From 11 a.m. until 1 p.m., people gathered to enjoy rodeo burgers, snacks, drinks and desserts given out in front of the store. There were a lot of people who participated in the prize draw too, and we were extremely glad to see a great turnout. We were worried about the weather that week, but

we were lucky; as soon as the clock hit 11:00 a.m., the wind went away, and the sun came out. Everything rolled out perfectly and we also had a chance to introduce our two daughters who came to visit for a few days.

During this long process we’ve made and fixed many mistakes, but people have been extremely kind and generous with their compliments. There are still lots of work to be done, but we are happy to say that we are making posi-

Carbon tax win may be far away

By Murray Mandryk Scott Moe has lost the carbon tax fight, although this may be a temporary setback as the Saskatchewan Premier suggests.

There will be similar court challenges in Manitoba and Ontario, culminating with a likely challenge before the Supreme Court of Canada that Moe feels confident will overturn the 3-2 Saskatchewan Court of Appeal.

And even before any of that happens, there is a federal election this fall in where Prime Minister Justin Trudeau’s Liberal government may be defeated by Andrew Scheer’s Conservatives.

The polls now suggest the tide has turned on the Trudeau government and not just in the West.

It is certainly Moe’s fondest hope that the Liberals lose this fall, something that Moe has all but outright stated.

But what if that doesn’t happen?

The election is still five months away and a lot can happen between now and then. Given that what we are seeing now is only a few percentage point spread between the Liberals and Conservative, a Scheer win is hardly a sure thing.

That leaves Moe with the notion of future victories in other courts. Unfortunately, contrary to Moe’s Stanley Cup analogy, court decisions in other provinces mean little. Moreover, given the strength in the majority ruling of the Saskatchewan court, there is little to suggest courts in other provinces will come to conclusions that are much different.

“Neither level of government has exclusive authority over the environment,” the Saskatchewan court wrote, in its 155-page decision. “As a result, Parliament can legislate in relation to issues such as GHGs so long as it stays within the four corners of its prescribed subject matters and the provinces can do the same so long as they stay within their prescribed areas of authority.”

The Court of Appeal majority ruling went on to discount Saskatchewan’s argument that Ottawa can’t enact statutes in one province and not another or that it is overreaching by using the Constitution’s Peace, Order and Good Government (POGG) tenant of our Constitution to justify the tax or that the carbon tax is a “tax” and not a price on pollution.

“Parliament does have authority over a narrower POGG subject matter — the establishment of minimum national standards of price stringency for GHG emissions,” the majority opinion stated.

With all this, it’s also likely overly optimistic for Moe to think that there will a different outcome when the Supreme Court hears the same argument. And those arguments before the Supreme Court may not be heard for years, anyway.

That leaves a change in government as the most realistic way to end the carbon tax.

While this seems a distinct possibility, what happens if it doesn’t? Do all our issues go away?

Not really.

For starters, SaskPower has already made significant commitments to reducing GHG by 40 per cent by 2030, a move that means shuddering coal-fired electrical power generation at Boundary Dams 4 and 5.

And while SaskPower is not meeting those GHG reduction targets now, make no mistake things are changing with or without Trudeau’s carbon tax.

So even if we do see an end to the carbon tax, we may not see an end to this battle.

Or perhaps sitting with noses pressed against the window because the weather is keeping us indoors—all represent the dreams and reality often associated with the weekend colloquially known as May long, but is a holiday in honor of Queen Victoria; the British monarch who was Queen at the time of Canada’s founding.

Shelley Luedtke Although fifth in line to the throne at the time of her birth, she became Queen less than a month after turning 18. She gave birth to nine children, outlived three of them, survived six assassination attempts and reigned as Queen for more than 63 years. In a BBC poll in the early 2000’s she was named the 18th greatest Briton of all time.

Our support for, fascination with, or indifference towards the British monarchy tends to fluctuate over time and with events like royal visits, weddings and yes…the birth of babies…as we saw last week. No matter what level of coverage is given some observers can’t get enough while others express annoyance.

