Windthorst’s Tyler Gilbert releases latest album

Tyler Gilbert of Windthorst has announced a new, full length, 11-song album, Kill the Magic, which is due out Nov. 20.

This album is a collection of ambient and rock songs written over the past three years. There have been four singles released from the album and overall it is a much softer album delving into the ambient and cinematic realm. Like his last albums Kill the Magic was produced by Justin Bender.

The pandemic definitely helped out in focusing more time to make an album when there was no touring being done.

Gilbert plays all genres of music but admits his heart lies with rock.

Growing up in a musical family, he had a lot of influence from both parents.

“From a young age I liked to sing,” explains Gilbert who also started playing guitar somewhere around Grade 8

after taking some lessons.

Growing up, he says he was a very shy kid, not wanting to stand up in class and give a presentation. That’s all changed. He now performs in front of audiences by the thousands.

“It’s funny how things turn out,” he said.

“I’ve always found singing in front of people less nerve-racking than speaking to a crowd.”

He now finds singing and playing guitar is his comfort zone.

One year after learning the guitar, he was given a machine to make demo tapes to make recordings.

“So I made some CDs and distributed them to the family,” explains Gilbert. “It was a good learning experience to craft my song-writing.”

With the help from his dad getting a few gigs in 2003, he started playing live shows here and there, although he admits he was pretty green, playing mostly cover songs back then.

In 2008 he made his

first professional CD in a studio – The Vos EP, twangy rock with a full band – an eight-song CD. It was then that he started playing ticketed shows all around Saskatchewan.

Over the years, Gilbert has made quite a few albums, including Tyler’s World, a folk album with acoustic guitar based style; and OK Murphy with a full band with a modern rock sound.

Eventually his tours started to get bigger and bigger, including a Western Canada tour as well as a few tours into the States.

Gilbert’s tours grew even more to include all of Canada except for the Maritimes, touring solo for many years.

With The Montana Kid album, a countrytwangy rock sound, he toured all of Canada and into the Western U.S. “I played the Folk Alliance International in Nebraska and played the Ohio State Fair,” explains Gilbert.

Leaning towards the hard rock sound where he could showcase his talents on the guitar, he then released the Underdog album. Following in 2020, he put out an EP called The Fallen.

Even though Gilbert is a “happy-go-lucky” guy, he jokingly states that some of his songs reflect otherwise.

Gilbert has had some radio success with a song from this CD, Lady of the Mountaintop.

It received air play on Sirius XM and CBC has always played his music throughout the years.

“I’ve always been an artist who writes a lot of music,” says Gilbert, who adds, “I have always found song-writing to come naturally. The whole idea of starting from a blank canvas and sculpting the whole thing is so fascinating to me.”

“Songwriting has always been one of my favourite aspects of the music industry … probably even more so than actually playing live shows.”

Carlyle Legion hosts a Remembrance Day service Submitted by Doug Waldner

On a cold and blustery Nov. 11, the Carlyle branch of the Royal Canadian Legion conducted the Remembrance Day ceremony at the Carlyle cenotaph.

Despite the weather

and the ongoing pandemic, the ceremony was very well attended.

There were three rows of cars lined in the rink parking lot facing the cenotaph, filled with participants honouring those who have served and sacrificed for our country. In addition,

there were a number of people standing out side of their cars.

The ceremony was ably led by Nedra Clark, who detailed the history of the poppy campaign and its significance in remembrance, on this, the 100th anniversary of the poppy as a symbol of remembrance and the 100th anniversary of the founding of the Poppy Campaign.

While Clark was discussing this history, the sergeant-at-arms, John Votour marched the colour party in through the first snow we have seen in Carlyle this fall. Darren Simons was part of the colour party in full dress RCMP uniform, and flag bearers were Rick Burnett, Dianne Twietmeyer, Marion Biram, George Anderson and Jack Wilson.

The wind was a challenge for all flag bearers and required them to stand and hold the flags through the entire ceremony.

Jesse Twietmeyer played the Last Post, which was followed by two minutes of silence

and Reveille. Wilson and Votour performed the Act of Remembrance by reading the names of those from Carlyle and area who were lost in the First and Second World Wars. Twietmeyer then recited In Flanders Fields by John McCrae, which was the short poem that inspired using the poppy as the flower of remembrance.

A number of wreaths had been laid before the ceremony, and more

were laid after the ceremony.

Clark made note of all the wreaths that were laid before and would be laid after.

During the ceremony, wreaths were laid from the Government of Canada, the Government of Saskatchewan and the Royal Canadian Legion.

Wreaths were also laid honouring First World War and Second World War veterans, the United Nations and NATO veterans, the Heroes

of Afghanistan, and returned service members who have since passed.

Doug Waldner led the attendees in a prayer during the ceremony, and in the benediction at the end of the ceremony.

The Carlyle Legion would like to thank all who participated, and all who attended during this wintry service. We must always remember those who sacrificed so much so that we can live in freedom.

Gilbert has performed at some unique shows over the years.

