Healthcare Recruitment: the continual need Kelly Running Observer Staff

The Moose Mountain Health Care Recruitment Committee (MMHCRC) invited interested participants to an informational meeting at the Arcola Optimist Legion Hall on Monday, Dec. 18.

The committee itself was first started in 2007 and had approximately 15-20 people sharing the work of the group. Now they are made up of four women: Sheila Sim, Brenda Walter, Bev Grimes, and Lynn Brady.

Although the group has dwindled, their importance remains high, they have worked tirelessly to ensure the hospital in Arcola remains open with 24hour service.

Community member and healthcare worker, Auldene Craig, spoke to this: “Year after year they assess the needs and fundraise. They’ve put in 100s of hours of personal time. I challenge people with this question: If our emergency is not open 24 hours a day then where is the next closest acute and emergency care? Estevan, Weyburn, Regina.”

Craig emphasized the importance of the service to the area explaining her family has all accessed hospital services over the years from broken bones and stitches to health emergencies including a personal one of a severe allergic reaction, which without emergency services close by she may not have survived.

“We need to maintain a viable facility and the community need to be assured it will remain open,” Craig added. She went on to say that the MMHCRC’s efforts ensure this.

To date the MMHCRC have recruited 13 doctors to the area and are hoping to bring another one in January. One of the doctors they helped recruit is working in Carlyle as well. They have also been responsible for recruiting five nurses to Arcola and surrounding communities to ensure the hospital remains open.

One is owned by the RM of Brock, one by the Town, one we have the mortgage on, and one is owned by others. But, we’re responsible for painting, maintenance, house cleaning, and furniture.”

Arcola Daycare hosts annual open house

The event offered area children the chance to enjoy some preChristmas fun, while their parents and other supporters could check out the daycare building and learn more about what the facility has to offer.

Grimes added that with a new doctor hopefully coming in January the donation of a television or bed would be greatly appreciated.

When a new doctor comes to the area the Moose Mountain Health Care Recruitment Committee gives them $5,000, three months car rental, as well as six months free lodging with internet and cable.

“We started doing this and thought we would only be doing it for three or four years and it would be fixed,” Sheila Sim explained. “It’s not going to be.

Doctors are going to come and go. We would love it if they stayed longer. They’re all very good doctors and we’re very thankful to have them here for the time that they are, but they come and go. And every time we recruit a doctor we’re looking at $10,000 in recruitment and a $12,000 mortgage, which gives us a $22,000 bill just right there.”

They reported that currently in their bank account is $17,016.09 and were unable to host their usual Christmas dinner fundraiser citing the difficulties of the economic downturn. Currently they are hoping to develop a different fundraiser and are welcoming any ideas that people in the community might have. The MMHCRC now has a Facebook page and one idea was to gather donated items to sell as a fundraiser.

The MMHCRC is a larger entity than serving just Arcola as the doctors that they recruit may work in Carlyle or Arcola and provide satellite services to Lampman, Stoughton, White Bear, and Wawota.

Arcola School brings Christmas cheer

Kindergarten students performed the “Happiest Christmas Tree” dance and took turns reciting The Arcola School’s pre-K class sang and danced to two songs – “Jingle Bells” and “Going on a Bear portions of the “Christmas Counting” poem.

Grade 1 at Arcola School performed a few numbers including “O Christmas Tree,” a poem “Christmas Rap,” and danced to “Rockin’ Around the Christmas Tree.”

The Grade 5 class from Arcola School performed two Christmas carols, which had the audience in laughter: “Dominick the Donkey” and “I farted on Santa’s Lap.”

The Grade 2/3 split performed various Christmas recitations. Students in groups of two to four recited the short recitations including “Christmas is Coming,” “Christmas is More,” “Our Gingerbread House,” “The Little Christmas Carollers,” “C-H-R-I-ST-M-A-S,” and “Happy Holidays.”

The Grade 3/4 split performed the “Jingle Bells Dance” for the audience.

The Ladies Choir from St. Andrews United Church sang in Arcola on Sunday, Dec. 17. A Christmas musical, “A Shepherd’s Story,” followed the nativity story from the perspective of the shepherds.

As the story was told the Ladies Choir performed a selection of tunes, which had people in the holiday season. An offering was also set up during the evening to assist a local family.

For over twenty years, Carlyle’s Dairy Queen has brought Christmas magic and a happier holiday season to local families in need via their “Angel Tree.”

Christmas 2017 marks the fourth year that DQ owners Garth and Donna Mryglod - aided by the efforts and generosity of their staff and customers - have teamed up with Envision Counselling to collect and distribute gifts to area kids in need.

2017 Google trends

With a New Year about to ring in, Google Trends compiled the top internet searches Globally and for each country using their services. There were definitely ups and downs around the world… so what was big this year?

Globally searched were Hurricane Irma, iPhone 8, Kelly Running iPhone X, Matt Lauer, and Observer Staff Meghan Markle. Topping the people list were Matt Lauer (fired NBC Today show host), Meghan Markle (Prince Harry’s fiancé), Nadia Toffa (reported on a fake news story about a nuclear experiment in Italy), Harvey Weinstein (sexual abuse allegations), and Kevin Spacey (alleged sexual assault).

