Captured by the KGB and imprisoned, Francis Gary Powers Sr. was subjected to a televised show trial. A spy exchange was brokered

by Charles Donovan between KGB spy Rudolph Abel and Powers. On his return to the United States, Powers Sr. was exonerated of any wrongdoing while imprisoned in Russia, yet a cloud of controversy lingered until his untimely death in 1977. The event was one of the most talked-about events in the early 1960s.

His father’s career experiences, government secrecy, and the controversy that surrounded it were instrumental in launching Powers’ career as an author, historian, and lecturer. It was also the impetus for his on-going effort to shine a permanent light on Cold War veterans and their rightful place in U.S. history. In Spy Pilot, Powers sets the record straight by researching old audio tapes, the transcript of his father’s debriefing by the CIA, other recently declassified documents about the U-2 program, and interviews with his military colleagues.

Powers keeps Cold War history alive through his work as the Founder and Chairman Emeritus of The Cold War Museum, a 501(c) (3) charity. He founded the museum in 1996 to honor Cold War veterans, preserve Cold War history, and educate future generations about this time period. As Chairman of the Presidential Advisory Committee for the Cold War Theme Study, he works with the National Park Service and leading Cold War experts to identify historic Cold War sites for commemorating, interpreting, and preservation.

Powers’ work is aligned with the PCVF mission, which is, based

on the words of Pierre Claeyssens: “To be killed in a war is not the worst that can happen. To be lost is not the worst.

To be forgotten is the worst.”

Powers says, “The whole purpose of the Cold War Museum, and what I’ve been doing to honor veterans and preserve history, is that I don’t want the Cold War veteran to be forgotten or overlooked. We must embrace all of our veterans, from the Revolutionary War to the present.

We need to honor them, respect them, and thank them for their service. We must make sure that our children understand the important job that they do so that we’re free at home.”

A Conversation in Spanish Translated to English

EVERAL MONTHS AGO, as we believed COVID was winding down, we held a Community Town Hall event with noted leaders in our community to discuss what we are all experiencing as we transition away from COVID. Since then there has been a major spike in the pandemic followed by this current dip. We thought it would be a good time to have another panel discussion, but this time among our Spanish speaking community.

Hospice of Santa Barbara (HSB) and Mi Vida, Mi Voz (MVMV) will bring together a panel of community leaders for Navigating Our New Reality, A Conversation in Spanish Translated to English Virtual Event on Wednesday, November 10th, 2021 at 6pm. This virtual event will discuss the fears, anxiety, and questions as we contemplate a return to society after the pandemic.

The virtual event will serve as a Spanish community town hall forum David Selberg, where everyone is invited to “attend” (particularly those in SB county).

CEO Hospice of SB A panel of local Latino leaders will discuss the anxiety and uncertainty that we are all feeling, particularly how this manifests within the Latino community, as we “re-enter” society including work, school, travel, social/entertainment events, community gatherings, and all other forms of in-person living.

During this event, local leaders will answer questions from the audience related to this transition. What does our new normal look like? What will be expected of us? What cherished aspects of life over the past year can we bring with us? Many of us are already experiencing significant stress related to these issues. Our panelists, reflecting a variety of backgrounds, will share meaningful perspectives and tips to help us navigate this tricky terrain. Ali Ramirez Cortes, AMFT, founded Bienestar Latinx, a community platform that transforms and dismantles generational trauma in order to heal future generations of Latinx folks through authentic leadership development and cultural healing. It provides case management, crisis interventions, advocacy, trauma-informed curriculum development, program management, coaching, mentorship, mediations, workshops, empowerment groups, and trauma-focused therapy.

Silvia Uribe, Owner of TransilPro was born and raised in Mexico City, where she studied Philosophy and Spanish Literature. Silvia always loved languages and not surprisingly, she became a certified interpreter and translator. In 1995 she opened her translation and interpreting business, TransilPro Linguistic Services. Silvia recently was named a Congressional Woman of the Year 2021.

Young Writers Invited to Join SB County Youth Poet Laureate Program

This month, California Poets in the Schools, Santa Barbara in partnership with the County Office of Arts and Culture and Urban Word NYC has established the Santa Barbara County Youth Poet Laureate program. In doing so, the county hopes to support youth poets in our community and provide them with platforms to share their work with others.

