Hafa Adai, Hello and Mabuhay! While donning the red, white and blue this month, know that these colors reflect freedom, purity, courage, valour, equality, and liberty, to name a few, which are significant to three different historical events observed on our island casa. One such event that took place in June, was the 119th Anniversary of the Proclamation of Philippine Independence. It was celebrated with numerous activities organized by the Filipino Community of Guam (FCG). Happy Philippine Independence!! Two other events taking place this month are the adoption of the 241st Declaration of Independence of the United States of America, known as the Fourth of July, and the 73rd Liberation of our beautiful island of Guam on the 21st. Many activities are lined up this month so, again, celebrate to your hearts content and stay safe!! Our FEATURE includes tips from one of Guam’s pest control companies on how to “Get Rid of Unwanted Guests”— our theme for the month. The Guam Housing Task Force (Inafa’ Guma Mami) Senator Telena Cruz Nelson, Chairperson for Committee on Housing, Utilities, Public Safety & Homeland Security proposed to launch The Guam Housing Task Force (Inafa’ Guma Mami) on June 22, 2017. On the memorandum provided by Senator Telena’s office, the task force will focus on three key areas: • Aiding first time homebuyers in making their dream of becoming homeowners more attainable • Aiding existing land and homeowners in building infrastructure • Assisting homeowners on the brink of foreclosure Simple, straightforward goals, and much needed on this changing landscape of Guam housing market. Challenges include increasing median price of homes and limited infrastructure in various areas on Guam. The increase in median price will not ease in the near future, as construction costs will keep rising. This will prevent younger generation to enter the homeownership market. The limited infrastructure in certain areas in Guam would make it cost prohibitive to develop the land or the improvements would include substandard housing. As with everything else in life, challenges create opportunities. Obviously, Senator Telena sees these challenges and is creating the Task Force. Another example is the rise of communal spirit. My sister, who lives in the suburb of Sydney, Australia, and married to an Aussie bloke. The median price in Sydney is at $1.15 million (yes, million!) in March of 2017, compared to $220,000 for Guam in May 2017. Sydney is only 0.2 percent of land mass of Australia, but the population includes more than 21 percent of total Australia population. Further, over one third of Sydney’s population are born overseas, making it one of the most diverse city in the world. With the median price over a million dollars and buyers coming from all over the world, it is almost impossible to own a home there. What my sister’s in-laws did, along with friends and family, was self-build another unit in their land. The communal spirit at work. There are guidelines to follow if you are going to go the self-construction route, and always build with selling in mind, even if you plan to keep it in the family for a long time. Make sure any improvements is the best value for money. Extra-large carport does not usually add dollar for dollar on value. Talk to a friend who has experience in building. Learn from their lesson. Make sure yard and setback rules are followed. 4 CasaGuam

If self-construction is not your route, there are ways to keep construction cost minimal. Hiring professionals like an architect in the beginning of the project may save you some money at the end by designing an efficient layout and smaller footprint, with eventual extension in the future. Smaller square footage will enable you to get going and expand as the means allow. House sizes in Sydney is extremely more efficient than it is in Guam. The larger the footprint, the more expensive the monthly utilities and maintenance would be as well. I recently spoke to a real estate market participant, who talked about ideas on how government regulations can assist in providing more affordable housing. He talked about allowing a studio or rental unit to be built on a house lot to generate extra income. The parental subdivision law is an example of current legislation that empowers homeownerships. More similar laws are needed. Of course, this need to be balanced with sustainability of the environment. Various condominium units are still in affordable price level, although not for long. When my husband and I first bought our condominium, my mother in law assisted us with the down payment which we have repaid since. Down payment assistance is of course helpful in propelling responsible young adult into homeownerships. For our part, we published real estate statistics to enable a more efficient real estate market, where buyers and sellers are knowledgeable. It’s definitely not easy nor cheap to produce, but please enjoy our updated statistics as follows to keep you abreast of the market.

Get Rid of Unwanted Pests

L

iving on a beautiful island is a dream stay-cation. We are surrounded by warm beaches, friendly people, food for the masses, majestic sunsets and great weather year-round. Okay so our weather can be weird at times — when it’s hot, it’s really hot and when it’s cold, it’s raining non-stop!

