s 2010 President of the Guam Association of REALTORS®; I am very pleased to work with and introduce my leadership team for this year. Anthony Godwin is our President Elect for 2011; Bree McDowell is our Vice President; Loisa Cabuhat is our Secretary/Treasurer; Steffen Niu is the Immediate Past President (2009) and Peggy Araullo Llagas is the Executive Officer for the Guam Association of REALTORS®. Our Board of Directors consist of Scott Campbell, Elmore Cotton, Clare Delgado, Liz Duenas, Diane Licanto Lee, Neat Muna and Layla Raymanova. We all would like to welcome you to the new year of 2010. I look forward to an exciting year and believe that our real estate industry will not only survive but prosper this year and next. I look forward to working with the 2010 Board of Directors, the Officers and Committee Group for this year to serve our members and you, our community of Guam. Market Stabilizes By Nick Captain
A
fter peaking in 2007, Guam's real estate market suffered from sharp declines in sales activity during 2008 and 2009. In 2008, the decline in overall sales activity reflected over 46 percent, and contraction in 2009 reflected an additional 32 percent. Compared to the $687 million in sales activity during 2007, the 2009 annual figure of $251 million reflects a decline of 63 percent. The 2009 figure was the lowest annual total since 2004, a bit shocking considering the vast difference in market fundamentals between 2004 and 2009. The most significant contributing factors affecting the shrinkage in sales activity since 2007 involve foreign investment, which plummeted along with the global financial crisis, and the widening gap between buyer and seller expectations. Captain Real Estate Group expects foreign investment to increase significantly as Asia continues to recover and massive military build-up related contracts are awarded in 2010. During the past year, all sectors reflected sales volume contraction. The land sales sector reflected the sharpest sales volume decline of 57 percent down to $45.6 million. Islandwide land sales volume is down almost 80 percent from the 2007 peak. In the housing sector, condominium sales activity reflected a decline of nearly 53 percent to $21.7 million and single family house sales reflected a decline of over 16 percent to $136.4 million. The commercial, industrial and multi-family residential market sectors reflected declines of 10 to 17 percent in 2009. 8 CasaGuam Februar y 2010
A closer look at quarterly real estate sales activity highlights the global financial boom and bust cycle's impact on Guam's market. While the world was awash in capital, Guam's Q4 2006 to Q3 2007 sales volume reflected between approximately $150 to $200 million. That figure plummeted to $36 million during the first quarter of 2009, as risk and fear concerns wiped out foreign investment and high priced deals. However, the next three quarters of 2009 reflected sales growth of 55, 25, and 26 percent growth, respectively, with fourth quarter 2009 sales activity reflecting a robust $88.6 million. Captain Real Estate Group is currently projecting 2010 sales volume at $300 million or 20 percent growth. Growth in 2010 is projected due to the unusually weak first quarter of 2009, prevailing market forces and anticipated military build-up related economic growth. In addition to sales volume figures, another indicator of real estate market conditions involves transactions closed. In 2009, 1,187 real estate transactions closed on Guam, a drop of 20 percent from 2008. The 2009 total is the lowest
since 2002, near the bottom of the recent cycle, and approximately one-third less than the peak year of 2007. The industrial and apartment markets reflected only 6 transactions closed in 2009, down from 35 sales in 2007. The single family residential market reflected 616 transactions closed in 2009, down 20 percent from 2007 and approximately the same figure reflected in 2004 and 2005. The 150 condominium transactions closed in 2009 reflects a drop of 38 percent from 2008 and 61 percent contraction from the 2007 peak. Housing median prices appear to have stabilized, with modest contraction in 2009. Single family houses reflected the second highest median price on record at $200,000. This figure is down 7 percent from 2008, but still 60 percent higher than five years ago. The median price of a condominium unit on Guam in 2009 was $122,500, down over 12 percent from 2008, but still up by 36 percent compared to 2004. Prices in other sectors moved in different directions, with industrial land reflecting the strongest performance.
The real estate market in 2009 was supported by strong loan activity. Our database reflects total real estate loans for 2009 at $534.7 million, down just 11 percent from 2008. Loan activity was dominated by First Hawaiian Bank ($132.9 million) with nearly 25 percent of market share, followed closely by Bank of Guam ($121.6 million) at 23 percent. The next most active real estate lending activity occurred at ANZ/Citizens ($77 million), Coast 360 ($64.3 million) and BankPacific ($33.8 million). Recently ranked by Forbes Magazine as the No. 1 bank in the USA, Bank of Hawaii's Guam real estate lending activity dropped to only $32.4 million, or just 6 percent of market share, down from over $83 million in real estate lending in 2007 and nearly 20 percent market share in 2006. At the big US banks, Wells Fargo's Guam lending dropped from $27.1 million in 2006, to only $4.6 million in 2009 while Citibank lending dropped from $51.9 million in 2007 to just $13.1 million in 2009.

