County targets 2019 for property revaluation

CHARLOTTE – Mecklenburg County is working to ensure the 2019 revaluation isn’t anything like the 2011 effort, which sparked public outcry over the accuracy and fairness of property appraisals.

Tax Assessor Ken Joyner’s work over the next 34 months will involve preparing his staff to handle the volume of appeals in 2019 so they can respond to citizens in a timely manner.

“2011 had lots of issues,” Joyner recently told county commissioners. “There’s absolutely no doubt about it, but the biggest thing that did not take place was the county responding to our citizens at that point.”

North Carolina requires counties undergo a property revaluation every eight years. Mecklenburg is required by law to have its next revaluation in January 2019, but the county plans to move to a two-year cycle in 2023.

Commissioner Trevor Fuller wanted to move forward on the revaluation in January 2018, but was willing to allow Joyner another year to help the county move toward a two-year cycle more quickly.

“You can adjust to the market much better on a two-year cycle than four and certainly eight,” Fuller said. “We’re a big county. We’re blessed to be a prosperous county that’s growing. Eight years is just too long.”

The national economy tanked between Mecklenburg County’s 2003 and 2011 revaluations.

In recent years, the county has hired coordi-

nators for the revaluation and quality control, as well as focused on upgrading its computer equipment and online appeals.

Assessors have visited at least 100,000 parcels since late March 2014. The International Association of Assessing Officers recommends the county visit properties once every six years.

Plans are to arm assessors with tablets to enter data in the field, rather than inputting it back at the office.

“We have to know what is on the ground on these parcels in order for us to do an adequate job of evaluating them,” Joyner said.

Staff also has gone back and looked at how they have delineated neighborhoods, especially older ones. They will analyze sales and market data from those neighborhoods to determine values.

“If you don’t have proper neighborhoods drawn, you could end up with values that do not match what is the actual reality of buyers and sellers for those properties,” Joyner said.

Processes are also getting fine-tuned when it comes with interacting with the public, particularly with appeals.

“As we go through the appeals processes, we’re talking to our citizens and we’re trying to discuss and come to a basis of understanding how we generated the values,” Joyner said.

If there is a concentration of appeals for a given geographic area, such as Mint Hill, the county is interested in meeting residents, like at its town hall, rather than Uptown Charlotte.

Commissioner George Dunlap said he’d like to see better customer service for people who

make appeals online.

The 2011 revaluation continues to be a hot topic among elected leaders.

Dunlap gloated last month after an independent analysis conducted by a statistician found the county’s response to correct the 2011 revaluation was statistically more accurate than a private firm’s attempt.

Dunlap chalked up the “revaluation debacle” to a few people not wanting to pay for their property, prompting the county to incur costs for devaluing the property.

“This reaffirms that nobody did anything wrong, but people for political reasons got behind folks in the community, embarrassed people, didn’t care about careers for political gain,” Dunlap said.

Matthew Ridenhour, who represents the southern part of the county, described Dunlap’s sentiment as a “slap in the face” to the work that went into correcting the process. Ridenhour said many people petitioned the county, because they didn’t think the revaluation was fair.

Ridenhour said his colleagues call for fairness in every topic discussed by the county and shouldn’t dismiss similar calls for equity for the revaluation because it’s coming from residents in Myers Park or Lake Norman.

“The problem is that mentality that people were trying to get something from government,” he said. “They wanted money back. They wanted a big check. They wanted a payday. Maybe that’s how some people think, but a lot of the folks I spoke with, they just wanted the revaluation to be redone. They didn’t feel it was equitable.”

The girls also will dance in the showcase at Disney’s Hollywood Studios, where they will perform two routines onstage at the Beauty and the Beast Theatre.

I want him to inherit a world better than my generation. However, I'm really worried that if Trump wins, he's so unstable he’d blow up the world in nuclear Armageddon if, say, Putin were to crack a joke about his hands.

To paraphrase those sage poets of Outkast, I think that y'all who might be considering voting for Trump in the primary should marinate on exactly what that vote means. We aren't voting for who sings best or who gets fired: this is voting for who you think is the most competent person to control the nuclear "football" and have the fate of billions of lives at their fingertips. Do you really want to pass the football to someone who has tantrums that rival my toddler’s on almost a daily basis?

