Reasons for Homeownership As the military buildup edges closer to being a reality on Guam, many of the residents of Guam will begin to feel the effects of a large anticipated increase in residents on the island. One of the most discussed and obvious will be the impact on housing on island. For all of those living on Guam today, we know that housing options can be expensive and limited. And although the military plans call for much of the new military personnel to be housed on base in new base housing, support personnel and other increases in Guam’s population caused by the buildup, as well as a natural growth of the island will create an even greater pressure on the housing market. These are exciting times in real estate on Guam and the buildup is one good reason that if you are currently renting a home, now is an opportune time to consider buying. The Guam Association of REALTORS® is planning a public seminar on home buying his fall and we will invite all of the public to attend. In the meantime, please consider some of the many reasons to buy a new home. Not only are interests rates exceptionally low, and a first time homebuyers tax incentive in place this year, but, here are seven more reasons for buying your new home: (Adapted from National Association of REALTOR®’s information packet).
7 Reasons to Own Your Home 1. Tax breaks. The U.S. and Guam Tax Code lets you deduct the interest you pay on your mortgage, your property taxes, as well as some of the costs involved in buying your home. 2. Appreciation. Real estate has long-term, stable growth in value. While year-to-year fluctuations are normal, median existing-home sale prices have increased on average 6.5 percent each year from 1972 through 2005, and increased 88.5 percent over the last 10 years, according to the National Association Of REALTORS®. In addition, the number of U.S. households is expected to rise 15 percent over the next decade, creating continued high demand for housing.
4. Savings. Building equity in your home is a ready-made savings plan. And when you sell, you can generally take up to $250,000 ($500,000 for a married couple) as gain without owing any federal income tax. 5. Predictability. Unlike rent, your fixedmortgage payments don’t rise over the years so your housing costs may actually decline as you own the home longer. However, keep in mind that property taxes and insurance costs will increase. 6. Freedom. The home is yours. You can decorate any way you want and benefit from your investment for as long as you own the home. 7. Stability. Remaining in one neighborhood for several years gives you a chance to participate in community activities, lets you and your family establish lasting friendships, and offers your children the benefit of educational continuity. As of this writing, there are listed on the Guam Multiple listing Service over 400 homes and condos active and for sale. About 125 of them are under $200,000 and half of those are under $150,000. With monthly mortgage payments on $150,000 loan hovering around $900-$1000, this may be a perfect time to get into your own home, or even to buy a rental. Additional closing costs and loan fees will likely apply, and you can discuss with your bank and your REALTOR® the options that may be available to you.

There’s Good News and Bad News W. Nicholas Captain The calm before the storm may best describe Guam’s current real estate market, but the calm has already started to quiver. The overall market reflected strong gains during the second quarter of 2009 and expectations remain high that significant growth will occur over the next 12 to 24 months. However, certain sectors remain weak. Like Arnold Schwarzenegger’s California budget, Guam’s second quarter real estate market statistics included The Good, the Bad and the Ugly. The good news confirms that the worst is over and overall sales during the second quarter increased a remarkable 55 percent to $56.1 million. In addition, the median price of a single family dwelling (SFD) rebounded 25 percent to $199,500, the strongest quarterly gain on record, but still 16 percent below the $238,000 median price high set in the third quarter of 2008. The SFD median price was nearly flat compared to the same period in 2008 and 2007 and the stabilization is a positive sign considering the dramatic increases since 2003. The single family dwelling sector reflected 158 sales in the second quarter, up 40 percent from the five year low of 115 sales in the first quarter. However, the 158 sales are relatively weak compared to the 210 average units sold during the same period in 2006 to 2008. The more volatile condominiumsector reflected 38 sales, up 52 percent, and a $131,000 median price, down slightly from first quarter statistics. 6 CasaGuam September 09
The good news in Guam’s real estate market also includes the return of highend housing sales, which shrank to a nano-market during the first quarter. Clearly the fear and uncertainty caused by global economic and credit market fallout is on the decline as 21 houses sold at prices above $350,000 and 5 houses sold at prices above $500,000 during the second quarter. The second quarter also reflected four condominium transactions at prices above $325,000 which is good news for sellers. But with the commencement of the U.S. military’s largest construction project since World War II now less than one year away, why would anyone want to sell? Guam’s first experience with $1 billion per year in construction alone is already fixed for
FY2010. We expect further increases in median prices for housing because an increasing number of sales will reflect new and higher priced product. The bad news for Guam’s real estate market is that activity, although increasing, remains weak. Our downward revised expectations (again) for overall 2009 sales volume reflects $225 million, down 42 percent from 2008 (which was down by 55 percent from 2007). Strong growth from the first quarter was expected because that period was weaker than the height of our local “depression” during 2002 and 2003. The bad news also includes generally weaker overall economic conditions with significant job losses reflected in the tourism sector.

