ell it’s May and I hope you all survived April Tax month. I went to file my taxes April 14th and the line went out the door! At least I got to see some old friends and get some good gossip time in. The great news is that the Guam Legislature passed Bill 319-30 and the Governor signed it into Law. This new law, P.L. 30-129, allows the Guam Association of REALTORS® to certify continuing education hours. It also requires everyone who wants to be a broker on Guam to be an active agent here for a minimum of two years. It removed the section for the law that waived the continuing Education requirement for those licensed over 15 years in Guam. Finally it amended the law to allow real estate agents and broker to do price opinions. These changes are small and seem minor, but were needed to clarify and clean up some misunderstandings and problems the old law had. We look forward to these changes helping us better serve our community and be more professional in our services. On another matter I got a call from a friend asking me to update them on the military relocation to Guam. As far as I know the draft environmental report was presented and comments received. The final report is scheduled to be completed in July and if approved, it will be accepted in August. This will allow the government to sign contracts budgeted for this year and avoid major delays. I understand there are still problems with Japan on the relocation of the air base, but this is supposed to be resolved by the end of this month. I wish you all well and a great month. Transaction Recovery Stalls Amid Build-Up Confusion

A
fter three consecutive quarters of strong growth in sales volume, Guam's real estate market stalled during the first quarter of 2010. The most recent quarter reflected $63.7 million in activity, down 28 percent from the prior quarter, but up 76 percent compared to the global financial crisis-impacted first quarter of 2009. The stalled recovery is partially attributable to the on-going confusion and mixed signals from Japan regarding the military build-up. In the residential sector, the 135 single family units sold last quarter involves the second slowest quarterly activity in six years, and down by 17 percent compared with the prior quarter. However, based on historical trends, Captain Real Estate projects 20 percent growth for next quarter, or a more stabilized level of 162 units sold. Although transaction activity has declined, prices have remained relatively firm with the median house price of $221,000 reflecting the third highest average on record. The highend market reflected additional positive results with seven houses sold at prices above $500,000. A combination of more units sold and fewer units for sale reduced the high-end market inventory to 1.2 years, still relatively high, but the lowest high-end inventory statistic in years. Condominium unit sales activity also reflected mixed results with 48 units sold during the first quarter of 2010, approximating units sold last quarter, but up 19 percent from a year earlier. This sector recorded its fourth consecutive quarter of growth since the market bottomed in Q1 09. The 8 CasaGuam May 2010
condominium median price of $135,500 is effectively unchanged compared with the first quarters of 2006 and 2009. The high end condominium sector reflected additional positive momentum as 5 units sold at prices above $400,000. The commercial sector of Guam's real estate market remains extremely slow with only three recorded sales during the past quarter reflecting $2.3 million in aggregate transaction activity including zero sales of multi-family residential properties. This sector is dominated by a wait and see mindset with most investors optimistic regarding future market conditions. Land sales during the quarter were positively impacted by the massive
GWA connection fees that developers and owner-occupants rushed to beat. The negative impacts of these fees, which significantly increase the cost of homeownership, are likely to impact future statistics. Along with the dearth in commercial sales, commercial real estate lending plummeted in Q1 10. In a rare example of prevailing forces in this sector, First Commercial Bank earned 1st place with a $2.35 million deal with Six D Enterprises. 2nd place went to Bank Pacific with a $1.6 million deal and Bank of Guam recorded a $1.5 million mortgage. Other lenders with $1.0+ million real estate loans closed in the first quarter include First Hawaiian Bank, Coast
360, Community First, and ANZ. Overall real estate market conditions are improving and our projection of 25 percent growth in sales for 2010 remains unchanged; however, potentially massive infusions of foreign investment could impact final figures. Increased government fees and an end to the first time homebuyer tax credit are expected to negatively impact the residential sector although the recovery in the high-end sector is expected to continue along with demand growth from the first wave of military build-up related personnel. The commercial sector will likely remain soft until economic growth spurs increases in rent and occupancy levels.

