White Bear’s Canada Day Parade

White Bear Lake Resort was packed with people during its Canada Day parade. The resort also hosted a day - and night - of Canada Day activities including a DJ - on Hotel Beach.

The Bear Claw Casino float is a perennial favourite at White Bear Lake’s annual Canada Day parade.

The White Bear Cottagers Association bring the beach to Canada’s 151st birthday parade.

This motorcyclist’s canine companion was a popular parade participant at White Bear Lake Resort’s 2018 Canada Day parade.

This jeep was one of many vintage vehicles featured in White Bear’s Canada Day parade.

White Bear Lake’s Canada Day parade drew hundreds of spectators his year and a day of activities at Hotel Beach culminated in a spectacular fireworks display.

“The kids were amazing,” says Saarela.

“This was our final unit in ELA and these kids were fantastic.”

“They had big ideas and they all embraced the project wholeheartedly,” explains Saarela.

“I’m so proud of them all.”

The 17 students made up three groups whose mandate it was to choose a philanthropic project and to carry out a related mission.

“One group decided they would raise money and donate whatever the Estevan chapter of the SPCA (Society for the Prevention of Cruelty to Animals),” says Saarela.

“Another group decided

to raise funds for the Regina Humane Society, and the third group decided that their mandate was to ‘Pay It Forward’ by cleaning up Arcola.”

“They held bake sales, approached local businesses for donations - and more,” says Saarela.

“One group called the Estevan Humane Society to find out what the organization needed most,” she says. “As a result, they’ll be dropping off a donation of dog food, cat food and pet toys.”

“And another group will make a similar donation to the Regina Humane Society.”

“The third group

spent days picking up trash in Arcola and their contributions contributed to this year’s SMAK Attack community clean-up competition.”

“Not only did these students enact and carry out a plan for positive change,” says Saarela.

“They also learned personal and professional development skills such as project management and also by took on leadership roles within their groups.”

“As a teacher, I find it really gratifying and heart warming,” says Saarela.

“I have no doubt they’ll go on to do great and good - things in the future.”

Eileen Shatford motored to Cranbrook last week accompanied

Neil de Nevers and his daughter, Mara of Chilliwack, BC spent several days visiting with Carol de Nevers recently.

Sylvia Jewkes and Faith Heinrichs have returned home after travelling to Toronto where they visited with Sylvia’s son, Garth Dahlstrom for 10 days.

Garry Dickson visited with family in Ontario last week. While there he attended the wedding of Lindsey McKinnon and Sean Forder in Orillia on June 23r. Lindsey is Garry’s great -niece.

Morley Hamilton, Ian Laird and Steve Peddle enjoyed a fiveay motorbike trip . They travelled to Deadwood,

S.D. Sympathy to the family and friends of the late Joyce(Carpenter) Arthur of Maple Ridge, BC. She passed away on June 15 at the age of 85 years. Doug Carpenter attended his aunt’s funeral Mass which was held on June 22.

You might have noticed that I didn’t submit any news last week. The reason being that Carey Lamoureaux and I travelled to Morinville, AB on June 23. We spent 4 days with Dan Dietz and Cindy Olson, Emma and Morgan. On June 23 we attended Emma’s grade 12 graduation at the Winspear Centre in Edmonton. The day before the graduation Cindy, Carey and I motored to Athabasca, AB to visit with Wayne and Jean Brehaut. It was a memorable trip.

The 2018 edition of the “Big Moose” baseball tournament returned to Kenosee Lake and Carlyle’s Lions Park, Friday, June 29 through Sunday, July 1 - Canada Day. The host team - the Carlyle Cardinals - welcomed eight Senior Mens teams to three days of play, which ended with the Saskatoon Outlaws winning the top title over the Swift Current Yard Goats, with a game score of 4-2 and wrapping up a weekend of baseball frequently interrupted by rain.

This year’s teams included the hometown Cardinals, as well as the Arm River Indians, the Beulah (North Dakota) Blackjaws, the Estevan Taphouse Wolves, the Marysburg Royals, the Muenster Red Sox, the Saskatoon Outlaws, the Saskatoon Stallions and the Swift Current Yard Go0ats.

The Cardinals’ first game on Friday night ended in a 10-6 loss to Arm River. On Saturday, the Cards took on the Saskatoon Outlaws, with the game ending in a 5-2 defeat for Carlyle. The Cardinals final game on Sunday against Muenster ended in a 14-1 victory for Carlyle.

The Cardinals’ next regular season game will take place at Carlyle’s Lions Park on Friday, July 6 at 6:30 p.m., where the Cards will host the Kenosee Cubs.

