e’re off to a busy year. It’s February, the month that we celebrate our love for one another…highlighted by Valentine’s Day on February 14th. So this month, share some extra love. We have installed our new leadership team and put together our working committees. This year we have seven committees. One of those committees is our grievance committee. The Grievance committee is tasked with reviewing complaints received by the Executive Officer from the public or from other REALTORS® regarding violations of our REALTOR® Code of Ethics. When a licensed real estate agent or broker is accepted for membership in the Guam Association REALTORS®, that individual becomes a REA TOR®. As a REALTOR® that individual is subject to abide by the REALTOR® code of ethics. The code prescribes how REALTORS® deal with the public, clients and customers, and with other REALTORS®. Violations of the code are taken seriously. Once the Grievance committee finds merit in a complaint that has been filed with the Guam Association of REALTORS®, the complaint is sent to the Professional Standards Committee. The Professional Standards committee conducts a hearing and renders a decision that is then forwarded to the board of directors for further action. Guam Real Estate Market Up 20% in 2010
A
ctivity Update –
Although local real estate lending contracted significantly in 2010, there were strong indicators of positive growth in the Guam real estate market, according to the latest release from Captain Real Estate Group. In 2010, aggregate island-wide sales volume increased by 22 percent from 2009 to $306.2 million. Last year, the median price of a house on Guam increased by over six percent and the median price of a condominium increased by nearly 13 percent. Also in 2010, condominium sales volume islandwide increased by nearly 50 percent, and land sales volume more than doubled the 2009 levels. In 2010, over $32.2 million in condominium sales and over $94.5 million in land transactions closed. According to Nick Captain, the condominium and land sectors are “leading indicators” for future growth. Captain expects local players to step up as well as a slew of off island investors acquiring Guam real estate over the next couple of years, boosting sales volume and increasing prices. The 2010 growth in real estate sales occurred while local lenders moved in the opposite direction, with real estate loans down by 28 percent to $387.6 million. Local real estate lending was again dominated by First Hawaiian Bank and Bank of Guam, while Bank of Hawaii continued to shrink. In 2010, Bank of Hawaii closed fewer real estate loans (in dollars) than Coast 360 and Community First credit unions, as well as BankPacific. “Once local banks can justify real estate lending growth, relatively stable residential and soft commercial market conditions could turn upward quickly”, noted Captain.

