Guam Home Buyers Seminars

I

n case you missed it, the Guam Association of REALTORS® put together a series of public education seminars in October for homebuyers. Although the REALTOR® Association serves all real estate needs on Guam, from buyers, sellers and renters of vacant land, commercial, and residential properties and more, this series was concentrated on homebuyers on Guam, with an emphasis on new homebuyers. Classes were provided in Homebuying basics, searching for your home on the Guam Multiple Listing Service, How to get Financing, Government programs (Guam Housing Corporation), Title Insurance issues, Home Insurance, the economic stimulus tax credit, and how to use a REALTOR® to find your home. The Guam Association of REALTORS® (GAR) is a non-profit professional organization of real estate professionals dedicated to protecting the public trust and professionalism in real estate business on Guam. GAR offers these public education seminars from time to time as a public service to help educate the public on real estate issues and opportunities. Generous contributors to this series of free public outreach seminars were Liz Duenas of RE/MAX Diamond Realty, Anthony Godwin of Today’s Realty, Moe Cotton of Century 21 Commonwealth Realty, Mary Guerrero and Jeremy Rojas from Guam Housing Corporation, Kim Young from Security Title, Therese Camacho and Dominic Cruz from CSB/ANZ Bank, and Nancy Tan from Moylan’s Insurance. Guam Association of REALTORS® is extremely thankful for all the assistance, expertise, and advice from these contributors, and of course to Peggy Llagas the Executive Officer of GAR for her time and dedication on this event.

For those who were able to attend, they were able to learn from these leading experts in their field about the steps of homebuying from the very beginning of searching for your home, to qualifying for a conventional loan or government loan option and tax breaks, using the free services of a REALTOR® to assist in the process, Title and home insurance coverages. Attendees also learned that now is an excellent time to buy in Guam Low interest rates coupled with housing rates which we can generally expect to rise in the next few years, make this an opportune time to get into the market, and for renters to get out of paying rent and into equity in their own homes. The same monthly payment today will likely buy considerably less of a home in the future if rates go back up to normal and prices rise as the military buildup reduces inventory. The time for the economic stimulus tax rebate of up to $8,000 for first time homebuyers is also running out and although there is talk of extending this credit, until that happens there is not guarantee it will be available beyond the current November 30th, cutoff date. Bracing for the Boom By Nick Captain

T

he calm before the storm may best describe Guam's current real estate market, but the calm has already started to quiver. The overall market reflected strong gains during the second quarter of 2009 and expectations remain high that significant growth will occur over the next 12 to 24 months. However, certain sectors remain weak. Like Arnold Schwarzenegger's California budget, Guam's second quarter real estate market statistics included The Good, The Bad and The Ugly. The good news confirms that the worst is over and overall sales during the second quarter increased a remarkable 55 percent to $56.1 million. In addition, the median price of a single family dwelling (SFD) rebounded 25 percent to $199,500, the strongest quarterly gain on record, but still 16 percent below the $238,000 median price high set in the third quarter of 2008. The SFD median price was nearly flat compared to the same period in 2008 and 2007 and the stabilization is a positive sign considering the dramatic increases since 2003. The single family dwelling sector reflected 158 sales in the second quarter, up 40 percent from the five year low of 115 sales in the first quarter. However, the 158 sales are relatively weak compared to the 210 average 6 CasaGuam November 09

units sold during the same period in 2006 to 2008. The more volatile condominium sector reflected 38 sales, up 52 percent, and a $131,000 median price, down slightly from first quarter statistics. The good news in Guam's real estate market also includes the return of high-end housing sales, which shrank to a nano-market during the first quarter. Clearly the fear and uncertainty caused by global economic and credit market fallout is on the decline as 21 houses sold at prices above $350,000 and 5 houses sold at prices above $500,000 during the second quarter. The second quarter also reflected four condominium transactions at prices above $325,000 which is good news for sellers. But with the commencement of the U.S. military's largest construction project since World War II now less

than one year away, why would anyone want to sell? Guam's first experience with $1 billion per year in construction alone is already fixed for FY2010. We expect further increases in median prices for housing because an increasing number of sales will reflect new and higher priced product. The bad news for Guam's real estate market is that activity, although increasing, remains weak. Our downward revised expectations (again) for overall 2009 sales volume reflects $225 million, down 42 percent from 2008 (which was down by 55 percent from 2007). Strong growth from the first quarter was expected because that period was weaker than the height of our local "depression" during 2002 and 2003. The bad news also includes generally weaker overall economic conditions

