During the four hour “Empowering You To Be A Homeowner” forum, attendees will have the opportunity to hear from real estate industry leaders as well as local and federal government officials to address Guam’s workforce housing challenges, to highlight solutions and best practices to overcome those challenges. “REALTORS® build communities, and we know that helping people live where they work is part of that,” said NAR President Ron Phipps, and broker-president of Phipps Realty in Warwick, R.I. The “Empowering You To Be A Homeowner” forum is a tremendous opportunity for attendees, REALTORS®, organizations and officials to work together to help solve the housing challenges that our workforce faces. There is a crisis in affordable housing opportunities for low- and moderate-income families across the country, and the forum will not only bring this issue to light, but will also encourage efforts to make housing more affordable to working class families on Guam. The forum will include solutions for down payment assistance programs, guaranteed loan programs, conventional loan programs – all designed to create more opportunities for home ownership. Overall Year to Date Sales Volume Up 28 Percent From 2010 Guam Median Housing Price Hits New Record

ctivity Update – Overall year to date real estate sales activity on Guam reached over $165 million and increased by 28 percent compared with the first half of 2010. The second quarter of 2011 reflected yet another median price record for a Guam single family house at $268,000, up a remarkable 26 percent from the same period in 2010. The median price increase reflects a combination of more new homes sold, plus a rebound of activity in the high end residential sector. Second quarter single family housing unit sales reached over 150 units and reflected a sharp increase of 31 percent from the first quarter. In the condominium sector, the median price reflected $142,000 during the second quarter of 2011, up 19 percent from the year earlier period. The overall increase in mid-year sales activity occurred despite the sharp 37 percent decline in quarterly sales volume during the second quarter, due primarily to a dearth of high priced deals. The Guam real estate market reflected islandwide sales volume at around $20 million per month during the second quarter of 2011, roughly the same transaction volume during the year earlier period. Major transaction activity was minimal during the past quarter with only one sale priced over $2.0 million during the entire three month period, highlighting extremely weak foreign investment activity. Although 2011 second quarter figures reflected only 40 percent of the peak $160 million achieved during the second quarter of 2007, sales remain roughly double the second quarter sales volume reflected during the four year period from 2000 to 2003. The impact of negative weak foreign investment reversed the three year trend of second quarter sales volume growth. Except for the market bottom in the first quarter of 2009, the latest period reflected the second weakest quarterly sales volume in five years. Single family housing sales have been remarkably stable with between 140 and 160 units sold quarterly, relatively consistent since mid-2003. During the second quarter, nine single family houses sold at prices above $500,000 and five condominium units sold at prices above $300,000, as the high end residential sector continues to recover from recent lows. Notably, recent land sales reflected strong unit rate prices with an Agana site achieving nearly $500 per square meter, a recent record for land outside of Tumon. There were land sales along Marine Drive, Ypao Road and even Tumon Heights Road that reflected unit rates above $300 per square meter during the second quarter of 2011. Overall, Guam’s real estate market through the first half of 2011 remains in recovery from the anemic market conditions reflected following the financial market meltdown in 2008. The second quarter of 2011 reflected growth in several important sectors including single family dwellings sold. Although a lack of foreign investment contributed to second quarter sales volume shrinkage of 37 percent, year to date sales reflect 28 percent growth compared to 2010. Captain Real Estate expects to see a continuation of this volatile cyclical

activity in the near term as lenders struggle to find buyers that qualify with stricter requirements, foreign investors remain skittish, and mixed signals continue to dominate the proposed military build-up. Although market conditions remain tenuous, we haven’t witnessed any type of mass market exodus or explosion of foreclosure activity that caused prices to collapse in the early 2000s. Properties priced at market levels continue to sell, as evidenced by the recent Tamuning Industrial Park transaction and the growing number of high end residential sales. Sellers looking at 2007 and 2008 as price indicators may be challenged to move real estate in the near term, although the recent commencement of Mamizu funded military build-up activity, low interest rates and an extremely weak U.S. dollar lend favorably toward more optimistic projections, as well as the eventual return of foreign investment. While the short term outlook is generally weak, investors appear focused on potential mid and long term growth associated with the build-up.

