ear Readers For the past few months members of the Guam Association of REALTORS® have been preparing for an event that will take place just a few days before this publication hits the news stands. The goal of this event is to connect all the resources that can make home ownership happen with the work force housing segment of our population as well as others interested in home ownership. Typically the members of the work force housing segment, such as teachers, firemen, police officers, hospitality workers, heath care workers, live further away from their places of employment due to typical higher housing costs within the areas they work. Event participants will be introduced to financing programs, down payment sources and other means to make home ownership a reality by members of US Rural Housing, Guam Bankers Association, Micronesia Self Help Housing Corporation, Guam Housing Corporation, US Housing & Urban Development, and the Guam Housing &Urban Renewal Authority. Members of the Guam Association of REALTORS will be on hand to introduce properties to prospective buyers that, combined with the various financing programs, bring more affordable options to the prospective home buyers. In case you might have missed this event you can also check out the Guam housing opportunity website at www.guamhousingprograms.com. You will find valuable information about the various programs that were presented as well as links to the participating organizations. Funding for this awesome two day event and the website was made possible through the $50,000 Ira Gribin grant awarded to the Guam Association of REALTORS by the National Association of REALTORS. A
Overall Year to Date Sales Volume Up 28 Percent From 2010 Guam Median Housing Price Hits New Record
ctivity Update – Overall year to date real estate sales activity on Guam reached over $165 million and increased by 28 percent compared with the first half of 2010. The second quarter of 2011 reflected yet another median price record for a Guam single family house at $268,000, up a remarkable 26 percent from the same period in 2010. The median price increase reflects a combination of more new homes sold, plus a rebound of activity in the high end residential sector. Second quarter single family housing unit sales reached over 150 units and reflected a sharp increase of 31 percent from the first quarter. In the condominium sector, the median price reflected $142,000 during the second quarter of 2011, up 19 percent from the year earlier period. The overall increase in mid-year sales activity occurred despite the sharp 37 percent decline in quarterly sales volume during the second quarter, due primarily to a dearth of high priced deals. The Guam real estate market reflected islandwide sales volume at around $20 million per month during the second quarter of 2011, roughly the same transaction volume during the year earlier period. Major transaction activity was minimal during the past quarter with only one sale priced over $2.0 million during the entire three month period, highlighting extremely weak foreign investment activity. Although 2011 second quarter figures reflected only 40 percent of the peak $160 million achieved during the second quarter of 2007, sales remain roughly double the second quarter sales volume reflected during the four year period from 2000 to 2003. The impact of negative weak foreign investment reversed the three year trend of second quarter sales volume growth. Except for the market bottom in the first quarter of 2009, the latest period reflected the second weakest quarterly sales volume in five years. Single family housing sales have been remarkably stable with between 140 and 160 units sold quarterly, relatively consistent since mid-2003. During the second quarter, nine single family houses sold at prices above $500,000 and five condominium units sold at prices above $300,000, as the high end residential sector continues to recover from recent lows. Notably, recent land sales reflected strong unit rate prices with an Agana site achieving nearly $500 per square meter, a recent record for land outside of Tumon. There were land sales along Marine Drive, Ypao Road and even Tumon Heights Road that reflected unit rates above $300 per square meter during the second quarter of 2011. Overall, Guam’s real estate market through the first half of 2011 remains in recovery from the anemic market conditions reflected following the financial market meltdown in 2008. The second quarter of 2011 reflected growth in several important sectors including single family dwellings sold. Although a lack of foreign investment contributed to second quarter sales volume shrinkage of 37 percent, year to date sales reflect 28 percent growth compared to 2010. Captain Real Estate expects to see a continuation of this volatile cyclical
activity in the near term as lenders struggle to find buyers that qualify with stricter requirements, foreign investors remain skittish, and mixed signals continue to dominate the proposed military build-up. Although market conditions remain tenuous, we haven’t witnessed any type of mass market exodus or explosion of foreclosure activity that caused prices to collapse in the early 2000s. Properties priced at market levels continue to sell, as evidenced by the recent Tamuning Industrial Park transaction and the growing number of high end residential sales. Sellers looking at 2007 and 2008 as price indicators may be challenged to move real estate in the near term, although the recent commencement of Mamizu funded military build-up activity, low interest rates and an extremely weak U.S. dollar lend favorably toward more optimistic projections, as well as the eventual return of foreign investment. While the short term outlook is generally weak, investors appear focused on potential mid and long term growth associated with the build-up.