The ugly news for Guam’s real estate market involves a lack of foreign investment. Historically, Guam’s market has significantly increased only when foreign investment is flowing into real estate acquisitions and development. Korean investment has shifted from acquisition into construction which is positive, but we need foreign capital injections to push real estate to the next level. The lack of foreign investment creates what may be the last good buying opportunity for many years. We expect strong market conditions to coincide with massive military construction projects between 2010 and 2015. The next 12 months may involve the last great Guam real estate investment opportunity during our lifetimes.

Local Commercial Real Estate Sector on the Rise

According to the National Association of REALTORS®, having a sound and well-functioning commercial and multifamily real estate sector is critical to the country’s economic growth and development. In Guam, that certainly is the case. In the mid-year report from Captain Real Estate Group, Nick Captain states that the overall market reflected strong gains during the second quarter of 2009. The most notable in these sales involved commercial property: a $3.1 million industrial property acquired by Jerry Kramer’s Pacific International Inc.; in May 2009, Triple J Enterprises sold the MKI Air Conditioning commercial property in Tamuning to at a recorded price of $925,000. The report also stated that the highlight of the quarter involved the sale of a Talo Verde cliff line land sale from Pacific Rainbow at a recorded price of $521 per square meter. 10 CasaGuam September 09

Korean investment has shifted from acquisition into construction which is positive, but we need foreign capital injections to push real estate to the next level.” In testimony on Capitol Hill before the Joint Economic Committee, NAR noted that commercial real estate supports more than 9 million jobs and services in the United States. “In fact, as many as 6.5 million jobs that have been lost in the economic downturn have come from the office, industrial, retail and multifamily sector,” said NAR treasurer Jim Helsel, a Realtor® who has specialized in commercial real estate for more than 34 years. He said the overall economic crisis in the financial market has had a direct impact on the fundamentals of the commercial real estate market, causing the worst liquidity challenge since the 1990s. Local real estate professionals differentiate Guam among its main counterparts in that Guam has a beam of light at the end of the tunnel — the military buildup. Captain said, “With the commencement of the U.S. military’s largest construction project

since World War II now less than one year away, Guam’s first experience with $1 billion per year in construction alone is already fixed for FY2010. We expect further increases in median prices for housing because an increasing number of sales will reflect new and higher priced product. We expect strong market conditions to coincide with massive military construction projects between 2010 and 2015. The next 12 months may involve the last great Guam real estate investment opportunity during our lifetimes.” Liz Duenas, associate broker for Remax Diamond Realty said, “The buildup is going to happen. There’s no question about it.” She added that now is the time to invest. “I’ve been seeing a rise in people renting commercial properties, people setting up shop. NATIONAL ASSOCIATION OF REALTORS® COMMERCIAL MARKET REPORT Office Market The office sector continues to suffer the most from job losses, which reduces the demand for space. Vacancy rates will probably increase from 15.5 percent in the second quarter to 18.8 percent in the second quarter of 2010. Annual rent in the office sector is projected to fall 14.1 percent this year and 10.0 percent in 2010 after a 0.4 percent decline last year. In 57 markets tracked, net absorption of office space, which includes the leasing of new space coming on the market as well as space in existing properties, is estimated to be a negative 75.0 million square feet in 2009 and a negative 47.2 million next year.
Industrial Market The contracting global economy has constricted the industrial sector. Vacancy rates are likely to rise from 13.0 percent in the second quarter of this year to 15.0 percent in the second quarter of 2010.
Annual industrial rent should fall 11.4 percent this year and another 11.7 percent in 2010, after declining 0.8 percent in 2008. Net absorption of industrial space in 58 markets tracked is seen at a negative 300.0 million square feet this year, and a negative 112.0 million in 2010. Because much construction in recent years was customized to meet specific industrial needs, many obsolete structures remain on the market.
Retail Market Given a pattern of weak consumer spending, the retail vacancy rate is forecast to edge up from 11.7 percent in the second quarter to 12.9 percent in the same period of 2010. Average retail rent is likely to fall 6.1 percent in 2009 and 4.9 percent next year; it declined 2.0 percent in 2008. Net absorption of retail space in 53 tracked markets is expected to be a negative 25.9 million square feet this year and a negative 3.6 million in 2010.
Multifamily Market The apartment rental market – multifamily housing – is facing higher home sales by first-time buyers, but also is experiencing increased demand from families who have lost their homes. Multifamily vacancy rates should slip from 7.4 percent in the second quarter of 2009 to 7.1 percent in the second quarter of next year. Average rent is projected to decline 1.5 percent this year, then rise 0.8 percent in 2010, following a 2.9 percent gain in 2008. Multifamily net absorption is forecast at 168,300 units in 59 tracked metro areas in 2009 and 64,600 next year. In the past few years we have seen so many changes in our real estate market that I hesitate to try to predict what will happen in the near future. From 2004 through 2008 we saw a rise in prices for real estate here in Guam that hasnâ&#x20AC;&#x2122;t happened since the late 1980â&#x20AC;&#x2122;s. This â&#x20AC;&#x153;boomâ&#x20AC;? was caused by speculators and investors buying up properties in Guam due to the falling real estate markets in the United States and the rumors of the massive military relocation from Okinawa to Guam. Because of the sub-prime mortgage problem and the fall of real estate values in the states, especially in the western states and Hawaii, investors who had sold their properties in these areas and wanted to invest elsewhere discovered Guam as a great place to do their 1031 exchanges. The reasons were that we seemed to be not affected by the crisis that was hitting the states and the all in values due to the bad mortgages that were given in the early 2000â&#x20AC;&#x2122;s. Also the prices in Guam were at an all time low since the early 1980â&#x20AC;&#x2122;s and seemed to have nowhere to go but up. These investments cause the value of real estate to rise dramatically from 2003 through 2008. We saw condominiums almost double in value and houses rocketed
Chris Felix takes a look at where the real estate marketâ&#x20AC;&#x2122;s been, and what he expects to see. over 50 percent in values. Other sections of the market such as industrial, commercial and raw land also increased over this period. The second factor that caused the market to increase was the planned relocation of over 8,000 marines and their families (representing over 25,000 people) to Guam from Okinawa. This â&#x20AC;&#x153;rumorâ&#x20AC;? started around 2003 and became more
and more solid as the negotiations between the US government and the Japan government become more solid and commitments were made. The more these â&#x20AC;&#x153;rumorsâ&#x20AC;? became solid the more investors purchased real estate in Guam. Again they focused primarily in the residential areas but then started purchasing Industrial and other properties.

