Santa Barbara Neighborhood Clinics
The New Westside Clinic
A
By Maria Long, SBNC
N IDEALISTIC TEAM OF MEDICAL PROFESSIONALS opened exam rooms in a 50-year-old bungalow on Santa Barbara’s West Micheltorena Street in 1973. Their goal: provide quality medical care as a fundamental right to all patients, regardless of their ability to pay. Today, with 21,000 patients, 3,500 of them at the Westside Clinic, Santa Barbara Neighborhood Clinics is on the cusp of completing a $20 million campaign that will fund the building of a new Westside Clinic to expand services across the street from that first bungalow. As of this writing, the campaign is only $475,000 away from meeting its goal.
The New Westside Clinic The new, purpose-built facility will be just across the street from the century-old home housing the current Westside Clinic.
It will: • Expand medical exam rooms by 50% to nine rooms, • Provide new dental services in six operatories, • Include a dispensary, • Provide meeting space for integrative behavioral health specialists and wellness navigators, • Include a first-floor community room and office space. For almost 50 years, our doors have stayed open, even during the pandemic.
Will you help open these new doors to healthcare for the most vulnerable in our community? Santa Barbara Neighborhood Clinics is proud of their staff, who have continued to work, despite personal risk, throughout the pandemic so that clinic patients have had the high quality, comprehensive, compassionate, and affordable care they have come to expect from the organization. SBNC has expanded their telehealth capabilities and instituted all of the safeguards possible to ensure the health of staff and patients during this crisis. With your help, the team kept moving forward on the Healthy People Healthy Communities Campaign to ensure that healthcare remains
a right, not a privilege, in Santa Barbara. Today, uninsured patients account for up to 30 percent of the workload. By supporting this campaign, you will help SBNC continue to provide quality healthcare for these patients, in their own neighborhoods, with physicians they trust, long into the future.

‘A Citizen‘s Guide to Fake News‘ and ‘The American Presidency Project‘ see sharp increases in viewership in run-up to election

LITTLE OVER TWO YEARS AGO, communication professor Joe Walther taught a graduate seminar at UC Santa Barbara that focused on fake news — what it is, where it comes from, how to identify it, and how the public can protect itself from being duped. Out of the course came a website, “A Citizen’s Guide to Fake News,” produced by doctoral students as a resource accessible to the general public, designed to be comprehensive as well as politically neutral. So far, 2020 has been a banner year for the project: The guide has been viewed more than 121,000 times by readers around the world. And in the past month — from September 29th to October 29th — viewership increased 133 percent over the previous month, with more than 22,000 views. “We’re surprised and we’re not surprised,” said Walther, director of the campus’s Center for Information Technology and Society, an interdisciplinary collective of researchers and students who share interests in the design, implementation, and effects of technology on all aspects of our lives. “We aimed to present enduring principles based on sound research that would have some longevity. At the same time, it seemed as though government investigations and promises for accountability from the tech industry might diminish the level of fake news in circulation now. We didn’t foresee that foreign interference would largely be Joe Walther replaced by domestically produced misinformation as much as it has been, keeping our material as relevant as ever.” Peak readership occurred on Oct. 29th, when the site was viewed 1,339 times in one day. On average, readers spend more than five minutes on the site. Among the more popular pages: “A Brief History of Fake News,” accounting for 22 percent of total page views. Next was “How Fake News is Spread — Bots, People Like You, Trolls and Microtargeting,” followed by “The Danger of Fake News to Our Election.” “Although a lot of fake news has been domestic, the mainstream media and national intelligence agencies have kept people aware John Woolley that there’s still a lot of fake news confronting Americans from foreign adversaries, too,” Walther said. And Americans aren’t the only people consulting the guide. According to Walther, 48 percent of readers seem to be in the United States. Others come from the Philippines, Canada, India, the United Kingdom, Germany, and China, among others. “That tells us that fake news is a global problem, and that other countries have their eyes on the American election,” Walther said. Elsewhere on campus, the American Presidency Project (APP), a non-partisan online source for presidential public documents, also has seen a remarkable increase in traffic during this election cycle. The searchable database includes 137,721 presidential and nonpresidential records. According to co-director John Woolley, professor emeritus of political science, viewership in September and October is nearly double that of the two previous months. “There also has been a shift in the composition of visited pages,” Woolley said. “The biggest proportionate increase in page views was for our generic guidebook for APP elections resources, with 14-fold increase in page views.” The greatest numerical increase in page views (from 10,000 to nearly 64,000 views) — and also the second-largest proportionate increase — was for the APP page with data on “Voter Turnout in Presidential Elections.” In addition, in the two months leading up to the election, the Executive Orders page had a total of almost 50,000 views. “Visits to both pages were undoubtedly stimulated by mentions in national media,” Woolley noted. “Over time we’ve broadened our collection in many ways, adding official documents that were not part of the ‘official’ compilations — many executive orders and proclamations — adding new categories of documents such campaign sources and Twitter, and adding a great deal of detail about individual presidents,” said Woolley. “We’re gathering many examples of 19th-century Presidential popular speech that were excluded from the official compilations,” he continued. “We’re in the process of creating ‘timelines’ for each president to highlight some of the most important issues they’ve dealt with, and to assist users in navigating our site.” Woolley added that the timeline project will help create more “modern” and, in many ways, a more “ambivalent” perception of presidents, consistent with the critical tone of much of our current politics. “So, for example, we can include in the timeline important dates and events in movements for women’s rights and racial equality — implicitly pointing to the ways presidents did and did not connect with those movements,” he said. Free, Virtual Youth Mental Health First Aid Training Available
D
O YOU WORK WITH YOUTH, or know young people struggling with their mental health or substance abuse? This fall, Family Service Agency, the Youthwell Coalition, and Mental Wellness Center have teamed together to offer Youth Mental Health First Aid training for Santa Barbara County. These trainings are free, online, and open to any member of our community interested in gaining the necessary tools to address youth mental health. “We know that youth are impacted by school closures and social distancing guidelines, and they may not be forthcoming about any difficulties they are experiencing,” said Lisa Brabo, Executive Director for Family Service Agency. “Through this program, we hope [to] equip adults with the tools to start conversations about any mental health and substance use problems experienced by our local youth.” To date, more than 850 individuals have received certification in Youth Mental Health First Aid. Participants in the online training learn how to identify when a youth may be struggling with substance abuse or a mental health problem. Following identification, participants then learn about a five-step action plan that they can utilize to reach out to the young person in question and offer them appropriate support. Teachers, parents, and anyone who works with young people between 12 to 18 of age are encouraged to partake. November 10th will be the last opportunity to take a Youth Mental Health First Aid class this year. However, 20 classes are due to be scheduled in 2021. In order to register, call 805-884-8440 or visit www.BetheDifferenceSB.org.

