e’re off to a good start-of-year. The rental market continues to be the focus of activity on Guam. There were 149 single family and condominium units rented by REALTORS® from January 1st through February 15th according to the statistics maintained by Guam’s Multiple Listing Service (MLS)*. Most of these rentals were achieved in under 65 days. There were five times as many homes/condominiums rented as were sold. Just 25 homes and condominiums changed hands during this 45 day period. January 1 through February 15 Summary* Home Sales There were 10 homes sold at a sale price average of $244,755 with an average of 159 days on market. Condominium/Townhome Sales There were 15 condominiums sold at a sale price average of $198,520 with an average of 220 days on market. Single Family Home Rentals There were 47 single family homes rented at an average of $2,244/month and average on-market time of 64 days. Condominium/Townhome/Apartment Rentals There were 102 condominium/townhomes units rented an average rental rate of $1,553/month with an average time on market of just 60 days. 2010 Year End Summary** The total volume of real estate transactions handled through REALTORS® and reported to the Guam Multiple Listing Service (MLS) for all of 2010 was $211,329,062.00 comprising approximately 4,402 transactions. This represents a 13% increase over 2009 activity. There were 108 condominiums sold in 2010 at an average sale price of $190,225 and market time of 181 days. There were 216 single family homes sold in 2010 at an average sale price of $249,248 and average market time of 168 days. As for condominium rentals, there were 1032 units rented at an average rate of $1,527 monthly and market time of 66 days. There were 604 single family homes rented at an average of $2,133 monthly with an average of 70 days on market. Celebrate Family. Seize the day!

Pathways to Home Ownership

I

n Guam, most houses are constructed as one of a kind. This requires banks to look at each loan application distinctively. Even if the home was built by the same developer, has the exact architectural design specs,

or is even built in same village, each mortgage transaction is unique because it is based on a borrower’s financial strength and ability to repay a mortgage loan. And it is because of this uniqueness, the Bank of Hawaii has developed a free “Pathways to Home ownership” seminar to help educate first time home buyers about the overall process in purchasing a home. In this seminar, one important tip we provide to potential buyers is to work with a licensed real estate professional. There are several reasons: Real estate professionals typically work directly with the buyer in finding the right house. They are experienced in helping clients find the appropriate home and are familiar with mortgage lending basics. Realtors can assist buyers in finding a bank that will help them understand the financing options available and pre-qualify for the loan. Pre-qualification will provide a general price range of the home they can afford. Once a general price range is identified, the Realtor will have access to market data and help narrow the search criteria for available homes for sale. This saves buyers time and energy from driving all around Guam, looking for “For Sale” signs and knocking on doors. Real estate professionals can also coordinate a home walk-through with the sellers. The walk-through allows the buyers a chance to get the general feel of the home, identify if location meets their needs, and have a chance to see the neighborhood. Guam Realtors typically draft the purchase contract which is one of the required documents when applying for a mortgage loan. The contract is the formal agreement between buyer and seller. This contract stipulates the details of the transaction between parties.. In the event you may be thinking of representing yourself in a real estate transaction, make sure you understand all that is required to perform the task. For most people, a home purchase is the biggest expenditure they make. You want to be secure in your decision to go it alone. It is a complex process and one worthy of your full attention. When deciding on a Realtor, be aware that, like any service provider, the range of expertise and service levels can vary widely among professionals. Take the time to call on a few agents and get to know them. Select someone you are comfortable with and shares your perspective in home buying. If everything works out fine, your Realtor would have performed the services as expected and may end up being one of your closest friends. Guam Real Estate Market Up 20% in 2010

