afa Adai, We are in a state of flux with all the different news flashes regarding the military build-up. Guam has been joined by Korea, the Philippines, and Hawaii, all vying for attention to attract the Marines. We continue to get many phone calls from investors and homeowners who live off-island inquiring about the state of our economy and which information is reliable regarding where the Marines will go. One of the news releases reflect a reduction in number from the initial 8,700 to 4,700. We have our heads spinning with the different press releases. Some sources say that the press releases are not accurate, with some business owners rallying with our Congresswoman to continue pushing for the build-up. I was in Washington D.C. a few weeks ago for the National Association of Realtors Policy Meetings. We were fortunate to have congressional committee staff members share insights and perspectives regarding Congress and its 2012 issues agenda. The nation is trillions in the hole. Key issues covered the limitation on itemized deductions—no breaks for higher tax brackets, housing tax—any forgiven taxes will still be considered and that they will still be taxed. All men are created equal but not all taxes are created equal! One panel member was very candid and said that we are in an Election Year and the focus of Congress officials are in campaigning and the Elections. The problem is that there are critical tax benefits that are expiring at the end of this year which need to be addressed. Congress is considering raising the costs of mortgage loans issued by Fannie Mae, Freddie Mac, and FHA to pay for extending the payroll tax break. Another hit on home buyer's pocketbooks. Is your Credit Score Important in Buying a Home? Most definitely. . . Credit scores are critical in buying a home. What is your credit score? What do the numbers mean? So how does my credit score affect my interest rates for my loan? A Credit Score of 800-900 is flawless credit which means the borrower will be granted the lowest rate on credit cards, auto insurances and mortgages. A score of 720 - 799 is good to great credit and also allows for good rates. A score of 680 - 719 is good but not perfect, interest rates for borrowers with this credit score will be a little higher in comparison to borrowers with excellent credit. A score of 620 - 679 are fairly common and considered okay by creditors but has fewer approvals for certain loans. A score of 580 - 619 is below average and borrowers will have a difficult time securing a loan or applying for a credit card. 2011 Year in Review Market Activity Update and Trends; Lender Activity in 2011; Prevailing Market Conditions in Historical Context

I

t’s off. It’s on. It’s 50 percent. No, it’s 100 percent. No, now its just 33 percent. It’s now. It’s never. “It” (aka the Guam Military Build Up) is the $10 billion question (or is it only a mere $5 billion?) and “it” is dominating Guam’s real estate market decision making. This past year certainly reflected increasing uncertainty (we’re fairly certain about that). By late 2011, the opaque outlook and elevated risk substantially slowed activity in Guam’s decidedly undecided real estate market. By year end, the outlook for some of the most grandiose build-up related developments, looked grim.

Although local real estate sales activity fizzled by year end, annual 2011 islandwide transaction volume equalized 2010 figures. Sales in 2011 were boosted by $39.5 million combined by the former Okura and Sherwood hotel transactions. According to the latest release from the Captain Real Estate Group; aggregate 2011 islandwide sales volume increased by less than one percent from 2010, to $307.1 million. In the residential sector, the overall sales pace slowed to its slowest rate in nearly a decade, with only 542 single family dwelling (“SFD”) sales in 2011, down 8 percent from 2010 and down 30 percent from the 2007 peak. However, the annual median price of a house on Guam last year increased by over 15 percent to a record high $245,000, or about five times the median household income level. a recovery in the high-end residential sector with 35 sales of houses priced above $500,000 in 2011, up over 50 percent from 2010. The condominium sector reflected another slowdown in sales activity, with an anemic 57 units islandwide closing in 2011, at a combined price of $12.9 million. The annual median price of a condominium in 2011 declined slightly to $135,000.

