Guam Real Estate Market Up 20% in 2010

A

ctivity Update –

Although local real estate lending contracted significantly in 2010, there were strong indicators of positive growth in the Guam real estate market, according to the latest release from Captain Real Estate Group. In 2010, aggregate island-wide sales volume increased by 22 percent from 2009 to $306.2 million. Last year, the median price of a house on Guam increased by over six percent and the median price of a condominium increased by nearly 13 percent. Also in 2010, condominium sales volume islandwide increased by nearly 50 percent, and land sales volume more than doubled the 2009 levels. In 2010, over $32.2 million in condominium sales and over $94.5 million in land transactions closed. According to Nick Captain, the condominium and land sectors are “leading indicators” for future growth. Captain expects local players to step up as well as a slew of off island investors acquiring Guam real estate over the next couple of years, boosting sales volume and increasing prices. The 2010 growth in real estate sales occurred while local lenders moved in the opposite direction, with real estate loans down by 28 percent to $387.6 million. Local real estate lending was again dominated by First Hawaiian Bank and Bank of Guam, while Bank of Hawaii continued to shrink. In 2010, Bank of Hawaii closed fewer real estate loans (in dollars) than Coast 360 and Community First credit unions, as well as BankPacific. “Once local banks can justify real estate lending growth, relatively stable residential and soft commercial market conditions could turn upward quickly”, noted Captain.

Single Family Dwelling (“SFD”) market activity during 2010 was relatively stable with 4 percent growth in dollar volume to $141.7 million. During 2010, the median price of a single family house hit $212,500, up 6 percent, but has remained within the range of $195,000 to $215,000 since 2007. The dollar sales growth in 2010 occurred along with shrinkage of 5 percent in the number of houses sold, which reflected 586 units in 2010. Unit sales volume peaked during 2006 to 2008 with over 700 houses sold annually. The 2010 unit sales volume reflected the lowest annual total since 2003. The annual SFD unit sales volume, which peaked at 774 units in 2007, pales compared to the Department of Defense’s Record of Decision which details the Guam military build-up and notes that new civilian housing demand, under the now-delayed initial build-up scenario, would average 2,500 units annually through 2015. High end SFD sales (above $500,000) increased over 20 percent in 2010, as the return of economic normalcy brought wealthy individuals back into the market. In the condominium sector, the median price increased by nearly 13 percent to $140,000 in 2010, while the number of transactions increased by over 21 percent, to 183 units. Condominium sales volume (in dollars) was up last year by over 48 percent to $32.2 million. The high end condominium sector continued it’s rebound with 23 transactions priced over $350,000 in 2010, more than double 2009 activity. Land sales in 2010 hit $94.5 million, up by nearly 110 percent, and approximating the combined totals from 2004 and 2005. The number of land sales in 2010 was up by almost 15 percent to 459 transactions. The multifamily sector rebounded in 2010, increasing 75 percent to $17.9 million in sales volume; primarily due to the bulk sale of Talo Verde houses as apartment building sales volume was

anemic. The commercial and industrial sectors lagged in 2010, with sales volume down by 45 percent to only $19.9 million in combined sales. These sectors were positively impacted by upward pressure on rents and occupancy; however, sales volume declined significantly due to the wide price expectation gap between buyers and sellers. The military build-up will dominate Guam’s economy and real estate market through this decade. The now obvious slowdown comes on the heels of the Record of Decision (“ROD”), which indicates that Guam’s housing market had a 2,800 unit excess capacity. New housing demand was estimated to approximate 2,500 units per year for four years, resulting in excess capacity of over 8,000 units post-build up. Under the original timeline, there would be a need for 12,000 civilian housing units in 2014 alone, falling to 3,205 units by 2017, after construction. Fortunately, the estimates were concluded as seriously flawed in light of Guam’s infrastructure and politics. The slowdown is good for Guam as the ROD estimates would have resulted in serious market clashes and a housing war where landlords are kings. The ROD says that “This rapid and substantial increase in population on Guam would create “boom town” opportunities and problems.” The slowdown in population growth will smooth out the boom and bust cycles previously experienced in Guam. Guam’s residential real estate market is healthy compared to the U.S. Mainland. According to the S&P/case Shiller Home Price Index, home prices nationwide are back to their mid-2003 levels, while the Guam median price is up 85 percent from 2003. U.S. home prices are down an average of 33 percent from their recent peak, but the 2010 Guam median price was only one percent lower than the 2008 peak of $215,000. Notable Transactions – 2010 was the year of Talo Verde’s foreclosure,