A

ctivity Update –

Although local real estate lending contracted significantly in 2010, there were strong indicators of positive growth in the Guam real estate market, according to the latest release from Captain Real Estate Group. In 2010, aggregate island-wide sales volume increased by 22 percent from 2009 to $306.2 million. Last year, the median price of a house on Guam increased by over six percent and the median price of a condominium increased by nearly 13 percent. Also in 2010, condominium sales volume islandwide increased by nearly 50 percent, and land sales volume more than doubled the 2009 levels. In 2010, over $32.2 million in condominium sales and over $94.5 million in land transactions closed. According to Nick Captain, the condominium and land sectors are “leading indicators” for future growth. Captain expects local players to step up as well as a slew of off island investors acquiring Guam real estate over the next couple of years, boosting sales volume and increasing prices. The 2010 growth in real estate sales occurred while local lenders moved in the opposite direction, with real estate loans down by 28 percent to $387.6 million. Local real estate lending was again dominated by First Hawaiian Bank and Bank of Guam, while Bank of Hawaii continued to shrink. In 2010, Bank of Hawaii closed fewer real estate loans (in dollars) than Coast 360 and Community First credit unions, as well as BankPacific. “Once local banks can justify real estate lending growth, relatively stable residential and soft commercial market conditions could turn upward quickly”, noted Captain.

Single Family Dwelling (“SFD”) market activity during 2010 was relatively stable with 4 percent growth in dollar volume to $141.7 million. During 2010, the median price of a single family house hit $212,500, up 6 percent, but has remained within the range of $195,000 to $215,000 since 2007. The dollar sales growth in 2010 occurred along with shrinkage of 5 percent in the number of houses sold, which reflected 586 units in 2010. Unit sales volume peaked during 2006 to 2008 with over 700 houses sold annually. The 2010 unit sales volume reflected the lowest annual total since 2003. The annual SFD unit sales volume, which peaked at 774 units in 2007, pales compared to the Department of Defense’s Record of Decision which details the Guam military build-up and notes that new civilian housing demand, under the now-delayed initial build-up scenario, would average 2,500 units annually through 2015. High end SFD sales (above $500,000) increased over 20 percent in 2010, as the return of economic normalcy brought wealthy individuals back into the market. In the condominium sector, the median price increased by nearly 13 percent to $140,000 in 2010, while the number of transactions increased by over 21 percent, to 183 units. Condominium sales volume (in dollars) was up last year by over 48 percent to $32.2 million. The high end condominium sector continued it’s rebound with 23 transactions priced over $350,000 in 2010, more than double 2009 activity. Land sales in 2010 hit $94.5 million, up by nearly 110 percent, and approximating the combined totals from 2004 and 2005. The number of land sales in 2010 was up by almost 15 percent to 459 transactions. The multifamily sector rebounded in 2010, increasing 75 percent to $17.9 million in sales volume; primarily due to the bulk sale of Talo Verde houses as apartment building sales volume was

anemic. The commercial and industrial sectors lagged in 2010, with sales volume down by 45 percent to only $19.9 million in combined sales. These sectors were positively impacted by upward pressure on rents and occupancy; however, sales volume declined significantly due to the wide price expectation gap between buyers and sellers. The military build-up will dominate Guam’s economy and real estate market through this decade. The now obvious slowdown comes on the heels of the Record of Decision (“ROD”), which indicates that Guam’s housing market had a 2,800 unit excess capacity. New housing demand was estimated to approximate 2,500 units per year for four years, resulting in excess capacity of over 8,000 units post-build up. Under the original timeline, there would be a need for 12,000 civilian housing units in 2014 alone, falling to 3,205 units by 2017, after construction. Fortunately, the estimates were concluded as seriously flawed in light of Guam’s infrastructure and politics. The slowdown is good for Guam as the ROD estimates would have resulted in serious market clashes and a housing war where landlords are kings. The ROD says that “This rapid and substantial increase in population on Guam would create “boom town” opportunities and problems.” The slowdown in population growth will smooth out the boom and bust cycles previously experienced in Guam. Guam’s residential real estate market is healthy compared to the U.S. Mainland. According to the S&P/case Shiller Home Price Index, home prices nationwide are back to their mid-2003 levels, while the Guam median price is up 85 percent from 2003. U.S. home prices are down an average of 33 percent from their recent peak, but the 2010 Guam median price was only one percent lower than the 2008 peak of $215,000. Notable Transactions – 2010 was the year of Talo Verde’s foreclosure,

