Market Snapshot January 1, 2012 to August 30, 2012 In the Villages Dededo, Guam’s most populous village is also #1 for single family home sales with 40 homes sold thus far this year at an average sold price of $218,045. Yigo, with an average sale price of $275,575, follows with 24 homes. Ten of the $300,000 home sales reported to the Guam MLS were sold in Yigo making the sold price average higher for the village. The central villages of Barrigada and Mangilao brought in 27 sales with average sold prices for both villages at just above $300,000. The four homes sold in Tamuning, averaged $396,750. At the top of the charts is Piti with an average sale price of $482,500 with 4 home sales.

The Under 300K Hot Spot! The number of homes sold under $300,000 continues to highlight activity in the single family home market with nearly 100 homes exchanging hands so far this year. An additional 11 homes above $300,000 have been sold since June bringing the total to 47 this year. It took nearly six months to sell a home in Guam from date listed to date closed.

MLS. Interest rates have been hovering just above 3.5% making home ownership affordable for more of our population. A $10,000 grant program for closing costs for home purchases under $250,000 is now available. Seller concessions and credits are also contributing to market activity.

Will these conditions last forever? No. Supply and demand affect everything… including the purchase of a home. Interest rates on mortgages in Guam are based on the financial markets in the US. As the US financial markets improve, interest rates will most likely start to rise. As demand for real estate increases sellers are less likely to provide concessions and credits to buyers. As the number of properties available for sale decreases then the usual market response is an increase in prices. Federal Housing Administration By Calvin Hernandez n 1934, U.S. Congress created the Federal Housing Administration (FHA) to help stimulate the housing market and allow low- and moderate- income consumers become homeowners. To clarify, FHA is not a lender and does not give loans. While the bank grants the loan, the loan is insured and guaranteed by the Federal government. To put it simply, the FHA program promises the lender that FHA will pay them back if borrowers stop paying their mortgages. The FHA guarantee, therefore, reduces the risk to lenders, which makes lenders more willing to issue mortgage loans. Below is a quick overview of features and benefits of the program.

To qualify for an FHA loan, borrowers must occupy the property and cannot purchase homes for investment purposes. Another requirement is that borrowers must be a U.S. citizen or resident alien; however, specific guidelines exist for non-resident aliens. The program is geared to help low- and moderate-income borrowers by lowering the down payment requirements to as low as 3.5%. With conventional loan programs, the typical down payment is 20%. FHA can also help borrowers with less than perfect credit history as the FHA credit score requirements can be lower than conventional loan programs. If borrowers had previously filed for bankruptcy, FHA has been able to help individuals 2 to 3 years after a bankruptcy discharge, as long as borrowers are able to provide proof that they have been maintaining good credit since the discharge. There are no income limits with FHA; however, the program does limit how much a person can borrow. The FHA max loan limit for Guam, which is considered a high-cost area is $625,500. The FHA program also allows higher debt-toincome (DTI) ratios. Housing expense should not exceed 31% of the borrower’s total income and complete monthly expense can be up to 43%. Conventional programs typically range from 28-41% DTI, respectively. Please be aware that the FHA program is not for everyone, as there is a cost for having a lower down payment. The offset of having a low down payment will be the requirement of Mortgage Insurance Premiums. The current FHA structure requires an up-front mortgage insurance premium (UFMIP) of 1%, which can be added to the loan request and can help minimize the out of pocket expense from the borrower. FHA loans also have an annual mortgage insurance premium (MIP), which is collected with your mortgage installment payments. The monthly MIP required is dependent on Loan to Value (LTV) and the term length of the loan. Beginning 04/18/11, the annual MIP for loans greater than 15 years, would range from 1.10% to 1.15% depending on the LTV. For FHA loans with a term less than or equal to 15 years, the MIP would range from .25% - .50% depending on the LTV. MIP terminates based on the loan term and LTV, as well. For loans over 15 years, MIP has to be paid for at least 5 years, before the MIP can be terminated. For loans less than 15 years, MIP will be terminated once the LTV is at 78% irrespective of the length of time the borrower has paid the MIP. So the basic rule of thumb for buyers is, if they have a limited amount of savings for down payment, FHA may be an option to allow homebuyers the ability to purchase a home sooner. If borrowers can afford 20% down, then a conventional loan may be preferred to avoid additional mortgage insurance premiums. There are some definite risks when not engaging a professional graffiti removal service company or contractor which this article will address, giving you the knowledge required to remove your own graffiti. If you are unprepared, the task at hand can easily turn into a bigger problem that you started with, plus cost more in time and money. The issue of most concern is the potential to cause damage to your property, damage that could be long lasting without expensive replacement costs. Before you begin, let me point out a step by step the basic run-down of removing graffiti from the viewpoint of someone who has close to 15 years experience in the industry. 1. Identify the substrate that the graffiti is present on. This will change the way the job proceeds totally. It will determine if pressure washing is required or not, plus determine the correct graffiti removal product to use. 2. Identify the type of graffiti. They type of paint used could present a factor. Identify what it is example: spray paint, marker, felt pen, regular pen. You will need to match a suitable product that is both compatible with the substrate and the graffiti type. The Paint Out Method By far the easiest and most cost effective way to remove graffiti is to simply paint it out. It is also safer because you are not dealing with potentially toxic paint or graffiti removers. If you can just paint over the graffiti, then you should color match it and paint over it. I have painted right many instances of graffiti, including: garage roller doors, metal fences and gates, electrical power boxes, painted walls, garbage bins, signs, posts and many other painted surfaces The Chemical Method If you are not able to color match the surface you are working with or if the removal is from glass, metal, a sign, then perhaps a chemical removal process is your best option. require the use of personal protective clothing and equipment. Ensure the product that you do choose is both suitable for the graffiti material type and most important suitable for the building material you are removing from. The wrong product may cause damage and leave an aesthetically unpleasing result. For small tasks such as removing a spray painted graffiti or permanent markers from poles or posts, use a small amount of chemical with a cloth or brush. Handy style wipes are also available for particular jobs like these. Pressure Washing Method For masonry such as bricks, concrete, cement and some stonework, pressure washing equipment will be required. In most scenarios, this method will require the correct graffiti removal chemical to be utilized in conjunction with the pressurized water cleaning. The 6 P’s of Real Estate Marketing