Single Family Dwelling (“SFD”) market activity during 2010 was relatively stable with 4 percent growth in dollar volume to $141.7 million. During 2010, the median price of a single family house hit $212,500, up 6 percent, but has remained within the range of $195,000 to $215,000 since 2007. The dollar sales growth in 2010 occurred along with shrinkage of 5 percent in the number of houses sold, which reflected 586 units in 2010. Unit sales volume peaked during 2006 to 2008 with over 700 houses sold annually. The 2010 unit sales volume reflected the lowest annual total since 2003. The annual SFD unit sales volume, which peaked at 774 units in 2007, pales compared to the Department of Defense’s Record of Decision which details the Guam military build-up and notes that new civilian housing demand, under the now-delayed initial build-up scenario, would average 2,500 units annually through 2015. High end SFD sales (above $500,000) increased over 20 percent in 2010, as the return of economic normalcy brought wealthy individuals back into the market. In the condominium sector, the median price increased by nearly 13 percent to $140,000 in 2010, while the number of transactions increased by over 21 percent, to 183 units. Condominium sales volume (in dollars) was up last year by over 48 percent to $32.2 million. The high end condominium sector continued it’s rebound with 23 transactions priced over $350,000 in 2010, more than double 2009 activity. Land sales in 2010 hit $94.5 million, up by nearly 110 percent, and approximating the combined totals from 2004 and 2005. The number of land sales in 2010 was up by almost 15 percent to 459 transactions. The multifamily sector rebounded in 2010, increasing 75 percent to $17.9 million in sales volume; primarily due to the bulk sale of Talo Verde houses as apartment building sales volume was
anemic. The commercial and industrial sectors lagged in 2010, with sales volume down by 45 percent to only $19.9 million in combined sales. These sectors were positively impacted by upward pressure on rents and occupancy; however, sales volume declined significantly due to the wide price expectation gap between buyers and sellers. The military build-up will dominate Guam’s economy and real estate market through this decade. The now obvious slowdown comes on the heels of the Record of Decision (“ROD”), which indicates that Guam’s housing market had a 2,800 unit excess capacity. New housing demand was estimated to approximate 2,500 units per year for four years, resulting in excess capacity of over 8,000 units post-build up. Under the original timeline, there would be a need for 12,000 civilian housing units in 2014 alone, falling to 3,205 units by 2017, after construction. Fortunately, the estimates were concluded as seriously flawed in light of Guam’s infrastructure and politics. The slowdown is good for Guam as the ROD estimates would have resulted in serious market clashes and a housing war where landlords are kings. The ROD says that “This rapid and substantial increase in population on Guam would create “boom town” opportunities and problems.” The slowdown in population growth will smooth out the boom and bust cycles previously experienced in Guam. Guam’s residential real estate market is healthy compared to the U.S. Mainland. According to the S&P/case Shiller Home Price Index, home prices nationwide are back to their mid-2003 levels, while the Guam median price is up 85 percent from 2003. U.S. home prices are down an average of 33 percent from their recent peak, but the 2010 Guam median price was only one percent lower than the 2008 peak of $215,000. Notable Transactions – 2010 was the year of Talo Verde’s foreclosure,
the four abandoned towers, the Marriott foreclosure sale, and the auction of Tumon oceanfront land. Notable transactions in 2010 included more than just foreclosure deals and abandoned projects (“on hold”). The $15.4 million bulk sale of 28 Talo Verde houses closed in 2010 with local buyers benefitting from the discounted prices. Guam’s largest industrial complex, IXORA, sold at $7.2 million and Tumon oceanfront land (former Royal Palm) sold at over $500 per square meter. Notably, USDA loan activity skyrocketed in 2010, to 81 loans, up from only 18 deals in 2009. Ironwood Heights and Sagan Bonita affordable housing projects were both successful in 2010 while the Ysrael’s are quietly building a 180 unit apartment complex in Tumon