Of course, while enjoying our island in the sun or in the pouring rain, we get our share of unwanted guests and I’m not talking about people. No matter the structure or how cleanliness your home or business, or pristine your garden, these unwanted guests are sneaky and have no shame in making your habitat theirs too. They will let themselves in, make their stay and, oftentimes, overcome their stay! Ants, cockroaches, rodents, termites, mosquitoes, flies, bugs you name it they are culprits and can create havoc in your own sanctuary. “These pests can severely affect your health and the

health of others in your home. They carry diseases like Plague, Typhus, and organisms that can cause diarrhea, dysentery, and cholera, to name a few,” says Ken Williams, Owner/Director of Top End Pest Control Guam LLC. Before you buy or rent a home or business, inspect the ins and outs of the entire property. Look out for the obvious: structural damage or deterioration, specifically, cabinetry, doors, etc. If you see droppings of any kind, that’s already a red flag for Black Flag®! If you’re building, talk to your contractor first about hiring a pest control company to treat the land area below and around your soon-to-be home/business before you pour on the foundation.

Feature Williams provides a few DIY tips to help rid the uninvited. They are not long-term solutions but it’s a good start. 1. Seal cracks, crevices and holes on the exterior of your home, including plumbing and electrical penetrations. This blocks easy access points to your home. Remember, pests are lazy opportunists. Get a caulking gun and sealant from your local hardware store to complete this task. 2. Observe the "one meter" rule. Keep all trees and shrubs trimmed approximately three feet from the home. This eliminates some of the pathway's pests use to gain access to your home. 3. Keep your closets and pantry well ventilated and clean. Pests like cluttered dark and damp spaces to live.

4. Store garbage in sealed containers and dispose of it regularly. In essence, removing a food source and living space. 5. Repair damaged wood on door frames and cabinetry. Many pests are drawn to deteriorating wood. 6. Replace weather stripping and repair loose mortar joints. This removes easy access for pests. 7. Store wood products 20 feet from the home. This helps keep nesting pests and wood boring pests away from the home. 8. Ensure your roof and air conditioner drains extend a few feet out from the home. This keeps moisture away from the foundation. 9. Clean, clean, clean. Ensure your sink and counter tops are clean and dry before you go to bed. “These are just a few tips to help you reduce the number of pests that want to share your home. Please follow the label of any DIY pest control products you use,” Williams adds. When pests return (which they normally will), Williams advises you call a qualified Pest Management Professional for additional advice or treatment as required. Moving Boundary Lines By Kim Anderson Young

A

An investor (let’s call her Mrs. Cruz) subdivided her property into two separate lots and then built a house on each lot. She financed one house (the one she lives in) and decided to sell the other house and lot. A buyer quickly made her an offer; which she accepted. In the process of financing the purchase, the new lender required an as-build survey (which shows the exact footprint of the house as it is located on the property). The as-built survey disclosed that Mrs. Cruz’s house was built too close to the property line and it violated zoning set back requirements. No problem, right? Mrs. Cruz still owns both properties, so she hired a surveyor to relocate the boundary line a little farther away from her house. In order to keep the property sizes fairly close, the surveyor angled the property line resulting in a very tiny portion of Mrs. Cruz’s property being consolidated into the lot she was selling. This small overlap created an unforeseen problem. That tiny overlap area is still encumbered by the bank that financed Mrs. Cruz’s house and so the buyer’s bank would not have first lien position on the entire lot. You would think that this could be an easy issue to resolve by simply contacting Mrs. Cruz’s lender and asked them to file an amendment to mortgage replacing her original legal description with the newly designated legal description.

Unfortunately it’s not that simple. Banking regulations require that the lender keep adequate collateral for their loans, so before considering adjusting the collateral, the lender must order an appraisal confirming that the re-formed lot still retains its value. The fees don’t stop at the appraisal either. There will be attorney fees, recording fees and fees to endorse the lenders title insurance policy to reflect the new legal description. And, to keep the situation interesting… in the vast majority of cases, the loan has already been sold to Fannie Mae or Freddie Mac and so the request must go through their approval process! This step alone is enormously time consuming and in most cases the requests are denied. There is always a solution, though! In this case, we met with the surveyor and explained the situation. The surveyor quickly went to work and slightly adjusted the survey lines to keep that small overlap safely tucked back into Mrs. Cruz’s house lot. Be Confident that your building project meets zoning requirements. Work with one of our excellent local surveyors to avoid building in the wrong place! Integrated Pest Management Aids in Pest Control

