County targets 2019 for property revaluation

CHARLOTTE – Mecklenburg County is working to ensure the 2019 revaluation isn’t anything like the 2011 effort, which sparked public outcry over the accuracy and fairness of property appraisals.

Tax Assessor Ken Joyner’s work over the next 34 months will involve preparing his staff to handle the volume of appeals in 2019 so they can respond to citizens in a timely manner.

“2011 had lots of issues,” Joyner recently told county commissioners. “There’s absolutely no doubt about it, but the biggest thing that did not take place was the county responding to our citizens at that point.”

North Carolina requires counties undergo a property revaluation every eight years. Mecklenburg is required by law to have its next revaluation in January 2019, but the county plans to move to a two-year cycle in 2023.

Commissioner Trevor Fuller wanted to move forward on the revaluation in January 2018, but was willing to allow Joyner another year to help the county move toward a two-year cycle more quickly.

“You can adjust to the market much better on a two-year cycle than four and certainly eight,” Fuller said. “We’re a big county. We’re blessed to be a prosperous county that’s growing. Eight years is just too long.”

The national economy tanked between Mecklenburg County’s 2003 and 2011 revaluations.

In recent years, the county has hired coordi-

nators for the revaluation and quality control, as well as focused on upgrading its computer equipment and online appeals.

Assessors have visited at least 100,000 parcels since late March 2014. The International Association of Assessing Officers recommends the county visit properties once every six years.

Plans are to arm assessors with tablets to enter data in the field, rather than inputting it back at the office.

“We have to know what is on the ground on these parcels in order for us to do an adequate job of evaluating them,” Joyner said.

Staff also has gone back and looked at how they have delineated neighborhoods, especially older ones. They will analyze sales and market data from those neighborhoods to determine values.

“If you don’t have proper neighborhoods drawn, you could end up with values that do not match what is the actual reality of buyers and sellers for those properties,” Joyner said.

Processes are also getting fine-tuned when it comes with interacting with the public, particularly with appeals.

“As we go through the appeals processes, we’re talking to our citizens and we’re trying to discuss and come to a basis of understanding how we generated the values,” Joyner said.

If there is a concentration of appeals for a given geographic area, such as Mint Hill, the county is interested in meeting residents, like at its town hall, rather than Uptown Charlotte.

The 2011 revaluation continues to be a hot topic among elected leaders.

Dunlap gloated last month after an independent analysis conducted by a statistician found the county’s response to correct the 2011 revaluation was statistically more accurate than a private firm’s attempt.

Dunlap chalked up the “revaluation debacle” to a few people not wanting to pay for their property, prompting the county to incur costs for devaluing the property.

“This reaffirms that nobody did anything wrong, but people for political reasons got behind folks in the community, embarrassed people, didn’t care about careers for political gain,” Dunlap said.

Matthew Ridenhour, who represents the southern part of the county, described Dunlap’s sentiment as a “slap in the face” to the work that went into correcting the process. Ridenhour said many people petitioned the county, because they didn’t think the revaluation was fair.

Ridenhour said his colleagues call for fairness in every topic discussed by the county and shouldn’t dismiss similar calls for equity for the revaluation because it’s coming from residents in Myers Park or Lake Norman.

“The problem is that mentality that people were trying to get something from government,” he said. “They wanted money back. They wanted a big check. They wanted a payday. Maybe that’s how some people think, but a lot of the folks I spoke with, they just wanted the revaluation to be redone. They didn’t feel it was equitable.”

Ballantyne Preschool of the Arts thrives with ‘hands-on’ learning

A study published in “Clinical Psychological Science” comprised from research by professors from the University of Rochester, the University of California and Harvard, found more than 70 percent of adults suffer from a fear of public speaking.

But last week at Ballantyne Preschool of the Arts’ Spring Showcase, three-, four- and five-yearolds had no problem standing in front of a room filled with adults, looking them in the eye, and stating their name, age and favorite animal one by one.

Public speaking is just one of the components at Ballantyne Preschool of the Arts aimed at providing children with integrative and innovative learning. Walk in a classroom and you won’t find a worksheet in sight; instead, you’ll see walls decorated with paintings, pictures and crafts as students take what they’re learning from teachers and transform it into a visual art form.