If you’re thinking that a guard dog might be a wise home security choice, there is a lot to consider before heading out to the pet store for a puppy. Depending on the breed, dogs will live 10 years or more, so it is a big financial and personal responsibility that will last a long time. Also, dogs need training in order to protect you and your premises in a way that won’t get you sued or into a situation where the dog needs to be put down because it escaped your property and bit someone. Not long ago, a woman called me, very upset. She’d just dropped her dog off at a shelter — the same shelter from which she had originally adopted him only a few weeks earlier. When I asked why she had returned him, she described what were obvious signs of severe aggressive tendencies. When I asked why she had taken him home with her in the first place, she said, “For protection.” OK. “For protection” makes sense. A lot of people bring a dog into the family for protection. But protection and aggression are not the same things. You don’t want your four-legged, iron-jawed protector protecting your home and belongings from you and your family. And you don’t want to have to protect yourself and your family from little Cujo. You are then prisoners in your own home, held captive by your own dog. That’s no way to live. We all want to feel safe. And we all have our ideas of how to find that feeling of safety. Bigwigs hire bodyguards. There’s the home alarm system—just a notch above the car alarm in effectiveness. And some folks keep a gun near the nightstand—intimidating, but not for everyone. Still others—many, others— get a dog.
If you’re leaning toward the latter, there are some things you should know and understand before diving in. Above all, protection dogs should be social, friendly and loving—with everyone. What? What about growling? Snarling? Frothing at the mouth? Protection dogs are not mean or scary. They’re highly trained, physically conditioned and mentally alert creatures. They’re also incredibly loyal and loving—when properly trained and socialized and treated with love, praise and affection. Protection dogs do their best work from inside the house. Left outside, your watchdog is vulnerable to the very people you want protection from. Dogs will be dogs, and even the most sophisticated and intelligent watchdog finds it hard to resist a juicy sirloin. If some ne’er-do-well drops a sweet-smelling hunk of beef seasoned with arsenic into your backyard, your pal and protector won’t be around to help you when you need it. This really happens. Evil does exist. So keep your dog inside, where he can keep you safe and you can keep him safe. In thinking about a dog in terms of protection, ask yourself what you really want and what you really need. Do you want a protection dog, trained like a police dog, or do you really want a burglar alarm with a heart? Unless your only other choice is the Witness Protection Program, what most of us really need is a dog who will cause a stir if someone’s jiggling the door handle in the dead of night. As Waylon Jennings once sang, “You wanna get the rabbit out the L-O-G, you gotta make a commotion like a D-O-G.” CasaGuam.com 9
Feature Waylon’s right. Mr. Burglar makes a small noise, little Fluffy makes a big ruckus, and Mr. B has to pause and ask himself, “Do I feel lucky?” Most likely, he’ll move along to a more peaceful place, where he can slip in and out without the fuss. But if you really do need a protection dog, first carefully consider the breed. Certain breeds are better suited to provide that kind of service than others, and you might be surprised by what you find. A 90-pound Bloodhound asleep at the foot of your stairs might look capable of doing some serious damage, but chances are a clown car full of burglars could step right over him, empty your jewelry drawers and head out without so much as a “Woof !” from Sleepy. A 7-pound, yappy Yorkshire terrier, on the other hand, could easily be a burglar’s worst nightmare. Do your research. Decide what kind of protection you need. Be aware that professionally trained protection dogs are more expensive. Whatever you do, know the difference between protection and aggression. Protection is a legitimate reason to get a dog, but there is no reason at all to live with aggression.
Top 10 Things To Do Before You Bring Your New Dog Home www.aspca.org 1. Stock Up On Supplies Your new pal won’t need much—the Burberry overcoat and crystal tiara are optional—but essentials include food and water bowls, safe chew toys, grooming tools, a collar and leash, an identification tag and a crate with bedding (towels will do if you don’t want to spend money on a fancy crate pad). When it comes to food, try to buy the same brand he’s already eating. If you want to change foods, make the switch gradually, mixing old food with new, over a period of a few weeks. 2. Divvy Up Responsibilities To avoid conflict when Princess has to go out at 7:00 A.M., powwow with members of your household about who is going to be responsible for what. Who will walk the dog at various times of times of day? Who will feed the dog? Who will take the dog to the vet? And if it’s you who winds up walking her in the middle of a rainy night, slap on a smile and remember—pet parenting is a privilege, not a chore! 3. Establish House Rules Before Poochie comes home, decide things such as: Is she allowed on the furniture? Will we ever give her “people” food? What behaviors are encouraged, and which are forbidden? Consistency is the key to training dogs, so make sure everyone will stick to enforcing the new system. 4. Be Consistent in Training Dogs can get confused when one human says “down” and another says “off” when, for example, they jump on visitors. Then there’s “down” versus “lie down,” and “paw” versus “shake”—surely you see how this is perplexing to another species! Do Fido a favor and be consistent with the terms you plan to associate with various commands. Better yet, write out a vocabulary list of the words that everyone will use! 5. Dog-proof Your Pup’s Environment Tuck electrical cords out of the way, install safety latches in lower kitchen cabinets, etc. Make sure items that are dangerous to ingest—like children’s toys and chemicals—are off floor level. Some people find it helps to get down on the floor for a dog’s-eye view of every room to see what might tempt a curious canine. 6. Learn Some Handy Housetraining Tips If your new pooch is not yet housetrained, determine where his indoor “potty spot” will be. Figure out your plan to housetrain him, and coordinate with the entire household. 7. Consider a Crate Crates often give dogs a sense of security by offering them a place that is all their own. Providing your new pooch with her own safe and secure spot will help her adjust more quickly. 8. Make it Legal In Guam, every dog is required to be licensed. You can get sign up for a pet license at the Department of Agriculture or at the Yigo Animal Shelter. 9. Make a Vet Appointment If you don’t already have one, find a good veterinarian—and bring your new canine to a caring veterinarian for a wellness exam within one week after adoption. Make this first appointment even before you bring home your new pup. 10. Combat Sibling Rivalry This one’s for folks who already have a dog in the home. Before you introduce the new hound into the pack, pick up anything your resident dog might guard, such as food bowls, bones, toys and beds. Even if your dog has never exhibited possessive tendencies, it is best to exercise caution. This may be an intense experience for your resident canine, so do be patient with her.