W
hen the topic of home security springs to mind, most people seem to think of burglar alarms and little to nothing else. Alarms can be a great way to protect your home, although they are only a small part of what makes up an effective home security system.
Doors and Windows Believe it or not, windows are the key to home security. Homes that have poorly-constructed windows tend to get broken into a lot more than homes with secure and sturdy windows. When you are dealing with your windows, you should make sure that you have tough glass and locks that fit into them. When you are away from home, you should always make sure that your windows are locked. Even though some windows may be hard to reach, you should always lock them. Burglars make a living out of stealing — and they will normally find a way in if they see the opening. According to crime statistics, front doors are another popular way for burglars to break into homes. Therefore, when considering enhancing security around the house perimeter, front doors should be one of your top priorities. It is well known, that when burglars ‘work’ a neighborhood, one of their main concerns is doing the job quickly and quietly. Stalling on a well-secured door and causing a racket trying to penetrate is probably the last thing on their agenda. Doors should always be strong and sturdy, complete with tough locks that aren’t easy to force open. If you have a spare key, you should be careful where you leave it. Losing your keys can also make you a target, especially if you have anything on your key ring that reveals your home address. Burglars collect information about the neighborhood prior to the break-in, as part of their attempt to spot the most convenient target. A front door looking well secured will have two effects: it will prevent a burglar from easily entering your home and it will likely discourage him from even trying. So, if you’re running on a low budget, consider investing your money in thickening your front doors. The image of a heavily secured door will have a psychological impact on the burglar as he wanders around the neighborhood, looking for easy scores. A well secured door acts as a message to the burglar. It tells him to go and find a different home to break into. Remember, looks can be deceiving. You may want to look into the following for possible deterrents as well: security yard signs, surveillance cameras (even dummy ones), window bars, motion sensitive outdoor lights and fences. Guard Dogs For many years, guard dogs have helped to scare off burglars and thieves. Although most have gotten used to dogs now days, nothing fends off a thief more than a vicious dog grabbing his ankle and clamping down. Almost all guard dogs have serious bites and can seriously injure a burglar. Guard dogs are trained to protect one’s home — and they will do so no matter what. When you get a guard dog, you should always make sure that you let him know who is safe to be around your home. You don’t want the dog to be vicious towards everyone, as friends and family are certainly allowed to be around your home. One thing to remember is that you should always have a supply of food and water available, as he will be there when you aren’t. A fenced in yard is an ideal place for a guard dog to go outside, as he can come and go as he pleases. Sometimes, a burglar will try and sneak around the back entrance — which is where giving a guard dog outside access can really come in handy. Before buying the dog, you should always carefully research the species and where you plan to get your dog from. Police dogs or dogs that have been trained for protection are ideal, as they already know how to defend things. If you carefully research your options and get your guard dog from a reliable source, you shouldn’t have much of anything to worry about. You should never get your dog from a lesser known or poor source, as the dog may be poorly trained or not in good health. A guard dog can be a great addition to any home — providing you get a dog in good health and more than capable to fend of burglars. A guard dog can protect your home from burglars, thieves, and other types of trouble. Guard dogs can be very handy to have around, as most dogs are more than capable of scaring away trouble with their bark. Plus you gain a friend that loves you unconditionally.
