Overall YTD Sales Volume Up 10% From 2010 Guam Median Housing Price Plummets; Median Single Family House Price Down 25% From Prior Quarter; Foreign Investment Rebounds; Second Quarter Sales Volume Up 42 Percent To $91.6 Million

ctivity Update – Mixed signals once again dominate Guam’s real estate market as foreign investment has rebounded, but economic realities and uncertainty over the military build-up negatively impacted market activity during the 3rd quarter of 2011. The rebound in foreign investment was highlighted by two major transactions that boosted overall quarterly sales volume to $91.6 million, an increase of 42 percent from the prior quarter. The closing of the Sherwood Hotel and the sale of an 11 acre beachfront site along Tumon Bay highlighted transaction activity and impacted 3rd quarter sales volume by over $30 million. Year to date 2011 real estate sales activity reflects $257.9 million, up by almost 10 percent compared with the same period in 2010. The third quarter reflected a rebound in high priced sales with nine transactions closing at prices above $1.0 million. The high end single family market also rebounded with 17 properties selling at prices above $400,000. However, it wasn’t all positive news during the third quarter as the median prices of Guam houses and condominiums plummeted. Although the single family housing category reflected a relatively healthy 146 unit sales, the median price dropped by 25 percent, the sharpest drop since the 26 percent decline reflected during the global financial crisis impacted 1st quarter of 2009. The median home price on Guam remains strongly correlated to the product mix ratio, or the relationship between the number of new vs. older homes sold. When the ratio of new houses is high, the median price tends to increase, because new houses typically sell for higher prices than older homes. If the new home sales product mix ratio continues to decline, the median price level is likely to decline further. Guam median housing prices first exceeded $200,000 in mid 2007, and peaked at $268,000 during the 2nd quarter of 2011 due to the atypical ratio of new home sales. Total single family home sales in 2011 are projected to reflect 575 units, down sharply from over 700 units sold annually between 2006 and 2008, but far higher than the record low 380 units sold in 2000. Guam median house prices increased dramatically from less than $110,000 in early 2003 to $170,000 by late 2006 as product sold transitioned from low priced foreclosure sales to new construction. The annual median home price ranged from approximately $195,000 to $220,000 between 2007 and 2010, but increased sharply during the first half of 2011 due to the significantly higher ratio of new home sales, many located with Guam’s largest subdivision, Paradise Estates. Guam’s condominium sector also reflected a sharp decline in median price during the third quarter of 2011 as sellers remain reluctant to reduce asking prices and sales volume has shifted to lower priced units. The 36 condominium units sold and $119,500 median price reflected during this past quarter were nearly identical to the second quarter of 2000, nearly 10 years ago, indicating that future increases are imminent in this notoriously volatile sector of Guam’s real estate market. During the 3rd quarter, only three condominium sales closed at prices above $400,000 with the vast majority of sales closing at prices below $200,000.

Notable Transactions – Third quarter 2011 sales volume included two industrial property sales at prices over $1.0 million, including the $2.1 million sale of the 21,600 square foot Proline warehouse complex in Harmon Industrial Park. Multifamily apartment sales during the quarter included the $2.5 million sale of the 66 unit Granada Apartments Complex at Oka, Tamuning. Commercial property sales during the third quarter included two grocery store related properties at prices from $800,000 to $2.5 million. In addition to the $17.6 million Tumon beachfront sale, the nearly 250 land sales closed during the quarter included three deals priced above $1.0 million and two sales reflecting unit rate prices over $200 per square meter. Land sales at Guam’s premier gated residential communities have stalled with no lot sales recorded at Talo Verde or The Laguna at Pago Bay Resort during 2011. Guam’s premier residential subdivision, Talo Verde, continued through its foreclosure related sales activity with Department of Land Management records reflecting seven Talo Verde Acquisition LLC house sales during the third quarter at indicated prices of $540,000 to $600,000 with buyers including Guam Pinnacle Corporation, Manu Melwani, Tamio Clark, Felix P. Camacho and Louie Yanza.