with significant job losses reflected in the tourism sector. The ugly news for Guam's real estate market involves a lack of foreign investment. Historically, Guam's market has significantly increased only when foreign investment is flowing into real estate acquisitions and development. Korean investment has shifted from acquisition into construction which is positive, but we need foreign capital injections to push real estate to the next level. The lack of foreign investment creates what may be the last good buying opportunity for many years. We expect strong market conditions to coincide with massive military construction projects between 2010 and 2015. The next 12 months may involve the last great Guam real estate investment opportunity during our lifetimes.

A

s talk of the military buildup seems to still be just talk, real estate professionals are feeling the pressure. However, they continue to be positive that the real estate market will come out of its rut. In the first week of October, the Captain Real Estate Group of Companies held the Fifth Biennial Micronesia Real Estate Conference, themed "Micronesia Real Estate: Building Momentum," addressing issues, such as planning for urban development, affordability, sustainability and trends in investment. The Calm Before the Storm According to Siska Hutapea, vice president and managing director at Captain, Hutapea & Associates, said in her presentation, that the real estate market goes through cycles, and we are in the "calm before the storm." Hutapea said that just as the early 1970s boom was sparked by political fears and an explosion in tourism and the late '80s boom sparked by Japanese investment, Guam experienced a boom in 2007 due to what she referred to as the "3Ms" -- military, military, military. When there is a high, there is also a low. But today's market barely reflects the depressed market in the early '80s, when interests above 20 percent crippled growth and the early '90s downward spiral during Japan's economic contraction. However, added to the effects of external forces, such as the global financial crisis, H1N1 outbreak and the fact that Guam is still waiting for money to roll in, the market remains stagnant.

markets and the Government of Guam Employees Federal Credit Union are adding building new locations. In the residential sector, developments are rising in Pago Bay and Paradise Estates. Yet, Hutapea said there are mixed signals when it comes to the appreciation of land value. While there was a rise in value for sales of the Hornet Building, Sunleader Building and La Isla Plaza in Tamuning, for example, there was a decline in the land near Happy Landing Road and oceanfront land in Tumon.

Challenges Joseph Bradley, senior vice president at Bank of Guam, stated that the numbers should speak for themselves. Visitor arrivals have fallen substantially, spending doesn't reflect the weakness of the dollar, and return to normalcy will await economic recovery, he said. He added that while the Marine relocation could have a huge impact, it is temporary and few permanent jobs will be created. He also said, "Military and tourism are largely incompatible," explaining that there Guam will have to choose between the quiet nature of Japanese visitors versus military personnel. There will be decisions that compare national security considerations versus visa waivers and Guam becomes more of a target in times of international tension.

Let’s get Your Property SOLD By Deanna Palmer

ou have interviewed and decided on a REALTOR® to list your property to sell. You have asked for and taken the advice of your agent regarding the pricing and condition of the home. Once you have done all the work and have prepared your home for Sale, make sure your home is EASY TO SHOW! To get your home sold quickly, it’s important that REALTORS® are able to show it to as many potential buyers as possible. After pre-qualifying the Buyers, a good agent will talk to the buyer(s) and learn what kind of home they are looking for. Then the agent will search all the available homes in MLS for those most closely matching what the buyer wants. Next, the agent puts together a list of the best matches to go show to the buyer. When a busy agent is compiling a list of homes to show a buyer, the agent will naturally tend to show those houses that are easiest to gain access to first. Many homes on the market have “lock boxes” on them. The lock box is a device which holds a key to the home, that only qualified REALTORS® can access. Homes that are listed as being “lock box, no appointment needed” will get shown more often than homes listed as “agent has key, call for appointment”. If at all possible, you should let your REALTOR® put a lock box on your home for easier showing and a faster sale.

