I

t all started with Thanksgiving! Now we are heading to Christmas and then New Year celebrations! We, in Guam have much to be thankful for this year. I’ve been travelling the past few weeks around the US mainland speaking with real estate brokers, family and friends. Much of the mainland marketplace is still on a very long road to recovery. Many brokers told me the magic number for home ownership in most markets is now in the 250k to 300k range. There are many good opportunities for second home ownership all over the country… Florida, for example, has thousands of condominiums that need to be marked sold. Here on Guam our banks were much more conservative so we did not end up with the troubled loans that our mainland friends are still dealing with. Our average home price still floats around the $250k range… much like the rest of the country. The National Association of REALTORS® installed a new leadership team which went to work immediately. Maurice “Moe” Veissi, a REALTOR® from the state of Florida is the new NAR 2012 President. Soon Guam will be installing our 2012 leadership team with Elizabeth C. Duenas as our 2012 President. She will be joined by a fantastic team of REALTORS® that you will hear more about in the next issue of Casa Guam. I would like to take this opportunity to thank the 2011 leadership team as we wind down this busy year. We accomplished much as Guam’s voice for real estate! Overall Year to Date Sales Volume Up 28 Percent From 2010 Guam Median Housing Price Hits New Record

ctivity Update – Overall year to date real estate sales activity on Guam reached over $165 million and increased by 28 percent compared with the first half of 2010. The second quarter of 2011 reflected yet another median price record for a Guam single family house at $268,000, up a remarkable 26 percent from the same period in 2010. The median price increase reflects a combination of more new homes sold, plus a rebound of activity in the high end residential sector. Second quarter single family housing unit sales reached over 150 units and reflected a sharp increase of 31 percent from the first quarter. In the condominium sector, the median price reflected $142,000 during the second quarter of 2011, up 19 percent from the year earlier period. The overall increase in mid-year sales activity occurred despite the sharp 37 percent decline in quarterly sales volume during the second quarter, due primarily to a dearth of high priced deals. The Guam real estate market reflected islandwide sales volume at around $20 million per month during the second quarter of 2011, roughly the same transaction volume during the year earlier period. Major transaction activity was minimal during the past quarter with only one sale priced over $2.0 million during the entire three month period, highlighting extremely weak foreign investment activity. Although 2011 second quarter figures reflected only 40 percent of the peak $160 million achieved during the second quarter of 2007, sales remain roughly double the second quarter sales volume reflected during the four year period from 2000 to 2003. The impact of negative weak foreign investment reversed the three year trend of second quarter sales volume growth. Except for the market bottom in the first quarter of 2009, the latest period reflected the second weakest quarterly sales volume in five years. Single family housing sales have been remarkably stable with between 140 and 160 units sold quarterly, relatively consistent since mid-2003. During the second quarter, nine single family houses sold at prices above $500,000 and five condominium units sold at prices above $300,000, as the high end residential sector continues to recover from recent lows. Notably, recent land sales reflected strong unit rate prices with an Agana site achieving nearly $500 per square meter, a recent record for land outside of Tumon. There were land sales along Marine Drive, Ypao Road and even Tumon Heights Road that reflected unit rates above $300 per square meter during the second quarter of 2011. Overall, Guam’s real estate market through the first half of 2011 remains in recovery from the anemic market conditions reflected following the financial market meltdown in 2008. The second quarter of 2011 reflected growth in several important sectors including single family dwellings sold. Although a lack of foreign investment contributed to second quarter sales volume shrinkage of 37 percent, year to date sales reflect 28 percent growth compared to 2010. Captain Real Estate expects to see a continuation of this volatile cyclical

activity in the near term as lenders struggle to find buyers that qualify with stricter requirements, foreign investors remain skittish, and mixed signals continue to dominate the proposed military build-up. Although market conditions remain tenuous, we haven’t witnessed any type of mass market exodus or explosion of foreclosure activity that caused prices to collapse in the early 2000s. Properties priced at market levels continue to sell, as evidenced by the recent Tamuning Industrial Park transaction and the growing number of high end residential sales. Sellers looking at 2007 and 2008 as price indicators may be challenged to move real estate in the near term, although the recent commencement of Mamizu funded military build-up activity, low interest rates and an extremely weak U.S. dollar lend favorably toward more optimistic projections, as well as the eventual return of foreign investment. While the short term outlook is generally weak, investors appear focused on potential mid and long term growth associated with the build-up.