“Students throughout the county will be eligible to apply for this stipended position,” reads the County’s online announcement. “As Laureates, they will have the opportunity to publish both locally and in the national anthology produced

City of SB Releases Initial Mayoral and City Council Election Results

F

OLLOWING A COMPETITIVE CAMPAIGN AND ELECTION SEASON, Santa Barbarans cast their votes for their next Mayor and three City Council positions on Tuesday, November 2nd. Initial results showed a low voter turnout of only 35.4 percent of the City’s 55,308 registered voters submitting ballots. Initial results indicated that Randy Rowse would ultimately serve as the City’s next Mayor, holding 40.4 percent of the votes counted thus far.

The mayoral candidate with the next amount of votes is James Joyce III, receiving 25.96 percent of the vote, closely followed by current Mayor Cathy Murillo with 24.41 percent. Deborah Schwartz, Mark Whitehurst, and Matt Kilrain each received 6.75 percent, 1.59 percent, and 0.67 percent, respectively.

Turning to the City Council elections, incumbent Councilmember Kristen Sneddon led with 60.77 percent of the vote for District Four. Her opponent, Barrett Reed held 38.96 percent.

In District Six, incumbent City Councilmember Meagan Harmon received 52.94 percent of votes. Candidate Nina Johnson held 33.96 percent, while Jason Carlton and Zachary Pike had 9.71 percent and 3 percent, respectively.

Councilmember Eric Friedman ran unopposed in District Five, with 96% of his voters voting for him. The remaining votes consisted of unqualified write-ins.

As of the morning of Wednesday, November 3rd, there were an estimated 4,612 more City ballots to be processed and counted. The next election update was anticipated to be released by 4pm on Thursday, November 4th.

Montecito Bank & Trust Reports 21% Asset Growth and 24% Deposit Growth Year-Over-Year

QUARTERLY FINANCIAL REPORT by Montecito Bank & Trust reported that total assets grew $404.53 million, an increase of 21.45 percent during the 12-month period ending September 31, closing at $2.29 billion, with deposit growth of $407.02 million or 24.41 percent year-over-year, ending the third quarter at $2.07 billion. Loan growth softened due to accelerated PPP forgiveness and a number of additional loan payoffs, declining 4.48 percent year-over-year, with quarter-end loans totaling $1.26 billion. Total net income year-over-year, increased 23.67 percent to $11.85 million. The bank’s total risk-based capital remains very strong at 14.24 percent, exceeding the ten percent regulatory minimum required to be considered well-capitalized.

“The Bank’s continued strong deposit growth reflects the strength and depth of our relationships,” commented Janet Garufis, Chairman and CEO. “This growth enables us to give back and reinvest more in our communities, especially as we eagerly await our annual Community Dividends® event next month. While loan growth was down slightly, our residential lending group funded over $25 million in loans this quarter, setting a department record and affirming why we were recognized as Best Mortgage Lender for the fourth year in a row by readers of the SB Independent. Pixar’s Luca: An Animated Feature Set on Italy’s Coastline

IGHLY COMPLEX ANIMATION SEQUENCES WITH A MAGICAL CHANGEOVER FROM SEACREATURE [really cute monsters], to humans [sometimes underwater along a fantasy coastline or above the waterline] characterize this wild Pixar adventure. The animated technique is complex, and was enhanced by decisions about shape, color, and texture, and are bound to be some of the treasured highlights of Luca. The film uses enriched hues, like a brightly stretched fantasy on a moving canvas, but at other times shows hand-drawn visuals which attempt to balance out the technical wizardry. Most of the backgrounds are appealing, but at times look a little too photo-realistic, revealing the dominance of software working in overdrive at Pixar. The production had an army of a team with computer animators, story editors, and recording artists, working for years on the project, truly a team effort.