“Everything we do is hands on,” said Preschool Coordinator Meghan Nance.

Development Briefs Cy Young winner sells home Retired Major League Baseball pitcher Jack McDowell sold his Lynbrook Drive home last month for $540,000, according to real estate records.

McDowell and his wife, Kerrie, bought the home in August 2010 for $650,000.

The McDowells also bought an $879,000 home on Windsor Drive in March 2015.

The Carolina Baseball Center announced in December 2015 that McDowell joined the Charlotte firm as a baseball coach.

The school’s “Jungle Jamboree” on Feb. 29 showcased what the students learned about animals, nature and science in their latest unit by transforming that knowledge into songs, dances and mini-plays.

Ballantyne Preschool of the Arts is a component of the YMCA of Greater Charlotte, and operates within the Ballantyne Arts Center at Ballantyne Commons Parkway and North Community House Road. The half-day program explores traditional preschool learning, such as basic math, sorting and literacy, through dance, drama, visual art and music taught by field professionals.

“You’ll see a lot of collaboration here,” Nance told parents at the showcase. “Working together is something we really focus on at the preschool.

The showcases that we do are to make our learning visible, especially for the performing arts.”

Corless leads community firm Edward Corless recently began his new role as president of community management firm Associa Carolinas.

Corless has been in the industry for 25 years. He’s worked with Associa for two years, serving as the senior vice president at Associa PMG of North Texas.

James quizzes manager County Manager Dena Diorio answered about two dozen questions relating to Mecklenburg’s budget for an hour March 4 on Facebook.

Bill James, who represents Matthews, Mint Hill and parts of south Charlotte on the county commission, asked Diorio four questions.

Responding to other questions from James, Diorio doesn’t see the need for a tax increase at this time, wouldn’t recommend the next bond referendum any earlier than November 2017 and anticipates $40 million in growth revenue for fiscal year 2017.

Forbes lists Spangler’s net worth at $2.6 billion as of March 3, putting him 722nd on the list.

Earlier this year, Forbes featured the Charlotte resident in a story dubbed “The Richest Person in America’s 50 Largest Cities.”

Spangler, who owns National Gypsum, previously served as the president of the University of North Carolina system.

Matthews, Mint Hill leaders look at leaving CMS

After the Charlotte-Mecklenburg Schools Board of Education (BOE) did not guarantee neighborhood schools in its controversial student assignment goals, local leaders are looking for other options.

Matthews Mayor Jim Taylor and Mint Hill Mayor Ted Biggers are working to form a task force with the objective of small towns in Mecklenburg County forming their own city school districts.

Taylor said the BOE not guaranteeing neighborhood schools in its goals was “the straw that broke the camel’s back,” and urged him to look at other option for Matthews schools.

“Matthews has always taken the position that neighborhood schools are important to the board and to the citizens,” Taylor said.

CMS is ‘too big’

Taylor said high parental involvement and effective teachers and administration have helped create successful Matthews-area schools. Matthews has four “B” schools and two “A” schools, as established by state performance grades, while Mint Hill has one “A” school, two “B” schools, two “C” schools and one “D” school.

“Schools are integral to our neighborhoods and vice versa,” Taylor said.

heard by the board, and other options should be considered, since Mecklenburg County is “too large” to address the concerns of the individual parts of the county. He pointed to the dysfunction during the January snowstorm that caused CMS to close for three days, with the northern part of the district inundated with ice, while the southern part of the county was clear.

Taylor ideally would like to see the county broken into three zones – south, north and central – that could make independent decisions about their area, so the entire county wouldn’t be affected by those decisions.

Biggers and Taylor met last week and plan to create a task force of “concerned citizens” to investigate forming their own school district in hopes to gain a greater focus on the community. Taylor said he also plans to reach out to Pineville Mayor Jack Edwards.

Forming a city school district requires state legislation, according to DPI spokesperson Vanessa Deter, and legislators would have to redraw district lines.

