Special Olympics During the Time of COVID-19

Meet Jessica Simon!

A

N ATHLETE AND GLOBAL MESSENGER FOR SPECIAL OLYMPICS, Jessica Simon has been involved with Special Olympics for 35 years. She first started participating with Special Olympics through our school programs at the age of five and transitioned into the traditional sports programs. Jessica has participated in ten of the twelve sports that are offered by Special Olympics. Jessica shared her favorite sport, if she had to pick one, is swimming.

When asked how the current COVID-19 pandemic has impacted her life, Jessica related, “I have been staying with my family a few days out of the week and a few days in my apartment, it has impacted my being independent.” She added, “I really miss not being able to get together with my friends at Special Olympics and not being able to interact in competitions.”

In September, Jessica got engaged to her fiancé David Samson, who is also a Special Olympics athlete. They are planning on getting married in 2024. Both Jessica and David also participate in Alpha Resource Center programs. What she misses most, is not being able to see David on a regular basis due to COVID-19.

Jessica is keeping herself active by swimming at the Santa Barbara Tennis Club on a weekly basis. Her goal is to be picked for Special Olympics World Games in swimming.

Besides swimming, she is keeping connected with her fellow athletes through weekly Zoom meetings and Zoom fun activities with her fellow Special Olympic Athletes and staff.

Some of the activities that they are participating in include trivia nights, bingo, scavenger hunts, baking activities, and more!

Jessica has been a really outgoing Special Olympic Athlete; she has been a Global Messenger for Special Olympics for the past five years, in which she has participated in various speaking engagements for Special Olympics and has done a fantastic job in opening many competitions by singing the National Anthem. In 2016, Jessica was selected to be one of the representatives for Special Olympics Southern California to participate in a Special Olympics Play Unified sports events in Shanghai, China. When asked what she plans on doing when we can come back together, she stated, “I am working on improving my swimming skills, so that I can be ready for World Games. My goal is to be selected for Special Olympics World Games in 2022.”

HE JOY, FRIENDSHIP, AND TRIUMPH of Special Olympics athletes has been part of culture on the central coast for decades now. A dedicated team of staff and volunteers administer a program providing year-round sports training and athletic competition in a variety of Olympictype sports for children and adults with intellectual disabilities, giving them continuing opportunities to develop physical fitness, demonstrate courage, experience joy, and participate in a sharing of gifts, skills, and friendship with their families, other Special Olympics athletes, and the community.

With the advent of the COVID-19 pandemic impacting everyday life, the Special Olympics team faced a variety of new challenges. But, with a passion for serving their athletes, the entire program pivoted and adapted to the new and unprecedented circumstances, making modifications in order to ensure the safety of athletes, staff, and community...while looking forward to the time they can come together again for in person sports training and competitions.

“Special Olympics Santa Barbara staff along with dedicated coaches and volunteers have set-up a continual and ongoing system for keeping athletes engaged,” explained Gina Carbajal, SOSC SB Region Development Director. “They provide weekly email communications with updates, regular check-ins through phone calls, hand-written cards and notes, Zoom meetings every other week with Sports Managers and Coaches, and Zoom meetings every other week with their Development Manager and interns to participate in cooking activities, games, and other social activities.”

A key goal of the newly adapted programming has been to keep athletes engaged in physical activity. The Healthy Lifestyle Challenge – a platform where SOSC athletes work on their fitness, nutrition, and hydration was drawn up for the interim, while practices and events are canceled. The goal of the Challenge is to encourage athletes to continue with their health journey.

Challenges are facilitated through recorded videos that are posted to YouTube & the HLC page at www.sosc.org/hlc.

• Fitness: Fitness challenges consist of workouts of all levels and styles. Fitness challenges range from 20 to 30 minutes.

• Hydration & nutrition: Hydration & Nutrition challenges provide information to complete the goal. These goals are designed to help set healthy patterns in everyday life.

• Mindfulness: Mindfulness challenges focus on self-awareness and self-help. Mindfulness challenges provide information on how to practice these skills on your own every day.

• Sport Specific: Sport Specific challenges consist of sport specific drills, exercises, and tips for every sport. These videos are specifically created by SOSC coaches.

• Create your own: Create your own is a way to earn points by

Research on past pandemics provides data that individuals with intellectual disabilities experience intensified feelings of loneliness in response to physical distancing measures. Social isolation and loneliness have been associated with increases in heart disease, dementia, and other health problems according to the National Academics of Science, Engineering and Medicine. All of the above programming works to address this dynamic while also addressing physical well-being.

A variety of programs continue work for this vision to be actualized. “Through the power of sports, athletes become more independent, build self-esteem, and live healthier lives,” Carbajal added. “They inspire people to open their hearts and create more accepting and inclusive communities.”

In the SBPD Training Toolbox: Force Option Simulator HE SANTA BARBARA POLICE DEPARTMENT has begun operating its Force Option Simulator once again after months of the COVID-19 pandemic and technological issues preventing its use. A fairly new training tool in the SBPD tool box, the FOS has acted as the SBPD’s primary supplemental use of force in-house training tool since the beginning of 2019.