SB Sea Glass & Ocean Arts Festival Donates $2,900 to SB Maritime Museum
I
T’S NO SECRET THAT THE PAST EIGHT MONTHS HAVE BEEN DIFFICULT FOR MANY LOCAL ORGANIZATIONS. In the spirit of community support, the Santa Barbara Sea Glass & Ocean Arts Festival (SBSGOAF) has donated $2,900 to the Santa Barbara Maritime Museum. This amount was raised thanks to SBSGOAF’s silent auction, which featured the works of twelve artists. “The Santa Barbara Maritime Museum is deeply grateful to the Santa Barbara Sea Glass & Ocean Arts Festival, its artists, and to the community for their generosity in Artists Karen and Alan Clark presented the donation check to SBMM Executive Director Greg this difficult time,” read a statement from the Maritime Museum. “Thank Gorga (left) you one and all!” SBSGOAF hosted its virtual silent auction in October with the plan to donate all of the proceeds to the Maritime Museum. The participating artists were Tori Antonelis, Christine May Brand, Alan Clark, Pedro DeLaCruz, Brandon Harward, Julie Ippoliti, Rachel Kenney, Syd McCutcheon, Sierra Patti, Janet Reid, Sharon Schock, and Kim Snyder. Each of these individuals transformed a wooden fish cut-out into unique, beautiful works of art to be auctioned off. Ultimately their hard work paid off, and SBSGOAF was able to present the Maritime Museum with a check for $2,900 on October 29th. wwww.santabarbaraseaglassandoceanartsfestival.com | www.sbmm.org

Land Development Team Makes Simplified Online Submittals and On-Demand Reroofing Permits Available

S LOCALS INCREASINGLY TURN TO ONLINE RESOURCES, the City of Santa Barbara’s Land Development Team is taking steps to improve their customers’ online experience. As of November 9th, these efforts will feature a system that will simplify building permit application choices and offer an on-demand permitting process. “The new electronic application submittal and plan review also helps with the current social distancing procedures in place due to COVID-19,” reads the City’s statement. “Applicants may apply for permits from their home or office and eliminate unnecessary inperson contact. The online citizen portal is ‘open’ 24 hours a day, seven days a week to submit plans or pay fees.” The process to improve customers’ online experience began this past spring, when the City launched its Accela Citizen Access Portal (ACA). This portal provided applicants the chance to track their project applications’ progress and the City’s activities. It
allowed the Land Development Team staff to review plans and permits more quickly. On November 9th, the online system will be further improved by presenting simplified building application choices and beginning its on-demand permitting process. This service will allow applicants to pay fees, apply, and instantly get their building permit all online. For now, the on-demand process will be limited to “like-for-like” roofing replacements. However, the service will ultimately cover more simple repair and replacement building permits. There will be a virtual online submittal process and ondemand permitting system training session this fall. Individuals wanting to learn more can visit

