Hafa Adai, The Guam Association of REALTORS® (GAR) will begin the “REALTORS® on the Road” Community Outreach Program in the months ahead. We will be visiting your village to conduct informal “meet and greet” sessions in a town hall meeting forum with residents of each village, hopefully at the village community centers. We recently attended a Mayors’ Council of Guam meeting and had the opportunity to present our program to the mayors in attendance. I am happy to report that the program was well received and we look forward to working closely with them and their staff for the successful implementation of the program. The purpose of this program is to : 1. Share with the community on what the Guam Association of REALTORS® is and it’s function. 2. Identify the member real estate brokerages and firms. 3. Introduce the individual members who are from your village and who are your neighbors. 4. Educate the community of the differences between a REALTOR® agent from a non-REALTOR agent. 5. Share the Market Activity Report respective of each village or neighborhood. 6. Explain the trends and changes in the economy, as well as the laws that affect real estate investment. 7. Host a forum for Q & A sessions to hear your concerns and questions regarding real estate matters. . . and more! Setback Requirements By Kim Anderson Young setback requirement refers to the distance from the property line to the building or structure located on the lot. It can also apply to the distance from a street or road to a structure; or the distance from a natural feature, such as a river, lake or shoreline, to an improvement located on the lot. Setbacks are established to promote well-planned communities and to provide for public access, utilities and public enjoyment.

Guidelines can be set by federal or local government zoning laws as well as by subdivision covenants. On Guam, the Territorial Land Use Commission is responsible for zoning regulations and variances.

• S-1 (School Zone). • Public Facility (PF) Different setbacks apply to each of the different zoning designations. For example, a standard residential setback would be 15 feet on the front, 8 feet on each side and 10 feet in the rear; while an M-1 setback sets a minimum of 0 feet on the front, 8 feet on the sides and 20 feet on the rear of the property. Any decision to build should start with hiring a licensed Guam surveyor, who will ensure your setback distances will comply with Guam law!

Federal setbacks apply when the property is regulated by the federal government, such as government funded roadways or parks. Federal setbacks also apply to items such as mailboxes, which interestingly enough, have a maximum setback instead of a minimum setback; if a mailbox is set too far from the curb, the letter carrier may have to leave his vehicle in order to deliver the mail. A few examples of Guam’s setback requirements include: • Distances from the ocean or river to a house • View corridors so as not to block ocean or river access • Distances from a septic system to the lot line • Distance from a septic system to the aquifer that provides our drinking water Residential setback rules are set by both the Guam zoning law AND subdivision covenants with the most restrictive covenant being the one that rules. Setback requirements vary according to the zoning and appropriate use of the property. Guam’s zone designations are: • • • • • • •

R1 - One Family Dwelling Zone. R2 - Multiple Dwelling Zone. C - Commercial Zone. P - Automobile Parking Zone. M1 - Light Industrial Zone. M2 - Heavy Industrial Zone. H - Resort-Hotel Zone.

Young Member Sets High Goals for Future

A

Antonio Torres II is one of the youngest members of the Guam Association of Realtors. It has been almost a year since he became a REALTOR@ back in June 2013. Although he is one of the youngest in the group, he has been assisting in his family real estate since he was 16 years old. Torres graduated from George Washington High School in 2011 after only three years at age 17. Determination and focus gave him a jump on life. It all started when he was a teenager. His real estate experience began with collecting rent on properties belonging to family members. Having a taste of property management seemed to pave the way for his beginnings in the field. Real estate must be in the blood as Torres has a brother who joined at the same time as he did, and an aunt in the same field. He chose this career because, “Real estate is always evolving and there is always a new experience.” His first sale was a learning experience. It was for a rental property that he received from a referral. Through this experience he gained insight into conducting real estate transactions. Torres explained, “It was exciting because it was my first one and with the help of my mentor, it was a smooth process.”

