The Guam Association of Realtors® has experienced phenomenal growth since 15 years ago, when I first became a member. From a small group of real estate professionals, the organization has grown - doubled, tripled, and quadrupled, and continued to grow in size. To date, we currently have 360 members and 15 affiliates and we look to see these numbers increase in 2009. And with this growth, the membership has greatly expanded in diversity from the backgrounds Realtors® bring with them, to the technologies that they use, and to the individual experience and expertise each brings to his and her profession. This Diversity is a strength - just as it is in our country - and as it brings with it new ideas, new conceptions of what the industry is and should be, it brings new challenges to the Association leadership to maintain a united and organized association in the face of changing needs amidst changing times. National Association of Realtors® President McMillian’s theme for 2009 is “United into the Future”, and I think that well define the basis of the Association goals this year as we work to unite the best of our diverse membership. GAR is blessed in 2009 to have a Board of Directors and Officers this year who have years of experience in Real Estate and with the Association business, and who have the stamina, the dedication, and the willingness to volunteer their valuable time and resources to the business issues of this professional organization. We are equally blessed to have the support of an outstanding slate of Committee Chairman and Chairwomen, who have stepped up to volunteer with zeal, some of whom bring prior experience on the Board and committees and others who are new to these positions and will bring with them new insights and new ideas. I encourage each of our members, if they have not already, to join one or more of these committees and to participate in our policies and the opportunities therein. This Association belongs to the members, and it is only with the active membership participation that it will reflect membership interests, and concerns, and by which GAR will be able to serve our member and the public’s needs.

In recent years, and most recently under the guidance of 2007 & 2008 GAR President Arnold Jose, the Guam Association of Realtors has moved forward with great momentum, making progress in accountability to its membership, in activism in the community, on providing assistance to needy, and in ensuring the ethics and integrity of our industry. In 2009 this progress will continue with an emphasis on: Technologies that will assist our membership and support staff to make our association more organized and our accounting more accessible, and our public web site (www.guamrealtors.com) more accessible, and; Professionalism and Service to our customers and community and make a concerted public effort to make the Realtor designation better known and to educate on the customer’s benefits of working with a Realtor, and; Work in conjunction with Affiliates and Sponsors to creating a direct benefit program for our members, and; National Association of Realtors policies and issues which will benefit our membership and our clients locally here on Guam, and; Opportunities in professional education. Returning Education Chair Liz Duenas has already opened the door to new nationally recognized certification classes not before available on-island, and everyone is encouraged to take advantage of this rare opportunity in the CRS classess scheduled for February 24th, and 25th, 2009. As the President of the Guam Association of Realtors for 2009 I am honored and thankful for the opportunity to be able to work on these issues, and I want to thank all the members for giving me this opportunity to serve. It’s with great pleasure that I will be able to work with the Realtors® that make up the Leadership Team 2009 who have generously and selflessly agreed to sacrifice their time and energy to meet the tasks at hand. Market Report

Forecast Optimistic W. Nicholas Captain Credit markets and liquidity problems have shaken investor confidence globally and although insulated from the housing crisis impacting many mainland markets, Guam has felt its share of tremors. Tremors have included the recently abandoned $20 million bond, aggressive lender actions, and massive contraction in real estate sales volume. According to Captain Real Estate Group statistics, Guam’s aggregate real estate sales volume during the 4th Quarter of 2008 reflected $64.7 million, or a decline of 52 percent from a year earlier. Accepting the decline as a direct result of strong performance or “irrational exuberance” in 2007 misses the point entirely. A closer look at the 4th Quarter of 2008 activity reveals that market contraction has increased at an increasing rate, which does not bode well for 2009. The most recent market activity reflects a notable lack of foreign investment. Credit markets, the collapse of overseas real estate funds, a strengthening US currency, a moratorium on development, increased development costs and other factors have combined to temporarily sideline foreign investors, while pushing others into a disposition mode. Overall, 2008 real estate sales volume reflected $368.9 million, a decline of 46 percent from 2007. However, during 2008, the median price of a single family dwelling increased by nearly 10 percent. Captain Real Estate’s revised projection for 2009 reflects additional shrinkage of 12 percent, or a total projected sales volume of approximately $325 million. “We expect market conditions

to bottom out in the first half of 2009, creating a small window of opportunity for home buyers and investors. We expect the near-term recovery to be driven by extremely low interest rates combined with limited price declines.”

“When it comes to Guam real estate, forget the location axiom,” says Captain, “On Guam, it’s military, military, military.” Continuity at the Department of Defense is a major reason that we expect a renewed interest in Guam real estate in the second half of 2009. A significant amount of Guam’s build-up planning (as well as its “Tip of the Spear” defense moniker) has occurred under Secretary of Defense Gate’s watch and his re-appointment was a reassuring move by President Obama. Obama’s plans to reinvigorate the economy through investments in infrastructure bode well for Guam, another reason we expect market conditions to improve in late 2009. “If the market bottoms-out in 2009 with $325 million in sales volume, that’s still more than double the activity reflected during the 20022004 downturn years.”

