o… Why isn’t my home or condo/apartment renting or selling? You’ve probably heard that the two major factors that affect sale or lease of a property are price and time on market. However, there’s a very important third factor…Condition! Homes that are in good condition, tastefully painted and staged move faster. We in the real estate industry call this the WOW factor. Keep in mind that buyers and renters are looking at multiple homes these days…and start their search online...looking for photos. The first homes that are typically eliminated are the properties with no photos. Next in line for elimination are those properties with poor photos or poor presentation. The list gets narrowed until the buyer/tenant has a list of just the properties to be viewed. Then the buyer calls a REALTOR® to schedule showings of the ‘short’ list of properties… ultimately choosing ONE. If you are looking to get your property on that ‘short’ list, call your REALTOR®, today, and ask your REALTOR’S® advice to properly prepare your property for sale or lease. Residential Market Snapshot January 1, 2011 through April 30, 2011 REALTORS® reported just 55 single family homes sold during the first four months of 2011 compared to 75 single family homes sold during the same period in 2010. The average single family home price was $263,000 during the four months compared to $251,377 for the same period last year. Homes sold faster this year at just 166 days on market compared to 193 days last year. Out of the 55 homes that sold there were 19 homes that sold between $150,000 and $249,999 and 13 homes sold between $250,000 and $349,999. The condominium market produced 50 sales in the four month period ending April 30th, with an average days on market slightly longer than the single family sales at 172 days with an average sales price of $190,222. Condominium sales activity was similar to 2010 where 47 units were sold in the same period at a slightly lower average sales price of $185,228 and a higher days on market at 192. Onward with the Rental Market! Single Family and Condominium/Townhome/ Apartment Rentals for the 4 months ended with 489 units leased. Days on market was slightly under 70 days from list date to move in. The average monthly rental rate for ALL condominiums/townhomes and apartments leased during the period was $1,538.00 and for ALL single family homes was $2,157. See you next month… Celebrate Family. Median House Price Soars to New High Increasingly Strict Lending Guidelines Contribute To Decline in House Sales

A

ctivity Update –

Mixed signals dominate the housing sector as the median price of a Guam single family home soared 18 percent from a year earlier to $260,000, pushing the affordability index into increasingly unaffordable levels. The Guam median home price is now 53 percent higher than the national average of $170,000. The median price has doubled during the past decade, “…partially due to market recovery and partially due to a change in product mix”, according to Captain Real Estate Group President Nick Captain. The median price increase occurred as transaction activity has slowed significantly with only 118 units closing during the first quarter of 2011, reflecting the slowest pace in 8 years (except for 113 units sold during peak of financial crisis in Q1 2009). Stricter lending guidelines are one factor contributing to what could be Guam’s first major housing crisis in 20 years as federal regulators have

proposed rules that will likely boost interest rates and fees on many low-down payment loans. Families looking to enter Guam’s homeownership market have also been recently hit by massive utility connection fees and increasing utility costs, further eroding the ability to pay mortgage costs. As housing costs soar, the inventory of vacant housing becomes an increasingly critical component of projecting future demand. However, while GHURA’s recently completed $350,000 Comprehensive Housing Study estimates vacant housing units at 9,125 (2009), the federal government’s recent free estimate reflects 2,800 units, a difference of over 300 percent. As the number of housing units sold declines, the inventory of unsold units is increasing to unhealthy levels. Based on Q1 2011 sales volume and a Multiple Listing Service capture rate of approximately 40 percent, the inventory of unsold homes on Guam reflects nearly 15 months, compared to just 6 months on Oahu.

Condominium sales volume during the first quarter of 2011 surged to nearly $13 million. This past quarter included 9 units sold at prices above $500,000, as the high-end market continues its recovery from the recent lows in 2009. The condominium sector has been reflecting less volatility due to increasing investor confidence in Guam’s economic future. During the first quarter of 2011, overall quarterly real estate sales volume on Guam exceeded $100 million for only the second time since mid 2008, and quarterly islandwide sales volume reflected 60 percent growth from a year earlier. The sales volume was boosted by the closing of the former Hotel Okura property in Tumon, which sold at a price over $20 million. Future aggregate sales volume figures are likely to be impacted by foreign investment trends, which have been rebounding primarily due to progress on the military build-up. However, the impact of the triple disasters in Japan on Guam’s real estate market remain unclear.