Global News searched included Hurricane Irma (the strongest hurricane observed in the Atlantic since Wilma in 2005), Bitcoin (a digital currency), Las Vegas Shooting (Oct. 1, a gunman opened fire into a crowd of concertgoers), North Korea (with rhetoric concerning the United States it was a constant search throughout the year), and Solar Eclipse (Aug. 21). I had already forgotten that we used a pin hole camera at work here to keep an eye on it before someone kindly brought us some welding glass.

The top searched movies: IT, Wonder Woman, Beauty and the Beast, Logan, and Justice League.

Top searched musicians and bands: Ariana Grande (search results spiked in May when a bomb went off at her concert in Manchester), Linkin Park (search results spiked in July when the lead singer committed suicide), Lady Gaga, Mariah Carey, and Ed Sheeran.

In Canada our searches included a few of the Global ones, but included a few different ones as well: Hurricane Irma, Meghan Markle, Tom Petty, Ottawa Senators, and North Korea topped the list.

People searched the most included Harvey Weinstein, Matt Lauer, Kevin Spacey, Eric Salvail, and Melania Trump.

Our top International News in Canada which we sought out was about Hurricane Irma, North Korea, Trump News, Bitcoin, and the Solar Eclipse… While the top Canadian News included Ottawa Senators, Gord Downie, Solar Eclipse, BC Election, and – like any good Canadian – the Weather… because who knows what it’s going to do.

Top searched for movies: IT, Wonder Woman, Beauty and the Beast, Justice League, and Dunkirk.

Top searched musicians: Neil Young, Ed Sheeran, Shania Twain, Ariana Grande, and Lil Pump.

Canada also had another section, “Why…” This included: Why are NFL players protesting the national anthem? Why are flags in Canada at half mast? Why are there so many hurricanes? Why are women marching? Why does Catalonia want independence?

So, we’ll see you in the New Year!

I don’t know you but . . .

It had been a smooth flight for most of the journey from Amsterdam to Bucharest when suddenly strong winds created turbulent conditions. The plane seemed to be tossed about easily and conversation in the cabin came to a stop as people quietly considered the situation.

We attempted to catch a My Outlook glimpse of something through Shelley Luedtke the windows to see how close we were to our destination but the darkness of a nighttime sky blanketed our view. It was the rockiest descent and landing I had ever experienced as we were bounced to the left and then the right and back and forth again and again. When we made contact with the ground the plane shook wildly and we held on and waited for the sensation of coming to a stop. Instead it felt as if the back end of the plane was pulling us in the opposite direction and we realized we were in spin. Picture a curling rock making its way down the ice and that was us down the runway of Aeroportual International Bucuresti Otopeni.

When we came to a stop we looked at each other wondering what had just happened. The seatbelt sign remained lit and the flight attendants asked us to stay seated. We then heard the voice of the pilot who calmly explained that they hadn’t been made aware of the build-up of ice on the runway and that those conditions, combined with strong gusts of wind, had made the landing a challenge. He informed us we had slid off the runway and were quite some distance from the terminal so we needed to wait for vehicles and personnel to tow us back. It was somewhat surreal. Since we hadn’t seen, but only felt the motion of what happened, it took a moment for the information to sink in. We found out later that a large section of Romania had been hit by their worst winter storm in a decade and we had arrived at the tail end of it. I have no idea what the communication

may or may not have been between our plane and the control tower in Bucharest but regardless our pilot was forced to make a difficult landing under problematic conditions.

After being towed to the terminal we exited the plane and continued on with our itinerary for the night. We never got a chance to thank the pilot. Certainly we joined in with other passengers in cheering and clapping when the plane came to a complete stop but I don’t know if the pilot could hear the appreciation being sent his way. I have no idea how old he was, what he looked like, where he lived, or what circumstances might have led to him being on the flight that night but I am ever so grateful he was.

There are many, many thank yous I haven’t been able to express simply because the deserving individuals haven’t been accessible (or I haven’t tried hard enough to find ways to contact them). A surgeon has seen my tears of gratitude but I never said thank you to the hospital staff who cleaned the operating room or sterilized the instruments.

Cards of appreciation were sent to university professors who inspired and challenged me, but not to the maintenance staff who kept pathways clear, furnaces running and safety codes enforced. I sent an email of support to a public official who intervened on behalf of people I don’t know, yet I have never sent a note to express my thanks to the people living right in my town who keep my drinking water safe.

The list of people deserving thanks grows each day as I become more aware of the individuals who I have never met who work in jobs I cannot do and who make sacrifices I’ll never fully understand.

How then do I express my appreciation to each of them? The truth is I can’t. But I can choose to live in a way that demonstrates true appreciation for health, safety and a quality of life I cannot claim to have created.

And because there are so many people to whom we can’t extend thanks, we have to be very sure to extend the ones we can.

That’s my outlook.

Manor native Tianna Kennett (pictured, centre) earned her place at the top of the podium at The Canadian Junior and Senior National Wrestling Championships March 24-26 in St. Catherines, Ontario. Kennett grappled her way to a gold medal in the 59 kg weight class. Her win qualifies Kennett to compete in the Pan-American United World Wrestling Championship in Lima, Peru in June, as well as the Junior World Championships in Finland in August.