The projected surge in population and economic activity place Guam’s real estate market on a long-term growth trend and the eventual military build-up significantly reduces risk. However, price fluctuations will likely be driven by sellers in 2009, as market conditions will favor buyers with adequate cash and good credit. The sellers in Guam’s market have so far remained relatively strong and the number of distress deals will ultimately determine price direction. The window of opportunity may be small if military and/or economic stimulus news is positive by mid-2009.

Feature It’s also a good idea to talk to a few homeowners about who they’ve worked with in the past. With Guam being a small place, word of mouth is key to finding individuals you can trust. Ask homeowners about their referrals and experiences regarding the following: • How accommodating is the contractor to changes? • Was the contractor timely? Did they show up regularly and was the homeowner updated about the work progress? • Was the pricing fair? • How is the contractor’s general attitude? Remember, price isn’t always a determination of quality. Before signing, compare the price differences and the amount of work each contractor provides. Be sure to give specific details to each contractor, down to materials, so that when comparing price, they all have the same basic framework to estimate.

Should I Just Do It Myself? While ultimately, DIY projects should keep expenses down, amateur mistakes can cause a lot of money, shooting your budget through the roof.

But before you start browsing through hardware stores and swiping your credit card, know that home-improvement projects hardly ever turn out exactly as planned — more so when remodeling an entire home. Understanding what goes into the remodeling process will help you avoid common problems and make it a lot easier in the long run, resulting in a remodel you’re happy with.

This keeps you insured if you make pricey changes. Start talking to banks to see how much you’re qualified to borrow. If you’re not a do-it-yourselfer, it’s best to go with a professional, whether that person be an architect, general contractor and/or designer. Present your ideas to him or her once you’ve decided on the scope and priorities of your project, then he or she will be able to help you focus on your goal and work out a feasible budget. As always, trust your gut. This is a person you’ll be working very closely with, so it’s important they are as enthusiastic about this project as you are.

Know yourself and what you’re capable of doing. Some jobs are better left to professionals. Ask yourself about three things—your time, your talents and your tools. When you do things yourself, you’re essentially giving up your spare time instead of money. Decide if your time is worth all the effort. It’s also important to be realistic about your skills. Yes, it may be a do-it-yourselfer, but you don’t want the project to look half-done. Lastly, renting special tools for special projects may cost just as much as if you had hired a professional, so think twice before diving in. Here are a couple projects most people can do themselves: • Painting: Almost anyone can paint— even with no experience. And all you need is a brush, roller, some masking tape, a paint tray, and of course, the paint. Tips from Around the Country • Stripping/Restaining/Refacing: If your cabinetry is varnished, stripping and refinishing can make them look new again. But be forewarned that it is still tedious and messy, and can subject your home to some strong, chemical fumes. Refacing cabinetry is also pretty easy, if you want to change the look of your cabinets, but the structure itself is still sound. Consider veneers or even replacing just the doors and drawer fronts.

• You’re set on having a granite countertop. They’re popular, yet pricey. But maybe, you can get a deal on one that no one wants. Check around for slabs with blemishes or flaws that you can deal with. After all, aren’t flaws the beauty of natural stone?

• Before you think about installing expensive recessed lighting, or up-lights, in your home, check out this idea: a homeowner took regular external gutters, painted them, mounted them to her wall and put in fluorescent lights. They work just like any expensive up-lighting systems, but they cost just $50.

• Custom cabinetry. Just the word “custom” already starts draining the bank account. One homeowner decided to salvage school lockers instead of using cabinets and you too can use something different and fitting to your personality. Never discredit the saying “one person’s trash is another person’s treasure.”

If the renovation is something you have not done before, then before you try to do it yourself, learn as much about it as you can.

Wrap It Up In the end, whether you can tackle a renovation project yourself depends on your own good judgment. If you have the time, skills and tools to do something, great! If you don’t, play it safe and do research prior. Have a Plan A, B and C, comply with building permit requirements and enjoy it. You’re building toward your future, it should be fun.

hough she received her bachelor's degree in hotel management, for 36-yearold Indu Shankar, entering the real estate industry came almost naturally. "I started off in real estate in the year 1999, helping my husband," she says. Indu's husband, an architect by education, developed custom-designed homes through construction loans. She said he created packages that were offered to customers, which included a newly constructed home, designed to the customer's specifications and requirements. The packages were also tailored to fit into their budgets as prequalified by the banks. "This was a very unique package," says Indu. "No one offered anything like this." She says the process was extensive, involving several steps, from prequalifying the customer, helping them find land,

designing the house and then finding a contractor who would build the house on a budget. Most of all, she says she walked first-time buyers through the entire process. "In the end, it was a very satisfying experience, both for us and our customers." Indu adds that their customers did not have to accept the homes that are already built, because this was a way for them to get the home of their dreams while working within their budget. This experience helped Indu gain knowledge about the real estate industry as she worked with several banks, title companies, appraisers, surveyors, contractors and Realtors. When she received her real estate license, she was already very familiar with the industry. For her, every real estate transaction has been a different experience. "Every single real estate transaction I have done has been unique in its own right and some, quite challenging," she says. "In fact, this whole time I have spent in real estate has been memorable, without a single dull moment."