**The recent Captain newsletter included third quarter 2011 foreclosure-related sale prices at Talo Verde, Guam's premier residential subdivision. Some readers assumed that these prices reflected open market sales, which they did not. Department of Land Management records reflect prior 2011 Talo Verde sales at prices from $600,000 to $850,000, and prior year sales from $670,000 to $876,000. 4 CasaGuam November 2011

Home Sweet Home! The Guam Association Of Realtors® Helps More People Become Homeowners. By Faye Varias With this grant, the Guam Association of REALTORS® (GAR) has created the Workforce Housing Opportunities program, which aims to provide education for consumers and REALTORS®, start a public awareness campaign to inform residents about programs available to them, as well as create a Web site to which people can refer anytime. “This program is instrumental to helping people in Guam achieve the dream of homeownership,” says Peggy Llagas, executive officer of the Guam Association of REALTORS®. “It aims to show that you don’t need to be wealthy with a lot of disposable income in order to own a home.” GAR’S Workforce Housing Opportunities program includes education and outreach for REALTORS, homebuyers, and the general public. Under this program GAR will assist Habitat for Humanity of Guam (HFHG) home recipients by donating $5,000.00 each for two families selected by HFHG; host a 2-day REALTOR® mini-housing forum to provide REALTORS® with information they need to effectively communicate the affordable workforce housing resources available on Guam to potential homebuyers; feature industry-related experts in a public seminar targeting workforce and first-time homebuyers and develop a Web site targeted for at that same audience. The mini-housing forum took place last month at the Hyatt Regency Guam. Various key players in the housing industry were present to speak about the numerous programs available for the public to learn about and utilize. For those who were unable to attend the forum, information can be found on the new Web site at www.guamhousingprograms.org or by contacting GAR at 477-4271. Partnering with Habitat for Humanity of Guam On a small island with a civilian population of about 150,000, people tend to take care of each other and their neighbors.
GAR’s partner, HFHG, often spearheads such activity through a project called “Building Affordable Housing.” The program’s mission is to provide simple, decent, and affordable homes in partnership with the family in need, who cannot otherwise afford to purchase their own home. For the first of the two homes to which GAR is contributing, HFHG has land in the village of Yigo, with a family designated for the house and a likely groundbreaking in the spring of 2011. Unlike many of the Habitat for Humanity programs on the U.S. mainland, where volunteers do much of the work, HFHG must use contractors to build a structure that is typhoon and earthquake resistant in addition to being affordable. Once the structure is in place, volunteers – including GAR members and their families – can complete the home. GAR will present the $5,000 check for each of the two homes at the groundbreaking ceremony, where it expects to have many REALTORS® in attendance. REALTOR® Involvement By Guam’s very nature, REALTORS® are well-integrated into the community. They are extremely enthusiastic about the upcoming workforce housing projects, as illustrated by a testimonial from GAR President Anthony Godwin. Godwin writes, “We are all so passionate about this. I was 23 years old when I purchased my first condo. It was close by the place I worked. I never would have imagined I could have done this until a REALTOR® approached me and showed me how. More than ever, NOW is a great time to return to our roots and show folks that there are opportunities for home ownership out there and the means to make it happen.” With the upcoming REALTOR® educational opportunities for workforce housing and the excitement generated by GAR’s leadership, Guam’s REALTORS® have excellent opportunities to grow their businesses and serve their community by promoting workforce housing.

