Election changes Indian Trail, Waxhaw boards

The Nov. 3 election signaled wholesale changes for Indian Trail and Waxhaw, as well as the emergence of new leaders in other towns.

Waxhaw Mayor Daune Gardner received just 26 votes, though she announced last month she was withdrawing from the campaign. Commissioner Stephen Maher won the seat over Gardner and challenger Dustin Williams.

David Kapfhammer fought off Councilmember Elaine Rosoff and challenger Howard Brotton to succeed Brad Horvath as mayor of Wesley Chapel.

Michael Alvarez (Indian Trail), Rick Becker (Mineral Springs), David Cleveland (Lake Park), Frank Deese (Marshville), Bill Deter (Weddington), Joe Pollino (Marvin) and Phillip Thomas (Fairview) were re-elected as mayors of their respective towns.

Several challengers in town board races took advantage of vacant seats, including Gary Wilfong (Fairview), Ashley Dance, (Lake Park), Ernestine Staton (Marshville), Ron Salimao and Nick Dispenziere (Marvin), and Fred Burrell and Brenda Stewart (Waxhaw), and Paul Kaperonis and William Rodriguez (Wesley Chapel).

Drehs and Christopher King and Lake Park Councilmember Mark Phillips.

Lake Park residents voted in favor of permitting the on-premises sale of malt beverages by Class A hotels, motels and restaurants as well as the on-premises sale of unfortified wine.

Indian Trail Amy Stanton and Mark Wireman will join Mayor Michael Alvarez and Mayor Pro Tem David Cohn on the Indian Trail Council, leaving incumbents David Drehs and Christopher King without seats.

Cohn received the most votes in the county’s most crowded ballot, capturing 18.99 percent of the vote.

With 11 names on the town board ballot, some candidates formed alliances.

Cohn, Stanton and Wireman fit together because they opposed the council’s approval of an $8-million town hall without putting the issue before residents. They also promised not to take campaign donations from developers. “People are tired of seeing candidates take developer money,� Cohn said after his victory. “They are looking to people to be the people’s candidates – to work with the people and listen to the people.�

Union County Weekly that painted Cohn, Stanton, Wireman and Alvarez as anti-advancement. “I’m not against developers at all,� Cohn said. “I want to do what the people want us to do. We’re going to do very smart growth for our town and work hard to work with the residents.�

Alvarez also was vulnerable in this election. He faced a well-funded, campaign by Fish, who served as an assistant superintendent prior to retirement. “The people are tired of runaway spending. They are tired of a corrupt group of candidates. Tired of mud-slinging,� Alvarez said. “The people spoke up very loudly.

Their town cannot be bought.�

Alvarez said incoming commissioners respect the community and should contribute to a more welcoming town hall. The community also can appreciate more controlled growth and spending.

Waxhaw The election came at a point in Waxhaw’s history in which the community is becoming more choosey about the types of development leaders allow in.

Mayor-Elect Stephen Maher points to how voter turnout for the election has increased in the last two cycles in part to interest on the local issues. “We have grown and the importance of

making sure people really understand they are a part of this at the local level was critical,� he said. “Waxhaw is changing. You have to get out there and be willing to discuss and help people try to understand it.�

Steve Maher Maher likes the notion of “One vision, one Waxhaw,� in that the community evaluates its needs and figures out how to grow in a smart way that enhances the quality of life.

He wants to maintain transparency when it comes to conducting town business and position Waxhaw as more of a regional player.

Four challengers ran for Maher and Mike Stewart’s expiring seats on the Waxhaw commission. Fred Burrell and Brenda Stewart won those seats over Mike Osborn and Amina Lee. Maher described incoming commissioners as people who have worked together for numerous years, they are just filling different roles.

Burrell has served on the town’s planning board and preservation commission, while Stewart has been attending commissioner meetings for a long time.

The Symphony of Holiday Homes, sponsored by The League of Union County Symphony, will take place Nov. 20 and 21, a Friday and Saturday, from 3 to 8 p.m.

Tickets cost $25 in advance or $30 on the day of the event, and include “two days of celebrating the coming season with unique styles and innovative ideas for your holiday decorating in support of Union Symphony,” according to a news release.

The seven locations to visit will include: Swan Manor; Barbara and Bill Parker’s home; Linda Grue’s home; Shelly and David Nelms’ home; Laura and Paul Dugick’s home; Rebecca and Bob Bookholt’s home; and Mary Jane & Kirby Crooke’s Estate.

Chamber to host three ribbon cuttings in early November The Union County Chamber of Commerce will host three ribbon-cutting ceremonies for new businesses over the next week.

The first will take place Friday, Nov. 6, from 12:30 to 1:30 p.m. at the Physical Therapy Center, located at 1730 Dickerson Blvd. in Monroe.

The event will include door prizes, games and tours of the new facility. The center, which also has a location in Waxhaw, offers physical and sports therapy to relieve pain, increase mobility and improve function, according to an event announcement.

The second ribbon-cutting ceremony will take place on Monday, Nov. 9, from 4 to 4:30 p.m. at Sun Valley Salon Suites. The business is located at 6601 Old Monroe Road in Indian Trail.

Second annual Pawsitively Matthews to feature local vendors MATTHEWS – The Pawsitively Matthews festival will return to downtown Matthews for the second year in a row.