Unclear future for CMS student assignment The CharlotteMecklenburg Board of Education (BOE) has left many parents and communities so distraught over whether they’ll retain their neighborhood schools in 2017, some are already looking to leave.

In a controversial Courtney Schultz vote, the BOE left a “neighborhood schools” provision out of its student assignment goals, despite many parents – particularly from south Charlotte – advocating for it.

The school board tossed around buzzwords of “goals” versus “guiding principles” instead of taking a clear stance on where the board stands on retaining neighborhood schools, which is what the current students assignment plan is dependent on.

The BOE’s lack of clarity and communication with the community has left parents confused, fearful and resentful.

I’ve talked to multiple parents who say the “goals” the CMS board approved last month don’t give them comfort that their families will retain their neighborhood schools. One parent told me she felt like the board treated parents as if they’re ignorant, using the terms “goals” versus “guiding principles.” When she’s in the working world, “goals” refer to an end result, which

the BOE isn’t denying. The BOE calls the goals vague and broad endpoints that will be carried out through the specific methods laid out in the guiding principles. Some board members say the “neighborhood schools” notion will be set in the guiding principles and parents won’t have to worry about busing.

Individual members say they’re against across town busing, but the board as a whole of one resounding voice hasn’t denounced 1970s busing as one of the methods they plan to use.

This lack of a stance leaves some parents feeling like they’re being duped – that their representatives tell them they’re against busing, but when the actual plan comes around, students will be bused.

Seventies-style busing would only cause chaos, so I’m not convinced that’s where CMS is headed, but parents should be aware that change is coming and it needs to happen.

Most demographers say a school district should redistribute students about every six to eight years due to population migration. More people move into up-and-coming areas, so logically, those schools will eventually become overcrowded as more families move into those neighborhoods.

No school system is going to keep a school overcrowded when there’s a school that’s not over capacity a few miles away. So, if CMS moves forward with its new student assignment plan, they will most likely shift kids around, but not across town like people fear.

Carmel Christian sends fungus project into space

MATTHEWS â&#x20AC;&#x201C; Carmel Christian School Upper School students might help NASA take steps toward growing agriculture in space.

The schoolâ&#x20AC;&#x2122;s STEM Research Team of 14 students, in partnership with the Quest Institute for Quality Education and NanoRacks, will send a microlab experiment to the International Space Station (ISS) for the second year in a row.

The students designed, created and tested an experiment to determine the germination of bioluminescent mushrooms, or â&#x20AC;&#x153;glow-in-the-dark mushrooms.â&#x20AC;?

Senior Madeline Bennett said they chose Panellus stipticus mushrooms because they could potentially provide light to astronauts without using energy, as well as provide vitamin D as nourishment.

Madeline said the students tested the glowing effects of the mushroom, but had trouble finding an environment in which it will glow, so their current experiment will measure microgravityâ&#x20AC;&#x2122;s effect on the enzyme reaction of the mushrooms.

Madeline said they chose a biochemical topic and experiment after the STEM Research Team studied MR fluids in microgravity last year. Students have developed all portions of the project. â&#x20AC;&#x153;The growth chamber was custom printed with a 3D printer. We printer two plastic microlabs and a growth chamber, which lies within the microlab,â&#x20AC;? said senior Ken Alexander.

The growth chamber has germination paper, which was provided by NASA after one of the team members senior Emma Beightol participated in an internship at the Kennedy Space Center. Particles of the mushroom are attached to a dowel, and the dowels are glued to the germination paper, so the mushroom can grow in a proper environment. â&#x20AC;&#x153;You have to pay attention to different environments. In microgravity, you canâ&#x20AC;&#x2122;t use dirt because it will float and you will have mushroom floating in space. We had to have something it could attach to,â&#x20AC;? said Ken. â&#x20AC;&#x153;The germination was a good substitute because we could glue it to the wall and we could put water on it and it will hold water.â&#x20AC;?