Add the fluctuations in the regional economy, local government decisions and rising costs for labor, material and vacant land and real estate investment in Guam can become an even harder bet, Mr. Murphy told GuamBuildupNews.com. "Clearly one of the most important items to follow will involve the availability of construction materials and labor," Mr. Murphy said. "As more and more projects come on line, finding qualified contractors and laborers will become a major challenge, and if you do find them, be ready for an increase in both material and labor costs." While the Department of Defense is organizing the transfer of at least 8,600 Marines and their dependants and support staff from Okinawa to Guam no sooner than 2016, contractors involved in the buildup estimate at least 10,000 workers will be needed, mostly for the construction. The more than $10 billion to be spent on the transfer may also affect costs of everything from lumber to cement to hammers and nails. A March 24 "pre-decisional" policy document authored by U.S. Marine Corps Pacific Division policy director Bryan Wood and obtained by GuamBuildupNews.com also hints that the final elements of the buildup could be in place only after 2016. It also raises the possibility of increasing the number of troops to be transferred to 9,700 and says the $10 billion price tag will probably rise. A delay in the buildup, Mr. Murphy said, would hit hardest the developers who have focused on high-end real estate. "Projects currently in the ground or recently completed would be challenged to meet the carrying costs necessary to maintain the property until the market warrants its sale or rental," if the buildup is delayed by a few years past 2016, he said. "Depending on the staying power of the developer, prices may reflect substantial reductions should lenders require a reduction of their outstanding debt. Developers of high end properties need contingency plans in place." Any change to military off-base housing allowances, although less likely, would have a dramatic effect on the Guam real estate market, Mr. Murphy said. Housing allowances run from $1,918 to $2,700 a month for military personnel living off base, plus utilities and other allowances, and are set to raise rental rates on Guam which, for single-family homes, average about $1,900 a month. Any change in military off-base housing allowance policy stemming from the increasing military presence on Guam could have a sharp impact. Between 20 percent and 28 percent of military personnel will likely live off-base, according to a real estate study by the Guam Housing and Urban Renewal Authority. Mr. Murphy said off-base living trends are subject to change and more military personnel may opt to live off base. "Understanding the current military presence on Guam and the trends involving off-base living (both rental and purchase) are critical to making the right investment decision," he said. "Another indicator will be the cost of vacant land," Mr. Murphy said. "As we approach the so called buildup date, property owners looking to cash in will increase the cost of vacant land, which in turn, will make it impossible for developers to build affordable housing in the price range of $250,000.00 to $350,000.00." Besides the military, investors should watch the local government to "determine what new guidelines and rules are being implemented that would have a direct impact on the development of both residential and commercial properties throughout the island. Issues here include approval processes, infrastructure costs and fees, and government incentive programs." And "investors looking to get involved with Guam's future development should continually monitor the Asian markets," Mr. Murphy said. Japan and Korea, in particular, have been drivers of both investment and tourism on Guam. "All of that could result in higher development costs and higher prices for the end user, which may leave more people out of the housing market in the future," he said. CasaGuam.com 9

BE A GREASEBUSTER AND HELP KEEP OUR ISLAND GREEN & CLEAN By GRESCO e all know we’re not supposed to pour used cooking oil, bacon fat, or other grease products down the drain, but we do it anyway. And GRESCO knows it happens anyway because we are often called to open kitchen drains when they get clogged, and remove globs and globs of solidified cooking grease. We recently replaced some kitchen pipes for a remodeling project and peered through a section of drainpipe after it was removed. A layer of solidified oils and fats had reduced the width of the pipe to only 3/4 of an inch. It was only a matter of time before a small piece of food lodged itself in the grease and caused a clog! Even if you run lots of hot water and soap down the drain while pouring the oil, it’s still going to collect on the pipe walls and turn into a sludge that is hard to remove from your pipesoften requiring high-pressure water jetting. But if we’re not supposed to pour greasy and oily substances down our drains, then what do we do with them? Here’s what you can do: Keep a sealable container like a peanut butter jar or pickle jar (either glass or plastic if you’re afraid glass will break) near your sink, and after the oil has cooled enough (especially if you’re using a plastic bottleyou don’t want to melt the plastic), carefully pour