First Line of Defense Your yard is your first line of defense. Therefore the more effort you take to keep your home from seeming to be a simple target, the safer you will be. A multilayered structure is the best way to approach arranging your home security, and the first layer is the landscaping and other features of your yard. Burglars are looking for a home they can get into and out of quickly; the more time they spend in your home the more chance of getting caught. Their best target is a home surrounded by tall hedges and shrubs, which restricts visibility from the street and your neighbors’ houses. 14 CasaGuam Februar y 2010
Feature Trim your shrubbery and trees so that your doors and windows can be seen by neighbors, and from the street, by forgoing a little privacy you will not be providing a hiding place for a burglar. If you have more than one floor, prune trees away from upper floor windows to prevent an intruder using them as a ladder, also make sure any trellises won’t provide a convenient ladder to gain entry to the upper floors. Fences will stop burglars from carrying away your larger processions, if the gates are locked. Gates should be locked at all times! Make sure that any ladders and tools are stored in a garage or a storage shed, and these should be locked when not in use. To increase security chain your ladder to the wall of the garage when it is not being used. The idea is to use the landscaping to control access to your property. Proper fencing hedges etc. create barriers that will make a potential burglar feel uncomfortable as they approach your home, but will not prevent a neighbour or passer by from seeing any unusual activity. All planting close to the sidewalk, driveways, doors or gates, should be kept low - say no more than two feet in height. As you move further away from the sidewalk you can increase the height but keep it down to no more than four feet. Any plant under the window should be kept below the windowsill. Trees should have their lower branches trimmed to at least seven feet off the ground. Be sure to keep your lawn trimmed; an uncut lawn will indicate to a potential burglar that you have been away from your home for some time. By placing gravel on the ground under windows you will be warned if someone walks on it, this can be a useful psychological deterrent. Remember not to have any large rocks or stones near glass windows or doors. There’s no point in providing a burglar with his tools! Plant spiny (thorny) plants along fences and under windows, and on border fences, roses are ideal. he wait is over! $269.00 monthly payment or $605.00 monthly payment for the same property! Just about every day we hear about something going on in the financial markets that impact real estate. The financial markets in the mainland have given Guam a very special gift—some of the lowest interest rates in years. I recall when I purchased my first property the interest rate on my mortgage was around 16 percent! That’s right 16 percent! I purchased a property for $45,000.00 with no down payment. his is a story of a man who saw an opportunity and grabbed it. Jeffrey Allan David was working for a luxury retail store when the idea of getting a real estate license came along. “My brother was instrumental in convincing me since our family business is handling property management during that time,” he said. The idea came to fruition and just a short while later, he obtained his license. But it was wasn't easy going after that. “I quickly learned that selling homes is a challenge,” David said, “It requires a long term commitment from the buyer.” But David honed his skills and immersed himself in the business, absorbing all the information he could about the real estate industry. It has proven to be very rewarding for him. “There is no greater feeling in helping someone increase their assets,” he said. David's first client even became one of his good friends. “He recommended me to his friends and I still continue advising him on building his portfolio.” One of his motivations is just having passion for the business. He said of any real estate agent, “ You should have the passion in helping others make sound decisions in their real estate deals.” He added that people need to continue learning more about the market and not be afraid to ask questions and seek help if needed. He lives by the motto, “Success is failure turned inside out.” David hopes to one day own his own brokerage firm and create a portfolio of investments. He is also the manager of his family's business, Oramismo Money Transfer. The company has been around since 1971. When not working and spending time with his family, he is an active member of Filipino Matters, a group that combines advocacy and social business in instilling national pride and dignity in every Filipino. 17 Ways To Lanscape on the Cheap
T
raditional thinking says you should expect to pay anywhere from 5 percent to 15 percent of your home’s value on landscaping. Even at the low end of that range, you’re looking at spending $10,500 if you live in the median-value American home worth $213,000. That’s tough to stomach no matter how much you love the outdoors. Thankfully, you can do it right and still spend a fraction of that amount. Here’s how.