“I’ve played on train station platforms in Ontario, the roof of the Third Hill Tower in Regina and a fashion show in Montmartre.”

Gilbert finds the acoustic shows a bit more intimate, which gives him the time to tell some stories between songs. It connects the audience to the singer.

Born in Calgary, Gilbert grew up in Regina, he and his girlfriend Ingrid recently made the move to Windthorst, eager to leave the hectic

city.

Growing up he spent a lot of time in Windthorst, visiting relatives, so that just seemed to make sense to look for a place he knew well as a child.

Gilbert set up a limited studio at his residence, allowing him to play guitar, electric guitar, keyboard, synthesizer and do vocals

from home. He finds it very peaceful in Windthorst while recording.

There’s no crazy city noises.

When it comes to adding drums and a full band, he uses a studio in the city where he enlists various artists on his albums, including session players. JD Lemire, originally from Peebles, is his main bass player

for live shows around Canada.

Gilbert has been doing this as his career for a long time already and he has no plans on stopping any time soon. This lifestyle has enabled him to see the sights of so many different places.

With 40 more songs in his repertoire, Gilbert already has plans

of working on his next album.

In February and March 2022, Gilbert will be touring with a full band in Tennessee, Texas, Atlanta and North Carolina.

Living through COVID for the past 18 months, Gilbert says he’s excited to get back on the road touring soon.

Regal Auto Refinishing celebrating 30 years

A young and determined Jayson Humphries decided to go into business for himself. After attending school at SIAST in Moose Jaw and apprenticing at Carriere Auto Body, a life changing opportunity appeared.

The old building that housed J & J Cycle and Marine, located north of Carlyle on Highway 9, then owned by Jim Innes and Jim Szakacs, came up for sale. With the help of his former employer, mentor, and friend Garnet Goud, Regal Auto Refinishing became a reality.

Goud was someone Humphries always looked up to for advice and guidance and that is what he got.

Said Humphries: “Without Garnet’s help we wouldn’t have been able to get started. Bob and Harvey also wished us well on our new venture with Harvey Carriere saying “there’s room for both of us in Carlyle.”

Humphries worked solo at the shop during the day. He and Cindy had a couple of young, car-loving kids that came in from school every day. They worked late at nights and on weekends. A month after opening, a journeyman technician joined the team. They worked hard painting anything and everything they could get their hands on, “even a bathtub for my mom,” chuckled Jayson.

“We worked on anything and everything.

From cars to Zambonis to office duct work.”

Regal started to grow its business and had an office expansion in 1998. They added 1,500 square feet to the front of their existing building. This new space would include an auto accessory showroom, an office and file room, and a break room for staff.

“I felt it was important to move towards a more professional appeal – a nice office space away from the traditional dusty, dirty, parts everywhere reputation typically associated with old school body shops,” said Humphries.

Five years later, Regal expanded its back shop work space, adding 2,500 square feet.

This would create more room and eliminate the countless hours of vehicle shuffling.

Added Humphries: “We could now take a vehicle apart and had the space to keep the vehicle in a designated location until the parts arrived to complete the repairs.”

The automotive industry has been changing rapidly with technology advancements and product improvements.

“When I first got into the trade, we were spraying straight lacquer paints. Then straight enamel, to acrylic enamels. Industry advancements led to base coats, clear coats, and now today with tri-coats and even quad-coats. Paints reflect light differently to change the actual color of the vehicle from different angles,” said Humphries.

“We now currently spray water based products. When the supply companies introduced

Regal Auto Refinishing is located north of Carlyle on Highway 9. this technology, it presented a whole other challenge, drying. It took forever to dry, creating paint booth bottle necks.”

So this led to another expansion in 2010. Regal added 3,600 square feet. The new space was built to accommodate a new state of the art down draft, a computerized paint booth equipped with all the new water based drying technologies. With this upgrade Regal Auto Refinishing now had two paint booths and a huge prep space. The autobody shop is now currently 12,000 square feet, located on approximately three acres of land in the R.M. of Moose Mountain.

When asked why the company has succeeded for 30 years, he replied, “Two things, our team and our customer base, hands down. Andrew Procyk has been with Regal for 25 years. He is very meticulous and passionate about the vehicles he works on.

Andrew treats every job like it’s his own. He’s a perfectionist. I work side by side with Andrew and I enjoy every minute of it. He’s an amazing person and an awesome technician.”

Adds Humphries: “Working alongside Andrew is John Jamieson.

He’s been employed with us for nearly 10 years. Johnny is very

hard-working and really enjoys the tecky aspects of the trade. He’s a great asset and I appreciate him every day.

“Across the shop from Andrew and Johnny is Malcolm Spry.

Malcolm moved home to Carlyle from Calgary seven years ago. He enjoys the heavier collision jobs and prefers to work on the harder hit vehicles. He lightens the work place with his sarcasm and keeps everyone on their toes.

There’s never a dull day with Malcolm.