I readily admit I enjoy reading about the British royal family and have amassed a bit of a collection of books and odds and ends. As a history enthusiast and social science buff it is interesting to note the political shaping and impact of early monarchs, as well as tracing the way society has viewed their changing roles. From rulers to activists to tabloid sensations, royalty walk a path that has required being in the public eye.

Two Canadian entertainment hosts praised Prince Harry and Meghan for how the public learned of the arrival of their already-famous baby. “Major points for the roll-out,” they commented. “Just little bits of information trickling out all week. Done like a pro. Celebrity style.”

Whether it was a well-managed roll-out or new parents seeking to retain privacy at a pivotal moment, it is interesting to note that what some royals seek is the very thing many others are working hard to give away.

Academic and consumer studies done over the last number of years indicate how desperate some people are to become famous. They expressed a willingness to forgo education and marriage, and even disown their own families if it meant they would become famous.

A study by a science magazine found that “a desire for fame solely for the sake of being famous was the most popular future goal amongst a group of 10-12 year olds, overshadowing hopes for financial success, achievement, and a sense of community.”

The number of young people working summer jobs, pursuing a driver’s license, or wanting to move out of their parent’s home is on the decline.

Psychologists caution they are instead looking to be popular, rich, loved by millions, happy and beautiful.

Although fame-seeking is nothing new it certainly has become far easier, and is shaping the culture we are all trying to navigate.

Pictures of the British royal family were taken as early as 1842 but it was in 1860 that the first portraits were published and made available to the public. A collecting craze began which was embraced by Queen Victoria and it marked the start of a photographed celebrity culture. She couldn’t have known how voracious it would become for subsequent members of the royal family, or the irony that while they go to great lengths to preserve privacy, many others would gladly forego most anything to get their piece of the fame pie.

But it can come at a cost. Difficulty knowing who to trust, lack of accountability, destructive decisions, feeling used for the dollars made for others, abuse of drugs and alcohol, loneliness, isolation, and suicidal thoughts are just some of what can come with fame.

Quite a different picture than the one people perceive is waiting for them on the other side of popularity and prominence.

As we head into the weekend in honor of the formidable woman who was the first public face of the monarchy, I will be especially thankful for a private space, like my backyard, and a life free from global comment and criticism. A place where friends and family rank higher than fame and fortune.

That’s my outlook.

Weekly RCMP report

Submitted by Staff Sgt. Darren Siimons • We had a 911 misdial. Someone called 911 because they missed a call from the RCMP. Not a good use of 911.

If we need you we will call back, or you call us at 453-6707 and if we don’t answer leave us a message.

• We are a modern Police Force. We also have a modern alarm at our Detachment. When the power goes out, or as we found out this week, when the furnaces get cleaned it goes off. We are working at resolving this being we should be called before the Fire Department but, we are not miracle workers, as we found out the next day, when the alarm company called us to reset the alarm and it went off and while we were dealing with silencing the alarm they called the fire Department. Sorry to our Fire Department brethren.

• An intoxicated individual was causing problems and had to be removed from the residence. They were not happy and utilized profane and obscene words toward the Police. Once in our cell block, they demanded a mattress and supper. Unfortunately, by not providing these we may have affected our rating on all the well known travel and accommodation sites.

• An individual was charged for uttering threats, careless use of a firearm, possess a firearm while prohibited and mischief. They were released before a Justice of the Peace with numerous conditions that they must follow.

• An accused transported their significant other to the hospital in Estevan for treatment of an injury being they could not wait for an ambulance, yet they went to Estevan instead of Arcola. To make a long story short they were charged for aggravated assault and held for a couple of days until they could be released before a Judge.

This was mostly due to their unenviable Criminal Record. Thanks to Estevan Police Service and Estevan RCMP for all of their assistance.

• Members attended to a residence where siblings were involved in an altercation. One was transported by EMS, the other arrested and lodged briefly until another residence could be found.

• Individuals were allegedly being disre-

spectful and throwing things around a residence. Upon arrival Members found everyone to be intoxicated and two were arrested to calm things down. They were told to sleep it off and were released.