CEC Launches Zero Emission Vehicle Equity Grant El Consejo Comunitario del Medio Ambiente lanza HE FUTURE IS GREEN, but that doesn’t mean an electric car should cost all your green. una subvención de equidad para vehículos con cero Electrify America has awarded Ecology Action, along with its partners Community emisiones Environmental Council (CEC), GreenPower, and Regenerción with key funding to promote

electric vehicles. Now, the CEC has launched its Zero Emission Vehicle Equity Grant to promote transportation justice. “Drivers making under $78,600 (family of four) may be able to lease an electric vehicle for free by stacking three rebates toward ultra-low-cost end-of-year leases. Higher income drivers can also get extremely low-cost leases,” said Michael Chiacos, CEC’s Director of Energy and Climate Programs. “Driving a 100 mpge+ electric vehicle is fun and available to all — not just the wealthy. It’s an amazing opportunity to slash gas expenses in half while significantly reducing air pollution.” This initiative will help individuals to get electric vehicle rebates, allowing for an increased number of cleaner vehicles on the roads over the next 16 months. Furthermore, as it is equityfocused. The initiative will focus on the affordable, or free in some cases, leased and used electric vehicle options available. The Central Coast EV Equity team will be helping those who are incomequalified by walking them through rebate processes directly, by offering clear online instructions, as well as providing additional digital support. This initiative will be an essential component for promoting zero emission vehicles in low-income communities. Currently, low-income communities have the lowest percentages of electric vehicle ownership. Between June 2018 and May 2020, the state of California issued 11,863 moderate-to-high income zero emission vehicle rebates in the Central Coast — but only 522 lowto-moderate rebates.

REAL GHOSTBUSTERS? - The story about the former Big Yellow House restaurant in Summerland includes HECTOR THE GHOST, and many unexplainable events. Oddly it was tented for Halloween and one can only wonder about the coincidence as it tries to have a clean start ahead!
It only happens once in a ________. (A BLUE MOON) The second full moon in the month of October) took place on Halloween... a VERY rare event! A Halloween Blue Moon last occurred in 1944.
About 50,000 votes WILL STILL BE COUNTED in Santa Barbara County. We should have an update on the totals Friday afternoon. When it’s over, in excess of 200,000 votes will have been cast in this 2020 election.

Solid turnout in ISLA VISTA for the 2020 vote. Each polling place had sanitation and spacing. In 2016 there were lines up until the end.
After an hours-long STANDOFF at a Santa Barbara hotel, early Sunday morning, Benjamin Pringle of San Clemente has been charged with multiple crimes by the Santa Barbara County District Attorney’s office. It includes criminal threats, corporal injury to a dating partner, and brandishing a weapon.
TRUNK or TREAT Halloween draws over 200 at a Santa Barbara Eastside socially distanced event. Kids in costumes picked up candy, police stickers, and coloring books.

Pianos on State to Return – Virtually
P
IANOS ON STATE HAS BEEN ENLIVENING SANTA BARBARA’S DOWNTOWN for eleven years now, spontaneously reintroducing music and art into people’s everyday lives. While the safety considerations that COVID-19 asks of all of us mean that this year Pianos on State will need to be experienced differently, the need for music, art, and enlivenment are needed now more than ever. And, we need your art! This year, painted pianos will be transported to beloved performing arts venues, including the Lobero, the Santa Barbara Bowl, the Marjorie Luke Theatre, SOhO, and Center Stage Theater to be featured in virtual concerts. As always, pianos will be painted at the Community Arts Workshop by local artists, with thorough COVID safety measures in place. There will also be a livestream from the CAW with local musicians and community members. Throughout November, all community members are invited to create videos of themselves playing piano-based music from their homes, and speaking to what music means to them in these times! You can post your videos to the Pianos on State Facebook page and to your own social media accounts with the hashtags #pianosonstate2020 and #arthelps. While it is necessary to do our part maintaining physical distancing, our need for music, art, and connection is not reduced. The hope is that our community will make and share some beautiful videos.

The Waterfront comes alive... By Sigrid Toye, Special to VOICE
HE 2020 HALLOWEEN FESTIVITIES sort of came and went – not with a bang, but a whimper! Not that costumes were in short supply, as they could be seen everywhere: in restaurants, stores, moms with little Goblins in hand strolling along the waterfront, even beachgoers strutting about looking ever so Halloween-ish. Due to the subdued atmosphere of COVID-19 culture, the usual public celebrations were scrapped. But, let it be said that, when there’s a will there’s Prisoners’ Harbor 1897 a way! The cruising fleet at the Santa Barbara Yacht Club had their own party in mind. A last minute notice arrived announcing a Pop-up Halloween Cruise on October 31st to Santa Cruz Island. Fun was to be had! With calm seas, a spooky full moon, and the yearly time change to Standard time, a dinghy costume parade was planned to top off the festivities. But where did they dock? The eerie haven of Prisoner’s Harbor on the island’s north coast, today’s most popular landing spot. The name and the harbor’s dark past suggest something historically less than pleasant … or inviting. And possibly ghostly! It was the year 1830 when Captain Christian Holmes aboard the U.S. Brig Maria Ester, requested to discharge his cargo of convicted criminals off the South Coast of California. An earlier request had been denied after the local residents of the Presedio loudly protested. Five years later, after another desperate plea, Captain Holmes was accompanied by Romualdo Pacheco, comandante at the Presidio, to examine the ship’s unfortunate ‘cargo.’ Pacheco was shocked by the pitiful state of the prisoners who were living aboard in vermin infested quarters. They appeared half-starved and were