The event will take place Nov. 14, a Saturday, from 10 a.m. to 4 p.m., rain or shine. The festival will feature more than 50 pet-friendly vendors, including local et stores, veterinarians, “treat makers,” groomers, trainers, pet sitters, caricature artists and more, according to a news release.

Several area rescue groups will have dogs on site that are available for adoption, and the event also will offer rabies vaccinations.

Dog owners can take their pet through an agility course or sign them up to show off their talents in the Matthews Mutt Strut at 2 p.m.

Barbara Faulk has been the executive director of the Union County Community Arts Council (UCCAC) for more than 20 years. Founded in 1980, the nonprofit focuses on arts in schools, community programs, grant Barbara Faulk programs and more within Union County. Find more information at www.unionarts.org.

What led you to become the executive director of UCCAC?

Beginning as a volunteer in the early days, I was asked to become the assistant to the director, Karen Calhoun, in 1987. Following her death in 1993, I became executive director and have been in this position since that time.

Tell us about the organization.

Our programs are divided into three major categories: • Arts in Schools – serving all schools in the county with cultural arts programs and services; over 41,000 students served each year • Community Programs – over 12 annual

Union County Weekly | November 6, 2015 | Page 5 projects that are free and open to the public • Grant Program – offering financial support to other arts organizations and individuals who serve Union County; teacher grants for area schools; (funding for) artists who wish to pursue careers in the arts; promote public art throughout the region Do you have a favorite memory or accomplishment when looking back on your time with UCCAC?

One of my favorite memories must be the Blooming Arts Festival. The festival was held for 25 years and we never, ever had a problem or issue that took away from the spirit of an event that the public supported and enjoyed. It increased awareness of the arts and artists in the area, bringing a new cultural perspective to all of Union County.

How has UCCAC grown?

We have evolved into an organization that focuses on supporting the arts in all areas, especially in the schools. With the decrease in state and federal funding over the past few years, we do all we can to offer arts programming that contributes to a student's overall education …

Statistics indicate that a child who receives arts education is more engaged and eager to learn.

What's in store for the future?

We are always open to public input and suggestions on how we can help communities and the people who live there … Personally, I would love to see more public art, a community performing arts venue and space for studio artists and performers. It's all possible.

News Briefs Military Officers Association to hold monthly meeting Nov. 15 CHARLOTTE – The Military Officers Association of America’s Charlotte-Metrolina Chapter will hold its monthly meeting on Nov. 15, a Sunday, at 3 p.m. Will Grooms, 1974 West Point graduate, will be the guest speaker. Grooms, who is currently the vice president of the West Point Society of the Carolinas, also is a member of West Point’s Field Force, responsible for recruiting potential cadets. Common Heart seeking income tax preparers to volunteer INDIAN TRAIL – Local nonprofit Common Heart is seeking volunteers to be trained to provide free income tax preparation for local residents.

This is the organization’s fifth year offering free tax services, which are completed by

certified and trained volunteers as part of the national Volunteer Income Tax Assistant initiative. Individuals and families with an annual income of $52,000 or less are eligible.

Common Heart volunteers filed 279 income tax returns in 2015, which was up 121 from last year, saving residents an estimated $65,000 in tax preparation fees and resulting in more than $360,000 in refunds.

“Our free tax service helps take the stress out of tax time and allows our hard-working neighbors to use the money they save on tax preparation fees for other needs, like food, rent or medical bills,” Executive Director Keith Adams said in a news release. “We serve people from all walks of life – college students, teachers, hair stylists, retail staff, local government employees and retirees.”

Free training days will be held Dec. 7 to 19 from 6 to 9 p.m. at South Piedmont Community College.

County commissioners seek intersection improvements WESLEY CHAPEL – Union County Commissioners passed a resolution at its Nov. 2 meeting requesting the North Carolina Department of Transportation (NCDOT) conduct a study and make immediate safety improvements to the intersection of Billy Howey and New Town roads.

The resolution stated it's the responsibility of the commissioners to work with NCDOT to ensure needed transportation improvements are addressed for residents.

According to the resolution, there is lim-

ited sight distance at both approaches of Billy Howey Road to the intersection, which has caused numerous accidents. Approximately 36 school buses ride through the intersection every school day carrying between 1,500 and 1,800 students, and the buses make a total of 116 crossings each day, causing an increase in traffic volume in the area.

There are currently no planned or funded improvements scheduled for the intersection.

Miss North Carolina Plus America searching for new talent The Miss North Carolina Plus America pageant is searching for plus size talent 13 years old or older to participate in the state’s pageant and compete for a chance to win National Miss Plus America competition in Dallas.

The pageant is a community service organization that promotes confidence and positivity. This is the organization’s first preliminary pageant in North Carolina.

“Our goal with the Miss North Carolina Plus America Pageant is to help build self esteem, confidence and respect. We also want to educate the community as a whole to embrace plus size women,” said Laronda Franklin, pageant director.

I dressed up as a ballerina and didn't offend anyone

Two days before Halloween I received a text from my brother-in-law who’s a current sophomore at my alma mater, The University of North Carolina at Chapel Hill. The text was a photo of a campaign set up in the Hannah Chronis middle of campus with a few mannequins dressed in Halloween costumes under the slogan, “Our culture is not a costume.”