Guam Association of REALTORS® Holds Expo to Encourage Homeownership o some, homeownership may seem like a foreign concept that isn’t financially achievable. But thanks to the Ira Gribin Workforce Housing Grant, the Guam Association of REALTORS® is in a position to help more people become homeowners. With this grant, the Guam Association of REALTORS® (GAR) has created the Workforce Housing Opportunities program, which aims to provide education for consumers and REALTORS®, start a public awareness campaign to inform residents about programs available to them, as well as create a Web site to which people can refer anytime. “This program is instrumental to helping people in Guam achieve the dream of homeownership,” says Peggy Llagas, executive officer of the Guam Association of REALTORS®. “It aims to show that you don’t need to be wealthy with a lot of disposable income in order to own a home.”

GAR’S Workforce Housing Opportunities program includes education and outreach for REALTORS, homebuyers, and the general public. Under this program GAR will assist Habitat for Humanity of Guam (HFHG) home recipients by donating $5,000.00 each for two families selected by HFHG; host a 2-day REALTOR® mini-housing expo to provide REALTORS® with information they need to effectively communicate the affordable workforce housing resources available on Guam to potential homebuyers; feature industry-related experts in a public seminar targeting workforce and first-time homebuyers and develop a Web site targeted for at that same audience. The mini-housing expo is set to start on Friday, Oct. 28 for REALTORS® and then open to the public on Saturday, Oct. 29. Various key players in the housing industry will be present to speak about the numerous programs available for the public to learn about and utilize. In the home-buying process, there are some behind-the-scenes players that seldom get the credit they need. One such player is the appraiser. According to Allie Mae, when you take a mortgage to buy a house, the lender requires an appraisal -- a neutral expert's estimation of the home's fair market value. The appraise considers many factors including, condition, size, location, and amenities of the property being appraised. He will then compare your property to the prices of comparable homes that have been sold in the area.

UNSUNG PLAYERS Appraisers play a key role in home-buying process. By Faye Varias

Lenders require this appraisal because it would be bad business to lend more than the house is worth. Bruce Dinsman, owner of Pacific Island Appraisals says a licensed or certified appraiser is selected by the bank by whatever process they use (Bank of Hawaii or First Hawaiian Bank, for example, have a total blind system so their computer assigns the next qualified appraiser on the rotation). “Most of the rest of the banks here on island still use an approval list (this is going away stateside), so the underwriting department has a rotation of approved appraisers and the next person gets the next case,” he said. Dinsman says the appraiser schedules the inspection, inspects the property, values the property and improvements, and compares them to recent sales of similar size in the subject’s area. Once analysis is done, the report is written up and submitted to the lender/clearing house for review. When the bank is happy with the appraisal, they schedule a loan closing and should provide a copy of the appraisal to the customer. He said, “I make this point because we often get calls from the bank’s customer (you for instance) wanting to know the value of the property and insisting you have the right because you paid for the appraisal. Federal banking laws require for any conventional loan the bank is the client. The banks’ customer is the property owner/buyer.” Aside from the homebuying process, a licensed or certified appraiser also does other things.

“We do a lot of private work for lawyers (divorce, probate), Realtors – client wants to know why it’s not selling, Realtor wants an accurate sketch to upload because they are liable for what they list. Contractors for bonding, other private parties for Bail bonds, or just simply I want to know what it’s worth before they sell it or try to refinance.” Dinsman says there are also different types of value used in different circumstances … most often Market Value is used for underwriting conventional loans and most other uses. Investment Value is a term applied to an income property value where the appraiser has been asked to value or forecast an income stream. Most often, he also says cost doesn’t necessarily reflect value. Cost quite often exceeds what a market will bear because of personal choice, immediate market situations and other reasons. “There is a list out from NAR and HGTV that reviews costs of renovations and their expected outcomes in price … kitchens and bathrooms are always in the 90 - 100% area, pools, fences, landscaping typically at 40%,” he said. “We need to be more visible as an entity in the real estate industry with more of a positive light about what we do. Appraisers in many cases are like the Title Company, unseen, unsung and impartial as we can be about every transaction.”