Get the most visual bang for your buck: First of all, realize that budget gardening can still be beautiful. Let’s say you’ve got less than $1,000 to spend. The first things you should focus on are improving your soil and adding trees, recommends Joanie Clarke, a design consultant for Classic Nursery and Landscape Co. in Redmond, Wash. “You can spend $500 on plants, but they’re not going to grow in clay or sand,” she says. Clarke advises amending your soil with compost and other ingredients to improve its quality. Buying soil, in comparison, can cost as much as $27 a yard plus delivery. Take advantage of freebies Your city, your friend: Cities often give away free trees, mulch and compost. In Seattle, for example, groups of neighbors can request 10-40 trees from the city in exchange for planting and maintaining them. Demolition sites: These are great sources for bricks and stones, but make sure you have permission to remove them. Fellow gardeners:See something you like in a neighbor’s yard? Offer to trade cuttings. Also, set up seed exchanges with other gardeners or check out existing exchanges online such as those on iVillage’s GardenWeb and GardenHere.com. Avoid costly mistakes: Really think about how you're going to use your outdoor space. If you plan a water feature but are annoyed by the noise of babbling brooks, you’re going to spend more money ripping it out and replacing it with something else later. Take the time to educate yourself and you'll avoid common pitfalls such as planting a tree too close to your house. and resources needed to establish a new planting. Educate yourself about plant care and pruning; that 12-foot magnolia in the back yard would likely cost you $65 and five years of growing to replace. (For tips on pruning, check out this page on the U.S. Forest Service site.) Similarly, knowing which areas in your yard are flood-prone and which are always in the sun can help you buy the right plants for the right conditions. Some areas might be better for swing sets or patios. Hire yourself: The best way to save money in landscaping is to do as much work as possible yourself. A 3-gallon bush may cost $20, but the price skyrockets to $30 or $40 when it’s planted by a landscaping professional. A $3-to-$4 perennial will cost about $12 installed. Know when to hire the pros: There are times when it makes sense to hire a pro. Beverly Katz of Exterior Designs in New Orleans suggests hiring help for jobs that take more muscle or design skill than you have, such as creating hardscapes, while you take on more manageable tasks such as planting small shrubs and perennials. (You can find landscape architects at the American Society of Landscape Architects Web site and certified landscape designers at the Association of Professional Landscape Designers Web site.) When using pros, try to get a packaged deal: Check out nurseries that offer landscaping services. Many will offer discounts on plant material to their landscaping customers. Classic Nursery and Landscape Company in Redmond, Wash., for example, offers a 20 percent discount on all plant material for one year to their clients. Hire a consultant: A full landscape design that includes drawings and a planting plan can cost anywhere from a couple of hundred dollars to more than $1,000, depending on the complexity of the design and the overall budget of the project, according to Katz. A less-expensive route is to draw your own plan and hire a landscape designer to review it. “I charge $100 to $150 an hour to consult. I’ll make notes and add to the plan,” said Katz. Take a phased approach: Divide your plan into phases and pay as you go with funds on hand. You’ll save on loan or credit costs and be able to evaluate your progress and adjust plans before moving to the next phase.
Time your purchases: Buy trees, shrubs, perennials, soil and mulch late in the season when retailers want to be rid of them. Depending on your region that could be early fall, a great time for planting because it gives the plant time to develop roots before the summer heat arrives. Check alternate resources: Look beyond stores for bargains. Arboretums, botanical centers, plant societies and gardening clubs often hold plant sales. You can join The National Arbor Day Foundation for $10 and receive 10 free trees shipped to you at no cost. At Free Trees and Plants, a retail Web site that helps train and employ the disabled, you only pay shipping and processing fees on all your orders. Buy small: Purchase small-sized plants; five 1-gallon Shasta daisies at $3 apiece cost the same as one 3gallon plant at $15 at Armstrong Nursery in Carlsbad, Calif. Depending on the species, the smaller plants could double in size in two years, giving you more plant for your money. Protect foundations: Roots can damage concrete blocks, driveways and sidewalks, so plant large trees at least 30 feet from those areas. Divide: Look around your yard for any perennials that can be divided and used elsewhere in the landscape. A one-gallon perennial can cost about $9 at a nursery, but you can easily divide the one you planted last year into four plants, saving $27. Compost: Save money on fertilizers and mulch by composting your own, using yard waste and food scraps. Compost piles can be made of recycled 2 x 4s and chicken wire. All you need is access to the pile and enough space to turn it every now and again. You’ll pay as much as $5 per small bag of compost at your local home improvement store. Think about maintenance: A large lawn is great if you don’t mind mowing. But if paying a yard guy $50 a week is part of your plan, make sure that goes into your budget. Be water smart: According the Environmental Protection Agency, outdoor water use constitutes almost 20 percent of total home water use. Look for plants that are drought-tolerant to save on your water bill. Finally, be patient. Plants will not fully mature for a good two to three years, longer for trees and many shrubs. Enjoy the process – and the money you saved.

REPLACING OUTLETS -By James Young, DIY Electrical Expert Replacing outlets with safer ground fault circuit interrupter (GFCI) outlets is a simple project for beginner do-it-yourselfers to bring their kitchen and bathroom outlets up to code. One GFCI outlet at the beginning of a circuit protects all the remaining outlets on that circuit.
Step 1: Turn Off the Power
You will need... GFCI outlet needlenose pliers circuit tester flat-head screwdriver
Step 7: Prepare Wire Ends
Turn off the power at the circuit-breaker box. If the circuit breakers aren't labeled, you can locate the proper switch by plugging a radio into the outlet you plan to change. Turn off the switches until the radio goes off. Then place a piece of tape over the switch to make sure no one accidentally turns it back on while you're working on the outlet.