Students will send the experiment to ISS, where it will will launch into space on March 22 and run for 30 days. The microlab will run unaided by humans through coding students implemented that provides water through a MP6 pump, as well take photos â&#x20AC;&#x201C; both light and dark â&#x20AC;&#x201C; every four to six hours to see growth, and see if they can produce the bioluminescent effect.

Carmel Christianâ&#x20AC;&#x2122;s experiment will be the first to test the germination of this particular mushroom in space, Madeline said. NASA has recently begun testing agriculture in space, but hasnâ&#x20AC;&#x2122;t tested

many fungi. â&#x20AC;&#x153;We know that plants arenâ&#x20AC;&#x2122;t affected by microgravity and we know that bacteria actually grows more viral in space. We know that fungus is somewhere in the middle of those, so we wondered what would happen,â&#x20AC;? said senior Jackson Hendricks, who also participated in last yearâ&#x20AC;&#x2122;s experiment.

The students were broken into specific teams to work on different aspects of the project through engineering, coding, public relations, documentation and project management, who worked with engineering and science mentors. â&#x20AC;&#x153;Weâ&#x20AC;&#x2122;re really excited about this program because it offers our students an opportunity unlike anything they get in a traditional classroom,â&#x20AC;? said Gen Bowden, ISS project lead mentor. â&#x20AC;&#x153;We really designed the program to run as a non-traditional program, where the students have goals, but theyâ&#x20AC;&#x2122;re not tested. Theyâ&#x20AC;&#x2122;re actually given a job role.â&#x20AC;?

Bowden said the students fulfill their job requirements and experience a business world environment when working in those roles. Students carry out the experiment with guidance from mentors, but the students gain hands-on experience in creating and developing the project. â&#x20AC;&#x153;This year has been about overcoming obstacles and challenges just because our hypothesis has changed so many times and every time we would do something, it would seem like a dead end,â&#x20AC;?

Madeline said. â&#x20AC;&#x153;We ended up coming together as a team and saying, â&#x20AC;&#x2DC;Hey, weâ&#x20AC;&#x2122;re not going to stop now. Weâ&#x20AC;&#x2122;re going to keep on moving and weâ&#x20AC;&#x2122;re going to find a way to make it work.â&#x20AC;&#x2122;â&#x20AC;?

Jackson said dealing with failure was the most critical skill he learned in the program. â&#x20AC;&#x153;Failure is a process of science. If youâ&#x20AC;&#x2122;re not failing, youâ&#x20AC;&#x2122;re not pushing your project hard enough,â&#x20AC;? he said.

Along with hands-on experience and practical applications of their education, Bowden believes the program also opens doors for students who arenâ&#x20AC;&#x2122;t interested in science as a career. â&#x20AC;&#x153;The great thing about the program is not only are we tackling all the areas of STEM, we also have areas that incorporate art or language and technical writing,â&#x20AC;? he said. â&#x20AC;&#x153;The really cool things is we have our science students here, but we also have kids in this class who are passionate about the program, but have no interest in pursuing science. They may pursue journalism or art, but they still gain handson experience.â&#x20AC;?

Carmel Christianâ&#x20AC;&#x2122;s program has given students opportunities beyond the classroom, including two students earning internships through NASA, as well as students earning awards and recognition.

Matthews, Mint Hill leaders look at leaving CMS

After the Charlotte-Mecklenburg Schools Board of Education (BOE) did not guarantee neighborhood schools in its controversial student assignment goals, local leaders are looking for other options.

Matthews Mayor Jim Taylor and Mint Hill Mayor Ted Biggers are working to form a task force with the objective of small towns in Mecklenburg County forming their own city school districts.

Taylor said the BOE not guaranteeing neighborhood schools in its goals was “the straw that broke the camel’s back,” and urged him to look at other option for Matthews schools.

“Matthews has always taken the position that neighborhood schools are important to the board and to the citizens,” Taylor said.

CMS is ‘too big’

Taylor said high parental involvement and effective teachers and administration have helped create successful Matthews-area schools. Matthews has four “B” schools and two “A” schools, as established by state performance grades, while Mint Hill has one “A” school, two “B” schools, two “C” schools and one “D” school.