The storyline works in compelling ways due to the humanistic themes that emerge in the arc of the story, delivering not so much lessons, but demonstrating that empathy and sympathy go a long way. The twists and turns in the plot weave a spell and underlying themes emerge such as acceptance of “the other” and how people react to appearances. But viewers get a chance to find their own allegories they might be drawn to, as nothing is overtly messaged, and overall Luca offers a grab bag of predicaments that elicit empathetic viewpoints. Allegories are present whether that could be LGBTQ+, or immigrants, or being a foreigner of some kind. There could even be racial allegories present within the interactions. Most of characters feel like they need to hide their true identities to fit in. These character predicaments make the film relatable for all age levels. Also in the background are underlying levels of human problems including family separation by divorce or death, disabilities, and universal challenges to obtaining education.

On a purely technical level, the overtly-rich glowing and saturated colors can be annoying; they’re too pretty in places, especially in the overwhelming artificial backgrounds. Pixar produced, Luca wants to be appealing, which is probably overplayed.

However, the characters are presented simply, and their animated quality makes the main characters look like toy people with facial expressions that often reveal self-doubt or satisfaction. The sea Director Enrico Casarosa monster characters were derived from figures seen in old sea maps of Italy as well as Italian regional folklore. Characters belonged to a darkened sea which visually was contrasted with the brightly skies and terrain of the Italian coastline above.

Featuring the voices of Jacob Tremblay, and comedians Maya Rudolf and Jim Gaffigan, among others, the voices are dominated by the story and the visuals. There is even a guest vocal appearance by the weird Uncle Ugo character performed by Sacha Baron Cohen, injecting some weird fun into the film. The voice actors play a minor role in consideration of the dominating visual style.

The main characters took long months to develop, and are classic protagonists seen or read about in fairy tales and other animated features. Curiosity and exploration of growing up leads them into dangerous circumstances. Luca is elevated by its references to other Italian films and legendary Italian artists and it is probable that the references are so quickly shown, that it might take repeated viewings to grab all the reference nuggets. Some of the most delightful signals originated from Walt Disney’s Pinocchio from 1940 indicated in some sketches and even having similarities in the storyline where the main character wanders into the clutches of those who would do him harm, only to be saved by the kindness of other characters that emerge from the coastal seaside Italian town. No cars were seen, but Vespa-type scooters were in abundance which is a fantasy of sorts considering how steep the backdrops of the Italian coastal seaside setting.

The director and the ringleader of the armada of animators is Enrico Casarosa, whose career started as a storyboard artist at Pixar. The director was also born in Genoa, Italy. Casarosa made a splash by directing an animated short, La Luna, that was nominated for an Oscar in 2012. He knows Italian sensibilities and personalities but he also is aware of contemporary issues that are affecting communities in his homeland. The kernel of the story is also based on his childhood.

This must be a first, an Italian-American helming an enormous Pixar-Disney animated feature and the choice was a solid move and slyly sensitive on the producer’s part. Luca presents special glimpses into what makes Italy unique whether the characters are deranged in some ways, misbehaved in others, and especially kind in moments (which is the enigmatic emotional payoff at the conclusion).

Director Casarosa was using 1950s Italian-set films in developing the visual punch, especially seen in the 1950s era Roman Holiday, and probably finding inspiration in travel posters after

that influential comedy sparked an interest in modern Italian style. The visuals were influenced by Federico Fellini films from the 60s and early 70s as well as Wes Anderson, Japanese animator Hayao Miyazaki, (Spirited Away).

The director was present for an interview with SBIFF Executive Director Roger Durling and stated, “We were using the standard software and computers, but we wanted to reinvent the technique, step back a little, as we tried to bring some warmth and imperfection to the project. The computer naturally kind of wants to be a little bit realistic and perfect. So, for me, it was like, ‘why don’t we bring some hand-drawn quality to Luca?’”

The soundtrack successfully features Italian songs and opera arias including O mio Babino Caro from Puccini, sung by Maria Callas and brief selections from The Barber of Seville by Rossini. The score also includes almost 30 original songs that seem to joyously nestle into the animated action onscreen.

The director also includes small interludes of familiar and oft-used Italian phrases to lend the project Italian authenticity. Released in June of 2021, the film has earned millions worldwide and has been a leading presence on streaming with over one and a half billion minutes of viewing time. It’s a little more difficult to discern the reception of a movie when the showing of the film in theatres concurrent or there is pre-release streaming, but, audiences have responded positively.

