Saturday, October 8 was a chilly, blustery day for the 18th annual Garlic Festival in Andrew, but everyone donned mitts, toques, winter coats and boots to enjoy the various activities held throughout the village. Bruderheim council signs off on annexation Michelle Pinon Editor

Members of Bruderheim town council officially signed off on its annexation application on Wednesday, Oct. 5. Deputy Mayor Virginia Differenz made the motion to authorize the completion, and signing of the application that will be sent to the Municipal Government Board for approval. The motion passed unanimously. Mayor Karl Hauch stated that council as well as himself are united in the long term goal of ensuring

the sustainability of the community. “To that end this annexation opportunity has the capability of ensuring that this goal will be realized!” During the September 29 Open House at the Fire Hall, there were only two residents in attendance. Back on August 9, Lamont County council voted unanimously to approve a compromise proposal which had a few less parcels than the original proposal. Robyn Singleton, Chief Administrative Officer for Lamont County stated at that time that, “consenting to the proposed annexation is limited to lost tax revenues for these lands included in the annexation as of date such annexation is completed.”

There’s clowning around, and then there’s clowning around as one youth from Fort Saskatchewan found out last week. A 15-year-old boy, sporting a scary clown mask was first sighted by the spray park by a passer by, and reported to police last Wednesday evening. A short time later, Fort Saskatchewan RCMP received another complaint in regards to a person in the passenger side of a newer model black Ford F-150 who was wearing a clown mask. According to RCMP, the clown stuck its head out of the window of the truck, waved, and then the truck sped off and cut in front of the complainant. While police had no reason to believe the clown posed a threat, they did put out a press release asking to speak to the person in the clown mask. The following morning the male youth and his mother attended the Fort Saskatchewan RCMP Detachment to advise police that he was the person wearing the clown mask the previous night. “The youth was very apologetic and did not realize this much attention would be drawn from the wearing of the mask.” Police confirmed it was an error in judgement on the youth’s behalf, and he was informed of the potential dangers as well as the outcome of his actions. Cpl. Jennifer Brown said that while wearing a clown mask is considered odd, it is not illegal; however, it did scare and cause concern from the

Brown said this is the first time they have had to deal with this type of incident in the detachment area. “This clown fad seems to be getting a lot of attention lately, which is concerning. I have read comments on social media sites where people are indicating they will run a clown over if they see one. We just don’t want anyone to get hurt; the person dressed as a clown or the public.” The clown craze has created hysteria in the United States fueling both fear and fascination while prompting calls for calm from police departments, and even from the master of horror, Stephen King, according to TIME magazine. The frenzy was born in South Carolina in late August after unsubstantiated reports surfaced that clowns were spotted trying to lure children into the woods. The craze grew from there, and became a national phenomenon with sightings in two dozen states. Whether some or all of these incidents were intended as a hoax or not, it has resulted in felony charges stateside. Intentional or unintentional, this kind of clowning around is not acceptable, and has negative consequences. In the future this type of behaviour could result in serious repercussions on home soil.

Opinion From Where I Sit: Beliefs Test

By Hazel Anaka Have you ever noticed how it’s easier to be grateful when all aspects of your life are going swimmingly? Like, perhaps harvest 2016 is complete. And you’ve

still got your job. And you don’t know where the food bank is located. And you’ve never set foot in the Cross Cancer Centre. As I write this, it’s cold enough outside that I believe the meteorologist who says it’s going to snow today. It’s dreary and windy. It’s a stretch of imagination and a leap of faith to believe things will get better this fall. That the sun will shine again. That the swaths will dry and the crop will make its way into grain bins. Without sclerotinia or ergot or sprouting. Without the added labour and financial costs of aeration fans

and grain dryers. It’s possible, even likely, things will get better. Only a couple of times in the past thirty years have we combined in November or after a snowfall. So the odds for an outright disaster are not that high. It’s just hard to believe, to trust when you’re in the thick of the mess. By the time you read this, we will all have celebrated Thanksgiving. If we hosted the meal, we may still be knee-deep in leftovers. If we were lucky enough to be guests, we will be grateful for the invitation. We will have accepted the quirks and the blessings

