Message from the New President By Christopher Felix

H

i my name is Christopher Felix and I am the new president for the Guam Association of REALTORS® for 2010. I look forward to a great year. I see many challenges and changes coming this year. I and the over 400 Guam REALTORS® are trying to prepare to face these events. Of course, the main challenge will be the proposed military buildup. If everything goes as planned we can see construction contracts signed by the second and third quarter of this year. If this happens it seems that possibly over $2,000,000,000 (yes two billion!) in construction contracts could be signed by the end of this year alone with another three billion the following year! This will bring tremendous cash infusion into our economy and I believe help our island pull out of the Asian depression we’ve been in. However this needs to be balanced with our quality of living issues and we need to make sure that Guam is ready to handle the population and construction impact that will happen. I believe we can do this and resolve the problems we have to face and not only survive but prosper, grow and improve our lifestyle, health and well being. I assure all of you that the Guam Association of REALTORS® stand ready to help in the transition and growth period as well as do what the best for our island and our community. First and foremost Guam is our home and we want our families to grow up in a safe and healthy environment and we also want to protect our unique way of life here. I have been on Guam for over 36 years and I am proud to call Guam my home.

D

uring the first half of 2009, especially considering the temporarily disrupted market conditions, there were a remarkable number of notable transactions. The first quarter, for the first time on record, reflected zero transactions priced above $1.0 million. The highest priced deal of the quarter closed in March, when Manu Melwani sold the leased fee interest in a former Royal Palm Tumon land site to Becco Guam, Inc. at a recorded price of $950,000, slightly less than the reported March 2008 price of $1.0 million. Also, a high end Tamuning house sold at $850,000 and another house sold at $550,000 during the first quarter. After that, all sales reflected prices below $500,000. Now that’s quiet. During the second quarter, the market recovery was evident as the increase in notable sales included 10 transactions closed at prices above $500,000. These sales included a $3.1 million industrial property acquired by Jerry Kramer’s Pacific International Inc. In May 2009, Triple J Enterprises sold the MKI Air Conditioning commercial property in Tamuning (behind McDonald’s) to Victorino and Conchita Reyes at a recorded price of $925,000. Five houses priced above $500,000 sold during the second quarter and a five acre land parcel in Yigo sold at $30 per square 8 CasaGuam Januar y 2010

meter, approximately the same price it sold at in November 2007. The highlight of the quarter involved the sale of a Talo Verde cliff line land sale from Pacific Rainbow to Mr. Marchal at a recorded price of $800,000 or $521 per square meter. Lastly notable, a Tumon land sale reflected $236 per square meter, down by nearly 15% from its prior 2007 sale. The good news in Guam’s real estate market also includes the return of high-end housing sales, which shrank to a nano-market during the first quarter. Clearly the fear and uncertainty caused by global economic and credit market fallout is on the decline as 21 houses sold at prices above $350,000 and 5 houses sold at prices above $500,000 during the second quarter. The second quarter also reflected four condominium transactions at prices above $325,000 which is good news for sellers. But with the commencement of the U.S. military’s largest construction project since World War II now less than one year away, why would anyone want to sell? Guam’s first experience with $1 billion per year in construction alone is already fixed for FY2010. We expect further increases in median prices for housing because an increasing number of sales will reflect new and higher priced product.

The bad news for Guam’s real estate market is that activity, although increasing, remains weak. Our downward revised expectations (again) for overall 2009 sales volume reflects $225 million, down 42 percent from 2008 (which was down by 55 percent from 2007). Strong growth from the first quarter was expected because that period was weaker than the height of our local “depression” during 2002 and 2003. The bad news also includes generally weaker overall economic conditions with significant job losses reflected in the tourism sector. The ugly news for Guam’s real estate market involves a lack of foreign investment. Historically,

Guam’s market has significantly increased only when foreign investment is flowing into real estate acquisitions and development. Korean investment has shifted from acquisition into construction which is positive, but we need foreign capital injections to push real estate to the next level. The lack of foreign investment creates what may be the last good buying opportunity for many years. We expect strong market conditions to coincide with massive military construction projects between 2010 and 2015. The next 12 months may involve the last great Guam real estate investment opportunity during our lifetimes.

ales figures on the real estate front have finally begun to go up. However, these numbers are still lower than the same period in 2008. So when looking to real estate for possible investments, what does it take to ride out the wave? Continued on next page CasaGuam.com 13