• An intoxicated individual chose to remain where they were not wanted. We attended and took them where they did not want to be. The individual was released the following morning.

• Allegations of a physical confrontation resulted in Members determining one individual broke the phone of another individual.

It appears this was due to the other individual breaking their phone days before. Revenge, yes, but there was at least one phone that survived, which ensured the Police could be dispatched.

• If you break the law you often get put on release conditions.

Basically, follow the conditions or you will be charged. If you “irritate” the individual that you are obligated to reside with do not be surprised when they call the Police to advise you have chosen not to comply with your release conditions. It is at this time you get arrested and charged. When you are brought to gaol you are given the chance to make amends and go back to the residence the Judge or Justice agreed you can live at. If you choose not to go to that residence we can’t release you. Someone chose to spend the night with us.

• There was room at the inn, however, the drunks were not welcome. Two were lodged until sober.

• We seem to have some individuals wandering around farms and acreages. It tends to happen this time of year with everyone in the fields. We put a Rural Crime Watch notification out, however, we have no suspects at this time.

• Knock, knock, who is there? Nobody. We have another individual charged for breaching their curfew condition.

Not the first time, and not likely the last time.

• Someone ran out of gas and unfortunately another individual chose to vandalise the vehicle before the owner could come back with gas.

• One of our Members had to put down their first deer after it had been struck by a vehicle. Not an easy thing to do for some people. Let us say we have had some fun with this within the Detachment.

• A reported assault was determined to be an intoxicated individ-

ual trying to get their way and show who is in charge. They found out the RCMP is in charge and lodged the intoxicated individual for the night.

• A child reported one parent had assaulted another parent. They did not witness this, however, felt we needed to know. Generally we truly appreciate these calls. That said we had already dealt with this investigation. As fast as stories and rumours travel on Social Media sometimes the information is still dated.

• We are investigating mischief to a stop sign. We have a suspect and our investigation is continuing.

• Members received a report of a parent reporting their child stole their vape pipe and traded it for weed. There were not any charges related to the investigation. It appears the parents might be at their wits end.

• An individual reported their child had collided with their fence and house. This is non reportable being it was not on a street. That said it gives a different outlook on the phrase, “Home wrecker” • We had a complaint of a semi passing when unsafe. There is apparently video of the incident. Our investigation is continuing.

• A local business was a victim of theft by an employee and fortunately for the business and the RCMP there is video of the theft. Our investigation is continuing and charges will be forthcoming.

• Please do not hesitate to call the Police if you neighbour is playing loud music and you can not concentrate. We will make a patrol and make an assessment as was the case recently where in the middle of the day a Member could hear the music from the road.

Hopefully this will be resolved.

• Someone reported cattle in a ditch and we also received reports of horses on the highway.

Patrols were made. It appears the cattle mooved along and after looking for the horses twice and could not find them we realized they must have just been horsing around with us.

• We have talked to the driving class at Carlyle, Arcola and Redvers over the last few weeks.

The majority of the students were receptive, polite and there for the right reasons. Some, well, future clients for the Police for sure.

• Members patrolled for someone smoking the formally illegal drug.

That said, it may be legal but not in a vehicle.

• An erratic driver was followed to a resi-

dence and the RCMP were called. Our investigation is continuing.

• Someone was observed dumping garbage near one of our dumps after hours. They did not like that they got caught and drove in an aggressive manner toward the witness. The RCMP became involved and issued a $280 ticket for careless driving.

• We wrote 15 tickets and 15 warnings over the last week.

• Tickets were issued for minor consume or possess liquor - $360, cell phone use - $280, drive under 16 years old without authorization -$150, drive without a drivers licence - $150, fail to produce drivers licence - $100, fail to produce registration - $100, fail to stop at stop sign $230, drive vehicle with passenger under age 7 not in an appropriate restraint system or booster seat - $175, cause unneccessay noise with a motor vehicle - $100 and most expensive speeding ticket was for exceeding 60 km/hr when passing an emergency vehicle $720.