Local real estate market conditions have transitioned toward relatively low, stabilized sales activity, tighter lending guidelines and reduced liquidity due to the on-going reassessment of risk associated with the new look ex-Futenma Guam military build-up. The build-up, now apparently downsized to 4,700 Marines and an unknown number of dependents, was originally proposed at a $10± billion cost with completion, along with 18,000 new residents, by 2014. Market sentiment regarding the build-up downsizing by up to 70 percent varies, but the shock of a massive scale back in expectations remains reverberating among local and foreign investors. As downsizing news spread by late 2011, real estate sales in the 4th quarter tanked to pre-build-up 2004 levels of around $50 million. Many recent investments designed to capitalize on the build-up, especially worker housing and industrial property, have suffered from weak demand. Other failed projects such as the four abandoned hospital cliffline towers and the

abandoned Tumon box now appear even less likely to find badly needed white knights. Additional external market demand shifts during 2011 emanated from: the repatriation of Japanese yen following the tragic March 2011 Fukushima triple disasters, historically low interest rates, European liquidity uncertainty, alternate investment opportunities and other demand side externalities. Although the shock of reduced build-up expectations is likely to dominate near term activity, investor confidence in the long-term remains positive due to the eventual military expansion which, even if the downsized completion is pushed back a few years, would still vastly improve fundamental market conditions. From the beginning to the end of 2011, Guam’s recent real estate market might best be summed up by those Grateful Dead lyrics, “Sometimes the lights all shinin’ on me, other times I can barely see”. Opaque. Uncertainty. Risk. Will President Obama calm Guam real estate investors on February 13? Stay tuned … Market Activity Update and Trends

The $307.1 million in sales volume in 2011 was equivalent to late 2005/early 2006 figures, but more than double the underwhelming 2003 total. Last year’s sales total reflected nearly 25 percent growth compared to 2009 sales. Guam real estate lending activity in 2011 reflected a 12 percent

Market Repor t drop in transactions, and a 3 percent decline in volume, to $374.4 million. Market stability in 2011 was highlighted by Guam’s residential sector. Single family home sales reflected $141.3 million in 2011, down a smidge from the $141.7 million recorded in 2010. The condominium sector reflected $31.4 million in 2011, off slightly from the $32.2 million reflected in 2010. During 2011, the median price of a single family house hit a record high $245,000, up 15 percent from 2010 and nearly double the 2004 level. The increasing median price in recent years is substantially attributable to the change in product mix, which includes an increasing number of new (more expensive) houses compared with prior years. The flat residential dollar sales in 2011 occured along with shrinkage of 8 percent in the number of houses sold, which reflected 542 units in 2011. Unit sales volume peaked during 2006 to 2008 with over 700 houses sold annually. The 2011 unit sales volume reflected the slowest pace in a decade. High end SFD sales (above $500,000) increased over 50 percent in 2011 with 35 transactions, as wealthy individuals returned to the market. In the condominium sector, the median price decreased slightly to $135,000 in 2011, while the number of transactions declined nearly 10 percent, to 167 units. Condominium sales volume (in dollars) in 2011 was down by 3 percent to $31.4 million. The high end condominium sector stabilized with 20 transactions priced over $350,000, slightly less than 2010 activity.

Guam’s real estate market reflected explosive growth and significant price appreciation between 2004 and early 2008. Improved mid-2000s market conditions resulted from an end to recessionary economic conditions, followed by the foreign investment and speculation associated with what was previously widely reported as a $15± billion military expansion. By mid-2011, a series of negative political events and the triple disasters in Japan resulted in widespread concern that the build-up could be indefinitely delayed or altered considerably. Lending Activity in 2011 Bank of Hawaii and Citibank earned our “Comeback Lenders of the Year” award in 2011, increasing real estate lending by 70 and 86 percent, respectively, according to Captain Real Estate Group statistics. Real estate loans by these banks were still down by 30 percent compared with 2008. Bank of Hawaii, Citibank and Bank of Guam were the only lenders reflecting real estate loan growth in 2011. Bank of Hawaii’s lending growth returned the bank to a more normalized #3 market share position. In 2011, First Hawaiian Bank retained its status as Guam’s dominant real estate lender with 20 percent market share, at $76.4 million, down 8 percent from 2010. Bank of Guam continued to close the gap on First Hawaiian Bank in 2011 with real estate loans totaling $73.6 million, only four percent less than First Hawaiian Bank. The sharpest drop in lending occurred at Coast 360, down by almost 30 percent from $50 million in 2010 to just $35 million in 2011. Newly appointed CEO Dick Northey and his team are well positioned to capitalize on opportunities and increase market share for Coast 360 in the near future. Prevailing Market Conditions in Historical Context

