When World War Two ended, Canada' s national debt, r e l a t i v e t o t h e nationalincomc$ HOW THE NEWS REALLY WORKS.. . was more than twice a s l a r g e a s i t i s now.

No one s a i d t h e country was ruined a t t h a t time. No one declared n a t i o n a l bankruptcy.

I n t e r e s t r a t e s & unemployment were low & t h e economy was healthy. The g r e a t e r p a r t of t h a t debt was paid o f f within 10 years.

When people a r e working they can pay o f f t h e i r debts. Think of a home owner who has an income of $60,000 a year & a $100,000 mortgage. In t h i s case t h e debt is 166% of t h e i n d i v i d u a l ' s income, but t h e banks cons i d e r t h e person a good r i s k . This person has a decent job a t a decent wage 8 w i l l pay t h e debt without d i f f i c u l t y , providing t h a t t h e job doesn't disappear. F u l l employment a t decent wages i s an important way t o f i g h t t h e d e f i c i t .

The r i s e of our n a t i o n a l debt over t h e p a s t 20 years has not been caused by excessive gov't spending. q-his economc crisis is part of a political reorganizing in which the needs and rights of the majority -women, people ofcolour, peoples ofthe First Nations, lesbians and gay men, immigrants, disabled people, children, and workers --are being abandoned in favour of corporate demands.

These corporate demands, often dubbed "the corporate agenda," include:

tion and communication;

* privatization of publically-owned and managed companies and services; , * the free movement of capital to where labour and resources are cheapest, without taking into account that "labour" is people and people can't move with the ease of capital investment;

* governments that serve corporations, not people's or communities' needsand legislation that meets corporate needs, not ours.

* an ideology that sees "competition" and "efficiency" as essential for economic well-being.

The effects of this agenda are being felt across the continent: In Canada, we know very well the disasters wrought by the Mulroney government since 1984. In the United States, the Bush administration has devastated the lives of millions of US citizens in its pursuit of a brutal right- wing agenda. h Mexico, under the Salinasgovernment, the standardof living for millions of people has fallen dramatically.

Now we face the prospect of a North American Free Trade Agreement (NAFTA).

Free Trade Agreements have become a central component ofthe corporateagenda. In effect, NAFTA entrenches the corporate agenda, in what is being called an economic constitution for North America.

Popular movements in Canada, the United States,Mexico and beyond share a common concern and a common struggle against this agenda.

After two decades of post-war economic boom in the 1950sand 1960s in the countries of the West, the world economic system entered a period of crisis in the mid1970s -- "the Recession". Signs of the crisis included high rates of inflation, increasing national debts, declining rates of economic growth and trade deficits.

The dominant player in the world economy, the United States, was itself in economic chaos. The US was contending with increased competition from Western Europe and Japan. The debt that the US built up from its massive spending on the Viet Nam War, as well as increased oil prices with the creation of OPEC (Organization of Petroleum Exporting Countries), contributed to international inflation and financial instability.

Many previously colonized countries in Afiica, Asia and Latin America had been attempting to strengthen national industries to produce for domestic consumption during the 1960%with the aim of reducing their dependence on expensive imports from North America and ~ u i o p e In . the 1970s things began to change for these countries too. By the end of the-1970s banks had to find borrowers for the US dollars that had flowed in as a result of the dramatic rise in oil prices. They encouraged "developing7'countries to borrow massive amounts of money.

Developing countries needed to export to earn dollars to pay interest on these loans. But prices for the commodities they were exporting (tin, bananas, sugar, etc.) fluctuated tremendously. Over time, "terms of trade"

were declining.That means, for example, that countries had to export more and more tons of sugar in order to earn enough dollars to import a tractor, for example.

When international interest rates jumped astronomically at the beginningof the 198Os,it became impossible for these countries to meet their debt payments. By 1982, the banks were telling us that the inability of the debtor countries to pay was creating a crisis in the international financial system.

The truth of the matter is that the real "Debt Crisis" is the devastation, poverty and despair created in debtor countries because the resources that could be used to improve the quality of life for their people are continually being sucked out of their national economies to make interest payments.