• Warnings were issued for obstructed licence plate, stop sign, drive vehicle with passenger under age 7 not in an appropriate restraint system or booster seat, operate unregistered vehicle, operate motor vehicle with invalid licence, fail to produce drivers licence, fail to properly secure licence plate and cell phone use.

• Inspection notices were issued for daytime running lights, and window tint.

Dance Effex l a t i c e R e c Dan

Carlyle Dance Effex held its annual recital on Saturday, May 4th. Dancers from around the area performed for a large crowd at the Prairie Place Hall in Arcola. Students of a variety of ages were able to showcase what they learned this year in several dance styles, including ballet, tap, jazz, lyrical, hip hop and contemporary. They train under instructor, Marley Brown, who travels each week from her home studio, Marley’s Dance Effex, in Weyburn.

The recital ends an eight month long season, which included classes in Carlyle and Weyburn and competitions in Weyburn, Ogema, Moose Jaw, and Regina.

There’s Gold in Them Thar Teeth! By Billy St. John was . . . golden!

The Little Kenosee Recreation Hall was the perfect setting for a pub night and theatre goers were treated to appetizers before the play and dainties during intermission on May 10th and 11th. A limited number of tickets were sold and the hall seemed custom built for the production.

A melodrama set in the 1950’s, the play be-

gan with a musical number by the Denturettes.

The quintet featured the musical stylings of Kim Crawford, Laurie Haaland, Joanie McDonald, Cathy Sauter and Robyn Roy-Hampton, who had toes tapping and folks humming along as they sang “We’re going to the Dentist and we’re gonna get fillings”.

“Ab”ner Cess (Ron Bennett), is a junior beat cop in terrible pain and Cole Gate (Ben Dubois), is the senior cop, trying to help out his partner.

Reminiscent of the keystone cops, the slap-stick continued until they came to the conclusion that there

was nothing to be done but head to the dentist.

In the office already, Iva Paine (Brenda Daku), is waiting in the office to pick up her friend Polly Dent (Evelyn Cullum).

Nova Caine is the Dental Nurse (Heather Vermeersh) and the apparent love interest of Dr. D.K. Molar, who really is rotten to the core. Officer Ab Cess is delivered to the office in handcuffs to have his tooth filled and Dr. Molar is thrilled to discover all his lovely gold crowns.

With asides to the audience, Dr. Molar (Ian Laird) and Nurse Caine outline the dastardly plan to fleece their patients. Dr. Molar only does fillings and is quite inexpensive. He hands out tooth powder laced with confectionary sugar, and then while his patients are out cold, he fills their cavities, removes their gold crowns and replaces them with a combination of pyrite and silver. Then he melts down the crowns into gold bars before leaving town to set up shop somewhere else.

When Flossie Daily (Terri Field) arrives looking for work as a receptionist after Dr. Clay Johnstone retires, both Dr. Molar and Dr. Phil de Tooth (Gerard Hengen) become enamored with her. Dr. De Tooth captures her heart and would like to marry her but he is finding that the low prices charged by his fellow dentist are hurting his business. Miss Dailey becomes suspi-

Discussing her suspicions with her beau, Ms. Dailey is horrified to find out that her boss has been causing cavities with his tooth powder and sets out to uncover his nasty plan.

Meanwhile, the two officers were on the beat, chatting about how things were pretty quiet since they had locked up Bruce McCarthy and deciding to head on down to the Kenosee Gardens to see Trooper play.

When the officers wondered aloud whether the kids would ever learn

that reefers were illegal and always would be, the crowd roared.

While Polly Dent was being driven out of her mind by the voices and music in her head, our heroine and her beau eventually figured out the dastardly plan.

Despite their best efforts, it looked like evil might just win, and as laughing gas permeated to room, the bad guys were distracted when Polly Dent broke free of her strait jacket, and Dr. De Tooth was able to subdue the evil dentist.

Robyn Roy-Hampton did an excellent job as director and it was obvious that the cast was having as much fun as the audience was.