**The recent Captain newsletter included third quarter 2011 foreclosure-related sale prices at Talo Verde, Guam's premier residential subdivision. Some readers assumed that these prices reflected open market sales, which they did not. Department of Land Management records reflect prior 2011 Talo Verde sales at prices from $600,000 to $850,000, and prior year sales from $670,000 to $876,000. 4 CasaGuam December 2011

Layla Raymanova, an Agent with Century 21 Commonwealth Realty was elected REALTOR® OF THE YEAR by the Guam Association of REALTORS®. The REALTOR® OF THE YEAR award is an incentive award. In addition to her work in obtaining the IRA Gribin Grant of $50K for the Guam Association of REALTORS®, working with Habitat For Humanity helping provide families with homes and various other community projects, it was Layla's idea to adopt three Dededo Bus stops, which were cleaned of debris, had graffiti removed, were nicely painted with GAR logos and are still being maintained by GAR Members. Layla is a GAR Director and she doesn’t just “talk the talk”, but she “walks the walk” by showing up for work ready and willing to get dirty with the working crew. Layla was nominated for her leadership on the IRA Gribin grant project. She has been on the board and committees for many years and has always been very giving of her time. She and her team's efforts in obtaining the IRA Gribin Grant for the Guam Association of REALTORS® was an accomplishment that will be a benefit to our community as well as the Guam Association of REALTORS®.

Guam Association of REALTORS® Workforce Housing Opportunities Program launches Website By Faye Varias ith this grant, the Guam Association of REALTORS® (GAR) has created the Workforce Housing Opportunities program, which aims to provide education for consumers and REALTORS®, start a public awareness campaign to inform residents about programs available to them, as well as create a Web site to which people can refer anytime. In this day and age, people usually look to the Internet when starting to look for any type of information. Unfortunately, there aren’t many online sources when looking for housing programs in Guam. The Workforce Housing Opportunities program aims to change that. “This program is instrumental to helping people in Guam achieve the dream of homeownership,” says Peggy Llagas, executive officer of the Guam Association of REALTORS®. “It aims to show that you don’t need to be wealthy with a lot of disposable income in order to own a home.” She further adds that there’s a slew of resources available, but not too many people know about them. With the launch of the program Web site, www.guamhousingprograms.org, the organization hopes to bridge that gap and spread the word to more people about what’s available to them.

Guam Housing Programs Page Aside numerous do’s and don’ts as well as checklists when buying a house, the Web site contains a page specifically for resources available locally. Below are some of these programs.

Guam Housing Corporation I.

Regular Loan Program This is a residential mortgage lending program to assist families and individuals who are first time homeowners and are unable to obtain financing for purchase or construction through conventional lending institutions. Interest rate is prevailing rate for a term of fifteen years to thirty years.

II.

Six Percent Loan Program This is a low interest rate residential mortgage loan program to assist families and individuals who are first time homeowners and are unable to obtain financing from conventional mortgage lending institutions. Interest rate is 6.00 percent for a term of 30 years.

III. Community Affordable Housing Action Trust (CAHAT) This is an interest free second mortgage designed as a down payment assistance program for first time homeowners for families and individuals who lack the down payment resources to purchase or construct a typhoon-resistant home. Enabling legislation is Public Law 21-99. The term for the loan is 30 years. IV. Leverage Loan Program The Rural Housing Loan Program is designed to:

Guam Housing and Urban Renewal Authority I. HOME Program HOME is a grant provided by the U.S. Department of Housing and Urban Development. GHURA administers the grant on behalf of Guam. HOME grants fund a wide range of activities that build, buy and/or rehabilitate affordable housing for rent or home ownership or provide direct rental assistance to low-income people. HOME is designed exclusively to create affordable housing for low-income households. The program's flexibility allows States and local governments to use HOME funds for grants, direct loans, loan guarantees or other forms of credit enhancement, or rental assistance or security deposits.