IT&E Dedicates New Playground in Umatac

IT&E, the Marianas Communications leader is proud to announce the dedication of the new playground facility in Umatac’s Justice Memorial Park at the Umatac Mayor’s Office this Sunday, December 18, 12:30pm. According to IT&E CEO, Ricky Delgado, Jr., the idea to revive the IT&E playground projects came at the suggestion of an IT&E employee and fell directly in line with his commitment to the local community. “We made a promise when we acquired the assets of IT&E Overseas, Inc. in 2008 that we would continue their legacy as a responsible corporate citizen, and that’s exactly what we are going to do with community projects like this” Delgado said. The festivities in Justice Memorial Park comes on the heels of a ribboncutting ceremony in the Northern Mariana Islands where IT&E dedicated a new playground facility at Pakpak Beach in San Antonio, Saipan on Friday, October 28, with a pledge to completely revamp two additional sites. IT&E donated the original Umatac playground equipment to the Village of Umatac on June 24, 1999, and was one of seven playgrounds donated by IT&E in the 1990’s that included Mongmong-Toto-Maite, Hagatna, Merizo, Mangilao, Dededo and Barrigada. The Justice Memorial Park in Umatac is especially significant as it was dedicated to Justice Josephine Gofigan Taitague, affectionately known as "Justice", the miracle baby born to Anthony and Lynn Taitague who later died of Non-Hodgkin's Lymphoma in 2003. According to Delgado, IT&E is looking for other projects that can lift the spirits of the community in the near future. IT&E would like to acknowledge the assistance of Mayor Dean Sanchez and staff whose cooperation and assistance to make this happen quickly, Dr. Thomas Shieh, MD, FACOG, who pushed for the playground at the Umatac site, and Erlinda Montecalvo, who assisted with coordinating the event.

Your First Mortgage Buying a house may very well be in your resolution list. By Faye Varias The bigger your down payment, the better One of the rules of thumb when applying for a mortgage is that the bigger your down payment, the lower your monthly payment and the less interest you’ll pay in the long run. Plus if your down payment is 20 percent or more, you won’t have to pay private mortgage insurance, which is a premium added to protect lenders for mortgages considered a higher risk. There are low down payment options For people who don’t have a huge amount of money set aside for a down payment, mortgage experts can advise you of resources available to you. Even if you put down ten percent on a down payment, you may be able to avoid insurance premiums depending on how your loan is structured. The key is balance During your lifetime, a mortgage payment may very well be your largest expense, so it’s good to balance this with your regular expenses. While there is no set rule for how much you should spend on a house, some experts advise that you shouldn’t spend more than two-and-a-half times your yearly income. Other industry professionals say living expenses, including mortgage and utilities, should take up no more than 35 percent of your total monthly expenses. It’s important to create a budget that will enable you to meet all your financial responsibilities. Get pre-approved It's a good idea to get pre-approved for a mortgage, before you make an offer on a home. A lender will pre-approve you based on your income, debts and credit. By getting pre-approved, you will know in advance how much you will be able to borrow so you won't have to make your offer dependent upon securing financing. It is a good idea to get offers from several lenders. Do your homework One of the most important things you can do is learn about the different kinds of mortgages available so you can choose the best one for your needs. You have several options: · Fixed-rate mortgages let you borrow money at an interest rate that stays the same for the life of the loan.

· Adjustable-rate mortgages (ARMs), have rates that fluctuate according to the market. · Hybrid mortgages have fixed rates for a certain period and then switch to adjustable rates. For instance, a 5/1 ARM lets you pay a fixed rate for five years and then adjusts your rate annually after that. · Option ARMs give you several payment choices each month, from a low interest only option to a fully amortized payment. Here’s a handy checklist to make sure you’re on the right track. Good luck! 1. Get a free copy of your credit report. 2. Know your rights. Visit www.hud.gov. 3. Research mortgage companies - shop around for the best interest rates. 4. Know what loans are available for first-time homebuyers. 5. Get pre-approved. 6. Calculate your own budget to see how much you can afford. 7. Define your wants and needs in a house - new construction vs. resale. 8. Check out the local school districts. 9. Narrow down the area you want to live in. 10. Start looking at homes. 11. Talk to the neighbors in the areas you are looking. 12. Get a copy of the local crime report for the neighborhood. 13. Pick a reputable REALTOR ®. 14. Find an attorney. 15. Check comparable sales in the neighborhood. 16. Make an offer. 17. Start negotiating - be prepared to walk away if you don't get what you want. 18. Ask the seller to purchase a home warranty. 19. Sign the contract. 20.- Apply for homeowner's insurance. 21. BE A GREASEBUSTER AND HELP KEEP OUR ISLAND GREEN & CLEAN By GRESCO e all know we’re not supposed to pour used cooking oil, bacon fat, or other grease products down the drain, but we do it anyway. And GRESCO knows it happens anyway because we are often called to open kitchen drains when they get clogged, and remove globs and globs of solidified cooking grease. We recently replaced some kitchen pipes for a remodeling project and peered through a section of drainpipe after it was removed. A layer of solidified oils and fats had reduced the width of the pipe to only 3/4 of an inch. It was only a matter of time before a small piece of food lodged itself in the grease and caused a clog! Even if you run lots of hot water and soap down the drain while pouring the oil, it’s still going to collect on the pipe walls and turn into a sludge that is hard to remove from your pipesoften requiring high-pressure water jetting. But if we’re not supposed to pour greasy and oily substances down our drains, then what do we do with them? Here’s what you can do: Keep a sealable container like a peanut butter jar or pickle jar (either glass or plastic if you’re afraid glass will break) near your sink, and after the oil has cooled enough (especially if you’re using a plastic bottleyou don’t want to melt the plastic), carefully pour