the grease into the jar. When the jar is full you can throw it in the garbage if it’s small, or drop it off at any one of GRESCO’s locations.* You can also use the grease in a compost heap if you have one, or take it to our local landfill. Contact Guam Waterworks Authority or Guam EPA for more information on how to properly dispose of used cooking oil and grease. During the Great Depression, families would often re-use their cooking oil several times before discarding it; and during WWII, families used to save their bacon fat in jars and donate them to the war effortwhere factories would use the fat to create glycerin for explosives. Today, you can still use your cooking oil more than once if it was lightly used and you strain it through a fine mesh strainer or cheesecloth. GRESCO has developed a recycling program and drop-off points for used cooking oil to be safely disposed of and recycled as fuel. Each household is allowed to drop off up to five gallons of used cooking oil per month; free of large food particles (bones, solid fat particles, etc) and other debris such as paper, plastics, and Styrofoam, at any of our several locations throughout the island. Be a GREASEBUSTER and help keep our island green and clean.

The Marketing Mix Applied to Real Estate! By Daniel Calvo

eal estate in Guam presents a unique opportunity. With the onset of the military build-up, many investors have turned their eye to Guam as the next big real estate investment haven. Up until 2007, the world experienced a steady increase of its financial markets. However, from 2007~2009, the world then experienced a drastic turn in both the real estate and financial markets. With the advent of year 2010, the global real estate and financial market is still recovering from the almost 2 year long recession. Any business student attending any university will attest to learning what is called the Marketing Mix, or most often referred to as the 4 P’s of Marketing. The 4 P’s of Marketing are, Product, Price, Place and Promotion. As a recent MBA graduate from the University of Guam and a doctoral in finance student from Walden University, I can attest to the effectiveness of utilizing the 4 P’s of marketing to sell a product, which is real estate. The use of the 4 P’s of marketing apply to real estate in that real estate like any other product is a product that is sellable and is desirable. THE 4 P’S OF REAL ESTATE CAN CLEARLY BE DEFINED AS: • PRODUCT: What is the product? In this case, the product could be land, a house for sale or rent or a condo for sale or rent. The product needs to be clearly defined, i.e., what is the square footage, year built, bedroom & bathroom size, etc. • PRICE: What is the property worth? Every owner would like to believe that their real estate is worth more than what it is worth. An article written in the Marianas Business Journal by Captain Real Estate Group (May 10-23, 2010), dictates that the median price for a home is now $221,000.00; this article essentially lays the median price for what a house should sell for in Guam. I currently have a house for sale in Iron Wood Estates, Dededo, priced at $188.000.00 which is competitively priced well below the median price. From a rental point of view there are some landlords who believe their 2 bedroom apartment in Inarajan is worth $1900.00, but in actuality it is not competitively priced to meet market standard. It is the job of the Realtor® to educate most landlords or seller and guide them to competitively price their real estate to sell by utilizing a Comparative Market Analysis (CMA).

• PLACE: Location! Location! Location. This could not be truer. I live in Santa Rita, and so my daily commute could be as long as 45 minutes or as short as 20 minutes. The closer the home is to a desired place the pricier the product. In this case, a home in Tamuning will probably cost more than a home in Inarajan, given the location. • PROMOTION: ADVERTISING!! The most important part of selling or renting out your home/ condo/apartment/ land. Advertising of any product is imperative for the sale of any product. Casa Guam to date is Guam’s leader in real estate advertising. The Casa Guam magazine allows its reader the ability to understand and see what is going on in Guam’s real estate market, as well as help its reader to become a more educated buyer or seller in Guam’s already tough real estate market. The use of the Marketing Mix in the sale of real estate in Guam is imperative to the success of the sale of the product. By identifying the product, competitively pricing the product, understanding the location of the product, and most importantly promoting the product, the use of the marketing mix coupled with an educated Realtor® will ensure the successful sale of YOUR home/condo/apartment or land!