Highlight on: Reliable Builders eliable Builders, Inc. was founded by Mr. Jong. K. Kim, CEO/President, in 1974. After the island was devastated by Typhoon Pamela in 1976, RBI’s primary focus was on assisting the island by accommodating the high demands for building and repairs of residential houses, mostly financed by the Farmers Home Administration (FmHA) and the Small Business Administration (SBA). When It Comes To Kids, Let There Be Color Ask a child his favorite color and he’ll say blue. A second later he’ll say no, it’s red. Yellow. Purple. Orange. Green. In fact, kids love color, all colors. That alone should be inspiration when thinking about decorating your children’s bedrooms or playrooms. That they love color - the more the better - also makes do-ityourself decorating projects with your kids easy and fun. The key is to relax, keep things simple and inexpensive, and don’t sweat the small stuff (like big messes). Use your creativity with your kids and watch theirs spring to life. Let kids add color to unexpected places and have it be OK. If color is what a room lacks, kids can use GelGems™ on any nonporous surface such as windows, refrigerators, computer moni-

Playtime with pillows. Purchase fabric crayons or paint at the craft store, along with cotton material. Cut two matching squares out of material, tape one piece securely to a work area, such as thick piece of cardboard, and have children design the front of a pillow. After they’re done, sew the pieces together leaving a hole on one side big enough to put a hand through, stuff with filling and stitch the hole shut. Modern art has never been so inexpensive. Children’s artwork can be priceless; after all, a family or self-portrait drawn by their own hands is often more precious than a professional one. With the money you save on artwork, invest in a nice frame to give your children’s masterpieces a finished look that blends with your room’s decor. Press some style and fun onto stale-looking walls. Have children dip their hands into an accent paint color. Help them press their hands onto the walls to create a room border around the middle of the wall. Vary the position of the handprints, switching 45-degree angles to the right and left to create a pattern. Boot out the old, in with the new. Here is a use for the cute little rain boots they no longer wear, but you cannot bear to give away: planters. Pound a few holes in the bottom of the boot with a nail then pour a thin layer of gravel in the bottom of the boot for proper drainage. Fill with potting soil and Gerbera daisies or other small flowers.

Curb Appeal
Increasing Curb Appeal I saw an ad for a book entitled 197 Ways to Have More Curb Appeal. I don’t know all of them, and I don’t want to. Here are the 15 or 20 ways I think will give you the most bang for your buck and make the most difference to the appearance of your home. They are in no particular order of importance. It’s up to you to decide what you think is appropriate for your home, and what will do the most to enhance curb appeal. Here they are:

Even with a small budget, there are ways to draw attention to your front door. Molding acts like a picture frame when applied around a doorway.
Add Shutters Or Accent Trim Shutters and trim add a layer of beauty to your home's exterior. Shutters also control light and ventilation, and provide additional security. Exterior shutters can be made of wood, aluminum, vinyl, composite, or fiberglass.
Landscape lighting makes a huge impact on your home's appearance, while also providing safety and security. Fixtures can add accent lighting to trees or the house or can illuminate a walking path. If you aren't able to use lights that require wiring, install solar fixtures (but understand that their light levels are not as bright or as reliable).

Renew Paint, Siding, And Trim
House numbers, the entry door lockset, a wall-mounted mailbox, and an overhead light fixture are all elements that can add style and interest to your home's exterior. An exterior facelift (new paint, siding, or trim details) automatically transforms the look of a home. Any obvious defects, such as cracked or rotting material, can downgrade your curb appeal and diminish the value of your house.
If your home has an older gutter system, odds are it's also suffering from peeling paint, rust spots, or other problems that can convey a sense of neglect. Replace old systems. Copper systems, while pricier, convey a look of quality.

Get garden beds into shape by pruning, pulling weeds, planting flowers, and adding new mulch. If your border is old or tired-looking, try upgrading to stone or a decorative cast-concrete edging system.
Stone is a great option for dressing up exterior features such as concrete foundations, column footings, and other masonry details. Natural and manufactured stone can be costly options for large areas, but both are affordable and well suited for use as accents.