“Schools are integral to our neighborhoods and vice versa,” Taylor said.

Taylor added that area citizens aren’t being

heard by the board, and other options should be considered, since Mecklenburg County is “too large” to address the concerns of the individual parts of the county. He pointed to the dysfunction during the January snowstorm that caused CMS to close for three days, with the northern part of the district inundated with ice, while the southern part of the county was clear.

Taylor ideally would like to see the county broken into three zones – south, north and central – that could make independent decisions about their area, so the entire county wouldn’t be affected by those decisions.

Biggers and Taylor met last week and plan to create a task force of “concerned citizens” to investigate forming their own school district in hopes to gain a greater focus on the community. Taylor said he also plans to reach out to Pineville Mayor Jack Edwards.

Forming a city school district requires state legislation, according to DPI spokesperson Vanessa Deter, and legislators would have to redraw district lines.

State law says a “city school administrative unit” would have to be supervised by a city superintendent and would fall under the authority of state school authorities. City school district funding would fall back on the city, but Taylor believes area residents would be willing to pay to retain schools in proximity.

Taylor already has spoken with state Senate

and House members and said they understand his frustration and will work with them, but won’t guaranteed they’ll receive passed legislation.

“The more that we explore it, ultimately we’ll find what the benefit would be,” Taylor said. “We can’t just sit back and say, ‘We can’t do it,’ or ‘We shouldn’t do it,’ until we see our options.”

Taylor feels parents want “stability” and, because the board has not made a statement that they won’t consider forced bus across the county, they can’t rely on the county to retain neighborhood schools.

“If their intent is not to do this, they need to communicate it out,” Taylor said. “They made the conscious decision to not make that statement. We’re making the conscious decision to take action and control our own destiny.”

The board’s next step

District 6 BOE member Paul Bailey said Taylor’s actions reflect a reaction to the Feb. 23 meeting, in which the BOE identified the student reassignment goals. Bailey did not attend the meeting due to weather complications in New Orleans, but he called in during the board’s discussion, supporting the extraction of the goals’ preamble, which passed.

He also held a community forum a week before the meeting in which community members shared their thoughts and Bai-

ley stated his support for neighborhood schools.

Bailey suspected some of the “rhetoric” used during the meeting “sent some folks over the edge.” He expressed concern over towns forming their own school district, as well as the fact that his email has gone “quiet.”

“Typically when the email goes quiet, it means people have given up and they’re looking for other options,” he said.

Bailey said the next step is for the board to reevaluate the goals’ preamble to include a clear designation that the board supports neighborhood schools and won’t have a forced busing approach to student assignment.

“We need to state what we’re trying to achieve,” Bailey said. “People need to understand that they may not be going to the school they go to presently, but I hope it will be a school in proximity (to the student’s home) and ensure that students have a choice and that they predominately have the choice.”

He points to natural migration into different parts of the county has pushing a need for students reassignment. He looked at Crestdale Middle School, which is at around 98 to 100 percent capacity, and South Charlotte Middle School, which is at 120 percent capacity, as an example for a need for a shift in students.

‘The greatest of these is love’

The complex relationship between Henry Kissinger and President Richard Nixon is well documented. These two accomplished men achieved so much, and yet their own insecurities and pride brought pain to themselves Pastor John H. Munro and others. On one occasion Henry Kissinger, referring to President Nixon, said, “Can you imagine what this man would have been like if somebody had loved him?” While Kissinger was exaggerating, it does seem true that Nixon’s insecurities he experienced as a child impacted him greatly in his future relationships.

We are made in the image of a God of infinite love, and therefore, all of us long to love and to be loved. So it is not surprising that artists, poets, songwriters and authors have love as one of their most common themes.

Loving relationships give us the greatest of joys; rejection and betrayal cause the greatest of pain. Unlike God’s love which is perfectly pure, human love ebbs and flows.

