Time is Running Out Now! By Steffen Niu

I

n August of this year, I talked about the $8,000 tax credit for homebuyers, which was part of the U.S. Federal economic stimulus plan. This tax credit is available to first-time homebuyers in the U.S. mainland and in Guam, and the National Association of ReAlTORS® suggests that as many as 350,000 new home sales were directly credited to this tax incentive. That credit is expiring soon, and only homes purchased through December 1, 2009 qualify for this tax credit. In order to take advantage of this credit now, a new homebuyer will need to locate a home, complete financing, inspections and title reports and complete the purchase by December. The Guam Association of ReAlTORS® supports the National Association of ReAlTORS®’ effort to ask congress to extend this credit beyond the current deadline. In its call to action, we are asking for a show of support to our congressional delegate to extend the deadline of the tax credit to the end of 2010 and to extend it to all homebuyers, not just firsttime homebuyers. The tax credit program has not only been effective in helping turn around our national economy and making the dream of home ownership for many first time buyers a more affordable reality, but it brings this right home to us here in Guam where home prices are likely to rise in the time of an impending military buildup.

NAR is currently lobbying to extend the time deadline on the credit through 2010, as well as to extend the scope of the program to include others than just first-time homebuyers. This could mean a great boost to Guam residents looking to buy into the rental market if the program is expanded in time and scope. NAR and GAR encourage you to contact your congressional representative to show your support of this initiative. The Guam Association of ReAlTORS® is also working to put together a public information seminar this year which will provide the public with information on this valuable tax credit, on how to purchase a home, how to get financing, how to prequalify for loans, and how to utilize the services of a ReAlTOR®. Please keep tuned for time and date information on this, and come out to meet your local ReAlTORS® . We will also be discussing how you can access the MlS(Multiple listing Service) to get the information on your own regarding which homes you may want and how you can work with your Realtor® to secure the home of your dreams.

The Worst is Over By Nick Captain

T

he worst is over — overall sales during the second quarter of 2009 increased a remarkable 55 percent to $56.1 million. In addition, the median price of a single family dwelling (SFD) rebounded 25 percent to $199,500, the strongest quarterly gain on record, but still 16 percent below the $238,000 median price high set in the third quarter of 2008. The SFD median price was nearly flat compared to the same period in 2008 and 2007 and the stabilization is a positive sign considering the dramatic increases since 2003. The single family dwelling sector reflected 158 sales in the second quarter, up 40 percent from the five year low of 115 sales in the first quarter. However, the 158 sales are relatively weak compared to the 210 average units sold during the same period in 2006 to 2008. The more volatile condominium sector reflected 38 sales, up 52 percent, and a $131,000 median price, down slightly from first quarter statistics. The good news in Guam’s real estate market also includes the return of high-end housing sales, which shrank to a nano-market during the first quarter. Clearly the fear and uncertainty caused by global economic and credit market fallout is on the decline as 21 houses sold at prices above $350,000 and 5 houses sold at prices above $500,000 during the 6 CasaGuam October 09

second quarter. The second quarter also reflected four condominium transactions at prices above $325,000 which is good news for sellers. But with the commencement of the U.S. military’s largest construction project since World War II now less than one year away, why would anyone want to sell? Guam’s first experience with $1 billion per year in construction alone is already fixed for FY2010. We expect further increases in median prices for housing because an increasing number of sales will reflect new and higher priced product. During the first half of 2009, especially considering the temporarily disrupted market conditions, there were a remarkable number of notable transactions. The first quarter, for the first time

on record, reflected zero transactions priced above $1.0 million. The highest priced deal of the quarter closed in March, when Manu Melwani sold the leased fee interest in a former Royal Palm Tumon land site to Becco Guam, Inc. at a recorded price of $950,000, slightly less than the reported March 2008 price of $1.0 million. Also, a high end Tamuning house sold at $850,000 and another house sold at $550,000 during the first quarter. After that, all sales reflected prices below $500,000. Now that’s quiet. During the second quarter, the market recovery was evident as the increase in notable sales included 10 transactions closed at prices above $500,000. These sales included a $3.1 million industrial property

acquired by Jerry Kramer’s Pacific International Inc. In May 2009, Triple J enterprises sold the MKI Air Conditioning commercial property in Tamuning (behind McDonald’s) to Victorino and Conchita Reyes at a recorded price of $925,000. Five houses priced above $500,000 sold during the second quarter and a five acre land parcel in Yigo sold at $30 per square meter, approximately the same price it sold at in November 2007. The highlight of the quarter involved the sale of a Talo Verde cliff line land sale from Pacific Rainbow to Mr. Marchal at a recorded price of $800,000 or $521 per square meter. lastly notable, a Tumon land sale reflected $236 per square meter, down by nearly 15 percent from its prior 2007 sale.