Notable Transactions - Notable sales in 2011 included the former Okura and Sherwood hotel transactions, which reflected a combined $39.5 million sale price. Other 2011 notable sales include the largest land deal of the year, a $17.6 million Tumon beachfront site acquired by a Taiwan-based investor. Industrial sales last year were highlighted by the $2.0+ million sales of the Tamuning Industrial Park and Proline warehouse complexes. Luxury residential sales included the bulk, 8-unit sale of unsold Tasi 17 condominium units at a price of $4.1 million. Other notable sales during 2011 included Route 3 land sold at $3.0± million and Young’s Plaza commercial complex at $3.0± million.

Issues negatively impacting build-up projects included the Futenma base relocation opposition in Okinawa, massive federal expenditure cut-backs, increased construction cost estimates and other factors. The Guam military build-up process, roughly $600 million of which is already underway, is expected to dominate local economic and real estate market conditions during this next decade. Recent cyclical real estate market conditions peaked in 2007 and 2008. Along with global financial market fallout starting in late 2008, Guam real estate transaction activity (aggregate dollar sales) contracted sharply. Since mid-2009, transaction activity has fluctuated at prior cyclical low (pre-2004) levels, although price declines in most market sectors have been relatively limited. Price movement has varied by sector with some highly leveraged and build-up related speculation purchases reflecting the greatest declines. By early 2012, the combined negative impacts associated with the March 2011 triple disasters in Japan, as well as the subsequent, massive downsizing of military build-up plans, resulted in further contraction in real estate sales volume, liquidity and demand. Most recently, investor caution is widespread due to the growing frustration associated with the military build-up, global economic risks and an increase in alternate investment options. It is widely expected that real estate demand will continue to remain relatively weak in the near term, with substantial mid to long term growth possible if downsized and 4protracted military build-up activity significantly impacts economic and population growth by 2016-2018. As scientists continually strive for technology that allows us to simplify and maximize our existence, families are tasked with the burden of finding alternatives to living an effective and efficient life without bursting their budgets. Food, clothing, shelter, and energy are all necessities in the art of survival, but only the latter is ever evolving. Unlike compact fluorescent light bulbs and incandescent lighting, LED lights solely employ the movements of electrons in order to produce its brightness, thus eliminating the need for a filament and harmful mercury contents. Libby Johnson Pier first considered joining the realty industry in the early 90’s. However she waited for the opportune time—when her children had grown and built lives of their own—until she delved into it. “[I wanted to ensure] that I could devote my entire time to learning the industry and servicing my customers,” she comments. With the encouragement of her friend Liz Duenas, Pier joined the RE/MAX Diamond Realty group and began her new enterprise. Pier is no stranger to business, having been involved in retail for over 20 years, managing stores such as Primo Surf, PIC Boutiki, and McInerny. She is also the owner of Nuts & Grains Food Store in Tamuning and has been since 1994. A foundation of achievement is seen in her earlier years as well. She continually advises customers to be just as prepared. “With all of the new regulations, it is best to pay down your debt and improve your credit. Keep your employment and credit records up to date and have them ready when you go to the lending institution of your choice.” Likewise, to novices in the industry and to those who are looking into real estate as a future career choice, Pier underscores more preparedness. “Most people think that real estate is a ‘get rich quick’ path and don’t realize all the work that is involved behind the scenes of any transaction. Be prepared to work whenever your customer is ready and join a brokerage firm that will train you properly.” With regard to people skills and customer service, Pier adds that “you have to learn to get your own personality out of the way and keep your emotions in check. The Importance of Hiring a Local Real Estate Appraiser to Value Your Property By Real Estate Expert