the four abandoned towers, the Marriott foreclosure sale, and the auction of Tumon oceanfront land. Notable transactions in 2010 included more than just foreclosure deals and abandoned projects (“on hold”). The $15.4 million bulk sale of 28 Talo Verde houses closed in 2010 with local buyers benefitting from the discounted prices. Guam’s largest industrial complex, IXORA, sold at $7.2 million and Tumon oceanfront land (former Royal Palm) sold at over $500 per square meter. Notably, USDA loan activity skyrocketed in 2010, to 81 loans, up from only 18 deals in 2009. Ironwood Heights and Sagan Bonita affordable housing projects were both successful in 2010 while the Ysrael’s are quietly building a 180 unit apartment complex in Tumon

Feature Details You may not be able to convince sellers to shell out money to professionally stage their home, but getting it sparkling and clutter-free requires little more than elbow grease. After clearing away clutter, polish the hardwoods, clean the countertops, and dust the light fixtures. You can make a stainless steel sink shine with thrifty cleaning remedies such as baby oil or club soda, according to DoItYourself.com. Howard Products’ line, for example, includes Restor-A-Finish. It comes in various wood finishes and can be used to polish cabinets and even blend out minor scratches and imperfections. Tips: Box it up. Most people pack up after they sell the house, but why wait? Sellers should start packing as early as possible — ideally, before they put the home on the market. Show off the laundry space. Buyers will be impressed if the laundry room is fresh, inviting, and organized. Make sure light bulbs are working, and hide soaps in a cupboard or line them neatly on a shelf. Focus their attention. Pick a focal point for each room. For example, the focal point of a bedroom is usually the bed, and for a music room, it’s the piano. If a room is mostly empty, you can help draw attention to a corner with a plant or mirror.

Floors Hardwoods are on most buyers’ wish lists, but it can be quite pricey. To imitate the look for less, try vinyl or tile that looks like wood for less. Tips: Call the experts. Dirty, worn carpet may benefit from professional cleaning. Refinish it for cheap. Practically any beaten-up hardwood can be salvaged with refinishing. Call a professional tile company to freshen up ceramic tile grout—or, for do-it-yourselfers, hardware stores sell grout paint. Add a layer on top or bottom. One other option for lackluster flooring: Use an area rug, even over carpets. It’ll add a splash of color, and bring definition to living areas. If you’re adding inexpensive carpeting, consider upgrading the carpet pad.

Feature Lighting New lighting fixtures are a quick way to create ambiance. Just avoid brass lighting fixtures, which had their heyday in the 1980s. More contemporary choices are brushed nickel and chrome finishes. Also, rust and oil-rubbed bronze are becoming more popular as more home owners set out to have lighting that doubles as an accent feature. Use lighting to highlight special features — pendant lights to show off that kitchen island or sconces to illuminate a foyer. Under-cabinet lighting in the kitchen is affordable and makes countertops sparkle. Fluorescent light strips tend to be more affordable and easier to install than puck lights. Tips: Go natural. Open those blinds and wipe down the windows. You’d be surprised at how much a simple window cleaning can instantly improve natural light. Save on energy costs. Compact fluorescent bulbs remain the go-to choice for energy efficiency. Early CFLs didn’t always deliver on light quality or convenience, but they now come in warm, neutral, and cool colors, and major manufacturers are now enclosing the spiral tube in a conventional bulb shape.