More than two years ago when my older brother was dying with a malignant brain

tumor, I visited him several times in his home in England. He was a physician, and fully understood the dreaded diagnosis. We talked about our upbringing, our parents, our faith and values. He said how incredibly privileged we were to be raised in a home where our parents loved each other, loved us, and where we were also taught the love of God. My brother, who was married for more than 40 years to a loving wife, was the most secure person I have ever met. As we talked about our lives, I realized that his deep personal security was founded on, shaped, and flowed from these loving relationships.

Facing his imminent death he said, although he had never doubted God’s love for him, he had never experienced the love of God in his own soul so profoundly as he had since receiving the serious diagnosis.

What a gift! Just as a mother hugs her little daughter when she falls and scrapes her knee, so in the crises of life our loving Heavenly Father reassures us through His Spirit and His Word. The children of God are loved with an everlasting love.

Since having these conversations with my brother (now deceased), I have appreciated more deeply the love of God, the love of family, the love of my friends. I have tried not to take that love for granted, and to reach out to others with love, compassion, and hope.

The apostle John writes, “Beloved, as God so loved us let us love one another.”

2016 wrestling Super Team Wreslter of the year xavier Lenear Independence Independence’s Lenear, a three-sport athlete, who also plays football and runs track, enjoyed a stellar junior season on the mats. The 220pounder fought his way to a 37-6 record. He won the Meck County Tournament, Mallard Creek Invitational, Holy Angels Invitational, finished second at regionals and fourth in the state. Lenear earned all-conference honors, and was named Southwestern 4A Wrestler of the Year.

Gabriel Canela Independence Senior Gabriel Canela scrapped all the way through his final campaign with the Patriots, finishing with a 29-16 record. The 182-pounder was runner-up at the Meck County Tournament, fifth at the Bearcat Invitational, and won the Southwestern 4A Conference Tournament. He earned allconference honors, and was one win away from qualifying for states.

Alex Jordan Independence Jordan spent most of his rookie year competing in the 120-pound weight class before cutting to 113 pounds. He went 18-13, finished fourth in the Rumble at the Ridge, fourth at the Mount Pleasant Invitational, third at the Meck County Tournament, fourth at the Mallard Creek Invitational, and won the Southwestern 4A Conference Tournament to earn all-conference honors.

Keyon Lesane Butler Butler’s Keyon Lesane was not a typical freshman, battling like a boss with his upperclassmen counterparts. He wrestled his way to a 20-9 finish in the 138-pound weight class, won the Southwestern 4A Conference Tournament and placed fourth at regionals. He was pulled after sustaining a concussion during the state tournament.

Upright Odoemena Rocky River Rocky River senior Upright Odoemena made the most out of his final flight with the Ravens, as he soared to a 31-5 record. The 152-pound team captain won the Southwestern 4A Conference Tournament, was runner-up at regionals and placed sixth in the state. He was named to the allconference team, and earned team MVP honors.

Former Latin defensive coordinator to coach Carolina Pride

Carolina Pride pulled off quite the move when it hired Mike Hawks as its next football coach.

Hawks, who has nearly 35 years of coaching experience, including 16 years at Charlotte Latin where he served as the defensive coordinator, offensive line coach and ran the team’s offseason strength training program.

Hawks, 57, takes the helm after helping Latin (8-4, 1-3 CISAA) reach the N.C. Independent Schools Athletic Association Division I state championship, where it lost to Davidson Day, 31-13. He takes over a Carolina Pride program in need of fresh vision and energy after it finished with a 3-5 (3-1 Coastal) record. Hawks replaces Paul Jackson, who compiled a 13-7 (6-1 Coastal) record in two seasons with Carolina Pride.

“As with anything in a program like ours, it is strictly volunteer based,” Carolina Pride athletics director Bryce Friesz said. “Trying to find someone who has the ability and the time to give to

the program, and to do it on a strictly volunteer basis, is very hard in football. We felt like we were incredibly blessed with coach Hawks.

“We’re beyond excited. We have not had the ability to attract people like that in the past, so it really Mike Hawks makes for an exciting opportunity going forward.”

