ell it is August already. As I said this year seems to be flying by for me. This is a big month for the Guam Association of Realtors®. This is our election month so we will be voting on our incoming officers and directors for 2011. Our Incoming President for 2011 was elected last year (we elect our President-Elect for the following year so the current President can work with the President-Elect on long term projects); and he is Anthony Godwin- a good friend and a very highly respected Realtor® on Guam for many years. We have been working hard this year on some long term projects and my respect for Anthony has increased even more! Also this month we will be visited by the Immediate Past President of the National Association of Realtors®, Mr. Charles McMillan. I have met him a few times in my meetings in the states, but look forward anxiously to having him visit Guam. I believe this will be the first time a past president has visited us and we will be rolling out the red carpet for him, as well, for our Regional Vice President Ann Pettijohn who lives in California, and who will also be visiting us.

Transaction Recovery Stalls Amid Build-Up Confusion

A
fter three consecutive quarters of strong growth in sales volume, Guam's real estate market stalled during the first quarter of 2010. The most recent quarter reflected $63.7 million in activity, down 28 percent from the prior quarter, but up 76 percent compared to the global financial crisis-impacted first quarter of 2009. The stalled recovery is partially attributable to the on-going confusion and mixed signals from Japan regarding the military build-up. In the residential sector, the 135 single family units sold last quarter involves the second slowest quarterly activity in six years, and down by 17 percent compared with the prior quarter. However, based on historical trends, Captain Real Estate projects 20 percent growth for next quarter, or a more stabilized level of 162 units sold. Although transaction activity has declined, prices have remained relatively firm with the median house price of $221,000 reflecting the third highest average on record. The highend market reflected additional positive results with seven houses sold at prices above $500,000. A combination of more units sold and fewer units for sale reduced the high-end market inventory to 1.2 years, still relatively high, but the lowest high-end inventory statistic in years. Condominium unit sales activity also reflected mixed results with 48 units sold during the first quarter of 2010, approximating units sold last quarter, but up 19 percent from a year earlier. This sector recorded its fourth consecutive quarter of growth since the market bottomed in Q1 09. The

condominium median price of $135,500 is effectively unchanged compared with the first quarters of 2006 and 2009. The high end condominium sector reflected additional positive momentum as 5 units sold at prices above $400,000. The commercial sector of Guam's real estate market remains extremely slow with only three recorded sales during the past quarter reflecting $2.3 million in aggregate transaction activity including zero sales of multi-family residential properties. This sector is dominated by a wait and see mindset with most investors optimistic regarding future market conditions. Land sales during the quarter were positively impacted by the massive
GWA connection fees that developers and owner-occupants rushed to beat. The negative impacts of these fees, which significantly increase the cost of homeownership, are likely to impact future statistics. Along with the dearth in commercial sales, commercial real estate lending plummeted in Q1 10. In a rare example of prevailing forces in this sector, First Commercial Bank earned 1st place with a $2.35 million deal with Six D Enterprises. 2nd place went to Bank Pacific with a $1.6 million deal and Bank of Guam recorded a $1.5 million mortgage. Other lenders with $1.0+ million real estate loans closed in the first quarter include First Hawaiian Bank, Coast
360, Community First, and ANZ. Overall real estate market conditions are improving and our projection of 25 percent growth in sales for 2010 remains unchanged; however, potentially massive infusions of foreign investment could impact final figures. Increased government fees and an end to the first time homebuyer tax credit are expected to negatively impact the residential sector although the recovery in the high-end sector is expected to continue along with demand growth from the first wave of military build-up related personnel. The commercial sector will likely remain soft until economic growth spurs increases in rent and occupancy levels.