the four abandoned towers, the Marriott foreclosure sale, and the auction of Tumon oceanfront land. Notable transactions in 2010 included more than just foreclosure deals and abandoned projects (“on hold”). The $15.4 million bulk sale of 28 Talo Verde houses closed in 2010 with local buyers benefitting from the discounted prices. Guam’s largest industrial complex, IXORA, sold at $7.2 million and Tumon oceanfront land (former Royal Palm) sold at over $500 per square meter. Notably, USDA loan activity skyrocketed in 2010, to 81 loans, up from only 18 deals in 2009. Ironwood Heights and Sagan Bonita affordable housing projects were both successful in 2010 while the Ysrael’s are quietly building a 180 unit apartment complex in Tumon

Pay attention when politicians start talking about making it harder to own a home because home ownership is a key factor in being able to finance your small-business dream, expand your existing small business, or keep your small business alive. Right now, both Democrats and Republicans are advocating policies that would make it far harder, and far more expensive, for most Americans to own a home. Listen closely, and you'll hear commentators on both sides of the political spectrum say that it would be just fine for America to become a nation of renters. CasaGuam.com 11

Feature I don't agree. I've been a renter, a homeowner, and an owner of rental property. My prediction: A nation of renters would mean a nation of far fewer small-business owners. Here's why: 1. First, and foremost, virtually every small business would have a much harder time getting a business loan or business credit. Here's how it works in the real world. Your banker looks at your business plan and company's financials. But at the end of the day, banks still require a personal guarantee from a small business owner. Banks — and credit-card companies — make business lending decisions based, in all or in part, on an owner's personal financial statement and credit report. Positive home equity plays a big part in whether you will qualify to get a loan to start or expand your business. Now, even in this depressed housing market, about 57% of Americans have positive home equity, 10 percentage points less than what the Census Bureau considers the nation's rate of home ownership, according to CoreLogic. I don't know the percentage of small-business owners who also are homeowners, but I'm going to guess it's high. Home equity is one of the largest sources of American's personal net worth, thus one of the most important factors in determining whether you can get a small-business loan. 2. It would kill a lot of small businesses. I own two condos — one that I live in and one I rent out. In my home, I've made numerous improvements: installed granite countertops, hardwood floors, recessed lighting; added windows and a new wall; retiled a bathroom floor; repainted throughout. Every bit of that work was done by various independent contractors and small businesses, and most of the material was bought at small businesses.

In my rental condo, I repaint and re-carpet every few years. In other words, I do a fraction of the work — and hire a fraction of the small businesses — for my rental unit in comparison to my home. I'm not alone. In fact, I maintain my rental unit at the high end of the market, so I invest in improvements more than most landlords. Of the nearly 22 million "non-employer" or sole-proprietor businesses, more than 10% are in construction, overwhelmingly in the specialty trades such as electrical, plumbing and painting. A lot of these small businesses