Paint A few gallons of paint can go a long way in making a home more chic—and the cost can’t be beat. Covering a 12-by-12-foot room with two coats will cost you about $50 to $100, including supplies. Reserve darker or trendier colors for accent walls or to highlight details such as a fireplace or an arched doorway. Common color picks for accent walls are dark red, green (not lime green, though), or a stone gray. Or instead of introducing a new color, use the paint in the rest of the room as a guide, choosing a color that’s three shades darker. To bring depth to a long hallway, paint the wall at the end of a long hallway a different shade than the others. Tips: Shine with sheen. Flat or matte finish is difficult to clean and shows scuffs. Increasing the sheen can brighten rooms. Eggshell or satin bounces light off the walls to make spaces seem larger. Semi-gloss, higher on the sheen level, is a good option for kitchens and bathrooms since it’s easy to clean. Create monochromatic harmony. Use different variations of the same color throughout the home. The Paint Quality Institute, a paint education resource, refers to this as “layering.” Choose a color card, which usually has about three or four similar hues, and use two or more colors from the single card. Use the lighter colors in the main living areas and darker shades for the rooms that branch out, such as the bedrooms. Paint the baseboards white. But don’t use stark white, which can take on gray tones against some wall colors. Instead, antique white or Navajo white are better options. If the home has dated stained-wood trim, simply painting it off-white can bring it up-to-date. But don’t forget to use a primer first. CasaGuam.com 11

It’s Not Easy Being a REALTOR®

etting a job isn’t going to be so much the issue you may face, as being a REALTOR®. Actually, you don’t get a job! You are an independent contractor, running your own business! You won’t make any money until you sell a property, as Real Estate Agents work on a COMMISSION ONLY basis. You can make less than nothing, as your expenses continue to accumulate, even if you have no income, or you can make a lot, depending on your ability to sell and your drive to be on call 24/7 for your clients. Besides worries about getting listings and selling houses, you have to pay for advertising, signs, business cards, desk fee at the agency you decide to associate yourself with, Association fees, MLS fees and all other real estate provisions such as CEU’s — A REALTOR® is required to complete continuing education units (CEU), and a specific number of credits to acquire a license or to renew one. Also, to be highly efficient in the business, you should be abreast of the changes taking place in the industry such as the effects of the economy on the real estate market, financing options, advertising trends, the evolution of real estate business online, and all other related issues. You must arm yourself with reasons why it is beneficial for consumers to use a real estate

professional to facilitate their transactions. On top of all this, there are many everyday overwhelming challenges a REALTOR® must face- such as dealing with clients with unrealistic expectations and requests, driving around even on the weekends to show properties, conducting open houses which can be nerve racking, time consuming and expensive, tons of paperwork, writing contracts and getting turned down, or contracts written up, accepted but could not be fulfilled, resolving issues to be able to move transactions to closing, and so much more. It’s difficult for most successful agents to

find a balance between their careers and their private life. Some people balance it very well, but it takes a lot of determination and work. It doesn’t just happen. You have to be driven. It has to be your passion. And because you’re always chasing after that commission check, there will be times you’ll have to put work above family or other commitments. Is this really what you want to do? Bottom line is, as a real estate agent, you have to invest a lot of work, a lot of hours, incur expenses and expect no guarantee that you will get paid. So is it easy? You tell me!

PFC’s Pancakes for Charity By Robert Paulino 2011 is a special year for PFC has it celebrates 35th years of service to our local residents and businesses in Guam. Personal Finance Center was established in February 1976. The company began with three employees, a typewriter, a few desks and $100k in initial capital. Today, PFC services thousands of customers for insurance, investments, consumer and commercial lending and commercial leasing. To mark this special year, PFC decided to hold it’s first ever charity event. The two charities selected were Big Brothers Big Sisters and Habitat For Humanity of Guam. PFC believes in giving back to our community and being good corporate citizens. Many of the PFC staff actively participates in civic and government organizations. Over 400 guests made it out to Personal Finance Center’s first Pancakes For Charity event held at the Sheraton Laguna Guam this past March 26th. Tickets to the event sold out two days prior as local resident made sure they secured their spot in tasting delicious varieties of pancakes, local entertainment, giveaways and great raffle prizes. We’d like to extend a huge “Thank You!” to everyone who came out to support the event by dining on the delicious creations, took part in the pancake flipping competition, and decorated the delectable pancakes. CG: Do you have any hobbies outside of work? LAYLA: Running and other fitness activities. I love travelling. Last year I got involved with the landscape committee for the homeowners association of Perez Acres. I had so much fun and learned a lot myself so I decided to continue serving this year as well.