“We are really focused with the Force Option Simulator on making sure our officers are reacting appropriately to a threat — not overreacting and not underreacting,” said Lieutenant Shawn Hill, the SBPD Community Accountability Officer.

Officers using the FOS technology stand before a screen and interact with a pre-filmed scenario. The FOS machine itself is operated in real time by one or two operators, who can decide to direct the depicted situation in different ways depending on the officer’s approach and what type of training element they want to touch on. Each situation is designed to present the officer with a string of moments where they have to choose when to react with force, and if so, to what extent.

“It’s actually really good training, and we can train a variety of things with it,” said SBPD Lieutenant Charles Katsapis. “You know I think most people think that we just train ‘shoot, don’t shoot’ stuff, but we can train deescalation scenarios, we can train scenarios [where] less lethal options are the only thing you can use on them, you know reasonably; there’s just a ton of stuff we can do with them.

I’m really excited to get it back up and running and start getting people through it again.”

Public Engagement Opportunities on Significant City Initiatives

HE CITY OF SANTA BARBARA IS WORKING ON MAJOR INITIATIVES OF COMMUNITYWIDE IMPORTANCE involving racial justice in law enforcement.

The City welcomes and encourages community engagement and participation in the decision-making process. To encourage civic engagement, the City is providing the following updates: Community Formation Commission: The Santa Barbara City Council is inviting members of the community to apply to the City’s Community Formation Commission (“CFC”) to recommend to City Council on the need for and type(s) of a civilian police review system for the Santa Barbara Police Department (SBPD). The CFC will explore different models of civilian police review and examine how each may address the needs of Santa Barbara’s unique communities.

The City Council seeks a diverse group of people to represent the community by serving on the CFC. The Council wants the membership of the CFC to be broadbased and inclusive. Racial Justice and Equity Initiatives As part of its adoption of the City’s Fiscal Year 2021 Budget, City Council directed City staff to undertake the following work efforts: • Conduct a Resource Allocation Study of the Police Department to identify activities that could be shifted from the Police Department to other entities, including the potential creation of additional positions within the City organization related to mental health, social and homeless services, and/or code enforcement; • Develop a path toward the development of a Black African American Cultural Resource Center; • Evaluate and identify ways to streamline the current process for permitting special events; • Develop a Co-Response Agreement between County of Santa Barbara and the Police Department: a team comprised of a police officer and a County behavioral wellness mobile crisis worker evaluates people in crisis, with an emphasis in attempting to de-escalate potentially volatile situations. The Co-Response Officer may provide transportation for individuals experiencing mental crisis to community-based facilities for evaluation, treatment, rather than arrest, when possible; and, • Evaluate the feasibility of moving Parking Enforcement from the Police Department to the Downtown Parking Division of the Public Works Department.

Special Event Guidelines: The City has developed proposed guidelines and a draft ordinance to clarify special events permit requirements, enhance customer service for event organizers, and streamline the permit review and approval process. The Ordinance Committee is scheduled to review the recommendations on October 27th. The proposed guidelines will be posted in mid-October.

Santa Barbara County Environmental Health Services Director LARS SEIFERT has been hired as the Environmental Health Services Director for the County of Santa Barbara at the Santa Barbara County Public Health Department. Seifert comes with extensive experience working in governmental environmental health programs in Imperial County and, more recently, San Diego County.

He served as the Chief of the Land & Water Quality Division for the San Diego County Department of Environmental Health and was responsible for the fiscal, personnel, and operational management, and planning oversight of 14 distinct environmental protection programs. Seifert directed and implemented strategic initiatives and operational objectives for County and Cal/EPA-delegated environmental enforcement and monitoring programs.

Park Improvement and Stormwater Treatment Begins at Bohnett Park

E

NHANCEMENT OF A FAVORITE WESTSIDE RECREATIONAL AREA, Bohnett Park, has begun.

The lower park will be closed for construction while park improvements and stormwater treatment projects commence. The upper park area by San Andreas Street will remain open during the three months it is expected to take Bohnett Park to complete improvements.

“Bohnett Park is a key recreational area for the Westside,” said Parks and Recreation Director Jill Zachary. “We are pleased to be moving forward with a project that will make the park more usable for all.”

The park improvement project will provide picnic tables by Old Mission Creek, grills for barbecuing, and coal and trash bins. Other changes include improving the basketball court area, as well as adding new turf, landscaping, and irrigation. New streetscape fencing and an accessible park entrance and walkways will also be installed.

The stormwater treatment project will consist of installing underground, gravel-filled chambers.

The purpose of these chambers will be to capture, treat, and infiltrate stormwater runoff from the area.

In doing so, it is hoped that the water quality in Old Mission Creek will be improved.

Construction times are Monday through Friday between 7am and 5pm.

SB County Food Action Network Opens Applications for 2020 Food System Resilience Grants

A

PPLICATIONS ARE NOW OPEN for Santa Barbara County Food Action Network’s 2020 Food System Resilience Grants. With funding made possible by the Santa Barbara Foundation, SBCFAN will be awarding these grants in partnership with the Foodbank of Santa Barbara County in December.

“This grant funding supports either collaborative or individual localized projects that will contribute to long term sustainable food models with a Countywide scope,” said SBCFAN Executive Director Shakira Miracle. “We’re doing our part to support the development and growth of innovative solutions that will localize and improve our food and farming systems.”