WATERWORKS & SEWAGE WORKS ANNUAL FINANCIAL OVERVIEW For the Year 2017

The Drinking Water Quality and Compliance Report, and other information on the Village of Alida’s Water & Sewage Works, as required under The Municipalities Regulations, is available for viewing at the Village Office.

The total combined water & sewage works revenue for 2017 was $65,621.00 while total expenditures were $76,991.00. Comparison of water & sewage works revenues to expenditures plus debt payments, expressed as a ratio, is .8523. This means that for 2017, water & sewage works revenues covered 85% of the total expenditures. Water and sewer line breaks can be attributed for the reason expenses exceeded revenues in 2017.

Reserves available for future waterworks capital infrastructure have been greatly reduced. However, the full amount of annual utility surpluses will continue to be placed in a specified reserve for future capital work on the utility to establish a fund for upgrading the water treatment system, and replacement/repair of aging infrastructure.

The Water Treatment Plant upgrades commenced in August, 2017 and were completed on January 17, 2018. The upgrade included the installation of two 36” dual media filters, distribution pump, and reservoirs distribution piping. The installation of the chemically assisted filtration provides protection against the cryptosporidium/giardia that possess a resistance to chlorination.

620 metres of 2” buried raw water supply line was constructed to connect consumers who were on the raw water supply line to the distribution system, providing all users with treated water.

These upgrades were made possible by funding contributions from the federal and provincial governments through the Clean Water and Wastewater Fund Program amounting to $240,187.00. The total cost of the project was $395,005.00 plus taxes.

In 2017, the Turbidity at the Water Treatment Plant was between .11 and .30.

The Carlyle RCMP detachment dealt with 82 files from Thursday, June 21 to the morning of Thursday, June 28.

Alcohol-related offences An intoxicated female was lodged in cells until sober.

An intoxicated individual was causing a disturbance in a residence, but was gone by the time police arrived.

Police provided an intoxicated individual with a ride from a residence to a relative’s home.

An individual was fined $360 for having open liquor in a vehicle.

A complaint reporting an intoxicated driver is still under investigation by RCMP. Animal neglect Police are currently investigating a case of alleged animal neglect within the detachment area.

Assault/Assault with a weapon Members responded to an assault with a weapon, in which an individual was held down and bit by a dog.

Police are investigating an assault which occurred as the result of a domestic dispute.

RCMP are investigating two separate, unrelated assaults which were reported to have occurred in the Carlyle area. One matter is currently under investigation and in another matter, the complainant declined further charges.

An assault in Wawota was reported to RCMP. Assistance Carlyle RCMP provided assistance to EMS regarding an injured moto-cross rider who was airlifted to hospital

by STARS Air Ambulance.

RCMP assisted local EMS with a patient who was in severe distress and in need of an ambulance.

Police assisted with a patient at the request of Arcola Hospital.

RCMP responded to a request by a concerned caller regarding children playing on an area highway.

Carlyle RCMP monitored the temporary absence permit of an individual living in the detachment area.

Members served a warrant at the request of the Regina Police Service.

Police responded to two separate reports of individuals walking on an area highway.

Break and enter Two incidents of breaking and entering which occurred in the Carlyle area are under investigation by the RCMP. Child Welfare

Members received a call from a parent who had accidentally locked their child in their vehicle. When police arrived, the child had already been safely removed by a towing company.

False alarm(s) Three false alarms were triggered this week - one in Carlyle and two at rural residences near Carlyle.

Mental Health Act Members provided assistance with three files under the Mental Health Act this week.

Mischief A report of a person throwing rocks at a car is under investigation by police.

Noise complaint Members received a call from an individual in Redvers who lodged a noise complaint with regards to horns honking, yelling, and screaming which occurred at 10:30 p.m.

Possession of stolen goods An individual in the detachment area was charged with possession of stolen goods.

Sexual assault A complaint of possible sexual assault allegations was deemed not to have occurred.

Suspicious vehicle RCMP received a report of a suspicious vehicle in the Kenosee Lake area.

Traffic offences/ Collision(s) RCMP responded to a semi-trailer accident on Hwy 13 near Antler.

Carlyle RCMP responded to three traffic hazards, all on Hwy 13 in the Forget area.

A report of dangerous operation of a motor vehicle is still under investigation by Carlyle RCMP. A hit and run was reported to the RCMP. Seven motorists were fined $580 each for vehicle insurance violations.

Three motorists committed intersectionrelated violations this week. The fine for this offence is $280.

Members issued 20 speeding tickets this week.

An individual was fined $100 for failing to produce a vehicle registration permit.