He said, “Through the detailed study and investigation of Guam’s real estate market, property information can be used to support acquisition, disposition, lending, foreclosure, litigation, and other important real estate decisions.” With that and the impending military buildup, Guam presents an ocean of possibilities for people looking to move to the island. Joe Rios, Realtor with Today’s Realty said, a newcomer to Guam should spend some time in advance to find out more about the island. “Guam is an island paradise so you have options as to where to live. You can live next to the beach, choose a place with an ocean view, live near the tourist district, next to the shopping malls, find one near your new office — convenience is relatively accessible,” he said. He added, for anyone, civilian or military looking to buy or rent a home on Guam, the Multiple Listing System (MLS) online is one of the best tools to use. Searching features are so convenient. Once you have selected a few that interest you, contact a Realtor to help you get to your short list.

Rios said, “Once you have identified a few that interests you, your REALTOR® can get you all the details. When you arrive, it’s best to visit the units so you are comfortable with the house that you will call home when you live on Guam.” For military employees who are stationed on Guam for about three years, buying a house may be more favorable because they can accrue home equity by the time they leave, instead of losing money to rent payments over the years. Plus, interest rates are low right now, so young, first-time buyers have a good chance of getting a loan to buy a house.

For example, let your realtor know what you value most: a central-location, proximity to work, a reasonable price, comfort, safety, familyfriendly, etc. • Look online at the MLS before you arrive on the island. Also check if your future rental has a backup power and water supply - also a critical readiness issue in the event of a big storm. The Military Buildup: It’s a Good Time to Buy
I
have been asked to write again about the current market and what I see in the future as far as the real estate portion of our economy. To be honest I believe everything is still the same. We are in a “holding pattern” waiting for two main things to happen which will determine the future of our real estate market. The first item is Japan’s stand on relocating the air base to the north of Okinawa. If Japan agrees to this (which they previously have all ready done so) or works out some compromise solution with the U. S. government, then this will trigger the relocation to Guam of the Marine troops and support facilities. The second major item is the finalization of the EIS (Environmental Impact Study). The first problem is supposed to be resolved or settled by the end of this month (May) while the second item is supposed to finalized in July or August. So far everything I’ve read or heard seems to indicate both of these items will be resolved favorable and the construction projects could start to go out to bid as soon a September/October of this year. This means that actual construction and

If all this happens I foresee a tremendous increase in real estate values starting next year and continuing for the next three to five years. The most affected areas I predict will be the residential markets and the industrial market. I expect houses and condominium prices to start rising next year and continue for the next three to five years. Some markets (like mid and upper mid level) will rise faster than others (like lower end and upper/executive ends). This is due to the initial relocation of middle and upper middle managers moving to Guam as part of the construction and support companies starting up their projects here in Guam. After that the lower end and executive level will also increase as the blue color workers and executives start their relocation in two to three years from now. As I mentioned above I also can see the industrial market taking off. As contractors are awarded their contracts they will need warehousing space, yard space and office space. I can see warehouse values and rental rates increasing from next year for at least the next
three to five years. I believe warehouse rental rates will almost double and get back the rates they had in the late 1980’s. This will cause industrial land and warehouse values to rise accordingly. Harmon Field, Barrigada, parts of Tamuning, the port area and sections of Route 3 should initially be affected the most. So what does this mean for you and I? I really believe that if you are considering buying a condo or house to live in or invest in, you should look now. I believe prices are at their lowest, interest rates and financing packages are also at their best. If the relocation happens the markets will tighten up quickly and you may be left behind. Many investors from off island have been buying for the past three to four years (prepositioning themselves) hoping and planning for this increase in values. There is no reason why you and I should not also take advantage of Guam’s unique potential. Of course there are no guarantees, but I have always believed in Guam as one of the best investments for real estate and so far I seem to have been right.