As a conservative who managed to graduate from one of the state’s most liberal schools, I’m pretty used to laughing off the latest cries from the politically correct police. But the phenomena of cultural appropriation – this idea that adapting a culture, which does not inherently belong to you, is offensive, or even racist – seemed to be popping up everywhere this Halloween, even outside of the bubble of college campuses.

As I handed out snack-sized packs of Butterfingers and Reese’s cups to miniature Hulks, witches, ninja turtles and disco queens in our neighborhood on Halloween night, I began

thinking of my beloved childhood costumes, which, if worn today could end up going viral on Facebook with someone accusing my parents of, at the very least, insensitivity.

Here’s just a peek into my array of costumes during the 90s, all of which were my own idea: Native American, Luau Barbie, Laura Ingalls Wilder (yes, the author of ‘Little House on the Prairie’), a Bible character, ballerina, housewife (I was 8 years old) and farmer. And for most of them (the farmer was the exception), I looked darn cute. No one seemed to be offended by my ornate feather headdress I made myself, or my tights and tutu. But that was then.

Duke University’s Center for Multicultural Affairs launched a campaign with the hashtag #ourculturesarenotcostumes, filling its Facebook page with pictures of college kids holding up photos of what they deemed offensive stereotypes, including images of belly dancers, girls in Kimonos and mariachi singers. But when did dressing up as Pocahontas go from a girl dressing up as her favorite Disney character to a girl dressing as an offensive whitewashed stereotype of a victimized group of people?

And why have we decided that cultural representations are not OK, but religious ones, such as dressing up like the Pope or Jesus, are?

The way I see it, most people dress up on Halloween as things, or people, they like.

You won’t find a 7-year-old running around as Elsa because she hates the movie “Frozen.”

Is a white suburban kid in Marvin wearing a

Cam Newton jersey being offensive because he’s not black? Doubtful. It’s probably because his favorite player is Cam Newton. Or what about the girl dressed as a belly dancer because she loves Jasmine from the movie “Aladdin?”

But at some point as an American society, we decided that as adults, people only dress up because they’re looking to mock a particular culture or group of people.

Flip through any middle school social studies textbook and you’ll see the phrase, “melting pot,” used a dozen times. For centuries, our country has prided itself on being a mix of cultures from all over the world – from the food we eat to the way we dress. As a 20-something white female born and raised in North Carolina, am I appropriating Mexican culture by eating at Zapata’s? I don't think so. I just like Zapata’s.

Don't get me wrong. I’m not arguing we turn the other cheek and let drunken fraternity boys run rampant offending every Tom, Dick and Harry in their path. When 22-year-old Alicia Lynch went to work dressed as a Boston Marathon bombing victim two years ago, we, as a nation, were appalled. And rightfully so.

There should absolutely be an element of common sense used when it comes to determining what we’ll “dress up” as on Halloween. But if an outfit isn’t mean or exploitative, do we need to rise up and cry “racism” every time someone puts on a sombrero?

Maybe that’s where we’ve gone wrong. We’ve

lost sight of common sense – or forgotten how to use it. We’re letting hypersensitivity get the best of our cultural smorgasbord of a nation.

The annual Warbirds Over Monroe air show will take place on Nov. 7 and 8 at Monroe Executive Airport, in what’s become one of the area’s largest aviation events to honor those who have served in the military. Letter to the Editor Dear Editor, I just finished reading (Jonathan McElvey’s) article in Union County Weekly. I thoroughly enjoyed his perspective.

I am one of the ever-shrinking numbers of actual west-side Union County natives. I was born, and with the exception of a few years of college and traveling, have lived on what is now the only county property left between Weddington and Wesley Chapel. I jokingly call it "Weslington," where the town hall is my horse barn and the mayoral seat is saved for whoever brings the best cigars.

What I have witnessed over the past 50 years is the amazing growth in the area seemingly brought on by people who want the amenities that Charlotte offers but want to live in the "country." However, most seem to have the “close the gate after I get there" philosophy. That never seems to work out for some odd reason.

I have seen and felt the frustration of the increased traffic where I plan my exit routes depending on the time of day. Yes, I am guilty of running last minute to the Harris Teeter for some item that just can't wait. Convenience – the devil's window dressing.

Would I trade in all to go back to my dirt road with the wooden bridge (incidentally built by my great-grandfather) and back to Underwoods grocery store with two gas pumps and pretty much anything you really needed? Absolutely. However, I am fully aware that there is no "going back." If I want to find that place again, I will have to get a map and some darts. Upon my arrival I am sure I will ask, "Where is the nearest gas station?"

There. I have finally become the old guy waxing nostalgically about "the good old days.” I am headed to St Augustine, Florida this weekend so maybe, just maybe, I will complete the package and wear dark socks with my sandals on the beach!

Charlotte Media Group is looking for a few good drivers who are available to deliver our award-winning newspapers Thursdays, Fridays or both. As with the drivers who have been with us for more than a decade, each new hire will train on one (1) small route for a week or two.

Upon satisfactory completion of training, new drivers will be given new routes, as they become available, to grow their earnings.

Town commissioners form joint-use agreement with YMCA WAXHAW – Town commissioners recently approved a 25-year joint use and scheduling agreement with the YMCA of Greater Charlotte for 29 acres of shared space at the Cureton commercial development along South Providence Road.

