If you are considering buying a home in the near future, it would be wise to look around and act soon. The National Association of REALTORS® was strongly instrumental in lobbying Congress for the tax credit this year. The tax credit was designed to stimulate the housing market in the U.S., and it is an excellent opportunity to use here on Guam. The tax credit is applicable to new home purchases in the U.S. and in Guam and can offer first-time homebuyers up to $8,000 tax credit. More information on this can be accessed at the www.realtor.org Web site, and some of the information is synopsized here: Who Qualifies? First-time home buyers who purchase homes between Jan. 1 and Dec. 1, 2009. To qualify as a first-time homebuyer, the purchaser or his/her spouse may not have owned a residence during the three years prior to the purchase. Which Properties Are Eligible? The 2009 First-Time Home Buyer Tax Credit may be applied to primary residences, including single-family homes, condominiums, townhomes and co-ops. How Much Will the Credit Be? The maximum allowable credit for homebuyers is $8,000. Each homebuyer’s tax credit is determined by two factors: The price of the home — the credit is equal to 10% of the purchase price of the home, up to $8,000. The buyer’s income — single buyers with incomes up to $75,000 and married couples with incomes up to $150,000 — may receive the maximum tax credit. If the Buyer(s)’ Income Exceeds These Limits, Can He/She Still Get a Credit? Yes, some buyers may still be eligible for the credit. The credit decreases for buyers who earn between $75,000 and $95,000 for single buyers and between $150,000 and $170,000 for home buyers filing jointly. The amount of the tax credit decreases as his/her income approaches the maximum limit. Home buyers earning more than the maximum qualifying income — more than $95,000 for singles and more than $170,000 for couples are not eligible for the credit. Will the Tax Credit Need to Be Repaid? No. The buyer does not need to repay the tax credit if he/she occupies the home for three years or more. However, if the property is sold during the three-year period, the credit will be recouped on the sale. Resources to help you better understand and promote the value of the 2009 First-Time Home Buyer Tax Credit to consumers are available for free or at cost as part of NAR’s Right Tools, Right Now initiative. With the current market on Guam, it is an excellent time to look for a home purchase that will allow you to utilize this tax credit. Nicholas Captain If you’d like to be in the know about the most recent news in Guam real estate, the Captain Real Estate Group of Companies is pleased to announce that the 5th Micronesia Real Estate Investment Conference will take place at the LeoPalace Resort on Oct. 2 and 3, 2009. The Conference theme will be “Micronesia Real Estate — Building Momentum.” This conference will be particularly timely – given the anticipation surrounding the military buildup and coming investment opportunities, with an inevitable overflow effect into other islands. We expect that October 2009 will be a most appropriate time to review real estate investment options and strategies for the Micronesia region, against the background of financial and other considerations that affect the market. The 5th MREIC will again feature an impressive slate of accomplished, well-recognized, international speakers with experience in real estate investing, capital markets, economics, military planning, construction and other relevant sectors. The Micronesia Real Estate Investment Conference commenced in 2001 and is held every two years on Guam. Attendance at the event has grown to nearly 300 delegates. In October 2001, only weeks after 9/11, 120 delegates attended the first conference; 150 attended in September 2003; 175 in 2005, and just under 300 delegates attended in 2007. There is so much to know about building even a basic house, that you will never be able to know everything before breaking ground. Even folks who make home building their living are always learning. There’s a mountain of knowledge you can acquire before setting shovel to soil. The more you know before jumping into your house-building project, the greater your chances of things going relatively smoothly. So what would a more realistic list of steps in building a house look like? Let’s look at it from the likely possibility that you want to be the general contractor for the project, but not necessarily do all the typical subcontract work. While keeping in mind that the planning, research, questioning, contemplation, phase is all important, it would probably look a little more like this: • Planning and research thoroughly. • Select site and evaluate. • Finalize plan selection, including working with an architect on detail adjustments if necessary. • Draw up a materials list and get quotes from two to four supply yards in the area; this includes truss design and ordering. • Settle mortgage or other finance acquisition. • Obtain construction site insurance. • Obtain permit application and approval. • Establish temporary electricity from power company. • Interview and secure contracts with subcontractors. • Survey site, find a good excavator, triple check property boundaries and setback laws, CasaGuam.com 13

This list (well, two lists really) on steps to building a house is just a general idea on homebuilding. Depending on the area of the island, or planet, that you’re building, your permit process, legal restriction, and climate and soil factors will be different. And there will undoubtedly be problems and dilemmas that come up during the process that will throw you for a loop. The inspector many not like something and insist that it be changed before signing off; there could be another concrete shortage; and the list goes on. Planning is critical, but it’s best if you’re adaptable and flexible when glitches come up. The most important step to reach, beside the final inspection and occupancy permit, is to get the materials and structure under cover. Buy or borrow lots of tarps. Cover your pile of building materials with plenty of tarps. Get