Make your house a home by giving it your own distinct touch.

ou have a new place and now you need to fill it. But before you begin a decorating project, determine your resources, ideal living environment and how much you can afford to spend to pull it together. Decorating a home is about finding a comfortable balance between the different furnishings in the space. This balance is achieved by placing objects with varying characteristics in places where they complement one another. The idea is to create relationships between your possessions, in order to develop a whole which is more impressive than the sum of its parts. There isn’t a right or wrong way to design your home. According to Yvonne Rodriguez, general manager at Designer’s Direct, “[The ‘best’ design] differs for each client based on his or her individual personality and taste. It takes a lot of observation ... the homeowner’s surroundings, what the home lends itself to, that leads me to a sense of style.” But in general, there are three elements to a successful design: function, mood and harmony. The Sheffield School of Interior Design states that these three elements is the secret ingredient to all great designs. For Donna Baker, president of Dizzy Inc. and designer for Tanota Partners, her favorite style of design is tropical Asian. “Tropical Asian fits into the Guam lifestyle very well as does other influences, like Asian modern, tropical, contemporary and minimalism to name a few,” she said. “If you try designing a French chalet in Guam, it’s just not going to work, because we are not in France.” To abide by the three elements of design, we must also look at other factors.

Scale

Scale refers to the size of architectural features and furnishings within a space. With scale, finding a balance is particularly important, as otherwise you will get a room that feels chaotic, and looks peculiar. Baker said a common myth she often encounters is the belief that filling a room with a lot of items make it more appealing. “I really feel that less is more,” she said. “Sometimes you don’t want to have a huge room. Color is a great way to soften up the room and make it more cozy. If you put too much into a house, then nothing looks special. But if you simplify and put things you only truly love, then you have a house that brings a smile to your face. Your home should be your sanctuary that brings peace and happiness into your life. If it’s cluttered and messy, then your thoughts and life are cluttered and messy.” large rooms should generally be furnished by larger items. Tall armoires, high backed sofas and shelves that reach towards the sky are all different objects you can use to put a larger room into perspective. If you have a smaller space, create the illusion of height with shorter possessions. Scale is also about creating a room that matches your own size. If you are a tall person, you will want possessions which don’t make you feel like you are living in a doll house. If you are petite, you don’t want the room to tower over you. If you are a large person living with someone who is tiny, you will have 12 CasaGuam October 09

to balance big and small furnishings as if they were on a see saw, to create a space which is not only scaled to match you both, but which also has an inherent harmony to it.

Contrast

Controlling contrast is a relatively difficult balancing act when decorating a room. It is like trying to tame fire; it can be very useful, but if it gets out of control, it can destroy the whole design. Contrast means red napkins on white tablecloth. It is a green wall clock on a stark black wall. Contrast makes the design interesting, adding an exciting power to the ambience of a space. However, using too much contrast can create a room which is muddied and chaotic. People will feel agitated in the space, and their thoughts will become disordered. It can even make the room irritating to be in. You have to try and find ways to create contrast, without overwhelming the space. Try using tiny accents throughout the room, so that the overall order of the space can tone down the bright colors in small places. Alternatively, you can use a single bold contrast, such as a bright yellow pillow, or a pair of luxuriously red curtains, to create a focal point which will give the room an inherent premise.

Rhythm

Rhythm is the art of creating a theme throughout a space. The theme does not necessarily have to be overt, such as animal prints, or historical geography. It can be as subtle as a color, or series of


Feature contrasts, or even a series of patterns which are all reminiscent of one another. Rodriguez said, “Adding a fresh coat of paint can create a whole new look in any room. Do-it-yourself projects, like painting or installing new floors can save you tons of money. Recruit friends or family to help.” Baker also said it’s important not to over-decorate. “Make your home something you feel comfortable in and use every day. A few good pieces, like a sofa that is really comfortable and good cabinets are great places to put your money. The accessories should be few and nice but they don’t have to be expensive. K-Mart, Ross and Home Depot are great places to look for those accent pieces.” When you are able to create rhythm in a room, you can bring the entire space together, giving it a single purpose and a unified artistic vision. These are just a few of the considerations that professional decorators bear in mind when creating beautiful and comfortable interiors. While the art of creating a space is much more complex than these concepts, they can help keep you grounded and give you direction when creating your home.