The 2020 Food System Resilience Grants are designed to support local nonprofit organizations that provide services that address SBCFAN’s 16 Food Action Plan Goals, which can be viewed in full at www.sbcfoodaction.org/food-action-plan-goals. These goals are categorized under four main investments: investing in our community, the local foodshed, health and wellness, and in our food economy. The maximum award for this year’s grants will be $25,000.

C.A.R.E.4Paws Receives $3,000 Grant from SBPD’s Animal Control

O ENSURE ALL OF SANTA BARBARA’S CATS AND DOGS are able to receive the care they need, the Santa Barbara Police Department has given a $3,000 grant to local nonprofit C.A.R.E.4Paws. This funding will go toward supporting the organization’s mobile veterinary clinic and its spaying and neutering services.

“We are so grateful for the generous spay/neuter grant and our continued partnership with Santa Barbara City Animal Control,” shared C.A.R.E.4Paws Animal Control Supervisor Jeff Deming and C.A.R.E.4Paws Executive Director and cofounder Isabelle Gullo Executive Director and cofounder Isabelle Gullo, C.A.R.E.4Paws’ executive director and cofounder. “The funding will help C.A.R.E.4Paws as we work to reduce pet overpopulation and keep animals in their homes. Each and every spay and neuter surgery performed counts!”

The “care” part of C.A.R.E.4Paws’ title stands for “Community Awareness, Responsibility, Education.” Currently, its mobile clinic helps individuals across Santa Barbara County in caring for their pets, including homeless pet owners and seniors. Beyond the mobile clinic, the nonprofit further supports our community by seeing that financially insecure individuals receive pet food. They also offer help with care matters like grooming, dog walking, and foster care on a temporary basis.

Beyond maintaining the e-bikes, Rosenberg expressed that Santa Barbara BCycle is also looking for ways to engage with the local community. She shared that her favorite aspects of her job are communicating BCycle’s goals to others and working with her fellow teammates and City of Santa Barbara staff. Rosenberg also explained that given the program’s relatively low rental prices, gaining sponsorships from local businesses and organizations will be key for continuation and expansion. To date, Santa Barbara BCycle has one sponsor in Bosch, a global engineering company.

Santa Barbara BCycle is also planning on interacting with the community through education and access programs.

“We are working with organizations including COAST and SB Bike Coalition to come up with educational programs and provide a membership for low-income residents,” said Rosenberg. “We are hoping to work with UCSB and SBCC in implementing stations and bikes on their campuses.”

Currently, Santa Barbara BCycle is in the process of finalizing its plans with City staff. It is also setting up its office at 218 E. Cota Street, which will include a space for technicians to work on bikes that need repair. Santa Barbara BCycle will not offer any retail shopping, but those who are interested in purchasing Trek Bicycle Corporation equipment can do so locally at Bicycle Bob’s and Fast Track Bicycles.

City Council Weighs In...

A

N ELECTRIC BIKE SERVICE will be added to the new State Street mix along with charging docks, following an unanimous vote of the City Council on Tuesday.

BCycle was given the go ahead as operator for up to 250 rental bikes and bike sharing docks, some of which will be attached to the parklets downtown.

The BCycle company signed a three year agreement with the City last year, but, because of the pandemic, the program was delayed. Docking stations will be placed around the city.

Green lines marking a bike path down the center of State Street were approved last week by City Council. The green path will accommodate bike traffic and separate it from pedestrian movement.

Funding for the striping was part of a $250,000 upgrade to the State Street Promenade, which will include lighting and industrial sized pottery.

Virtual Reception Draws Over 300 To AIA Charrette

REATIVE AND COMPREHENSIVE DRAWINGS ILLUSTRATED A REIMAGINED DOWNTOWN SANTA BARBARA during a Zoom reception for the lastest updates on a community design charrette process, where 16 teams prepared new designs ideas for downtown. Hosted by the Santa Barbara Chapter of the American Institute of Architects, and attended by over 300 community members, the Virtual Reception offered teammembers sharing their visons and interpretations for the future of downtown.

“Santa Barbarans are passionate celebrators of life and the protectors of this unique garden city. It is time to remember who we are as environmentalists and artists and be creative, inclusive, and united in our work to meet housing challenges and expand our thinking to restore our magical city, “according to Cassandra Ensberg, AIA Fellow.

A summer long process pulling in architects, landscape professionals, planners, engineers, artists, and other experts who

applied their talent and expertise to envision a future Downtown Santa Barbara, the charrette reception presented some exciting ideas for the downtown resulting from their analysis of the State Street corridor and individual blocks with a mind toward integrating more housing, enhancing open spaces and connectivity, and improving the vitality of downtown.

Rolling On the Waterfront

INCE THINGS HERE IN SANTA BARBARA SEEM TO APPEAR A LITTLE MORE LIKE ‘NORMAL’ (what ever that means in these very strange times!) I can’t help noticing what I’ve always seen most often on weekends around the Cabrillo Boulevard, Stearns Wharf, and State Street intersection: loads of happy people in surreys – loaded with the entire family - and colorful bicycles cruising the waterfront! Did they just appear out of nowhere? Most likely not. Which led me on a quest to discover where the hot spot might be to acquire one of these super fun vehicles.

