ime is of the essence…
‘So much to do and so little time…’ we have all heard that one before. There are things that need to be accomplished in all real estate transactions...All with time limits or deadlines. For the purpose of this article let's look at a typical item that comes up...inspections. The contract typically has some standard language with a blank for the number of days to be filled in from the date the contract was fully accepted in which to complete the inspections AND to notify the seller whether or not the buyer will proceed with the transaction. Carefully consider the number of days that will be needed. Will the power and water need to be connected before inspections can be done? This will take a few days to accomplish. Consider that time. Consider the schedule of the inspectors. Will the inspector be able to complete the inspection AND provide you with a report in time? It's also important to consider the time you will need to review and approve that report AND report to the seller your decision to proceed with the transaction or not. All of these items should be considered before writing in the number of days for inspections. What happens if the inspections and report to the seller have not been completed in the time allowed and an extension is needed? You may have lost the opportunity to perform this critical task when making a home purchase? You could ask the seller for an extension of the time allowed to inspect—get this in writing. The seller doesn't have to agree to this. The seller could deny the request, approve the request, or negotiate some compensation for granting the request. There are many items in a real estate contract that have associated deadlines. Carefully review the contract and chart your deadlines so nothing is missed. Set realistic deadlines before an offer is submitted. Don't wait ‘til right before a deadline is coming up to request for more time. Planning is an important component of any real estate transaction. Median House Price Soars to New High Increasingly Strict Lending Guidelines Contribute To Decline in House Sales
A
ctivity Update –
Mixed signals dominate the housing sector as the median price of a Guam single family home soared 18 percent from a year earlier to $260,000, pushing the affordability index into increasingly unaffordable levels. The Guam median home price is now 53 percent higher than the national average of $170,000. The median price has doubled during the past decade, “…partially due to market recovery and partially due to a change in product mix”, according to Captain Real Estate Group President Nick Captain. The median price increase occurred as transaction activity has slowed significantly with only 118 units closing during the first quarter of 2011, reflecting the slowest pace in 8 years (except for 113 units sold during peak of financial crisis in Q1 2009). Stricter lending guidelines are one factor contributing to what could be Guam’s first major housing crisis in 20 years as federal regulators have

proposed rules that will likely boost interest rates and fees on many low-down payment loans. Families looking to enter Guam’s homeownership market have also been recently hit by massive utility connection fees and increasing utility costs, further eroding the ability to pay mortgage costs. As housing costs soar, the inventory of vacant housing becomes an increasingly critical component of projecting future demand. However, while GHURA’s recently completed $350,000 Comprehensive Housing Study estimates vacant housing units at 9,125 (2009), the federal government’s recent free estimate reflects 2,800 units, a difference of over 300 percent. As the number of housing units sold declines, the inventory of unsold units is increasing to unhealthy levels. Based on Q1 2011 sales volume and a Multiple Listing Service capture rate of approximately 40 percent, the inventory of unsold homes on Guam reflects nearly 15 months, compared to just 6 months on Oahu.
Condominium sales volume during the first quarter of 2011 surged to nearly $13 million. This past quarter included 9 units sold at prices above $500,000, as the high-end market continues its recovery from the recent lows in 2009. The condominium sector has been reflecting less volatility due to increasing investor confidence in Guam’s economic future. During the first quarter of 2011, overall quarterly real estate sales volume on Guam exceeded $100 million for only the second time since mid 2008, and quarterly islandwide sales volume reflected 60 percent growth from a year earlier. The sales volume was boosted by the closing of the former Hotel Okura property in Tumon, which sold at a price over $20 million. Future aggregate sales volume figures are likely to be impacted by foreign investment trends, which have been rebounding primarily due to progress on the military build-up. However, the impact of the triple disasters in Japan on Guam’s real estate market remain unclear.