The crisis of the 1970s and early 1980s was felt by Canadians as well. Thousands of people were out of work and inflation decreased our purchasing power.

Canada's own debt was increasing, both the portion of it owed domestically and especially the portion owed by Canadian individuals, corporations, and governments to banks and investors outside Canada. Higher interest rates increased our national debt and made our personal debts insupportable. We began to lose our homes, our farms, our smallbusinesses. The very existenceofmany communities was threatened.

The "globalization" of the economy By the 1970s, technological changes in transportation and communication were changing the way business was done. At the sametime internationaltariffs and trade bamers began to come down through the GATT (General Agreement on Tarriffs and Trade) negotiations. Both these factors - driven by increased corporate competition for profit contributed to the growth of transnational corporations, which cameto dominate and reshape national economies.

With the growth of the transnationals, it became harder and harder to ensure that Canadians -- or Mexicans or Braziliansor Americans for that matter -- would benefit fiom the jobs and economic spin-offs from the

production of the goods they themselves would consume. This is because it was no longer necessary for companies to locate their factories in the country where they sold their products.

Corporationscould locatewherever labour was cheapest and wherever standards were lowest. Canadian workers began to hear that because of the gains we had made in our standard of living and working conditions, we were no longer able, to "compete" in this global labour market.

The structure of Canada's economy made us especially vulnerableto these changes in the globaleconomy.

Like the "developing" countries, Canadatoo was heavily dependent on the export of raw materials and semiprocessed goods. Our industrial development has been largely based on "branch plants" of US corporations and has been concentrated in central Canada. Even the traditionally protected industries producing for the domestic market in Canada, such as auto parts and the garment industry, became vulnerable to this increasingly internationally-integrated economy.

believed that the "invisible hand" of capitalism and the market should be left to guide the economy without any intervention from governments. Under this free market capitalism, it was assumed that things would simply take care of themselves and everyone would pmsper.

Led by the Business Council on National Issues (BCNI), which is the national lobby group of big business, the neo-liberal agenda was taking hold in Canada. This agenda advocated a deregulatedeconomy where business was to be left a free hand.

"Flexiblility" and "competitiveness" were the buzzwords of the new agenda -- a free trade economy in which capital could move freely, nationally and interntionally, without regard for the social needs and political demands of communities and workers. Government spending on social programs, which was considered to be "out of control" and burdening us with increasing deficits, was to be reduced at all costs.

Asking 'fhe Right Question

The Response: A New International Corporate Agenda The first response to the "crisis" by many national political, business, and labour leaders in Canada in the mid-1970s was to advocate continued government involvement in building and supporting our domestic economy.

This included such things as: government subsidies for regional developmentmega-projects like theHibernia Oil project, the Tar Sands, and the development of the Atlantic Fisheries;government-supporteddevelopment of high tech industries like Northern Telecom; and the development of "managed" sectoral trading agreements such as the Canada-US "Auto Pact7'.There was also a limited expansion of social programs.

But by the early 1980s another agenda was taking shape -- something called neo-liberalism. The name comes from the 1% Century "liberal" economistswho

In the indepted countries of the Third World, the International Monetary Fund (IMF) and the World Bank were able to impose the neo-liberal agenda by dictating new national economic policies to debtor governmentsas a pre-condition for hrther loans. These new loans were to enable indebted countries to pay the interest on their original debt -- a vicious circle of debts to pay debts.

The conditions imposed by the IMF and World Bank are called Structural Adjustment Programs and they look pretty much the same everywhere. Some ofthe key elements include:

cuts in government spending on basic public services such as health care, and education; ending subsidies on staple foodstuffs and other basic needs such as oil and electricity; the re-direction of the national economy towards export rather than production for domestic needs, in order to earn dollars to pay the debt.

These kinds of measures certainly sound familiar in the economy to make it work in the interests of the majority of Canadians.

The FTA stops us from imposing controls on the practices of US-based transnationals operating in Canada. It stops us from requiring that at least some part of the processing of Canadian resources takes place in Canada before they are exported. It stops the Canadian government from assuringthat a certain proportion of the goods and services used by government and public corporations be Canadian. It stops the Canadian government from protecting our basic resources like water and energy.