Kudos go to Jerri Laird, prompter and Jeff Morton for the sound. The main set was constructed by Gerard Hengen, Ian Laird, Ron Bennet and Evelyn Cullum, while Kim Crawford and Jerri Laird created the outdoor set.

It was difficult to believe that this was the inaugural play for the Moose Mountain Players and there are already rumblings that another production is being considered for the fall. I strongly believe that tickets will be hard to come by for that one, and have already suggested that a matinee may be just what the dentist, I mean the doctor, ordered.

“Crazy Ladies” was a certifiable hit in Kisbey

Audiences were entertained this past weekend as the Kisbey Dinner Theatre Group held dinner and performances Friday May 10 and Saturday May 11, along with a matinee on Sunday May 12. An excellent meal was catered by Rylan and Cindy Weir, and Michael Wyatt performed the duties of Master of Ceremonies.

“Crazy Ladies”, by Devon Williamson, was a play about a 25-year high school reunion of 5 classmates. Each guest was in some way connected to HR. Pamela Brown, played

by Janelle David, is the obsessively ordered organizer of the weekend who just happens to work in Human Resources.

Sandy, played by Charlotte Widdifield, appears to be a well-adjusted nun with a great sense of humour, working in the field of Human Redemption.

Kay, played by Amber Evans, is a chocolate addicted, rough around the edge’s funeral director, working in Human Recycling.

Dianne Bartlett, played by Samantha Breault, is an accident prone, extremely busy mother of eight boys, working in Human Reproduction. Rachel Simpkin Jr, played by Patty Baumgartner, is the daughter of Kay’s best friend who claims her mother is dead and is there as the Human Replacement.

Early in the play we are introduced to Shaun Phillips, a former high school stud who is now a shady motel employee, ably played

by Wytt Hall. Sneaking into the living room of the suite occupied by the ladies to retrieve his magazine, he startles Sandy and Dianne, who accidentally knocks him out with her cast. The

excitement brings Kay running, brandishing her gun, and she repeatedly offers to “pop a cap” into him.

When the ladies realize they actually knew Shaun from high school, they tie him up and leave him to be guarded by Kay, who agrees to stand guard over him until morning when the ladies can decide what to do with him. Placated by a few well aimed kicks to the “pervert”, she curls up on the couch and come morning when the ladies wake up, she tells them she let him go when he woke up.

In the morning Rachel offers to run across the street to get some pastries for breakfast, but instead robs the women of their cash and then rides off on her motorcycle, leaving the women stunned. They begin to talk about her mother’s death and how they wish they could have gone to the funeral. The twists and turns involve a mock funeral for Diane so she can hear all the nice things people say about her. When Rachel Sr., also played

by Patty Baumgartner, appears alive and well, the ladies discover that she has been keeping secrets from them.

Rachel had not attended university because she was pregnant when she graduated. Throw in a mock trial conducted by a nun with a fondness for vodka, the classmates split down the middle as to the nature of the evil in men, and the ex-stud and we quickly discover that every one of the ladies has a secret they have been keeping.

The performance

was a delight to watch and it was obvious that a great deal of time and work had been dedicated to ensure that everyone was entertained. You would have never guessed that this was the first time acting for Widdifield, Breault, and David, and only the second play for Baumgartner, Evans and Hall. The quality of live theatre in Kisbey can only increase as the cast and crew get more experience under their belts.

This was the second play under the direction of Doug Curtis, and he obviously has a knack for it. The set work by John Voutour and his assistant Wytt Hall brought the motel to life, and Grant Bueckert worked wonders as sound and lighting technician.

Richard Kreeble provided help as the prompter and his dedication was very much appreciated.

Verna Reed headed up the ticket sales, while Claudia Nankivell acted as treasurer.

Trina Ilchuk helped out at the door, selling 50/50 and drink tickets, while Bob Curtis and Larry Bates were the bartenders.

There were also many volunteers behind the scenes, helping with serving, set up, clean up and baking desserts for the matinee on Sunday.