The University of Calgary student also earned the opportunity to be part of wrestling’s Canadian National team for another season.

IF YOU TAKE DRUGS DON’T DRIVE!

Over the years many awareness campaigns have taken centre stage during the holidays to remind revelers about the dangers of drunk driving. But the risks of drug-impaired driving are less known to the general public, even though a lot of damage has been wrought by these illegal substances.

New campaigns are now aiming to raise public awareness about the risks involved with all kinds of impaired driving and highlight the potential harms to driver, passengers, other cars, and pedestrians when someone is operating a vehicle while under the influence of drugs.

EFFECTS OF DRUGS All drugs are a potential danger where driving is concerned. For example, cannabis, or pot, has numerous effects on the driver: difficulty concentrating; poor perception of surroundings; loss of coordination; difficulty in maintaining a straight line, driving at a constant speed, and estimating distances; slowed reaction time; hesitant driving; and lack of ability to handle the unexpected.

In addition, stimulants such as cocaine and methamphetamines produce high risk behaviour, a false feeling of confidence, inattention, and loss of coordination.

DRUG DETECTION Law enforcement authorities are presently informing the public that they are now trained to detect drug-impaired drivers. The police can ask a driver to take a coordination test, the results of which can be confirmed later by an expert in drug recognition at the police station.

Town of Carlyle 2017 year in review Lynne Bell

2017 was an eventful and exciting year for the Town of Carlyle.

Here’s a look back at some of the highlights and challenges the community faced over the past year: Basal Spraying Program As a preventative measure, the Town started a basal spraying program to reduce the risk of Dutch Elm disease in our community.

Business licences Council passed a bylaw which made changes to business licence rates within the Town of Carlyle. Class A, Class B and home-based businesses are now required to pay $24 per year for a business licence.

Emergency Measures Notification System This year, the community worked with the R.M. of Moose Mountain and Solomon-Matthewson Consulting to prepare a Community Safety Plan for the Town of Carlyle and the R.M. Modular home lots The Town purchased the former Crescent Point Energy prop-

erty on 7th Street for $79,500. This land was rezoned into six serviced lots suitable for modular homes.

Railway Avenue Bridge repairs Throughout 2017, members of council worked on both the funding and logistics necessary to proceed with necessary repairs on the Railway Avenue Bridge.

Staffing changes 2017 saw the departure of two long-term Town of Carlyle employees - retiring Public Works Superintendent Peter Robertson (after 27 years’ service) and Town Administrator Huguette Lutz who retired after a decade’s service to the community. Todd Thompson is now the new Public Works Superintendent and Natalie Miller is now Town Administrator. Dawn Faber and Erin Wilson job-share the full-time assistant town administrator position.

New physicians welcomed The community was delighted to welcome two new physicians to the Carlyle Primary Health Clinic in 2017.

The Town extended a warm welcome to Dr. Ishpinder Singh Ranu and Dr. Khanam Habiba and their families to the area.

Tax assessment values In 2017, the total worth of residential and business properties in the Town of Carlyle increased from $145,398,985 in 2016 to $188,677,680 in 2017.

Council’s priority was to achieve an equitable weighting between business and residential properties regarding the shift in assessment values. Council decided to elimimate several major expenses from the community’s 2017 budget in an effort to reduce the burden on property taxpayers. Ultimately, the mill rate for all categories of properties - agricultural, commercial and residential - was set at 7.8 from a previous rate of 11.15. The education property tax mill rate - which is set by the provincial government - is 4.12 from a previous rate of 5.03. The assessment rate (set by the Saskatchewan Assessment Management Agency) also affects local tax rates.

Waterworks Compliance Inspection This year, the Town of Carlyle received an excellent report regarding its latest Waterworks Compliance Inspection.

Daycare Carlyle Town Council reviewed and approved the application for a town-owned, licensed daycare. This future project is in the exploratory stage. Although the application will first be placed on a wait list with the Province of Saskatchewan’s Ministry of Early Learning, the Town is researching provincial funding for the project.

Community Grant disbursements In 2017, the Town of Carlyle received $15,576 from Saskatchewan Lotteries. These funds are to be used for programs “directly related to a sport, culture or recreational project,” and were disbursed as follows: Cornerstone Family and Youth: $5,000; Crescent Point Leisure Complex: $2,500; Carlyle Public Library:

$2,500; Carlyle FunDayz: $2,261; Rusty Relics Museum: $2,000 and Carlyle Pickleball: $1,350.

Carlyle Public Library 2017 marked the 50th anniversary of the Carlyle Public Library.

Carlyle Fun Dayz Carlyle Fun Dayz evolved into a two-day event in the summer of 2017. The Town of Carlyle extends its congratulations to Councillor Jenn Sedor as well as the event’s committee members and volunteers on staging an enjoyable and successful summer event in the community. Carlyle Fun Dayz also celebrated Canada 150.

No Fee Day/Appliance Pick Up The Town wishes to thank its Public Works staff and Councillors Dean Hoffman and Brian Romaniuk for making Oct. 21st’s No Fee Day and Free Appliance Pick Up a success. Forty-three loads of refuse were taken to the transfer station for

disposal free of charge and 50 appliances were picked up as well. This initiative is a big part of keeping Carlyle clean.