Hiring a Professional

If you are still unsure about the elements of design in your home, you can always hire a professional. And before you start thinking about the dent it will create in your wallet, don’t fret. “The most

common myth people believe is that interior design is expensive,” said Rodriguez. “It’s really quite the opposite in most cases. When you design a home, a large part of it is proper planning of space and finding the right elements to work with your design. In the end you save time and money.” She adds that the first step is to create a budget that works and be upfront with your designer so they know what you have to work with. Designer’s Direct offers free interior design consultation and works with all styles and budgets. “We help maximize your space and offer great design ideas,” Rodriguez said. “People tend to make common mistakes such as buying a sofa set, art or accessories that end up completely wrong when they get it into their home. Our consultants help take proper measurements and create layouts to help you purchase the right pieces. We’ll find the right paint colors, furniture and accessories to pull your room together.” lastly, Baker suggests looking through magazines and tearing out pictures you like. “Watch home decorating shows for great ideas, and don’t be scared to use color. It is very rewarding to look at a room and know you were the one who transformed that room into your home.” The Sheffield School of Interior Design was sourced for this article.

Shopping for a Home? Got Portal? By Anthony Godwin

oday, more and more Guam homebuyers are starting their home search on the Internet. Guam homebuyers are not alone in this trend as more than 77 percent of homebuyers nationwide begin their home search online according to the National Association of ReAlTORS®. Over the past several years the ‘online’ experience has been enhanced to bring more property information to the buyers and sellers of real estate. Five years ago or so, the first real estate Web sites allowed visitors to view and search the inventory of all real estate companies that were members of the Multiple listing Service (MlS). The visitor could perform searches but there was no method to save or retrieve the information later. Times have indeed changed and technology has caught up with the buyer’s desire to save and retrieve their searches. Recently Today’s Realty launched a free new service on their ever popular web site, www.guamhome.com, that allows visitors to create a personal webpage called a portal. This portal allows you to save your favorite properties, save ‘what if ’ properties and even ‘reject’ properties that didn’t make the list. This new service also allows you to create and save your own searches. So, for example, say you want to search for all homes in Tamuning with three bedrooms, two baths and an ocean view. Scott Campbell literally jumped out of the water when he entered the real estate industry. You can even say that being in the water is in his genes. In 1954, Campbell's parents opened a scuba dive shop in Guam and he has always been in the business. However, he realized that he could be making money in real estate with less effort. "I [owned and managed] a scuba dive operation and was investing in purchasing condominiums in the late 1980s," Campbell said. "I was killing myself in the diving business and realized that the real estate business was more exciting and [required] less effort." He sold the dive operation and sought to start a real estate firm. "I started Coral Sea Realty with a partner who later left to return to dentistry in the U.S.," he said. For about two decades, Coral Sea Realty has played a big part in the real estate industry, not only locally, but also regionally. "In 1991, we had a development project in Palau and I would travel to Palau every month," he said. "We

had a number of very attractive leases." He also mixed in a little bit of fun, and did some diving and exploring. "I really enjoyed the culture and people in Palau," he said. Though Campbell makes it look easy, he said the real estate industry requires a lot of work. "Some feel that people make a lot of money in real estate by luck or chance," he added. His biggest advice for those looking into joining the industry is not to have really high expectations. "The first couple of years are learning years, and usually do not produce a lot of income. But hang in there, and eventually you can produce a lot." Since being in the business, Campbell said the biggest challenges he's encountered are the drops in the market. "The last couple of years business has been very poor," he said. "You have to work harder in order to keep the income coming. We had to turn to property management in order to survive." He said, "I feel that the present market is lacking investors and therefore is very slow. The housing

For potential real estate investors and buyers, he advised it’s best to go on gut feeling. "Do not feel intimidated by agents and tell you it is a good investment unless you feel comfortable. Do your own 'due diligence' on the purchase or sale of property."

electrical Readiness By Timothy Thiele, About.com Typhoon season is upon us. And although we haven't seen a major one in almost seven years, it's always best to be prepared. Here's how.

Battery-Powered Devices: • Charge your cell phones and have them ready to use. • Get all of your flashlights loaded with new batteries. • Get an all-weather radio that runs on both AC power and batteries.

Accident Ready Kits:

• Have a first aid kit ready for accidents and burns. electricity and water don’t mix, so be prepared for this type of treatment. • Have plenty of canned food and bottled water on hand in the event the power is out. Refrigerated foods would probably perish.

