Local resident Kevin Smook supports expansion of UCP commitment to NPs

Enhancing access to NPs is vital in rural areas: Smook MOUSH JOHN Editor

Seeking the United Conservative Party (UCP)’s candidacy in Camrose constituency, Tofield resident Kevin Smook announced the first part of his platform, which is the expansion of the UCP’s long-standing commitment to enhance the health services received by Albertans. “In speaking to people in the riding, they feel there is a shortage of physicians overall,” Smook said. “One solution to this problem is by placing Nurse Practitioners (NP) in areas where physicians are either unavailable or super busy. I will advocate to the Minister of Health to seriously consider implementing this idea to hopefully improve healthcare.” According to Smook, in September of 2019, the UCP government provided funding to add 30 new NPs to supplement

family physicians in the health system. The UCP government again expanded the program in 2021. “NPs are able to perform many of the same duties as physicians in a clinical setting,” he added. According to Alberta Health Services, they are trained to assess, diagnose, treat, order diagnostic tests, prescribe medications, make referrals to specialists and manage overall care. NPs are even able to complete your medical examination for a driver’s license, thus reducing the burden on family physicians, and opening access at clinics. Examples of duties may include ‘abscess incision and drainage, arterial blood gas collection, suturing of lacerations, wart removal, skin biopsy, foreign body removal, nail reductions, and orthopedic casting’. Smook said, “Enhancing access to NPs can

allow greater provision of healthcare services, especially in rural communities, as it has been proven in Thorhild County. When faced with losing its community healthcare services, the county set up its own clinic and hired a NP. Many NPs are paid on the basis of salary, unlike the per-patient rate for doctors, and as a result are able to spend greater time with patients.” He further noted that while many residents aren’t able to find a family doctor around Alberta, NPs may be one avenue to supplement the care Albertans receive. “However, unlike the Thorhild County model, most NPs must work for a primary care network run by a doctor, and as such are unable to bill the government directly for their services.” Smook is committed to funding independent practices for NPs to allow the profession

greater autonomy. While the UCP government has funded additional seats for in-demand programs – largely in healthcare – Smook promises to advocate for the creation of additional funded seats for NPs, who have graduate degrees opposed to the undergraduate training that’s been announced. “In an attempt at offsetting the expense to future NPs, many of which work full-time through their additional training, the Northern Alberta Development Council currently offers a bursary of up to $18,000 a year to attract and retain NPs with a ‘return-service commitment’,” he noted. Smook would examine the possibility of “topping up” the program while offering similar programs to rural communities, regardless of whether the NP chooses to operate independently or join a primary care network.