The town plans to build a park with multipurpose fields, a pavilion and restrooms within two years of getting the necessary state and federal approval to build in a flood zone. One of the fields will be a regulation U-18 soccer field.

The YMCA will build a complete initial work on a branch within four years of flood zone approvals. Build-out will consist of up to 100,000 square feet and completed within 10 years.

Features will depend on the level of fundraising, but the agreement mentions exercise rooms, a health and fitness center, locker rooms, gymnasium and swimming pool.

Union County seeks upgrade to New Town Road intersection MONROE – The Union County Board of Commissioners plans to formally ask the N.C. Department of Transportation (NCDOT) to analyze the intersection of New Town and Billy Howey roads in Wesley Chapel.

Commissioners are seeking road improvements due to numerous accidents, increasing traffic volume and the fact that 36 school buses ride through the intersection.

No improvements have been planned or funded.

Town adds downtown parking limit WAXHAW – The town recently added maximum parking requirements for downtown restaurants in the Waxhaw Unified Development Ordinance.

Restaurants can have up to one parking space per three seats.

Waxhaw faces commercial shortage, seeks to broaden tax base

WAXHAW – The next six months have the potential to influence the next 25 years in Waxhaw.

Town Manager Warren Wood is guiding elected officials through economic development planning to diversify Waxhaw’s tax base.

During the first three months of the fiscal year, Waxhaw issued permits for 66 single-family homes compared to just four commercial buildings.

“We’re always going to be heavy residential because there are a lot of folks working in the Charlotte area,” Wood said. “I think we can have a stronger presence in the commercial side of the house over time with some focus and some effort.”

The biggest revenue stream available to a town comes from its property taxes. Having more commercial development takes some of that burden off homeowners.

“We have to diversify the tax base,” MayorElect Stephen Maher said. “You can do that in a manner based on prioritization, based on what’s important and setting expectations properly. It’s a lot of work. The team that got elected and the team that will remain is certainly focused on that.”

Town leaders met for three hours Oct. 27 to set some goals for economic development over the next six months. Some of their plans include: • Town staff will likely bring a Comprehensive Plan for board approval in January or February outlining how Waxhaw will look 25 years from

now. From that plan, the town will create a Future Land Use Plan to guide development in the outlying areas.

• Leaders will contract with a consultant to identify potential retail opportunities that would work well with town demographics. They’ll create an inventory of developable property for non-residential uses. Once identified, leaders can market that inventory to potential clients.

• Wood expects a downtown parking study to be completed in December. The town will soon direct the design committee to develop a streetscape plan that would build on street-lighting guidelines.

• Partnerships with Union County will help determine water and sewer constraints that hinder the town from attracting certain projects. The town also will continue working with the Union County Economic Development Corporation to recruit business and industry.

• They will develop a short-term and longterm strategy for town-owned properties. This could include the acquisition of new property, possibly a new town hall, public service facilities or parks.

• Much work will be done on branding. Leaders may develop a process for re-energizing the existing brand or creating a new one. They’ll also form a taskforce to figure out how to attract younger adults to town.

Waxhaw’s strategic planning comes at a time when residents are becoming more vocal about the types of development allowed in residential and commercial corridors.

Several have taken advantage of public hearings to voice their concerns about a proposed

apartment complex in downtown and a commercial development with gas station near the Cureton subdivision.

While those in downtown are prevented from influencing the apartment proposal by town code, Cureton residents have leveraged the developer to make the commercial project more desirable.

Town commissioners gave Micheaux Resource Management LLC more time to revise site plans so they could work with Cureton residents on the commercial project. The development team met with the community Oct. 19 in hopes of gaining buy-in for the project, but residents weren’t pleased the meeting occurred after revised site plans were submitted to the town without their input.

Residents have been opposed to a gas station included in the project.

“We understand that not everyone is ever going to be pleased with all aspects of any proposed development, but I did summarize in my comments to the HOA by stating that it’s the development team’s commitment to bring Waxhaw the best and nicest restaurant, the best and nicest convenience store, retail center and car wash facility that are in the area,” said John Ross, president of Eagle Engineering.

Ross provided commissioners with projections from Sam’s Mart that the gas station would generate $124,000 in tax revenue each month.

Since getting town staff and planning board approval, the developer has improved their plans to include more connectivity to adjacent parcels, more on-street parking and an enhanced pedestrian experience, Ross said. The site also will take

on the look of Cureton.

Cureton resident Candace Definis appreciates the partnership with the developer and respects her neighbor’s right to sell the property. She also acknowledges that the property needs to be commercial.

However, her opposition continues to be the automotive use for the site.

“We want thoughtful development, things that we don’t have here yet, things that would benefit us, things that will allow us to spend our money here versus having to drive to Blakeney or Stonecrest,” she said.

Sandra Bushnell, a retired Air Force officer, understands the town needs to diversify its revenues, but she’d rather see retail stores, sit-down restaurants or maybe a Dave & Buster’s, a restaurant with arcade games.

Bushnell thinks the town has enough gas stations, especially since people drive to neighboring South Carolina to fuel up for 30 cents cheaper than the would in Waxhaw.

Cureton residents also worry commuters are going to seek out alternative routes when traffic is backed up and speed through the housing area.

Town staff hasn’t been able to provide commissioners answers on how the project could affect traffic. Commissioners recessed the hearing until they’ve received the results of a traffic study.