“Floating around the shop helping everyone out is Simon Wolfe. He has been part of the Regal team for four years now. He started as part of the high school work experience program.

Once he graduated he decided to pursue his auto body career and is currently apprenticing with us. Simon is fun to work with and has a great work ethic. I look forward to watching his auto body career take off. He has so much potential.”

“Working the front office is Colleen Getten.

She has been with Regal for 8 years (on and off as she had her family.)

Colleen is very gifted with computers and all the administration stuff that is needed in today’s auto body repair business.”

Humphries and his wife Cindy along with

their daughter Payton work in the front office as well. She covers holidays and helps out whenever needed.

“Payton is a little drill sergeant, is very organized, and thrives on meeting deadlines and finishing goals.”

Juanita Wolfe also helps out with reception and is a holiday fill-in.

“She is so kind and always willing to help out.

She’s like family,” said Humphries.

In the back business office is Cindy Humphries. Her attention to detail is impeccable, and is in charge of all the business finances and keeps things flowing.

“She keeps us all organized and makes sure nothing is overlooked,” he said.

Humphries appreciates having such a hardworking and qualified team.

Regal has apprenticed many auto body enthusiasts over the years and has formed many long-lasting

friendships. They strive to be a leader in their industry, for both their team and their customers. They offer a drive on frame repair rack, 3D frame measuring, aluminum repair and panel replacement, MIG, aluminum, silicon bronze and resistant spot welding, body and paint, glass replacement, and have a fleet of late model courtesy cars.

“We are very happy to have a business in Carlyle. It’s a great community and we have enjoyed serving the town and surrounding area for all these years. We have a very loyal clientele with many repeat customers whom we appreciate so much.

New customers are always welcome and we look forward to serving southeast Saskatchewan for many years to come.”

Regal Auto Refinishing plans on hosting a 30-year customer appreciation day in the very near future after provincial health conditions improve.

Better utilization of U.S. health care needed

By Murray Mandryk Long before COVID-19, people were complaining Canada’s public health system was broken.

It isn’t. COVID-19 may have actually proven that.

Yes, our public health system keeps our taxes high. And, yes, it may not always necessarily produce the cutting edge medical advancements that we see from the U.S., although the reasons Americans are world leaders health in care advancement is complex.

Doctors are allowed to delve in the treatment of rarer conditions that don’t often occur in countries with smaller population bases.

The net result of all this has made the Americans world leaders in medical advancements, so it was hardly surprising that the U.S. would lead the way in developing vaccines for COVID-19.

Perhaps more surprising is that U.S. — with the world’s best medicine at its disposal — would also lead the world in COVID-19-related deaths.

The cost of having the greatest health care in the world, ironically, is that not everyone in the U.S can afford to access it.

This is evidence in the much steeper human toll Americans have paid after nearly two years of a worldwide pandemic.

We in Canada were admittedly slower in developing and distributing vaccines. Because we have a public system more likely to pinch pennies, provinces like Saskatchewan ran out of ICU space when hit by the fourth wave.

But it’s even more important to note that Canada has only had 29,458 known deaths from COVID-19 or 784 per 100,000 people. By comparison, the U.S. has now registered 762,206 COVID-19 deaths or 2,322 per 100,000 people.

Clearly, our health care system isn’t any more broken than others.

It angers the left and Medicare purists that some people go to the U.S. for certain medical procedures because they can afford to do so. They have done so for years because they avoid waiting in the Canadian queue for non-life threatening surgeries.

Even more irritating to the left has been governments like Saskatchewan recognizing that maybe allowing some hybrid elements of privatized health care in Canada might actually help avoid richer Canadians going to the U.S. for treatment and enhance our system here.

But richer or poorer, we should all agree that on very rare occasions our still very good health system in Canada cannot provide medical treatments and that we should all pitch in and cover the costs for treatment.

Sadly this hasn’t been the reality for family of five-year-old Conner Finn, who have incurred an $832,000 bill for surgery only available at the University of Minnesota to deal with his rare and sometimes fatal cerebral adrenoleukodystrophy (ALD).

The Finns requested funding for out-of-country treatment for Conner that is available when a procedure isn’t available in Canada. Initially, they were denied by the health department bureaucracy, but that ruling was overturned by the Health Service Review Committee.

“Unfortunately, the ministry decided to ignore that recommendation and still denied our claim a second time,” father Craig Finn said last spring.

Because the surgery was needed immediately, the Finns had to liquidate their retirement savings to pay for it. Last week, they went to the Saskatchewan legislature to plead directly to Health Minister Paul Merriman to reconsider and offer help.

The Saskatchewan Party government should do this. And it should have never come to this.

We have a great health system, but we need to recognize its shortcomings.

You don’t belong here anymore

Shelley Luedtke We arrived home one day this summer to the surprise of a water leak in our family room.

We’re not sure how long the tiny leak had been dripping, but we came home to a corner of the ceiling lying on the floor, while the wall, furniture and carpet were waterlogged.

