elcome to 2011….I and the other over 400 members represent GAR, the official “Voice for Real Estate” on Guam®. As the president of the 2011 Guam Association of REALTORS® (GAR), I would first like to wish everyone a Happy and Prosperous New Year! From just 12 or so members that started our Association nearly 38 years ago… today we celebrate over 400 real estate agents, brokers, and appraisers that make up our all REALTOR® Association. Real estate is alive and well on Guam! For 2011, GAR has a wonderful slate of volunteer officers, directors and committee chairpersons that have come together to make things happen. The association appreciates the valuable hours and efforts this awesome team will put forth over the next year to accomplish the goals and objectives of our group. Welcome GAR Team 2011! In addition to our volunteer leadership, GAR has an excellent staff led by Peggy Araullo Llagas, our Executive Officer, who takes care of the day to day operations of our fine organization. There are a lot of great things planned for 2011… starting with the launching of the GAR Online Learning Center in the beginning of the year. This center will allow our members to take the classes they need, via the internet, to keep up with licensing requirements. Stay tune to this column for more announcements for 2011. Obstacles in the Home Loan Process

he definition of Obstacle is: “Something that stands in the way of or impedes progress.” Many people tend to be overwhelmed with the process of obtaining a mortgage loan because they have the impression that there are too many obstacles between them and their first home. This article will provide general information on what to expect during the mortgage process and some typical obstacles that people may encounter. Before a lender approves a mortgage loan, it helps to understand what the lender is looking for. It boils down to basics of banking commonly known as The 4 Cs of credit:

• Capacity – ability to pay • Character – willingness to pay • Collateral – security • Capital – sources to repay Lenders want to make sure that individuals seeking to obtain financing are creditworthy. This requires borrowers to provide documentation and proof that they have the ability and willingness to pay back the loan. How do lenders obtain proof ? Lenders normally require the borrower’s authorization to obtain a copy of his or her credit report, which acts as a report card reflecting how past and present loans are or were managed. The report provides insight about the “character” of the borrower, by producing a history of past loans, outstanding debts, number of times credit has been requested, time remaining on the outstanding debt, , from whom you have borrowed, and if there are any late payments. All of this information helps lenders assess the borrower’s ability to repay. This is why it is important to manage your credit score. Paying your bills on time, avoid having high balance credit cards, and only apply for credit you need helps maintain a good score, which can help lower the interest rates on the loan. In addition, lenders will require: • Proper documentation of income • Verification of employment • 2-3 years of filed income tax returns. Obviously, copies of your checkstubs show your earning capacity to pay back the loan. The length of time in a job can show job stability. This is why employment-verification and copies of tax returns are required. Changing jobs for a good reason (pay increases) is understandable, but frequent job hopping in a short time span, maybe viewed skeptically and be considered a sign of employment instability. Because lenders need to protect themselves, one way of doing so is to seek collateral. The collateral represents an asset that is pledged by the borrower should there be a default. In the case of a mortgage loan, the asset is often the home itself. Lenders will request an appraisal report to provide an unbiased valuation of the home’s marketability. The appraised value serves to help determine the loan amount that can be offered to the borrower. In review, before lenders approve a loan, they want to make sure borrowers have the ability and willingness to pay them back. Guam Real Estate Sales Volume Surges Market Transitioning Due to Commencement of Military Build-Up