Wood said Kimley-Horn and Associates is studying 18 intersections in town. The N.C. Department of Transportation would also weigh in on potential improvements.

Town leaders anticipate the traffic analysis from Kimley Horn around Thanksgiving.

David Cross was a bit disheartened by the negative attention police officers have received recently in the media.

So, the owner of the Indian Trail and Monroe sweetFrog Premium Frozen Yogurt locations was inspired to do something to honor the upstanding public servants who put their lives on the line for citizens every day.

“First of all, I never wanted to do anything political, but in light of what’s going on in the news, that’s (given) police officers a bad rep,” Cross said. “Three weeks ago, it was in the news that (a business) wasn’t serving police officers, one was writing on their cups, ‘black lives matter’ … I wanted to do something in light of the Thanksgiving season to show police officers how thankful we are.”

The Indian Trail and Monroe sweetFrog locations are joining forces with three other sweetFrogs – in Gastonia, Greensboro and Winston-Salem – to offer free frozen yogurt to police officers during the entire month of November.

“We tell them, ‘There’s no ties, nothing to it; we just want to show you we’re grateful for you guys.’”

Cross has reached out to some of the local law enforcement offices to let them know about the program. Though the initiative has only been in place for a few days, Cross and his employees are already seeing officers taking advantage of the offer. The businesses are

encouraging the officers to return any time during November to receive the offer again.

“It’s being received well, because they are coming in,” Cross said of the reaction to the program he’s heard from his staff.

Cross said he hopes the initiative not only shows gratitude toward police officers, but also inspires the community to realize that, though there are corrupt cops here and there, the majority of officers repeatedly place their lives on the line daily for citizens.

“Sure, there are some police officers who do bad things, but I know there are a lot more officers who do a lot of great things,” Cross said. “It’s just one way that makes us feel a part of the community, one way we’re able to give back to public servants out of the goodness of our heart.” sweetFrog’s participating locations are at 2821 U.S. 74 in Monroe, and 6443 Old Monroe Road in Indian Trail. MONROE – Renowned music professionals, students from area schools and community members will unite next week, as Union County hosts the annual Artists Music Guild (AMG) Heritage Awards and convention for the second year in a row.

American Idol star and country/western singer Bucky Covington will host the awards ceremony, scheduled for Nov. 14, a Saturday, at 5:30 p.m. at the AG Convention Center in Monroe. AMG expects the ceremony will air into approximately 17 million homes across the U.S. Other artists performing at the ceremony include Melanie Safka; Melba Moore; Billy Paul; Martha Reeves; Terri Gibbs; Dee Dee Sharp; Christy Sutherland; Kat Williams; Mike Manuel; Mallory Lewis and the legendary Lamp Chop; and seven-time Emmy winner David L. Cook.

Cook, a Union County resident, chose to bring the convention – now in its fifth year – to Union County last year. The event previously was held in Fort Mill, South Carolina, but needed a new base in 2014.

“I felt that, since I lived in Union County, there was no reason why we shouldn’t bring the exposure to Union County,” Cook said.

AMG has several days of activities planned.

An Artists Concert Day will take place Wednesday, Nov. 11, at Monroe Crossing Mall, located at 2115 W. Roosevelt Blvd.

On Thursday, Nov. 12, more than 300

students from area schools – including East Elementary, Walter Bickett Elementary and Cuthbertson High schools – will participate in a program incorporating workshops, rehearsals and mentoring sessions featuring music professionals attending the convention.

Student performers also will join Covington and other artists on stage during the Nov. 14 awards ceremony.

AMG recently opened an office in Monroe Crossing Mall, and Cook brought along his extensive collection of music memorabilia. Currently displayed in the mall’s center court are a $150,000 grand piano and clothing worn by country music legends like Loretta Lynn, Tammy Wynette and Dolly Parton.

AMG also aims to promote performing arts in Union County with a monthly concert at the mall.

“We vary it, so it appeals to different (demographics) – just a very diverse program,” Cook said. “We just want to make sure we’re reaching out and educating.”

State math, reading scores revealed in national assessment

North Carolina fourth-grade students outperformed reading in public schools around the nation on the 2015 National Assessment of Educational Progress (NAEP), while eighth-gradersâ&#x20AC;&#x2122; reading scores fell below the national average helping pave the way for future action plans.

The NAEP assesses a sample of fourth- and eighth-graders across the country, aligned with the Common Core standards adopted by various states, including North Carolina.

State officials say since the tests are uniformly administered using the same set of test booklets, the results provide a common metric to draw comparisons across districts. The NAEP tests reading and math biannually. â&#x20AC;&#x153;A recent national report found that North Carolina was one of only a few states in the nation with standards and assessments that are closely aligned with the rigor of the NAEP. Thanks to this alignment, NAEP is a useful national barometer that can help us identify where we need to strengthen instruction and make improvements,â&#x20AC;? State Superintendent June Atkinson said in a news release. â&#x20AC;&#x153;We need to take a closer look at eighth grade math and reading in North Carolina while at the same time, we can be very proud of the significant boost in fourth grade reading scores and the fact that fourth grade math scores were above the national average.â&#x20AC;?

North Carolinaâ&#x20AC;&#x2122;s average reading score in 2015 for fourth-graders was 226, compared to the national average of 221. The average eighth-grade reading score was 261 for the state and 264 for the national average.