Lo and behold, just a short distance away, I found Wheel Fun Rentals with doors open ready for business, just one block from the beach and Stearns Wharf, in the heart of the Funk Zone. Actually, they’re at the perfect starting point for rolling expeditions along Santa Barbara’s picturesque coastal bike paths. Ride up State Street, following the boardwalk past our beautiful beaches, roll on to the bird sanctuary and over to Coast Village Road...

Long time employee, Joey Yznaga, was at the desk and confirmed that on weekends business was indeed always brisk. “I’ve been working here for over ten years and we get customers from all over, including the locals,” he shared. A native Santa Barbaran, he discovered the shop thanks to friends and decided to stay. “This place offers Joey Yznaga more than just rentals,” he announced.

“There are self-guided bike tours, summer camp outings, birthday parties, and private events.” No kidding! The variety of vehicles piled into the shop is an Easy Rider’s candy store: Bicycles include Duce Coups (a low riding two seater), a Chopper (one seater as close to Peter Fonda and Dennis Hopper as you could get), and my favorite, an electric bike!

Ever since my son got an electric bike I’ve been yearning for one, most likely why this popular bike shop got my attention. Electric bikes allow for strenuous exercise along with the addition of delightful cruising should the rider’s overtaxed legs give out. Right about now though, I’d go for any bike just to get out of house arrest! Apparently I’m not the only one to have that thought as celebrities, such as local girl Katy Perry, has made her way around her home town on one of Wheel Fun’s rental bikes. So, I guess out-of-towners aren’t the only ones who flock to that location.

Forgot to mention one other vehicle available for rent at Wheel Fun: the Moke. Looking much like an open air jeep, the Moke is an electric vehicle with a top speed of 25 mph and a maximum distance of 40 miles between charges. Mokes are street legal and the perfect way to explore the city’s historic sights in the warmth of the sun… and with no emissions! Needless to say, they are environmentally friendly as well as efficient. Less noise, less pollution, more fun! OK, I guess I could go for that, too, with a bunch of my friends piled in with me.

Santa Barbara’s harbor and waterfront has endless fun things to do and areas to explore.

One of the many advantages of writing this column is that I get to do that and share my adventures with you.

There’s still lots more to do around town, even during this confusing time. So, stay tuned...

NICK KUNSTEK has joined the Montecito Groundwater Basin Groundwater Sustainability Agency as their Groundwater Specialist. Kunstek assumes this position after having worked as a geoscientist for over a decade. SBUSD Approves Solar Microgrids Across District

F THERE’S ONE THING SANTA BARBARA GETS PLENTY OF, it’s sunshine — and going forward, the Santa Barbara Unified School District will be putting that sunshine to work by implementing Solar Microgrid and standalone solar projects. The SBUSD reached this decision after reviewing studies and proposals from the nonprofit Clean Coalition and Sage Energy Consulting.

Construction is hoped to begin next summer.

“This visionary initiative will result in a trifecta of economic, environmental, and resilience benefits to the District,” said SBUSD Board President Laura Capps. “In addition, our schools with Solar Microgrids will have the ability to serve as places of refuge to the broader community, during grid outages of any duration. I am proud of the unanimous support that has been given to this effort across the District’s board, facilities staff, and former and current superintendents, as well as the support we’ve received from the community at large.”

Clean Coalition and Sage Energy conducted feasibility studies across 18 SBUSD locations. The organizations then created a request for proposals, calling for designs for 14 locations to have a 28 year fixed rate power purchase agreement for solar. Out of these 14 locations, six will have full Solar Microgrids. Ultimately, Engie Services U.S. was selected to oversee and construct the projects at each site.

energy for the SBUSD, which is located in the grid-vulnerable Goleta Load Pocket. This pocket extends across 70 miles, and receives most of its power from a single set of transmission lines. These transmission lines are in an area that faces disruption risks from natural events such as earthquakes, fire, or mudslides. By installing Solar Microgrids and standalone solar projects across the SBUSD, the district will be able to generate and store solar energy to use for needs in communications, emergency staging, refrigeration, and more.

Currently, the SBUSD is entering contract discussions with Engie Services U.S. The solar panels are planned to be installed as solar parking canopies in locations’ parking lots. These lots will in turn be ready for implementing electric vehicle charging infrastructure.

In a year of wins, Radio News Director Lance Orozco has been awarded the 2020 National Edward R. Murrow Award for Breaking News Coverage in the small-market radio division. Presented by the Radio Television Digital News Association, Orozco was selected to receive this award based on his on-scene reporting on the Maria Fire in 2019. This marks the second national award Orozco has won for his wildfire news coverage this year. In June, the Society of Professional Journalists gave Orozco the Sigma Delta Chi Award for Best Radio Breaking News Reporting in the smallmarket radio division.

T’S OFTEN HEARD THESE DAYS THAT THE FUTURE IS ELECTRIC. In the spirit of decreasing carbon emissions and promoting electric vehicle use locally, the City of Santa Barbara has installed 30 new electric vehicle charging stalls on the top floor of the Granada parking garage.