Guam’s real estate market surged during the third quarter of 2010 with $106.9 million in total transaction activity, the strongest quarterly sales volume in two years and up more than 50 percent from the 2009 third quarter results, according to the latest figures released by the Captain Real Estate Group. “The September signing of the Record of Decision, formalizing the $15 billion Guam military build-up, provided additional confidence in the future of the local real estate market, and build-up related transaction activity was evident during the third quarter”, noted Nick Captain, President. The most recent figures were boosted by several lender-pressure induced deals including the indicated $15.4 million bulk sale of 28 luxury houses as well as the $5.0 million sale of partially improved townhouse lots at Talo Verde, Guam’s premier residential subdivision. A series of other high priced commercial, industrial and land sales, signaling a return of heightened interest among foreign investors, also contributed to the sharp increase in sales volume during the quarter. The residential sector of Guam’s real estate market slipped during the third quarter of 2010 with the median single family home price dropping 7 percent to $197,000 and unit sales sliding to 145, a 22 percent decline from the 185 units sold during the third quarter of 2009. The most recent figures were boosted by 23 sales within the newly completed Sagan Bonita residential subdivision in Mangilao. Condominium transaction 6 CasaGuam Januar y 2011
By Nick Captain activity reflected just 34 sales this past quarter, one of the slowest periods since 2002. However, the median price of a condominium unit was up sharply to the second highest on record at $171,100, mostly due to new product sales at the highly successful Harvest Residence project and other high end condo sales. The high-end condominium market (priced above $350,000) rebounded sharply through September 2010 with transaction activity already doubling the entire 2009 sales volume. During this past quarter, a dozen residential properties sold at prices above $400,000. “Now that the military build-up is finally commencing, we’re seeing different markets act in different ways”, said Captain. Competition for industrial space and worker housing facility options intensified during 2010 as military contractors and new businesses closed numerous deals in these sectors. “We expect some unusual activity during this initial period of transition because sellers and buyers must find common ground or activity plummets”, noted Captain. “We see this period as the last window of opportunity for buyers, before inflationary pressure associated with the build-up significantly impacts Guam real estate prices”, added Siska Hutapea, Captain’s partner. The near-term may be tied to Guam real estate lending activity, which plummeted 36 percent through mid-2010. Notable Transactions – In addition to the lender-driven bulk sale of 28 Talo Verde houses and townhouse lots, several additional major transactions closed during the third quarter of 2010. These sales included Guam’s most impressive industrial complex,
IXORA, which was acquired by a Hawaii-based investor at $7.2 million. The nearly 90,000 square foot project has housed numerous luxury brands as well as a temporary courthouse that witnessed Guam’s most expensive trial, which was based on claims associated with the former Royal Palm hotel. Fittingly, another notable transaction during the quarter involved the 4.5 acre Tumon beachfront site formerly occupied by the Royal Palm. The property sold to a Taiwan-based investment group at nearly $8.5 million, or around $500 per square meter. An-
other Hawaii-based investor acquired 58,000 square meters of former federal excess land at Tiyan for $3.5 million, or $60 per square meter. Pago Bay Resort closed another five luxury home sites at The Laguna during the quarter at prices up to $448,000. A 50 lot undeveloped subdivision in Chalan Pago sold at $1,250,000 or $25,000 per lot. The most significant sale during the recent quarter involved Shell Guam Inc.’s sale of various service station properties (and business) to Philippine-based investors IP&E Holdings, LLC.

ow is a great time to be looking for deals in real estate. The biggest profits can be made by buying in a down market. That being said, if you don’t have substantial liquid assets available or a great credit rating as a safety net, buying real estate with the current credit market could prove to be more of a pitfall for you than a springboard to prosperity. Assuming that you do have a stellar credit rating and feel financially secure, these forthcoming financing methods may be a great way for you to grow your net worth. Whether you’re looking to upgrade your current home, buy your first home or start buying rental properties, you’re going to need to be savvy when it comes to financing. Here are five ways to finance a real estate investment. CasaGuam.com 11
Feature Traditional The traditional route taken through banks, credit unions and other home mortgage companies is a great way right now to finance a real estate investment. Rates are currently at low for a 30-year fixed or 15year fixed rate. Expect to be asked for full documentation of income and debts to be qualified. For those that qualify, most lending scenarios require at least a 10% down payment, but there are still some programs that will approve you for less. If you are able to get approval, now is the time to lock in a great rate. This way to finance a real estate investment really is the most traditional, safe and well-known method. So, we’re going to take you through a number of ways to finance a real estate investment you may not have heard of before.
Seller carry back Whenever you hear someone talking about buying “on terms,” they are speaking of creative financing. Creative financing refers to any method of financing besides the traditional method. Knowing these methods is essential to savvy investing because they allow you to buy properties using the much-talked-about OPM (Other People’s Money). Investors often try to use as little of their own money as possible, so it will stretch further. The first creative-financing method you’ll need to be aware of is a “seller carry back.” This method is a form of owner financing in which the seller agrees to carry the note for your purchase. This will happen when you find a seller that owns his/her property free and clear. They don’t want the property anymore, but they don’t mind receiving a monthly payment on it. Most of the time, however, the seller will place a time limit for when the note must be paid in full— typically, between one and five years. This is a great way to finance a real estate investment as long as you realize you’ll need to refinance later. Remember: It’s easier to qualify for a refinance loan than a purchase loan.