In Canada we've already witnessed unprecedented job losses since the FTA was signed. 5 11,000 in manu-

to Canadians. We are reeling under them ourselves. But for countries where basic standards of health, education, and working conditions are much lower than those we have, the effects have been absolutely devastating.

By 1990, when the tri-national Canada-US, Mexico trade agreement was proposed, the people of Mexico had already lived through a decade of neoliberal "structural adjustment". This "restructuring" of their economy has coincided with 60% decline in buying power for Mexican workers, and an increase in un and underemploymentfrom 1.8 million to 7.8 million.

In 1990, the unemployment rate for young adults was 50%.

111. FREE TRADE AND NAFTA On August 22, 1992, after 14 months df negotiations between the U.S., Mexico and Canada, trade negotiators announced the completion of the North American Free Trade Agreement (NAFTA). Despite the numerous ceremonial "signings", NAFTA must still be passed by the legislative bodies in all three countries before it can come into effect.

NAFTA provides a continental legal framework under which the kinds of changes we have outlined above will be instituted. It is, in essence, the expansion of the Canada-US Free Trade Agreement (FTA) which was implemented in 1988.

The FTA already ties the hands of the Canadian government, severely restricting its ability to intervene facturing alone, 65% of which are estimated to be permanent lost. In Ontario alone there is an estimated 500 full-time jobs lost per day, and an average of 1 plant closing a day. One and a half million of Canadians are unemployed with acurrent UI rate of 11.6%(September 1992).

The Canadian Labour Congress* identified a number of key ways in which NAFTA deepens the impact of the FTA:

NAFTA is more binding on the provinces than the FTA. Within 2 years, Canada will have to present a list of all current provincial legislation which violate the provisions of NAFTA. Some of these may be specifically exempted, while others might be disallowed. Any new provincial legislation will have to be consistent with the rules of NAFTA: The FTA introduced the extension ofthe "free market" into the service sector. NAFTA carries this extension a step further. It further opens up Canadian telecommunications to American competition. It also opens up land transportation (trucking, rail and bus services) to US companies. We could no longer require that some proportion of Canada's exports to the US be transported by Canadian carriers.

NAFTA secures the so-called ''Intellectual 3.

Property Rights" of transnational companies. The clearest example ofthis is the 20 year patent rights given to pharmaceutical companies under NAFTA -- and entrenched in Canadian legislation under proposed Bill C-91. T h s gives the transnational drug companies a 20 year monopoly on the production and marketing of new drugs before a "generic" version of their product could be copied. It is estimated that this will cost Canadians an additional $500 million a year in drug costs.

NAFTA weakens our ability to insist on high health and safety, environmental, and labour standards. Any new standards introduced by one ofthe three countries will have to pass the test of not creating "unnecessar), obstacles to trade." This means, in effect, that all standards could be reduced to the lowest common level. The lowest level would be whatever the official international standard is. These standards are often weak and ineffective. For instance, the international food standards allow levels of residues of pesticides like DDT far above those allowed by Canadian standards. And there is nothing in NAFTA to prevent countries from violating basic labour rights like minimum wages and the right to unionize in order to attract new investment.

NAFTA further ties the hands ofthe Canadian government in terms of regulating investment. We can no longer insist that foreign purchasers of Canadian companies transferexpertiseorproduct lines to Canada, or that they give Canadians the top jobs. We can no longer create publicly owned monopolies to provide services to Canadians on any "non-commercial" basis ie. we could not create a new airline which would serve isolated Northern communities at subsidized rates.

NAFTA undermines our ability to challenge arbitrary US Trade laws. Underthe FTA andNAFTA, the only right of appeal Canada has if the US decides that we are unfairly subsidizing some export is to go to a special tribunal to determine if US trade law has been fairly a~plied!Unfair subsidies might include such things asgrants for technological development, regional development programs, income support programs for fishermen, etc.

NAFTA creates new regulatory bodies which 7. will control the exercise of national sovereignty.

Increasingly, crucial economic and political decisions which affect us all will not be made by our elected governments but by a special North American Free Trade Commission.