“The City is actively looking to encourage electric vehicle adoption through thoughtful and widespread expansion of the City’s electric vehicle charging network and the development of programs that increase access to electric vehicles,” states the city’s official statement about the parking stalls.

Southern California Edison’s Charge Ready Program funded the infrastructural changes needed to install the stations. The charging stations themselves were funded through a grant from the Santa Barbara Air Pollution Control District. On a local level, more than half of Santa Barbara’s greenhouse gas emissions consist of transportation emissions. However, by improving electric vehicle support, combined with Governor Gavin Newsom’s order that all new cars sold in California be zero-emissions by 2035, it is hoped emissions will be reduced significantly on a local and statewide level.

Offering fresh, handmade baked goods and café items, this long-anticipated location will serve a new range of customers the same, beloved menu as their Los Alamos location.

“Bob’s Well Bread Bakery and the Oswaks family are committed to products that are hand-made with only the finest ingredients and natural starters,” reads the company’s store opening announcement. “No added preservatives will be found in any of their baked items, and they strive to source ingredients locally using farmers and growers who practice the purest growing initiatives... Their commitment to being ‘well bread’ means doing good things, supporting the community, and donating what they don’t sell to local food banks.”

Bob’s Well Bread Ballard Store was designed by the company’s owners and proprietors, Bob and Jane Oswaks. Consisting of 1500 square feet, the location currently offers outdoor dining that will seat 40 guests at a time. Once State of California health guidelines permit it, seating will include room for 25 indoor diners. Andrew Scherer will serve as this second location’s General Manager, with Chef Gary Clark overseeing the kitchen.

HERE IS LITTLE DOUBT that this fall and winter will show a surge in pandemic illnesses and deaths. States in the Midwest and South will hurt the most, but also some northern states like Montana and North and South Dakota that don’t have statewide mask-wearing requirements.

At least 793 new coronavirus deaths and 65,327 new cases were reported in the United States on October 15th. Over the past week, there has been an average of 54,399 cases per day, an increase of 25 percent from the average two weeks earlier.

And this is just at the start of the flu season. As of Friday afternoon, more than 8,036,100 people in the United States had been infected with the coronavirus and at least 217,800 have died, according to a New York Times database.

Who is listening as the holidays approach? Dr. Fauci has warned, “This is an outbreak of historic proportions, the likes of which we have not seen in 102 years,” referencing the 1918 flu. Death rates are actually increasing in 23 states at this writing.

Just look at the numbers. There are now 40 states with increasing infection rates, and 22 states with increasing death rates. North and South Dakota, Kansas, Montana, and Alabama are the deadliest states, according to John Hopkins.

There were 913,976 tests administered last Friday, with the positivity rate rising above five percent again; anything above that infection rate is not considered controllable by epidemiologists.

So what does this pandemic surge mean for economic growth?

We will be looking in the rear-view mirror with the upcoming Q3 GDP forecasts that predict on average a 35 percent GDP growth that could fool the U.S. into thinking the pandemic-induced

recession has ended. A 35 percent annualized increase in Q3 GDP is about 7.8 percent QoQ, and would still leave real GDP down about 3.3 percent from last year’s Q4.

The Q3 growth surge is partly due to a huge and probably temporary jump in retail sales, up 1.9 percent from August to September (seasonally adjusted), and were up 5.4 percent from September 2019.

So what should be done? Harvard Professors Larry Summers and David Cutler predict a much worst outcome if more pandemic relief isn’t passed this year.

They have just published a study in The Journal of the American Medical Association that says the total cost of the pandemic is estimated at more than $16 trillion, or approximately 90 percent of the annual gross domestic product of the U.S. by the fall of 2021 when the pandemic is predicted to have subsided. Approximately half of this amount is the lost income from the COVID-19–induced recession; the remainder is the economic effects of a shorter and less healthy life.

“However,” they noted, “increased investment in testing and contact tracing (approx. $100m) could have economic benefits that are at least 30 times greater than the estimated costs of the investment in these approaches.”

Professor Summers said in a recent Sunday Fareed Zakaria CNN interview that the total cost of the pandemic — including more than ten weeks of near total lockdown across most of the country, which caused the GDP in the second quarter to drop by more than a third — will eclipse the money the U.S. has spent on every war since September 11, 2001, including those in Afghanistan, Iraq, and Syria.

Now is the time, they say, to borrow more when the cost of money is so cheap — at almost zero interest — to start the projects that will bring down the pandemic infection rates and bring back longer-term growth and prevent the enormous waste in life and property that present inaction is costing Americans.

There is really no alternative, or we will end up approaching the horrific 1918 Spanish flu death count, when we were much less prepared.

Santa Barbara Waterfront Department Welcomes New Staff

ANTA BARBARA’S HARBOR AND ITS SURROUNDING WATERFRONT is staffed by a crew of friendly professionals who have a reputation of being ready to assist travelers and locals alike. Recently, several new faces have joined their ranks and other staff have moved into new positions and new responsibilities.