BE A GREASEBUSTER AND HELP KEEP OUR ISLAND GREEN & CLEAN By GRESCO e all know we’re not supposed to pour used cooking oil, bacon fat, or other grease products down the drain, but we do it anyway. And GRESCO knows it happens anyway because we are often called to open kitchen drains when they get clogged, and remove globs and globs of solidified cooking grease. We recently replaced some kitchen pipes for a remodeling project and peered through a section of drainpipe after it was removed. A layer of solidified oils and fats had reduced the width of the pipe to only 3/4 of an inch. It was only a matter of time before a small piece of food lodged itself in the grease and caused a clog! Even if you run lots of hot water and soap down the drain while pouring the oil, it’s still going to collect on the pipe walls and turn into a sludge that is hard to remove from your pipesoften requiring high-pressure water jetting. But if we’re not supposed to pour greasy and oily substances down our drains, then what do we do with them? Here’s what you can do: Keep a sealable container like a peanut butter jar or pickle jar (either glass or plastic if you’re afraid glass will break) near your sink, and after the oil has cooled enough (especially if you’re using a plastic bottleyou don’t want to melt the plastic), carefully pour

the grease into the jar. When the jar is full you can throw it in the garbage if it’s small, or drop it off at any one of GRESCO’s locations.* You can also use the grease in a compost heap if you have one, or take it to our local landfill. Contact Guam Waterworks Authority or Guam EPA for more information on how to properly dispose of used cooking oil and grease. During the Great Depression, families would often re-use their cooking oil several times before discarding it; and during WWII, families used to save their bacon fat in jars and donate them to the war effortwhere factories would use the fat to create glycerin for explosives. Today, you can still use your cooking oil more than once if it was lightly used and you strain it through a fine mesh strainer or cheesecloth. GRESCO has developed a recycling program and drop-off points for used cooking oil to be safely disposed of and recycled as fuel. Each household is allowed to drop off up to five gallons of used cooking oil per month; free of large food particles (bones, solid fat particles, etc) and other debris such as paper, plastics, and Styrofoam, at any of our several locations throughout the island. Shalynn Allen's first job was in real estate. She was hired as an assistant with ERA Realty in California. She was 16 then. Today, at 27, Allen is a Realtor with Captain Realty Advisors in Hagatna. Allen feels that she has “gotten lucky” a lot over the years since her initial experience in the industry. “I'm so thankful because I realized how much I really wanted to do this,” she said. “When they said that I finally got my license, I was really nervous,” Allen confessed. “I've heard it was really tough. I've been doing basically the same things. I was doing all the paperwork, but not showing properties. I've been working for so long doing assistant work for Realtors.” Today, Allen has been a licensed Realtor for nearly three years and specializes in leasing residential and commercial loans. “I'm finally the Realtor,” she laughed. Allen, who has been living on Guam for a number of years, expressed some of the difficulties she encountered in her field. “We sometimes forget how much we impact our clients’ lives. We might have the kids and home and work running through our minds and just be so busy we forget that our clients are depending on us to find somewhere to call home. Many of our clients from off island may have only been here for a very short time, they are jet lagged and living out of suit cases, they are stressed to the max themselves. So it’s important as Realtors to remember how much our clients truly need us,” Allen expressed. “On Guam, my biggest challenge was that I'm not from here and being a Realtor you have to really learn where everything is. It was really difficult to figure out where all these buildings are. We go by landmarks for everything.” Being a mother of two, Allen said one thing she loves about her job is that she can make her schedule.“You're either going to love it or you're going to hate it, I think, and sometimes you're going to do a lot of running around for no benefit. You take that risk.” She expressed that her primary concern is for the client, “I feel like customer service is what we do. It's all word of mouth. If you don't have a good reputation, you're not going to have a good career in real estate.” Since her move to Guam, she and her husband have planned to make Guam their home. “We love it,” she said, “We plan to stay here as long as Guam will keep us.” Allen's future plans include getting her broker's license and starting her Master's Degree in Project Management. When asked about a business motto she holds, she responded, “I don't know. I just work as hard as I can and try to do the best job that I can for everyone. In real estate, every single day you're learning something new.”