The VA Guaranteed Home Loan

n 1944, the GI Bill was signed into law by President Franklin D. Roosevelt.
I
The result was the creation of a loan program which allows qualified veterans to purchase a home for their own personal occupancy with little to no
down payment. This loan program is commonly known as the VA-Guaranteed Home loan. VA Guaranteed Home loan can be used in numerous ways. VA loans can be used to purchase a home or condominium approved by the VA, build a home, renovate and improve a home, and even refinance an existing mortgage to reduce the interest rate; however, please inquire with your lender as not all programs may be offered. The advantage of a VA loan program is that the U.S. Department of Veterans Affairs will guaranty to cover a percentage of the loan amount. This coverage or guaranty protects lenders from loss in the event the borrower fails to make the mortgage payments. The program encourages the lender to offer VA loans to “eligible� veterans who meet the VA program requirements. The major benefit of the VA guaranty is that it helps the borrowers by replacing the need for a 10 to 20 percent down payment when purchasing a home. To qualify for a VA loan, borrowers will need a Certificate of Eligibility (COE). The VA has several specific eligibility rules, but generally veterans, active duty personnel, reservists/national guard members, and some surviving spouses of veterans may be eligible for the program. Borrowers can visit any VA approved lender to get help obtaining the COE online. Once the COE has been issued, lenders assist by pre-qualifying the borrowers for the VA loan purchase or refinance. For purchases, borrowers can then work with their Realtor and shop for the home that meets their price range. Once they find the home, Realtors can assist with completing a purchase contract. Borrowers can return to their lender, complete the loan application and all the necessary VA Forms. Please note that an important condition of VA loan is that the borrower must occupy the property. VA loans cannot be used to purchase investment units, and borrowers must still meet the income and debt requirements of the VA program.

Minimizing the use of nonrenewable resources usually involves the intentional selection of alternative materials in building and remodeling. This is partly behind the upsurge in the popularity of bamboo flooring, for example. Such products have to be attractive, durable, and reasonably priced to attract attention — and many companies are working to provide these products. Here are some other examples. •

Engineered structural wood products are manufactured from fast-growing trees and recycled woodchips, thus helping to safeguard old-growth forests. Rapidly renewing wood flooring also protects old-growth forests. Examples include lyptus (a fast-growing eucalyptus that looks like cherry or mahogany), cork, and bamboo. Recycled content carpet, commonly known as "pop bottle carpet," uses plastic and recovered textiles and is more resilient and colorfast than conventional carpet. Cellulose attic insulation is made from recycled newspaper and sprayed in for superior sealing.
One common concern for parents in recent years has been the effect of dust and residue from lead in paint. Evidence of how important these home health issues has become is that disclosures are now typicallyrequired as part of any residential real estate transaction. Creating and maintaining a healthy home environment is obviously important for anyone with allergies or heightened sensitivity to noxious odors or pollutants. But today's consumers are becoming more attuned to these issues regardless of special needs, and that's a good thing for everyone. The main water issues in the home are purification and conservation. Great strides have been made in both areas in recent years. One of the more interesting advances is permeable pavement, which is especially effective at helping filter chemicals that leak from cars parked in the driveway. Here are more examples. •

hat do a stove, dryer and water heater have in common? That’s simple, they all produce heat and they all use a whole lot of power. Another thing that these appliances have in common is that they are available in electric AND gas Many homeowners are now looking at ways of reducing their utility bills and going a little greener. By converting to a gas appliance, not only are you saving on your monthly power bill, but you are not contributing to the carbon emissions given off and put into our environment that contributes to pollution and increasing your carbon footprint. LP (liquefied petroleum) Gas is a clean burning fuel that can be used for cooking, heating and now in some vehicles. Most homeowners are concerned about safety of having a tank filled with gas, but with proper care and the right servicing, having a gas tank at home is just as safe. GAS Stoves vs Electric Many consumers argue that electric stoves upfront cost are less expensive than a gas stove. This is true, but usually no less than around $50. However, the long term cost of a gas stove is cheaper than that of an electric stove. Also, temperature control on a gas stove is a lot more convenient when cooking that awesome dinner for your friends and family. Almost all restaurants use gas stoves and appliances when cooking to provide customers with quality, great tasting meals. Gas stoves are usually equipped with sealed
burners which minimize the mess if something spills on the cook top. From the Ground Up Christopher Felix jovially talks about his life “selling dirt.”

Christopher Felix, president and principal broker at Century 21, Realty Management says he didn’t start off wanting to be in real estate. He actually went to school for medicine. Felix recalled, “I met a couple guys from Guam (while attending school in
Los Angeles). You know, being from Hawaii and them from Guam, us island boys got together. They kept telling me why they'd never come back to Guam.” Felix explained that during that time, many people sought either education away from Guam or military careers. “I didn't know what to do with my life. So I flew to Guam looking for a job. I've been selling dirt ever since.” Felix began his career selling real estate for a small company before the Calvo family hired him in the mid 70's at Calvo Management. In February 1983, Felix bought Calvo Management and renamed it Realty Management, which expanded to include the management, development, brokerage, and finance of real estate. In December 1985, he bought into the Century 21 franchise. Today, Felix carries three specialized designations given by the National Association of Realtors. He is a Certified Property Manager, Certified International Property Specialist, and a Certified Commercial Investment Member. On Guam, he is the only one who holds designations as a CPM and CCIM. “To carry all three of these is very rare even in the states,” Felix said. “It’s very hard to get these designations and keep up with what's happening in the states and the professionalism of real estate. Continuing education has been the hardest thing to keep up with. It's very easy to get complacent. Up until recently it's been very difficult. Now with the Internet, you can do things online.”

