The Rural Housing Loan Program is designed to: • Provide loans to assist eligible persons who will live in rural areas with an opportunity to own a home that would provide a decent, safe and sanitary living environment for its occupants. • Joint financing with Rural Development for a 100 percent financing with low interest rates. Term of the loan is 33 to 38 years for RD financing. Construction of dwelling on Chamorro Land Trust property is also eligible (Dededo properties are ineligible under this program).

Maximum Loan Amount: • The maximum interest free second mortgage amount is $40,000. • The first mortgage maximum amount is determined by the participating institution based on the borrower’s ability.

He graduated from George Washington High School with honors, third in his class. “I was also class president,” adds Patrick Cruz. He went on to obtain his Bachelor's degree from the University of Guam in business administration for management with a minor in human resources. After graduating from the university, he left the island to explore this land they refer to as "opportunity” (the mainland). He got a job in an entry-level position, worked hard, and then moved quickly through the ladder: teller, vault teller, assistant manager, and about a year later branch manager. Several years later he was a district manager and still on the go. He was preparing to purchase his first home when it hit him: "Do I want to own a house here or back home? Who's going to come to all the barbecues I planned to have?" He missed home, so he came home. “What really made me choose to get into the real estate industry was seeing my broker and close friend support her family and still have time to attend PTAs, take extended lunches, run errands, and watch her children's performances,” he shares. Cruz wanted the flexible schedule as well as the ability to support his family. “What I like most about being a Realtor is making my own schedule. I am able to clock in and out as needed. Don't get me wrong, there are times when Realtors have to make magic happen, like driving to get offers signed under the moonlight or hiking through the jungle to find a property for a client. But the beauty of this is, it’s my own business and the amount of work I put into it is the amount of rewards I will reap.” Cruz’s advice for aspiring Realtors is “to create a financial cushion. “The competition is tough. There are over 400 Realtors on Guam. And with the

GHURA Tips

Revitalizing Sagan Linahyan S

agan Linahyan is a subdivision that was created to provide safe and decent housing for families who lost their homes to the damaging winds of Supertyphoon Omar. The typhoon which occurred in 1992 was destructive for families living on “arrendu” property. The subdivision was built in Astumbo Dededo with funding from FEMA and the Government of Guam. Eligible homebuyers purchased these homes for $1 and acquired the land for $2,500. There are 98 homes in the subdivision which was completed in 1994.

In the intervening years the subdivision experienced major deterioration. When Governor Eddie Calvo toured this subdivision in 2011, he was moved by the stories the families shared with him. The parents spoke of the frustrations they experienced and sense of neglect they encountered in raising their children in this subdivision. It was apparent to Governor Calvo that these families struggled for years through economic hardships and social woes. Hearing their stories prompted the Governor to challenge his cabinet to create opportunities for these families to enhance their economic and social well-being. In response to Governor Calvo’s challenge GHURA has partnered with Community Services and Resources (CSR) , the Guam Housing Corporation (GHC) and the Department of land Management (DLM) to implement programs to assist the families and to restore the conditions of the homes in the subdivision. CSR, with funds from the Community Development Grant program (CDBG) administered by GHURA, is providing Community-Based Family Education and Youth Development services through their Nurturing Neighborhood Networks Program since November 2011. In support of CSR’s efforts, GHC has made a vacant housing unit available for use as a neighborhood center. On August 3, 2012 a grand opening ceremony will be held to commemorate the launching of the Sagan Linahyan Family Resource Center. In a parallel effort GHC and DLM researched the ownership of a number of abandoned units in the subdivision. Ten vacant units were determined to have reverted to the government because the families failed to complete the terms of the contract of sale. Through legislation introduced by Sen. Tina Barnes these 10 units were transferred to GHC to be used for affordable rental housing. The ten housing units will be renovated with CDBG funds. Contracts totaling $535,360 have been awarded to Mega United and Ammanabat Corporation. Completion of the renovation work is scheduled for October 24, 2012. GHURA, GHC and DLM will be holding a groundbreaking ceremony on August 3, 2012 at 3pm at the Sagan Linahyan Family Center. 18 CasaGuam August 2012