• Provide loans to assist eligible persons who will live in rural areas with an opportunity to own a home that would provide a decent, safe and sanitary living environment for its occupants. • Joint financing with Rural Development for a 100 percent financing with low interest rates. Term of the loan is 33 to 38 years for RD financing. Construction of dwelling on Chamorro Land Trust property is also eligible (Dededo properties are ineligible under this program). BE A GREASEBUSTER AND HELP KEEP OUR ISLAND GREEN & CLEAN By GRESCO e all know we’re not supposed to pour used cooking oil, bacon fat, or other grease products down the drain, but we do it anyway. And GRESCO knows it happens anyway because we are often called to open kitchen drains when they get clogged, and remove globs and globs of solidified cooking grease. We recently replaced some kitchen pipes for a remodeling project and peered through a section of drainpipe after it was removed. A layer of solidified oils and fats had reduced the width of the pipe to only 3/4 of an inch. It was only a matter of time before a small piece of food lodged itself in the grease and caused a clog! Even if you run lots of hot water and soap down the drain while pouring the oil, it’s still going to collect on the pipe walls and turn into a sludge that is hard to remove from your pipesoften requiring high-pressure water jetting. But if we’re not supposed to pour greasy and oily substances down our drains, then what do we do with them? Here’s what you can do: Keep a sealable container like a peanut butter jar or pickle jar (either glass or plastic if you’re afraid glass will break) near your sink, and after the oil has cooled enough (especially if you’re using a plastic bottleyou don’t want to melt the plastic), carefully pour

the grease into the jar. When the jar is full you can throw it in the garbage if it’s small, or drop it off at any one of GRESCO’s locations.* You can also use the grease in a compost heap if you have one, or take it to our local landfill. Contact Guam Waterworks Authority or Guam EPA for more information on how to properly dispose of used cooking oil and grease. During the Great Depression, families would often re-use their cooking oil several times before discarding it; and during WWII, families used to save their bacon fat in jars and donate them to the war effortwhere factories would use the fat to create glycerin for explosives. Today, you can still use your cooking oil more than once if it was lightly used and you strain it through a fine mesh strainer or cheesecloth. GRESCO has developed a recycling program and drop-off points for used cooking oil to be safely disposed of and recycled as fuel. Each household is allowed to drop off up to five gallons of used cooking oil per month; free of large food particles (bones, solid fat particles, etc) and other debris such as paper, plastics, and Styrofoam, at any of our several locations throughout the island. Suki Nicole Sul, REALTOR® and Vice President of Real Estate Guam arrived to where she is today by taking a risk. After studying Business Administration in Australia for three years, she was employed locally by Bank of Hawaii. Sul came to be interested in real estate by way of friends and clients that were already involved in the field. She saw her chance to take the Real Estate License Exam and knew it was a good opportunity to use her language skills to serve both English and Korean speaking clients in an upward moving market. After she passed, she still served at Bank of Hawaii before making the decision to really make use of her license. With her husband, Ramon Puangco, Real Estate Guam was established. Sul explained that she and her husband decided to establish their own business together rather than work under someone else. With client relationships they already built individually, they merged. “It was a right decision, I was very successful after that,” she said. After closing multimillion dollar transactions including the $30 million Ladera Towers, one would be surprised when entering her understated office. “We do the quiet work,” Sul laughed. She, however, does not sugar coat the amount of work it takes. “When we closed Ladera, it took me a year. Sometimes it was almost there, sometimes it's not there,” she said, “ We look at the whole picture and discuss it together. “Sometimes we can manage our hours, but sometimes we have to work very late, some transactions working overnight. You have to be up. You have to be flexible. That's kind of a challenging situation. With four kids it's not easy,” she briefly described her working experience with her husband as a business partner. “We're a team. We have a support. We understand our job, we don't complain. We kind of understand what we have to do. “They think it's easy, but it's not. It takes time to establish a client. Build trust. Deliver trust back. Give right advice. Sometimes I don't take a listing, if it seems overpriced or too cheap. I give advice whether not to sell it. We're trying to help in the best way to sell the property at a higher price and give you good advice, right advice. Maybe sometimes it's better to sell next year than this year - we try to help analyze the situation.” Something that seems to be unique about Real Estate Guam, is their follow through with their clients. Sul explained that their business does not end with the sale, and that they work further with clients to improve their properties for future business. “It's not like the transaction is finished, the relationships go on,” she said. One of Sul's future goals involve giving back to the community in the form of a Sponsor Fund Association that funds supplies for children in need. In the meantime, Sul and her husband hope to travel more. “We're trying to go while we can walk, eat, see clearly,” she laughed. Though Sul doesn't claim a single philosophy to success in business, she expressed an admiration for Steve Jobs. “He did what he wanted to do. He didn't stay in an eight to five. He wanted to do something extraordinary, which helped a lot of people” she said. “Hopefully we can help a lot of people too with our business.”