If you can’t do a lock box, you need to be sure that you make it as convenient and as easy as possible for other REALTORS® to show your home. When you leave in the morning, put everything away and make the beds just in case you need to show the home with just a short amount of notice. When your REALTOR® calls for an appointment, do whatever you have to do to accommodate letting them show your home to buyers on their schedule. If you don’t, the Buyers will see other homes and may decide to put an offer in on one of the other options they are being shown and you loose a great opportunity to show and SELL your home. It’s best if you can leave when the REALTOR® and buyer arrive to see your home. Buyers won’t feel comfortable really looking through the property with you there. The REALTOR® bringing the Buyer will point out the benefits of your property based on what that Buyer is looking to find. And do not be shy about asking for feedback from the showing. Honest information from the Buyers and the REALTORS® will help you understand why the property is not selling. Sometimes it is just not the right place, others times, there may be something you can do to correct a problem for potential buyers. W

hen Julie Yamamoto first came to Guam as a young twenty something from Korea in 1970, she dreamed of opening her own highend beauty salon in the United States, first starting in Hawaii, then eventually moving to Hollywood. "I didn't know where Guam was, but someone told me it was 20 minutes away from Hawaii," she said. Yamamoto was definitely in for a big shock. She was part of an elite trio of women who was selected from a large pool of beauty professionals in Korea to come to Guam on a two-year working contract for House of Ginza. Originally from the chic neighborhood of Myeongdong — a center for fashion in Korea — Yamamoto was thrust completely out of her element. "[Guam] was so country compared to what I was used to," she said. "I cried almost every night, wondering how I was going to last two years." However, Yamamoto was determined to carry out her commitment and do the best she could with the hand she was dealt. In a short time, she built a network of upper-crust clientele, ranging from politicians to doctors' wives. But in the back of her mind, she still dreamed of setting up shop in Southern California. Finally, after completing her contract, she packed her bags for Beverly Hills. "I was living my dream," Yamamoto said. But a there was a nagging feeling that she couldn't shake off — one that kept pulling her back to Guam. His name was Willie Yamamoto.

"I started dating him about eight months after I arrived in Guam," she said. "When I left, I didn't even tell him that I wasn't planning on coming back. But I thought, maybe, if I just went back to say goodbye, [I would have some closure]." After six months of working in a Beverly Hills salon, she came back to Guam "just to see," but Willie had other plans — he proposed. They were married on Dec. 2, 1972 and nearly forty years later, she has never looked back. "In my heart, I did the right thing," she said. The couple had two children and Yamamoto continued her dream of owning a salon, opening Hair House in Hagatna in 1976 and it became a popular spot. It is still in operation today. So when exactly did she decide on going into real estate? "When I was working at the salon, I was busy six days of the week, and also taking care of my children and my family," she said. "But when they went to college, I felt like I needed something else." At the time, her husband had left his job in the banking industry and was running a successful real estate brokerage, so she decided to try her hand at it as well. "I loved it," she said. She got her license in 1995, passing with only one try — a difficult feat, especially since English is her second language. "It wasn't easy, but I worked hard." Now, 15 years later, the Yamamoto couple run W. Yamamoto Realty as a small, family-operated company. Willie operates as the principal broker. Julie does most of the rentals and selling. Their daughter, Joy, is an associate broker and owner of Guam Paint Factory

"I have to be in good health to be able to run my business and take care of my family," she said. When asked where she thinks she would be if she hadn't met Willie, she said, "I was meant to be here. God had a plan for me. I have a great husband, great children and grandchildren ... what else can I ask for?"

Pros: Plastic is durable and does not deteriorate easily. These fences are available in various colors, and they will retain their color well for several years. They do not need painting unlike other fence types. Plastic does not collect dirt easily, so cleaning is minimal and easy. The material is lightweight, so installation is simple. Should any damage occur to your plastic fence, repair parts are widely available. Cons: Plastic fences usually often cost twice as much as other fence types.

Chain Link Fence Pros: Chain link is relatively inexpensive and will effectively keep out larger animals. Maintenance is minimal, and a chain link is very durable and will last for years. 24 CasaGuam November 09

Cons: The wire mesh structure is not particularly attractive and provides minimal privacy. However, you can grow small shrubs or improve privacy.