Dining Opportunity Fisherman’s Cove Is Hilton’s Newest Dining Spot was on the second level at the Micronesia Mall the other day looking down into a slightly crowded center court. In the sea of people generally wearing mundane earth tones and shades of black stood out a bright green T-shirt on a man sitting near Foot Locker. The green shirt had a large red crab on it, and I was reminded of the Fisherman’s Cove banners with that same crab logo that lined the entrance to Hilton Guam Resort & Spa a couple months ago. I called Sam and Shane to tell them both I had a sudden craving for seafood – particularly baked salmon. I figured it would be a good guess that salmon would be available at Fisherman’s Cove, although my usual option is the Sweet Bourbon Salmon at Lonestar Steakhouse. Sam mentioned that our visiting friend, Jessie, would be in town and that we should all go the hotel restaurant. Shane chimed in that Jessie would be turning ___ (age withheld to protect the innocent) and that a celebration was in order. Sam also needed photos of cooked seafood for a Web site project, so not only were we killing two birds with one stone, we were killing three. We all met at Hilton – one by one of course – in five-minute intervals. Sam arrived first as usual and I joined in next. We were right when we guessed Shane would be late, but we didn’t expect Jessie would be late, too. Sam and I both invited two other friends – Casey and Jordan – to complete the party of six. We all immediately commented on the pleasantly bright décor – full of rustic memorabilia related to American maritime culture – and the mural that reminded me of the opening credits of Gilligan’s Island before the lightning. I had the whole “the Minnow would be lost, the Minnow would be lost” repeating in my head before I saw my friends. Seated in the restaurant, our server explained the concept of the restaurant. We learned that guests are able to choose dishes from the menu or scope out the seafood on ice display. The seafood on ice display featured a vast selection of fish, shrimp, oysters, mussels and clams among other fresh seafood. From the display, we would choose the items we wanted to eat. The restaurant chefs would take the seafood we chose and cook it to our specifications. Casey immediately went for the Lobster Mac N Cheese off the menu. Shane wanted the Mac N Cheese, too, but we all wanted a sampler type of dinner, with each person ordering a different entrée. Shane gave up the mac n cheese and opted for spicy Penn Cove Mussels. Jordan ordered the tuna burger – just slightly seared and practically alive. Jessie, trying to be healthy during dinner anticipating a high-calorie cake for dessert, opted for the fried oyster salad. Sam and I checked out the seafood on ice display and instead ordered from

there. Sam chose prawns and oysters, while I brought to the table a whole fried parrotfish and of course, salmon. As far as I was concerned, the whole fried parrotfish was communal, but the five-ounce salmon would be all mine. The Lobster Mac N Cheese was an awesome play off of the famous American kid comfort food. It was definitely a welcome upgrade from the Velveeta Mac N Cheese Casey usually prepared at home for the kids. Shane was expecting pasta, but later re-read the menu and noted that the dish was “Penn Cove Mussels” and not “Penne Cove Mussels”. The pot was full of mussels, but wasn’t spicy enough for Shane’s palate. Shane wasn’t complaining, as there was enough to pack and take home for breakfast the next day. To our dismay, Jordan devoured the tuna burger so quickly that none of us were able to get any bites out of it. Jordan’s reason for devouring the burger? It was good – “so good.” Jordan was hungry enough to also eat some of the fried oysters that topped Jessie’s salad. Not enjoying the smell of oysters – I usually don’t, no matter how fresh they are – aggressively encouraged Jordan to devour the oysters quickly. By this time, portions of the whole fried parrot fish were poked out and eaten and my flame-broiled salmon dish saw its last hour. Sam liked the prawns so much, it wasn’t embarrassing to suck the prawn heads at the restaurant – at least until the restaurant servers came to present a Banana Drama dessert to Jessie and to sing Happy Birthday. The prawn heads hit the plate faster than a Concorde breaking the speed of sound in the mid 90s. The Banana Drama is a dessert that takes rum soaked bananas, chocolate and cream and combines them dramatically enough to want more after the first bite. Since the pastry crust was made strong enough to hold the weight of the dessert’s ingredients, we found it smarter to pick up the slice and eat it that way, instead of doing the polite “fork to the dessert” business. It was difficult to break the crust with a fork anyway. Several conversations later and the night coming a close, our ever aging selves agreed to meet again another day, as mid-week dinner arrangements don’t come with bar outings like we once used to include.