hat do a stove, dryer and water heater have in common? That’s simple, they all produce heat and they all use a whole lot of power. Another thing that these appliances have in common is that they are available in electric AND gas Many homeowners are now looking at ways of reducing their utility bills and going a little greener. By converting to a gas appliance, not only are you saving on your monthly power bill, but you are not contributing to the carbon emissions given off and put into our environment that contributes to pollution and increasing your carbon footprint. LP (liquefied petroleum) Gas is a clean burning fuel that can be used for cooking, heating and now in some vehicles. Most homeowners are concerned about safety of having a tank filled with gas, but with proper care and the right servicing, having a gas tank at home is just as safe. There are so many advantages when using gas appliances over electric.

GAS Stoves vs Electric Many consumers argue that electric stoves upfront cost are less expensive than a gas stove. This is true, but usually no less than around $50. However, the long term cost of a gas stove is cheaper than that of an electric stove. Also, temperature control on a gas stove is a lot more convenient when cooking that awesome dinner for your friends and family. Almost all restaurants use gas stoves and appliances when cooking to provide customers with quality, great tasting meals. Gas stoves are usually equipped with sealed

burners which minimize the mess if something spills on the cook top. On the other hand, stoves with electric coil burner generally have detachable drip pans, but they can need frequent cleaning and can become dull and dirty with use. With people learning more and more about LP Gas and cooking, the market is seeing a lot more appliances out there such as gas BBQ grills and portable gas burners.

Gas Heaters and Dryers Just like stoves, the upfront price an these appliances are a little higher than the electric. However, these appliances require just a little amount of gas to produce the same amount of heat as the electrical ones. It also uses almost half the amount of time. Because these appliances use less energy, this will save you on your monthly electrical bill. At 24, Ronald Pangilinan, Realtor, Diamond Max Realty has found his calling. In his second year in the field, he already knows what it takes and is ready to take it all the way. Growing up with two of his relatives in real estate, he feels that he has had a good combination of influences that have pushed and prodded his career. “I've always been fascinated,” Pangilinan said about the field, recalling his father, a property owner, bringing him along to work and passing on his knowledge. Though taking on a career at an earlier age spells success, being a young professional in the field, Pangilinan says, has been his biggest challenge. “It's hard to carry an image that other people hold as a title,” he explained that customers may be discouraged to work with a younger professional, feeling that they may have less experience and knowledge. “You have to know what you're talking about,” he said, emphasizing the importance of professionalism and maturity, “showing your clients that you are a hard worker... I'm driven, I'm new, I haven't worked real estate for thirty years, but I'll work hard for you,” he said. “I think the number one thing in real estate is that you have to be disciplined... If you're not, you don't get a paycheck. If you want to make $100,000, it's your decision.” In the next few years, Pangilinan hopes to take his career further and invest in property, much like his father. “I want to sleep and earn money,” he said, though he maintains that it isn't really about the paycheck. “People don't understand it's a 24/7 job. People start thinking it's about the money. The moment you start thinking that, you won't be successful. It's about helping people.” Pangilinan says that the most rewarding part of his job is seeing his clients happy. “It's seeing my clients grateful,” he recalled one of his recent closings, “They never thought they would be able to get into that house. It's the experience of meeting people. It was an experience I never imagined I would experience at my age. I feel lucky. It's an amazing feeling.” Pangilinan, who became a realtor through an apprenticeship program by Remax, has worked smart, which he emphasizes over working hard, to learn his profession. “I was put into situations and I was trained how to become a good agent,” he explained that part of his training involved learning to apply for loans, apply for water, so that he could relay to his clients what they can expect. “People don't understand the bank qualification process. You can make less than nothing, as your expenses continue to accumulate, even if you have no income, or you can make a lot, depending on your ability to sell and your drive to be on call 24/7 for your clients. Besides worries about getting listings and selling houses, you have to pay for advertising, signs, business cards, desk fee at the agency you decide to associate yourself with, Association fees, MLS fees and all other real estate provisions such as CEU’s — A REALTOR® is required to complete continuing education units (CEU), and a specific number of credits to acquire a license or to renew one. Also, to be highly efficient in the business, you should be