Pixar is now considering a sequel of sorts, featuring the previouslymentioned Uncle Ugo character from Sacha Baron Cohen.

Family Matters and Other Musical Crosstalk

MUSIC TO OUR EARS: Returning to and becoming re-acquainted with beloved and longshuttered music venues has been a contact sport of choice for music lovers in Santa Barbara, and that venue list now expands to one underrated room in the area, UCSB’s Lotte Lehmann Concert Hall. Often the site of concerts presented by the University’s Music Department and its various groups and associated performers, LLCH sprang back to life in a grand, yet intimate manner last Friday night, when the eminent pianist Paul Berkowitz re-christened the room with his first recital in two years.

Montreal-born Berkowitz is an internationallyrespected artist, whose resume includes life as a protégé of Rudolph Serkin and a mentor to major British composer Thomas Adès. After a long stint at London’s Guildhall School of Music, he found his academic home on the UCSB faculty in 1993.

Berkowitz has distinguished himself as a sublime interpreter of Schubert, having now recorded a nine-CD series of the composer’s major piano writing. To that end, the LLCH program’s second half was devoted to Schubert’s sprawling Sonata in G, D. 894 (Opus 78), with an encore bonbon of the rippling Schubert Impromptu Opus 90, D. 899 No. 4 to close.

Schubert, it happens, is big in the SB-concert news this fall, after the astonishingly fine Schubertrelated new “Doppelganger” project by the Danish String Quartet, sponsored by UCSB Arts & Lectures at Rockwood last month. That concert was centered Paul Berkowitz around a striking ink-still-wet new piece by Danish composer Bent Sorensen, in strictly Schubertian deconstructionist mode and mood.

As heard last week, Berkowitz boasts a refined, uncommon sensitivity to the delicate art of balancing allegiance to the written note and a personal voice in the equation. But, looming Schubert and the opening Mozart Rondos aside on this program, the true attention-demanding centerpiece here was a delicious, witty rarity, 16 (count ‘em) of Poulenc’s seldom-heard Improvisations for piano, dating between the 1930s through a Edith Piaf-dedicated piece from 1959, a few years before the composer’s 1963 death. (Also included, aptly, was an homage to Schubert, from 1941).

Poulenc’s wry, memorable touch that jumps out in this music, in kaleidoscopic, mercurial form made for a full plate of inspired, sometimes impish, sometimes yearning, morsels. In his notes, Berkowitz commented, “in years to come, when asked what I managed to do over the COVID shutdown, my answer will be ‘I learned the Poulenc improvisations.’” And we heard it here first.

TO-DO AND HEAR: Fittingly, last week’s party-in-a-box wingding in the waning moments of the Santa Barbara Bowl’s shrunken season came courtesy of a packed, two-night stand by England’s Glass Animals, which made its initial Bowl appearance back in 2017 and returned amidst retro computer graphics and cheeky neon signage which seemed to neatly reflect the band’s ironic neoold-school product. The band, built around the kindly/bouncy leader and multi-talented Dave Bayley, rises to the occasion of a trusty old pop music adage and cliché: they’ve got more hooks than a tackle box.

Something other than infectious pop hooks will be on tap as the Bowl officially ends its season on Saturday, with the genre-crossing (Thai meets psychedelia meets surf, etc.) and atmospheric airs of the band known as Khruangbin.

Then Comes Baby Opens New Resource Center for Parents & Professionals ROM PRENATAL CARE TO THE EARLY MONTHS OF LIFE, Then Comes Baby understands the joys, anxieties, and complex needs of new and expecting parents.

For seven years, this multifaceted nonprofit has provided the Oakland area with a range of informative classes and support groups. This fall, the organization will extend these and other services to the Santa Barbara community as it celebrates the opening of the Then Comes Baby New Family Resource Center with an open house from 10:30am to 1:30pm on Saturday, November 6th.

“I hope people will see us as a trusted resource to be honest and real with them, and give them the support that they are needing,” shared Then Comes Baby Executive Director Sabrina Freidenfelds.