M

any people try to determine the values of their real estate by researching websites that value a home based on aggregate data collected through various means. While these online services can be quick and seem easy, computer generated reports can be grossly inaccurate. More often than not, computer data collected from outdated and often unreliable resources can cause issues when trying to determine a fair value of real estate in any specific market. These websites may be of some value in showing valuation trends, but can in no way replace the services of a local real estate appraiser. Highly trained professional real estate appraisers, while more expensive, can effectively determine a home's true value and also take into account variables a computer generated report can't. Desirable factors such as a highly rated school system, economic development and surrounding neighborhoods can drastically affect a home's value positively. Areas that are run down but in the midst of a gentrification process are unlikely to get a fair

appraisal from a computer model, someone untrained or out of the area. Only a local appraiser will be familiar with rising or declining valuations and building trends in specified locations. While obtaining a professional real estate appraiser to correctly determine a home's value can be critical during a divorce, to value an estate, or to satisfy a lender requirement for a mortgage, choosing a reputable local appraiser that knows their market area can mean the difference between a good appraisal and a bad one. If an appraiser does not intimately know the market area they serve, many factors used to determine a home's value can be left out of the process. Without knowledge of the current market area trends, property values given by an appraiser outside of their locale can be skewed. As banks and other financial institutions are now dealing with untenable volumes of foreclosed homes, there is a growing trend among banks and other financial institutions to hire real estate brokers to complete BPOs (Broker Price Opinion), rather than pay appraisers for a home's valuation. Although BPOs should be more accurate than computer generated reports in determining a property's value, there is considerable controversy as to whether or not these real estate agents have adequate training to complete these reports effectively. BPO services cost less than a uniform appraisal report; however, much like their computer generated counterparts, BPOs often omit crucial information. Many lenders do not even require an in-depth inspection or interior inspection of a home, for example. How can anyone hope for any

type of realistic property valuation without an on-site inspection? Appraisers are required to complete a stringent course of training through accredited educational facilities before they are licensed or certified. In some states, appraisers must also complete an apprenticeship under a more seasoned professional prior to being permitted to value property independently. A good appraiser will look at all aspects of the property, including square footage, room count, types of rooms, condition of property, lot size, neighborhood trends and comparable properties in the area that have sold recently, as well as comparable properties currently on the market. Appraisals take longer than a BPO provided by a real estate broker or online computer generated reports. But, the report from appraisers is in depth and lengthy. All variables used to arrive at the valuation are in black and white. Searching for a qualified appraiser in your area is relatively easy. Neighborhood banks and lenders are a great referral source. Searching an online directory or your local yellow pages can be another viable source as well when looking for a professional appraiser.

look at each loan application distinctively. Even if the home was built by the same developer, has the exact architectural design specs, or is even built in

same village, each mortgage is it is based on a borrower’s financial strength and ability to repay a mortgage loan. And it is because of this uniqueness, the Bank of Hawaii has developed a free “Pathways to Home ownership” seminar to help educate first time home buyers about the overall process in purchasing a home. In this seminar, one important tip we provide to potential buyers is to work with a licensed real estate professional. There are several reasons: Real estate professionals typically work directly with the buyer in finding the right house. They are experienced in helping clients find the appropriate home and are familiar with mortgage lending basics. Realtors can assist buyers in finding a bank that will help them understand the financing options available and pre-qualify for the loan. Pre-qualification will provide a general price range of the home they can afford. Once a general price range is identified, the Realtor will have access to market data and help narrow the search criteria for available homes for sale. This saves buyers time and energy from driving all around Guam, looking for “For Sale” signs and knocking on doors. Real estate professionals can also coordinate a home walk-through with the sellers. The walk-through allows the buyers a chance to get the general feel of the home, identify if location meets their needs, and have a chance to see the neighborhood. Guam Realtors typically draft the purchase contract which is one of the required documents when applying for a mortgage loan. The contract is the formal agreement between buyer and seller. This contract stipulates the details of the transaction between parties. In the event you may be thinking of representing yourself in a real estate transaction, make sure you understand all that is required to perform the task. For most people, a home purchase is the biggest expenditure they make. You want to be secure in your decision to go it alone. It is a complex process and one worthy of your full attention. Set the Mood with Light Dimmers

F

eeling romantic? Working on your budget? Different activities can be greatly affected by the amount of light in the room. Soft light sets a more relaxed, comfortable feel, brighter lighting is better for reading and normal use. Rather than buying a lot of lights to use for each situation, how about installing a dimmer switch? Dimmer switches provide a fun, easy and cost effective way to control your lighting (dimmed lights use less power). Dimmers are easy to install and you can do it in less than thirty minutes, (ten if you’re a hard core DIYer). Dimmers come in four major styles; Rotating knob, touch pad, slide and combination light switch/dimmer slide. Some folks get nervous when working around electrical wires. That’s good! It is important to always turn off the power before working with these types of items. You can do that by switching off the breaker or pulling the fuse for the circuit you are working on. It can be found in your main electrical panel box. Now that you’ve taken care of the safety concerns, let’s install that dimmer switch! What you’ll need: • Wire nuts • Dimmer switch and • Dimmer switch plate And, of course, you’ll need some simple tools, • Wire Strippers • Wire Cutters • Screwdriver Now we’re ready to start!