With the great new tax break on new homes, it seems that it’s definitely a buyer’s market. However, finding a new home that suits your needs may not always be easy. Some people are taking the option to stay put and simply upgrade their current homes. According to the National Association of Home Builders, here are some reasons many people are opting to remodel. • Remodeling allows you to customize your home to meet your needs and desires. The only similar, but much more costly alternative, is to have a brand new custom home designed and built. • Remodeling means that you don’t have to give up a familiar neighborhood and schools. • Remodeling is a more efficient use of your financial resources. According to the American Homeowner Foundation, selling your home and moving typically costs about 8 to 10 percent of the value of your current home. And much of this goes into moving expenses, closing costs, and broker commissions — items that have no direct impact on your home’s quality. • Remodeling can be stressful, but few experiences are more stressful than moving. Feature While there are many reasons that people choose to remodel, the bottom line is that remodeling makes your home a more enjoyable place to live. The intangible value of this pleasure needs to be considered, along with any resale value you hope to gain. But there is no doubt that, as far as improving the sale of your home, all remodeling projects are not created equal. The general rule of thumb is that any remodeling project that brings your home up to the level of your neighbors’ is a worthy investment. But it doesn’t pay to be the most expensive house on the block — real estate experts recommend that a remodeling investment should not raise the value of your house to more than 10 to 15 percent above the median sales price in your neighborhood. Remember that potential buyers will compare your home to ones newly built. Therefore, you’ll want to look at the design trends and amenities being built into new homes. Great rooms, master bed and bath suites, and higher

ceilings are a few of the features sought by today’s home buyers.
Making the Decision If your present home has features that you are not really happy with but could easily be transformed into the home of your dreams, it may be a better idea to remodel than move. There are a couple of things you can do to help you make the decision. Here are the most popular homeowner questions about deciding whether to remodel or move: 1. How much would it cost to remodel? This question requires some research on your part. You can get estimates in different ways. One way is to get an estimate on the cost per foot. Another way of getting an estimate is from a contractor or architect. They are trained to know the cost of supplies and determine the man hours required to complete a project.
2. What can I do if the project costs more than my estimate? First, understand that an estimate is not an exact science. It is simply an idea of what a project may cost. Make sure you get several estimates and that the contractor understands exactly what you want from him. If you get other estimates and feel the estimate is too high for you, consider revising your project. Also you must consider the quality of the materials and may want to invest in economy or standard materials. 3. Should I stay in the house while it’s being remodeled? This is a personal choice but you may also want to ask your contractor what he recommends and consider what area of your home will be under constructions in order to make this decision. 4. How long will the project take? Your contractor should be able to
give you an estimate of how long the project will take however, there are situations which can arise and throw the timing off. 5. Can you trust the contractors and their crews? This should be considered before hiring a contractor. If you feel you cannot trust a contractor, do not hire him for an internal job. This contractor may be more suited for a smaller project or none at all. 6. Where can I find a contractor? A good place to start would be referrals from friends and family. Then if you still haven’t found a good contractor, you can talk to real estate professionals for the specific type of contractor you need. 7. Is remodeling risky? There is risk in all major decisions that you make. This one is no more or less risky than any other one. If you