clothed in tattered garments. Still, due to public pressure, Pacheco refused to let the prisoners disembark. Finally, after a few tension filled weeks, José de la Guerra, the pueblo’s most important citizen, took pity on them and allowed a few of the prisoners to come ashore to do odd jobs. De la Guerra saw to it that the men were properly fed, clothed, and well cared for. Finally, with the approval of California Governor José María Echeandía, Captain Holmes was permitted to deliver the remaining convicts to Prisoner’s Harbor with provisions supplied by the padres of the Old Mission. Disturbingly, the fates of the prisoners who had been trapped aboard the ship, the U.S. Maria Ester, remains unclear to this day. So, who knows what happened on a spooky Halloween night under a Blue moon in Prisoner’s Harbor last weekend? I have the feeling that what happens in that harbor, stays in that harbor. We may never know about the fate of the prisoners… or the Yacht Club’s Santa Cruz Halloween festivities! Speaking about fun times on the water, whale watching seems to be the thing to do! Once again, COVID-19 social distancing comes into play, but nonetheless, it’s a happenin’ thing to do despite the limited number of passengers. Hiroko Benko, owner of the Condor Express, tells me that this is definitely the year for whale watching. “The whales are here in numbers,” Benko explained. “The warmer waters here seem to attract them, encouraging them to come closer to the shore.” Every fall and winter, about 20,000 gray whales make the long trip from the Bering Sea and chilly Alaskan waters to Baja California seeking warmth. California’s coastline, especially the Santa Barbara Channel, is the ideal place to observe this massive migration which includes killer whales, blue whales, humpbacks, and lots of dolphins. One enthusiastic whale watcher on the Condor Express snapped this amazing image of a whale’s tail (may she have ever so much good luck!) and just bubbled with excitement about her whale watching experience. So as you can see, there is always something going on, despite the constraints of our current Coronavirus atmosphere. By the time this column goes to print after the national election, we will all definitely need to take advantage of some of the many fun things along Santa Barbara’s ever active waterfront. So… stay tuned. Photo by Mimi Michaelis

Institutional Diversity Training in Santa Barbara
A
By Daisy Scott / VOICE
S CALLS FOR ADDRESSING SYSTEMIC RACISM CONTINUE NATIONWIDE, it is essential to evaluate local efforts to increase awareness of implicit bias and diversity. Here, VOICE Magazine reviews several Santa Barbara institutions – and the training they currently offer.
Santa Barbara City College Consistently top ranked among community colleges nationwide, Santa Barbara City College provides a number of optional training opportunities on the topics of diversity, equity, and inclusion to their staff that includes 262 full-time contract faculty; 290 non-teaching classified employees, and as of fall 2019, 16,120 students. Unlike other local initiatives that are limited to the organization’s employees, several of SBCC’s courses are also open to members of the community. “As an educational institution, we are committed to supporting an equitable teaching and learning environment,” said Luz Reyes-Martín, SBCC’s Executive Director of Public Affairs and Communications. “We have also had strong interest from employees in opportunities for further self-education and professional development opportunities. Drawing from the expertise we have at our college, we have collected various opportunities for staff and faculty to participate in.” Currently, SBCC offers three online, free training courses on the topics of diversity, equity, and inclusion. The first two, “Building an Equity Mindset” and “Applying an Equity Mindset” are part of the same series, with each course lasting 16 hours. These courses are open to any interested SBCC staff or community member, and explore the many facets of inequality and how to promote positive change. SBCC also offers an “Online Teaching with an Equity Mindset” online class, which is offered through SBCC Faculty Professional Development. Other existing SBCC staff training programs include its “Crossroads Antiracism Training” for staff and faculty, and “LGBTQ+ Seminar 101.” This seminar is held through the college’s Title IX department and UC Santa Barbara’s Resource Center for Gender and Sexual Diversity. Due to the ongoing pandemic, these programs’ next sessions are yet to be announced. SBCC staff are not required to partake in these ongoing equity training opportunities. However, both employees and supervisors are highly encouraged to complete at least one of the offered courses in addition to continuing their self-education. To assist with this, SBCC has posted a link to a document with suggested antiracism “As an educational institution, we resources and has also listed educational opportunities on are committed to supporting an their website. UC Santa Barbara With over 25,000 undergraduate and graduate students and more than 10,000 employees, University of California, Santa Barbara can seem like its own miniature city at times. To facilitate communication and promote awareness, UCSB offers staff and students multiple optional opportunities to educate themselves on the topics of diversity and inclusion. Through its Office of Equal Opportunity and Discrimination Prevention (EODP), UCSB offers a series of training workshops that are available to any campus employees or departments that request them. Examples of offered workshops include Equity and Inclusion Training that deals with the topics of microaggressions and implicit bias, and Professional Training on Mutual Respect, which is held in partnership with the university’s Title IX office and Campus Advocacy Resources and Education Center. UCSB will also partake in the UC/CSU Anti-Bias Training Pilot Program, which was made possible through funding allocated by the 2018 California Budget Act. This program will last for two years and present anti-bias training for faculty, staff, student leaders, and administrators across the UC and California State University systems. Staff can also continue their education through UCSB’s online Learning Center. This center offers four online and one instructor-led courses under the heading of Diversity and Inclusion. However, these classes focus on Human Resources Management, with class titles such as “Diversity in the Hiring Process.” There is no UC-requirement for faculty or staff to complete the university’s offered diversity and inclusion training programs. In terms of required training, all supervisory staff and faculty members must complete AB 1825 Supervisory Sexual Harassment Prevention Training every two years. Staff, faculty members, and graduate students must also complete TA and Graduate Student Sexual Violence and Sexual Harrassment Prevention Training on an annual basis. However, UCSB does require incoming students to undergo Incoming UC Santa Barbara diversity education. They do this by including this material within students automatically freshmen and transfer student orientation materials, including their receive an email from GauchoFYI Zoom webinar series. EverFi that includes diversity “Incoming UC Santa Barbara students automatically receive an education. Also, GauchoFYI email from EverFi that includes diversity education,” said Andrea now includes diversity Estrada, UCSB’s Director of News and Media Relations. “Also, education. GauchoFYI now includes diversity education.” – Andrea Estrada, UCSB Additional optional diversity, equity, and inclusion training are
provided through UCSB’s various resource centers. For example, the Resource Center for Sexual and Gender Diversity offers seminars sharing how to be actively welcoming to members of the LGBTQ+ community. Counseling and Psychological Services also offers a series of programs that are geared toward supporting specific communities on campus, including but not limited to Dream Scholars, Asian/Asian American and Pacific Islanders, Latino students, and graduate students of African heritage. The Center for Innovative Teaching, Research, and Learning offers faculty seminars on mentoring students in an inclusive manner.

