Recently t h e i s s u e o f geographic b o u n d a r i e s o f S t r a t h c o n a and Downtown E a s t s i d e had emerged i n t h e ongoing d i s c u s s i o n s on t h e l o c a t i o n o f t h e T r i a g e A t t h e municipal l e v e l t h e r e a r e c l e a r l y d e l i n e a t e d b o u n d a r i e s between both a r e a s . However, a s t h e s e a r e c o n t i g u o u s a r e a s , developments o r i s s u e s i n one a r e a do impact on t h e o t h e r a r e a .

I t should be noted t h a t o u r t h r e e elementary s c h o o l s , namely Admiral Seymour, S t . F r a n c i s Xavier and Lord S t r a t h c o n a a r e l o c a t e d s o u t h o f t h e Hastings S t . d i v i d i n g l i n e . The catchment a r e a of o u r t h r e e s c h o o l s e x t e n d s i n t o t h e Downtown E a s t s i d e a r e a with s t u d e n t s from Powell P l a c e , Four S i s t e r s and C r a b t r e e Corner. I n d i v i d u a l p a r e n t s & c h i l d r e n r e s i d e n o r t h o f H a s t i n g s .

Between o u r t h r e e s c h o o l s t h e r e a r e approximately 1,100 e l e m e n t a r y s t u d e n t s (from p r e - k i n d e r g a r t e n t o Grade 7 ) i n a t t e n d e n c e .

P a r e n t s i n o u r s c h o o l s have expressed alarm about t h e i n c r e a s e d number of m e n t a l l y u n s t a b l e p e r s o n s i n t h e e n t i r e downtown a r e a .

We b e l i e v e t h a t t h i s i s s u e r e q u i r e s a comprehensive review o f t h e s p e c i a l i s e d s e r v i c e s (both l i c e n s e d u n l i c e n s e d ) t h a t a r e provided i n b o t h t h e S t r a t h c o n a 6 Downtown E a s t s i d e a r e a s . F I R S T STEP BACKGROUND ----------

In e a r l y J u n e o f 1991 a concern was grought t o t h e a t t e n t i o n o f t h e D i r e c t o r of t h e United Native Nations about t h e way s e r v i c e s a r e provided t o r e s i d e n t s o f t h e downtown e a s t s i d e , p a r t i c u l a r l y t h e A b o r i g i n a l p o p u l a t i o n . And, on June 18, a meeting was convened w i t h a number o f s o c i a l service agencies, including: - United N a t i v e Nations - Carnegie C e n t r e - DEYAS - Independent R e p r e s e n t a t i v e - Mamele S o c i e t y - Hey-Wayv-Noqu' - Storefront Project - Vancouver A b o r i g i n a l C e n t r e - Urban S o c i e t y . Among t h e m a t t e r s d i s c u s s e d were, t h a t a l t h o u g h t h e r e a r e a g e n c i e s who work i n t h e downtown c o r e t h e r e a r e p e o p l e who a r e s t i l l f a l l i n g t h r o u g h t h e gaps i n s e r v i c e . For i n s t a n c e , s e r v i c e s a t Carnegie i n c l u d e f u n d i n g f o r Asians, L a t i n o s & Abo r i g i n a l s b u t it i s p e r c e i v e d t h a t programs & a c t i v i t i e s f o r t h e A b o r i g i n a l peop l e seem t o be f a l l i n g s h o r t on t h e l i s t o f p r i o r i t i e s , d e s p i t e t h e f a c t t h a t Abo r i g i n a l p e o p l e seem t o make up t h e majo r i t y . But, i t i s a l s o r e c o g n i s e d t h a t t h e Spanish-speaking group seemed t o b e i n c r e a s i n g i n p o p u l a t i o n a t a more r a p i d r a t e . Tension between t h e groups i s i n c r e a s i n g & i f t h i n g s a r e allowed t o p r o ceed w i t h o u t some i n t e r v e n t i o n , a g g r e s s i o n w i l l e s c a l a t e & w i l l i n e v i t a b l y end i n violence.