But he says every day is a challenge. “Once you close one deal or transaction, you cannot just sit back,” he says. “You have to hustle to meet your next closing.” He adds, “The biggest piece of advice that I can give for someone looking into real estate is to know that this job is not just a job. It is a career. You work 24/7. Resting is an option for the weak. To succeed, you must always think of what the next step is.” When he’s not doing anything real estate related, Calvo enjoys going to the gym and running 5Ks on the weekends. “I enjoy eating, so if I am not at the gym working off what I ate, them I am eating working on what I have lost while at the gym.” Within the next few years, Calvo wants to obtain his PhD, obtain his broker’s license and eventually establish

17 Ways To Landscape on the Cheap By Ann Archer of MSN Real Estate Traditional thinking says you should expect to pay anywhere from 5 percent to 15 percent of your home’s value on landscaping. Even at the low end of that range, you’re looking at spending $10,500 if you live in the median-value American home worth $213,000. That’s tough to stomach no matter how much you love the outdoors. Thankfully, you can do it right and still spend a fraction of that amount. Here’s how.

Get the most visual bang for your buck: First of all, realize that budget gardening can still be beautiful. Let’s say you’ve got less than $1,000 to spend. The first things you should focus on are improving your soil and adding trees, recommends Joanie Clarke, a design consultant for Classic Nursery and Landscape Co. in Redmond, Wash. “You can spend $500 on plants, but they’re not going to grow in clay or sand,” she says. Clarke advises amending your soil with compost and other ingredients to improve its quality. Buying soil, in comparison, can cost as much as $27 a yard plus delivery. Take advantage of freebies Your city, your friend: Cities often give away free trees, mulch and compost. In Seattle, for example, groups of neighbors can request 10-40 trees from the city in exchange for planting and maintaining them. Demolition sites: These are great sources for bricks and stones, but make sure you have permission to remove them. Fellow gardeners:See something you like in a neighbor’s yard? Offer to trade cuttings. Also, set up seed exchanges with other gardeners or check out existing exchanges online such as those on iVillage’s GardenWeb and GardenHere.com. Avoid costly mistakes: Really think about how you're going to use your outdoor space. If you plan a water feature but are annoyed by the noise of babbling brooks, you’re going to spend more money ripping it out and replacing it with something else later. Take the time to educate yourself and you'll avoid common pitfalls such as planting a tree too close to your house. Work with what you have: Preserving existing plants and trees can help you save the cost, materials and resources needed to establish a new planting. Educate yourself about plant care and pruning; that 12-foot magnolia in the back yard would likely cost you $65 and five years of growing to replace. in your yard are flood-prone and which are always in the sun can help you buy the right plants for the right conditions. Some areas might be better for swing sets or patios. Hire yourself: The best way to save money in landscaping is to do as much work as possible yourself. A 3-gallon bush may cost $20, but the price skyrockets to $30 or $40 when it’s planted by a landscaping professional. A $3-to-$4 perennial will cost about $12 installed. Know when to hire the pros: There are times when it makes sense to hire a pro. Beverly Katz of Exterior Designs in New Orleans suggests hiring help for jobs that take more muscle or design skill than you have, such as creating hardscapes, while you take on more manageable tasks such as planting small shrubs and perennials. (You can find landscape architects at the American Society of Landscape Architects Web site and certified landscape designers at the Association of Professional Landscape Designers Web site.) When using pros, try to get a packaged deal: Check out nurseries that offer landscaping services. Many will offer discounts on plant material to their landscaping customers. Classic Nursery and Landscape Company in Redmond, Wash., for example, offers a 20 percent discount on all plant material for one year to their clients. Hire a consultant: A full landscape design that includes drawings and a planting plan can cost anywhere from a couple of hundred dollars to more than $1,000, depending on the complexity of the design and the overall budget of the project, according to Katz. A less-expensive route is to draw your own plan and hire a landscape designer to review it. “I charge $100 to $150 an hour to consult. I’ll make notes and add to the plan,” said Katz. Take a phased approach: Divide your plan into phases and pay as you go with funds on hand. You’ll save on loan or credit costs and be able to evaluate your progress and adjust plans before moving to the next phase. Time your purchases: Buy trees, shrubs, perennials, soil and mulch late in the season when retailers want to be rid of them. Depending on your region that could be early fall, a great time for planting because it gives the plant time to develop roots before the summer heat arrives. Check alternate resources: Look beyond stores for bargains. Arboretums, botanical centers, plant societies and gardening clubs often hold plant sales. You can join The National Arbor Day Foundation

