AND WHEREAS there is a possibility that this Plant might have to be located on another property in the Burlington Northern flats, thus involving a land-swap; AND WHEREAS it is a fact that no Public Hearings have been held anywhere on the matter in the affected areas of Downtown, Strathcona, Mount Pleasant and Grandview;

AND WHEREAS no environmental assessment reviews have been conducted analysing the impact of such a plant on traffic patterns and other matters such as smells and fumes; AND WHEREAS the City's Engineering Department earlier suggested that the plant's construction be delayed pending the ,putting into place of a City-wide comprehensive waste disposal system: THEREFORE BE I T RESOLVED THAT City Council declare a moratorium on its decision, and that it immediately proded to hold appropriate Public Hhearings in the areas affected and accompanying environmental impact studies.

The l a t e s t p l a n now i s t h e g a r b a g e r e c y c l i n g and l a y o v e r p l a n t t h e C i t y would l i k e t o dump on u s .

A l l o t h e r c i t i e s have referendums and v o t e s . Why n o t u s ?

I c o u l d imagine t h e p e o p l e i n $2 m i l l i o n p e n t h o u s e s a t ' Concord P a c i f i c would n o t a p p r e c i a t e t h e smell when t h e wind blows. Well n e i t h e r would any r e s i d e n t s u r r o u n d i n g t h e a r e a o f t h e proposed s i t e .

The p e o p l e o f t h e Downtown Easts i d e and t h e i r o p i n i o n d o e s n ' t seem t o m a t t e r t o o u r E l e c t e d Aldermen and Mayor.

A prime example was Bosa Bros., p a s s e d by a l l c i t y c o u n c i l & mayor.

I was very interested to read ~ora'sletter in the last Newsletter critizing DERA for fighting for better hotel conditions. He stated that DERA was "playing into the hands of the hotel owners" and DERA was afraid "to admit its responsibility for a process that legalizes this victimization of the poor."

Of course we disagree with this.

Anyone who lives, or has been in a hotel, in the Downtown Eastside knows that the standards are not very high.

The standards that the City's Permits and Licenses Dept. forces the hotels to maintain are pretty basic.

Elevators have to be in working condition. There has to be a sprinkler system in case of fire. There must be heat in the rooms. Toilets must be in working condition. There can't be too many mice or cockroaches. All very basic.

If these standards aren't maintained, wi~aiwill I~appel~?li y u u move into a hotel and you are in a wheelchair and the elevator breaks down and the landlord won't fix it.. you have to rlove. It's as good as an eviction notice.

If there is no heat in your room and the landlord won't fix it and you can no longer bear it..you have to move.

You begin to get the picture. For mnny people, if the hotels are not 1cel)t to a certai?,basic level the tenants are forced to move.

Sometimes hotel standards are also a life or death situation. DERA

Obviously renovations cost money, but is having a working furnace renovations? The owners of Columbia Hotel (which instigated this discussion) have been making a good sum of money off the hotel and bar over the years, but the hotel has hardly changed since it was built. Like most hotels in this area, a lot of money was taken out but little has been put back in.

Forcing hotels to maintain standards does not lead to increased rents.

There are other factors that force rents up. As we all know, if welfare rates go up to do the rents. In the last year or so the shelter portion went up and, within a month, most hotels had increased rents.

Another factor regulating rents is supply and demand. Unfortunately >---- -- h.,-.-v c. -.l +-h-,-a =Ull-u c L r r U'CLIIULLLLU~LS ;~~1d CVictions all over the city as developers tear down affordable housing.

This has.even begun to affect the Downtown Eastside. The supply of rooms in this community is not increasing and in fact we are seeing hotel:, being torn down.

Even the crummiest hotels are ~urningpeople away because there is not enough affordable decent housing.

So some hotel owners are trying to put cne tenant against another and the pcyson with the most money will win.

Now, in the case of the Columbia, they have to fix the furnace and are using that as one of the excuses to .a-

l;.sr_ the rent. But .iZ Latere r,aS a high vacancy rate would they raise the rents? I don't think so, because most tenants would just move to a cheaper place. Unfortunately there are few choices these days.

There are many hotels in the copunI ity which have been maintained over ) the years, and still do not charge up to the maximum welfare rate.

A final point that I'd like to add is that the people who work in the DERA office do not act alone on issues.

DERA is a residents' organization andit is the residents of the community who constantly tell us of the problems of the neighbourhood. On a daily basis, people come into the DEFU office to complain about the condition , of one hotel or another. Quite often more than one tenant will come in from a hotel to complain.

I We don't have the staff to investi,gate hotels and keep up on all the hotels in the area. But residents come to us and ask for help in fixing ,the problems with their hotel.