Felix says that his future goals include helping Guam get most out of the military buildup. “I've been here forty years — Guam is my home.” Felix says that working with the military means a lot for Guam's economy. “That means give, too. Not just take. Working together you can get a lot done.”

All About Tile & Grout ile and grout is fast becoming the material of choice people make to enhance the look of their floors and their home. Many people choose to install tile and grout in their kitchens, bathrooms, and hallways. It looks much better than the typical linoleum floor. There are so many choices of tile that you can choose from to accomplish just about any “look” that you’re trying to achieve. However, just about everyday we come across many people who are very frustrated with this investment. It seems after a couple of years the floor becomes more and more difficult to keep clean. The tile loses its luster and the grout becomes filthy. Even though they spent hours, maybe even days, on their hands and knees trying to keep it clean. Unfortunately, most floors are not sealed after it is installed. This is the root of the problem. You see, grout is like a sponge. It will absorb grease and dirt very quickly when it is not properly sealed. This creates a breeding ground for bacteria to grow and bloom. When it gets to the point where they think nothing can be done, they start to consider replacing their floors. Another very sizable investment. Does this sound like you? Well, there is light at the end of the tunnel! Most tile & grout can be restored to “like new” condition; or very close to it. This starts with having a professional floor cleaning company coming to your home or business and providing a thorough inspection and giving you a FREE Demonstration of their service. This way you will know what to expect from a professional restoration. We will cover what is involved with restoring and maintaining your floors.

Cleaning and Restoration Most floors over one year old will need to be restored to bring it back to its natural beauty. If the floor was properly sealed when it wast installed, restoration probably won’t be needed. Restoring tile and grout requires a few steps. First we will degrease the floor to remove as much oils, dirt, and grease as possible. Next, we restore the grout with a special grout line restoration product. This will help remove most if not all surface staining. This process also “opens” the grout for proper sealing. When doing these two steps, mechanical agitation, strong rinsing and vacuum equipment is required. After the cleaning and restoration, the sealing will begin.
Sealing Two basic types of sealers are clear or color seal. A clear sealer is used on most grout when you want to keep that same color. The sealer is liberally supplied and worked into the grout lines. It is important to choose a high quality impregnating sealer. Cheap silicone sealers do not last very long. After sealing it is important to maintain the floor using the right cleaning agents and tools. You should not use harsh chemicals as this will only damage the sealer and grout.
Color Sealing If you are not happy with the way your grout looks after a restoration cleaning, you can change the color of the grout without regrouting. Instead of a clear seal you choose a color of your liking. This process gives your grout a “Brand New” appearance. It gives the floor a whole new look. This process makes the grout lines resistant to staining. Once again it is important to maintain the floors properly following this process.
Maintenance Once the floor is restored and sealed, maintain the floors with a professional cleaning every couple of months. This will keep your floors looking new forever. There are many different types of saws available from the standard crosscut saw, which is the one most commonly used in DIY to the circular saw, a mechanically powered saw more suited for use in an industrial setting for cutting much tougher types of wood, such as logs and even beams. The Air Compressor Don't be put off by the slightly unnerving name, an air compressor is a tool that many people are likely to have come into contact with in various forms throughout the years. One of the best known types of air compressor is the one you see at petrol stations, which is for filling car and bike tyres. An electric or gas powered air compressor is also used a lot during renovation and home improvements as they are a reliable source of power for several pneumatic tools such as sanders, hack saws, paint guns and airbrushes.
The Pressure Washer As with the air compressor, pressure washers are often found at petrol stations, because they are used for washing cars, in fact they are used for cleaning a number of things, such as buildings, pavements and road surfaces. Named pressure washer because they produce water at a high-pressure in order to remove stubborn dirt, mould, dust and associated grime from surfaces, they consist of a water pump, a high pressure hose and water pistol type switch for controlling the flow of water. Readily available from building suppliers, it's best to look into renting a pressure washer if it's just being used for one job, so don't splash out on one until you know exactly what it's going to be used for. So that was just four tools that you may or may not come into contact with whilst you undertake some home improvements, but no matter what you do make sure you always think safety first, and wear the appropriate safety equipment when using any tools.