Feature plan your project well and have a reliable contractor, the project should go as scheduled. 8. How long will it take to sell my house? This depends on many different aspects of selling. How many buyers are looking in your area, the price you are asking and the market in your area. You should consult your realtor, watch other homes in your neighborhood to see how long they are on the market and do not get too anxious. 9. How do I pick a real estate agent? Check with neighbors, friends and family for recommendations and then check each recommendations references. It is important to find a realtor you feel is going to hold your best interests in mind and do a good job at trying to sell your home.
10. Which offer should I accept for my house? This decision should be made carefully with other aspects in mind. Are there other perspective buyers, is the price considerably less than what I am asking and is the buyer able to get the financing? These are some questions to keep in mind but consult your realtor as well. Just remember, the realtor gets paid when you sell.
Minor Fixings There are many home improvements you can make to your home to make it more enjoyable while you live there. However, the duration of your stay will determine whether your improvements are recommended or not. Some improvements are more expensive than others and therefore are not feasible for short stays such as a year. However, if you plan on staying in your home longer than a year after improvements has been made, there
are recommendations for the type of improvements to make. Sometimes repairs are needed to a home and should be done accordingly but others may only be improvements you would like to make to may your home feel more comfortable for you during your stay. The longer you intend on living in the home, the more feasible it is to make larger improvements. Some improvements are only recommended for short stays such as new windows or doors, paint and hardware fixtures and baseboards and/or moldings. These will improve the appearance of your home and ad slight value to your home but they are only recommended for short stays after the work in completed. Take into consideration the cost of the project before continuing any project. Make sure it is economical for your intentions and a good investment before proceeding. Be careful not to spend more than your original plan so you are not losing money when the time comes to sell. These recommendations assume you
will use economy supplies and materials in the improvement project. More substantial improvements may be suitable for longer stays in a home such as, new flooring, adding an additional bathroom or finishing a basement or attic. This type of improvement should only be done if they are in disrepair and take away from your otherwise attractive home. These improvements will greatly improve the value of the home but are more expensive for the family that has decided to sell within a year. If making these improvements, make sure you use average or economy materials, choose colors that are common to the average buyer, and pay a reasonable installation cost. eal estate wasn’t an industry in which Ryan Mummert openly sought opportunities, but it’s something that always left a door open for him. “I was working admin for a mortgage company in Menlo Park, Calif. and one of the mortgage brokers paid me on the side to do a little extra work for him,” Mummert said. “He saw I had a knack for finance and a good rapport with his customers, especially the irate ones, and hired me full-time as his assistant, mentoring me, and encouraging me to get licensed.” Mummert eventually became licensed and became an independent mortgage broker, working with a few different companies. Then in 2004, he moved back to Guam. “Not wanting to work for a direct lender, I chose not to get back into finance and instead worked for a local marketing company for about a year. I was actually trying to garner interest and solicit sponsors for the production of a local TV show when I crossed paths with Anthony Godwin.” Godwin encouraged him to re-enter the industry, and in 2005, Mummert joined Today’s Realty. Of his experience, he said the entirety of his career is memorable. “You deal with so many different personalities and each transaction has its ups and downs, challenges and successes. I get very close to many of my customers and clients and maintain personal relationships with them that go beyond real estate,” he said. But his biggest challenge is an internal one. “The biggest challenge in the field that I encountered initially and I think many agents encounter is self-doubt. Real estate has so many ups and downs,

Cutting and Installing Baseboard Trim

nyone who has tried cutting and installing baseboard trim knows that it can be a difficult task. However, like most DIY tasks, there are tricks that will help. By learning a few guidelines and understanding how to cut baseboard trim properly, the costly mistakes of an improperly cut section of baseboard trim will be eliminated.
Other Angles Not all corners are 90 degrees. Some corners are 45 degrees and others are in-between these sizes. By using the one-degree-above-half when making cuts a tight fit will be ensured. Cutting baseboard trim for a 45-degree corner would require a 22.5-degree cut. The equation is: The angle of the corner divided in half, plus one added to that amount.
Angles Trim of all types including baseboard requires exact measurements. There are different angled cuts for each type of corner. One simple trick is to cut your baseboard at least two inches longer than needed. This allows a bit of play room for angled cuts if needed. The corners in older homes tend to have odd angled corners. Allowing a few extra inches will provide a margin of safety for any discrepancies of the wall, floor or the angle of a corner.
Installing Trim Board Use the correct type of nails when installing trim board. Nails that are too big can crack the trim board and be unsightly. Too-small nails will not hold the trim board tightly to the wall or at the corner where two pieces meet. If you are unsure as to what type of nails are needed, you can ask a hardware dealer, construction contractor or ask online from many do-it-yourself websites. Often trim boards will bow outwards when pressed into place. If you have measured properly and the cuts made were precise, a gentle push will pop the trim board into place allowing it to be properly secured. Installing and cutting baseboard trim does not need to be complicated. Patience and precise measuring combined with a few tricks will allow a do-it-yourself professional-looking installation.
Measuring Before cutting baseboard trim, you need to place the wood against the wall and draw a line in pencil on the back of the trim board to indicate the corner. If the corner is a 90-degree angle, set the miter saw at 46 degrees. This is a very effective trick to cutting molding and trim so that it fits properly. Cutting It is important to cut the board next to your pencil mark and not cutting on the pencil mark. If you cut on the mark, the trim will not fit properly and may need to be replaced. With the finished side of the trim board toward you, make a 46 degree cut. Repeat on the matching section of trim. Occasionally these cuts will need to be adjusted to ensure a proper fit. It is easier to shave some off an improperly fitting piece than it is to add it back.

