By Scott Chadwick, City Manager In what seems like a blink of an eye, we’re in a new season marked by the new fiscal year and for many families, the start of a new school year. One of the things that’s remained consistent though, and one of the many things we have become really good at during the COVID-19 pandemic, is adapting to a changing environment. So, as we adapt again, and keep adapting as needed to keep ourselves and our community safe, I’m hopeful for what’s to come. As a city, I’m proud that we continue to be in a position that serves our community at the highest levels, which includes hiring the needed staff across various departments. Whether you’re just starting your service with the city, or you’re seasoned public servants, I’m proud of your dedication and connections to each other and to our community. Juvenile Justice Program Coordinator, Police Q. What is the Juvenile Justice Program? A. The Juvenile Justice Program is a community-based diversion program for first-time youth offenders. It helps prevent youth ages 13 to 17 from escalating relatively minor criminal behavior into future felonious activity and avoid starting a juvenile criminal record. Q. What makes the program unique? A. The program started in Carlsbad in 1986 and was the first of its kind. No other diversion programs were doing what Carlsbad was doing in truly making connections in the community and creating volunteer community representatives who can intervene between a youth and the juvenile court. Carlsbad’s model went on to become a nationally recognized program in the early 1990’s. Q. How did you know you wanted to work with youth? A. In 2010, I remember working an overtime day shift at the end of the week. I got called to an elementary school and was walking out to recess with the principal. If you’ve ever seen an elementary school recess, they don’t have a care in this world. I remember that even after a long week, I was looking at the kids and destressed! And I remember thinking that if I could impact kids at a younger age, I could help them make healthy decisions and go in a better direction. Q. How does the program use volunteers? A. Our volunteers serve as community representatives on a juvenile justice panel and help provide guidance and support to our youth and families in the program. Volunteers, who can also be City of Carlsbad employees, additionally support our youth during community service opportunities like city trail clean ups, street fairs and other events. At the end of the day, it’s really about wanting to engage and connect with youth and their families. Q. What’s the most rewarding thing about your role? A. One of my favorite aspects is at the end of the program when I get to meet with the youth and their family. We talk about their perspective and what they’ve learned. I also love graduations and make it a point to go to all of my kids’ graduations. Since the program isn’t just for youth who live in Carlsbad, at one point I went to six different high schools around north county. That’s how important it is to me to celebrate my graduates. I get to see the impact I made on a young person’s life and how they’re moving to lead a healthy, productive life.

City Staff Spotlight Congratulations to Carlsbad’s newest police ranger, John Hull If you’ve been out on the trails lately, you may have already met our newest police ranger John Hull. John started with the city as a community services officer in 2016. He chose to become a ranger because he likes to work outside, meet new people and loves dogs. He looks forward to meeting all the four-legged community members that use our trails each day (on a leash, of course). John quickly learned the challenges of being a ranger when he recently helped our partners at the Fire Department by carrying 100 pounds of equipment for a mile to aid in the rescue of an injured hiker.

Jess has been an integral part of the HR team since 2017, working in the recruitment division. She recently obtained her Master’s in Social Work and continues to keep up to date on innovative and relevant HR topics. She will be coordinating all citywide compliance, professional development and diversity, equity and inclusion trainings.