“We are deeply committed to helping families as they navigate this major change in life. There is nothing like becoming a parent.”

Freidenfelds has worked with new and expecting parents for Executive Director the past 20 years. An alumna of UC Santa Barbara and the Boston Sabrina Freidenfelds University School of Public Health, her experiences span serving as a lactation consultant, health educator, and support group organizer. Ever passionate about helping families, at the urging of her colleagues she launched Then Comes Baby as a community-based resource center in Oakland in 2014.

Now, after returning to the Santa Barbara area and delays amidst the COVID-19 pandemic, Freidenfelds will oversee a local Then Comes Baby resource center at 200 North La Cumbre Road, Suite H. The center’s services will address parents’ overall physical and emotional wellbeing, working to reduce and prevent perinatal mood and anxiety disorders.

“Prior to the pandemic, one in five birthing people had experienced something that was clinically diagnosable as a mental health concern. Now in this pandemic, it’s one in three people,” explained Freidenfelds. “And so all of our work is in one way or another tied

to how do we lift this burden? How do we support families in a way that is relevant and meets a diverse set of needs?”

The center’s staff of professionals will include nurses, early childhood educators, therapists, and lactation consultants. Individuals searching for guidance on specific issues can sign up for classes on a number of topics including preparing for childbirth. Support groups will also be available to connect parents with people going through similar experiences, as well as yoga and fitness classes. There are also individual appointments for more personal assistance, such as lactation support, as well as breast pump rentals.

To ensure all people who need care receive it, the center maintains an Equity Fund to help mid-income families afford services. Currently, the fund is open to individuals with household income between 80 percent to 120 percent of the county’s adjusted median income range. Subsidized services are also available for families with income below this range, with the center also referring people to other local resources if needed.

The center will also offer resources for perinatal health professionals, including support groups, a speaker series, and networking events. In doing so, the organization recognizes the value of not only supporting parents, but also the people who serve them.

“It is a tremendous honor to be able to support people in this stage, but it also can’t be ignored that there is an attachment to it personally for people who choose this career or this broader field,” said Freidenfelds.

The Santa Barbara Yacht Club, as stewards of the flag project in partnership with the Waterfront Department, has given considerable thought to how best resolve the less than crisp appearance of the flags at year’s end. The idea of having two flags per pole constructed yearly (instead of just one) to facilitate a mid-year change is an idea that has found its time. The Yacht Club’s Breakwater Flag Project chair, Sabrina Papa - and her committee have decided to implement this plan for 2022 due to chaotic uncertainties of our weather patterns.

“It is our hope that the breakwater’s cheerful multi-colored flags, the highlight of the harbor, will appear colorful and in good repair for the entire year with a mid-year change of flags,” stated Papa. “We hope to be prepared for the continuing weather, whatever it may bring to us, and still have the array colorful for the entire twelve months.”

As the world prepares for the “what’s next?” aspects of climate change’s “new normal,” the Yacht Club has made its small contribution. By the time a new array of flags appear representing some of Santa Barbara’s major non-profits, it will be just in time for the 2021 Holiday season. Come on down and check things out!

TIM ARMOUR joins UWSBC after retiring from an extensive marketing career. Altogether, his experiences have spanned working with General Foods in product management and with Citibank in New York City and Chicago. Later, Armour was the President of Stein Roe Mutual Funds in Chicago and President of Morningstar Inc. He also served three years as a supply officer in the U.S. Navy after earning his MBA from Columbia University.

Armour is also a Gettysburg College alumnus, and recently retired as President of Birnam Wood Golf Club.

Together, these awards honor these individuals’ outstanding commitment to PSHH’s mission.

CINDY CALDERON is the Senior Property Manager at Jardin de las Rosas in Santa Barbara, and has worked with PSHH for over seven years. In winning the peer-selected Employee of the Year award, she has been honored for her willingness to help others, positive attitude, patience, and Cindy Calderon hard work.

DALIA FLORES, Project Manager in PSHH’s Multifamily Housing Development team, has received the organization’s President’s Award. This award is determined by the top executive to recognize an employee who is not necessarily very visible, but makes an important impact. Flores diligently works with PSHH each day, and demonstrates extended support of major departmental transitions and companywide equity initiatives.