CASAGUAM: How did you became involved with real estate? LAYLA: Actually, I was just interested in learning about the real estate basics for myself but after passing the exam, Moe Cotton invited me to join Century 21 Commonwealth Realty and I've been with this company since 2001. At that time I already had a full time job as a sales associate with Carpet Masters as well as a part time arrangement as an interior decorator at Furniture Outlet. I decided to give the real estate sales a try on a part time basis. However, through the years, I've learned that the real estate is rather a 24/7 occupation. CG: What are some of your most memorable experiences? LAYLA: Quite a few to cherish ... I remember my very first sale after nine months in business. I worked with a family of four which lost their father due to illness but they used his life insurance coverage to purchase their first home. I still recall the words of the mother, "Layla, my husband and I worked hard but still we lived with my in-laws. We always wanted to have a home of our own for the kids to grow in." That closing was a special day for all and I felt so privileged to be part of it. CG: What are some of the biggest challenges you've encountered and how have you overcome them? LAYLA: All real estate transactions usually include a number of parties and their cooperation is a key to a successful sale or lease. From my end I try my best to deliver to everyone involved all available information and assistance throughout the stages of the transaction, and always hope for the best. CG: What is one of the most common mistakes people make in relation to real estate that you'd like them to be more aware of ? LAYLA: Nowadays, with all the technology, information is just a click away. However, I believe that it's instrumental in dealing with real estate to hire the services of a real estate professional. Not only can this relationship be time productive but brokers and their agents and especially Realtors are equipped with the tools and experience to guide and assist in this complex matter. CG: What is the number one message you'd like to give your customers? LAYLA: We, as real estate agents, are there for our customers and clients and to do our best in assisting them to achieve their goals. At the same time there is some homework to do, especially for first time buyers and sellers. Frankly, we're not magicians, just a hard working but positive bunch of personalities. CG: Would you share some of your goals within the next few years? LAYLA: Professionally, to help the Guam Association of Realtors in assisting the Guam workforce through a grant, which the association has been awarded. The $50,000 will help GAR's initiatives set for 2011-2012, which include an informational Web site, mini Housing Fair in October, and helping Habitat for Humanity. Personally, I’d like to allocate more time for Guam International Women's Club and their projects and most importantly, to attend my daughter's college graduation.

Creating a Peaceful Home in Turbulent Times

n times of stress and difficulty, home becomes more important to our sense of well-being. We look to our home to provide a sensory reprieve that allows us to unplug from the stresses of the outside world. In turbulent times, we especially yearn for a serene space. However, creating a calming home isn’t as easy as it seems. That’s because the elements of a serene space aren’t always obvious. Only certain elements create a calming and relaxing atmosphere. What are they? Below are the six elements that create a calm, serene environment.

1. The home is visually restful. Create views. Seeing out and beyond is restful to our eyes and spirits. Open shades and curtains to view the garden or open spaces beyond. Select artwork that offers perspective and depth, such as those in landscape paintings. Use calming colors. Hotels and spas often use muted colors in their décor to create a soothing environment. They do this by painting trim, walls, and ceilings all the same color. Another technique is to choose colors that are shade or two different from one another. Select muted taupes, browns, yellows, greens, or earth-type colors, as these are calming and relaxing. Limit TV viewing. The sights and images that are constantly changing can be upsetting and graphic. Avoid having it on unless you are watching it. 2. The environment is audibly soothing. Get a tabletop fountain. The gurgling sound of water is extremely relaxing and enjoyable. More importantly, it creates a “natural” sound like those heard in nature. Listen to calming music. Classical or new age music is always a good choice. Listen to this when you come home, while relaxing in the house, or before bed. Or, play it on a whole house stereo system. Turn off the TV. Avoid having the TV on as background noise. Turn it off in favor of music or silence.