3. Perfection- As a real estate professional, you should strive for perfection in all aspects of the home buying and selling process. We all know that nothing is "perfect", but we should do our very best to make sure that the client receives quality and unparalleled service. This is a goal you should always strive for. Holding yourself to high standards and possessing integrity can make a big difference. 4. Preparation- Provide all your sellers with information on how to prepare their home, common seller mistakes, and the home selling process. By doing so you are being proactive while saving time on the many questions your client will ask in regard to the processes. This aspect of real estate marketing could also fall under communication and feedback. ne of my past clients asked me how he should handle his clients in a tough market. He gave me a little background information on what he was currently doing and I suggested to him the "6 P's" of Real Estate Marketing. I strongly suggest applying the 6 P's to all real estate agents in any economy and in any market. Marketing in a way that is different from your competitors is the main factor in obtaining sales. I can't tell you how many real estate agents came to me after they lost a sale to another salesperson that does exactly the same marketing as they do. If you keep doing the same marketing techniques over and over again you're going to get the same results. So what are the 6 P's of Real Estate Marketing?

1. Positive Attitude- Make sure the sellers know how enthused you are about selling their home. Enthusiasm is contagious and they will be more inclined to accept your recommendations if you exuberate a positive attitude. It is important to remember that almost every person is attracted to people who emanate confidence, optimism, and sincerity. This will play a major part in attracting new business relationships.

5. Pricing- Explain to the client where your listing price sits in comparison to other similar properties. You want to give all sellers a comparative market analysis so that they will have the facts as to why you came up with the figure you have. If you are not providing clients with one you need to do so. The Comparative Market Analysis (CMA) compares a property to other similar homes in the neighborhood that are currently on the market or sold in the last six months. This will allow you to determine the best listing price for their home.

6. Pre-Listing Package - A Pre-Listing Package is the most powerful impression you can make on a seller. This is a package of information letting the client know about you and your company. It also explains to them how you are best qualified for all their real estate needs. The Pre-Listing Package is a great tool used to get clients excited about you and your company before the first appointment. You will not only differentiate yourself, but you will obtain more listings, income and referrals. By personalizing your package to meet your seller's needs, you are exuding professionalism and showing them that you truly care.

Curb Appeal

Guttered Done! By Arlene Taitague Taitingfong was inspired by the recent weather as I gazed upon the rain and noticed how much water accumulates around our homes. I noticed some homes had built-in rain water drainage systems and some didn’t. The homes without the drainage system had water flowing off the rooftops unto their front and back doors, patios, windows and water was - well, everywhere!

If you have a drainage system that catches or guides the flow of the downpour - then good for you. You are able to skirt past soggy shoes and water damage issues that are associated with our rainy season, such as flooding of your lawn, window sill water leaks and my favorite, warping of the front/back doors. For homeowners who DO NOT have a system built into their home, there is a solution that is available to you – GUTTERS. Gutters and downpipes Gutters are the first line of defense against rain, catching the water as it runs off your roof and funneling it into downpipes. An average house should have gutters wide enough to be able to handle a heavy downpour. Houses with a larger/wider roof than average may need bigger gutters to deal with the increased amount of water. Your gutters feed the rainwater into the downpipes. When choosing guttering you will find that PVC is the cheapest option, cast iron and cast aluminum is a mid range option, and formed aluminum the most expensive option. Being able to control the flow of your water is a big help during rainy season or if a storm decides to pay us a visit. One can harvest the rain and can reuse the water for watering plants, washing cars or other household uses. This is most useful during Guam’s most infamous typhoon season when sometimes power and water outages occur. I remember when we had a slew of typhoons pass our way many years ago, my family was able to catch the rainwater from the downspouts that came off our flat roof. Thank goodness my parents incorporated the downspouts into the house plans (my parents’ home is over 30 years old). Whenever there was a storm and the utilities were out, we always had a few large trash bins of rainwater which mom pulled from then would add a few drops of bleach so we can wash dishes, or boil a large pot full of the water so we can have some hot water for bathing, as well as have an ample supply for flushing the latrine. 24 CasaGuam September 2012

If you are looking to install your own gutters as a DIY project CONGRATULATIONS! I spoke to one of the larger home improvement stores in Guam, and one staff member explained that the installation of the gutters and downspouts were easy and their store will assist you in the “how to’’ of the project. It must be very easy as he reported that there have been many “weekend warriors” coming in and asking for assistance on installing gutters. Hmmm, must be the weather. If you already have gutters, check them regularly and make sure that water is not leaking over the edge, as this could be a sign of a possible blockage. Blockages are particularly a problem if you have trees overhanging the house. If you think you have a blockage, get your ladders out as soon as possible and clear it to avoid seeing an ugly damp patch appear in your home. Water damage to your roof is another subject altogether which I can cover in a future article. Until then, gutter done!