An individual was fined $175 for not wearing a seatbelt.

A driver was issued a warning by police after driving into the left lane on a solid centre line.

RCMP received a report of a vehicle with an exceedingly loud muffler. This matter is under investigation.

Two individuals were charged for failing to abide by the conditions of a learner’s licence.

A motorist received a warning for driving a motor vehicle with an obstructed licence plate.

Things you should know about equilization

By Murray Mandryk Premier Scott Moe’s position on equalization has tongues wagging.

This is likely a good thing, because equalization tends to be one of those important, but dense and boring issues we choose to ignore because of its complexity.

However, the bad thing about wagging tongues is that they produce a lot of distracting noise that sometimes doesn’t add all that much.

So let us look today at some of the things we are hearing about equalization, the things we should be paying more attention to and maybe a few things we should ignore.

No. 1 It’s unfair that Quebec gets the lion’s share just because of politics.

Quebec does get the lion’s share, about $110 billion of the $18 billion in the pool.

And there is a legitimate reason that this is unfair, but maybe not entirely for the reasons you might think.

Why Quebec does better than most province has to do with the size of the province and the nature of its economy and the nature of the revenue formula that excludes its ample revenue from hydro-electric energy that’s excluded from the equalization formula.

On a per capita basis, Manitoba does better by the equalization formula than Quebec because of the amount of hydro-electrical wealth relative to the size of the province.

However, it’s actually the traditionally more economically deprived Atlantic provinces that benefit most from the equalization formula.

No. 2: Justin Trudeau is refusing to change the formula because it benefits Quebec, thus helping the federal Liberals, politically.

This is true, but like most matters related to equalization, it is far more complex than that.

It is Trudeau snuck another five years of the current equalization formula in omnibus budget bill C-74.

This is the same tactic that Liberals rightly complained about when it was used by the Stephen Harper Conservatives.

However, let us recall the former Conservative government of Stephen Harper and now Alberta United Conservative Party leader Jason Kenney were no more eager to change the formula for the exact same reasons that it might offend their Quebec vote.

In fact, Harper went so far in his 2006 election campaign to promise to remove all non-renewal resources from the formula, a policy that would have brought a minimum extra $800 million a year to Saskatchewan. (It would have also rendered the entire formula useless, likely making Alberta and Saskatchewan permanent “have-not” provinces.)

Let us also be clear that was than the then-Saskatchewan NDP government and Saskatchewan Party Opposition under Brad Wall fully endorsed Harper’s 2006 campaign promise to remove non-renewables.

However, when the Sask. Party government got into power in 2007, it clearly changed its support for this policy when Harper made it clear his government had no interest in keeping the promise.

No. 3 Saskatchewan hasn’t drawn from the formula in 11 years and now subsidizes Quebec’s cheap university tuition because Quebec draws equalization every year.

I t is true Saskatchewan hasn’t received equalization money in a decade and Quebec draws from it annually. One should also note Saskatchewan was rather well off because of oil and potash revenue for much of this period.

As per Saskatchewan taxpayers subsidizing Quebec schools, equalization doesn’t work that way.

It’s a federal program, meaning there is no designated provincial money that goes into it.

Furthermore, a 10-per-cent PST in Quebec may one big reason why tuition is lower in that province (although, again, the hydro revenue question simply has to be addressed).

No. 4. Premier’s Scott Moe proposal would solve equalization inequities.

It was day one of our summer vacation and we were looking for a place to stop for a picnic lunch we had packed that morning. Knowing we’d have many hours in the vehicle that day we thought finding a picnic site and getting some fresh air would be preferable to a restaurant since we would spending the next couMy Outlook ple of weeks doing that.

Shelley Luedtke We found a beautiful spot off the interstate with big shadeproviding trees and nice picnic tables and began unpacking our lunch. I was thoroughly enjoying the sunshine and peacefulness of the spot, but must admit less than enthusiastic about the lunch we would be eating. I am not a fan of sandwiches. At all. But they are pretty much the perfect picnic fare.

Americans eat close to 200 sandwiches per year so clearly it’s an item of choice for many people.

There’s nothing wrong with them, and my family loves them, they just don’t make my list of favourites.

Although give me an ice cream sandwich any day of the week and I’m happy.

At its essence the sandwich is two pieces of bread with some type of filling in the middle. This accepted understanding proved quite important more than a decade ago when a court in Boston had to consider whether a restaurant that sold burritos could move into a shopping center where another restaurant had a no-compete clause prohibiting any other sandwich shop from opening up. The court ruled a sandwich had to consist of at least two slices of bread and did not include burritos, tacos or quesadillas.