The convention’s THE MARKETPLACE, was where you were able to meet people from around the world,” he said enthusiastically as he shared his experience. One might think that being one of the youngest members is a set back. On the contrary, Torres has set his goals already. His first goal is to open his own RE/MAX office by the age of 30. “If you don’t set a goal, it will never get done,” says Torres. These are wise

words coming from a young professional. He plans to achieve this goal with experience, knowledge, commitment and drive! The second goal that Torres would like to achieve is to help Guam become one of the top choices for those who wish to move to an island. “Guam has so much beauty,” he explains. “And an idyllic island style that people will enjoy if they knew more about our island.” Concerning CasaGuam Magazine he said, “CasaGuam is a good way of showcasing what the island has to offer and it gives great advice to readers." When asked about giving advice to others who want to become a real estate professional, Torres remarked, “You have to be passionate about the business; willing to put in the time and effort it takes to be successful. There is no formula to an agent’s success; it is determined by their strong work ethic and drive.”

CasaGuam is a good way of showcasing what the island has to offer and it gives great advice to readers.

Being a full time agent, Torres still makes time for his hobbies. He enjoys playing volleyball, spending time with family and traveling. He really loves to travel and recently returned from an R/4 RE/MAX convention in March. It really motivated him. He recounted his four days of training and was excited about the global contacts he made.

Highlights From the 2013 Profile of Home Buyers and Sellers

or most home buyers, the purchase of real estate is one of the largest financial transactions they will make. Buyers purchase a home not only for the desire to own a home of their own, but also because of changes in jobs, family situations, and the need for a smaller or larger living area. This annual survey conducted by the NATIONAL ASSOCIATION OF REALTORS® of recent home buyers and sellers provides insight into detailed information about their experiences with this important transaction. Here are highlights from the latest report.

· Sixty-six percent of recent home buyers were married couples— the highest share since 2001. · For 42 percent of home buyers, the first step in the home-buying process was looking online for properties and 14 percent of home buyers first looked online for information about the home buy ing process. · The use of the Internet in the home search rose slightly to 92 percent. · The typical home buyer searched for 12 weeks and viewed 10 homes. · Eighty-eight percent of buyers purchased their home through a real estate agent or broker—a share that has steadily increased from 69 percent in 2001. · Eighty-eight percent of sellers were assisted by a real estate agent when selling their home. · Two-thirds of home sellers only contacted one agent before selecting the one to assist with their home sale. · The share of home sellers who sold their home without the assistance of a real estate agent was nine percent. DIY Summer Wine Cooler By Marissa Borja he wine cooler has a bit of an identity problem. Is it a wine spritzer? A wine cocktail? Sangria? And what about that wild child moment in the '80s when it was the hottest thing on the party scene?

T

Luckily, this cocktail conundrum is easily solved. As Gertrude Stein might put it, wine cooler is wine spritzer is wine cocktail is sangria. And the versions being whipped up today have nothing in common with the cheap, mass-produced products of 30 years ago (which thankfully went the way of shoulder pads). Mixology has been raised to this new chef-like levels; and wine, in a way, is the bartender's hottest ingredient right now. Cuttingedge bartenders are taking these wine-based drinks to new heights, and creating these New Age coolers, along with countless variations of the sangria and classic wine cocktails like the New York Sour. Summer is the perfect time for wine coolers, since it's the one time of year even the most dedicated vinophile, toys with dropping a fistful of ice in a glass. Switching to a cooler makes wine a little bit easier to drink. Bartenders are making spritzers with a house white wine, mixed with ginger ale or a lemon-lime soda, and served with a lemon twist or wedge. Whether you want to call it wine cooler or spritzer, it really is a great summer drink. What should you use when making your own wine coolers? Don't reach for the bottom shelf wine that just doesn't taste good. On the other hand, don't go crazy and uncork an expensive bottle of wine, either. It doesn't have to be the best stuff because you're basically using it as a base. Look for a wine that has a fair amount of acidity to it, i.e. "yes" to sauvignon blanc or pinot grigio, "no" to chardonnay that's spent a lot of time in oak barrels. For red wines, Spanish wines are, not surprisingly, a good choice since sangria is a Spanish invention. Tempranillo makes a good choice. Get creative by mixing up your favorite single-serving cocktail in a pitcher for a group dinner or celebration. Keep the ingredients light, give it a stir, pour into flute glasses and top off with sparkling wine for a bright effervescence. 20 CasaGuam May 2014