Dickens Village Festival This year, Carlyle’s Dickens Village Festival celebrated its 15th anniversary. The annual festival - held on December 1st and 2 - brought the Christmas spirit to hundreds of local people and out-of-town visitors. The Town extends its grateful appreciation to the Dickens committee and volunteers on another successful festival. In 2016, Dickens weekend in Carlyle was featured in a video report by ‘The Saskatchewanderer’ and also received a mention in the Saskatchewan Automobile Association magazine earlier this year.

Carlyle placed in the middle of these rankings. In 2016, the municipal property tax gap in this community was 1.88 percent. White City had 2016’s lowest municipal property tax gap at 1.18, while Moosomin had the highest municipal property tax gap in 2016 at 3.42 percent.

Saving Smithfield: Rescue and restoration in Southeast Saskatchewan Lynne Bell

Richard Krehbiel grew up hearing stories of Smithfield – the fieldstone house his Scottish great-grandfather built north of Kisbey in about 1903. The house was the first Canadian home for Scottish immigrant Bruce Anderson Smith and later, for other family members Smith brought from Letham, in Angus County, Scotland, to settle in this part of Saskatchewan and work for what soon became a highly-successful grain and draft horse operation.

Krehbiel, Smith’s great grandson, says the restoration of his family’s ancestral home is a “labour of love” and he has placed the house’s repair and return to authenticity in the hands of master stonemason Charlie Pirie of Balgonie’s Cap Masonry and his employees, Hannah Jeglum and Fred Heikkinen, as well as carpenter Tony Sengler.

“I have a long-term lease on the house from the owners - the Gordon family - and the R. M. of Brock has designated it an official heritage property,” says Krehbiel.

“And they’ve both been terrific. There aren’t many landowners who would let you come and play with their place.”

“My great grandfather was an orphan who was raised by his mother’s family in Scotland,” explains Krehbiel, a semi-retired law professor from Prince George,

B.C. “Because he was an orphan, he wouldn’t inherit any land and besides, Scotland was full.

So the family set him up to come here. He built a successful grain and

draft horse operation at Smithfield and brought several family members over here to settle in Canada.”

“It was a highlycapitalized grain and

draft horse operation, financed by Scottish money,” he adds. “And it wasn’t the only one there were five of these operations in this area.”

Years later, in the

wake of the Great Depression, the Smith family left Smithfield and moved north in search of better prospects.

The Carlyle RCMP detachment dealt with the following files between Thursday, Dec. 14 to Monday, Dec. 18.

“This week, our detachment received a call from a member of the public who was concerned that a business had security cameras,” says Staff Sgt. Darren Simons. “However, we actually recommend them. Cameras often prevent theft and they also help to identify those who have committed offences.”

“In the modern world, cameras already exist. And they can be a useful tool for police.”

911 A call to 911 was deemed to be a misdial.

Alcohol-related offences An individual in Redvers was fined $360 for having open liquor in a vehicle and received a three-day suspension under the Liquor Act. This individual was followed by a concerned off-duty RCMP member who called on-duty

members to respond.

“We’re kind of like Santa Claus.” says Staff Sgt. Simons. “We’re watching you when we’re on and off-duty and we know if you’ve been bad or good.”

Assistance Carlyle RCMP assisted provincial conservation officers by arresting an individual on outstanding warrants.

This individual was also found to be operating a motor vehicle while prohibited to do so, driving an unregistered vehicle and operating a vehicle with licence plates that belonged to another vehicle. The vehicle in question was also found to have improper window tint.

This individual was charged with numerous offences and later released. The vehicle in question was seized and towed.

Breach of release conditions Members conducted several curfew checks within the detachment area this week. During one of these checks, police arrested an individual for breaching their release conditions and as a result, this individual will appear in court in Estevan.

Child Welfare

Carlyle RCMP responded to a call regarding child welfare within the detachment area.

Fraud RCMP arrested and charged an individual for attempting to sell a property they did not own. This person rented a piece of property in Arcola and tried to sell it in Weyburn.

Mental Health Act Members responded to one call under the Mental Health Act this week.

Mischief Police responded to a call regarding an intoxicated individual in the Carlyle area.

Traffic violations/ Collisions A collision at Kenosee Lake resulted in no injuries.

Members responded to the report of an erratic driver on Hwy 9 near Carlyle.

RCMP issued a $100 fine to an individual who was transporting an uninsured trailer.

Members issued several speeding tickets and/or warnings during this period, with fines reaching $196.

A motorist failed to produce a valid drivers licence.

erated a vehicle with an obstructed licence plate.

Traffic violations

included: a motorist driving a vehicle without tail lights, a driver transporting an inse-

cure load and a driver who did not complete the necessary paperwork for their vehicle.

Summing up 2017 with the Carlyle RCMP In spite of ongoing staffing challenges, RCMP Staff Sgt. Darren Simons says the Carlyle detachment met what he calls “our obligation to our communities” this year.

“Our establishment is 13 members and five traffic officers, however we are short on both, and three administration staff,” says Simons.

“We also have Victims Services volunteers within our building.”