Finally, DERA will continue to help tenants. DERA will continue to report hotels for infractions to the City. And DERA will continue to fight for quality affordable housing as the ultimate solution to poor living

The question of enforcing the city by-laws in downtown hotels has recently been brought up in your newsletter. It seems to me that Dera had no choice in the matter as complaints about conditions in the hotels came from hotel residents themselves. In the case of the Columbia Hotel residents, they had no heat and asked Dera what to do. So it wouldn't do to tell them, "Don't worry, because if you complain the landlord will be forced to fix the boiler and you'll be out of a place."

Building owners normally set aside funds to renovate outdated pieces of eauipmcnt. T f negligent h s t t l c;,cr; fail to do this, is it all of a sudden somebody else's fault when the owner's number is called and they have to fix a problem?

I don't think anybody should accept the premise that because you are pool you should settle for substandard conditions just because you can't pay as much. The notion that -tile poor should accept less is what leads to society's band-aid solutions to poverty in the first place. No, everybody including the poor deserves decent living conditions ljke anybody else.

ured, we would not shout you down in a public meeting. We do think, however, that hte Fraser Institute might be interested in your rationale for keeping Downtown Eastside residents in slum housing conditions. After all, a cold room at the Columbia is better Lhan n D room at all.

It is not that you are our enemy; it is just that you are sadly and dangerously mistaken. Rents in Downtown Eastside hotels rise whether or not the City tries to enforce health and safety standards. They rise simply because the demand for affordable housing in Vancouver is greater than the supply. Probably you can grasp the concept.

It is interesting that you mention the New Columbia Hotel. When the City Inspectors threatened to shut down : the Columbia on November 3, 1989, the heat had not been on since last winter.

Residents were told it would be "a couple more weeks" before the boilers would be fixed. The City found no boilers whatsoever and said that if the heat was not on by 6 pm that evening, they would withdraw the Columbia's h ~ ~ ~ i f l elir_efisc_rs p.!nr.r T_ 2m g ~ t r rRnh-

As one young man said, "I don't know why I'm going through this exercise; it's a waste of time."

He was wrong.

Without him and other tenants who spent their time and energy, the Columbia would undoubtedly be without heat today. Can you seriously suegest their actions have "destroyed the character and community of the Downtown Eastside"? If you honestly believe that, we hope you will leave your warm, two-year old co-op apartment and move into a cold, leaking room. We happen to know o t a vacancy on Abbott Screet.

Sometimes, Tora, tl~cvery small battles in a war have larger, more proround implications. if the Columbia Hotel incident affirmed, for a few people, that they deserve the same standard, of health and maintenance as people in Kerrisdale, it will nave been a worthy battle.

Getting up early was easy enough for me.

Since it was very common practice for me I was trying my best to stretch my days. So I could see Zj-ta for as long as I could spend time with her.

I went to all her usual haunts but there was no sign of her anywhere.

The next day was the same and the next. On the evening of the 9th I was told that my good friend Zita was hurt real bad.. a suspected head injury was the verdict of Hospital attendants and the ambulance attendants too. I asked around and learned that she was on the 10th floor of St. Paul's hospital.

June 10th was the first day of dally visits everyday until July 16 when she was committed to a group home for headinjured persons.

When I receive my pension cheque in the latter part of July, I visited Zita at Vel Ray lodge in Langley. I paid her three visits and each time I would arrive by taxi and I would return by taxi after my visit.

The place by itself, w k n v by me, seemed very restrictive seemed much more so by its 11 gate. It was to my way of thi: that I would not wish for my f: to be in such a foreboding 101 place.

Each day that I visited my f: Zita she implored me to obtair release and on the last day I she was in tears. I told her I see what I could do.

I looked up every agency that deals with this sort of thing.

J first went to the B.C. Human Rights Commission and while there I got my first glimmer of hope. I was told to try and get a hold of the Ombudsman.

I was able to get thru to a senior one and through her and others like her I was able to obtain Zita's release. She is now free - that is the only way I know of satisfying a person who needs freedom.

I'm glad that I was able to help my best friend Zita. She likes the idea of freedom. We both do!

Well..back t o b e i n g homeless.

The f i r s t p l a c e I s t a y e d was a t a house t h a t was f o r s a l e and I went i n t h e r e b e c a u s e t h e door was a j a r and some windows were b r o k e n .

The p l a c e was a mess. Someone had t r a s h e d t h e house and t h e r e were bedrooms and some beds l e f t b e h i n d , so I s l e p t t h e r e f o r t h r e e n i g h t s .

On t h e second n i g h t , f o r some r e a s o n , I went up t h e s t a i r s and i n one room were a young c o u p l e p a r t I excused myself i a l l y dressed.

and went d o w n s t a i r s t o my own room.

I n t h e morning t h e y came down and i n t r o d u c e d t h e m s e l v e s . They were i n t h e i r e a r l y t w e n t i e s and had a r r i v e d i n Vancouver o n l y t o b e unable t o f i n d a p l a c e t o l i v e .