ver the last couple of years the most satisfying transactions were the ones when I assisted first time homeowners. I have a handful of examples which really stand out as being remarkable since the only real starting point was the couples taking the time to come in to discuss what they were trying to accomplish. They said straight out that they wanted to purchase a house and make it a home. It wasn’t about building equity, the home was to be a special place where they would raise their children and build memories. They wanted to know about the process, how one goes about doing it and the steps involved. These three young married couples stand out as the most dynamic I ever assisted. They were so driven to meet their goal that for them the process was not just a transaction taking place but an emotional experience. Tracking the progress I can say that in all three examples these couples went out to meet with mortgage officers to get pre-qualified and did this within days of the initial meeting with me. They had visited with multiple financial institutions and decided on the bank based on establishing a good working relationship with the mortgage officer and of course, what program was available. One of the couples lived with their parents and the second couple moved back with their parents to save money. The third couple stopped using their dryer, cut restaurants and movies. All three couples qualified for the Rural Development (RD) program which offers 100% financing but they still needed funds for closing costs. Two of these couples also qualified for the CAHAT (interest free second mortgage) program. The third couple was initially denied a loan since they had recently purchased a truck and were instructed to pay off this loan first. It took them 8 months to pay it off and then called me and went back to the loan officer and completed their pre-qualification process. Then we went house hunting. During the house hunting process for two couples we visited multiple villages and after seeing 20 houses they became disillusioned about the quality of the houses in their price range. They were not comfortable with the age of the house, thelayout, the area or how the house was maintained. We were now almost 6-8 weeks into the process and they were losing faith. So we went back to the meeting table and I suggested that they might consider building their own home. They liked that idea so off they went to the banks and pursued a construction loan instead. Searching for land to build a house on has its own challenges and the process can be long and tedious in a different way. With one of the couples, they fell in

love with a certain lot and we put in an offer only to have the seller accept another offer. The couple showed up at my office and the wife cried her eyes out for 10 minutes. The process repeated itself for a second time on another lot they wanted and she came in and cried again. This time with a lot less tears and with the couple more determined than ever, we found “the charm” the third time around with a significantly larger lot for about the same price. We put in an offer and it was accepted and— frustrations aside—we sorted out the details and modified the paperwork to adjust for the changes. After a week of waiting for a response from the owner we found the lot acceptable with power and water right there and the deal went forward. Then we hit another snag… during the appraisal it was discovered that water lines for three neighbors crossed over the lot. The underwriter wanted these removed and it took almost 10 days to rectify that issue. Extensions were filed again. All in all it was a nail-biting experience for this couple as we ploughed through the difficulties one by one. But now with their home completed they are so happy for having gone through the process. Memories of the difficulties with the search, change of plan, transaction details are now in the past. The second couple located their lot in Ordot Chalan Pago and brought in a contractor, after interviewing several from a list provided by the bank, to get his advice on what part of the lot was buildable since sloping was a concern. They received the green light on the lot, the offer went in and was accepted. But the cost of bringing water to their house was due to be an issue but they were lucky to tap into a water line which another contractor had recently installed for his own construction. What is notable here is that it was the buyer who went out looking
for the contractor and sealed the deal to connect to his water line. The couple had some of the sloping areas leveled and built their dream home on the lot. They now too have a fine home. The final couple had limited funds but purchased an olderhome in Barrigada village which was expanded to be a 4 bedroom on a fenced and gated lot. Seller was motivated but if the appraisal came in too low then there might have been an issue. The house was exactly what they wanted and they were so anxious. I received so many calls from the couple as we waited. Then the appraisal came in just right, buyer and seller were happy and the deal went forward. The additional funds from the CAHAT loan was just what the buyer needed to make this purchase happen. This article was not meant to be about which programs are offered, the program for you is out there…100% financing with USDA rural development loan and the CAHAT program to name a few… this article is about the drive these three couples had to pursue their dream and make their own reality. It is about working—with their REALTOR®—through the search process, changing paths, going over the speed bumps, through all the hiccups, the days of worrying, the additional paperwork and extensions to get the transaction done no matter how long it took. The pleasure I had working with these three couples is that they were so motivated to stick with the process and accomplish their goals. It took time and they stuck with it. All About Tile & Grout ile and grout is fast becoming the material of choice people make to enhance the look of their floors and their home. Many people choose to install tile and grout in their kitchens, bathrooms, and hallways. It looks much better than the typical linoleum floor. There are so many choices of tile that you can choose from to accomplish just about any “look” that you’re trying to achieve. However, just about everyday we come across many people who are very frustrated with this investment. It seems after a couple of years the floor becomes more and more difficult to keep clean. The tile loses its luster and the grout becomes filthy. Even though they spent hours, maybe even days, on their hands and knees trying to keep it clean. Unfortunately, most floors are not sealed after it is installed. This is the root of the problem. You see, grout is like a sponge. It will absorb grease and dirt very quickly when it is not properly sealed. This creates a breeding ground for bacteria to grow and bloom. When it gets to the point where they think nothing can be done, they start to consider replacing their floors. Another very sizable investment. Does this sound like you? Well, there is light at the end of the tunnel! Most tile & grout can be restored to “like new” condition; or very close to it. This starts with having a professional floor cleaning company coming to your home or business and providing a thorough inspection and giving you a FREE Demonstration of their service. Cleaning and Restoration Most floors over one year old will need to be restored to bring it back to its natural beauty. If the floor was properly sealed when it wast installed, restoration probably won’t be needed. Restoring tile and grout requires a few steps. First we will degrease the floor to remove as much oils, dirt, and grease as possible. Next, we restore the grout with a special grout line restoration product. This will help remove most if not all surface staining. This process also “opens” the grout for proper sealing. When doing these two steps, mechanical agitation, strong rinsing and vacuum equipment is required. After the cleaning and restoration, the sealing will begin.