Due to the 2019 passing of California Senate Bill 464, employees working in the Birth Center must fulfill evidencebased implicit bias training every two years. This training lasts four hours and focuses on topics such as the long-term effects of exclusion and oppression, reproductive justice and health inequalities within perinatal care, and unconscious bias. Beyond requirements, Cottage Health employees have the option to partake in continuing education opportunities. Staff have the option to complete supplemental diversity and cultural awareness courses that are part of offered employee training. Cottage Health also has access to an online library of materials that address racism and how it impacts healthcare. “Additional training is provided for department leaders, to help engage in conversations about race,” added Zate. “This year Cottage offered employees a virtual series of confidential discussions to help staff create space to talk about current events and personal impacts.” Cottage Health is currently examining expanding programs offering employees more opportunities to receive training in matters of diversity. Going forward, Cottage Health is also looking beyond training and working toward addressing inequality with other local organizations. “We are working with Santa Barbara County Public Health and with other hospitals on disparity of care outcomes by race, ethnicity, gender, and age,” said Zate. “Cottage Center for Population Health creates culturally sensitive initiatives to improve health and wellbeing and promote health equity across the communities it serves. The City of Santa Barbara The City of Santa Barbara is responsible for a thousand full-time employees and hundreds of parttime workers. Each of these individuals is required to complete at least one hour of interactive training in discrimination and harassment prevention every two years. Supervisors and managers must undergo a minimum of two hours every two years. According to Wendy Levy, the City’s Human Resource Manager, these trainings focus on topics such as workplace conduct, treatment of coworkers, identifying and addressing harassment, and understanding differences. She also confirmed that Santa Barbara Police Department officers must meet the City’s requirements in addition to SBPD’s own requirements. “This is city-wide, so all of our employees need to have this training done,” said Levy.

Santa Barbara County Santa Barbara County employs more than 4,500 individuals across its 23 departments. To date, these employees are required to go through two required trainings geared toward promoting inclusivity. The County is also working toward crafting a program that will offer a series of optional diversity and equity classes. “I call it ‘DIBE,’ so it’s diversity, inclusion, belonging, and equity,” said Henry Ventura, Santa Barbara County’s Diversity, Inclusion, and Equal Opportunity Manager. Currently, County employees are required to complete Harassment Prevention training once every two years. Employees must also complete Civil and Respectful Workplace training as part of orientation. As of later this month, County leadership will be required to go through additional, “Race, Equity, and Inclusion Framework” training. Beyond this, County departments can assign employees additional training on the topics of inclusion and equity. The county also has an online portal where employees can access optional online classes to further their self-education. Ventura also shared that since last October, he has hosted “DIBE Round Table” monthly sessions. During these sessions, representatives from local employers, nonprofits, and the County’s HR department meet to discuss their practices and matters of diversity and inclusion. Going forward, the County is working toward building and implementing its tentatively-named “DIBE Program” to offer employees a series of optional classes. This project has been in the works since last July, and while elements of the program have been implemented for supervisors, it is awaiting its full launch in early 2021. Classes will cover topics such as emotional intelligence, unconscious bias, and an introduction to the principles of DIBE. These classes will be optional, but it is hoped that eventually employees who complete enough classes will www.countyofsb.org be eligible to receive special certification.