“Here at our detachment, we have general duty members and traffic members,” he adds.

“Many of our members have other specialized training, too. One of our members instructs police officers in breath testing and we also have a negotiator stationed here, to name just two.”

“And I had 10 years with the RCMP riot troop,” he smiles.

“We’ve sent our members to other detachments when their expertise is requested,” he says. “And during 2017, members from the Forensic Identification Unit, the ICE (Internet Child Exploitation) team, the Major Crimes Unit, the police dog services and the Combined Intelligence Unit - have all worked in our detachment area.”

“Sometimes it’s a challenge to loan our members to another detachment,” explains Simons. “But it’s worth it, because our members gain a lot more specialized knowledge and experience, which they can use here for the benefit of people in our area. And collectively, our members have a lot more knowledge and experience than you might expect.”

“Our community outreach is also a priority,” he says. “And a big part of that is visits to schools within the detachment area. We’re more than willing to send our members to schools to talk to students of all ages. We talk about everything from safety to substance abuse and we’re there to dispel inaccurate per-

ceptions that young people might have about the police.”

“And the RCMP is recruiting, so if anyone is interested in ‘a career like no other’, please check out www.rcmpgrc.ca and also, get in touch with me here at the detachment if they have any questions about becoming a member and the recruitment process.”

“We’re currently dealing with staffing shortages within the RCMP, but we’re actively working with other detachments to ensure we carry out our commitment to protect the public,” says Simons.

“And whether we’re sending our members to assist other detachments or whether we’re calling on those detachments to help us out, we’ll lend, borrow or steal staff to ensure we do our jobs to the best of our abilities.”

With rapidly evolving technology comes new ways of committing crime, according to Simons.

“This year, fraud continues to be a trend as far as crime,” he says.

“We continue to receive reports of attempted fraud using the internet, phone and even the mail.”

“The perpetrators of these crimes are generally always growing in sophistication,” says Simons. “We’ve seen everything from them pretending to be a charity to trying to fool someone into believing they’ve received an inheritance to winning the lottery.

They can be very convincing, but we continue to urge people not to give out any of their personal information - especially their Social Insurance Number or any of their banking information.”

“And these frauds not only affect individuals, but they also have a negative effect on our entire country,” he says.

“Even if they’re viewed as only a nuisance, money obtained by these people often goes overseas - so it’s not spent here in Canada, nor is it

taxed here in Canada.”

“So it’s affecting us as a nation and it’s costing us a lot.”

As a veteran RCMP member, Simons says that low-tech crime is a problem police will probably always deal with - and he asks the public for their help in preventing what he calls “opportunistic offences.”

“One of our most common traffic concerns is high-tech in nature, but has a low-tech solution,” he smiles. “And that is: Please put your cell phone away when you’re driving.”

‘It’s becoming more and more dangerous,” he says. “And the solution is as simple as pulling over when it’s safe to do so if you must answer that text or call or as high-tech as using Bluetooth.”

“In addition, thefts continue to occur and many are reported, but I suspect a lot of them are not,” says Simons. “For example, if change is stolen from an unlocked vehicle - but even if it’s only a handful of loonies and toonies that is stolen, even a few small thefts can quickly add up to enough money to make a drug purchase.”

“And some people just steal for the sake of stealing,” he adds.

“We’ve found stuff in the ditch that someone has just taken from an easy target and tossed away.”

“We request that members of our detachment communities work with us by not leaving keys in vehicles and by securing their property and possessions,” says the Simons. “Please lock your vehicles, your homes, your garages and your sheds. And remember, break and enters don’t always take place at night. They often in broad daylight when people are away at work.”

Simons says that by working together, RCMP and community members can potentially reduce the incidence in crime and that means a happier new year for everyone.

Friday, December 29, 2017 NEWS Government of Saskatchewan partners with the Rural Municipality of Reciprocity

The Government of Saskatchewan and the Rural Municipality of Reciprocity have entered a partnership to upgrade Highways 318 and 361.

As part of the agreement, Highway 361 will see more than 16 km of road converted to a primary weight super grid road, while Highway 318 will see 6 km of highway upgraded to an asphalt surface. Upgrading this segment provides a safer road than what currently exists and creates a nine-month primary weight corridor.

“The Ministry of Highways and Infrastructure is working closely with municipal governments to improve highways through partnership agreements aimed at providing benefits to local traffic and the economy as a whole,” Highways and Infrastructure Minister David Marit said. “By upgrading this segment to a nine-month primary weight corridor, this will benefit both the local

and provincial economies by generating truck haul savings as well as improving the overall safety of the road.”

The cost-share projects will cost approximately $6.3 million.

The Government of Saskatchewan covering 70 per cent of the cost for Highway 318 and 73 per cent for Highway 361, and the rural municipality providing the remaining 30 and 27 per cent, respectively. The RM will also be responsible for all the required construction including design, tendering and construction administration.

“We appreciate the opportunity to work with the Government of Saskatchewan to improve the highways for our ratepayers and the traveling public,” RM of Reciprocity Reeve Alan Arthur said. “This work allows us to complete our north/south corridor through the municipality and accommodate the oil and gas industry’s

transportation requirements in the area.”