DIY Home Improvement For Beginners: î‚Še Basics of DIY

DIY or do it yourself is a goal-oriented hobby initiated and completed by individuals or small groups. The basic premise is that if a person learns reasonably fast and knows how to apply basic skills to projects, then the person doesn't have to hire other people to do the work for him. 2. Knowledge- certain things cannot simply be assumed- and this includes electrical systems and cabinet designs. Read all that you can about what you want to do. Limit yourself to doable ones. Making a table is doable, but replacing your living room's large chandelier on your own isn't. Learn, have fun and then go to the next task. This is the formula to successful DIY home improvement projects. In recent years, DIY home improvement has made impact in television and in the hearts of interested homemakers and professionals. The idea of improving the looks of your home using your own basic talent appeals to a lot of people. If you wish to begin your own journey in DIY home improvement, certain things have to be taken into consideration so that you can increase your success rate in any DIY home improvement projects.

3. Time- let's face it. DIY home improvement projects need a lot of time. If you can't find time for the project, then postpone your attempt first. You can reschedule next summer or during the holiday season. This would minimize clutter in your house and cut down waste materials due to expiration dates.

5. Help- sometimes, doing it alone can be difficult. Try to find people of similar interests and start collecting 'tried and tested" formulas for DIY home improvement. On the World Wide Web, there are small yet reliable organizations that gives out DIY home improvement tips, through collaborations with companies that supply the materials to DIY enthusiasts. 6. Creativity- creativity will sustain your early attempts, and would push you to do better in future DIY home improvement projects. Being creative also means being able to go past boundaries in craftsmanship and design. You can customize if you want, being creative is a much prized quality for any DIY enthusiasts.

The basics of DIY explained: 1. Skill- the acquisition of skill in DIY is self-paced, and depends largely on your enthusiasm for the task at hand. Enthusiasm translates to willingness—the willingness to finish tasks and the willingness to learn. If you're just beginning with DIY, stick to small, doable projects that you know would be fun for you. Sustaining interest is also one key problem, so if you're improving your house with your own two hands, make sure that the part of the house that you wish to alter won't make you miserable after a few days.

It doesn't matter if you save or not. Example, if your roof fails due to thin braces and support trusses then you would be spending a lot more in repairing the damage.

Fair Housing Act: The Fair Housing Act declares a national policy of fair housing throughout the United States. The law makes illegal any discrimination in the sale, lease or rental of housing, or making housing otherwise unavailable, because of race, color, religion, sex, handicap, familial status, or national origin. Americans with Disabilities Act: Title III of the Americans with Disabilities Act prohibits discrimination against persons with disabilities in places of public accommodations and commercial facilities. equal Credit Opportunity Act: The Equal Credit Opportunity Act makes discrimination unlawful with respect to any aspect of a credit application on the basis of race, color, religion, national origin, sex, marital status, age or because all or part of the applicant's income derives from any public assistance program. State and Local Laws: State and local laws often provide broader coverage and prohibit discrimination based on additional classes not covered by federal law.

Responsibilities The home seller, the home seeker, and the real estate professional all have rights and responsibilities under the law. REALTORS® shall not be a party to any plan or agreement to discriminate against a person or persons on the basis of race, color, religion, sex, handicap, familial status or national origin REALTORS®, in their real estate employment practices, shall not discriminate against any person or persons on the basis of race, color, religion, sex, handicap, familial status or national origin." A REALTOR® pledges to conduct business in keeping with the spirit and letter of the Code of Ethics. Article 10 imposes obligations upon REALTORS® and is also a firm statement of support for equal opportunity in housing.

If You Suspect Discrimination Call the Local Association of REALTORS®: Local Association of REALTORS® will accept complaints alleging violations of the Code of Ethics filed by a home seeker who alleges discriminatory treatment in the availability, purchase or rental of housing. Local Boards of REALTORS® have a responsibility to enforce the Code of Ethics through professional standards procedures and corrective action in cases where a violation of the Code of Ethics is proven to have occurred. - National Association of REALTORS® -