But if the definition is rather mundane, the endless options are not. Bored with the ham and cheese or peanut butter and jelly variety? Then try the Pacific Waffle Sandwich which includes quinoa dill waffles, a fried egg, goat cheese, red onions, smoked salmon and creamy avocado. Or the Honey Glazed Ham Sandwich featuring peppery arugula, sweet strawberry jam and a generous serving of creamy Brie.

According to those who tally such things in our country, the typical Canadian consumes more three sandwiches every week. (hopefully someone is eating my share), and of those ordered in restaurants, 60% are made to-go. Consumers point to their convenience and portability as key components for their choices.

Which brings us back to that summer day at that roadside picnic area. Somehow those sandwiches— decidedly un-gourmet yet within the legal definition-seemed different to me. In that moment in the quiet picnic area, and perhaps in anticipation of the holiday that was to come—the sandwiches were tasty.

Very tasty. We were unhurried as we stopped for that picnic. True, there were many hours of travel ahead, but we were already accomplishing what we hoped to over those days. Fresh air. Conversation. Fun. My husband and I had the chance to attend a Culinary Theatre experience with a world class chef. The restaurant was spectacular and each table impeccably appointed. We were just feet from where the chef would be explaining and preparing each course or you could check out the screens high above the seating area and get an overhead view as he worked with an array of ingredients representing five different regions of the country we were visiting. Just when the aromas began to ignite our senses the army of wait staff arrived at the tables with the cuisine we were eager to taste. For the hardworking staff it was a night of non-stop activity. For us it was unhurried.

We enjoyed the wonderful ambience, relaxed conversation, and food that tasted so good, not only because of its sourcing and preparation, but because of the opportunity to simply sit back…and enjoy.

Sometimes our overcrowded schedules can make good use of the sandwich-on-the-go convenience, but we also need to make opportunities to more fully appreciate the ingredients in front of us along with the people beside us. Whether it’s fresh fish caught that morning or peanut butter out of the jar, let’s be sure that our plates aren’t so full we don’t take the time to savour the food on that plate--or the treats in the picnic basket. That’s my outlook.

Managing Your Money: Taking a vacation is good for your health Americans may have a reputation for being a nation of workaholics but they’re not alone. In 2016, Canadians left an average of three unused vacation days on the table, according to Expedia. That represents nearly 31 million unused vacation days in 2016 alone.

While leaving a few left over vacation days may not seem like a big deal, research shows that not taking holidays can be bad for your health. One study, by the Journal of the American Medical Association, found that men who take frequent annual vacations were 32 percent less likely to die from heart disease as people who didn’t take any vacation1.

In another study, it was discovered that women who took vacation once every six years or less were about eight times more likely to get coronary heart disease or

have a heart attack than women who took at least two vacations a year2. A lack of vacations can also increase stress, depression and anxiety, too.

Unfortunately, many people would rather stay at work, in part because they’re too busy to leave or they think that taking time off could hurt their jobs, though there’s little proof that vacations kill careers.

So what can you do to ensure you get away?

Plan early Schedule your holidays for the coming six to 12 months and immediately block those days in your calendar – then stick to it. Don’t expect to ever find the perfect time to get away, just plan your days well in advance so that you have enough time to prepare for your time out of office.

Don’t be afraid to delegate Many people don’t want to burden their colleagues with extra work

while they’re away. They may even fear losing out on a raise or a promotion if they let someone else do their job. However, a research study by the U.S. Travel Association showed that people who took fewer than 10 of their vacation days per year had a 34.6% likelihood of receiving a raise or bonus in a three-year period of time. Comparatively, people who took more than 10 of their vacation days had a 65.4% chance of receiving a raise or bonus.

Pay yourself first If you’re self-employed or receive holiday pay on every cheque instead of paid days off, it can be difficult to put that money aside to fund your time off. Consider setting up an automatic transfer from your chequing to your savings account so that when holiday time comes, you don’t take a financial hit.

In the end, the key is to make your vacation time

a priority. It will pay off when you return to work refreshed and refocused.

How can I stop my cat from scratching my furniture?

Does your favourite feline have a nasty habit of sharpening her claws on your chairs, couches and curtains? Don’t declaw!

There are much more humane ways to curb your cat’s destructive clawing.

Here are two.

Protect your furniture Temporarily cover the parts of your furniture that your cat likes to sharpen her claws on with plastic, aluminum foil or doublesided tape. Mittens won’t like this new texture and will be less tempted to sink her claws into it.