Sealing Two basic types of sealers are clear or color seal. A clear sealer is used on most grout when you want to keep that same color. The sealer is liberally supplied and worked into the grout lines. It is important to choose a high quality impregnating sealer. Cheap silicone sealers do not last very long. After sealing it is important to maintain the floor using the right cleaning agents and tools. You should not use harsh chemicals as this will only damage the sealer and grout.
Color Sealing If you are not happy with the way your grout looks after a restoration cleaning, you can change the color of the grout without regrouting. Instead of a clear seal you choose a color of your liking. This process gives your grout a “Brand New” appearance. It gives the floor a whole new look. This process makes the grout lines resistant to staining. Once again it is important to maintain the floors properly following this process.
Maintenance Once the floor is restored and sealed, maintain the floors with a professional cleaning every couple of months. This will keep your floors looking new forever. Not only do you have to deal with the emotional stress of leaving a home, but you have to deal with the physical stress of getting your house ready to sell. he housing market is terrible. And on top of a bad market, getting the home ready to sell is practically a death sentence. I remember when my family moved, we had to do some major demolition projects to make sure our home looked modern and inviting. One of the things we learned when updating our home is the importance of lighting. Lights are actually one of the biggest and simplest tricks to selling your home. Adequate lighting in your home is key to selling. Lighting can have a strong influence over whether or not the buyer will like your home, and can see themselves in it. Too little light makes the home seem gloomy, dirty, and small. However, too much light is overwhelming and gives the my-house-is-a-sportsarena type of look. The key to appropriately lighting your home is balance. The right balance of light can help create a clean, inviting, warm home that your buyer will be able to picture them self in.

Use the Natural Light Before you even look at any fixtures in your home, take a look at your natural light potential. Open up all the windows, blinds, and draw the curtains back. Look to see if there are any tame-able tree branches that are providing too much shade. Cut a few branches back if you could potentially get more light in the home. However, don't sacrifice your outer curb appeal—use your judgment on what looks right. Another trick with the windows is to replace heavy, dark, dramatic drapes with lightweight and sheer curtains. Also make sure you clean your windows. Dirt can obstruct the amount of light getting into your home.
Check Existing Light Fixtures Take a look around your home. Make note of light fixtures that are dirty, cracked, or broken. Don't forget about light switches. If the light switch is cracked, this is a quick, painless, and cheap update you can do yourself. Simply take the switch off, and replace it with a new, clean one. If you have any bulbs that are dirty, you might want to replace them with new ones. Dirty light bulbs make the whole room look grimy and depressing.
Replace Outdated Fixtures Light fixtures can often be the focal point of the room. If the fixture is old, it's a good idea to replace it with a more modern one. You don't have to spend a lot of money on a new one—it can even be less expensive than the existing one. Just make sure it's modern. Modern means versatility for your potential buyer.
Bathrooms probably need the most light in the house. Also make sure that the light complements the mirrors. You don't want a overwhelming glare, or blinding light shining off the mirror. Kitchens also need a lot of light. Kitchens are an easy way to use lights as décor for fairly cheap. Use of pendant lights can bring color and style into your kitchen, as well as a little extra light. Under-cabinet lights are also a great addition. Under-cabinet lights will show off your counters—but make sure the counters are clean!
Pay Attention to Detail Look around your home and see where you may need a little more light. Pendants are easy to add anywhere in the home. LED lights can also help light up rooms like the kitchen, and are very energy efficient. Just pay close attention to detail.
Exterior Lighting If you don't have any exterior lighting—get some! Chances are a potential buyer will be driving past your home to get a feel for the "night life" in your neighborhood. Make sure your house is well lit; but make sure it isn't lit up like a theme park. Some easy outdoor lights are path lights and flood lights. Path lights can add curb appeal to your pathway or garden. Flood lights can be used to illuminate the best areas of interest in your yard. Using flood lights, you can illuminate your favorite tree, a fountain, or a statue.