State law says a “city school administrative unit” would have to be supervised by a city superintendent and would fall under the authority of state school authorities. City school district funding would fall back on the city, but Taylor believes area residents would be willing to pay to retain schools in proximity.

Taylor already has spoken with state Senate

and House members and said they understand his frustration and will work with them, but won’t guaranteed they’ll receive passed legislation.

“The more that we explore it, ultimately we’ll find what the benefit would be,” Taylor said. “We can’t just sit back and say, ‘We can’t do it,’ or ‘We shouldn’t do it,’ until we see our options.”

Taylor feels parents want “stability” and, because the board has not made a statement that they won’t consider forced bus across the county, they can’t rely on the county to retain neighborhood schools.

“If their intent is not to do this, they need to communicate it out,” Taylor said. “They made the conscious decision to not make that statement. We’re making the conscious decision to take action and control our own destiny.”

The board’s next step

District 6 BOE member Paul Bailey said Taylor’s actions reflect a reaction to the Feb. 23 meeting, in which the BOE identified the student reassignment goals. Bailey did not attend the meeting due to weather complications in New Orleans, but he called in during the board’s discussion, supporting the extraction of the goals’ preamble, which passed.

He also held a community forum a week before the meeting in which community members shared their thoughts and Bai-

ley stated his support for neighborhood schools.

Bailey suspected some of the “rhetoric” used during the meeting “sent some folks over the edge.” He expressed concern over towns forming their own school district, as well as the fact that his email has gone “quiet.”

“Typically when the email goes quiet, it means people have given up and they’re looking for other options,” he said.

Bailey said the next step is for the board to reevaluate the goals’ preamble to include a clear designation that the board supports neighborhood schools and won’t have a forced busing approach to student assignment.

“We need to state what we’re trying to achieve,” Bailey said. “People need to understand that they may not be going to the school they go to presently, but I hope it will be a school in proximity (to the student’s home) and ensure that students have a choice and that they predominately have the choice.”

McAlpine Elementary students bring history to life

Students at McAlpine Elementary School took visitors on a journey through history on Feb. 19.

The school hosted a Wax Museum, in which fifth-grade students dressed and acted as their favorite historical figure.

McAlpine has hosted this event for multiple years, after inspiration from a book, “The Young Traveler’s Gift.”

In the book, the main character travels through history and meets various figures.

“Each year, we’ve made it bigger,” said fifth-grade teacher Emily Young.

“It started out where they were just presenting and each year we’ve tried to add something.”

Students add “artifacts” to their presentation that represents their historical role. The entire school goes through the “museum” and meets each character.

“It was really important to us that they find someone that they’re interested in, so they’re interested in the research,” said Young.

Students in the living museum also handed out a “motto” to visitors that society could have learned from the person they represented.

“This is that extra touch, so that they can really apply what they learned to the real world,” Young said.

Ten-year-old Taylor Dalrymple chose to embody Martha Graham, a famous dancer. Taylor is a dancer herself and wanted to learn more about Graham’s life.

“These kids (walking around the museum) aren’t the only ones learning about her. I’m learning about her too.

I never knew who Martha Graham was before this,” Taylor said.

Eleven-year-old Carter Zusi chose Marvel Comics creator Stan Lee because he’s interested in superheroes.

His father showed him an interview of Lee talking about his life and characters, and Carter knew he wanted to learn more about him.

Carter found Lee’s life story interesting, which included his work as a World War II writer and illustrator.

Young hopes students learned to research something that was “meaningful” to them and to find connections between history and their own lives.

“Finding something that they can look up to and that they like and learn lessons from hopefully will intrigue them,” she said. “Then, they’ll connect what they learn in school every day to their own lives and the really world. Hopefully, they’ll see what success they can make of themselves one day too.”

Merchant said. â&#x20AC;&#x153;There is nothing for the community to gain to hear from you (individually) about the search. You must maintain confidentiality. Violating confidentiality will make the board look foolish.â&#x20AC;?

McCray alluded to board members breaking a confidentiality agreement in a previous search during the Feb. 9 board meeting, but she did not disclose to whom she was referring.

Merchant encouraged more open communication and transparency from the board regarding the search, citing greater public engagement.