Upon completion, the RM will be responsible for both winter and summer maintenance of these sections of highway. There is currently no completion date set for this project.

“Partnerships, whether they are with municipalities, private industry or the federal government, allow our government to consider the needs of the entire provincial highway network,” Marit said. “We are pleased we could come to a mutually beneficial agreement with the RM of Reciprocity and look forward to future partnership possibilities throughout the province.”

The Government of Saskatchewan has invested $7.4 billion in transportation infrastructure since 2008, improving more than 12,000 km of Saskatchewan highways.

Later in the week Keith Olson and Gary Dickson brought us dancing music, with saxophone and accordion. Best of all, Nicki Ford and her Hints of Harmony came for a full hour of Christmas music. The measure

of their musicianship is that every word was memorized.

During the week Roy Bortolotto and the United Church brought us Christmas Communion, assisted by Fran Balls. To top it off we went on a Twinkle Tour of Maryfield. Drivers were Rhonda Erickson, Charlotte Kovach and Heather Ludlum.

Visitors during the week included Jack Lemoine with Edith Gagnon, Jean Bogner, Helen Watherald, Janice Wilson and Richard Wright.

Katie Vinge-Riddell’s father said of his daughter: “Katie left all of us a little better when she got us. And the scholarship in her name at NAIT will ensure that we can help the profession of culinary arts and leave it a bit better for future students in this program.”

Katie’s Kitchen was open again, as family, friends and fans gathered at Forget’s Happy Nun Cafe, Saturday, Aug. 12 for an evening of food, friendship and fond memories to benefit the Katie Vinge-Riddell “Nailed It” Memorial Scholarship at Edmonton’s NAIT Culinary Arts School, in honour of the awardwinning young chef and owner of Forget’s The Happy Nun Cafe.

The evening was, unsurprisingly, sold-out. Guests dined on a four-course meal created by Chef Tim Davies of Regina’s Willows on Wascana restaurant, who volunteered his expertise for the evening in order to pay tribute to his one-time apprentice.

“I was privileged to be invited to do this; we worked closely together,” said Davies, whose wife Sheeli Davies, assisted him in the kitchen.

Katie’s sister, sommelier Jillian Vinge, oversaw wine pairing for each course, while the young chef’s husband, Riley Riddell tended bar.

“Our family and the Vinge family have had so much support during this difficult time,” said Riddell. “It’s good to be back at The Happy Nun with all of our friends and family.”

Jillian agreed, adding: “We’re happy to bring life into The Happy Nun again.”

Katie’s friend, Roxann Waelchili was one of the young chef’s many friends and staff members who volunteered their time and talents to make the evening a success, along with musicians Wool Tree Grove.

“We’re all friends of Katie’s here tonight and we all came together,” said Waelchli. “It’s hard, because we miss her so much, but tonight is just a lot of love for a special girl.”

Prior to the fundraiser, Katie’s mother, Connie Vinge said, “The scholarship is entitled the Katie Vinge-Riddell “Nailed It” Memorial Scholarship, because that was her favourite saying when her food turned out perfectly - which really, was 100 percent of the time.”

“What we, as her family, want to do with this scholarship is to create opportunities for young chefs to follow their dreams and further their education like Katie did. The requirements for the scholarship are for a second-year Culinary Arts student at NAIT who displays passion, creativity, teamwork and consideration for others - all characteristics she exhibited.”

Philip Short of Creston, BC spent a few days during the week of December 5 visiting Gary and Brenda Junk.

Eleanor Harrison accompanied her son, Daryl to Saskatoon last week to visit with Dale and Lorraine Harrison for an early Christmas celebration.

Dustin Cowan, Weyburn stopped for supper with his grandparents Gray and Edel Cowan on Dec. 16 before travelling on to his Manitoba destination.

On Dec. 17 Alida held their annual Old Fashioned Christmas celebrations with a nice selection of Christmas songs being sung by our local talented young people and adults. There was a nice small crowd in attendance whom all enjoyed hearing the lovely singing and later seemed to enjoy a nice cup of hot chocolate (or Iced tea) and some dainties. Old Saint Nick also arrived and spent a little time visiting with the little ones. It’s hard to believe that another Christmas season is upon us – how time does fly by.

The Alida Bingo committee held their Christmas Bingo on Dec. 18. Please make note that there will

be NO BINGO on Dec. 25 and they wish everyone to have a Merry Christmas – also please note No BINGO Jan. 1. See you all in the New Year.

Year In Review - 2017 Dr. Robert Kitchen, M.P. Souris – Moose Mountain As 2017 comes to an end, I am fortunate to have some time to reflect on the past year. First and foremost, I would like to thank the great people of Souris – Moose Mountain for allowing me to be your voice in Ottawa. It is an honour and a privilege to represent you, and I will continue to serve you to the best of my ability.

Many important pieces of legislation crossed my desk in 2017, one of which dealt with the legalization of recreational marijuana in Canada. I spoke to this in the House of Commons and expressed my deep concerns about the impact that this legislation could have on Canadians, and in particular, on our youth. I do not feel as though the legislation goes far enough to protect the health and safety of our citizens, and I will continue to oppose it at every opportunity.