For a few years there was an important third factor in the real estate market growth in Guam from 2006 through 2008 and that was the Korean investments. The Korean Government started to allow companies to invest their funds outside of Korea and this caused a high demand and increase in values for resort properties such as hotel sites and large properties. However, these investors slowed down due to the Market crash last year and the devaluation of the Korean Won. This year seemed to be a settlement year with prices settling and in some cases dropping a bit. I do expect things to start to increase next year and then get even hotter in 2011 and 2012 due to the military relocation and massive spending that is supposed to happen over the next five years. I do believe we are heading into very interesting times.

“Real estate is the best investment one could make.” These words stuck with Marilou Sarthou Lacson when her grandfather uttered them to her several years ago. She has since followed her family’s history of investing in real estate. As luck would have it, her husband’s family also invested in real estate so the two found common ground. But it wasn’t until she relocated to Guam that she looked as real estate as a career. “Visiting with my godmother in Connecticut, I was exposed to her real estate practice,” Lacson said. “Her husband’s job brought her there, and her love for houses and home design led her to practice real estate where she found her niche as the top realtor to the Latin community.” When Lacson relocated to Guam,
her mother-in-law asked her to manage the family’s Guam properties. “I felt getting involved in the real-estate business would be a great opportunity to meet more people in the local community and still have time for the family,” she said. However, just like any business, Lacson said real estate comes with its

share of challenges. “Being a relative newcomer in an association that boasts of many accomplished and seasoned Realtors, finding my niche and my place has been a challenge.” But she was fortunate to be surrounded by many who have taught and mentored her along the way. “My broker, Arnold Jose, has patiently taught me the ropes and has very generously given of his time and advice,” she said. “He has encouraged me to serve with the Guam Association of Realtors, where I have met the most wonderful Realtors who have shared their knowledge and expertise, along with my co-Realtors at Jose

Having this amazing support group has definitely helped me overcome the challenges I have had to face.” Lacson has been relatively successful since, citing her million-dollar listing as her most memorable real estate moment. Repairing a Leaky Compression Washer Faucet By Bob Formisano, About.com