Supporters of NAFTA tell us that the free trade agreement is a "win-win-win" situation where Canadian, American and Mexican workers will all gain. They say that although some jobs will be lost to Mexico, newly prosperous Mexican workers will create new markets for our exports, so we all win.

But the essence of free trade is that it means more freedom for corporations to roam the world lookmg for the cheapest place to locate. Experience has clearly shown that corporations are attracted to Mexico precisely because Mexican wages, working conditions, and environmental standards are lower. Free trade does not mean more freedom or more options for workers. The only option being offered to workers is to accept the jobs that are offered to them, no matter what the wage.

Mexican workers are not being paid the kind of wages that would allow them to become consumers ofproducts made by Canadian workers. Rather, we are being pitted against each other internationally in a competitive global economy that will push all our wages down. In fact, we are all in a "lose-lose-lose" situation, where the only winners are those who make the profits from improved global corporate "efficiency" and "competition". As Maude Barlow describes it: NAFTA amounts to a Corporate Bill of Rights and Freedoms.

NAFTA's scope is not limited to US, Mexico and Canada. NAFTA is part of Bush's Enterprise for the Americas which is intended to create a free trade area in the entire hemisphere. To enter NAFTA, other countries must first demonstrate a commitment to economic reform, protecting US investment and privitising public enterprises. These programs can only strength the power of transational corporations at the expense of development strategies to meet the needs of the poor majority

Today I r e a l i z e d t h e s e a r c h f o r suchaframework was i n f a c t t h e framework I had been upon a l l t h i s time - a b r i d g e o v e r t h e abyss o f t h o s e very quanta o f e v e n t .

Elementary Teachers' Assoc. VESTA; Van. Secondary Teachers' Assoc VST) a r e i n a s t r i k e p o s i t i o n a f t e r unsuccessf u l attempts t o reach an agreement with t h e Vancouver School Board. These negotiat i o n s have been going on s i n c e October ' 9 2 A l l s t a f f members i n t h e Learning Centre except the co-ordinator a r e members o f VESTA. We a r e now i n t h e middle of contract negotiations f o r our f i r s t c o l l e c t i v e agreement with t h e school board. However t h e School Board has not only broken o f f t a l k s with t h e Primary & Secondary teachers, but have a l s o broken o f f t a l k s with a d u l t educators, which include t h e s t a f f members of the Learning Centre.

What does a l l t h i s mean f o r Carnegie?

The School Board & VESTA d i d not come t o an agreement. Learning Centre s t a f f , a s VESTA members, were i n s t r u c t e d by t h e union t o c l o s e t h e Learning Centre a s of Monday, May 10th. This means t h a t t h e drop-in cent r e , Classroom 2 4 t h e computer room w i l l be closed during learning c e n t r e hours.

The reason we have unionized s i n c e September '92, & t h e reason we a r e n e g o t i a t i n g a c o n t r a c t , i s t h a t our working ocnditions a r e a s follows: 1. No b e n e f i t s .

2 . No payment f o r s i c k days.

3. No payment f o r s t a t u t o r y , holidays.

4. Term t o term c o n t r a c t s - we a r e considered temporary employees.

5. No one can work more than 25 hrs/week.

6 . No pensions o r RSPs. 7. No scheduled c o s t -of - l i v i n g incmeas-e,for t h e l a s t 2 years, o r i n t h e future.

Last Thursday, C i t y Coucnil unanimously agreed t o support a community c e n t r e i n Downtown South (Granville S t r e e t ) t o t h e tune of 3 . 4 milaion d o l l a r s .

The p r o j e c t took much longer t o develop than I had expected. Consulting with t h e community took a few months. Then w r i t i n g t h e r e p o r t ( 6 pushing beyond w r i t e r ' s block) took me a while longer. And then interdepartmental n e g o t i a t i o n s took many weeks more. F i n a l l y everything came t o g e t h e r 6 concluded s u c c e s s f u l l y l a s t Thursday.