Feature would be forced out of business if home ownership declines. These are jobs — and businesses — that can't be offshored. But they can vanish. Another 10% of sole proprietors are involved in the real-estate industry, including agents, brokers, and appraisers. Some of these may become rental agents instead or real-estate agents, but I'm guessing unemployment in this group would soar as well. 3. It would affect social stability. Home owners move less than renters, and they are more invested in their communities. From a small-business point-of-view, that means local markets are more dependable, and institutions that support businesses, such as schools, police and fire departments, are more likely to be better supported. This creates a better climate for small-business success. Now, more than at any time I can recall, the idea of home ownership is under attack. The bipartisan debt commission suggests reducing the home mortgage deduction, making home ownership less attractive. President Obama proposes killing off two agencies, Fannie Mae and Freddie Mac, that help bring home ownership financially within the reach of the middle class. It's clear that after the banking crisis and resulting real-estate meltdown in the U.S. mainland, it's time for financial reform and increased banking regulation. But let's not throw the baby out with the bath water. Let's not hurt small businesses just because big bankers manipulated the system. Maintaining home ownership means supporting small businesses. IP&E Now Offers Ultra Low Sulfur Diesel Fuel Local Government and Industry Leaders Gather to Pump First Supply n 2010 Shell North Pacific Inc. sold its retail service station network to Prospector Inc., a Philippines based company that also recently acquired IT&E on Guam and in Saipan. The new petroleum company is called Isla Petroleum and Energy (IP&E). The acquisition represented one of the largest real estate transactions in the last 12 months in the region. Twenty-eight properties were acquired across Saipan, Guam and Palau. The acquisition heralded a new entrant into the petroleum industry and a continued commitment to maintain the outstanding brand qualities of a world class combination of products and services. IP&E is continuing the tradition of excellence established by Shell. This year all twelve Shell service stations on Guam will be renovated and upgraded for customer convenience. Already known for its outstanding service the brand partnership of IP&E will bring a refreshed look and new and innovative products to consumers in the region. One of the most interesting advances already introduced by IP&E is Ultra Low Sulfur Diesel Fuel. IP&E was the first company on Guam to meet the EPA requirements for reduced sulfur diesel fuel. The product contains remarkably lower levels of sulfur and mirrors US standards at 15ppm. According to EPA estimates, with the implementation of the new fuel standards for diesel, nitrogen oxide emissions will be reduced by 2.6 million tons each year and soot or particulate matter will be reduced by 110,000 tons a year. Ultra low sulfur

diesel fuel is easier on engines and ensures that emission control systems of vehicles manufactured after 2007 function effectively. A combination of the advanced fuel emission devices and ultra low sulfur diesel fuel reduces environmental pollution and oxides of nitrogen and soot by nearly 90 percent. Ultra low sulfur diesel fuel is expected to save $70 billion annually in health benefits, according to the EPA. In addition to energy efficient and environmentally friendly products, IP&E at their Shell branded retail service stations offers consumers a unique array of retail conveniences as well. Citibank offers payment stations in all of the Shell convenience stores and rewards their credit card customers with a 6% discount on all gas purchases. That is a savings of 25 cents a gallon at today’s prices. In addition, IT&E offers a full complement of phones and phone accessories in IP&E stores. Plus, IP&E will continue to offer innovative promotional programs like the Lucky 7 Passport which allows customers to earn Delta Skymiles and gain discounts on gasoline products and convenience store offerings. IP&E is working to extend all of these services throughout all the islands they serve. “Fueling Excellence” is IP&E’s slogan and that is why they will continue to rank number one in customer service in the Western Pacific. IP&E has entered the Guam market in a big way and are determined to make it the number one retail petroleum company on Guam.

Take a trip to the bank where you have a savings, checking or a credit card account and prequalify for a residential purchase loan. Be prepared by bringing two recent paycheck stubs and evidence of any other income that you wish to be considered as well as a list of your debts and obligations. Prequalifying for a loan is really the first step towards achieving the dream of having your own home and does not cost a penny. By prequalifying for a loan, your bank can provide you with a lot of useful information, not the least of which are the different programs that are available for financing the purchase of your first home. Prequalifying for a loan also enables you to define what range of homes are realistic goals for you, budget wise. And in the event that it turns out that you cannot afford to buy a home immediately, your bank can guide you towards the steps that you need to take in order to eventually qualify for financing. Whatever the outcome of your prequalification process is, you come out of it closer to realizing the dream of home ownership. After prequalifying for a residential loan, the next step is to find a REALTOR® who will assist you in finding the right home for your family.