the grease into the jar. When the jar is full you can throw it in the garbage if it’s small, or drop it off at any one of GRESCO’s locations.* You can also use the grease in a compost heap if you have one, or take it to our local landfill. Contact Guam Waterworks Authority or Guam EPA for more information on how to properly dispose of used cooking oil and grease. During the Great Depression, families would often re-use their cooking oil several times before discarding it; and during WWII, families used to save their bacon fat in jars and donate them to the war effortwhere factories would use the fat to create glycerin for explosives. Today, you can still use your cooking oil more than once if it was lightly used and you strain it through a fine mesh strainer or cheesecloth. GRESCO has developed a recycling program and drop-off points for used cooking oil to be safely disposed of and recycled as fuel. Each household is allowed to drop off up to five gallons of used cooking oil per month; free of large food particles (bones, solid fat particles, etc) and other debris such as paper, plastics, and Styrofoam, at any of our several locations throughout the island. Jodee Duenas grew up working. Her parents, who owned several businesses, instilled in her strong values and a work ethic that would carry into Duenas's professional career. Duenas, now 36, holds an associate’s degree in accounting and a bachelor's degree in business administration with an emphasis on marketing. “My parents actually challenged me when I graduated from UOG to join them in the real estate field. Back then, it wasn’t my first choice. I figured that since I had a degree I could get a real job and real estate, to me, was not a real job,” she said. But when Duenas decided to join her parents' business as a property manager and bookkeeper, she chose to go “all in” and become a full-time Realtor. “The first several years I was known as John and Liz's daughter, just a shadow. Over the years I established my own customer base which led to more business and referrals. I found this very rewarding, especially helping local families and those relocating to the island. This was all the motivation I needed to continue and here I am 14 years later.” Today Duenas is a licensed Realtor at Re/Max Diamond Realty. Though Duenas has had success in the field, her biggest deal selling a million-dollar condo in Tumon, she does share that there are challenges. Duenas recalls some of her biggest challenges as working a transaction only to have it fall through due to unforeseen issues. “Most people think real estate is a ‘get rich quick’ job. It requires tons of training, long hours, and lots of family support. Sales transactions can take up to a year to close, and by then, your hourly wage almost feels like cents. It takes follow through and effort to keep the whole transaction together — so many things can go wrong. This is where experience and tenacity come into play.” Duenas encourages prospective customers to be prepared. “Banks have become much stricter with newer guidelines. Have all your financials ready to qualify. You will need a good credit score and enough saved for your closing costs. Your purchase will be much smoother and less stressful having those things in place.” In the future, Duenas plans to continue to succeed in her field. “My goal is to provide the best service to my clients & customers and truly make the experience as pleasant and hassle free as possible. Title Insurance and Escrow-Who Needs It?

uying a home is an exciting experience but it is not one without risk. Compare the transaction to the game of “Hot Potato” with the home being the very expensive potato. You wouldn’t want to drop it--not without insurance! That is why this smart guy named Benjamin Franklin created the concept of title insurance. A title and escrow company protects much more than just small potatoes. It protects one of the largest financial investments you’ll ever make. For first time home buyers, the terms “title insurance” and “escrow” may need some defining. Title insurance protects the purchaser or property owner against a loss that may arise by reason of defect in their ownership or the interest they have in real property for as long as they hold the title to the property. “Escrow” is the holding of money or documents by a neutral third party prior to closing. Title insurance generally falls into two categories: Lender’s Title Insurance and Owner’s Title Insurance. The Lender’s Policy is required by the Lender and the Owner’s Policy is optional. Of course, the best case scenario is for the Buyer to acquire both types of insurance for maximum coverage. Fortunately, title and escrow companies generally discount one or the other if a customer is purchasing both types. Escrow fees vary from company to company. Some use a sliding fee schedule while at least one company just applies a flat fee. The lending institution you are working with on your mortgage loan will supply you with a list of title companies to choose from. A federal law called the Real Estate Settlement Procedures Act (RESPA) entitles the individual homeowner to choose a title insurance company when purchasing or refinancing residential property. Of course you can just pick one