North Carolinaâ&#x20AC;&#x2122;s average fourth-grade math score was 244 compared to the nationâ&#x20AC;&#x2122;s score of 240. The stateâ&#x20AC;&#x2122;s average eighth-grade math score was 281, which was the same at the average score for national public schools.

However, the NAEP also reported results

by the percentage of students scoring at or above achievement levels â&#x20AC;&#x201C; Basic, Proficient and Advanced.

Approximately 38 percent of fourth-graders and 30 percent of eighth-graders across North Carolina performed at or above Proficient in reading, but neither were a significant difference from 2013. For math, 44 percent of fourth-graders and 33 percent of eighthgraders throughout the state were at or above Proficient. According to state Department of Public Instruction data, Union County Public Schools topped state proficiency scores.

Approximately 67.9 percent of fourthgraders and 53.5 of eighth-graders are considered college and career ready and 74.9 percent of fourth-graders and 60.2 percent of eighth-graders are considered â&#x20AC;&#x153;proficientâ&#x20AC;? in math. About 59.4 percent of fourth-graders and 59.4 percent of eighth-graders are college and career ready and 74.9 percent of fourthgraders and 70.7 percent of eighth-graders are â&#x20AC;&#x153;proficientâ&#x20AC;? in reading.

Rynne serves students with disabilities in a behavior-focused, specialized setting at the school. She seeks to build relationships with the students, which can make a difference in the school experience, Deaton said in the release.

ASC seeks teacher nominations for achievement award The Arts and Science Council is looking for nominations for its Cato Lifetime Achievement in Teaching award that recognizes teachers who have distinguished themselves in teaching art, science and history, or who have creative integrated arts, science or history into the core academic curriculum, and demonstrated school and community leadership in the field.

The award will recognize three teachers and each recipient will receive $5,000 and a bronze medallion. The teacher must be a prekindergarten through 12th-grade teacher who works for a public, charter or independent school in Mecklenburg, Union, Cabarrus, Gaston, Iredell or Lincoln counties in North Carolina or Lancaster or York counties in South Carolina.

The state Department of Public Instruction revealed the School Performance Grades of all public schools for the 2014-15 school year last month, marking each school with a letter grade from a 15-point scale.

The scores are based 80 percent on assessments (testing) and 20 percent on growth. Many educators are unhappy with the way the state evaluates schools and urge for growth to weigh more heavily.

UCPS approves plans to help low-performing schools

Union County Public Schools and the district Board of Education (BOE) have taken steps toward assisting the countyâ&#x20AC;&#x2122;s six lowest-performing schools.

District staff worked with principals district wide to adjust school improvement plans and create remediation plans to boost poor-performing schools, according to Dr. John Jones, Jr., assistant superintendent of instructional programs. â&#x20AC;&#x153;All of our schools are focused on school improvement,â&#x20AC;? he said. â&#x20AC;&#x153;All of our teachers, all of our principals in our system are working very hard.â&#x20AC;?

The district was in a â&#x20AC;&#x153;tweakingâ&#x20AC;? year, or Year 2, of its two-year improvement plans to meet specific goals of the school and expectations of the state, as well as embed advanced accreditation goals, Jones added.

The state also passed a statute to change how to identify low-performing school, which require remediation, as a school that made a â&#x20AC;&#x153;Dâ&#x20AC;? or â&#x20AC;&#x153;Fâ&#x20AC;? in the statewide school performance letter grades.

The performance grades are based 80 percent on student achievement, or test scores, and 20 percent on growth.

Hemby Bridge ‘hangs out’ with Stallings town staff

HEMBY BRIDGE – The third-graders at Hemby Bridge Elementary School hosted a Google Hangout with Stallings town staff on Monday, Nov. 2, to learn about local governments.

Kelsey Fletcher, a student teacher at Hemby Bridge, said her class was learning about local governments and how they serve the community. She knew she wanted to integrate technology into the lesson, so she enlisted the help of Amanda Sant, instructional technology facilitator.

Sant suggested hosting a Google Hangout with local officials and Debbie Romanow, a Stallings councilmember and Hemby Bridge third-grade teacher, made the connection with Stallings town staff.

“We have an amazing staff (in Stallings) and a council that has served amicably,” Romanow said.

Town Manager Kevin Woods, Parks and Recreation Director Dena Sabinske, Police Chief Minor Plyler, Finance Officer Kirk Medlin and Town Engineer Christopher Easterly joined in on the Google Hangout.

The town staff discussed their responsibilities for the town and what skills they use each day. Students asked individual questions about why they chose their jobs, their favorite parts about the job and how the staff uses technology every day.

“We can see how our community leaders are doing so much for us,” Fletcher said.

“They can see how (town staff is) making an impact on their lives even when they’re so young and how hard they’re working for us.”

Romanow said she wanted the students to learn how to be “good citizens,” as well as what they can do for their governments – not just what governments do for them.

Kendall felt it was important to hear from the town staff to inspire other students to potentially work in local government.

“We wanted them to realize that the sky is the limit. They can do anything. They can be anything and that you don’t have to do just one job, you can do lots of jobs,” Romanow said. “We want to give them exposure to opportunities that are out there for them.”

BOE member Gary Sides addressed common themes among the schools, including poverty, single-parent families and freeand reduced-lunch, which he considered a “daunting task.” However, he vowed he and the board would help the schools “to the best of our ability” when they are in need.