EconomicVOICE Q3 Real GDP Jumps +33.1 Percent By Harlan Green / Special to VOICE
W
E ARE NOT REALLY OUT OF THE COVID RECESSION, per Calculated Risk’s graph, even though the U.S. Bureau of Economic Analysis (BEA) “advance” estimate of third quarter GDP growth increased +33.1 percent. Even with the increase, it’s still 3.5 percent below last year’s fourth quarter growth rate. Its vertical bars portray past recessions, so the graph also tells us how severely this pandemic has affected economic growth. Real GDP had declined -31.4 percent in Q2. The main driver of the rebound was consumption spending, which rose at a 40.7 percent growth rate. Consumers bought new cars and trucks in September, purchased new clothes for the start of the school year and cooler fall weather, and spent more on recreation such as gym memberships and park fees. They also visited their doctors and dentists more often. The biggest surprises were weakness in government spending and a very large rebound in inventories, as businesses stocked up for the holidays. “We had thought federal spending would
grow enough to keep overall public spending positive,” said Reuters, “but reported spending was down at both the federal and state levels, subtracting 0.7 percentage points from growth.” This is precisely why congress’s inaction on passing another pandemic relief package is so maddening. It’s now declining state and local spending that is suppressing growth and additional job creation. Positive economic growth for the rest of this year is also in doubt, as initial unemployment claims haven’t fallen fast enough to stay ahead of COVID-19, since more consumers are staying home because COVID-19 infection rates are already rising with the fall season and we haven’t even reached the holidays, when families and friends tend to gather. Altogether, the number of people receiving benefits from eight separate state and federal programs fell by 415,727 to an unadjusted 22.7 million as of October 10th, the latest data available, which means 22 million of the formerly employed haven’t yet found another job. Economists are concerned that rising coronavirus cases will lead people to stay home, and cause service industries to begin another round of layoffs. Adding to the sense of unease,

Congress went home for the presidential election without passing additional coronavirus financial relief. There are now more than 70,000 positive tests per day, surpassing the former 68,000 peak in August, not a good sign. Infection rates have risen above seven percent, also a sign of faster community spreading of the virus in the long expected third surge in virus infections. So consumers are in a quandary. Will the pandemic surge continue, and so require consumers to stay at home, as is already happening in France and Germany with their new lockdowns from rising infection rates? The Conference Board’s latest consumer confidence report was a mixed bag. “Consumer confidence declined slightly in October, following a sharp improvement in September,” said Lynn Franco, Senior Director of Economic Indicators at The Conference Board. “Consumers’ assessment of current

conditions improved while expectations declined, driven primarily by a softening in the short-term outlook for jobs. There is little to suggest that consumers foresee the economy gaining momentum in the final months of 2020, especially with COVID-19 cases on the rise and unemployment still high.” Senior Director Franco has sumed up consumers’ current forebodings, what might happen for the rest of this year, and maybe into much of next year, until we have some confidence in an effective COVID-19 vaccine. HILE THE ONGOING PANDEMIC may have prevented the annual in-person Empty Bowls fundraisers in Santa Barbara, Santa Maria, and Lompoc, the Foodbank of Santa Barbara County remains determined to keep the spirit alive. This year, Empty Bowls 2020 will be hosted as a virtual celebration from November 14th to 23rd, and will feature opportunities for donations, sharing, and community support. “Thousands of us across Santa Barbara County look forward to and enjoy the unique spirit of Empty Bowls in Santa Barbara, Santa Maria, and Lompoc each year,” said Foodbank CEO Erik Talkin. “It’s sad that we can’t be together to savor the undeniable love that permeates the in-person events... But we are happy to offer opportunities for everyone to participate in keeping the spirit strong under this year’s unusual circumstances, to support local people who are facing hunger and the restaurants that usually donate soup.” The Empty Bowls 2020 celebration will begin with a chance for community members to donate food items to the Foodbank. The “Fill the Foodbank! Drive-thru Food Drive” will take place on November 14th from 10am to 2pm at two locations: the Santa Barbara Foodbank warehouse at 4554 Hollister Ave. (adjacent to the Ben Page Youth Center) and in Santa Maria at 1303 S. Bradley Ave. (in the Trader Joe’s parking lot). Most needed items include nut butters, canned pasta sauce, pasta, rice, beans, whole grain and low sugar cereals, and canned protein. Fresh or frozen chickens and turkeys can also be dropped off toward the Foodbank’s 2020 Turkey Drive. Individuals will also have the chance to make online donations to support the Foodbank, which will be doubled by corporate, individual, and philanthropic sponsors. Participants will also have the chance to purchase from fifty handcrafted, artist bowls as a donation. The Foodbank also encourages participants to support local restaurants that have donated soup to past Empty Bowls events. Due to the COVID-19 pandemic, many of these small businesses have suffered and continue to face great economic hardship. Accordingly, the Foodbank encourages patrons to safely offer their support through actions like ordering takeout and purchasing gift cards. The Foodbank further asks those posting their Empty Bowls 2020 memories on social media to use the hashtag #EmptyBowls2020. This way, the virtual online celebration can be viewed and shared with all participants. For more information on Empty Bowls 2020, or to learn more about the Foodbank of Santa Barbara County, visit https://foodbanksbc.org.