Another a r e a o f concern was t h e f a c t t h a t many o f t h e A b o r i g i n a l s e r v i c e s a r e not located within the v i c i n i t y & a r e inaccessible t o t h e residents of the core a r e a . I t was s u g g e s t e d t h a t , when it comes t o p l a n n i n g & s e t t i n g o f p r i o r i t i e s f o r s o c i a l s e r v i c e s , t h e r e s l d e ~ l t sof tile downtown e a s t s i d e a r e n e v e r c o n s i d e r e d .

Another r e a l i t y f o r t h e r e s i d e n t s i s t h e d i s c r i m i n a t i o n t h e y must d e a l w i t h on a d a i l y b a s i s . T h i s becomes e x t r e m e l y d i f f i c u l t when coping s k i l l s a r e basic/minimal.

t h a t t h e a g e n c i e s r e p r e s e n t e d would c o n c r i b u t e f i n a n c i a l l y & i n o t h e r ways t o open a c e n t r e t o b e l o c a t e d i n t h e downtown e a s t s i d e f o r a c t i v i t i e s , named F i r s t S t e p .

OBJECTIVES The o b j e c t i v e s o f t h e F i r s t S t e p a r e : - f o r s o c i a l s e r v i c e agencies t o provide o u t r e a c h s e r v i c e s on a r o t a t i n g b a s i s , o u t of t h e premises o f F i r s t S t e p ; - provide a p l a c e of s a f e t y t o r e s i d e n t s of t h e downtown e a s t s i d e ; - mgke s o c i a l s e r v i c e s a c c e s s i b l e t o r e s i d e n t s o f t h e downtown e a s t s i d e ; - provide a place f o r a c t i v i t i e s f o r r e s i d e n t s o f t h e downtown e a s t s i d e ; - improve t h e r e l a t i o n s between a l l o f t h e e t h n i c groups i n t h e a r e a ; - serve a s a r e f e r r a l centre t o social s e r v i c e agencies; - t r a i n a group o f v o l u n t e e r s t o a s s i s t i n program development.

PHILOSOPHY ---------The F i r s t S t e p i s a p l a c e of s a f e t y f o r t h e r e s i d e n t s o f t h e ownt town E a s t s i d e .

The F i r s t S t e p p r o v i d e s a range of a c t i v i t i e s i n t h e a f t e r n o o n & evening. I t i s i n formal, unstructured & i s intended t o inv o l v e t h e community & t h e p a r t i c i p a n t s i n s o l v i n g t h e i r own problems & by making b o t h s e r v i c e s & r e s o u r c e s a c c e s s i b l e . Primary c l i e n t e l e w i l l be A b o r i g i n a l p e o p l e b u t it w i l l endeavour t o s e r v e t h e m u l t i - e t h n i c population represented i n t h e area. F i r s t S t e p w i l l s e r v e a s a meeting ground t o i m prove r e l a t i o n s & network w i t h o t h e r s t o provide s e r v i c e s t o r e s i d e n t s .

The F i r s t S t e p w i l l o p e r a t e on tile premi s e o f mutual c l i e n t a i d & p e e r group a s s i s t a n c e . The environment w i l l be s u p p o r t i v e & encourage a s u b s t a n c e - f r e e l i f e s t y l e t h r o u g h s e l f - h e l p groups.

The F i r s t S t e p i s founded on t h e premise t h a t r e s p e c t f o r t h e person i s paramount & we b e l i e v e t h a t we must t r e a t t h e whole person, i n c l u d i n g mental, p h y s i c a l , emot i o n a l & s p i r i t u a l a s p e c t s o f being. We w i l l s t r i v e t o minimize t h e f r a g m e n t a t i o n t h a t f r e q u e n t l y o c c u r s when s e r v i c e s a r e t o o h i g h l y s p e c i a l i s e d & i s o l a t e d by prov i d i n g simple, c o n c u r r e n t , c o - o p e r a t i v e

Along came J o e from York Sheet Metal t o connect t h e d u c t worl from w i t h i n t h e b u i l d i n g up through t h e roof i n t o t h e curbs. I was supposed t o go back home b u t MHR thought i t ' d be b e t t e r i f I went i n t o long-term c a r e because o f my h e a r t , c o n d i t i o n E o t h e r t h i n g s . So I was t a k e n i n t o a f o s t e r home i n P o r t Hardy, P o r t McNeil and Vancouver. Everything was going g r e a t u n t i l I was about 14-15 y e a r s o l d . Then I was a ' t r o u b l e - m a k e r ' , s e n t t o group homes.