The n e x t e v e n i n g t h e r e were some people t h e r e d r i n k i n g so I decided t o f i n d a new home.

I went t o B i n o ' s on Broadway and had c o f f e e . A f t e r t h a t I went down 8 t h and t h e r e was a house c - m p l e t c l y boarded up w i t h a For S a l e s i g n on t h e lawn. I walked a r o u n d i t once and found t h a t t h e f r o n t door had n o l o c k whatsoever.

I had found a new home. No f u r n i t u r e , mind you; n o e l e c t r i c i t y o r hydro b u t i t was summer and warm and a l l I needed w a s a place t o sleep.

I w a s t h e r e f o r a l m o s t a month, s l o w l y a c q u i r i n g t h e t h i n g s I needed t o be c o m f o r t a b l e . . a bed, c h a i r , e t c .

E a r l y one S a t u r d a y morning someone was k i c k i n g i n t h e f r o n t door and when I e n q u i r e d what I c o u l d do f o r him, h e s a i d , " I ' m g o i n g t o t e a r t h i s b u i l d i n g down t h i s morning. You'd b e s t move."

Thanking f o r t h i s s m a l l k i n d n e s s , I plucked up a few s i m p l e p o s s e s s i o n s and moved o u t , musing a l l t h e w h i l e w h a t i+ ~ e c l zhz-;: like i ii , ~ had t o r n i t down w i t h o u t waking m e u p .

A few days b e f o r e t h e d e s t r u c t i o n of my d o m i c i l e , I had been d r i n k i n g and on t h e way home p a s t a b a k e r y .

The d o o r was open and d e l i c i o u s o d o u r s of fresh-baked r o l l s a s s a i l e d my n o s t r i l s .

I h e l p e d myself t o a l o a f of French b r e a d and two r o l l s and w h i l e walki n g down t h e a l l e y d e v o u r i n g my midn i g h t snack I chanced upon a n o t h e r open d o o r , went i n s i d e and found a huge d e s e r t e d workshop. The l i g h t s were on and t h e r e was a washroom.

T h i s t h e n , a f t e r my r e c e n t e v i c t i o n , would be my new home.

L went t o a m i n i s t o r a g e company i n t h e a r e a and l o & behold t h e r e was a waterbed w i t h frame, h e a t e r , t h e whole a p p a r a t u s .

It took me t h r e e t r i p s t o i n s t a l l my waterbed i n a s m a l l a r e a a b o u t 15' x 20' t h a t w a s p a i n t e d w h i t e . I a l s o acquired rugs - a l a r g e braided one anu a s m a l l e r , more c o n v e n t i o n a l one. I n t h e few d a y s f o l l o w i n g I added, from t h e same p l a c e , d i s h e s , c u t l e r y , a c o f f e e maker and t h e n purchased a l o c k f o r my d o o r . A l l t h e s e e f f o r t s were done c l a n d e s t i n e l y i n t h e l a t e evening but a f t e r a f e w - d a y s of s l e e p i n g i n r e a l i z e d t h a t t h e y knew of my p r e s e n c e . So began a few c a s u a l c o n v e r s a t i o n s w i t h my neighbour.

I t seemed t h e p l a c e was up f o r redevelopment; a p a r t m e n t s , o f f i c e s & commercial...the whole b l o c k was gone but j u s t when no one knew.

It may seem t o you t h a t one would have s u f f i c i e n t f u n d s w i t h o u t payi n g r e n t b u t c i g a r e t t e s c o s t me app r o x i m a t e l y $6.50 a day (x30=$195.).

E a t i n g i n r e s t a u r a n t s was a b o u t $300 and I was r e a l l y no f u r t h e r ahead t h a n having a cheap room and K r a f t d i n n e r & Chinese n o o d l e s . . o r d i n i n g i n t h e d e p r e s s e d atmosphere o f subs i d i z e d c a f e t e r i a s . What i t d i d a l l o w w a s a c h o i c e o f where and what I a t e and i n what nieghbourhood.

This "home" l a s t e d a p p r o x i m a t e l y 3 months, b u t I must admit l i v i n g w i t h a f r i e n d f o r a month because o f t h e i r financial d i f f i c u l t y . I paid h e r r e n t , a l l o w i n g h e r t o c a t c h up on h e r d e b t s .

A t one t i m e we had been l o v e r s b u t t r y i n g t o l i v e t o g e t h e r as f r i e n d s o n l y c r e a t e d a g r e a t d e a l of d i f f i It ended up c u l t i e s f o r both of us. w i t h my moving e a r l i e r t h a n o u r bargain called for.

So t h e r e I was.. back i n my f a c t o r y .

The f e l l o w n e x t door t o l d me i t would a l l end a t t h e end o f November s o I had b e s t be r e a d y t o move. I wondered a t t h i s , t h e n one morning h i s shop was broken i n t o , o r s o he , said.