developed the forms and and how the forms work together... They have a dynamic visual path... Then, I start thinking about the ROWING UP IN FLINT, MICHIGAN (HOME people who designed it, how it worked, and some of OF GENERAL MOTORS), Patrick the decisions they had to make. It gives me a lot of McGinnis’s relationship with pleasure to look at them. Even though they are old manufacturing and big industry and rusty, they have a patina.” Then McGinnis moves began early. Over the intervening decades, that one level deeper... “I think about what they have relationship has taken on aspects of respect and done and how they have contributed to our life and even awe as he stepped out of his role of student, society.” engineer, and product designer, to now, emerging This passion for capturing industrial sites was photographer and documenter of vanishing sparked on a family trip. Always a curious sort, American industries. A selection of the images he McGinnis recalled, “I was visiting my nephew in has captured will open in Historic Preservation Sites Birmingham, Alabama. My brother and nephew said at the Architectural Foundation of Santa Barbara visit this place... the ironworks. ‘It’s cool,’” his brother Gallery on November 7th through December 19th, Patrick McGinnis recommended. “So on the way out of town, I stopped with a socially distanced opening on Saturday, by. I was gobsmacked with the colors, textures, forms. November 7th from 1 to 4pm. It’s basically a monument to this iron making facility in the These industrial sites are “awe-inspiring to me,” he reflected 1900s. At least 100 years old. They preserved it as a monument.” in a conversation about his work. “Somebody designed and McGinnis spent a couple of hours photographing it, the Sloss built these things...50 or 100 years ago. I think about how they Iron Works, and has planned to go back ever since. “The color is a brilliant rust orange with reds, purples...” he added. “On the way back, I started seeing other interesting structures... It started me looking at their forms.” From then on, he has been hooked. His engineer mind and his aesthetic mind both fully engaged. He believes his transition into making art is a continuation of being a design engineer in the nuclear, aerospace and semiconductor industries and his own business, Prime Technology. Aesthetics played a vital role throughout that work, whether creating an aerospace component or an analytical instrument. “I capture things that are historical... Images that can reference the past and what made this country the way it is... Iron and steel... These places went through two world wars. Now there are no more steel facilities West of the Mississippi that make steel from scratch. We do have scrap iron furnaces, but new steel is being made in China.” Most blast furnaces built in the United States are now dormant or on their way to demolition and becoming scrap metal—only a few, like the Sloss Iron Works, survive as historical landmarks. Soon McGinnis discovered new subjects closer at hand, notably the large Vulcan plant at Ellwood Station in Goleta, which he was able to photograph just before it was torn down. He has also made photographs of an obsolete, wood-waste burning electric power plant, Soledad Renewable Energy, whose future is uncertain. These photographs were not McGinnis’ first excursion into fine art. Following his career in engineering, he turned to creating Sloss Iron Works #647 by Patrick McGinnis