1. Remove the old switch plate (cover) by unscrewing the two screws. 2. Remove the old switch by unscrewing the screws on the top and bottom of the switch. Now you can pull the old switch assembly out of the box

3. Disconnect the wires from to the old switch. (I like to keep the old switch, you never know when you’ll need it!) 4. Use a wire cutter to trim the wires just below the plastic insulation then strip off about 3/8 in. of the insulation. You now have a clean piece of wire, ready to connect to your dimmer swtich. If your dimmer switch comes with wires pre-attached, strip those wires, too.

5. Connect one of the black wires in the box to one from the dimmer switch by placing the bare wires next to each other. Then twist on a wire nut. Make sure that the bare wires are completely covered by the wire nut, it’s also a good idea to wrap some electrical tape around the wire nut to make sure it doesn’t come lose. Do the same for the other wires. Make sure you match the “hot”, (black), and “neutral“, (white) wires Finish by connecting the ground wires.

6. Now, the hard part, (not really), getting all those wires back in the box. Bend the wires so that they fold neatly into the box then position the switch. Use the screwdriver to secure the switch into the box. 7. Install the dimmer switch plate cover. 8. Turn on the power and test your switch! If it doesn’t work, turn off the breaker and recheck your wiring. Now that everything works surprise your spouse with a romantic dinner!

A Quick Word about Polarity! Next month I’ll deal in depth with “polarity” and why it’s important; for now, I just want to turn you on to one of those handy, dandy, DIY tools that should be in your tool kit if you do any projects involving household electric current; a receptacle or outlet tester is used to verify that an AC wall outlet is wired properly. Why is Curb Appeal Important? Good curb appeal is essential when preparing a home for sale so that it attracts passersby. When a potential buyer drives up to your home, your curb appeal will be the first thing noticed. An opinion of your property is formed in the first few seconds of viewing it. Make those seconds count by doing some curb appeal homework. Each home on a street has the potential to add or detract from the over arching tone of the neighborhood. It only takes one or two dowdy-looking homes to bring down the real estate prices on your street. Put away sports equipment, bicycles and other clutter after using it. If there's no room in your driveway or garage for your trailer or canoe, rent offsite storage space. Accessorize and Accentuate: Add attractive items that are consistent with the style and colors of your home for that extra touch. Patio furniture, a garden bench, an attractive arbor, water fountain and in-season plantings add warmth and glamour. Liven with Lighting: Light up your house address numbers and walkway. e've all heard the saying "You only get one chance to make a good first impression." Proudly showing off your home's exterior sets the stage for what's to come, and gives the impression that it's loved inside and out. Whether you're planning to sell, or live there for years to come, there are very simple cost effective ways to spruce up your home's curb appeal. Here are some projects you can do this weekend to give your home the boost it needs. It just takes a bit of creativity and... elbow grease! 1. MAINTENANCE. Start by cleaning up your yard. Make sure

tools or equipment are neatly stored in your shed or garage. Kill any weeds poking through the cracks in the driveway and walkway, and give those surfaces a good power spray. This will clean away any discoloration and old grease stains. Remove any overgrown weeds, dead plants and flowers throughout your property. Trim all shrubs and trees particularly if they're obstructing your front door. Have your lawn mowed once a week and add sod to dead spots when needed. 2. WINDOWS. Clean windows inside and out so they sparkle

and shine. Make sure the window coverings used on the interior are not distracting from the exterior. If the style of architecture allows, install some charming window boxes planted with your favorite plants and flowers for a burst of color. 3. GUTTERS AND DOWNSPOUTS. Walk around the perimeter