Safety Improvements Project Begins on West Carrillo Street

T

O IMPROVE VISIBILITY AND INCREASE PEDESTRIAN SAFETY, the City of Santa Barbara has begun road resurfacing work on Carrillo Street to the US 101 freeway. Funded by a federal highway safety grant, the project will work to eliminate the patterns of nighttime collisions along West Carrillo Street as well as broadside collisions at the intersection of Carrillo and San Andreas Streets.

Construction is currently planned to take place over three phases between October 30th-31st, November 6th-7th, and November 13th-14th. Work hours on those days will take place between 7am and 6pm, with temporary road closures in the traffic direction where work is being done. Community members should expect traffic control and temporary delays along this downtown area, including the intersections of Carrillo Street and associated cross-streets.

The 2022 designs will be judged and selected on criteria such as if it is engaging for the whole family, creative use of materials, having a creative, imaginative, and environmentally conscious design, durability, good collaboration between individuals and/or businesses, and its relation to the garden’s mission.

The garden also encourages designs that are built with natural materials and will be appropriate for the program’s target audience of children between five to thirteen yearsold.

SB Maritime Museum Calls for New Docents and Volunteers

Ultimately, they will help explain and maintain the museum’s exhibits, as well as assist with special events such as community festivals, art receptions, and exhibit openings.

American Riviera Bank Reports 20% Core Loan Growth

N A 3RD QUARTER REPORT, American Riviera Bank announced an unaudited net income of $9,082,000 ($1.77 per share), which represents an 82 percent increase in net income from the $5,000,000 ($0.99 per share) earned in the same reporting period in the prior year. In 2021, the Bank achieved an annualized return on average assets of 1.12 percent and return on average equity of 13.64 percent.

“Each day clients throughout the Central Coast entrust us with more of their business. This is reflected in our strong organic loan and deposit growth,” stated Jeff DeVine, President and Chief Executive Officer. “I am proud of our team who have partnered with our communities, supported our clients and made new relationships despite challenges presented by the pandemic.”

Unaudited net income was $2,950,000 ($0.58 per share) for the third quarter ended September 30, 2021, compared to the $2,264,000 ($0.45 per share) earned in the same reporting period in the prior year. Core loans, excluding SBA PPP loans, have grown 20 percent or $124 million over the last year since September 30, 2020.

Year to date, core loans excluding PPP loans have grown 14 percent or $87 million since December 31, 2020.

PPP loans totaled $51 million at September 30, 2021, with $102 million processed by the Bank and approved for forgiveness by the SBA during the nine months ended September 30, 2021. The Bank maintained strong credit quality with no other real estate owned, no loans 90 days or more past due, and only $3.3 million or 0.46 percent of total loans excluding PPP on non-accrual status, which are well supported by collateral.

American Riviera Bank continues to experience exceptional deposit growth with a 35 percent or $287 million increase in total deposits over the last year since September 30, 2020. Non-interest bearing demand deposits increased 32 percent or $104 million since September 30, 2020. Deposit inflows from our clients have been the driving factor in the total assets of the Bank increasing $288 million since September 30, 2020 to a total of $1.2 billion at September 30, 2021.

“With an especially difficult winter and holiday season expected for families and individuals living with food insecurity and low incomes, food assistance is a key element of staying healthy,” said Kelly Johnson, Foodbank community engagement and learning manager. “Dropping off a bag of food is an easy and very useful way to help ward off hunger for our neighbors in need this year.”

The Foodbank’s ultimate goal is to collect 40,000 pounds of healthy groceries, with most needed items including low-sugar nut butters, canned protein such as tuna or chicken, beans, rice, whole grain cereals, pasta, and canned tomatoes or sauce. As this is a drive-through food drive event, Foodbank volunteers will remove donated items from individuals’ cars as they arrive, making it fast and easy to give!