“We are all in this. It’s not ‘my school’ or ‘their school’: It’s ‘our school’ and we are going to work within the confines we are given (to help the schools),” Sides said. “We will make it work one way or another.”

Principals met with the BOE curriculum committee to present their remediation plans and the board approved the plans at a special meeting on Oct. 28. The BOE will meet next on Nov. 5.

Having young adult children, I enjoy when we get together. We’ve started a tradition of going to the beach on an annual vacation. The last day of our trip, we have a ritual of going to the “unlimited ride” go-kart track.

You need to know I love gokarts. If you were to see me on a go-kart, you’d think I went from mild mannered “Clark Kent” to “Superman.” If you could pause Rev. Tony Marciano me during a race, you’d see my eyes are dilated, my blood pressure is up and my pulse is racing. I have one thing on my mind – winning.

The track announcer where we all raced kept saying, “There is no bumping, no swerving, no reckless driving.

If you do, you will be evicted from the park.” As he is saying this, I am bumping, swerving and doing whatever it took to stay in the lead.

It reached a point where the entire family decided we weren’t racing; we were banging into one another. We would spin each other out, turn each other around, and most importantly, bang into one another. Everyone wanted to win. Everyone wanted to race ahead of each other.

Everyone did whatever it took to take the lead and remain No. 1. Each race we did the same thing again; we raced with no limits as to who was the best driver. We raced with one thing in mind – win and take no prisoners.

I wouldn’t trade the fun we had. But, vacation comes to

an end and we have to come back to reality and get back to work. There, the challenge isn’t “win-lose.” It should be “win-win.” It’s about coming to our workplace with a servant’s heart. In go-karts, I win at all costs, no matter if I spin my entire family around. At work or in the home, it needs to be different. I need to serve the people I lead to help them be successful.

Now compare that to go-karts. I can’t imagine racing and moving over for my daughter-in-law, Delee, so she can pass me and be in the lead. That never happened. In fact, she and I were racing on the oval loop. I kept turning my head to the left and right trying to see if she was on either side of me. If I saw her on the right, I moved to the right and cut her off. If I saw her on the left, I turned in that direction to block her from passing me. When my son tried to pass me on the left, I turned my wheels hard to the left and pinned him against the wall so I could stay in the lead.

My daughter-in-law had it right. She would later tell me that she stayed behind and “tag-teamed” me so that no one got around the both of us. Delee was the real servant leader.

She chose to be No. 2 and allow me to be No. 1. She allowed me to win and allowed herself to race in my shadow. I didn’t know she was doing that. I thought I was a better driver and was out-driving her. Instead, she put her need to be No. 1 aside so that someone else (that being me) could be No. 1.

So go ahead and race real hard in life. You might be in the lead because someone else understands servant leadership.

I’ll be back in two weeks. Until then, live well my friend.

Mavs, Warriors win regional cross-country meet

Union County has become the hub of high school crosscountry – at least at the 3A level in the greater Charlotte area and surrounding parts. Southern Carolinas Conference teams – Marvin Ridge, Weddington and Cuthbertson – had standout performances at the N.C. High School Athletic Association 3A regional meet Saturday, Oct. 31 at McAlpine Greenway Park.

The Mavericks, who were led by individual winner and junior Lexi King (18 minutes and 41 seconds), won the girls’ race, defeating runner-up Cuthbertson by 10 points and third place finisher Weddington by 14 points. King edged runner-up Cuthbertson sophomore Sarah LaTour (18:58).

“I think there’s a competitive rivalry between us and Weddington, and I think being in the same conference with them makes us better,” Marvin Ridge coach Cameron Starr said. “I think Cuthbertson having to race against our teams has definitely made their program stronger. I think the competitive nature is definitely good.

“She (King) is more consistent than she was last year. She brings consistency to racing and to workouts. She’s beginning to evolve into a leader on the team, which is something you always want to see in one of your top athletes.”

Starr said the goal for Marvin Ridge is to win the state championship meet Saturday, Nov. 7, but said his team must perform better if it hopes to reach its goal.

Weddington had the top three finishers on the boys’ side – seniors Mitchell Resor (15:29), Matthew Conner (15:47) and Alex Hazan (16:03), while senior Colton Jordan finished fifth and junior Kyle Hinson finished 10th. In cross-

country a perfect score is 15, and the Warriors produced a 21, beating runner-up Jesse Carson by 71 points.

“They’re just a group of self starters,” Weddington coach Rick Spencer said. “I can give them a general idea of what they need to do, and they go out and execute it. They want it as bad as anybody, so they’re willing to put in the work to do it. It’s not a matter of the coach wanting it and pulling teeth

to get the work done. They’re eager to do the work. That’s what makes the difference.

“We haven’t seen the best from our guys. They run to the level of competition we have, and when the stakes are bigger we’ll perform even greater. A race like that is a stepping stone to the state meet.”

The stakes will be higher for the Warriors when they compete at the state championship meet; however, Weddington’s ultimate goal is the Nike Team Regionals, which is at the end of November. That would pit Weddington against the top teams in the southeast United States.

The Warriors are in the top five, but only the top two advance to nationals. Needless to say, Weddington has something to work for.

Regardless of how the season concludes for Weddington, the Warriors have continued their dominance in the area.