3. The home allows you to physically unwind and rest. This starts in the bedroom. Many bedrooms are over-functional and over stimulating. They may have a computer, exercise equipment, desks, stacks of books, etc. to divert attention from what should really be going on in the room: rest , relaxation, and romance. Also, put the bed back into bedroom by taking the TV out of it. 4. It is mentally relaxing. A home must offer a respite from troubling world events, stress-filled work, or other difficulties. Get organized. Order creates calm. If you are running around the house frantically searching for keys, your wallet, your purse, etc., then you are mentally agitated. Designate one space for these essentials and be vigilant about keeping them there. Be neat. Make the bed, hang up your towels, and put the dishes in the dishwasher. Pick up for a few minutes a few times a day so the house stays tidy. 5. The space incorporates natural elements. Asian decorating is often associated with a calm environment. This is because they rely on a heavy use of natural elements. Wood, stone, and plants are all excellent additions to your space. Using these elements liberally creates a relaxing, natural and harmonious atmosphere, effectively bringing “the outside in.” 6. It’s kept reasonably clean. Cleanliness is important for a peaceful home. Unfortunately, most cleaning is done in a large spurt of time, often taking several hours. Instead, keep cleaning items close to the location and take one minute each day to wipe off counters, or run a brush through the toilet. If that’s not possible, hire cleaning help. Highlight on: Fargo Pacific, Inc. in Sik Park (1928-2005), the founder of FPI is a great and successful man who brought FPI to Guam in 1975. He will be gratefully remembered in our hearts, minds and soul. His creativity and beautiful structures he left behind will serve as a foundation for Guam's future. His 45 years of construction management and personal know-how business skills will be passed on from generation to generation. Since the inception of Jay S. H. Park’s career with FPI in 1986, Jin Sik Park became a mentor and teacher to Jay S. H. Park. He personally trained his son the daily management skills including but not limited to bookkeeping and accounting, preparation of business letters and correspondences, filing and indexing, preparation of bids, negotiating and compromising, manpower assessment and distribution, human resources management, conflict management, and project management and its job costing, and decision making. Once Jay S.H. Park became the President of FPI, he immediately initiated and filed the application to the U.S. Small Business Administration's (SBA) to become the certified contractor under the SBA Minority Development (MED), or 8(a)/SDB program. This was a time staking effort but in order to survive the competitive construction market on Guam, this was the viable solution to stay in business. On September 10, 2002, SBA finally certified FPI under the Small Business Administration's (SBA) Minority Development (MED), or 8(a)/SDB program. (SBA 8(a) Case #108557, SBA 8(a) Entrance Date=9/10/2002, & SBA 8(a) Exit Date=9/10/2011) After FPI became the 8(a) certified, FPI was able to acquire many sole sourced contracts, compete on 8(a) set-aside solicitations, and expand its clientele by marketing FPI to various Federal Agencies. FPI received the contract awards from the U.S. Navy and other Federal Government Agencies vis-a-vis the Sole Sourced Contracts, 8(a) Set-Aside Design Build Multiple Award Construction Contract, 8(a) Set-Aside Air Conditioning Multiple Award Construction Contract, and 8(a) Set-Aside IDIQ Roofing Contract.

Park also decided to file an application to the U.S. SBA to qualify for the HUBZone Small Business Concern because there were so many 8(a) companies competing against one another to acquire limited work available under the 8(a) set-aside solicitations. FPI is now qualified HUBZone Small Business Concern (SBC) under an application number 20593, SBA Customer number PO215249 dated 9/18/2005. Since then, FPI received multiple Task Orders under the HUBZone Set-Aside Design-Build Multiple Award Construction Contracts from August 2006 to current. FPI with these SBA certifications can participate and more aggressively market it to be more competitive with other contractors here on Guam. FPI specializes in Military Construction, Commercial Construction, Residential Construction, and Maintenance and Facilities Construction. Cassidy's Associated Insurers, Inc. represents as a bonding agent and has procured bonds for FPI since the early 1990s. Fidelity & Deposit Company of Maryland (a subsidiary of Zurich American Insurance Company, Zurich American is A+ rated by A.M. best and is Treasury Listed for $444,663,000) decided to provide single bond of $20,000,000 and aggregate bonds of $50,000,000 to FPI.