Though he spent more than 20 years in ocean transportation,management of computers, operations, sales and customer service, he said that in 1987, he took the real estate license course, passed the exam but never got his license. "About two years ago, Anthony Godwin encouraged me to become an agent. After much consideration, it just felt right all around," he said. "I became a full time Realtor in December 2008. It was an easy transition as my background in shipping helped me build the relationships in the business community with whom I represent today." Rios said his most memorable real estate moment was his first transaction. "It encompassed a series of firsts — first land listing, first contract to represent seller and buyer, first seller financing, first closing. It was an amazing educational process. Helping the family sell property made my family bond stronger. Then making a dream come true for parents to have land for their children to build homes — seeing a mother so excited about it she couldn't sleep and a father so proud to have land he can pass on to his kids was such an experience that I'll never forget." One of his business ideals is continuous improvement. He said, "Early on in my career, learning the techniques of improving processes was so interesting, now it has become a part of daily life. It’s gratifying when you make a process more efficient." Though he loves his job, he said there are challenges in the industry. "Understanding the various components that have an impact on closing the deal. You would think that all transactions are alike but each one is unique in every way," he said. "There was a property sale pending for close to six months because water pipes had to be installed underground and overlapping boundary lines had to be cleared up. It was quite an undertaking to work with the contractor, all the GovGuam agencies, surveyors, as well as the seller and buyer. The knowledge you gain is priceless and it prepares you for future encounters." When he's not working he said, "It’s always cool to buy gadgets and for 'therapy' shopping for clothes does the trick. It’s so fascinating traveling to new places and learning about new cultures. Oh and to sample all the different types of food too. It seems that in my spare time, I spend it on Rotary Club matters which helps others and at the same time I enjoy it so that probably counts as a hobby." One important lesson he learned is that becoming an agent is like starting up a business. "Look before you leap. Spend the time to be aware of the marketing and financing issues associated with launching your new career."

Set the Mood with Light Dimmers

eeling romantic? Working on your budget? Different activities can be greatly affected by the amount of light in the room. Soft light sets a more relaxed, comfortable feel, brighter lighting is better for reading and normal use. Rather than buy a lot of lights to use for each situation, how about installing a dimmer switch? Dimmer switches provide a fun, easy and cost effective way to control your lighting (dimmed lights use less power). Dimmers are easy to install and you can do it in less than thirty minutes, (ten if you’re a hard core DIYer). Dimmers come in four major styles; Rotating knob, touch pad, slide and combination light switch/dimmer slide. Some folks get nervous when working around electrical wires. That’s good! It is important to always turn off the power before working with these types of items. You can do that by switching off the breaker or pulling the fuse for the circuit you are working on. It can be found in your main electrical panel box. Now that you’ve taken care of the safety concerns, let’s install that dimmer switch! What you’ll need: • Wire nuts • Dimmer switch and • Dimmer switch plate And, of course, you’ll need some simple tools, • Wire Strippers • Wire Cutters • Screwdriver Now we’re ready to start!
1. Remove the old switch plate (cover) by unscrewing the two screws.
2. Remove the old switch by unscrewing the screws on the top and bottom of the switch. Now you can pull the old switch assembly out of the box 3. Disconnect the wires from to the old switch. (I like to keep the old switch, you never know when youʼll need it!)
4. Use a wire cutter to trim the wires just below the plastic insulation then strip off about 3/8 in. of the insulation. You now have a clean piece of wire, ready to connect to your dimmer swtich. If your dimmer switch comes with wires pre-attached, strip those wires, too.
5. Connect one of the black wires in the box to one from the dimmer switch by placing the bare wires next to each other. Then twist on a wire nut. Make sure that the bare wires are completely covered by the wire nut, itʼs also a good idea to wrap some electrical tape around the wire nut to make sure it doesnʼt come lose. Do the same for the other wires. Make sure you match the “hot”, (black), and “neutral“, (white) wires Finish by connecting the ground wires.

6. Now, the hard part, (not really), getting all those wires back in the box. Bend the wires so that they fold neatly into the box then position the switch. Use the screwdriver to secure the switch into the box.
7. Install the dimmer switch plate cover.
8. Turn on the power and test your switch! If it doesnʼt work, turn off the breaker and recheck your wiring.
Now that everything works surprise your spouse with a romantic dinner!