In order to facilitate repair work, we cleared out an adjacent storage area, including tubs of Christmas decorations, and since everything was sitting in the garage it seemed a good time to sort through it all.

There’s something about culling Christmas stuff in the heat of a July afternoon that inspires far less sentimentality and far greater practicality.

Let’s just say it was much easier to get rid of my ‘toy soldier little drummer band’ in the summer than it ever would have been during the holidays.

The drummer band was a dozen little dressed

up bears, each brandishing tiny mallets that struck one of two bells on either side of them. The programming was actually quite remarkable with the bears playing 10 different Christmas songs in rather sophisticated musical arrangements. Each Christmas I spent so much time untangling wires that I’d decided this would be its final year, only to pack it back up and store it away.

So it was actually pretty momentous last summer when I got rid of them, helped by the fact that they just didn’t fit the time of year.

Sometimes things simply don’t belong in the time period they get put in. It can be rather funny when it happens on TV or in a movie. A Starbucks coffee cup in a medieval setting. A wristwatch in a scene depicting a battle in the 1800s. Maps in a movie taking place in 1936 noting the country of Thailand, even though it was called Siam until 1939.

Hippies in the background of a story set in the 1940s. Even the Canadian flag was incorrectly painted on crates in a movie taking place in the 1930s. The set designers used the familiar red and white maple leaf but that flag wasn’t in use until 1965.

They are anachronisms; things that are

out of place or inconsistent with the time period in which they have been placed. Usually they are just mistakes or oversights, and sometimes funny ones at that. But there are other things that seem so totally out of place they shouldn’t be happening at all. They are not anachronisms because they are far more serious than that.

For instance, even though malaria has been eliminated in many countries (including Canada since 1965), it remains a disease that impacted 229 million people in 2019, up one million cases from the year before. Regions in Africa account for 94 per cent of cases and deaths.

We have malaria prevention strategies and treatments, but do we have the will to put increased resources where they need to be? How wonderful it would be if malaria no longer belonged in this time period.

Or drinking and driving. In 1921 laws were passed in Canada to make it an offence to drive while intoxicated.

Yes, 1921. Not long after, Parliament refined the law to be defined as impaired driving since it doesn’t take being drunk to be a danger behind the wheel. For 100 years our nation has had laws to confront this, yet it remains that impaired driving is a leading crim-

inal cause of death and injury in Canada.

Our nation had the highest percentage of alcohol-related vehicle deaths amongst highincome countries. Police report that in 2019 impaired driving increased 19 per cent from the year before. Charges clog the court system and take up enormous amounts of police and judicial resources. It carries with it social costs of more than $20 billion.

But, of course, no dollar figure can account for the loss of human life or life-changing injuries that happen every year. Shouldn’t drinking and driving be a thing of the past? A historical footnote? Something we shake our heads at and remark, “Can you believe people used to do that?”

There are things that simply don’t belong with us today and it would be a mistake to think there’s nothing that can be done. We know enough and can do more. While it’s fun to point out the anachronisms that pop up in movie scenes, it’s far more important we get serious about addressing the issues that we should have long put behind us.

Imagine what we could do if we got really serious about making things of the past— things of the past. That’s my outlook.

Report from the Saskatchewan Legislature

With the Speech from the Throne now officially introduced and approved, our government will continue on the path to building a stronger, safer, healthier, better educated and more independent Saskatchewan.

This plan was started in the spring with the 2021-22 budget when we committed to hiring more staff to support long-term care residents across the province. A three-year plan was announced to hire 300 new continuing care assistants (CCA) and with an initial $6 million investment, 95 CCA fulltime equivalent positions have already been filled.

These positions will support residents in 43 long-term care facilities

across the province and 22 smaller communities will benefit from more staff providing home care visits.

Education has been a large component of our government’s plans for the future and there are several programs and funding initiatives underway that will improve access to education as well as early childhood care.

A $4.8 million partnership with Collège Mathieu, Saskatchewan Polytechnic and the Saskatchewan Indian Institute of Technologies will develop and deliver an accelerated early childhood education training program. The investment will help increase the number of certified early childhood educators (ECEs) in the province as well as in-

crease the certification of current ECEs. Qualified ECEs will also benefit from $9.6 million in funding to increase wages for the childcare workforce to support the recruitment and retention of educators. Saskatchewan has partnered with the Government of Canada to invest $1.1 billion to bring fees for regulated child care down to $10 per day on average within the next five years.

Many school projects are underway to provide students and educators with state-of-the-art facilities, like the new $47 million, 11,050 square metre joint-use school that is under construction on the south side of Regina.

High visibility patrols, tracking dangerous offenders or gangs along with executing arrest warrants are just some of the actions that can be taken.

Our government is providing $1.5 million to get the expansion underway this year with approximately $3.2 million in each subsequent fiscal year. This investment brings the total number of CRT units in the province from seven to nine by adding a total of 20 permanent positions, including 16 RCMP officers, two criminal analysts and two administrative assistants.