He pushed for open opinions about superintendent candidates in front of all board members, rather than individually and to work to agree on

a superintendent and â&#x20AC;&#x153;disagree about anything else,â&#x20AC;? he said. â&#x20AC;&#x153;Whatever happened in the past â&#x20AC;&#x201C;whether is was last week or years ago â&#x20AC;&#x201C; this is your moment for a one-time reset for the board,â&#x20AC;? Merchant told the board.

Charity League hosts fashion show to help kids in need

The Charity League of Charlotte’s annual fashion show – now in its 35th year – is nothing new to the south Charlotte area. But this year’s event, slated for March 17, will be bigger and better than ever, as a new cause is the backbone of this year’s fundraiser.

Currently, The League is working on “Our Little Library – Improving Literacy One Book At A Time.” The project encourages literacy in Charlotte’s Pine Valley community by installing a library for children to use.

The women of the league chose to build a library because of the lack of accessibility to books in the Pine Valley area. They hope installing a free library will improve children’s access to books and promote literacy in the area.

“This year we wanted to do a new project, and literacy is a big issue in Charlotte, so we wanted to help with that.” Charity League President Nanine Hartzenbusch-Fox said. “I worked with my board to come up with that and it sort of came together perfectly.”

The League hopes to hold a grand opening for the library in April, and proceeds from the fashion show will help make that a reality.

This year’s fashion show and silent auction feature special guest emcee Molly Grantham, an Emmy-award winning TV anchor and investigative reporter for WBTV. In addition to Grantham, the event also will include Rince Na h’Elreann dancers, marking their first appearance at the fashion show. RNE is a school of traditional Irish dance that opened in

1994 and has since grown to more than 400 students across six locations in the Carolinas. Like the Charity League, the dancers also work with children in the area to teach them about community service and giving back.

Talbots and Poppy Whitaker will style this year’s models.

Despite the success of the annual fashion show, it’s just one of the Charity League’s many fundraisers aimed at raising money to help Mecklenburg County children in need. The League also hosts a Showcase of Artisans – an annual event in the fall that showcases holiday designs, jewelry, paintings and baked goods.

The Charity League has worked to improve the living conditions for kids since 1921. Some of their earliest projects included providing hospital care for children in need that cannot afford it otherwise, and establishing preschools for young children to learn.

Now, 95 years later, The League focuses more on providing tools for children to succeed in school.

This mission includes supplying backpacks full of school supplies to at-risk students and resources to the schools to improve character, health and physical education, such as character puppets or soccer goals.

The women continue to help children in hospitals, but now, they provide a bimonthly Kindermusik program to Presbyterian Hemby Children’s Hospital to provide a sense of normalcy and joy to the children’s lives.

This year’s Fashion Show will take place at the Carmel Country Club. Attendees should wear green in celebration of St. Patrick’s Day. Tickets cost $60.

‘The greatest of these is love’

The complex relationship between Henry Kissinger and President Richard Nixon is well documented. These two accomplished men achieved so much, and yet their own insePastor John H. Munro curities and pride brought pain to themselves and others. On one occasion Henry Kissinger, referring to President Nixon, said, “Can you imagine what this man would have been like if somebody had loved him?” While Kissinger was exaggerating, it does seem true that Nixon’s insecurities he experienced as a child impacted him greatly in his future relationships.

We are made in the image of a God of infinite love, and therefore, all of us long to love and to be loved. So it is not surprising that artists, poets, songwriters and authors have love as one of their most common themes. Loving relationships give us the greatest of joys; rejection and betrayal cause the greatest of pain.

Unlike God’s love which is perfectly pure, human love ebbs and flows.

More than two years ago when my older

brother was dying with a malignant brain tumor, I visited him several times in his home in England. He was a physician, and fully understood the dreaded diagnosis. We talked about our upbringing, our parents, our faith and values. He said how incredibly privileged we were to be raised in a home where our parents loved each other, loved us, and where we were also taught the love of God. My brother, who was married for more than 40 years to a loving wife, was the most secure person I have ever met. As we talked about our lives, I realized that his deep personal security was founded on, shaped, and flowed from these loving relationships.