Curb Appeal
The Most Popular Do-It-Yourself Home Project By Ken Limtiaco
A series of articles about “curb appeal” would not be complete without writing about the most popular method of improving your property’s value and appeal: exterior painting. Although not as quick or easy, it is similar to you dressing up for a night on the town. It makes you feel good, gives you confidence and, if done properly, draws welcome attention. A fresh coat of paint will do wonders for your property and you can choose to do it yourself (as so many homeowners do) or hire someone to do the job professionally. The first step is to choose your colors. Typically, a property will have a base color, covering most of the vertical walls, with a different complimentary color for the “trim” (this would include the fascia, door jambs, ballustrade railings, etc.). When choosing your colors, pick a scheme that will fit into your surroundings. You want the colors of your property to be noticed and differentiated from the rest but you do not want the colors to “stand out like a sore thumb.” In other words, if your neighbors have earth tones on their buildings then perhaps purple is not the color to choose for yours. One of the trends I have noticed is the use of darker colors for the base and lighter colors for the trim and accent. This is a complete 180 turn from the previous years where most buildings had a light base with a dark trim. Additionally, I have noticed several larger, new homes using another complementary color as an accent on a whole wall. Once you have selected the colors it will be time to select the gloss of your paint. The gloss is simply the

amount of sheen/shine/reflectivity the dry paint will have. You can choose: • high gloss • semi-gloss • eggshell (or satin) • flat Bear in mind that the higher the gloss of the paint, typically, the easier it will be to clean, although technologies provided for greater dirt and mildew resistance within even
the flat paints. In the past year I have seen the eggshell and flat finishes far outsell the gloss. One other issue you will need to consider is if your existing paint is a high or semigloss (and you want to change to eggshell or flat) it may mean you will need to either put on a coat of primer or an additional coat of the new paint in order for the new paint to properly adhere and hide the existing coat. The same may apply when painting a lighter color over a darker one.
When done properly, a new coat of paint will do wonders for your property’s curb appeal. With all of the choices available on the island, it would be wise to shop around. Make sure the paint you choose has a good reputation and has been proven for Guam’s weather. All too often we are told of new products that will last but when used in the project, we wish we went with the tried and true. Happy painting.

Extended Home Buyer Tax Credit: 2009/2010 Although the Extended Home Buyer Tax Credit expired on April 30, 2010, home buyers who signed a written, binding contract by that date and close before August 1, 2010 may still be able to claim the credit. Below you will find general information about who can claim the credit and how. If you have specific questions or need additional information, please contact a tax professional or the Internal Revenue Service at 800-829-1040. Latest News It wasn't pretty, and the debate went well into the evening, but on June 30 the Senate passed a stand- alone bill that extended the date for closing on a tax credit-eligible home from June 30 to September 30, 2010. The bill passed the Senate on a voice vote in a process known as "unanimous consent." A stand-alone bill is a single issue bill that contains just one provision (and, if needed, its "pay-fors.") Stand-alone tax bills are a rarity in the Senate, but the urgency was well understood. Earlier in the week, the House had passed a stand-alone extension (HR 5623) by a vote of 409 - 5. The White House has said that President Obama will sign the bill, although the timing for the signing is not yet known. The extension is seamless, so closings that occur between July 1 and the date the President signs the legislation will satisfy the requirements of the credit. In order to get the benefit of this closing date extension, the parties must have entered into a contract for the purchase on or before April 30, 2010. About the Extended Home Buyer Tax Credit As part of its plan to stimulate the U.S. housing market and address the economic challenges facing our nation, in November 2009, Congress passed legislation that: • Extended the First-Time Home Buyer Tax Credit of up to $8,000 to first-time home buyers until April 30, 2010. • Expanded the credit to grant up to $6,500 credit to current home owners purchasing a new or existing home between November 7, 2009 and April 30, 2010. - National Associations of REALTORS® Your REALTOR® has your best interest in mind.