This marks the fifth straight year the Warriors have won the regional meet, county meet and conference meet on the boys’ side.

“We’ve built something pretty special,” Spencer said. “We lose a lot of seniors this year. Those guys have laid the foundation, so our younger guys can pick it up. Maybe not on the same level, but have those guidelines in place, that work ethic in place, where it’s sort of a team mentality, and I think we’re going to see some success in the future as well.”

Starr said success breeds success within a program as well within in an area, which makes Union County so competitive and among the elite in boys and girls’ high school crosscountry.

Weddington boys’ soccer coach Powell Williams said his team has yet to play its best game –a bold statement considering the Warriors finished the regular season with a 14-1-2 (8-0 Southern Carolinas) record on the way to its third straight conference championship.

Williams is hopeful now that Weddington is in the playoffs, it will be excited to play and put a complete game together. A conference championship doesn't mean much if his players can’t use it to accomplish something greater. Last year’s team advanced to the semifinals, where it lost to Foard, 2-0.

But the 2015 edition of the Weddington Warriors has jelled even more than that group. Williams doesn’t want to look past Weddington’s first round game with Erwin (10-11-1), but he’ll be excited if the Warriors can get past its postseason opener and a possible second round matchup with Marvin Ridge (13-2-4, 6-2) Saturday, Nov. 7.

The Warriors won both regular season meetings with the Mavericks, beating them 3-0 on the road and 2-1 at home.

Junior forward Michael Davidson said the win at Marvin Ridge is his favorite moment of the season thus far.

Senior center back Matt Allison, like Williams, knows Weddington can’t afford to look past what’s in front of it. Allison said the Warriors are treating every game the same, preparing for it and playing with the same intensity it would against the Mavs.

Williams said his team is playing like it has something to prove. And it does. He often says Weddington wins every game it’s supposed to, but never wins games it’s not the favorite in.

A few of those games included Charlotte Catholic, Charlotte Country Day and Porter Ridge. The Warriors tied the Cougars and Pirates, and lost 1-0 to the Buccaneers. Williams is waiting on his team to arrive with a big win.

A third victory over Marvin Ridge might be the signature win he’s looking for. If not that, then another deep run would cement the Warriors as a power not only in Union County, but the western part of the state.

“I think if we can win that game even though we’re probably favored, expected to win, because we beat them twice I think it’s hard to beat a team like Marvin twice,

especially a conference team when they’re going to be up,” Williams said. “They played us really tough. I think they probably should’ve won the last time we played.

“I think if our team wins that game that may kind of be that defining win that the team needs to see we did something really difficult. I don’t think a lot of teams in the state could beat Marvin Ridge three times. If we can do that these guys will look at themselves and say, ‘This is something we can do this year.’ I think it will set us up.

If we can get by Marvin I think it lays out for us the way we want it to.”

Weddington will need Allison, Davidson, senior forward Mason Peeler and senior defender Eric Schwieger to continue their play if it hopes to make another deep run in the playoffs. They have been integral to the Warriors success, especially down the stretch in recent weeks.

Davidson leads the team with 19 goals, while Peeler has been a scorer and a distributor with 11 goals and 14 assists. Schwieger has eight goals to his name, while also helping to build Weddington’s wall defensively. Allison is the glue that holds the team together from a leadership standpoint, and helps to anchor the backline of defense.

“I think those guys have put the team on their back and said follow me,” Williams said. “Those guys need to step up in the playoffs, and if they do that then I think we’re going to have a much better time. If one of those guys falls off there’s a bunch of other guys that are pretty good.”

Fortunately for Weddington, depth is one of its luxuries. Williams can reach down his bench, which goes about eight deep in its reserve, enabling him to substitute quality talent for quality talent when he needs to.

“I’d like to go to the state championship game this year,” Peeler said. “I think this is one of the better teams we’ve had in my four years here. I think we could definitely make it to the finals and win the finals this year.”

Boys Athlete of the Week Mitchell Resor, Weddington Weddington senior cross-country runner Mitchell Resor won the N.C. High School Athletic Association 3A Midwest regional meet, running it in 15 minutes and 29 seconds.

Q: What does it mean for you to win the regional meet?

A: Our region is definitely the strongest region individually for 3A. It just gave me a lot of confidence that I could go into the state meet and compete with the best in the state.

Q: What have you enjoyed most about running cross-country at Weddington?

A: Definitely my teammates. Definitely my coach. It’s really awesome to go into practice every day, and playing the sport you love with the people you love. My best friends are the guys on the team, so I’m so thankful to have a great group of guys to hang out with every day.

Q: What do you like to do outside of running and cross-country?

A: Besides running, I love to play other sports. I love playing ultimate Frisbee. Me and my friends will hang out and play ultimate Frisbee or we’ll play video games or watch movies.

Q: What made you choose to continue your running career at UNC? A: The campus is amazing. Education-wise it’s one of the best public schools in the nation, but to pick that to run on, I loved the coaches.

It’s more fun socially too. I’ve had more people to support and more people to support me.

A: I’m really focused on academics, and I’m involved with a lot of clubs at school. I’m in six clubs, and I’ve been on the A, B-honor roll for the past three years. My clubs, we do a lot of community service. We haven’t done much this year yet since the school year just started, but last year we did a couple of different projects. I enjoy doing that too.