Another major issue that carried forward into 2017 was the forced Liberal carbon tax that is meant to take effect on January 1, 2017. While the Province of Saskatchewan has put forward an emissions reduction plan that does not include a carbon tax, the federal Liberals have indicated that it is not enough.

It is my hope that the Liberals will allow the province some time to determine whether the proposed plan is indeed effective before they force a carbon tax on the people of Saskatchewan. As Conservatives, we feel that Canadians should not have to worry about another tax that will make day to day life more expensive. I personally will fight this every step of the way and will do everything possible to ensure that my constituents will not have to pay more for things like heating their homes or putting gas in their vehicles.

The Liberals also tried to quietly introduce tax changes that would have serious negative impacts on small business owners across Canada, including our farmers. Due to the public outcry this created, it seems that the Liberals have scaled back the magnitude of these changes, however, the government’s lack of consultation on this shows just how out of touch they are with small business owners and middle-class Canadians in general. I will continue to stand up for our small business owners as I know that they truly are the backbone of our economy, particularly here in Saskatchewan.

On a more positive note, it was good to see the oil and gas industry begin to stabilize after a challenging couple of years, even though the Liberals have failed to champion our energy and natural resources industries the way that the federal government should. As an example, the vacancy rates in Estevan and Weyburn have gone down, and many businesses across the riding seem to be starting on the path to recovery. Of course, there are still struggles in some areas, but overall it seems that things are beginning to pick up.

It was also a challenging year for our farmers, given the drought conditions that pervaded in areas of the riding. I was very happy to see that despite the dry weather, most of our producers fared reasonably well and were able to get a fair crop. This is a testa-

ment to the great stewardship that I see across my constituency, from Coronach all the way to Rocanville. I am proud to represent such a hardworking, resilient, scientifically based, and dedicated group of Canadians.

As we move into 2018, I look forward to continuing to represent the people of Souris – Moose Mountain as I have for the last two years. A lot of work has been accomplished, but as always, there is more to do, and I thank you for putting your faith in me. Getting the know on gene drive

By Calvin Daniels Gene drive was a term I had admittedly not heard before coming across a recent article in the agriculture press, and it took only a few paragraphs of that article to feel excited by its potential and too shudder with fear regarding its possible repercussions.

So for a bit of background on gene drive I turned to the Internet.

“In genetics, gene drive is the phenomenon in which the inheritance of a particular gene or set of genes is favorably biased. Gene drive can arise through a variety of mechanisms and results in its prevalence increasing in a population,” detailed Wikipedia.

The Dr. Jekyll and Mr. Hyde side to this comes when you start to consider engineered gene drives.

In other words science would tinker with a gene or two, release individuals of the species with the modification back into the wild, and over time the modification would take effect.

It has already been proposed to provide an effective means of genetically modifying populations or even whole species.

In a Nov. 16 article at www.nytimes.com it was related back in 2013 Kevin M. Esvelt and his colleagues at Harvard University: suggested such technology “could be used to save endangered wildlife from extinction by implanting a fertility-reducing gene in invasive animals — a so-called gene drive.

“When the genetically altered animals were released back into the wild, the fertility-reducing gene would spread through the population, eradicating the pests.”

The science is obviously intriguing.

“Applications of gene drive include preventing the spread of insects that carry pathogens (in particular, mosquitoes that transmit malaria, dengue,

and zika pathogens), controlling invasive species, or eliminating herbicide or pesticide resistance.

The technique can be used for adding, disrupting, or modifying genes, such as to cause a crash in the populations of a disease vector by reducing their reproductive capacity,” notes Wikipedia.

The potential benefits in terms of human health, and farm production are rather obvious.

But take a step down this path and the questions quickly mount.

On the surface getting rid of mosquitos, every darned buzzing one of the blood sucking little devils, seems like a rather fantastic idea.

But what happens to the bat and bird species which rely on the pesky mosquito as a major food source?

Get rid of any number of crop pests from wild oats to flea beetles and it seems a win in terms of boosting production, and reducing costs in terms of herbicides and pesticides, which are already an issue with some consumers.

But again there are beneficial bugs that feed on specific weeds and birds which rely on invasive bugs and weed seeds as a feed source.

The birds feeding on bugs and seeds are in turn a food source for some hawks and so on the ripple could be felt through rather broad and dramatic ecosystems. Few things, if any, in a natural ecosystem survive in isolation of the species around them.

The fear is a gene drive ripple might easily cascade into a tsunami science could not stop.

Because it is a way to artificially bias inheritance of desired genes, gene drive constitutes a major change in biotechnology. The potential impact of releasing gene drives in the wild raises major bioethical concerns regarding their development and management.

The Spirit of Christmas Past, Present and Future In the season of long shadows the sunset paints the sky of Paradise. Sun dogs dance in swirling ice crystals that shadow spirits of Christmas Past and Future.

Chores are finished as twilight catches us making hasty preparations. A ladder appears momentarily at an upstairs window. A box of gifts is smuggled to the granary. Supper is eaten in excitement. Everyone dons their Christmas finest.

A knock at the door.

Breathless we wait. My older brother goes out with his coat, to hold the donkey’s rope. There is a knock. We open. The Christ Child enters bearing gifts in our humble home.