Additionally, the Foodbank’s 2021 Turkey Drive will continue between now and November 24th to collect turkeys and chickens for families’ Thanksgiving meals. Fresh and frozen turkeys and chickens can be donated between 7am and 3pm at the Santa Barbara Foodbank warehouse or the Santa Maria warehouse at 490 West Foster Rd. First 5 SB County Opens Grants to Community-Based Organizations

O BEST SUPPORT LOCAL FAMILIES, CAREGIVERS, AND YOUNG CHILDREN, First 5 Santa Barbara County has opened grant opportunities to community-based organizations across three categories: Innovation, Capacity Building, and Express Grants. To be eligible, an organization must serve children between their early months of life to children five years of age.

“Systems often are the holders of inequities,” said Wendy Sims-Moten, Executive Director of First 5 Santa Barbara County. “We must do more than close gaps and point to disparities. We must look critically at all facets of our organizations as we strive in all of our work to achieve social and race equity, a state in which all children have the same opportunity to reach the potential we know they have.”

Five “Look Back” Innovation Grants amounting $1,500 each are available.

These grants invite organizations to reflect and share the strategies they developed over the course of the pandemic that focused on social and racial equity. Three “Look Ahead” Innovation Grants between $2,500 to $3,750 also provide chances for organizations to investigate social justice and equity issues and create change.

The Capacity Building Grants will amount up to $15,000, and will support short-term organizational-wide change efforts. This will include building an organization’s leadership or staff capacity via professional or leadership development activities in the areas of equity and social justice.

Express Grants will provide funding for short-term, one-time projects that align with First 5 Santa Barbara’s categories of Result Areas, Outcomes, and Indicators as listed in its 2021-2025 Strategic & Fiscal Plan. These grants will not exceed $10,000 each, with a total of $105,000 budgeted for the grants.

EconomicVOICE Home Prices Keep Rising

AST MONTH I SAID THE HOUSING MARKET WAS COOLING WITH THE FALL WEATHER, but maybe not yet – because housing prices are still rising in double digits, although they may be leveling off.

The S&P CoreLogic Case-Shiller U.S. National Home Price NSA Index of singlefamily price changes, covering all nine U.S. census divisions, reported a 19.8 percent annual gain in August, remaining the same as the previous month. It’s a three-month average for 20 metropolitan areas, so in some cities home prices are rising even faster.

Phoenix led the way with a 33.3 percent year-over-year price increase, followed by San Diego with a 26.2 percent increase and Tampa with a 25.9 percent increase. Eight of the 20 cities reported higher price increases in the year ending August 2021 versus the year ending July 2021.

How about that for some irrational exuberance in the housing market? Are we seeing a repeat of the housing bubble, when prices rose double-digits in the early 2000s and again in 2014?

I don’t think so. While Fed Chair Greenspan was pushing interest rates close

to zero then to finance GW’s wars on terror, credit conditions today are much tighter and lenders no longer offer so-called liar loans that hide the real interest rate.

It’s not good news for those having difficulty in finding affordable housing, given the low for-sale inventory. But interest rates still remain at record lows, with 30-year conforming and super-conforming fixed rates around 3.0 percent.

Will housing prices eventually stabilize?

Only when enough residences are built to satisfy the pent-up demand that came from a steep drop in new housing construction since the end of the Great Recession.

The Commerce Department said sales of new single-family homes surged 14.0 percent to a seasonally adjusted annual rate of 800,000 units in September, so there’s some hope for increasing supply. But sales were as high as 1,400,000 per year, seasonally adjusted, during the height of the housing bubble.

Unfortunately, Calculated Risk reports that just 36,000 new homes were available for sale in September, while106,000 new homes have yet to be completed. That leaves a 0.5-month inventory, close to a record low, when three to four months is the norm.

A

LONG WITH SO MANY AREAS OF HUMAN ENDEAVOR AND PERCEPTION, pandemic lockdown had a devastating effect on the arts and its ability to congregate appreciators and audiences. Each art form suffered its own form of altered, diminished state and sensory deprivation, from the loss of real time/theater in traditionally crowd-sourced live music and theater to the loss of dimensionality and real art space in the fine art world.

Subsequently, the still-recent flinging open (with qualifications) of doors and venues has intensified the experience of returning to the scenes of artistic enterprise and experience.