Hardscaping Leads to Higher Home Values Hardscaping is making its way to our island and is another alternative in increasing the value of your home. Many of the newer residential developments have incorporated some degree of hardscaping into their landscaping plans. I recently came upon this term – hardscaping -and added it to my “Curb Appeal” vocabulary list. What is Hardscaping? I asked around if anyone had ever heard of this term and received a lot of no’s and head shaking. After researching the subject I found that Dictionary.com defines hardscape as “the manmade part of the grounds surrounding a building, as paved areas or statues.” Wikipedia.com defines hardscaping as, “Hardscaping, in the practice of landscaping, refers to the paved areas like streets and sidewalks. . .” Basically, hardscaping is the use of “hard” wearing materials such as stone, concrete, pavement and the like (versus softscaping which pertains to grass, arbor and flowers, etc.). Hardscaping can also be referred to the “non-living” elements of landscaping. Examples of hardscaping would be cobblestone walkways, stacked walls, retaining walls, patios and any other materials used to cover the natural earth of your outside space.

Here are a few simple tips to create a well planned design. CONSIDER THE LANDSCAPING. Even if you plan to do one area at a time, you will need to consider the design of your landscaping as a whole. Just as if you were planning on building a home, you will want to make sure you have all your areas covered. According to Samuel Salsbury, a member of the Association of Professional Landscape Designers, in an article on the HGTV.com website states, "If you don't consider the site comprehensively, it's like building one room of a house, and then a year or so later, a second room. You may decide to plop down a patio, and then decide you want a barbecue, pond or walkway and the patio blocks your plan." DELVE INTO DRAINING ISSUES. While designing your space, look into planning where you will want your run off to go or have proper drainage plans. Devise a way to collect water and look into recycling ideas. Look into materials that fit the need of that space. For example, if you wish to have a retaining wall, check on materials that are impenetrable for water. For gardens areas, using porous materials will work best as this will allow water to drain out and not rot the plants. Also view your land area. Is it level? Steep? Would a retaining wall work best for you?

Designing Your Space When designing your space, you will need to take account for drainage, especially if you plan to put in retaining walls and pathways. Look at your yard and see where you want to have the run off flow (or not flow) or where you do not want to have a “puddleturned-pool” develop. On our island where we do get our share of rain, this is probably one of the most important considerations. 22 CasaGuam May 2014

DEVELOP A FOCAL POINT & CHOOSE BALANCE ELEMENTS. Keep in mind you will want to have a few visuals that will make you pause and enjoy the view. Make sure your natural elements are in balance, especially if the item was not naturally there initially. An extreme example would be placing a big stone or boulder in the middle of the landscape like an egg in

Curb Appeal a nest. It would look more aesthetic if it were semi buried, showing halfway in the ground to make it look more like it had been there all along.

Also, your design need not be totally linear. Throw in some curves and shapes to give the space more depth. KEEP THE GREENERY. Although using bushes, trees and flowering plants are what work well with hardscaping, be sure to have some nice lawn areas. Having patches of grassy area is a great way to show the space.

CHOOSE PROPER MATERIALS FOR YOUR STYLE. Make sure you use the proper materials for the style you choose. For example, if you want an intimate courtyard, you won’t be using materials fit for a Grecian garden. They best way to approach this is to take two or three materials and make sure they are visually creative and they coordinate with each other as well as with the home’s exterior. Having too much of one material or too many different materials may make your space look messy and not reflect the style you were trying to create. CALL IN THE EXPERTS.