I

Integrated Pest Management (IPM) is a term used by Pest Management Professionals (PMPs) to describe the process and techniques for reducing pest populations to an acceptable level. With an increased demand for lowimpact and environmentally sound techniques, the future of urban pest control will have to rely on a multifaceted approach to control pests. IPM aims to reduce the reliance on pesticides by employing others’ methods and tactics to solve pest problems. Listed below are the main options available to PMPs: • Biological control measures: Using natural enemies to reduce the target pest population. In other words, if you have a rodent problem consider getting a cat. • Chemical control: The use of chemical products (Natural or man-made) to reduce pest numbers. The Chrysanthemum plant is a natural source of Pyrethrum. Pyrethrins attack the nervous system of all insects. Pyrethroids are man-made pyrethrins and are found as the active ingredient in many pesticides. • Cultural control: Changing human behaviours and practices with respect to housekeeping and sanitation practices. • Mechanical control: The use of passive and active methods or devices to physically exclude or eliminate pests. Caulking is a good item to use to seal cracks, crevices, and small holes. Monitoring devices include glue boards, snap traps, electric insect traps and baited pheromone traps. Education is the key to having a successful IPM system in your residence. These practices and methods also apply to hotels, motels and restaurants.

Pest Management In Multifamily Dwellings Multifamily dwellings (Apartments, Condos, Duplexes) can be some of the most challenging structures to service because of the close proximity of neighbours. This is due to variations in sanitation practices and the pathways caused by utility connections that are common throughout the building. The common utility connections (electrical and plumbing) provide easy access for rodents, cockroaches, ants, bed bugs, and a variety of other pests. One tenant may have food waste issues, junk piles or clutter whilst the neighbour next door or above has a very clean and sanitary home. It is not an uncommon occurrence for a pest control technician to be called to treat an apartment only to discover that the neighbour (above or below) is the true source of the infestation. Where do we start? The first step in implementing an IPM program in a multifamily housing setting is to identify and recruit all the key parties including the building manager, the building maintenance team and most importantly the resident. Education is the key to success. Education can come in many forms like meetings or providing printed materials with information about the most common pests, sanitation guidelines, fact sheets and the strategy to reduce pest numbers. If you live in a multicultural setting please provide the information in a number of appropriate languages. The residents that are more educated about pests generally accept a greater degree of ownership in curing the pest problem and achieve better results. The building maintenance team is also vital to a successful IPM program. Maintenance personnel can take these steps to keep insects and rodents from entering the building: 16 CasaGuam

• Fix broken windows, screens, and vent covers and holes in walls. A mouse can transit through a hole with the diameter of a nickel. • Immediately repair doors and windows that do not close properly. • Repair weather seals on doors and windows. • Consider automatic door closers for frequently used doors or doors that lead to areas where food is stored or handled and where trash is stored. • Do not leave doors propped open, particularly where food is handled or where trash is stored. • Place screens over air intake and exhaust vents. • Whenever possible use screens on doors, hatches, skylights and any other openings. • Check all plumbing and electrical penetrations and ensure they are sealed. Key pests to be on the lookout for are American and German cockroaches, ants, bed bugs, and rodents.

Sanitation Sanitation practices and habits play a very important role in preventing and eliminating pests. Insects and rodents need food, water and shelter to survive. By eliminating as many of these resources as possible, tenants and building maintenance personnel can avoid most infestations. • • • • • • • • • • • • • • •

Keep kitchen areas as clean as possible. Wash and store dishes after each use. Wipe down counter tops to remove crumbs. Rinse and dry sinks every evening to eliminate the water source. Sweep floors. Mop floors once a week. Use a trash can with a tight fitting lid or empty the trash every evening. Do not store cardboard boxes. Eliminate unneeded papers. Do not store anything under the bed unless it is in a pest proof container. Get rid of unused items. Excess clothes, linens, food, and papers are great places for pests to hide and multiply. Inspect your property routinely for plumbing leaks. Repair leaky faucets. Check for sweating pipes. Check seals on doors and windows for moisture.