for $10 and receive 10 free trees shipped to you at no cost. At Free Trees and Plants, a retail Web site that helps train and employ the disabled, you only pay shipping and processing fees on all your orders. Buy small: Purchase small-sized plants; five 1-gallon Shasta daisies at $3 apiece cost the same as one 3gallon plant at $15 at Armstrong Nursery in Carlsbad, Calif. Depending on the species, the smaller plants could double in size in two years, giving you more plant for your money. Protect foundations: Roots can damage concrete blocks, driveways and sidewalks, so plant large trees at least 30 feet from those areas. Divide: Look around your yard for any perennials that can be divided and used elsewhere in the landscape. A one-gallon perennial can cost about $9 at a nursery, but you can easily divide the one you planted last year into four plants, saving $27. Compost: Save money on fertilizers and mulch by composting your own, using yard waste and food scraps. Compost piles can be made of recycled 2 x 4s and chicken wire. All you need is access to the pile and enough space to turn it every now and again. You’ll pay as much as $5 per small bag of compost at your local home improvement store. Think about maintenance: A large lawn is great if you don’t mind mowing. But if paying a yard guy $50 a week is part of your plan, make sure that goes into your budget. Be water smart: According the Environmental Protection Agency, outdoor water use constitutes almost 20 percent of total home water use. Look for plants that are drought-tolerant to save on your water bill. Finally, be patient. Plants will not fully mature for a good two to three years, longer for trees and many shrubs. Enjoy the process – and the money you saved.

Repairing a Leaky Cartridge Faucet By Bob Formisano, About.com Repairing a leaky faucet is one of the most common repairs in the home. However due to the various types of faucets available many home owners don't know where to start or think the new style faucets are too complicated to repair. I'll show you how easy it can be in this tutorial and you'll save yourself $75 in plumbing bills in the process.

Step 4: Remove Locking Nut Securing Faucet Cartridge Once the faucet body is removed, you can then access the locking nut that is probably holding the cartridge down. Some models of faucets don't have a lock nut but most do. Loosen and remove the nut by using a pipe wrench as shown here or Channel-Lock type pliers. Note the brass screw in the top of this cartridge. Its purpose is to reinforce the stem when the faucet body's allen screw is tightened against it. You may need to remove this old screw and reuse it in the new cartridge as not all replacement cartridges come with a new screw.

Step 5: Remove Old Faucet Cartridge & Purchase Replacement

Step 1: Turn Off Water To Faucet The first step in the faucet repair is to locate the water shutoff to your faucet and turn off the water to the leaking faucet. The water shutoff is usually found directly under the sink and consists of a small valve and a small handle. If the valve is similar to the style shown here, turn the handle clockwise to tighten and shut it off. More modern valves may have a toggle style lever that needs to be turned so it is opposite how you find it when the valve is open and the water is running. If your house does not have local shutoff valves, then you'll need to go to the water main and shut off the water supply there. Once the water is shut off, then open the faucet fully releasing any pressure and letting the water drain out.

Step 2: Remove Handle Lever or Cover Plate Since no one wants to look at an unsightly connection holding your faucet handle together, the handle body will be attached discreetly to the faucet cartridge. The connection may be concealed under a plastic cover plate as found on the top of some handles or on the side and under a handle as shown in this photo. In any case, in order to gain access to the attaching screw, you'll probably have to remove a cover plate or handle first.

Step 3: Remove Faucet Body Once you have removed the faucet handle or cover plate, you can gain access to the screw holding the faucet body to the cartridge. The screw may be a Phillips head screw if found on top of the handle (under a plastic cover plate) or it may be a discrete allen screw like the one shown in the above photo. Remove the screw and lift the faucet body off the faucet cartridge stem.

Once the lock ring is removed, simply lift the old cartridge out. You may need to use some pliers since these can get stuck a little. Now that you have it removed, it's time for a little trip to the hardware store to get a replacement cartridge. It's usually a good idea to bring the old faucet cartridge along as it makes finding a replacement a lot more fool proof. Sometimes the hardware store clerks just need to see the old one and can immediately show you where to find the replacement.

The Faucet Cartridge What it Looks Like I know you've been wondering what this little guy looks like anyway. Well here he is in all his glory. A simple little invention that makes plumbing simple and easy. The faucet cartridge is self contained with all the inner workings necessary to let your water flow and shut off easy and reliably.

Step 7: Replace With New Faucet Cartridge Now that you have your new cartridge in hand, replace the little brass screw in the top of the shaft if necessary and then place the cartridge back into its housing. Be careful to align the cartridge according to the slots in the housing and the faucet cartridge itself. It's not hard, there is really only one way this will work anyway.

Step 8: Reassemble Faucet and Restore Water Supply Now all you have to do is reassemble the faucet by replacing the lock ring, tighten the faucet body down and and replace the handle or cover plate. Restore the water supply and check for leaks. But don't worry. If you followed the directions in this tutorial you won't have any.