Buy a scratching post Get your hands on one or more scratching posts and place them in strategic spots around the house. If your cat likes to claw the corner of your couch, for example, put a scratching post close by. To maximize your chances of success,

make the post as appealing as possible by sprinkling some catnip on it. Finally, use positive reinforcement to teach your cat to associate using the scratching post with a pleasant experi-

ence. Give her a treat every time she uses it instead of your furniture.

Be patient and don’t give up, as it may take a few weeks before you see any results. Good luck!

Heading to Humboldt:

Defenceman Kyle Sargent picked to play for Broncos Lynne Bell

Twenty-year-old defenceman Kyle Sargent will trade his Yorkton Terriers jersey for the Humboldt Broncos’ green and gold this season, as one of 10 players selected by the Broncos in an SJHL (Saskatchewan Junior Hockey League) dispersal draft.

The results of the special draft were made public on June 11, as 11 SJHL teams and the Broncos worked together to rebuild the Humboldt team after a

tragic April bus accident in which 16 people were killed and 13 injured, many severely.

Few of the players who survived the crash will be able to join the team this season, either due to injuries or because they have reached the SJHL’s age limit.

“The league gave Humboldt the chance to ice a team this year,” says Sargent. “I got a call from my coach in Yorkton early on June 10 - the day before the results were announced publicly.”

Sargent is no stranger to moving - especially as far as his hockey career is concerned.The Carlyle native started skating as a three-yearold and at age “four or five” started playing hockey.

By age 13, he was playing Bantam AA for the Estevan Bruins. As a 15-year-old, he joined the Moose Jaw Generals, playing there for two years and then finishing his high school career as a Tisdale Trojan.

As an SJHL player, Sargent was granted “protected” status (drafted) when he was 15 by the Nipawin Hawks.

Later, he was traded to the Kindersley Clippers and then joined the Yorkton Terriers.

Twenty-year-old defenceman Kyle Sargent will join the Humboldt Broncos for the 2018-2019 season. Sargent says the upcoming season “is a unique season that nobody knows how to handle going in” but says he is determined to be a positive presence and to “honour Humboldt’s legacy.”

“It’s never easy going to a new team,” says Sargent. “You’re a group of guys who hang out together for eight months and you get pretty close.

In Yorkton, I’ve got a few really good buddies who play for the Terriers who are from Ontario.”

“But it’s part of playing hockey,” he says.

“And I have a good buddy who plays for Moose Jaw who was also picked up (to play for Humboldt).”

Sargent says the upcoming season for the

Broncos is “a unique situation that nobody knows how to handle, going in.”

“Everyone’s eyes will be on the team, wanting them to do well,” he says. “So there is pressure. And TSN is televising the Broncos’ first home game on Sept. 12.”

“I played Brayden Camrud (of the Humboldt Broncos) when I was very young,” says Sargent. “He was injured in the crash and if he’s able to, he’ll be back on the ice playing with the

Broncos this fall.”

“We’re both 20, so we’ll be the older guys on the team. We’ve talked about how we can help younger guys handle that pressure and the whole situation,” he says. “Everybody thinks: ‘That could have been my team’ when we think about what happened to Humboldt, and I know everyone wants to give their best and do their best this year.”

“I want to play in the Broncos’ honour and carry on their legacy.”

and friends.

Daniel Mailhiot is enjoying a couple of weeks holiday with his parents Prudent and Joey Mailhiot and also visiting with his sisters Chelsey and Skylar as well as with other family in the area.

Students are now out of school and will be enjoying their holidays.

Alida swimming pool is in full operation now and is also being enjoyed by the kids. What a great way to cool off. Enjoy it while you can, before you know it the time will

be here to shut things down – oh oh won’t think about that right now.

Not much news this time around (just three days since I last submitted news), but please remember to keep me informed as to what is

our struggles (You haven’t? Really?) but we made the commitment to stick it out and with the presence and help of the Lord, we’re enjoying some of the happiest years of our lives together.

The Book of Proverbs was written primarily by Solomon, son of David, while most Psalms were penned by

David. Although Proverbs doesn’t specifically mention celebrations, throughout David’s poetic expressions of praise to God, he reminds himself, his people and us, to remember the goodness of God. Here are several examples: “Accept our praise, O Lord, for all your glorious power. We will write songs to celebrate your

mighty acts.” (Psalm 21:13 Living Bible) “Celebrate GOD. Sing together—everyone! All you honest hearts, raise the roof!” (Psalm 32:11 The Message) While we may be less inclined to be that exuberant now, I can’t comprehend what heaven will sound like but let’s start practising now!

A time to celebrate

Happy birthday to all of us!