as there are only a few on island. The conscientious Buyer would likely want to do a bit of homework before selecting a company. Ask around and find out who your family and friends recommend. The Buyer is responsible for paying for the Lender’s Policy, the Owner’s Policy if they opt to receive it, and the escrow fees. It makes sense to do a little shopping around. Fortunately, Guam only has three major title insurance and escrow companies, so there isn’t too much work involved. Find out what kinds of discounts they offer as well as special services that are included in fees as opposed to added on later such as notary fees. Companies may offer lower rates to Buyers who qualify for Guam Housing Corporation or Rural Development loans. Most importantly, you want to feel confident about the work of the title and escrow company you choose. You want to know that the company you select is going to do a thorough job researching the title for the property you are purchasing. What’s the big deal you ask? All property has changed hands at one time or another. Sometimes many such changes have taken place. When you receive the title, you want it to be “free and clear”. If there are encumbrances, the title and escrow company will do its due diligence to find these defects through its research. As you sit in your lending institution trying to decide which company to use for your title and escrow needs, remember that you can be a proactive consumer and make a well-informed choice with just a little bit of homework. Title Guaranty was appointed Business Agent for the top two Title Insurance companies in the United States, Fidelity National Title Insurance and Chicago Title Insurance Co. Refinancing By Calvin Hernandez

L

ow mortgage interest rates may present an opportunity for you to save money and help manage your finances. Before refinancing your mortgage, you must carefully weigh your options and look at your overall financial status to see if it is a feasible option. For clarification, having an existing mortgage loan does not necessarily mean you could immediately qualify for refinancing. Your financial situation may have changed from the time you purchased the home to now. For example, increased debt, decreased income, or a lower credit score may adversely impact your qualification. The typical refinancing programs are a straight refinance and a cash-out refinance. A straight refinance is the most common where you pay off your existing mortgage and open a new mortgage with new rates and payment terms. A cash-out refinance leverages the equity in the home and allows the homeowner to take some of the cash out and use it for other purposes such as consolidating bills or funding a home renovation, college tuition, wedding, or christening party. For people with a VA loan, the VA has a streamline rate term refinance program called Interest Rate Reduction Refinance Loan (IRRRL) may allow veterans to refinance without the requiring an appraisal. Advantages of refinancing include: • saving money by lowering your monthly payment • lowering overall interest payments • shortening the loan terms • Consolidating higher interest debt. In some cases, refinancing to a new 30-year mortgage combined with lower interests may spread the cost of the loan over a longer period thereby allowing some breathing room to pay off your existing bills. Some considerations when refinancing include taking into account the closing costs. These costs can include title fees, insurance premium changes, loan origination fees, discount points, appraisal fees, and pre-payment penalties on your existing mortgage. There are also risks to consider when transferring your unsecured debt such as a credit card or personal loan balance to a secured loan in which the collateral is your home. If you fail to pay, then you face the possibility of foreclosure. If you are considering selling your home in the near future, then refinancing may not be the right option as the additional cost of refinancing may reduce the profits from the sale. But if you have no plans to sell in the near term, the cost of refinancing can certainly be offset by the increased savings from the lower interest rates. Your lender can help you decide. If you decide to refinance, the process is similar to purchasing a home. Here are some tips to get you started. • Talk to your lender and provide your current mortgage terms and current balance • Lenders can calculate cost and savings • Make sure you get your documents ready. Check stubs covering a 30-day period and two years filed tax returns with W-2s provide proof of income. Obtain a copy of your hazard insurance policy and gather monthly payments and balances of your credit cards, auto, student and personal loans. Make sure to avoid incurring new debts such as in-store credit cards, pre-approved credit cards, or purchasing a new car. If you are thinking of applying for refinance, avoid changing jobs as lenders typically look at 2 years work experience to look at stability of income. Changing job status to retirement or occupational field may reduce lenders confidence with your job stability or capability in maintaining the new and untested position. If refinancing is something you’re considering, contact your lender to discuss suitable options. With interest rates at historic lows, this is a good time to ask the question. CasaGuam.com 19