Hawks, a graduate of Myers Park, who played collegiately at Lenoir-Rhyne University, said the opportunity was a great fit for him, and seemed to be a good fit for Carolina Pride.

Carolina Pride, a Christian-based nonprofit, gives high school age boys the opportunity to play football that wouldn’t usually have the chance to play the sport.

“I like the concept they’re using,” Hawks said.

“They’re using Christ to be a part of the kids’ lives,

and giving us an opportunity to turn boys into men. To me, that’s what it’s all about. Ultimately, I’d like for it to be the type of program that every kid wants to play for and nobody wants to play against.”

Friesz said Carolina Pride doesn’t judge success by wins and losses, but it expects to be a wellorganized program.

“We strive to have coaches on the staff that know and love the Lord, that speak it, that bring it on the practice field as well as on the sidelines,” Friesz said.

Longtime Charlotte Latin coach Larry McNulty said Hawks has put in his dues, and that he’s energetic, enthusiastic, hard-working and passionate.

“They will be more disciplined than they’ve been in the past,” McNulty said. “He’ll demand the kids do things the right way. They’ll be very aggressive on defense and they’ll be fundamentally sound and they’ll play with a lot of passion.”

Carolina Pride will play a 12-game schedule in the 2016 season. It will face the likes of Charlotte Christian, Providence Day, Chester (S.C.), High

Point Christian Academy, Central (Pageland, S.C.) and Latin.

“He knows a lot about what we do, and I know lot about what his thoughts are on defense,” McNulty said. “It will be an interesting matchup for sure.”

Hawks will meet with players and parents for the first time at Carmel Baptist Church Saturday, March 12 at 10 a.m. The meeting also is an informational session for prospective student athletes and their parents.

“They (parents) need to understand that I’m an ally,” Hawks said. “I’m never going to do anything to harm their child in any way, shape or form. The fact that he may not play doesn’t mean that I don’t love him, but I’m going to give him every opportunity to play and I’m going to give him every opportunity to experience the life lessons that football provides.”

Hawks has a combine scheduled for Carolina Pride players Monday, June 6, so he and his assistant coaches can figure out what they have to work with, in terms of personnel and where players best fit.

Butler baseball team looks to repeat last yearâ&#x20AC;&#x2122;s success

The Diamond Dogs are out to prove last seasonâ&#x20AC;&#x2122;s 20-7-1 finish, Southwestern 4A Conference championship and regional finals appearance werenâ&#x20AC;&#x2122;t a flash in the pan.

It appears Butler baseball is here to stay, and stay at or near the top.

Coach Rick Sambrotto said his team hasnâ&#x20AC;&#x2122;t reached its potential or played a complete game, but he is pleased itâ&#x20AC;&#x2122;s found a way to emerge victorious in all three outings so far, beating Olympic, 2-1; Mallard Creek, 13-3 and most recently, Sun Valley, 13-8 March 4. â&#x20AC;&#x153;We had a couple of situations where some big individual performances helped us overcome some team deficiencies,â&#x20AC;? Sambrotto said.

Junior pitcher Tate Pennington struck out nine batters and yielded only two hits in Butlerâ&#x20AC;&#x2122;s season-opening win at Olympic Feb. 29.

Itâ&#x20AC;&#x2122;s not just that Butlerâ&#x20AC;&#x2122;s pitching is superior to last seasonâ&#x20AC;&#x2122;s, the Bulldogs also are deeper on the mound than they were a year ago. Pennington, junior Sean Sessoms, senior Kameron Stinson and senior Chase Revier give Sambrotto several dependable arms to make for a deep bullpen. â&#x20AC;&#x153;I think weâ&#x20AC;&#x2122;re still trying to find our identity a little bit, which a lot of teams are early on,â&#x20AC;? Sambrotto said. â&#x20AC;&#x153;I think that will help us too when we figure out who those guys are that are going to respond to the adversity and who can carry some other people sometimes in more of those leadership roles.â&#x20AC;?

Sambrotto has challenged his team with a difficult nonconference slate to prepare for the rigors of league play and the postseason.

Butler will face the likes of Hough, South Meck and Ardrey Kell, and possibly Providence.