of your home and make sure all your gutters and downspouts are clean and tightly connected. If they're in need of serious repair then replace them. They typically charge per linear foot. 4. PAINT. If the paint on your house looks gray, cracked and

create some! Draw attention to your entryway by adding some chunky molding. Create some visual interest by installing new window trim and shutters. You may even consider incorporating a charming new fence, trellis, or water feature. 7. LIGHTING. If your front entry fixtures are worn, cracked or rusted, replace them. Create a sense of drama by adding some low voltage or solar garden lights along your sidewalk and driveway. It's a fabulous way to provide you with extra illumination and a little added security. 8. HARDSCAPING. If you have a front porch, arbor, or trellis make sure they are in pristine condition and paint or stain the wood to look like new. Consider tiling your front doorstep creating a permanent welcome mat, or introduce a natural stone border along the sidewalk or driveway. 9. ROOFING. If you need a brand new roof then it's not a weekend project. But make sure you do replace any cracked or missing tiles or shingles where needed. A roof could potentially cover anywhere from 40%-60% of your home's overall visual appearance, so make sure it's in good condition. 10. HARDWARE. Time to shop. Replace your old front door

handle, mailbox, house numbers and knockers for a fresh new look. They don't need to be expensive pieces. Get rid of the old shiny brass hardware and introduce some antique copper, bronze or brushed nickel. Doesn't your home deserve some new jewelry? What If REALTORS® Didn’t Lead? (Part 2)

I

If there’s any doubt about what can be accomplished through political advocacy, consider these three essential benefits REALTORS® and home owners wouldn’t enjoy were it not for the advocacy of REALTOR® association staff and volunteers.

Members and all home owners would pay more taxes

As far back as 1910—when the NATIONAL ASSOCIATION OF REALTORS®’ second present Alexander Taylor, said, “Unfair taxation is the most formidable foe of real estate”—reducing tax burdens on home owners and real estate practitioners has been a central objective. Without the advocacy of association volunteers and staff, there’d be no capital gains exemption on home sales, no mortgage interest deduction, and no special tax status of independent contractor for real estate sales people. These three benefits are under near-constant attack and are kept alive only by perpetual advocacy. NAR fought off a proposed modification of the mortgage interest deduction (MID) to pay for health care reform in 2009, and today it is fighting off more attacks on the MID as a debt reduction measure.

Fewer Americans could afford to buy homes In the 1920s, the national associations assisted the United States government in the development of the Federal Housing Administration as part of its unwavering commitment to ensuring that every American had the opportunity to attain a decent, safe, and affordable home. In the 1930s, NAR was a key player in the creation of the Home Owners’ Loan Corp. (to help distressed home owners keep their houses) and the Federal National Mortgage Association (now known as Fannie Mae). More recently, in 2008, a year that marked the beginning of a recession, NAR leaders acted quickly to lobby Washington for a home buyer tax credit. Today, NAR’s Home Ownership Matters campaign is an advocacy effort on many fronts. It encompasses not only public awareness, but also support of legislation and regulation to keep people in their homes and ensure affordability, including: tax credits, mortgage relief, increased FHA loan limits, and enhancements to programs, such as the VA Home Loan Guaranty. Most recently, NAR volunteers and staff have been fighting against the qualified residential mortgage (QRM) proposal that would require a 20 percent down payment from buyers. The practice of real estate would be far more federally regulated and dominated by banks In 1999, NAR staff and volunteer leaders prevented bank holding companies from making a percentage of their profits from commercial activities—which included real estate. This kept large, national banks from entering, and dominating, the local practice of home buying and selling. In 2009, NAR won passage of legislation to permanently prevent national chartered banks from entering the real estate brokerage and property management business. From 2006 to 2010, NAR worked to stop HUD’s implementation of burdensome RESPA rules and documents as part of RESPA reform. NAR fought to secure an exemption for real estate professionals—performing traditional real estate activities—from being subject to new Consumer Financial Protection Bureau rules, which were directed at mortgage providers. Without this exception, members would be regulated by more complex policies and procedures in addition to the existing RESPA rules, which now fall under the CFPB. It’s clear from the hundred-year history of REALTOR® political involvement that the real estate industry and home ownership as we know it today wouldn’t exist without the efforts of volunteers and staff on the local, state, and national level.