There i s no doubt t h a t Council's w i l l i n g ness t o develop a n o t h e r c e n t r e is due t o t h e i r high regard f o r Carnegie. Everyone from t h e Mayor t o George P u l l t o Libby Davies f e e l s r e a l l y good about what goes on a t t h e c o r n e r of Hastings F, Main I do t o a

Muggs, I r e a l l y miss Carnegie. Yet I know t h a t G r a n v i l l e S t r e e t needs me more r i g h t now than you guys do. S e v e r a l people were g i v en 'awards' f o r having s u r v i v e d .

One woman had had no running w a t e r f o r y e a r s ! She had t a k e n h e r l a n d l o r d t o c o u r t 7 t i m e s , won e v e r y time, & had h e r r e n t d i r e c t e d i n t o a s a v i n g s fund which, when t h e r e was enough money i n i t , would pay f o r t h e d i g g i n g o f a w e l l . She has had t o c a r r y w a t e r from a n e i g h b o u r ' s p l a c e .

TRAC conducted a b r i e f walk-around with p b l i t i c i a n s & media a t t e n d i n g Sundayts e v e n t . C l a s s i c examples o f developer greed vs. p e o p l e ' s need were h a n d i l y w i t h i n a few blocks o f Grandview Park. T h i s l i t t l e scam involves t h e c l o s u r e o f houses Bkor b u i l d i n g s on t h e b a s i s o f some planned development - which o f t e n means t h e s e same b u i l d i n g s s i t vacant f o r y e a r s o r a r e t o r n down & t h e empty l o t s i t s f o r y e a r s .

In t h e 92/93 f i s c a l year, t h e p r o v i n c i a l g o v t t i s planning t o spend $19 b i l l i o n , of which $1.53 w i l l be borrowed. The Ontario d e f i c i t f o r e c a s t s range, from $11 t o $17 b i l l i o n . Even i f Ontario had 3 times t h e p o p u l a t i o n t h e i r p e r c a p i t a d e f i c i t i s s t i l l 3 times t h a t of BC. Alberta, with a smaller population, i s p r o j e c t i n g a $3.1 b i l l i o n d e f i c i t .

The f e d e r a l gov't now spends over 30% of gross revenues on debt i n t e r e s t payments.

BC i s paying only $988 million on debt management. This is only 5.2% of gross revenues. The provincial g o v t t has s e v e r a l years before it a r r i v e s a t a d e f i c i t s i t u a t i o n n e a r t h a t of many of i t s neighbours.

I t ' d be a very, very long time before t h e d e f i c i t problem i s t r u l y c r i t i c a l anywhere i n Canada, but e s p e c i a l l y BC.

Who foots the bill?

Most of t h e dough f o r public s e r v i c e s comes from personal income taxes, o t h e r taxes, s a l e s taxes, f e d e r a l money (our t a x money mostly) & f e e s & l i c e n s e (our money) f o r a whopping 83.2% of general revenue.

In o t h e r words - YOU & ME! And who pays t h e e e n s i e s t t e e n s i e s t ? Crown Corporations c o n t r i b u t e only 4.8%. Corporate t a x e s only make up 3.5% of t h e general revenue. THIS is not FIAR t a x a t i o n .

We a r e paying f o r t h e programs. We want programs t h a t w i l l b e n e f i t those of us who a r e paying f o r them. Higher welfare r a t e s & minimum wages & universal medicare a r e bare minimums. Tax the corporations & very wealthy more & leave the r e s t o f us alone.

Low & middle income people a r e taxed t o death. We want t h e NDP & f e d e r a l g o v t ' s t o s t o p using t h e d e f i c i t a s the excuse f o r c u t t i n g o r freezing our valuable programs.

We want jobs & j u s t i c e , not more d e f i c i t rhetoric.

STREET MEET ' 9 3 THE POOR PEOPLE'S CONFERENCE On Friday, April 2 , over 150 people got together t o d i s c u s s t h e i s s u e s of poverty.

In t h e morning group discussions we asked the following 4 questions: - HOW do you f e e l about being poor?

How does poverty a f f e c t your l i f e ?

- A s a poor person, what i s your most d i f f i c u l t problem i n r e l a t i o n t o being poor? (housing/employment/t raining/ income?)