How to Replace a Leaky Toilet Filler Valve

T

he conversation goes something like this... "We need an article for D.I.Y this month do you have anything?" "We could do an article about changing toilet fill valves..." "Nobody wants to talk about toilets...that's gross!" Well, do-it-yourselfers, let's talk dirty, let's talk toilet valve repair! The funny thing is we spend a lot of time around toilets and no one likes to think about them much until they start running, and running, and running... then you start to get the subtle hints. "…Honey, the toilet won't stop running, when are you going to fix it?" You've jiggled the handle but it just keeps on running. What to do? Well, here's the good news, the problem is the tank, not the bowl! If your toilet keeps running you have a problem with your fill valve or flapper valve. If you have an old worn out flapper valve, five to ten minutes and usually less than ten bucks is all it takes to replace it. If you can change a lightbulb, you can change a flapper valve! If your flapper valve is good then your issue is with the filler valve. Many times a running toilet can be fixed with a simple adjustment of the valve. In the older "ball float" types, you can simply adjust the float or bend the bar down to make the float sit lower in the tank, when the water rises the bar on the end of the float pushes down on the valve that shuts off the water flow. Valves also have a small adjustment screw on the top of the valve that lets you adust the point at which the valve closes. But what do you do when the fill valve won't stop running? Change it! Now, this is where a lot of folks get all confused and nervous, those things look complicated. They aren't; besides you aren't repairing the valve, you're replacing it, you can get a brand new one for around 20 bucks in most hardware stores. Most of us have the old bowl and tank style toilets. No matter how fancy your toilet design is, they pretty much all work the same way and have the same parts. The bowl is the business end, we won't be working there! The tank is just that. A water tank; nothing nasty there! Just a tank full of water and a couple valves and pipes. It's really simple, most tank valve repairs take less than 15 minutes. With most filler valves, it's as simple as unscrewing a pipe coupling, pulling out the old valve assembly, putting in the new one and reattaching the pipe coupling. Really! It’s that simple! So, let's change the filler valve, and since you're going to be in there anyway, it wouldn't hurt to change that flapper at the same time. To start, let’s take a look at your typical toilet tank. There’s a filler valve and float, an overflow pipe, a handle and chain assembly, a fill tube and a

3. Remove the Pipe Coupling and Valve Retaining Nut The pipe coupling and nut should come off easily, if you have an older filler valve, you may need a small pair of channel-lock pliers or a small pipe wrench.

Toilet Tank Parts flapper; that’s pretty much it. Not so bad, right? Since we’re focusing on the filler valve today, let’s take a look at it. The picture above shows a typical “ball float” valve. Newer valve assemblies have built in floats, eliminating the need for those big ugly balls on the end of brass rods that corrode. Actually, if you think about it, these valves are brilliantly designed!

Here is a step by step guide to changing the filler valve:

1. Shut off the Water: The shut-off valve should be located on the main pipe connected to the toilet tank. This is the pipe attached to the filler valve.

2. Flush the Toilet This empties most of the water fom the tank. You might want to have a small bucket handy to catch any remaining water when you take out the valve.

4. Remove Old Valve Assembly Believe it or not, that retaining nut is the only thing holding the valve assembly in. I told you this would be easy! You need to disconnect the fill tube (that little plastic tube connecting the fill valve to the overflow tube), then just lift out the old valve. Now that the valve is out, this is a good time to change the flapper valve if you have a new one. It either slides over the overflow tube or connects to the small hooks on the bottom of the overflow tube.

5. Install New Valve Assembly Each valve will have a rubber washer that fits over the bottom of the valve assembly. Different manufacturers have different types, but basically, all you have to do is slide it up over the threads so that it seats into the hole in the tank when you insert the valve. This washer keeps the water from leaking out around the valve threads. Install the retaining nut (hand tight should <– Washer be sufficient), reconnect the filler tube to the overflow pipe, the chain to the flapper. and you’re ready to finish!

6. Re-attach the Pipe Coupling, Turn on the Water. Thats it! You’re done, if you need to make adjustments to the float, just follow the instructions that came with your new valve kit. Wow! that was so easy, I think I’ll teach my grandson how to do it (when he turns seven).