The Mortgage Loan Officer’s Role In The Loan Process. By Calvin Hernandez n 1944, the GI Bill was signed into law by President Franklin D. Roosevelt. The result was the creation of a loan program which allows qualified veterans to purchase a home for their own personal occupancy with little to no down payment. This loan program is commonly known as the VA-Guaranteed Home loan. A VA Guaranteed Home loan can be used in numerous ways. VA loans can be used to purchase a home or condominium approved by the VA, build a home, renovate and improve a home, and even refinance an existing mortgage to reduce the interest rate; however, please inquire with your lender as not all programs may be offered. The advantage of a VA loan program is that the U.S. Department of Veterans Affairs will guaranty to cover a percentage of the loan amount. This coverage or guaranty protects lenders from loss in the event the borrower fails to make the mortgage payments. The program encourages the lender to offer VA loans to “eligible” veterans who meet the VA program requirements. The major benefit of the VA guaranty is that it helps the borrowers by replacing the need for a 10 to 20 percent down payment when purchasing a home. To qualify for a VA loan, borrowers will need a Certificate of Eligibility (COE). The VA has several specific eligibility rules, but generally veterans, active duty personnel, reservists/national guard members, and some surviving spouses of veterans may be eligible for the program. Borrowers can visit any VA approved lender to get help obtaining the COE online. Once the COE has been issued, lenders assist by pre-qualifying the borrowers for the VA loan purchase or refinance. For purchases, borrowers can then work with their Realtor and shop for the home that meets their price range. Once they find the home, Realtors can assist with completing a purchase contract. Borrowers can return to their lender, complete the loan application and all the necessary VA Forms. Please note that an important condition of VA loan is that the borrower must occupy the property. VA loans cannot be used to purchase investment units, and borrowers must still meet the income and debt requirements of the VA program. How to Write a Professional Real Estate Property Description That Sells

Wording: Choose your words wisely and keep them positive. Certain words sound better and are more appealing to potential buyers. For instance try cozy instead of small. Now that you know what should go into an effective property description, you need to know what shouldn’t. Avoid the following: • • • • • •

Write in the present tense and make sure to include words like you and your in your description. This way potential buyers will feel as though you are speaking directly to them.

Headline: To begin, your headline must jump out from the page and catch the attention of the buyer. Make the headline appealing with captivating and positive words. Description: Always begin your description with the selling points of the property. List the best features first to keep the attention of the buyer. Use adjectives to spice up the description. For example, instead of stating dining room, try spacious dining room for your family to gather and share a meal. Let the buyer know why they will want the selling points of the house. It’s important to sell the area to potential buyer as well. Are you selling to someone looking for a single family home or a multi-million dollar estate? Highlight points in the area that appeal to your buyer like schools, shopping, public transportation, etc. Location: Include the geographical area in your description. Many buyers are looking to buy in a specific area. Price: Including the price of the property is especially important for the for sale by owners. Price inclusion is a way to screen potential buyers. Call to Action: End your description with encouraging words for buyers to call you. Give them a reason for a call to action. “This beautiful property will go fast, call now for more details.” 20 CasaGuam August 2012

realize that this is yet one of many articles about saving power that you probably have read in various magazines and newspapers the last year or so. It is a subject that is beaten to death by now. We know we need to save energy - but do we really practice it as much as we can or should? Yes! This is another article about power saving, but once in a while it’s nice to be reminded of how the smallest details can make the biggest impact. The Guam Power Authority has a website that has basic tips at a glance. I pulled the following from their website for your reading enjoyment.