As ranchers plan for the future following a very difficult summer, applications for a second support payment are now being accepted under the 2021 Canada-Saskatchewan Drought Response Initiative. The initiative provides immediate relief to livestock producers with two payments totalling up to $200 per head for eligible female breeding cattle and bison, with adjustments made on animal unit equivalents for other livestock.

Producers yet to apply are still eligible for payment 1 but must apply for the first stage before applying for the second.

Payment 1 is to address the negative impact of drought conditions on grazing livestock this past summer. Payment 2 is based on your intended inventory for the winter and the extraordinary expenses for winter feeding this year. The deadline for all payment applications is Jan. 31, 2022.

So far, over 8,600 applications have been accepted for 1.24 million animals totalling approximately $109.6 million un-

der Payment 1.

The Government of Saskatchewan is pleased to continue a program that honours those who have served our great country. Introduced in 2019, the Saskatchewan Veterans Service Club Support Program provides grants for repairs and upgrades, special events, programs and activities to engage the community. Once again, the program will be accepting applications for funding totalling $1.5 million.

In 2021, 77 grants have already been provided and the third intake has now been initiated on a rolling, first come first served basis.

We are also supporting the continued memory of our veterans with the Scholarship of Honour.

The annual award is presented to returning Canadian Armed Forces members, as well as spouses and children of injured or fallen members.

This year 14 recipients will receive a one-time award of $5,000, dedicated to our courageous service members.

Sports Carlyle Hooters celebrate 40-year anniversary

By Gord Paulley This fall marks the 40th anniversary of the Carlyle Hooters recreation hockey team. The Observer caught up with one of the originals, Brian Isleifson, who provided some background.

Back in 1981, the only recreational hockey team in Carlyle was the Cowboys. Bernie “Boomer” Wooldridge and Denis Michaud came up with the idea of forming another team consisting of other younger players.

Like now, hockey 40 years ago was a popular sport and it still is. Today, 61-year-old Isleifson still faithfully laces them up every Monday and Thursday.

cott, Brian Rutten, Garnet Kaspick, Lyle Brown, Michael Ries, Brad Holt, Garry MacDonald, Rob Chapman and Larry Brown. I might have missed a few.”

The Hooters play an informal 30-game season each winter. Isleifson recalls that some 30 years ago, they played a whopping 64 games, losing only eight. The team has had up to 25 players but in a normal year 15 or so dress each night.

The team is one of the few in the area that has their own dressing room, which is very impressive. It has wood panel benches, full shower facilities, and the players enjoy having individual USB ports for charging their phones. They have renovated their room many times over the years and it is now located in the most southerly location downstairs at the Carlyle Sports Arena.

Adds Brian, “We have had a lot of laughs over the years and frankly a lot of talented players have donned the Hooter uniform. In 2021, we are dressing in our fourth set of jerseys.”

tempers flared towards the end with a few players from both teams being asked to leave. As I skated to the faceoff circle with a minute to go, their centreman looked at me and said, ’Sooo, you guys probably aren’t coming for sausages after the game?’ All I could do was laugh and it instantly broke the tension.”

It must be noted that handshakes are in order after every game and that everything else is left on the ice.

The Hooters play against teams located all over southeast Saskatchewan. They have had longstanding rivalries with many towns, including Arcola, Redvers, Alameda, Kipling, Maryfield, Kennedy,

Oxbow, Frobisher and Lampman. Isleifson has played against 15-yearolds and 75-year-olds.

All of their games have referees and some of those names from the past include Jim Findlay, Blaine Hewitt and Brent Stillwell.

Young Grady Benjamin is donning the stripes this year. The 2021-22 Hooter team consists of around 20 dedicated hockey players that just play for the love of the game. Some of the longtime members still playing include Isleifson, Clint Dunn and Steve Schultz.

Concluded Isleifson: “I still thoroughly enjoy playing the game. Until I think I am a detriment to the team, I’m not hanging them up.”

Redvers Winterfest ready to roll

By Gord Paulley The Redvers Winterfest is back for its fifth year and will take place Dec. 11.

The Observer had the opportunity to interview three of its committee members, Kendra Miller, Kayleen Gaudet and Megan Ellison.

Said Miller: “This year’s Winterfest will be better than ever. The day is entirely family oriented and is loaded with activities for children of all ages.”

A pancake break-

fast starts the day off at the newly opened Rising Phoenix Café from 9 a.m.- 1 p.m. Other restaurants in Redvers are also holding various promotions that day.

There will be photos with Santa, a magician, and a balloon artist.

There will be a performance and a photo op with Elsa the Princess from the Frozen movie franchise. Sleigh rides will be held throughout the afternoon.

At 1:45 p.m. the movie The Grinch will be played at the Artemis Dance

Studio. Adults can enjoy the trade show being set up by various vendors and there will be craft time available for the kids. Children can also participate in the townwide scavenger hunt.

That evening, there will be a memory tree lighting at 5 p.m., with a parade to follow. The Town of Redvers transit bus will also provide seniors with a Twinkle Tour that night, with residences and businesses to be judged on their decorations.