Repairing a leaky faucet is one of the most common repairs in the home. Compression faucets have been around the longest and are very common in older homes. However due to the various types of faucets available many home owners don't know what type of faucet they have in their home.
Step 3: Remove Valve Stem Assembly Cover
Compression faucets are the type that use a washer that when compressed (by tightening the faucet handle) shuts off the flow of water. These washers take a beating and wear out pretty frequently. They are kind of "old school" in that they tend to have a few parts you have to take apart in order to replace the washer, but it's really not hard.
Step 4: Remove Valve Stem and Assembly
I'll show you how easy it can be to repair a compression faucet and you'll save yourself a chunk of change in plumbing bills in the process.
Once the handle is removed, you'll typically find a cover over the valve stem assembly if the faucet is single faucet such as with a tub or some sinks. To remove the valve stem assembly cover, unscrew the knurled knob that holds it on and remove the cover.
At the base of the exposed stem, you'll see that the top of the valve stem assembly has a hex shape nut so it can be removed with a wrench. Unscrew the valve stem assembly from the housing. You can use an adjustable wrench, pipe wrench or channel-lock pliers.
Step 1: Turn Off Water To Faucet The first step in the faucet repair is to locate the water shutoff to your faucet and turn off the water to the leaking faucet. The water shutoff is usually found directly under the sink and consists of a small valve and a small handle. If the valve is similar to the style shown here, turn the handle clockwise to tighten and shut it off. More modern valves may have a toggle style lever that needs to be turned so it is opposite how you find it when the valve is open and the water is running. If your house does not have local shutoff valves, then you'll need to go to the water main and shut off the water supply there.
Step 2: Remove Faucet Handle The handle body will be attached to the faucet valve stem by a screw concealed under a cover cap. The cap on older faucets is often metal and screws into the handle. So to gain access to the screw holding the handle on, you must take a pliers and grip the cap and unscrew it to reveal the screw. Other faucets may just have a metal cap that pops on and off. The best way to tell is if the metal cap has serrations around the perimeter, then that's for grip and is probably a cap that screws off. If the cap is thin, then it probably prys off. Once the cap is removed, it will reveal a screw that holds the handle onto the valve stem. Remove the screw and firmly pull off the handle.
Step 5: Remove Old Washer and Replace with New Washer Once the valve stem assembly is removed, you'll find the old washer on the end sitting in a valve seat. It will be held in place with a screw and it will look pretty well beaten up and crushed. Remove the old washer by removing the brass screw and by taking a screwdriver into the screw hole in the washer, just pop the old washer out. Clean the end of the washer holder of any deposits or left over rubber so that the new washer sets cleanly into the valve seat. Replace with the correctly sized washer. Taking the old one to the hardware store is the best way to fit a new washer.
Step 7: Reassemble Faucet and Restore Water Supply Reassemble the faucet by replacing the valve stem and body, cover, handle and cap. Make sure to tighten the valve body into its seat securely. Restore the water supply and check for leaks.

REALTOR® Safety is a Year-round Priority The National Association of REALTORS® will officially observe the REALTOR® Safety week from September 13th through the 19th, 2009.
Safety Tips Keep in touch. Always let someone know where you are going; leave the name and phone number of the client you are meeting and schedule a time for your office to call you to check in. “After you…” When showing a home, always have your prospect walk in front of you. Don’t lead them, but rather, direct them from a position slightly behind them. You can gesture for them to go ahead of you and say, for example, “The master suite is in the back of the house.” When showing a vacant commercial site, be aware of the time of day you meet a client. Showing a property at dusk or after dark, with no electricity on in the space you are showing, is not advisable. Create an office distress code. Establish a voice distress code, a secret word or phrase that is not commonly used but can be worked into any conversation for cases where you feel that you are in danger. Use this if the person you are with can overhear the conversation, but you don’t want to alarm them. Example: “Hi, this is Jennifer. I’m with Mr. Cruz at the Barrigada listing. Could you e-mail me the red file?” Scam alert! At an open house, be alert to visitors’ comings and goings, especially
near the end of showing hours. There have been police reports about groups of criminals that target open houses, showing up near the end of the afternoon. While several "clients" distract the REALTOR®, others go through the house and steal anything they can quickly take. Protect your clients Warn your clients that not all agents, buyers and sellers are who they say they are. Strangers who stop by unannounced should be asked to make an appointment with the REALTOR®. Stress that your clients should never show a home without the presence of an agent. Check cell phone reception When you’re showing commercial property, thick walls and/or remote locations may interfere with mobile phone reception. Check in advance to be sure your phone is serviceable in the area in which you are showing the property. Keep your phone at your fingertips Always carry a charged mobile phone. To best prepare for an emergency, pre-program important numbers into your cell phone. These may include your office, your roadside assistance service or garage, and even 911. Choose flight over fight While every REALTOR® should take a basic self-defense course, the primary goal in any threatening situation is to escape from immediate danger and call for help.