abreast of the changes taking place in the industry such as the effects of the economy on the real estate market, financing options, advertising trends, the evolution of real estate business online, and all other related issues. You must arm yourself with reasons why it is beneficial for consumers to use a real estate professional to facilitate their transactions. On top of all this, there are many everyday overwhelming challenges a REALTOR® must

face- such as dealing with clients with unrealistic expectations and requests, driving around even on the weekends to show properties, conducting open houses which can be nerve racking, time consuming and expensive, tons of paperwork, writing contracts and getting turned down, or contracts written up, accepted but could not be fulfilled, resolving issues to be able to move transactions to closing, and so much more. It’s difficult for most successful agents to find a balance between their careers and their private life. Some people balance it very well, but it takes a lot of determination and work. It doesn’t just happen. You have to be driven. It has to be your passion. And because you’re always chasing after that commission check, there will be times you’ll have to put work above family or other commitments. Is this really what you want to do? Bottom line is, as a real estate agent, you have to invest a lot of work, a lot of hours, incur expenses and expect no guarantee that you will get paid. So is it easy? You tell me!

All About Tile & Grout ile and grout is fast becoming the material of choice people make to enhance the look of their floors and their home. Many people choose to install tile and grout in their kitchens, bathrooms, and hallways. It looks much better than the typical linoleum floor. There are so many choices of tile that you can choose from to accomplish just about any “look” that you’re trying to achieve. However, just about everyday we come across many people who are very frustrated with this investment. It seems after a couple of years the floor becomes more and more difficult to keep clean. The tile loses its luster and the grout becomes filthy. Even though they spent hours, maybe even days, on their hands and knees trying to keep it clean. Unfortunately, most floors are not sealed after it is installed. This is the root of the problem. You see, grout is like a sponge. It will absorb grease and dirt very quickly when it is not properly sealed. This creates a breeding ground for bacteria to grow and bloom. When it gets to the point where they think nothing can be done, they start to consider replacing their floors. Another very sizable investment. Does this sound like you? Well, there is light at the end of the tunnel! Most tile & grout can be restored to “like new” condition; or very close to it. This starts with having a professional floor cleaning company coming to your home or business and providing a thorough inspection and giving you a FREE Demonstration of their service. This way you will know what to expect from a professional restoration. We will cover what is involved with restoring and maintaining your floors.

Cleaning and Restoration Most floors over one year old will need to be restored to bring it back to its natural beauty. If the floor was properly sealed when it wast installed, restoration probably won’t be needed. Restoring tile and grout requires a few steps. First we will degrease the floor to remove as much oils, dirt, and grease as possible. Next, we restore the grout with a special grout line restoration product. This will help remove most if not all surface staining. This process also “opens” the grout for proper sealing. When doing these two steps, mechanical agitation, strong rinsing and vacuum equipment is required. After the cleaning and restoration, the sealing will begin.

Sealing Two basic types of sealers are clear or color seal. A clear sealer is used on most grout when you want to keep that same color. The sealer is liberally supplied and worked into the grout lines. It is important to choose a high quality impregnating sealer. Cheap silicone sealers do not last very long. After sealing it is important to maintain the floor using the right cleaning agents and tools. You should not use harsh chemicals as this will only damage the sealer and grout.

Color Sealing If you are not happy with the way your grout looks after a restoration cleaning, you can change the color of the grout without regrouting. Instead of a clear seal you choose a color of your liking. This process gives your grout a “Brand New” appearance. It gives the floor a whole new look. This process makes the grout lines resistant to staining. Once again it is important to maintain the floors properly following this process.