I

Tips for Saving Electricity at Home Major Appliances • Replace and recycle your old refrigerator and purchase an energy-efficient model. Units only 10 years old can use twice as much electricity as a new ENERGY STAR® labeled model. • Don't keep your old refrigerator. Keeping your old refrigerator as extra cold storeage is a very inefficient use of electricity and will add to your power bill. • Defrost refrigerators and freezers before ice buildup becomes 1/4-inch thick. • For maximum efficiency from your refrigerator, set the temperature between 37 and 40 degrees and the freezer temperature at five degrees. Deep freeze freezers should be kept at zero. • Keep range-top burners clean; they will reflect heat better. • Turn off the stovetop burners and oven about five minutes before the end of your cooking time. The heating element will stay hot enough to finish cooking without using electricity. • Wash only full loads in a dishwasher and use the shortest cycle that will get your dishes clean. If operating instructions allow, turn off the dishwasher before the drying cycle, open the door and let the dishes dry naturally. Air Conditioning • Always keep windows and doors closed when you have the air conditioning on. • Set the air-conditioner thermostat at 78 degrees or higher, health permitting. 3 percent to 5 percent more energy is used for each degree the conditioner is set below 78 degrees. • If your old air conditioner is on its way out replace it with ENERGY STAR® labeled energy-efficient model. • Clean or replace air-conditioner filters regularly, following manufacturer's instructions. • Keep the mold off concrete roofs to save on the cost of air conditioning your home by pressure spraying and painting. • Hire a professional, reputable air conditioning contractor to inspect and perform preventive maintenance on your air conditioning system once a year and follow the manufacturer's recommendation for owner maintenance. • Check the caulking or weatherstripping around window units and throughout your home to minimize the loss of cool air. • Use ceiling fans to assist the cooling system, but be sure to turn off fans when no one is in the room. Ceiling fans don't produce cool air, but they can move the air and make you feel three degrees cooler. • Make sure you buy the "right" size cooling unit for your needs. An air conditioner that is small won't be able to do the job. A unit that is too large will waste energy. • Programmable thermostats can save on your electric bill by allowing automatic settings to save air con while people are not home. Windows and Doors • Caulk windows, doors and anywhere air leaks in or out. Do not caulk around water heater. • Use weatherstrip around windows and doors to keep cool air in. • Wrap cooling ducts with duct wrap, or use mastic sealant. • Replace old windows with new high performance dual pane windows. • Install shades, awnings or sunscreens on windows facing west and south to block strong sunlight or close typhoon shutters to save on air conditioning.

Hot Water and Water Heaters • Install energy-saver shower heads to save your hot water. • When buying new appliances, be sure to purchase energy-efficient ENERGY STAR® labeled models. • Set the water heater thermostat at 120 degrees or "low." If you have a dishwasher, check your dishwasher to see if you can use 120 degree water otherwise set to 140 degrees or normal. • Have a qualified electrician install a timer on your water heater. You should not turn off your water heater at the breaker, but installing a time and heating water only when you need hot water will save on your power bill. • A single dripping hot water faucet can waste 212 gallons of water a month. This increases your electric bill for heating the water as well as your water bill. Fix leaky faucets, especially those on the hot water side. • Use cold water instead of hot as much as possible in the kitchen and laundry. Lighting • Use compact fluorescent lamps. Realtors® bring value to buyers and sellers; they work to protect the rights of consumers in the real estate transaction, have unparalleled knowledge of local markets and subscribe to a strict Code of Ethics. Ethically, any known factors that can affect the value or desirability of a property should be disclosed. This disclosure is an important aspect of consumer protection. NAR raised awareness about property disclosure in the early 1990s and encouraged states to establish mandatory seller disclosure laws. If not mandated by state law, state Realtor® associations encourage members to have property sellers complete disclosure forms to ensure that all parties involved in a real estate transaction are aware of a property’s condition before making a purchase decision. The law in most states requires sellers to notify buyers about known material defects in the property in question. Typically, the duty to disclose known defects also extends to the real estate professionals involved in the transaction. Brokers have increased the use of seller property condition disclosure forms. Such forms explicitly place the primary responsibility for full disclosure on the property owner. Using disclosure forms adds another layer of protection to all parties in the transaction, but the forms themselves do not replace a broker’s ethical responsibility to disclose all known material property defects.