- What do you think s t o p s you from changing your s i t u a t i o n ?

There were a g r e a t v a r i e t y of responses t o these questions from a very a r t i c u l a t e group of p a r t i c i p a n t s who ranged from t h e poor ourselves, agency reps, p o l i t i c i a n s & i n t e r e s t e d individuals. There were s i n g l e mothers, n a t i v e people, hhe homeless, peop l e who were educated & on .sopial : a s s i s t ance, o t h e r abled (physically challenged), the e l d e r l y , people o f colour, former a l c oholic 6 substance abusers, youth, people who l i v e i n downtown h o t e l s , people from out of town.

The 3 major problem a r e a s s t a t e d were lack of affordable housing, lack of adequa t e income & adequate n u t r i t i o n , 6 lack of basic & extended h e a l t h s e r v i c e s f o r t h e poor. There were a t l e a s t 10 w r i t t e n pages from t h e p a r t i c i p a n t s . As a f a c i l i t a t o r it was d i f f i c u l t t o ask t h e spokesperson t o name one problem when t h e time came t o r e p o r t t o t h e l a r g e r group, a s our group i t s e l f had s i x w r i t t e n pages of problems ra% ging from f e a r of violence downtown t o lack of s e r v i c e s f o r t h e e l d e r l y l i v i n g on pensions alone.

People were angry about being paor; they f e l t trapped i n poverty, with no sense of hope about ever changing t h e i r s i t u a t i o n s .

People a l s o expressed anger a t t h e way they were being t r e a t e d a s poor people.

P a r t i c i p a n t s s t a t e d t h a t t h e lack of opp o r t u n i t i e s , t h e lack of s u i t a b l e employment, t h e lack of income & t h e lack of self-esteem were among many o t h e r i s s u e s t h a t d i r e c t l y o r i n d i r e c t l y affected them from changing t h e i r s i t u a t i o n s .

The conference was very productive; it was not a forum f o r t h e poor t o complain about Our S i t ~ a t i o n sbut was held i n the s p i r i t of a t r u s t i n g & p o s i t i v e atmosphere

In t h e afternoon session Susan Noakes, from t h e Together Against Poverty Society, spoke on advocacy & t h e r i g h t s o f t h e p o o r & how t o empower ourselves t o o b t a i n these r i g h t s . Pat Chauncey, from End Legislated Poverty, spoke about t h e d i s t r i b u t i o n of wealth i n Canada & why it was necessary f o r t h e c u r r e n t system t o maintain an economic s t r u c t u r e t h a t enabled poverty t o e x i s t i n Canada. t h e r e were more than 65 pages from o t h e r groups taped on t h e walls a s spokespersons reported. The 3 major s o l u t i o n s were: increased income i n order t o b e t t e r our situations; - more a f f o r d a b l e housing; and - working t o g e t h e r a s one t o solve t h e I problems c r e a t e d by pbverty.

A s well, t h e r e were s o l u t i o n s ranging from i n d i v i d u a l s being e l e c t e d t o Parliament on an anti-poverty platform, a guaranteed adequate income, and t h e need f o r an inexpens i v e r e s t a u r a n t downtown t h a t served nutrG t i o u s food, had extended hours, was s a f e & where t h e only a c t i v i t y t h a t took place was t h a t of a safe,place t o lest i n peace. i After having taken t h e f a c i l i t a t o i t r a i k ing with members of t h e V i c t o r i a S t r e e t Community Association, G a f t e r having met i n d i v i d u a l s i n t h e i r e a r l y 50s who'd been on t h e s t r e e t s i n c e they were l l . . . i n d i v i duals a t t h e conference with l e s s than a grade 5 education some individuals who couldn't read a t all...some individuals who were poor4unemployed with Masters degrees from u n i v e r s i t i e s However I was absolutely, incredibly, b a f f l e d 4 astounded a t t h e l e v e l of u n i t y t h e r e , t h e wealth of knowledge Gexperiencc t h a t t h e p a r t i c i p a n t s shared, ana t h e fac. t h a t t h i s conference was organized i n two months time.