of our tribe: the sarcasm of Aunt Gertrude, the tippling of Uncle Boris, the generosity of some, the conversational acumen of others, the sweet innocence of the young’uns. Because of a pet project I’m working on, I’ve been revisiting some of my most treasured personal development resources: books, CDs, DVDs. New in my arsenal of tools are podcasts. Hilary introduced me to the technology when we thought I’d need hours of distraction while combining. Now, I’m hooked. Like anything taken in excess, they could become an obses-

sive time-waster and they are definitely not all created equal. For now, I’m enjoying access to a world of free information and entertainment on virtually any topic under the sun. I’ve chosen to focus on podcasts dedicated to writing and personal development. The overarching message of empowerment experts is the need to express gratitude. Aspire for more but be grateful for what we already have. It’s distressing to see how for too many of us, the default attitude is negative. There’s plenty of gloom and doom in this column. I’m struggling

to believe that “with all this manure, there must be a pony in there somewhere.” But it takes awareness and the willingness to stop and question the attitudes and beliefs that come so naturally. And that ain’t easy. So whether our today is glorious or gruesome, there is always more to learn about ourselves, our beliefs, our ability to attract that which we want in our lives. The struggle to change what is comfortable and easy for us is not for the faint of heart. Maybe the harvest from hell is just a big fat beliefs test, from where I sit.

Heartland 101: environmental emergency response plans SUBMITTED ARTICLE Risk assessment, response plans and access to resources are elements of industry and community emergency management programs. Confirming and improving these plans through drills, exercises and simulations not only enhances public safety, it also satisfies certain regulatory requirements. A number of industrial facilities in the region are required to have Environmental Emergency, or E2, Response plans under the Canadian Environmental Protection Act. These plans aim to reduce the frequency and severity of uncontrolled, unplanned or accidental releases of hazardous substances into the environment. They also ensure companies are able to prevent, prepare for, respond to, and recover from an environmental

emergency. Regulations require E2 plans to be updated and tested at least once each calendar year. Tests and exercises simulate a possible emergency that can reasonably be expected to occur at the facility, and includes informing those affected that a test is being planned. This enables responders and participants to be involved in the planning and confirms response roles. Exercises can be administrative, discussion-based, or operational, which entails actual deployment of response equipment and personnel. Facilities are able to participate in mutual aid exercises or in exercises run by industry associations, as long as the exercises include their sites and test their specific E2 plan. On October 6, Sherritt tested their E2 plan with an operational

exercise, and included their mutual aid partners through Northeast Region Community Awareness Emergency Response (NRCAER). “In our twenty-five years, NRCAER member exercises have involved a range of scenarios to meet various federal and provincial regulatory requirements, and test our mutual aid protocols at the same time,” says Brenda Gheran with NRCAER. “Severe weather, transportation incidents, human intentional and non-intentional actions can potentially lead to environmental emergencies. Exercising response plans ensures all responding agencies have a shared understanding of a safe and effective response.” If an environmental emergency occurs, the public safety response is to Shelter in Place by going inside, shutting

doors and windows and turning off anything that draws outdoor air inside. This creates a barrier between people and the hazard. NRCAER has a number of Shelter in Place education tools, such as magnets and information cards, and also YouTube videos. NRCAER will be among 20 organizations participating at Life in the Heartland’s next Community Information Evening on October 20 at the Gibbons Cultural Centre from 5 – 8 pm.

NOTICE OF APPLICATION Confined Feeding Operations NBI Feedyards Inc. have filed application No. BA05018B with the Natural Resources Conservation Board (NRCB) to amend an existing permit at their confined feeding operation located on SE 7-5618 W4M in Lamont County, Alberta. The application is to amend the Manure Application condition (5a) in their existing permit No. BA05018A which states that, “The Developer shall ensure that no solid manure or liquid manure is spread within one mile of the boundary of the Hamlet of St. Michael, as depicted in the Land Use Bylaw”. The application is to amend this condition to allow land application of partially composted manure on lands within one mile of the Hamlet of St. Michael with incorporation within 48 hours, during their fall manure spread period only (usually the last week of September to mid-October). The application includes utilizing a third party weather forecast to, as much as possible, avoid spreading up-wind of the hamlet and other practices to minimize the odour and other nuisance impacts for St. Michael residents.