Pros: Many different wood types are available for fencing purposes, giving you flexibility in choosing according to your budget and style preferences. You can easily install a wooden fence yourself and therefore save on costs. Repair and replacement parts are inexpensive and very easy to acquire, and you can even add gates and railings. Decorate your wooden fence with homemade flower boxes. Cons: Maintenance presents more of a challenge with wooden fences. Wood is not very durable and is susceptible to infections by insects and weather. You must regularly apply sealant to protect and maintain the fence, and even apply fresh paint, which may chip over time.

Building Your Home Hand Tool Kit By Murray Anderson (DoItYourself.com) f you’ve just moved into your first house or just moved out on your own, you’re going to be faced with a bunch of DIY jobs and you’re going to need tools. A combination screwdriver and toy hammer from the convenience store won’t be enough and borrowing tools from a neighbor or your Dad gets old pretty fast. But at the price of tools, who can afford to just go out and buy a full set of tools and besides, how do you know what your really need? Here’s some ideas on how you can go about building your own home hand tool kit while not blowing up your credit cards up as well as some suggestions on what you should be putting into that tool kit.

Start by buying tools only when you need them You can keep the cost of building your tool kit low if you just buy tools as you need them. For example, if you’re hanging a picture you need a hammer, a level and possibly some pliers, you don’t need a crescent wrench or a pry bar. So when you go to buy tools, just buy the ones you need for the job at hand. Buy others only as you need them. Some tools are commonly sold in sets (screwdrivers, pliers) so even when you set out to buy only what you need you’ll be getting an added bonus at building you tool kit faster

Buy Quality This sounds expensive, but when you’re buying tools you usually get what you pay for. Buying cheap tools is a false economy, since they often don’t work well, won’t last and when they break, you’ll just end up needing to buy new ones. Buying quality tools don’t mean you need to go all the way up to top of the line, contractor grade tools. There are lots of quality toolmakers that make good quality tools at reasonable prices. Sears Craftsmen and home store brand name tools are good quality hand tools and often come with a lifetime warranty, so you know these tools are made to last.

Watch for sales and special offers Sometimes you need to bend the “buy tools only when you need them” rule. Seasonally and around special days (Father’s Day for example) home and department stores often have specials on their brand name tools. Most times these are good values, so

keep your eye on the ads and flyers and you can pick up some good tools at very reasonable prices. So now we know how to build our tool kits economically, but what hand tools should actually be in our home tool kit?

Here’s the basics Hammer – a 16ounce hammer with a curved claw for pulling nails is a necessity. Choose one with a fiberglass or metal handle with a non-slip rubber grip. Tape measure – a 10-foot retractable tape measure will do for most jobs around the house, but a 16 or even 25 footer will undoubtedly come in handy on some projects. Look for one that retracts automatically and has a locking mechanism Tape measures are often sold in groups of two or three of various lengths so watch for the specials. Screwdrivers – You’re going to need a small, medium and large screwdriver for at least three different screw head shapes - Phillips (X shaped), standard (“—” shaped) and Robertson (square headed). You may also run into a need for a Torx shaped screwdriver (five sided), but these heads are still relatively rare. Screwdrivers are also commonly sold in sets of 3, 6 or 9. Adjustable wrenches – “Crescent wrenches” -again in small, medium and large sizes will allow you to take on most nuts or bolts. Utility knife – Get a metal handled one (not plastic), with a retractable replaceable blade. The metal knife will be easier to work with, less likely to break in action and will last longer.

Pliers – Again you’ll need at least three different shapes. Needle nose, standard/slip joint and diagonal wire cutters. Look for store brand sets of all three. Hand saw – For small jobs a 14” hand saw that fits into your toolbox is handy to have. While you wouldn’t want to try cutting a 2 x 4 with it, it will certainly do for cutting smaller pieces of wood and since it fits into your tool box, it will always be close to hand.

Level – You can’t go by your eye. A 9” torpedo level (it’ssilhouette is actually similar to a torpedo) fits into any tool box and is good for small jobs like hanging pictures. A 24” or 32” level will be necessary for larger jobs Latching toolbox to hold all your tools. You’d be amazed how quickly tools can scatter when you’re doing a few jobs. Having a toolbox to keep everything in one place will make your life much less aggravating. Finally, a few sheets of sandpaper in a variety of grits (80, 120, 150) and a collection of different sized screws and fasteners (again, often sold in sets complete with a rack and plastic drawers) will complete your handy home tool kit.