Also, from 5-8 p.m.,

there will be a town bonfire held at the parking lot of Today’s Enterprises, hosted by the Redvers Fire Department.

Miller, Gaudet and Ellison are all very excited about this year’s event. Added Gaudet: “The children of Redvers and the surrounding area are going to have a great time. It should be an action-packed Saturday.”

On Nov. 8, Micheal Lemieux and boys Carter and Mason arrived from Lloydminster to spend a week of holidays with Ernest and Dianne Lemieux.

The boys were on a school break and Michael had days off work.

They celebrated an early Christmas on Nov. 11, when other family mem-

bers – Alan and Kathy Arthur, and Lloyd and Irene Sorensen joined everyone for supper. They then returned home on Nov. 12.

By Gord Paulley The Town of Oxbow recently completed important upgrades to its water lagoon.

The Observer talked with Oxbow chief administration officer Lisa Pierce, who provided some details.

“With a population of 1,328, the Oxbow lagoon was deemed to only be operating at 15 per cent capacity, and the system did not meet any legislated discharge criteria resulting in new development in the area being suspended by the Water Security Agency.

“To solve this problem, the municipality installed a submerged attached growth reactor (SAGR) system in 2021.

The installation is the only single cell, shallow facultative lagoon in Western Canada to be converted to an aerated cell upstream of a SAGR

system while maintaining the geometry of the existing cell.”

“With a price tag of $4,612,900, 60 per cent of the funding was obtained through ICIP (Investing in Canada Infrastructure Program), which is 40 per cent federally and 33 per cent provincially funds, and the remainder through FCM (Federal Canadian Municipalities) Green Fund, consisting of $237,413 in grant funds and $1,549,339 in a lowinterest loan to be paid over 10 years.

“Planning for these costs since 2018 means that taxes and utility rates will not increase due to the project. The SAGR system also allows the town to approach the expansion in such a way that the existing footprint is decreased by nearly 40 per cent while the capacity is increased well

into projections for population is 2035.

“Economically, the placement of a lift station that is accessible in town and replacement of force main with HDPE (High Density Polyethylene) is roughly half the cost of replacing the gravity main in the future and provides the opportunity to accept and treat more wastewater from external sources on a user-pay system.

“Treating an additional 90,000 m3/ year (cubic metres) of wastewater will provide the municipality with potential business and job growth linked to new development as well.”

Cannington MLA Daryl Harrison recently visited the site and greatly appreciated the completion of the project, along with the federal and provincial funding.

Stormy weather didn’t hinder outdoor service

By Laura Kish Despite the stormy weather, a small crowd gathered for the outdoor Remembrance Day service held at the Kipling Royal Canadian Legion’s cenotaph on the morning of Nov. 11.

Legion members marched down from the Legion Hall to the cenotaph to open the service, led by an RCMP honour guard and the colour party.

Master of ceremonies for the service was Robert Steil.

Wreaths were placed at the cenotaph by representatives of the Royal Canadian Legion and Ladies’ Auxil-

iary, as well as other representatives for various groups in the area.

Maxwell Krecsy read out the names of the district’s war dead, followed by The Last Post and two minutes of silence was observed.

Remembrance Day in Kisbey Submitted by Richard Krehbiel Queen Elizabeth has reminded us that it is our duty to remember those who served and were lost in military service to our country.

Residents of Kisbey and area met this duty at the local cenotaph on Nov. 11, where a brief Remembrance Day ceremony commemorated the men and women who gave their lives for our way of life.

Nora Weightman of the Kisbey branch of the Royal Canadian Legion led the service and

read the roll of honour listing 31 men from the Kisbey area and Pheasant Rump Nakota First Nation who were lost in the First and Second World Wars. She also noted that 2021 was the 100th anniversary of the poppy being worn as a symbol of remembrance in Canada.

Wreaths for the Government of Saskatchewan, the Village of Kisbey, the RM of Brock, the Pheasant Rump Nakota First Nation and the Royal Canadian Legion were laid by RCMP Const.

ministrator Miranda Debusschere, Robert Wright and Legion president Dwayne Weightman.

Honoured veterans in attendance were Albert Hale, John Vouture, Wright and Kisby.

Several members of the community observed the ceremony from their vehicles or in socially distanced groups and members of the Carlyle branch of the Legion were welcomed.

Pandemic measures again prevented a fuller program, but hopes are high that the full traditional service can be restored in 2022.

By Betty Walker Well the cool blustery weather has arrived and they tell us there is more to come, but thankfully all we have to do is look out the window.

Nov. 11 found us gathered to attend a

very meaningful Remembrance Day service conducted by Charlotte Kovach. This was followed by a sing along of all familiar songs with Judy Skiba at the piano. Following our dinner, we watched a video presentation of the ban-

ners honouring our local veterans.

The banners are all hanging up around the community. Thank you to all who made this a very thoughtful time of remembrance.

We ended the afternoon with another sing along with Judy.