“Have you been a good boy?” Tongue-tied I nod my head. “Catherine have you been a good girl?” “Yes,” she manages. Christ’s dazzling white gown is searing my imagination, a forever image.

Dashing through the snow in a two horse open bobsled, over the fields we go to the old stone church on the hill.

The crčche retells the story of Bethlehem’s stable. The ox observes in stony silence and the sheep rest.

The star illuminates an Angel caught hovering over the stable while Jesus rests with Mary and Joseph. We whisper with our cousins and compare new shirts and ties brought by the Christ Child. “I got a col-

oring book too.”

The sacramental presence is sung with “Joy to the World, the Lord has come.

Let earthy receive a King.” “O Holy Night” concludes the pageant of Christmas Past and sends us dashing through the snow as the old stone church on the hill falls silent. *** The country church now opens to the few trucks and SUV’s at 8:00 p.m. Midnight Mass is found in cities or cathedrals with professional choirs. Nuclear families find Christmas far from home. A few return.

The crčche still tells the story but few are listening. The sacred mystery of bread and wine unfolds, and as the “Holy, Holy, Holy” is sung, round the altar angels still gather and sing with the elders who have crossed and are now looking about for their children and grandchildren. Tears appear on those present who remember, but these are brushed away.

Lights bedazzle the country side and city streets compete with their neighbors for glitter and sparkle. A train whistle breaks the midnight silence as it blazes through the present. *** The long afternoon fades as the senior sits in his chair by the window gazing out. There was a service two days ago and carols were sung. The Lord was raised on high

as surely those present were surrounded by saints and angels, still.

A long sigh is followed by a slow smile.

Surely Christ is present in the shadows now as he was present when the children sang, “Holy infant so tender and mild. Sleep in heavenly peace…” Christmas is still what you make it. *** Wait! Wait! It goes too quickly! See once more Mom and Dad at the supper table bustling with the gifts of love

– Bless us O Lord and these Thy gifts which we are about to receive…forever.

Report from the Legislature

Dan D’Autremont, MLA for Cannington On his last day in the Legislative Assembly, Premier Brad Wall reflected on service to the province and its people by asking the question: “did you leave things better than you found them?” While there will always be more work to do, I believe that if you can answer that question with a “yes”, then you have done your part to leave a legacy that is worthy of this province.

Health care is one area in which I am proud of our government’s record. For the past decade, we have worked to reverse the NDP’s record

of decline that forced health care professionals to leave the province and put Saskatchewan patients on the longest wait lists for surgery in Canada.

Since 2007 our province has successfully recruited more than 750 new doctors and 3,400 nurses of every designation; we are building new hospitals, opening long-term care facilities and we have gone from having the longest surgical wait times in Canada to among the very shortest.

According to the latest Fraser Institute survey of doctors, patients in our province are

receiving elective health services sooner than patients in most other provinces. The results rank Saskatchewan as having the second-shortest waits in Canada for those seeking medically-necessary elective treatment when the time waiting to see a specialist and the time waiting for treatment are combined.

Based on estimates from physicians across the country, Saskatchewan is tied for first in the country for wait times for CT scans and ultrasounds. While the survey ranked Saskatchewan fifth for MRI wait times, the capacity for MRI services in Sas-

Units create a unique team environment in which physicians, nurses, occupational and physical therapists, social workers and dieticians work closely together to provide prompt, effective care for patients. Patients with complex care needs are receiving more timely and effective care.

Planning is also underway on improvements to ensure coordinated care for those with complex needs who may need to transition from the community to the hospital and back again.

These units are part of our Connected Care Strategy, to transform the health system and improve the way care is delivered for patients who have complex care needs.

The changes in care are part of the health system’s effort to reduce hospital congestion, thereby shortening emergency department wait times and improving timely access to health care for patients.

In the coming year, more Accountable Care Units will be created in Regina and Saskatoon which means we’re making good progress toward our government’s goal of helping patients come home from a hospital stay sooner, health-

ier, and with less chance of a return visit.

Just a reminder – Saskatchewan residents with provincial health coverage who have not yet received health card renewal stickers in the mail, should contact eHealth Saskatchewan (eHealth).

Health card renewal packages were mailed to all residents with provincial health coverage earlier this fall. These included updated stickers that will renew health cards for a three-year period.

The most common reason why people do not receive their renewal stickers is because they have moved and not updated their address with eHealth Saskatchewan.

Most health cards expire on December 31, 2017.

Residents can update their address, as well as personal and family information, online at www.eHealthSask.ca.

The Ministry of Health has been working with physicians and patients to develop innovative approaches for reducing the amount of time patients wait from referral to seeing a specialist.

Physician groups that have adopted the new referral model have seen significant reductions in wait times and an increase in the level of patient and physician satisfaction. The number of specialists in Saskatchewan increased 18 per cent from March 2014 to March 2017.

Based on the Fraser Institute’s survey results, the report estimates that Saskatchewan’s wait times for psychiatric services are the fourth-shortest in Canada. Provincial government spending on mental health and addictions services increased 44 per cent from 200708 to 2016-17.

This year, as part of an effort to improve service, Accountable Care Units were established at Pasqua Hospital in Regina and St. Paul’s Hospital in Saskatoon.