The Canadian Union of Postal Workers (CUPW) National President Mike Palecek has reached out to the Town of Mundare to ensure the municipality’s views are considered during each stage of the Canada Post Review. In a letter dated Sept. 7 to Town of Mundare Chief Administrative Officer (CAO) Colin Zyla, Palecek encouraged the municipality as well as residents to fill out the parliamentary committee’s online survey some time between Sept. 26 to Oct. 21. In his closing paragraph Palecek stated:

Obituary Laura Bell (nee Johnston) Laura Bell (nee Johnston), long-time resident of Ponoka, AB, passed away peacefully at home on July 20, 2016 at the age of 76 years. Laura, or Lou as she was known to family, was born on January 20, 1940 in Lamont, Alberta to Everett and Louise Johnston. She was the third of four children, and the only daughter. Laura studied nursing at Lamont. She married Wade Bell of Edmonton and they moved to Ottawa. The marriage didn't last very long, and Lou moved to Ponoka with daughters Julia and Jennifer in 1976. Laura was very active in sports and treasured the friendships she made through curling, bowling, fastball and skiing. After retiring from nursing in 1998, she began a rewarding career as a matron at the Ponoka RCMP detachment. She held this position until early 2016. The members and staff held a very special place in her heart. Laura will live on in the hearts of daughters Julia Bowie of Dawson Creek, BC and Jennifer Chick of Ponoka; grandchildren: Emma Bowie (Jon Bowerman), Abigail Bowie (Adam Huttema), Piper Bowie and Jesse Chick; as well as her brothers Bill (Wyn), Gordie (Shirley) and Ferg (Betty). A Celebration of Life was held at the Ponoka Funeral Home on Friday, July 29, 2016. An interment will be held in the Lamont Cemetery at a later date.

Open house for Heartland Area Structure Plan update attracts large crowd in Lamont Michelle Pinon Editor

Lamont County is currently undergoing a review of its Heartland Area Structure Plan, (ASP) and hosted an open house in Lamont this past Wednesday to hear from local residents and industry. About 60 people responded to the invitation to attend, stated Stephen Hill, Director of Planning and Community Services for Lamont County. Hill said the review of the Lamont Industrial Heartland Area Structure Plan is more than just zoning, and will include comprehensive reviews on utilities, pipelines, transportation, environment, corridors, etc. Hill went on to state: “The intent of the review process of the ASP is two-fold; first because of the age of the existing ASP document we need to ensure it is current with provincial legislation changes, and secondly, to open it up for review and modification to meet the issues that may be present today for both local landowners and industry.” There are some housekeeping items related to zoning that Hill said

they would like to see corrected. Those items would be the protection of environmental lands and the review of industrial zoned lands that have existing development restrictions placed on them, added Hill. He wanted to be clear that Lamont County, and its consultant from Stantec, “do not have any predetermination of changes to land use districts, but we do have some parameters established in regard to specific areas that do need review. Hill also pointed out, “Provincial environmental legislation will be reviewed, and the likely result will be a new Environmental District being established adjacent areas like Beaver Hill Creek, and environmentally sensitive lands we think exist in the northwest of our Heartland District. The county is engaged in a biophysical study which will help some guidance. The result of the review process may see that no changes occur or that some lands are removed from the current zoning for environmental protection. Strathcona County has also identified a large area within the northeast

back regarding maintaining or altering some of the buffer districts. “Lamont County would not want to change the buffer below Township Road 562, so as to retain the setback for heavy industrial development from the Town of Bruderheim. We also need to carefully review the lands around

Township Road 564 and north as some or most of these lands could be considered for an environmental district. Additional zoning issues that would be contemplated would be driven by landowners and/or industrial developments. These could range from medium industrial districts to highway com-

mercial districts, warehousing, officers or commercial districts.” Several more open houses will be held in 2017 to give residents and industry more opportunities to share their ideas on industrial development in the county.