Erik Engebretson has moved into the position of Harbor Operations Manager after dedicating many years to the Santa Barbara waterfront. Prior to this promotion, he served as a Harbor Patrol Officer for 27 years and as a Harbor Patrol Supervisor for two years. Engebretson completed Santa Barbara City College’s Marine Diving Technology program, worked as a Wharf Maintenance Worker, and helped Erik Engebretson with the rebuilding of Stearns Wharf after its fire in 1986. He further helped the Wharf by acting as the first responder to its 1998 fire. He brings decades of experience and enthusiasm to serving the community in his new role.

Emma Horanic was recently made a member of the Harbor Patrol Crew. She earned a degree in biology from University of California, Santa Barbara in 2019 and has consistently demonstrated her passion for the ocean.

Her past experiences include working as an aquarist with the Research Experience and Education Facility (REEF) and as an assistant to the Dive Safety Officer while Emma Horanic at UCSB. She also interned with the Miller Laboratory, and upon graduation, decided to further her education by enrolling with Santa Barbara City College’s Marine Diving Technology program.

Chris Shrake joins the Harbor Patrol Crew as a weekend crew member, selling software during the rest of the week. A Santa Barbara local, Shrake has shared that he enjoys working with the Harbor Patrol Crew because he gets to educate the public as well as appreciate a magnificent view. He holds his bachelor’s degree in sociology from California State University Channel Islands. Outside of his jobs, Shrake fishes, surfs, and cycles.

Securing the Internet of Things Researchers at UC Santa Barbara are developing new techniques to address the vulnerabilities of smart devices

N

ATIONAL CYBER SECURITY AWARENESS MONTH provides an opportunity to explore emerging fields in information security. Perhaps none is as overlooked as the rapid emergence of network-enabled smart devices, what researchers call the Internet of Things.

We’re used to thinking about applications on computers, but we are increasingly surrounded by networked devices: voiceactivated assistants, smart appliances, Wi-Fi cameras, video doorbells, and more. These electronics are the new forefront in cyber security.

Giovanni Vigna focuses on this new frontier. “There is concern that there are a lot of hidden vulnerabilities in these devices,” he said. Vigna, a professor of computer science at UC Santa Barbara, serves as director of the campus’s Center for Cybersecurity and co-director of the Security Lab. Giovanni Vigna Manufacturers optimize networked electronics for ease of use, and that sometimes comes at the cost of eliminating security features.

“Convenience versus security: this has been a tradeoff since the beginning of computing,” Vigna said.

What’s more, if you want your phone to communicate with your bathroom scale, your watch and your thermostat, you have to resort to the lowest common denominator between all the devices, he explained.

“A lot of people think that we can take current security analysis and, with little effort, repurpose it for smart devices. After all, it’s still code,” Vigna said. “But the vast majority cannot be simply repurposed.”

For instance, unlike applications such as Microsoft Word, these programs don’t live in a convenient folder on a hard drive that security experts can access. These gadgets use a variety of different architectures and bespoke hardware. Just extracting the source code is a challenge, Vigna said, let alone analyzing it.

“You actually need new approaches to be able to take this wide

variety of targets and execute them and analyze their security,” Vigna explained.

That’s why the Security Lab is developing ways to extract the code from these devices and run them on virtual hardware, a technique called emulation. The researchers can train a machine learning algorithm by setting it to observe how the code interacts with the environment over hundreds of thousands of iterations. The algorithm can then begin to reproduce the functionality of a device’s hardware without the scientists ever having physical access to it.

“It is reverse engineering at its best,” said Vigna. The team can emulate the hardware on their computers and execute the code without the physical device. In fact, virtualization and emulation have become key tools in tackling a variety of different research problems in this emerging field.

Dealing with custom hardware is just one of the challenges of securing smart devices. Computers and phones have fully fledged operating systems, which include all sorts of security features. But the bare-bones operating systems on smart devices aren’t nearly as robust, Vigna explained. Because of the limited capacity of these devices, many resource-intensive security mechanisms can’t be implemented.

In addition, when you purchase a computer or phone, the company behind it will issue updates and patches to address any vulnerabilities that present themselves. But there’s no guarantee the companies making smart devices will do the same, according to Vigna. A company could even go out of business, he said, and suddenly you’ll have, say, a whole system of cameras without any security support.

The global supply chain further complicates this already messy landscape. A device is only as secure as its most vulnerable component. But when a company purchases a part from a supplier, they don’t receive the source code to check for vulnerabilities. This issue is exacerbated by the number of disparate components that go into the final product.

The increasing number of devices with minimal security has created an opportunity for cyber criminals to assemble vast networks of compromised equipment relatively surreptitiously.

“This already has happened,” said Vigna. “Just look at the MIRAI botnet.”

The MIRAI malware is one of many programs that can take advantage of lax security on smart electronics to create a network of compromised devices, or botnet.

“The biggest denial of service attack that ever happened was a bunch of these cameras that were compromised, not even in a sophisticated fashion,” Vigna continued. The cameras all had default accounts and passwords and were exposed to the internet.

A malicious actor logged into them and used them to launch denial of service attacks, in which internet traffic overwhelms a server by sheer volume.

“We use the MIRAI botnet to provide motivation for any of our research projects,” Vigna said. “You remember the MIRAI botnet? Yeah? That could happen again.”