In my mind, it doesn't matter. We will get more people and lots of invested money to give our real estate a boost. All you have to understand is, if more people come to Guam than leave it, and if more money comes, our real estate market can only do one thing, and that is .... APPRECIATE. It is a very simple concept which is called Supply and Demand. So lets look at it. Supply and demand is perhaps one of the most fundamental concepts of economics and it is the backbone of a real estate market. Demand refers to how much (quantity) of a product, like homes, condos, etc., are desired by buyers or renters.. Supply represents how much the market can offer. The Guam real estate market is thin when it comes to our supply. But supply also means how much money is being introduced to an area. We have heard that the Federal Government expects to spend in the billions of dollars here on Guam. Even if that amount is cut in half that is still lots a money that is expected to be spent here. Much of that money (granted not all) will remain here, floating around, available for buyers to spend. The more money chasing the goods, means that real estate owners can get more for their property. Even if the Marines don't come the Navy and Air Force is expected to grow. Also, don't forget normal population growth. Guam is predicted to see an increase in population of up to a total of around

80,000 people in the next 4 years. According to the environmental impact statement for the Guam and CNMI military build up, this will create an increase in demand for over 11,800 homes, not including military living off base and H-2B workers. Consider this with the fact that the Guam H ousing industry normally produces between 400 to 1000 Housing a year. At best that is only 4000 new homes, 7000 short of what is needed. In summary, Guam has a military buildup coming, Guam has possibly billions of dollars that will be spent here and Guam has a increased projected population growth. Add to this, new homes (mostly in the upper dollar amount) means Guam will not be able to keep up with the demand. Finally, don't forget the trillions of dollars in paper money that has been created out of thin air we can expect to see higher amounts of inflation in the coming year. This is not good news for everyone as rentals will go up and houses will become more expensive but for those who have real estate you can expect the prices to go up. As a result, in my mind, real estate is better than gold as a hedge against inflation. Guam is a great place for many reasons but one of them is it is a good place to invest in real estate. y name is Elmore Cotton. Everyone calls me "Moe". I am the Principal Broker for Century 21 Commonwealth Realty and company that has been in business over 25 years. I personally have been a Broker on Guam for over 30 years. Furthermore, I own a school that teaches numerous real estate courses among which is the REALTOR® Code of Ethics. Okay, enough of that! What's my point? Because of being associated with real estate for many years, many people assume I know what I am talking about. Hence, I must be asked around 10 times a week "how is the real estate market?" My answer is that it is currently slow or words to that affect (right now MLS shows that we have over 500 rentals in the $1500 range) but, I always add, of course, "with the military buildup coming we expect it to get much better". Then the inevitable question comes up "When will the military build-up come?" My answer "…not sure, but it is coming." Most people have heard that the 8000 marines coming from Okinawa has been postponed over and over. In addition, it was announced by our President that Australia is going to get 2500 military. I can only assume that will come from the 8000 so now we might get 5500 or so. Also the money that is supposed to come to Guam has been curtailed.