He a l s o t o l d me h e w a s phoning t h e p o l i c e and t h e y would want t o t a l k t oI, me. Not knowing t h e l e g a l i t y o f my staying there, I was off again with i o n l y a s l e e p i n g bag.

I weui down a s e t o f s t a i r s t o t h e basement l e v e l and found someone had broken o u t t h e windows a t t h e back and i n I went.

T h i s b u i l d i n g c o n s i s t e d o f onebedroom a p a r t m e n t s w i t h w a l l t o wall r u g s . The d o o r s had m o s t l y been broken and t h e hardware removed (door hooks, l o c k s , e t c . ) .

In this b u i l d i n g t h e r e were some couches l e f t , chairs, kitchen tables, old ' TV's and such. There was no e l e c t r i c i t y and i t would be c o l d b u t t h e p r i c e was r i g h t I w a s home.

I found o n l y one a p a r t m e n t where t h e l o c k s t i l l f u n c t i o n e d and, haul. .

Then t h e r e a r e t h o s e who a r e unwelcome i n any rooming house o r h o t e l , because of d r i n k i n g o r g l u e s n i f f i n g o r mental i l l n e s s . THE DAY DAD CAME by Margaret I remember t h e glow of sunshine.

The room f i l l e d w i t h happiness, The ocean w a t e r was l i k e a diamond r i n g , a s t h e sun was s h i n i n g down.

A s Dad's boat t u r n e d i n t o t h e bay joy and happiness flowed 'through t h e room.

Mom w a s s i t t i n g a t t h e t a b l e t a k i n g t h e c u r l e r s o u t of h e r hair.

We were j u s t g e t t i n g home from s c h o o l , a l l e x c i t e d because Dad w a s coming home.

We smelled t h e homemade bread from down t h e h i l l .

When Dad and t h e o t h e r f a t h e r s came i n f o r t h e weekend, each b r i n g i n g i n t h e i r s h a r e of f r e s h f i s h and money they earned.

But when w i n t e r came, i t was a d i f f e r e n t s t o r y .

We would make due w i t h what w e had.

We were a f a m i l y w i t h l o v e , joy and happiness and t o me, t h a t ' s more t h a n money can buy.

In the Spring of 1989, local doctors asked the government for an immediate halt to garbage dumping at Cache Creek following discovery of the bubonic plague bacterium in local rats. The doctors are concerned that rats imported from the Lower Mainland will colonize the landfill and come into contact with plague-infested rodents in the area.

The t a c t i c s of p r i v a t e garbage i n d u s t r i e s a r e geared t o demanding more and more garbage t o make t h e i r b u s i n e s s "aconomically viable".

The impact of t h i s a t t i tude on t h e environment i s e v i d e n t .

There i s no encouragement of rec y c l i n g a t t h e s o u r c e , except f o r individual r e s i d e n t i a l , curbside boxes. The major amount of r e f u s e from commercial b u s i n e s s e s and h o t e l s i s e v e r y t h i n g i n one b i n w i t h people paying t h e p r i c e through t a x e s t o - b u i l d p l a n t s , h a u l i n g , dump s i t e s , e t c . f o r t o x i c waste.

Paula spoke from b i t t e r e x p e r i ence about t h e promises of o f f i c i a l s and t h e r e s u l t s . She and h e r group s u c c e s s f u l l y stopped a toxic-waste i n c i n e r a t o r and urged people a t t h e meeting t o c o n t i n u e t o f i g h t .

Bruce made s e v e r a l "no" s t a t e m e n t s - no p u b l i c e d u c a t i o n , no p u b l i c h e a r i n g s , no impact s t u d i e s , no p u b l i c awareness e x c e p t band-aid recycling leaving the biggest polluters f r e e t o continue.

Blair gave the international picture of multi-national corporations making $8 billion a year from the refuse resources. He sees the bottom line as profits for the already rich and :he people being left with the afternath..of dealing with a problem i;.stead of working together to solve it before it becomes a problem.

Lenore had the most information on the current state of the GvRD's plan and presented the following . resolutions : 1'. ~fi;i? THIS 'TRANSFER STATION NOT LE BUILT, DUE TO THE FOLLOWING REASONS: i) This is not a recycling facility, it is primarily a transfer station.

Most of the garbage (90,000 tons a year) will go straight through the plant, in to a truck and on to a dump.

It is designed to take mixed, toxic garbage from all the multi-family dwelling units (apartment buildings, condos) and commercial businesses, everything norht of Broadway; False Creek, the West End, the Expo development, the downtown hotels, co-ops, ev-* erything in the most densely populated parts of the city. The city is doing this before it has tried to put any Snrr

hensive recycling program in place for this area. ii) This plan does not encourage any one to recycle or reduce.