While your names are not mentioned your dedication did not go unnoticed. The Silver Threads Club provided a wonderful space for the evening and we all look forward to enjoying many more performances in the venue. Bravo, Kisbey Dinner Theatre Group, Bravo!

I noticed in last week’s (May 3) an obituary for Florence Gervais (LeClerc), late of Medicine Hat, AB. She had passed away March 15, 2019 at the ae of 83 years. Florence was born in Cantal to Aime and Maria LeClerc, was raised and educated in the Wauchope District.

She was predeceased by her husband Emile

Have you noticed the slight change of color on the trees? If it would warm up and stay warm the trees would soon be out in full green foliage.

The greenhouses are busy now with all their beautiful blooms – it’s a hard decision to decide which flowers one should purchase. Only downfall to this season is those darn Wood ticks – yes, they are out in full force now so check yourself very carefully after being out and about.

Kelsey (Estevan), they spent the day with their mother Shelly, sister Ainsley and also with Grandma Edel wishing the adults a Happy Mother’s Day. There is an early deadline this week (May 16) for the May 24th issue – a nice long weekend for all to enjoy – Victoria Day on Monday, May 20.

Hopefully some of the farmers may be nearing the end of their seeding and can enjoy the much needed rest on this long weekend after the “go – go – go” of seeding.

I imagine there will be many families heading off to their campers, cabins or on a camping trip or maybe just enjoying a quiet weekend at home – whichever it may be – Enjoy.

Saw another curling event on the telly this weekend – The World Cup which was held in China I do believe. Canada was very successful once again with both the Men’s (Team Koe) and

Word has been received of the passing of Marion (Taylor) Bonk on May 3 at the age of 94 years. She was the daughter of William and Elizabeth (Rivington) Taylor and a sister to Arnold, Orvil, Mervin and Norman. She had been a resident of Rivercrest Care Centre in Fort Sas-

katchewan, AB. A family service will be held in BC. Roy Borolotto spent three days in Saskatoon last week with his continuing education course.

Carlyle & District Lions are worried Submitted We have certain situations that are becoming a Health and Safety issue at Lions Park!

Many people use the convenience of the Walking Path to exercise their dogs. There are, however, a very few who are letting their large dogs ‘off leash’ to run in the park. We assume these owners are confident their dogs are friendly BUT other people do not know that and have been frightened by these dogs running up to and/or at them. In one case a child was actually knocked down by a couple of dogs. THIS IS A SAFETY ISSUE! In addition, as dogs will do, they deficate [poop] at any location they have the urge and since most of the area at Lions Park is covered by ball diamonds where

children play, these dogs and their owners who do not pick up after them are leaving the mess right where children are playing daily now that spring is fnally here.

THIS IS A HEALTH ISSUE! Lions are well aware that the majority of dog

owners are responsible, keep their dogs on leash and clean up after them.

We implore the few who are taking advantage.

Please keep your dogs on leashes at all times in and around Lions Park and properly clean up after them.

INTENT OF OFFICIAL COMMUNITY PLAN The proposed Official Community Plan contains a long-term vision and goals to direct growth and development in the Town of Stoughton. The Plan establishes a number of objectives and policies that addresses items such as future land use, development, and other matters of community concern. This Plan is intended to guide the Town for a period of twenty-five plus (25+) years.

INTENT OF ZONING BYLAW The proposed Zoning Bylaw implements the Official Community Plan. It provides for local provisions and regulations for the use and development of land for the health, safety, and general welfare of the inhabitants of the municipality. The Zoning Bylaw establishes Zoning Districts which regulate permitted, discretionary, and prohibited principal and accessory uses of the land in the Town of Stoughton, as well as provides development permitting processes.

AFFECTED LANDS All land within the corporate limits of the Town of Stoughton, as shown on the Future Land Use Map and Zoning District Map contained within this notice, is affected by the new Official Community Plan and Zoning Bylaw. Your property may be directly affected by the provisions in the proposed bylaws. Please check the full version of these documents that are available for viewing at the Town Office.