The VA Guaranteed Home Loan

n 1944, the GI Bill was signed into law by President Franklin D. Roosevelt.

I

The result was the creation of a loan program which allows qualified veterans to purchase a home for their own personal occupancy with little to no

down payment. This loan program is commonly known as the VA-Guaranteed Home loan. VA Guaranteed Home loan can be used in numerous ways. VA loans can be used to purchase a home or condominium approved by the VA, build a home, renovate and improve a home, and even refinance an existing mortgage to reduce the interest rate; however, please inquire with your lender as not all programs may be offered. The advantage of a VA loan program is that the U.S. Department of Veterans Affairs will guaranty to cover a percentage of the loan amount. This coverage or guaranty protects lenders from loss in the event the borrower fails to make the mortgage payments. The program encourages the lender to offer VA loans to “eligible� veterans who meet the VA program requirements. The major benefit of the VA guaranty is that it helps the borrowers by replacing the need for a 10 to 20 percent down payment when purchasing a home. To qualify for a VA loan, borrowers will need a Certificate of Eligibility (COE). The VA has several specific eligibility rules, but generally veterans, active duty personnel, reservists/national guard members, and some surviving spouses of veterans may be eligible for the program. Borrowers can visit any VA approved lender to get help obtaining the COE online. Once the COE has been issued, lenders assist by pre-qualifying the borrowers for the VA loan purchase or refinance. For purchases, borrowers can then work with their Realtor and shop for the home that meets their price range. Once they find the home, Realtors can assist with completing a purchase contract. Borrowers can return to their lender, complete the loan application and all the necessary VA Forms. Please note that an important condition of VA loan is that the borrower must occupy the property. VA loans cannot be used to purchase investment units, and borrowers must still meet the income and debt requirements of the VA program.

Keep a Cut Christmas Tree Fresh

ome people believe Christmas just isn't Christmas without a real Christmas tree. Here is an easy guide that will help you preserve that perfect tree whether you purchase it from a neighborhood lot or a Christmas tree farm. These steps should help you keep a Christmas tree fresh through the holiday

Here's How: 1. Refresh the tree by making a straight cut, taking one inch off the butt and immediately place in water. This will improve water uptake. 2. Place the tree in a stand that can hold at least 1 gallon of water. You should expect the tree to take up additional water. Water the new tree until water uptake stops. 3. Always keep the base of a tree in water. If the base dries out, resin will form over the cut end and the tree will not be able to absorb water and will dry out quickly. You don't need anything other than regular tap water - drying out deters future water uptake and will need a new cut. Commercially prepared mixes like aspirin, sugar and other additives introduce into the water are not necessary. Research has shown that plain water will keep a tree fresh. 4. Check for worn Christmas tree light electrical cords and always unplug at night. Use UL approved electrical decorations and cords. Using miniature lights produce less heat and reduce the drying effect on the tree or any chance of fire. 5. Take down the tree before it dries out. Many fresh cut trees if properly cared for (using the first five steps) should last at least five weeks before drying out. Some species keep their moisture longer that others.

Tips: 1. Cutting a refresh cookie off the tree base is important only when trees have been cut for over 4 hours. 2. For easier watering, buy a funnel and a 3 to 4 foot tube. Slip the tube over the funnel outlet, extend tubing down into the tree stand and water without bending over or disturbing the tree skirt. Hide this system in an out-of-theway part of the tree.season.

Homeownership Still Matters… According to results from the 2011 NAR Profile of Home Buyers and Sell-

ers Survey, consumers still believe in the value of home ownership. Seventy-eight percent of recent home buyers said their home is a good investment, and 45 percent believe it’s a better investment than stocks. Given the current restrictive credit environment, many buyers were much more cautious about their purchase and stayed well within their means; recent buyers had higher incomes and used modestly higher down payments than buyers in the 2010 survey. Recent buyers were also more likely to be married – 64 percent of all buyers were married couples, compared to 58 percent in 2010.
