing volunteers at the Tofield Historical Society on Oct. 13 for the work they do with the local museum, she could not resist visiting one of her own favourite exhibits in the facility; a 115-year-old wooden chair with black padding first used by Alberta’s Legislative Assembly.

“This is one of the things that impressed me the most (at the museum),” she said smiling.

“I’m so grateful we don’t have these chairs.”

Lovely said that while the chair is beautiful, she could not imagine sitting in it for very long.

“We are in session for hours and hours in the chamber. This chair is a beautiful chair, but I wouldn't want to sit in it for that many hours,” she said.

“You need more cushion. It's a firm chair and it doesn't (move) up and down. As a short person I appreciate being able to go up higher.”

An information card placed near the chair read that the chair was first used by Alberta’s Legislative Assembly in the original Terrace Building in 1908, and the present legislative building until 1971.

It was presented to the government of Alberta in 1973 and gifted to the Tofield Historical Society the same year.

Allen Herbert Roth was born on May 28, 1945 in Tofield, Alberta. He passed away peacefully surrounded by his loving children at the age of 78 on August 28, 2023 in Kelowna, B.C. In his early years he attended Salem Mennonite Church where he was baptized and expressed confession of faith on May 28, 1961. Allen attended business school in Hesston, Kansas for a few semesters. He then found employment for a few years in a gold mine in Pine Point, NWT. Allen worked the duration of his life driving a concrete delivery truck at Revelstoke Concrete and retired in 2007.

As a young boy Allen enjoyed playing and working on the farm with his father and spending time with his Grandma Jessie. He was passionate about baseball, golf, and hockey. He enjoyed cooking delicious meals, blues music, and spending time with his family.

Allen is survived by his first wife Sherrie Emery and their daughter Shelley (Bruce) Neill. Allen is also survived by his second wife Linda Jonas and their three children, Jeff Dehmke, Josh (Nicole) Roth and Jessica Roth. Allen loved his six grandchildren and four great grandchildren. He is also loved and is survived by his siblings of George and Ella May: Elizabeth (Clark) Slater of Esmond, ND; Bonita (Vaughn) Toews of New Norway, AB; John (Karen) Roth of Manhattan, KS; Joan (Troy) Ferner of Camrose, AB; Virginia Olsen of Hay Lakes, AB; and many nieces and nephews. Allen is predeceased by his parents George and Florence Roth, infant sister Linda Carol Roth; and step parents Ella May and Garnet Burnstad.

Funeral Service was held September 4, 2023 at rural Salem Mennonite Church Tofield, AB with burial following.

The family of Allen Roth would like to thank family and friends for all their support, love, comfort, and prayers during this time.

Another Ag Society Harvest for the Pool in the bag Kari Janzen Staff Reporter

The Beaver Heritage and Ag Society held their annual Fuel the Pool harvest day on Saturday, October 14. Ten combines were on the 160 acres, all running at the same time to complete the wheat harvest, which took two hours.

“The landfill (Claystone Waste) donates this land. There’s about 350 acres altogether that they donate to us, but we get the Ewert’s to seed this and look after it for us, and in exchange we let them have half the land,” said Lonnie Lauber, Ag Society Secretary.

The crop harvested for the pool’s growing project alternates every year with wheat and canola.

“All the wheat will be sold eventually, and all the money goes to keeping

the swimming pool operating,” Lauber said.

The grain was put into a grain bag, and the wheat will be hauled out later, when the market for wheat improves.

“The price of wheat off the combine is kind of down right now, so we're hoping by putting it in a bag we can wait a few months and sell it when maybe wheat is at a dollar a bushel more,” he said.

The pump that the pool has been waiting on for many months has finally arrived.

“We have the pump in place. It is 600 pounds, and once they get it all hooked up, then it will probably take about a week to warm up the water and get it all balanced,” pool manager Susie Williams said.

“It's too bad because we missed out on kids and their lessons this summer.

Honestly, that's what the entire value of the pool is, the fact that kids learn how to swim,” Lauber said.

Coffee and donuts were served and about a dozen spectators came out to watch the harvest.

“It’s a nice way to wrap up the harvest season and all the money goes to a good cause. It gets a substantial amount of the funding for the swimming pool every year. If we didn't have this, we wouldn't have a swimming pool because we couldn't afford to run it,” Lauber said.

Lauber said they have had a pretty good record of getting the crop off in a timely manner, though there have been a couple of years where they were unable to harvest the field.

“We get crop insurance, which is actually a good deal because we're kind of almost guaranteed a certain amount

of revenue. Really, you don't want to have to use crop insurance but it's helped us on a couple of occasions.

There was one year when it was really wet in the fall, and everybody was struggling mightily just to get their own crops done, so the Ag Society field never got done either,” he said.

Several schools in the area, including Holden, Kingman, and Tofield schools have confirmed that they will have swimming lessons at the Ryley Pool, but Williams said she is unsure if they will be able to run after-school lessons.

“Some of the schools have already confirmed, so we've got the schools all lined up. As far as lessons, I don't know if we'll be able to go after school because of hockey and everything,” she said.

Alberta Food Drive collects over 1,800 pounds in the Tofield-Ryley area Kari Janzen Staff Reporter

The Alberta Food Drive collection date was Saturday Oct. 14, a couple weeks later than usual.

“It seems to be a good time of year when the needs are starting to increase and it prepares for the Christmas season. It just gives a little boost to the food bank and those in need,” said Marty Lybbert, minister for the Tofield Branch of the Church of Jesus Christ of Latter-day Saints.

This annual food drive first began in Edmonton in 2009 but has since expanded to include many communities across Alberta.

“It’s organized throughout the province and throughout this week we have volunteers that are distributing the collection bags to the individual houses and then on Saturday, between about ten and noon, volunteers will come around and collect the bags and drop them off directly at the food bank,” said Lybbert.

“The bags have the instructions on them, for people who want to make any donations to the food bank, to put them in the bags and leave them on their front doorstep. The people here are always very generous and this works out to be, as I understand, one of the biggest intakes for the food bank throughout the year,” Lybbert said.

Last year over 2,300 pounds of donations were collected, which is less than the year previous where 2,680 pounds were collected in 2021. This year a total of 2,291 pounds was donated.

The food drive is an excellent opportunity for people to make donations without having to plan a trip out to the food bank or a collection site.

“Typically, people in general have overall good intentions but sometimes, amidst the hustle and bustle of life, some things are easy to forget. This just helps facilitate it and make it as simple as possible,” Lybbert said.

“It’s not something I would say people plan all year or save up for, but when they receive the bag during the week, it puts it in the forefront of their mind,” he said.

The Tofield branch of the Church of Jesus Christ of Latter-day Saints organizes the food drive every year.

“We use the network of the Church to facilitate the organization of the food drive.

There seems to be an ever increasing need, by people of all ages, for an extra hand in meeting their basic needs. Through that network we find volunteers to distribute donation bags, pick up the donations, and deliver them to the local food bank. As our members are part of the community, they find joy in this small service to work with friends and neighbours to support the food

over the years and has experienced much success,” said Lybbert.

Tofield-Ryley and Area Food Bank Board Chair Dawn Arnold said the food bank volunteers spent four hours going through the collections.

“Our food bank volunteers worked hard for four hours on Saturday, weighing, sorting and shelving the amazing amount of food collected. The Tofield-Ryley and Area Food Bank is so very grateful for the donations which have filled out shelves and will serve our clients well for quite some time,” Arnold said.