By Gord Paulley Recently the Carlyle Happy Gang building was home to a Red Cross first aid course and the Observer had the opportunity to talk with course instructor Desmond Bilsky.

Bilsky is employed by Hutt’s Trucking Ltd. of Lampman as their health, safety and environment employee, and teaches diversified safety courses in southeast Saskatchewan.

Last week, 15 employees from various

businesses, most notably the Southern Plains Co-op, attended the Red Cross First Aid and CPR training in Carlyle. Said Bilsky: “I have been the Hutt’s Trucking health, safety and environmental co-ordinator for the past four years. We conduct regular safety training for regular retail businesses, daycares, and the oilfield.

First Aid, CPR, H2S (hydrogen sulphide), fire safety and many other courses are all offered in many different formats.”

Added Charlotte Halabuza of the Southern Plains Co-op administration department in Estevan, “We appreciate the services and safety courses offered by Hutt’s.

Occupational Health and Safety requires that a high percentage of employees must obtain their basic first aid training.

The blended courses of online learning together with practical training offered by Desmond and Hutt’s Trucking fits the bill.”

Congratulations to Mike and Evelyn Nelson on the birth of their son, who was born on Oct. 28. He weighed 3.66 kilograms (approximately eight pounds). He was named Lucas Nathan and he is a brother for Xyvrill, Keisha and Elijah. He is also a grandson for Darrell and Loretta Nelson of Regina Beach and Ovencio and Remedios Gardin of the Philippines.

The senior girls volleyball team won the gold medal at the 1A conference championship at Stoughton with a record of 4-0. Last weekend they travelled to Churchbridge to participate in the regional playoffs. They beat Lemberg in their final game and are off to provincials in Loreburn next weekend. What a great accomplishment.

Eileen Shatford motored to Regina last Monday for two medical appointments. While there she met her newest great-granddaugh-

ter, Scarlett Suzanne Burnett. Scarlett is Eileen’s seventh great grandchild.

The Wawota Royal Canadian Legion presented a Remembrance Day ceremony at the Legion Club Rooms. A large green cross had been constructed with 38 poppies on it for the 38 names on the cenotaph. Jean Bogner read a poem about the war that her father Wilfred Dennis had composed.

A good-sized group attended the ceremony.

Family members gathered at Sask Aire on Nov. 13. They were there to spread the ashes of the late Adrienne Hambleton. Adrienne passed away last month at the age of 36 years.

In the summer of 2010 when her health declined and she needed more care, Ida started a new chapter in her life with a move to Coteau Place. She resided in nursing homes in Estevan and Weyburn. Overview: The GDI Board of Governors has representation from the (12) Regions of the Organization, who are ratified by the Provincial Métis Council (PMC) of the Métis Nation—Saskatchewan (MN—S). The PMC Member who is assigned the Education portfolio sits as the Chairperson of the Board of Governors. All persons selected to the Board of Governors will be for a period of three years.

A member who is an employee/staff person/manager of an affiliated organization of the MN—S shall not be permitted to sit on the Board of Governors of the Institute.

Responsibilities: The Board of Governors oversees the Gabriel Dumont Institute and is responsible for its operation and governance in all matters, including: to adopt policies for the effective operation of GDI; to formulate a strategic plan and to oversee its implementation; to approve annual budgets, audits and programs; to function as ambassadors for GDI and to encourage students and potential students in their study and career plans; to represent GDI to all levels of government, persons of Métis ancestry and to the public generally; and to appoint a Chief Executive Officer to be directly responsible for implementation of policy and the day-to-day management and operations of GDI. Qualifications: All appointments to the Board must be of Métis ancestry with knowledge of the cultural, historical and social circumstances of Saskatchewan Métis. Ideally the collective skills on the board will represent a number of different disciplines and perspectives. Some of the preferred skill and training areas include education or post-secondary education; finance and administration; business; human resources (personnel); law; and communications. This will ensure a wide range of skills and perspectives are available when decisions are considered.

Process: Candidates can apply directly to the MN—S region or the Institute who in turn will forward the application to the appropriate MN—S region for consideration. The MN—S region then submits the name of their selected representative forwarded from a duly called and administered regional council meeting. The name of the new board member is then sent to the PMC for ratification. Finally, the name is forwarded to the Minister of Advanced Education, Employment and Labour for final approval.

Open house in Kipling provides an update on the Bekevar Wind Energy Project

By Laura Kish SaskPower has awarded its next utility-scale wind facility to Renewable Energy Systems (RES) Canada and Awasis Nehiyawewini Energy Development, a wholly owned Cowessess First Nation entity.

Set to be constructed south of Kipling in the RM of Hazelwood, the RM of Kingsley and on Cowessess First Nation reserve land, the Bekevar Wind Energy Project will supply 200 megawatts (MW) of zero-emissions power, enough to serve up to 100,000 homes.

Patrick Henn, development manager with RES, says it’s so important to have open houses such as one recently in Kipling to answer any of the public’s questions about the project.