Maintenance Once the floor is restored and sealed, maintain the floors with a professional cleaning every couple of months. This will keep your floors looking new forever. Keep Your Family Safe with These Safety Tips Just like a sports team working towards a goal, a family working together, can help ensure family safety.

P

rotecting your family can be quite a challenge, and it's only natural to want to do everything possible to ensure they remain safe and healthy. Unfortunately it impossible to protect your family from every bad thing in the world, but when it comes to your home there are things everyone can do to help keep safe. Just like a sports team working towards a goal, a family working together, can help ensure family safety. Here are 5 family safety tips that can help your family conquer some common household dangers.

1) A fire is reported every 45 seconds, and almost 180,000 people a year are hospitalized for burns in the U.S. According to the American Red Cross, the most common disaster in the country is household fires. The first step is to install a smoke alarm on every floor of your house, and in any room where the door is commonly kept closed. Just be aware that it takes more than a smoke alarm and early warning to protect your family from a house fire, it takes planning. It's imperative to develop an escape plan for the family in case of an emergency. A monthly practice drill is vital so that everyone knows instinctively what to do and where to go, if a fire should happen. Another step is to conduct monthly tests to check if each fire alarm is working properly, and to make sure to replace the batteries every six months.

2) Get your home tested for radon leaks. The Surgeon General warns that radon is the second leading cause of lung cancer in the United States. Radon is found all over the U.S. and comes from natural radioactive gas that you can't detect, since it has no odor. Getting your home's radon level tested is easy and relatively inexpensive, plus it's the only way to know if your home has a leak. If tests show excess amount of radon in your home, the leak can usually be fixed with proper repairs.

3) Protect your family from carbon monoxide. It is estimated that 200 people die from carbon monoxide poisoning each year, and that number could be higher. Many times the victim will suffer the effects of carbon monoxide poisoning without knowing it. So it's important to know the symptoms of CO poisoning. The symptoms of CO poisoning are very similar to the flu. Symptoms include; nausea, vomiting, dizziness, fatigue and weakness, headaches, sleepiness, and confusion. If anyone in your family start showing signs of CO poisoning, immediately open windows and doors and go to the emergency room, and report the suspected CO poisoning. Carbon Monoxide Detectors are an excellent way to get early warning of a carbon monoxide leak in your home. Just as with fire detector CO detectors should be installed on every level of your home as well as in any routinely closed room. Never use a gas range burner, or ignite coals inside your home. Keep your garage ventilated to reduce car emissions, and don't let your motor run while inside a closed garage.

4) Defend your home from burglaries and home break-ins. FBI reported, in 2009 that the average home burglaries value was over $2k. Their research also showed that more home burglaries occurred during daylight rather than at night. Protecting your family from burglaries will take team work. Teach the kids to never open the door unless they can see and identify the person, and if they don't recognize them, then they must verify with an adult if the person has a legitimate reason for knocking at your door. Home burglary is generally a crime of opportunity, and the criminal will always try to avoid drawing attention. This makes home security systems a good deterrent to have. In fact a third of all home break-ins, the burglar found his way in through unlock doors or window. All family members must take responsibility for always locking doors and bedroom windows. Another preventive measure is to install motion activated lights in order to deter intruders from hiding in the dark. To monitor your home while you're away, installing security cameras can help you keep an eye on your property.

5) Falls are the leading cause on nonfatal injuries seen in hospital emergency rooms for all ages. Use home safety devices, such as sensors or guards on windows to keep children from falling or climbing out of windows. Grab bars and rails in bathrooms help reduce accidents, especially for the elderly. Make sure everyone does their part to keep stairways, and hall ways clear of debris, toys, or anything that can cause someone to trip. For households with young children, gates at the top of stairs help keep children from falling. And lastly nightlights to illuminate dark rooms and pathways at night make it easy to avoid accidents while getting up from bed.