Special Olympics During the Time of COVID-19
T
Meet Jessica Simon!
A
N ATHLETE AND GLOBAL MESSENGER FOR SPECIAL OLYMPICS, Jessica Simon has been involved with Special Olympics for 35 years. She first started participating with Special Olympics through our school programs at the age of five and transitioned into the traditional sports programs. Jessica has participated in ten of the twelve sports that are offered by Special Olympics. Jessica shared her favorite sport, if she had to pick one, is swimming. When asked how the current COVID-19 pandemic has impacted her life, Jessica related, “I have been staying with my family a few days out of the week and a few days in my apartment, it has impacted my being independent.” She added, “I really miss not being able to get together with my friends at Special Olympics and not being able to interact in competitions.” In September, Jessica got engaged to her fiancé David Samson, who is also a Special Olympics athlete. They are planning on getting married in 2024. Both Jessica and David also participate in Alpha Resource Center programs. What she misses most, is not being able to see David on a regular basis due to COVID-19. Jessica is keeping herself active by swimming at the Santa Barbara Tennis Club on a weekly basis. Her goal is to be picked for Special Olympics World Games in swimming. Besides swimming, she is keeping connected with her fellow athletes through weekly Zoom meetings and Zoom fun activities with her fellow Special Olympic Athletes and staff. Some of the activities that they are participating in include trivia nights, bingo, scavenger hunts, baking activities, and more! Jessica has been a really outgoing Special Olympic Athlete; she has been a Global Messenger for Special Olympics for the past five years, in which she has participated in various speaking engagements for Special Olympics and has done a fantastic job in opening many competitions by singing the National Anthem. In 2016, Jessica was selected to be one of the representatives for Special Olympics Southern California to participate in a Special Olympics Play Unified sports events in Shanghai, China. When asked what she plans on doing when we can come back together, she stated, “I am working on improving my swimming skills, so that I can be ready for World Games. My goal is to be selected for Special Olympics World Games in 2022.”
Giving Opportunities Become a Supporter: Special Olympics provides year-round programs at no cost to the athletes and their families, thanks to the support of individuals, foundations, corporations, and community groups. For every dollar raised, 86¢ goes directly to our programs. Supporters can cheer on our athletes at local competitions and watch their contribution make an immediate impact.
HE JOY, FRIENDSHIP, AND TRIUMPH of Special Olympics athletes has been part of culture on the central coast for decades now. A dedicated team of staff and volunteers administer a program providing year-round sports training and athletic competition in a variety of Olympictype sports for children and adults with intellectual disabilities, giving them continuing opportunities to develop physical fitness, demonstrate courage, experience joy, and participate in a sharing of gifts, skills, and friendship with their families, other Special Olympics athletes, and the community. With the advent of the COVID-19 pandemic impacting everyday life, the Special Olympics team faced a variety of new challenges. But, with a passion for serving their athletes, the entire program pivoted and adapted to the new and unprecedented circumstances, making modifications in order to ensure the safety of athletes, staff, and community...while looking forward to the time they can come together again for in person sports training and competitions. “Special Olympics Santa Barbara staff along with dedicated coaches and volunteers have set-up a continual and ongoing system for keeping athletes engaged,” explained Gina Carbajal, SOSC SB Region Development Director. “They provide weekly email communications with updates, regular check-ins through phone calls, hand-written cards and notes, Zoom meetings every other week with Sports Managers and Coaches, and Zoom meetings every other week with their Development Manager and interns to participate in cooking activities, games, and other social activities.” A key goal of the newly adapted programming has been to keep athletes engaged in physical activity. The Healthy Lifestyle Challenge – a platform where SOSC athletes work on their fitness, nutrition, and hydration was drawn up for the interim, while practices and events are canceled. The goal of the Challenge is to encourage athletes to continue with their health journey. Challenges are facilitated through recorded videos that are posted to YouTube & the HLC page at www.sosc.org/hlc.
The Challenge! • Fitness: Fitness challenges consist of workouts of all levels and styles. Fitness challenges range from 20 to 30 minutes. • Hydration & nutrition: Hydration & Nutrition challenges provide information to complete the goal. These goals are designed to help set healthy patterns in everyday life. • Mindfulness: Mindfulness challenges focus on self-awareness and self-help. Mindfulness challenges provide information on how to practice these skills on your own every day. • Sport Specific: Sport Specific challenges consist of sport specific drills, exercises, and tips for every sport. These videos are specifically created by SOSC coaches. • Create your own: Create your own is a way to earn points by

logging your own daily movements. Examples of create your own are attending an online yoga class, going for a walk, doing your own workout. Anything that gets you up and moving can earn you points in this category! • Zoom Workouts: Zoom workouts are live fitness challenges facilitated by SOSC staff. These workouts are two days per week and are open to anyone who wants to attend. Links to the workouts can be found at www.sosc.org/hlc and take place Tuesdays at 4pm & Thursdays at 11am. Research on past pandemics provides data that individuals with intellectual disabilities experience intensified feelings of loneliness in response to physical distancing measures. Social isolation and loneliness have been associated with increases in heart disease, dementia, and other health problems according to the National Academics of Science, Engineering and Medicine. All of the above programming works to address this dynamic while also addressing physical well-being. A variety of programs continue work for this vision to be actualized. “Through the power of sports, athletes become more independent, build self-esteem, and live healthier lives,” Carbajal added. “They inspire people to open their hearts and create more accepting and inclusive communities.” • The Community Program: year-round training and competitions in 13 sports for athletes ages eight and up. • Schools Programs: Encourages inclusion, participation, and leadership in students through training and competitions through local community schools. • Healthy Athletes: Provides free health screenings in a fun, welcoming environment. • Unified Sports: Promotes inclusion between individuals with & without intellectual disabilities.
Jessica Simon and Gina Carbajal
• Healthy Lifestyle Challenge: is a platform where SOSC athletes work on their fitness, nutrition, and hydration while practices and events are canceled.
The vision of all the programs, while implementation modifications have been necessary, remains the same – to promote acceptance, inclusion, and well-being for people with intellectual disabilities through sports.
Become a Volunteer... Special Olympics would not exist without the energy, enthusiasm and generosity of its volunteers. The time commitment varies from a few hours per year at specific events to working several hours a week year-round. Our volunteers support every facet of our mission, ranging from, but not limited to hands on sports training as coaches, organization wide day to day operations, day of competitions, and fundraising events. • Sponsor: Become a sponsor of an athletic competition or a fundraising event. There are various levels of sponsorship and opportunities throughout the year. • In-Kind Sponsor: Donate much needed sports equipment, bottled water, and event supplies. • AmazonSmile: Choose Special Olympics Southern California as your charity when you shop on Amazon, and Amazon will donate a percentage of your overall purchases to Special Olympics.