Feature Subject-to This subject-to method is a great way to finance a real estate investment quickly, though it will be a short-term solution. The name “subject-to” comes from the phrase “subject to existing financing.” This means that you buy the property on the condition that the existing financing stay in place. The title is transferred, but the loan will stay in the seller’s name, and the buyer will make the payments. The reason why this is a short-term fix is because sellers aren’t going to be very comfortable leaving the loan in their name for an extended period of time. Savvy buyers will use this method when they don’t want to come up with a down payment, knowing they can refinance in six months and get the loan put in their name. This method is commonly used when buying pre-foreclosure properties. The buyer gets into the property
with zero down, and the seller is willing because they have to get rid of the property immediately. If you use this method to finance a real estate investment, just make sure you uphold your end and make the payments on time.
Seller second This way to finance a real estate investment is extremely useful and used often. The “seller second” means that the seller provides a second mortgage. Typically, the second will be just large enough to cover most, or all, of a required down payment. For instance, if you know you’re pre-qualified for a loan that will require a 20% down payment, you should make an offer contingent on the seller carrying a note for 20%. This way, you will get into the property without using any of your money and the seller gets the bulk of his equity and makes the deal. One
caveat: Make sure the loan you are qualified for will allow a second mortgage to be attached to it. While most will allow this, some won’t.
Lease option Finally, if you can’t find a way to finance a real estate investment, you can do a lease option. The lease option allows you to get into the house for little to no money down, and it gives you the right to buy the property down the road—
typically, in two or three years. This time period will give you ample opportunity to procure financing. Also, often you can arrange it so a portion of the monthly lease payment will go toward the balance of the home. There are actually many more ways to finance a real estate investment creatively, but you are now acquainted with some of the most popular. The bottom line is: If you’re determined to buy a property, you will find a way.

Building Your Home Hand Tool Kit By Murray Anderson (DoItYourself.com) f you’ve just moved into your first house or just moved out on your own, you’re going to be faced with a bunch of DIY jobs and you’re going to need tools. A combination screwdriver and toy hammer from the convenience store won’t be enough and borrowing tools from a neighbor or your Dad gets old pretty fast. But at the price of tools, who can afford to just go out and buy a full set of tools and besides, how do you know what your really need? Here’s some ideas on how you can go about building your own home hand tool kit while not blowing up your credit cards up as well as some suggestions on what you should be putting into that tool kit.
I
Start by buying tools only when you need them You can keep the cost of building your tool kit low if you just buy tools as you need them. For example, if you’re hanging a picture you need a hammer, a level and possibly some pliers, you don’t need a crescent wrench or a pry bar. So when you go to buy tools, just buy the ones you need for the job at hand. Buy others only as you need them. Some tools are commonly sold in sets (screwdrivers, pliers) so even when you set out to buy only what you need you’ll be getting an added bonus at building you tool kit faster
Buy Quality This sounds expensive, but when you’re buying tools you usually get what you pay for. Buying cheap tools is a false economy, since they often don’t work well, won’t last and when they break, you’ll just end up needing to buy new ones. Buying quality tools don’t mean you need to go all the way up to top of the line, contractor grade tools. There are lots of quality toolmakers that make good quality tools at reasonable prices. Sears Craftsmen and home store brand name tools are good quality hand tools and often come with a lifetime warranty, so you know these tools are made to last.
Watch for sales and special offers Sometimes you need to bend the “buy tools only when you need them” rule. Seasonally and around special days (Father’s Day for example) home and department stores often have specials on their brand name tools. Most times these are good values, so