The Security Lab’s ability to reverse engineer and emulate devices is a useful research tool, but only automation will enable it to scale to a practical level. A lot of analysis requires performing actions tens to hundreds of thousands of times. What’s more, this analysis generally occurs in the lowest level of code: binary. “Data structure, functions, types, they are all gone,” Vigna said, “which makes the whole process incredibly hard.” Automating the process is the only way to do this efficiently and economically.

“That’s why it’s a research topic,” he continued. “It’s not something that the industry can do at scale right now.”

A Home-Based Halloween UC Santa Barbara teams with students and community on rules, regulations, safety enhancements and alternative events ALLOWEEN IS EIGHT DAYS AWAY, and UC Santa Barbara already is embarking on plans aimed at ensuring another safe and locals-only celebration.

The California Department of Public Health COVID-19 orders require UC Santa Barbara to restrict access to campus.

Visitors are not permitted on campus outside of designated coastal access areas. Additional measures will be put in place to discourage unauthorized use of campus parking facilities.

Also, as in years past, a number of restrictions will be in place on campus, in Isla Vista, and in the neighboring community. The campus will be closed to overnight visitor parking Friday and Saturday, October 30th and 31st, and only vehicles with valid permits will be allowed to park on campus.

The restrictions will cease between 7:30am and 5pm to allow for normal business operations. Daily permits will expire at midnight Friday and Saturday, October 30th and 31st.

In addition, police roadblocks may be in place at several intersections in Isla Vista Friday and Saturday, October 30th and 31st. As in previous years, some campus parking locations will be subject to closure and limited accessibility to support enhanced safety and security measures. Checkpoints also will be in place on all roads entering campus, and unauthorized

vehicles will be denied access.

More information on parking restrictions and campus checkpoints is available at UCSB Transportation and Parking Services.

Further, the festival ordinance prohibiting amplified music at residences will be in effect from 6pm until 7am Monday, October 26th, through Wednesday, November 4th. As necessary, emergency first aid for the public will be made available in campus Lot 40.

In other restrictions, out-of-town visitors will not be permitted to park in local Goleta neighborhoods or in area public lots, such as those at Camino Real Marketplace, Girsh Park, Target, University Village Plaza, Fairview Center, and Calle Real Center. Cars parked in violation will be towed.

The Associated Students Program Board will be hosting virtual events Friday and Saturday nights, October 30th and 31st, including a comedy show and a concert featuring different musical artists. Attendance is restricted to UC Santa Barbara students.

S Local Artist Fernando Vargas Builds Shrine Celebrating the Ocean

O

UT OF REVERENCE FOR THE OCEAN, local artist Fernando Vargas has created his Shrine celebrating its natural beauty. He embarked on this journey in February, when he started taking walks on the beach following a surgery. As he walked, he gathered shells and items that struck his eye. Moved by respect for the ocean and nature, he began crafting his Shrine out of driftwood, shells, and more to honor the waves he so dearly loves. Currently retired, Vargas has presented his Shrine to Friendship Manor in Goleta, where he has lived for the past four years. He expressed that while viewers of his work can form their own interpretations, the Shrine “[offers] a view into ocean life from its deepest parts where it is still pure, clean, and untouched by humans.” He hopes that his work in turn inspires others to appreciate the pristiness of nature.

California landscapes hanging beside 60s’ abstract works. This fall, visitors of Sullivan Goss – An American Gallery will be greeted with these delightful works and more as they explore The Green House and The San Francisco Fall Show exhibitions.

Centered around local artists Liz Brady, Erika Carter, and Virginia McCracken who made the House their studio, The Green House honors the role Green House Studios plays in the Santa Barbara In Their Room, 2020 by Virginia McCracken | 4.875 x 4.625 x 2.375” | Mixed media community. A consistent assemblage symbol of the Funk Zone, each of these artist’s works are unique in subject matter, but united in mutual feelings of peace and wonder. Brady utilizes her skills as a painter to depict sweeping scenes of birds, ocean, and above all, open skies. Carter’s portraits depict her mother, sisters, and herself in a style that responds to her Mexican heritage and Montecito childhood. McCracken, ever enchanted with the idea of pixies and secret worlds, invites each viewer into a private realm, consisting of small mice figures living within box assemblages.

Gaviota Coast, 2020 by Liz Brady Now, as a proposed redevelopment project threatens to tear down Green 40”x30” | Oil and graphite on panel House Studios’ current location, Sullivan Goss’ exhibition calls attention to these artists’ achievements. The exhibition displays 83 works, and will end on October 26th.

“All three of these women are, I would say, entrepreneurs, and they really have figured out how to make work that people can afford, that people want to buy, and so they’ve kept something going,” offered Jeremy Tessmer, Gallery Director for Sullivan Goss. “It’s not a hobby, it’s a hometown success story.”

Sullivan Goss is also participating in the San Francisco Fall Show of Art, Antiques, and Design. With 30 works ranging from 1879 to the present day, including paintings, sculptures, and prints, this exhibition is a celebration of art itself. Represented styles embrace realism, impressionism, cubism, abstract expressionism, and more.