“People have been speaking with their councillors, the reeve and administrators. We have had great support from the RM offices.”

Meetings and open houses such as this are held to explain and answer any concerns the public may have so they won’t have any misconceptions about it.

“We do consultations and want to make sure the people understand the project.”

“This is a big construction project, it’s $300 million in investments.

It’s a big project for the community for sure. People are completely entitled to have concerns. It’s a new industrial facility.”

“We’re quite happy.

We’ve been out here since 2016 and it’s been going great. We were successful in the competition to get this project. We just have a great community here, also combined with the partnership with Cowessess and a good mix of the two collaborative RMs, all the landowners and the 20,000 acres of land from more than 25 families.”

The turbine locations range from approximately seven kilometres south of Kipling to as far south as almost to the 7-11 Grid.

The whole area covers roughly 40 square miles which will definitely change the landscape as we know it. The tall structures will have a footprint in the scenery.

At the open house there were visual simulations of what the landscape will look like once the wind farm is finished.

“What I like about this project is that it is very spread out.”

Long after the wind farm is complete, benefits will still be seen by Kipling and area.

“Economic benefits will include the landowners with turbines receiving yearly rent, RM’s will receive property tax, school tax every year, a mill rate based on commercial and industrial.”

The wind farm will create jobs as well, and the operations will need at least six or more fulltime workers. Temporary jobs will include snow removal and maintaining roads, and maintenance of the sub-station.

“We’re very proud to offer a bursary program which we will be launching next year. We are planning to offer a bursary for youth who are from the RMs to be trained in a one-year program that is specific to wind turbine maintenance and operations. There’s one stipulation – you can’t be scared of heights.”

Daphne Kay, community energy specialist for Cowessess First Nation, explains that it’s a 200-megawatt wind farm with 35 to 40 wind turbines. The decision is yet to be made on which model of wind turbine the company will go with.

Maps were available at the open house showing where the proposed wind turbines will be erected.

“We’re looking at starting construction in the spring of 2022 with hopes of commercial operations by 2023, although we’re still in the consultation and developmental stages.”

On June 1, they signed a 25-year power purchase agreement with SaskPower.

“We’re had a lot of traffic come through the doors today asking many questions about the project and that’s exactly what we want.”

Why wind energy?

The towers go up quickly with a very small footprint afterwards and it’s a safe and economical source of energy.

“Out of the 150 to 200 open houses I’ve held throughout my career regarding a wind turbine project, noise is probably the topic that the community has the most questions about,” explains Henn.

Shant Dokouzian was in attendance as a consultant explaining that the company will be using the strict Alberta noise regulations to locate turbines.

“Forty decibels (dBA) is basically a pretty conservative level that other provinces have implemented. Elsewhere in the world, it’s a sound level which is deemed to be acceptable.”

For example 40 dBA is more than a whisper and a regular conversation is about at 60. If you’re at the base of a turbine, you’ll hear it, although

these wind turbines will be set no closer than 750 meters to a residence.

Why talk about sound?

Because it is a concern with many of ‘how much noise do they make with the humming and the swoosh sound with every turn’.

“Sound will be extremely low based on the distance the turbines will be from houses. Taking into consideration the weather conditions, humidity, temperature and wind – all of these are factored in to make sure the sound is below 40 dBA.” If by chance there’s a tornado, each wind turbine has its own meteorological sensor which measures the wind direction, speed, humidity and temperature and it continually adjusts itself.

Therefore, if the wind changes it turns into the wind. If the temperature gets too cold or too hot it stops. If the wind becomes too high, say 70 to 80 kilometres per hour (km/h) up at the turbine,

not at the ground, it will stop.

It will feather the blades so it doesn’t catch the wind. The turbines are designed to withstand up to 150 km/h winds.

“Since the early 2000s, there have been many more safeguards installed in these turbines. There are over 400,000 turbines erected worldwide and there hasn’t been one injury to the public,” explains Dokouzian.

When there’s an ice storm, they have sensors to alert the blades to stop turning.

Andrew Ryckman of Natural Resource Solutions Inc. explains that as part of the regulatory process they work through ecological requirements, guidelines and surveys.

“For this particular project we’ve gone through three-season surveys at the site. Beginning in March of this year, we observed spring bird migration, we’ve done breeding bird surveys, and acoustic bat surveys, amphibian sur-

veys, and we just finished up the fall bird migration surveys a couple of weeks ago. Then we do a whole series of targeted surveys including sharptailed grouse, burrowing and short-eared owls and document every raptor nest.”

Other than the wildlife, they also survey the vegetation and habitat.

“We’re still processing a lot of the data. What we’ve seen so far is that there’s not that many sensitive species records.”

Patrick Henn explains: “There are three pillars to having a good wind project.”

“The main reasons why we chose this area for the wind farm, first is the wind which produces good fuel in the area, proximity to SaskPower grid – the switching station at Kennedy, local support of this new idea from landowners and RM’s. You need those three combined. If you’re missing one of these three, you don’t have a project.”