Then, when I was 19 y e a r s old,' I had a baby boy. He was i n t h e h o s p i t a l f o r about 3 weeks a f t e r h e was born be c a u s e he had w a t e r i n h i s l u n g s . Then he came home and suddenly I came down w i t h a s t r o k e . A t t h e age of 19..my d o c t o r s a i d i t was s t r a n g e f o r a 19y e a r - o l d t o have a s t r o k e . Last summer t h e Parks Board sprayed ROUNDUP on t h e shrubbry around F i r e h a l l Number 1, j u s t west o f t h e S t r a t h cona Community Gardens. Now, t h e y want t o p u t two dangerous h e r b i c i d e s on S t r a t h c o n a Park j u s t e a s t o f t h e Gardens.

In l a t e August, some members o f t h e Gardens went t o t h e Parks Board meetin t o p r o t e s t t h e s p r a y i n g o f t h e ROUNDUP and a c c i d e n t l y found o u t t h a t S t r a t h cona Park was on t h e l i s t f o r s p r a y i n g DERA h a s j o i n e d w i t h t h e Gardens and o t h e r community members t o s a y NO t o more chemicals i n o u r community. C i t y o f f i c i a l s have t o l d r e s i d e n t s o f t h e neighbourhoods a f f e c t e d by t h e e x p r e s sway t h a t i t w i l l t a k e commuter 6 t r u c k t r a f f i c o f f t h e i r s t r e e t s . Before t h e C a s s i a r Connector was b u i l t , H a s t i n g s - S u n r i s e r e s i d e n t s were t o l d t h a t t h e y would h a r d l y know it was t h e r e . Now t h a t c o n s t r u c t i o n h a s been underway f o r months & -p e o-p l e ' s l i v e s have been d i s r u p t ed by t h i s mammoth p r o j e c t , i t a p p e a r s ' , t h a t i t ' s many t i m e s l a r g e r t h a n anyone expected. And t o t o p i t o f f , p a r t o f New Brighton Park w i l l be chopped o f f f o r a ramp from t h e C a s s i a r Connector t o t h e p o r t - t h e f i r s t phase of a new w a t e r f r o n t highway, perhaps? A s w e l l , Slocan Park h a s been t o t a l l y d e s t r o y e d by t h e c o n s t r u c t i o n & t h e r e i s no money anywhere t o r e p l a c e i t .

The l e s s o n s of t h e C a s s i a r Connector show t h a t o f f i c i a l s who p l a n & b u i l d such expressways cannot be t r u s t e d . T r a f f i c i n t h e Downtown E a s t s i d e i s bad enough now.

In f a c t t h e r e is p l e n t y t h a t can be done t o end poverty i n t h e East End, espe c i a l l y t o end d i s a b l e d poverty.

Programs such a s t h e "employment incent i v e " type, where people a r e p a i d $50 a month, have two f a t a l flaws. One flaw i s t h a t t h e s e programs only l a s t one year i n t h r e e . . n o t long enough t o g i v e t h e employee r e a l work experience. The o t h e r flaw i s t h a t t h e s e employment i n c e n t i v e programs c r e a t e a category of s l a v e s s i m i l a r t o t h e e a r l y s l a v e s of t h e American south where blacks were not p a i d arid l i v e d i n s q u a l o r l i k e t h e d i s a b l e d i n BC do.

Handicapped people a r e t h e new '"niggers" of t h e world, expected t o work 4 0 hours f o r $50 a month.

This r a t e of pay breaks down t o l e s s than $2 an hour.