Turn the power back off and test the wires with the circuit tester to make sure the power is off. Using needlenose pliers bend the end of the wires into a hook shape, if they are not that shape already. If the ends of the wire are nicked or damaged, trim off the damaged area, strip about one half an inch of insulation off the end of the wire and use needle nose pliers to bend the end.
Step 8: Connect the Wires Connect the power-supply wires to the terminals marked "line" and the load wires to the terminals marked "load." Connect the white wires to the silver screws and the black wires to the brass or gold screws. Make sure the wire wraps clockwise around the terminal screw so the wire is pulled tighter as the screw is tightened. The outlet may also indicate appropriate color connections.
Step 2: Remove the Cover Plate and Test the Power Remove the outlet cover plate and the screws holding the outlet in place. Test the outlet with the circuit tester to be sure the power is o.

Step 3: Disconnect the Wires
Twist the two bare copper ground wires together with a short length of bare copper wire (approximately 10"). Cap the twisted together wires with a wire nut. Connect the short length of bare ground wire to the green screw on the GFCI outlet. If the receptacle box is metal and the old outlet was grounded to the box with a single short length of copper wire or wire with green insulation, simply reattach this grounding wire to the GFCI outlet.
Unscrew the screws holding the wires onto the terminals and gently pull the wires loose from the outlet.
Step 4: Separate the Wires If there are two pairs of wires entering the receptacle's box, separate the wires from the box into two pairs of one white wire and one black wire. Make sure each pair of wires enters the outlet's box in the same spot. One set of wires will be the "line," or power supply. The other set will be the "load," which carries power to additional outlets on the same circuit. A GFCI outlet, properly installed, will protect all the outlets on the "load" side. If there are only two insulated wires entering the box this receptacle is at the end of the circuit. Skip to step 8 if that is the case.
Step 5: Turn the Power Back On Make sure the wires are completely separate from one another, then turn the power back on at the circuit-breaker box.
Step 6: Test for Power Use the circuit tester to determine which set of wires carries the power. Note the pair of wires that has power as the "line," or power supply.
Step 10: Install and Test the Outlet Gently tuck the wires into the outlet box and push the GFCI outlet into the box, screw it into place, and attach the cover plate. Turn the power back on at the circuit-breaker box. Plug the radio into the outlet and turn it on to test for power. Press the black button or "test" button on the outlet. If the radio turns off, the outlet is working. Press the red button on the outlet to reset it. The radio should come back on.

Helping people buy and sell homes, office buildings, industrial property and corporation farmland, property management, land development, mortgage banking, urban planning, real estate counseling, appraisal and research are all aspects of a career in real estate. Advantages and Rewards of a Career in Real Estate A career in real estate provides flexibility and freedom to set your own pace. Income directly reflects your efforts, with no limits on what astute, hard-working men and women can earn. Successful people in real estate are goal-oriented, persevering, self-motivated, ambitious and people-oriented. The rewards of a real estate career are a potential for high earnings, status in the community, autonomy, time freedom, helping people, the intellectual challenge and the satisfaction from those accomplishments. Working in real estate allows for independence and choices of environment in which to work, such as affiliation with a large or small firm as a listed salesperson. With more experience and upon passing of an additional exam, becoming a real estate broker is the next step. Brokers can own their own businesses and employ other salespeople. Education for a Career in Real Estate Some colleges and universities now offer a variety of real estate and related courses. At many of these colleges, students can specialize in a program that leads to a bachelor’s degree in real estate. Some universities offer graduate level courses. Contact your local college or university for real estate college course information and directories. Professional Requirements for a Career in Real Estate Entry into the real estate profession takes preparation. As with other professions, licensing is required. Licensing requirements vary from state to state, but all require prospective salespeople and brokers to pass a written exam. For more information on licensing, contact the Guam DRT - Real Estate Division at 635-1843/1845. Some states allow students to take pre-licensing educational courses accredited by the state licensing agency before they qualify to sit for the exam. In other states, students can take these educational courses within a specified time after being licensed. In order to obtain a broker’s or sales agent associated license, more than half the states specify special education and/or experience or their equivalents. However, states are upgrading their license laws and prerequisites for both brokers and sales associates at a rapid rate. The Guam Association of REALTORS® is committed to its initiative to pass a new law in reference to real estate licensing. Getting Started in Real Estate Entry into the real estate field depends on education, training and interests. Most people begin as sales trainees in a brokerage firm. Other possibilities include office assistant, listing or rental agent, assistant in a department of a large real estate organization, or in the mortgage division of a bank or savings and loan. Continuing Education in Real Estate Formal education is available while working in real estate.