Portable Generator Readiness:

• Get plenty of gas to be able to run a portable generator for a week or two if needed. • Ground your generator properly to ensure electrical safety. • Check and/or change the oil in the generator to be certain it can run for the duration of the storm. Have extra oil on hand. • Be sure that you have a GFCI outlet connect or a GFCI protected extension cord for use in these types of storms. • Have an outbuilding or well ventilated garage to place the generator in order to feed power to your home. Carbon dioxide gas emits from generator motors and this can kill! • Connect portable generators to your home’s electrical panel only through a transfer switch. Never connect it directly to the panel! If you do, electricity can back-feed through the power lines and injure or kill someone down the road. • Do not overload your generator. You can test it by adding the most needed circuits and add a circuit at a time. If the motor starts to bog down, you’ll know that the generator is straining to keep up. You can also use an amp probe to check the load on a drop cord. • Keep the generator elevated to keep it dry in the event that heavy rains cause flooding. Have a way to reach the generator if flood waters threaten. • Get a licensed electrician to install generator connections and transfer switches. When the storm hits, it’ll be too late!

Extension Cord Guidelines:

• Use only extension cords that are rated for the proper load rating to avoid overloading and electrical fires. • extension cords must have three-pronged plugs. Never cut the round ground prong off of the cord. • Discard all extension cords that are frayed, have worn insulation, or have burnt or loose plugs. • Have extension cord splitters in place so that you can plug cell phone chargers and the like in with ease. • Run a drop cord across the ceiling of your basement to the sump pump. Keep the connection as high as possible to avoid any potential flood water.

Backup Lighting:

• Generators can provide power for lighting, but have battery backup lighting installed just in case. • Think about using an extra car battery that can connect to a 12-volt light bulb. Charge these batteries and have them ready! • Buying AC/DC flashlights can be very useful. When the power is on, the batteries are being charged by the AC outlet. When the power goes off, an leD on the flashlight shines so that you can find it with ease.

During the Storm: Electrical Appliances Refrigerator and Freezer and Electronics: Readiness: • Turn off energy hoarding electric water heaters and

If the power goes out, chances are that your generator may not be able to handle the power demand that both the refrigerator and freezer will demand. You can place things like gallons of milk, meat and such in the freezer to possibly save them. If the power does go out, avoid getting into the freezer if at all possible. • Plug only one major appliance into the generator at a time and see if the generator can handle the load. If so, you may be able to continue using the appliances throughout the stormy weather.

• After a typhoon is over, be cautious of downed power lines. Don't go anywhere near them if you see them laying in your yard. Use your cell phone to call the utility company and let the professionals handle it. These downed lines are especially dangerous when the ground is wet. Remember that water is an excellent conductor and the human body is too. Safety first! Whatever you do, remember that. The life you save, may be your own!

• Fill bathtubs and sinks in anticipation of power outages. With the power out, you’ll have no well and likely no city water at some point. • Fill five gallon buckets to flush toilets. Use this sparingly, it may be a long haul!

Unauthorized Use of ReAlTOR® Trademarks By Peggy Araullo Llagas Did you know that the use of the “ReAlTOR®” marks in publications other than that of a member board is unauthorized? This includes the titles of books, magazines, newspapers and other periodicals. All such uses should be brought to the immediate attention of the state/local association and national association. It should be noted that the names Real estate Today ® and Realtor News ® are registered trademarks owned by the national association. Any unauthorized use of the trademarks Real estate Today® and Realtor News® should be handled in the same manner as unauthorized use of the marks. The use of the marks in the text of a publication should be evaluated as a possible improper use. It is the duty of each member association to call improper uses of the marks in television, radio and print media news items, editorials or articles, to the attention of editors, publishers and broadcasters. editors, publishers and broadcasters occasionally use the marks improperly, and must be reminded periodically that the marks identify members of the national association and that the term ReAlTOR® is not synonymous with “real estate broker,” “broker,“ or “real estate agent, etc.” They must also be advised of the registered status of the marks and requested to use initial capital letters to distinguish the terms ReAlTOR® and ReAlTORS® from words of ordinary use. It is improper for a news report of any sort (e.g., newspaper, radio or television) to use the terms ReAlTOR® or ReAlTORS® in a manner which suggests such terms are interchangeable with “real estate broker,” “broker,” or “real estate agent.” Such improper uses are particularly injurious to the marks because they tend to dilute the marks’ distinctiveness. Moreover, such improper uses may also be damaging to the national association or its member boards by incorrectly identifying as a ReAlTOR® a person who has not pledged to adhere to the code of ethics, and whose qualifications or actions may not be consistent with the image and professional standards of ReAlTORS®. Initial capital letters for the terms Realtor and Realtors (e.g., ReAlTOR® and ReAlTORS®) should be accepted as satisfactory since most newspapers follow the associated press style book or the united press international style book in preparing copy. Services business or other organizations (other than member firms) offering various services to the public, including real estate businesses, may not use the marks without the authorization of the state/local association and the national association.