keep your eye on the ads and flyers and you can pick up some good tools at very reasonable prices. So now we know how to build our tool kits economically, but what hand tools should actually be in our home tool kit?
Here’s the basics Hammer – a 16ounce hammer with a curved claw for pulling nails is a necessity. Choose one with a fiberglass or metal handle with a non-slip rubber grip. Tape measure – a 10-foot retractable tape measure will do for most jobs around the house, but a 16 or even 25 footer will undoubtedly come in handy on some projects. Look for one that retracts automatically and has a locking mechanism Tape measures are often sold in groups of two or three of various lengths so watch for the specials. Screwdrivers – You’re going to need a small, medium and large screwdriver for at least three different screw head shapes - Phillips (X shaped), standard (“—” shaped) and Robertson (square headed). You may also run into a need for a Torx shaped screwdriver (five sided), but these heads are still relatively rare. Screwdrivers are also commonly sold in sets of 3, 6 or 9. Adjustable wrenches – “Crescent wrenches” -again in small, medium and large sizes will allow you to take on most nuts or bolts. Utility knife – Get a metal handled one (not plastic), with a retractable replaceable blade. The metal knife will be easier to work with, less likely to break in action and will last longer.
Pliers – Again you’ll need at least three different shapes. Needle nose, standard/slip joint and diagonal wire cutters. Look for store brand sets of all three. Hand saw – For small jobs a 14” hand saw that fits into your toolbox is handy to have. While you wouldn’t want to try cutting a 2 x 4 with it, it will certainly do for cutting smaller pieces of wood and since it fits into your tool box, it will always be close to hand.
Level – You can’t go by your eye. A 9” torpedo level (it’ssilhouette is actually similar to a torpedo) fits into any tool box and is good for small jobs like hanging pictures. A 24” or 32” level will be necessary for larger jobs Latching toolbox to hold all your tools. You’d be amazed how quickly tools can scatter when you’re doing a few jobs. Having a toolbox to keep everything in one place will make your life much less aggravating. Finally, a few sheets of sandpaper in a variety of grits (80, 120, 150) and a collection of different sized screws and fasteners (again, often sold in sets complete with a rack and plastic drawers) will complete your handy home tool kit.

Landscaping Choices For New Home Design

ou may have always heard the old adage that "first impressions" are the ones that count most - and this is all too true when it comes to curb appeal and your home. If you are designing a new home, or revamping your existing home (perhaps to put it on the market), then you must add some curb appeal in order to make your home a stand out in the neighborhood. Landscaping choices can go a long way towards adding curb appeal - which means that lawn maintenance and lawn care has taken on a whole new importance.

Go For a Healthy Lawn Just like a bright smile is a sign of health, a beautiful, healthy, green lawn that is lush and full, yet manicured, is a sign of a well-kept home. Whip your lawn into shape by using fertilizer, weed eliminator, and good techniques with edging to add maximum curb appeal.
Choose Contrasting Plants The plants around your lawn can make or break the appearance of the lawn, and give it an inviting look. Choose plants that contrast with the mulch you are using for maximum visual impact; as an example, if your plants are dark and rich, then choose light mulch and dark mulch for light colored plants. Curb Appeal Tip: Choose Plants by Foliage, Not Flowers While flowers are beautiful and can add some nice curb appeal, they don't last very long. To get the most for your money, choose plants and landscaping that have beautiful, dark foliage instead.
Don't Go Over the Top Keep your landscaping simple and clean, don't overdo it. One of the obvious disadvantages to "too much" landscaping is that it is harder to maintain properly. Likewise, it creates visual clutter that may detract from your home. You want your home and your property to be inviting, but too much landscaping can actually be intimidating - especially if you're trying to sell your house. Who wants to trim two acres of hedge? That might be an exaggeration, but never do more landscaping than you are comfortable with maintaining regularly.`
Keep it Manicured When we want to make a good impression, we make sure our appearances are manicured. The same is true for your lawn. Mow it, trim it, edge it, and clip it - including your lawn, trees and plants - to get the most curb appeal.
Other Exterior Concerns Besides your landscaping, there are other concerns for the outside of your property that you should take into consideration when it comes to adding curb appeal. Obviously, you want a great walk way to the front exterior. Make sure the walk way is uncluttered and laid out well. The driveway to the home should be in excellent shape (no "pot" holes or cracks). The exterior lighting should be clean and in good working order as well. When you take these considerations and put them into action, you'll find that enhancing your home's curb appeal is easier than ever.