General housekeeping practices and education are the two key components to managing pest populations in and around your property. In this article I covered Integrated Pest Management, pest management in multifamily dwellings, and sanitation practices. Every property does present its own set of challenges with regard to pest management. I hope this information is helpful to you in an effort to protect your home and family. Who Ya Gonna Call? It Depends!

We are probably all familiar with that tune from the popular '80s movie series, Ghostbusters. "If there's something strange in your neighborhood..." is also probably a question we've asked ourselves as it relates to our homes and specific to pests. If the above rings true, I'll share with you, in this article, the best and safest ways to approach getting rid of those ghosts.

Do it yourself The most common "solution" that we come up with regarding residential treatment is: "I got this!" This is fine and we usually get the job done. But have we ever considered the health and safety aspects when using certain pesticides? Make no mistake—that red-and-black can, along with every other colored can—is a pesticide. If it is designed to kill something, including bacteria, it is defined as a pesticide under both local and federal laws and regulations. We usually get away with killing common pests like ants and maybe roaches using the same aerosol, but we far too often reach for it when dealing with other pests that it is not intended to exterminate. Hire a pro One of the main reasons we decide to tackle home pest extermination projects on our own is because of the costs associated with hiring a certified professional. This is understandable, but there are benefits to whipping out the plastic and having a licensed exterminator take care of business. Web Scammers Hit Real Estate Big Time

Understanding how to file Grievance Complaint

All you really need is an interesting web site and realistic logos, invoices, letterheads and we as the normal unsuspecting public have a tendency of take people and businesses at face value. These new scammers pay attention to details and look very professional in all their correspondence.

The Code of Ethics, which every Board of REALTORS® is bound to enforce and every REALTOR® is bound to observe, requires the creation and enforcement of what amounts to a private judicial system. This system is not intended or designed to replace the federal and state judiciary. Nor could it do so, lacking as it does the imprimatur and coercive power of government. Rather, the judicial system contemplated by the Code of Ethics is intended to complement and supplement the judicial resources of the state and provide an alternative means of dispute resolution that is cheaper, swifter, and as fair, or, perhaps, even fairer. It is also intended to provide a means of applying the standards of professional performance that REALTORS® have imposed on themselves through the Code. Therefore, any person, whether a member or not, having reason to believe that a member is guilty of any conduct subject to disciplinary action, may file a complaint in writing in their own name with the Guam Association of REALTORS®, dated and signed by complainant, stating the facts on which it is based, provided that the complaint is filed within one hundred eighty (180) days after the facts constituting the matter complained of could have been known in the exercise of reasonable diligence or within one hundred eighty (180) days after the conclusion of the transaction or event, whichever is later. REALTORS® have elected to be their own judge. But, in making that election, they have committed their judgments to be judged. The enforcement of the Code of Ethics is an awesome responsibility. To vindicate the Code of Ethics, it is first necessary to vindicate the integrity of the process that is the due of every REALTOR®. Assistance in filing grievance complaints is made available at the association office. Official forms and guideline for filing such grievance can be requested at the association office. - National Association of REALTORS® -

Examples: 1) Scammers copy real listings off real estate public web sites and repost them for much lower price. When a prospect calls or emails, the scammers usually have a sob story of how they had to leave Guam in a hurry due to “whatever — usually doing missionary work” and they can not show but if you send them the Security deposit money they will mail you the key, immediately —Don’t Do It – They Don’t Own The Property! 2) When an owner has property advertised and is contacted by an interested party. Once the rental price is agreed upon, the scammer sends a check for the deposit. It is usually for rent and security deposit then after a few days – tragedy of tragedies they need to cancel and NEED their money back. Guess what, their check bounces and owner is out the money! 3) Buying: Scammers have been known to copy escrow documents and tell buyers that there has been a change in where to wire the proceeds to close the transaction and give the unsuspecting buyers their bank account somewhere outside the U.S. THEREFORE: • • • • • • • •

Do not accept overpayment for rental properties. Do not wire funds to people you do not know. Always verify potential renter’s income. Always ask for and check personal reference. Make sure your Landlord OWNS the property. Be wary of people that have URGENCIES!!! Ask landlords for rental applications – they should have some. Landlords: Ask prospects to fill out rental applications.