Feature According to Peggy Araullo Llagas, executive officer for the Guam Association Realtors, it would be best to get diverse opinions from different Realtors, such as those considered "seasoned" Realtors and those who are only in the business part-time. "[Some] cannot leave their other jobs because of the 'uncertainty' of the real estate market," she said. However, she added they are still in it for the long haul. One opinion is pretty common among all real estate professionals — it's not a business you go into when looking to make a quick buck. At least not right now. But Guam is on the right track. Don Park, Realtor and principal broker of DHP Management Realty, believes that Guam's real estate industry is a healthy one in which to invest. A relatively new Realtor, Park has already established his career as the general manager of Ladera Towers for the last 10 years. He was involved with its operations and property management. But what interested him to join the real estate industry was getting a piece of the ever-growing pie. "Guam's real estate market will start picking up in the next five to seven years due to the military buildup," he said. Though he may seem like a rookie, Park is confident in his knowledge of the real estate market, due to his extensive experience in deluxe condominium operations. During these slow times, Park said, "You need to be creative and proactive in handling [rough] situations, such as slumps in the market ahead of you." Even if there are challenges, Park said he hopes to remain in the industry. "I like the job that I am doing now and will continue doing it," he said. Scott Campbell, Realtor and principal broker of Coral Sea Realty has experienced the ups and downs of the market and continues to remain optimistic. Having been in business since the 1980s, Campbell makes it look easy, but he said the real estate industry requires a lot of work. "Some feel that people make a lot of money in real estate by luck or chance," he added. His biggest advice for those looking into joining the industry is not to have really high expectations. " The first couple of years are learning years, and usually do not produce a lot of income. But hang in there, and eventually you can produce a lot." Since being in the business, Campbell said the biggest challenges he's encountered are the drops in the market. Many believe the main reason for the drop in sales figures is the lack of foreigners coming to invest. "The last couple of years ... business has been very poor," he said. "You have to work harder in order to keep the income coming. We had to turn to property management in

order to survive." He said, "I feel that the present market is lacking investors and therefore is very slow. The housing market is active in the lower-priced homes that are owner occupied. As the military buildup nears, I feel that investors will return and real estate activity will become very active." In the future, he hopes to increase the property management segment of Coral Sea Realty. For potential real estate investors and buyers, he advised its best to go on gut feeling. "Do not feel intimidated by agents and tell you it is a good investment unless you feel comfortable. ... Do your own 'due diligence' on the purchase or sale of property." Buyers must be picky; after all, it's definitely their market right now. In November, Congress voted to extend the homebuyer tax credit deadline to April 30, 2010. This allows first-time homebuyers to file for up to an $8,000 tax credit on the purchase of a home. Repeat homebuyers can have up to a $6,500 tax credit. While some say the tax credit may not necessarily increase prices, it will give more people motivation to purchase homes. With the right price and low interest rates, it's definitely a window of opportunity. CasaGuam.com 15

elcome to the New Year! I sure wish I had a crystal ball and could predict what will happen this year, but all I can do is guess and wait and see. I do know this will be a very big year for our island. With the Marine relocation supposedly starting, the possible build up of our air base and the proposed

work to our harbor to handle the new aircraft carriers – I think we will be facing some very unique and special

problems and opportunities. I think every opportunity has its problems side, but I believe so long as we face the

problems and solve them that the opportunities will be even greater. If the Marine relocation does happen (and it sure seems like it will) and we face the problems of that relocation (like infrastructure, the socioeconomic impact, and the quality of living issues) I see a very bright future for our island and our economy. As far as real estate is concerned I see a start of a new boom by the third quarter of this year starting with small increases in residential rentals and values (apartments, condominiums and houses). I also see a growth in rental and values in the industrial area (warehouses and construction sites). I believe the growth will be slow but really start to rise quickly in 2011 and 2012 as the construction work really starts. So what does this mean for us? I am not sure but I personally have started looking at buying residential and industrial properties. If I were a tenant I would look at renewing my lease in the next 3-6 months and try to get a longer term lease (like 2-3 years) in order to protect my current lower lease payments. If I had some extra funds I would look at buying a mid level condominium or house as a rental unit. With interest rates low and lenders still lending and prices stabilized it seems like a good time to try to get into the rental market. If I were looking at buying something to live in I sure would get serious about it in the next three to six months – not only because of the interest rates and low prices but also because of the tax rebate you can get. Two Jobs are Better Than One By Alex Salazar

R

owena Tamares-Subijano has the financial background most real estate professionals would envy — she has nearly two decades of working with numbers. And in a field where the market involves a numbers game, this skill comes in quite handy. “Basically my entire 19 years of my career is in accounting,” said Rowena. She holds a degree in accounting and was an accountant for Universe Insurance Underwriters for almost 10 years. Then 12 years ago, she and her best friend decided to open MCMV Insurance Services — an insurance brokerage. Three years into the business, Christopher Felix asked her if she wanted to be a Realtor. As a native Tagalog speaker who was already good with numbers, Rowena had the potential to appeal to Filipinos who have difficulty understanding the legalities of real estate and help with the buyers’ insurance needs as well. “Since then, I have been holding two full time jobs,” Rowena said. She added that while it is hard work and is very tiring, “It is very rewarding when you help a family buy their home.” But Rowena’s experience hasn’t always been peachy. She said she has had her share of working with differing personalities which may sometimes clash. “Working with different personalities is the most challenging part of my job. Every transaction is very unique so you need to adjust. You just need to tackle the job and focus. Take it one day at a time, patience and perseverance, and never give up.” She doesn’t necessarily know what the future holds, but for now she enjoys her job and would like to continue doing it for a while.