Facing his imminent death he said, although he had never doubted God’s love for him, he had never experienced the love of God in his own soul so profoundly as he had since receiving the serious diagnosis.

What a gift! Just as a mother hugs her little daughter when she falls and scrapes her knee, so in the crises of life our loving Heavenly Father reassures us through His Spirit and His Word. The children of God are loved with an everlasting love.

Since having these conversations with my brother (now deceased), I have appreciated more deeply the love of God, the love of family, the love of my friends. I have tried not to take that love for granted, and to reach out to others with love, compassion, and hope.

The apostle John writes, “Beloved, as God so loved us let us love one another.”

Providence Day junior Gil Gerber overcame a concussion and mononucleosis that forced him to miss a significant portion of the season. He came back to finish with a 19-7 record, win the 152-pound CISAA championship and NCISAA state championship, and earn an invitation to the National Prep Championships.

Charlotte Catholic boys to face final test

Charlotte Catholic boys’ basketball team is so close to seeing its dream come true. The west region champion Cougars have one final obstacle in its way – Cary, the champion of the east region. These two top seeds will compete for the N.C. High School Athletic Association 4A state championship Saturday, March 12, at 7:30 p.m. at the Dean E. Smith Center on the campus of the University of North Carolina at Chapel Hill.

This is Charlotte Catholic’s (31-1, 13-1 So. Meck 8) first state title game appearance, and Cary’s (31-1, 16-0 Southwest Wake) first since 1995.

For Catholic, win or lose, this season has been a culmination of how hard work, perseverance, sacrifice and coming together as a team end in success. Two years ago, point guard Josh Brodowicz, guard Jack Larkin, forward Justin McKinstry and forward Xander Gagnon endured a nine win season, and now they are on the cusp of reaching the pinnacle of their sport at the state prep level.

“Our goal wasn’t just to get here,” Charlotte Catholic coach Mike King said. “We want to make sure at the end of the day we play a good game, and we execute our way. Hopefully the score will take care of itself, but for them to be here, put in the time and go through all that,

you can’t put words to it. It’s special, it happens to special kids, and I think these kids are pretty special.”

King said Catholic has been known as a football school for a long time, which makes this game an opportunity for the basketball program to do something that is just as noteworty.

“It’s definitely exciting, but our goal all year has been a state championship,” Larkin said.

“We made it there, now we got to finish it off.”

Cary might not be a carbon copy of Catholic, but the Imps and Cougars have similar makeups.

Like Catholic, Cary has athletic big guys and several shooters, who can stretch a defense.

Both teams are hardnosed and physical, but the Imps aren’t as balanced offensively.

Containment and keeping the man in front were key defensive principles Catholic held to in its 46-41 regional finals win over North Meck. Those principles will apply to when it plays Cary.

The Imps have multiple capable scorers, but junior forward Donte Tatum (18.9 ppg, 5.6 and 2.6 apg) and senior Cory Gensler (17.8 ppg, 8.9 rpg and 4.5 apg) are their primary threats.

“We’ve seen everything in our conference,” Brodowicz said. “We’ve seen athletic with Harding and Berry, shooters with Ardrey Kell, so I think we’ll be pretty prepared for Saturday.”

King said sometimes a team can defend an opponent with its offense by not turning the ball over and not taking quick shots, which might be advantageous to the Cougars Saturday.

The climax of the Chargers’ boys basketball team won’t be its 67-53 win over High Point Christian Academy in the N.C. Independent Schools Athletic Association 3A state championship, because Providence Day is heading to New York City to play in the DICK’s Sporting Goods High School National Tournament March 31 to April 2.

Providence Day (30-3, 10-0 CISAA) will face Montverde Academy (Montverde, Fla.) in the first round at Christ the King in Middle Village, N.Y. Thursday, March 31 at 4 p.m. The game will be televised on ESPNU. The winner will advance to face the winner of St. Benedict’s (Newark, N.J.) and La Lumiere (La Porte, Ind.) April 1 at 3 p.m. at Christ the King, and will be televised on ESPN2.

The championship game will be at Madison Square Garden Saturday, April 2, and will be televised on ESPN.
