J e a n began by handing o u t a copy o f Claude Richmond's l e t t e r , s e n t t o 49,000 r e c i p i e n t s o f w e l f a r e money who a r e v a g u e l y c l a s s i f i e d a s "employable". The f i r s t q u e s t i o n a s k e d w a s , " P l e a s e imagine t h a t you r e c e i v e $430 a month. You may be o v e r 55, s i c k , maybe h a v e n ' t worked i n 10 y e a r s o r have a l r e a d y worked 30 y e a r s . . . i m a g i n e t h a t you g e t t h i s l e t t e r i n t h e m a i l . What is y o u r r e a c t i o n ? " J e a n went on t o p o i n t t h e g l a r i n g l y u n e t h i c a l and u n t r u t h f u l a s p e c t s of t h e l e t t e r and r e p s e a c h t o l d o f t h e amount b e i n g b i l l e d t o t h e M i n i s t r y f o r work done t h a t i s p a i d f o r when p r o v i n c i a l employees do i t . Someone p u l l e d ~ l a u d e ' s s t r i n g s and h e danced w i t h p e r h a p s $100,000 o f p u b l i c money, c r e a t i n g havoc. The t o t a l b i l l e d amount, due by O c t o b e r 5 t h and s t i l l n o t p a i d , i s $5,364.40.