In Santa Barbara, the most dramatic example of a rebirth was the grand re-opening of the Santa Barbara Museum of Art, not only postlockdown but after a years-long reconstruction and rethink.

But in terms of an art space in town in which the hosting space itself has historically played a major role, the Museum of Contemporary Art Santa Barbara (formerly Contemporary Arts Forum) has vacuum in local arts landscape, and its re-opening and visiting rights represent cause for celebration.

A perfect case-in-point is the newlyopened exhibition/installation by Los Angeles artist Rosha Yaghmai, called Drift. Here is a prime example of contemporary art grappling with relationships of physical (and psychic) objects in a given art space, questions about art and perception and other elements

contributing to a state where “being there” is critical, not incidental.

And what, to pose an old, Gertrude Stein-coined but self-reflexive question about L.A. herself, is the there there? On a literal, ingredient list basis, Drift combines six of her distinctive abstract acrylic paintings-strategically-positioned on a gently arcing wall

inside the Museum’s main gallery--with large, sensuous stones dotting the floor, and gangly gruff pipe sculptures lurking behind the wall (in the “backstage” zone) and in the small Norton Gallery.

But, of course, there is more than greets the eye and spatial senses. The Iranian-American artist’s underlying interests work in the margins and contrasting inter-relationships of the physical and the perceptual, and the unique, iridescent—and even, yes, psychedelic--abstractions of her wall pieces.

Transformation is a running theme, including the transformation of our experience in the gallery, even if with unresolved questions intact.

Her six large acrylic paintings touch on various ideas and cultural reference points, from retooled and Persian art and design ideas to the illusive “Light and Space” movement in LA during the ‘60s, suggesting an industrial production process in the conjuring despite their sensuous visual effect. Her dream-like and diaphanous panels blur (key word: “blur”) the line between paintings and sculptural

objects, which can change hue and suggest optical waves and grains as we move around them.

Stones on the gallery floor serve as grounding objects, with links to nature and a spare, Zen-like stone garden countenance, pulling us out of a stricter gallery consciousness. In the margins, rustic twist-up sculptures are mangled into shapes which, despite the “funk art” aspect of their material are carefully enfolded and visually resolved artworks murmuring in the mix of Drifting.

A foursome of these piped sculptures, in her “Optometer” series, are given proper, conventionally gallery-centric staging, one to a wall, in the small Norton gallery.

In a sense, Yaghmai gently pushes at and alters impressions of what art is, how it can operate, and how its cultural baggage toys with our perceptions. But clearly, you have to be there to “get it,” or get at it.

SB Tennis Club Highlights Local Artist Angela Ferraro with Solo Exhibition

ECKONING VIEWERS to appreciate the simple beauty of ballet slippers, intimate portraits, masquerade masks, and more, Angela Ferraro’s works possesses an enchanting quality. This fall, after 40 years of painting, Ferraro is hosting her first solo show at the Santa Barbara Tennis Club as a part of its 2nd Fridays Art program through December 2nd. Titled Avanti, the show highlights Ferraro’s talents both as a painter and mixed media artist.

“I love to look at things that are more contemporary, like the ballet slippers,” explained Ferraro. “But I wanted to paint them where I want people to be able to reach in and pull that slipper right out of the canvas.”

Barbara for the past 30 years. Classically trained in the tenebrismo technique, she has exhibited her work in many juried art shows across Southern California, with a number of her pieces displayed in private collectors’ homes. She is also a Santa Barbara Studio Artists board member, and volunteers with the Lobero Theatre Foundation.

Displayed on the Santa Barbara Tennis Club’s lobby walls, Avanti transports viewers into periods of personal reflection and admiration in presenting a series of highly detailed paintings alongside innovative collages and assemblages. Many of these works depict or actually are made of masquerade masks that represent different creative themes or ideas. Ferraro’s lifelong love of ballet is also clearly celebrated through both paintings and assemblages featuring real ballet slippers.

“I named it Avanti because in Italian, it means to go ahead, let’s go forward, and that’s how I felt after being closed up for two years,” explained Ferraro. “I’m glad I did it. I really am, I’m quite happy with the show.”