Garage Doors – Beauty, Strength & Security By Ken Limtiaco

W

ho would’ve thought that our island homes would now be using garage doors? I remember, years ago, when I would take that occasional trip to the mainland seeing my friends living in a home with a garage door. I always thought how “cool” that was. I mean driving up to your house and pushing a button that opened the garage door then driving your car into the garage and then the door closing behind you. Wow... I would only see that on television and here were my friends living the dream. Well, our housing industry has certainly jumped on the garage door bandwagon. It seems that almost every new home (including the beautiful homes found at the new Talo Verde development in Upper Tumon) is being designed to have an actual garage complete with garage door instead of an open air carport. Garage doors provide a great level of curb appeal as the first look of the property is clean and neat. Gone are the days when you would see the rusty bicycles and unused weight bench when you drive up to someone’s home. These can be neatly tucked away in the garage and covered by the garage door. Additionally, as our resident population becomes more diverse, particularly from the growing U.S. Military presence, the expectation that homes should have garage doors becomes quite high. In this article, I will provide several buying tips to help you select the right garage door. First and foremost in most buyers minds would be the strength of the door. We live on an island that is prone to devastating typhoons (thankfully none in the recent past) and those of us that have experienced one can attest to the fact that there is no storm, and I mean no storm, like a Guam SuperTyphoon. 24 CasaGuam Januar y 2010

Having said that; however, most U.S. Garage manufacturers will make a special line of doors that meet the worst wind conditions that have been experienced in the mainland United States. These “codes” are associated with the state of Florida, in particular, the Miami Dade County. While we may snicker a little bit when we see the wind speeds associated with these codes they are in fact the strongest doors manufactured for the general consumer and we have to remember that manufacturers must balance aesthetics with costs in trying to get a “price effective” product to the market. U.S. Manufacturers of these types of garage doors will provide a certification that the door that you have purchased meets the Miami Dade requirements and you should insist on receiving that when buy your door. Of course, there are “standard” type garage doors that

do not meet these codes and will, most certainly, cost you a little bit less but I believe that it is worth the extra investment to get the stronger door. It will provide you with peace of mind and will certainly add to the value of your home. Secondly, garage doors come in a variety of colors and designs. Over the past year or so, I have only seen white being used. I believe that this is because the white is a very neutral color and really goes with any color of exterior paint. Bear in mind though that you can choose from a rainbow of colors. The designs available are also varied. You can choose from a plain paneled door to one that looks like a “barn door” complete with old school handles (only there for aesthetics). Additionally, you can opt for glass inserts throughout the various panels to add a unique look to the door as well as providing for

external light to get into your garage. You can choose a wood door, a wood composite door, a steel door (typically the only ones Miami Dade Certified), or a fiberglass door. Options, Options, Options. The last factor, at least for this article, is that you will need to ensure that your home will physically accommodate a garage door. Some homeowner’s are renovating their existing open air carport in hopes to install a garage door. There are certain clearances on the sides and the top of the garage opening that need to be met in order to properly install a garage door. Call or visit one of the local dealers here in Guam to get the measurements that you will need. In closing, a garage door will certainly add to the curb appeal and overall value of your property. It not only presents a cleaner look but also adds to the security of your home.

Remove the door

Saw Horses Chemical Paint Stripper Shave Hook Old Paintbrush Electric Sander

Sand the door Let the door dry and then sand the wood thoroughly for a smooth, clean surface. Use an electric sander for flat surfaces and hand sand tight, intricate areas.

Begin by removing the door and placing it on saw horses in a well ventilated area.

Remove hardware

Apply base coat

Remove any hardware from the door and, with an old paintbrush, apply a generous amount of paint stripper to any painted areas using a dabbing motion.

Apply a base coat of stain or varnish, brushing with the grain. Allow the coat to dry.

Apply 2nd & 3rd coat

Start stripping Allow the stripper to set according to the manufacturer's instructions, and remove the bubbled paint with a shave hook. Note: Doors with heavy paint build-up may require more than one application or stripper to get the job done.

After the coat is dry, lightly sand the wood with a fine-grit sandpaper. Wipe away any dust with a moist cloth and apply a second coat. Then repeat the process once more for a third -- and final -- application.

Remove excess

Once all the paint has been removed, neutralize any residual stripper with water or white vinegar and a lint-free cloth.