Rather than having a central theme tying pieces together, each work has been chosen for its stylistic principles, the interests of the San Francisco market, and how it represents the strength of Eloisa De La Loma, Madre, 2020 by Sullivan Goss as a gallery.

As this year’s San Francisco Fall Show is virtual, Sullivan Goss’ participating works will stay in Santa Barbara for local enjoyment. “What’s fun about this is a lot of people here in town don’t really know what Sullivan Goss looks like when we go to other cities and present ourselves ,” Tessmer explained.

“Traditionally, dealers use art fairs to show off their best and most desirable things for that marketplace. And so, in a very real way, this is like seeing our art fair booth without having to leave town.”

NatureTrack Film Festival Announces Winning Films for 2020 Virtual Edition

T

HE THIRD ANNUAL NATURETRACK FILM FESTIVAL was pushed to go viral this year, but this “push” allowed for a broader audience reach. For ten days, audiences from near and far, enjoyed live-action and animated films about water, that included people’s relationship to it, the creatures that call it home, its importance to the health of the planet, and called attention to the sad state that waters are in now.

“We pulled the rabbit out of the hat! While it was challenging to move the festival to the virtual platform, it proved to be the absolute best decision,” shared Sue Eisaguirre, Founder of NTFF. “We are able to celebrate the success of a maiden voyage. We had more than 4,500 total streams, broadened our reach across the country as well as internationally. Because of this forced experiment to go online, we learned there is a larger and broader audience for nature-based films.”

For an hour on Saturday, October 17th, local reporters Josh Molina, Jerry Roberts, and Lisa André posed questions for a debate between the top two contenders for the 24th Congressional District, that spans from San Luis Obispo, to Santa Barbara, and into a portion of Ventura County. The debate was between Representative Salud Carbajal and Republican Andy Caldwell. Carbajal was elected to Congress in 2016 after serving for 12 years on the Santa Barbara County Board of Supervisors. He is running for a third term to represent the 24th District. Caldwell has lived in the area for over 50 years, graduating from Lompoc High School and from UC San Diego, where he earned a bachelor’s degree in 1980. He is the founder of the Coalition of Labor, Agriculture, and Business (COLAB), with 1,000 members in Santa Barbara County and with chapters in other California counties.The debate was moderated by KEYT’s Scott Hennessee.

HE BOTTOM LINE TAKEAWAY ON KEYT’S CONGRESSIONAL DEBATE between Rep. Salud Carbajal and Republican challenger Andy Caldwell on Saturday came in the closing statement of the Democratic incumbent: “You have a clear choice between the two of us,” said Carbajal.

Talk about the understatement of the century.

In a civil but spirited – to the extent such a thing is possible when the principals were 3,000 miles apart and participants scattered from Santa Maria to TV Hill - the candidates in the 24th Congressional District over 60 minutes answered 20 questions – with sharp, ideological differences emerging on virtually every one.

On issue after issue, from Rep. Salud Carbajal Andy Caldwell the Affordable Act, abortion rights, an automatic weapons ban, another federal pandemic bill (Salud’s for, Andy’s against), to expanded offshore oil drilling, nuclear power, Trump’s tax cuts, lifting pandemic business restrictions (Andy’s for, Salud’s against), the rivals offered clear and direct answers that seemed to make impossible the chances that any voter could remain undecided after hearing from the two of them.

Carbajal appeared via the miracle of Zoom from Washington D.C., where he perched himself before a black and white print of the Capitol rotunda hanging on the wall of the hotel suite where he’s been quarantined with COVID - very good optics; Caldwell stood before a black background in what he jokingly described to reporters before the debate as an “undisclosed location,” featuring a friend’s high-end audio equipment, probably in North County.

Caldwell was by far more aggressive throughout, accusing Carbajal of ducking earlier debates (“hiding from the constituency”); attacking him as a profligate liberal (“no solutions except tax and spend and spend and spend”); portraying him as an elitist (“Montecito-backed and UCSBvoted-in”) and positioning him only slightly to the left of Karl Marx (“he’s voted 95 percent of the time with AOC (left-wing Democratic Rep. Alexandria Ocasio-Cortez), a confessed socialist”); Carbajal kept smiling and repeatedly protesting that, “Mr. Caldwell is putting forth a lot of misinformation,” Moderator Scott Hennessee at least until his closing statement, when he landed a couple of hard shots portraying Caldwell as an anti-feminist, anti-health care “lobbyist for the oil industry.”

Under the smooth and skilled orchestration of KEYT moderator Scott Hennessee and the watchful eye of news director Jim Lemon, the event moved swiftly and steadily through inquiries sent in by viewers and posed consecutively by Lisa André of the Santa Ynez Valley News, in Santa Maria; Noozhawk’s man on the scene Josh Molina in Goleta, and the Newsmakers National Desk, somewhere in the Wildland-Urban Interface.

There were no injuries.

A Bishop education forms young men and women not just into excellent students but into people of character, as they are taught to lead lives guided by the Christian principles of Respect, Perseverance, and Compassion. The spiritual and emotional health of our students is our highest priority, and we have continued to find creative ways to reimagine spiritual and extracurricular activities with social distancing measures in place. Despite the challenges presented by the global pandemic, it is still a great day to be a Cardinal!
