Charlotte Mayor Dan Clodfelter was visibly frustrated July 27 when representatives from the N.C. Department of Transportation (NCDOT) could not give Charlotte City Council an estimate of how much commuters could be paying to use express lanes along Interstate 485 and U.S. 74. Clodfelter asked NCDOT about pricing a couple of times before the start of the city council meeting, noting that express lanes projects will be up for a formal vote next month and start construction next year. “It seems to me, we’re pretty far down the road,� said District 7 Councilmember Ed Driggs of the projects winding through south Charlotte. “We ought to have some concept of what those numbers are.� Scott Cole, deputy division engineer for NCDOT, said his agency is still finalizing a tolling and revenue study. Nationally, tolls can range from 25 cents to $8 for 10 miles, but usually average $2 to $3,

according to Norm Steinman, planning and design manager for the Charlotte Department of Transportation. The Charlotte Regional Transportation Planning Organization is expected to vote Aug. 19 on a transportation improvement plan with dozens of road projects in Mecklenburg, Union and Iredell counties. Express lane projects for I-485, I-77 and U.S. 74 are included. How will they work? Commuters along I-485, I-77 and U.S. 74 can choose to bypass stop-and-go conditions in general-purpose lanes by paying a fee to drive in express lanes. Signs will alert drivers of toll pricing and rates will change, depending on the amount of traffic and time of day to ensure speeds are maintained at 45 to 50 mph. Election filing closed last week and nine area residents stepped into the spotlight to represent the entire district in the CharlotteMecklenburg Board of Education race. Some familiar faces and incumbents, along with a few newcomers, are each hoping

to fill one of the three at-large seats. Voters will not see Tim Morgan, vicechairperson of the board, on the ballot this year, as he’s announced he will not run. Morgan was first elected to the board in 2009 for District 6 and then an at-large seat in 2011. The teacher pipeline crisis is on everyone’s mind, as many educators pursue the

profession in other states, fewer young people enter the profession and the state’s teacher salaries remain uncompetitive. Each candidate in the nonpartisan race has teacher morale and teacher pay on their dockets with the hopes of bettering support for teachers and students. Candidates are up for four-year terms;

district seats will be up for election next year. South Charlotte Weekly introduces the candidates to readers this week on page 9 and will continue following the campaign until Election Day on Nov. 3. (see Board of Education on page 9)
