HEELS DOWN IN SANTA BARBARA, Southwest Airlines’ announcement of its intent to provide services here will be a significant expansion of business at the airport and for the city. A recent forecast by UCSB estimated new service by Southwest may generate as many as 1,200 new jobs and more than $300 million in annual economic benefit. The news was labeled a “game changer for our entire region,” by Cathy Murillo, Mayor of Santa Barbara. Southwest Airlines, one of the nations largest airlines, connects with 101 destinations in the continental U.S., Hawaii, Mexico, and beyond. They will begin service at SBA in the 2nd quarter of 2021. The announcement is the result of many years of efforts by members of the community, the City, the hospitality industry, local business, and the education sector to bring Southwest’s unique no-fuss, low fare service to the region. Visit Santa Barbara’s CEO Kathy JanegaDykes predicted, “the arrival of Southwest Airlines will bring new customers for Santa Barbara’s hotels, restaurants, wineries, and attractions. Their famously low fares and expansive network will make us an even stronger competitor for leisure travelers,
meetings, and destination weddings.” Southwest’s announcement precedes more news to come in the next few weeks about the number of daily flights and the destinations that will be served. “This news couldn’t come at a better time,” said Murillo. “We see the light at the end of the tunnel with the pandemic, and Southwest will come to Santa Barbara just as we all are eager to travel again.” The entrance of Southwest Airlines to new markets is known for creating a “Southwest effect” by increasing both competition and demand for air service.

Widzer brought the rather simple staging device of a radio show setting somehow vibrantly to life, presenting each of Bizet’s principal characters in distinct profile, visual and psychological - no easy feat of palpable emotional communication, when an audience is sprawled across the equivalent of a football field. Mezzo-soprano Audrey Babcock is not unknown to OSB audiences and turned in a mesmerizing performance as the title character, Carmen. Cassandra Ensberg Wins Lutah Maria Riggs 2020 Presidents Award CASSANDRA ENSBERG has been awarded the Lutah Maria Riggs 2020 Presidents Award by the American Institute of Architects Santa Barbara. A Santa Barbara architect and AIA fellow, Ensberg has been a member of our community for more than 30 years. She works with her husband, Tom Jacobs, AIA, at their firm Ensberg Jacobs Design Inc. Ensberg is also responsible for the founding of the Kids Draw Architecture Program to support the Architectural Cassandra Ensberg Foundation of Santa Barbara’s mission to increase awareness of the importance of architecture. She serves as a board member for both AFSB and AIASB, and works as AIASB advocacy co-chair. Gustavo Dascanio Joins Santa Ynez Valley Cottage Hospital Foundation Board GUSTAVO DASCANIO, MD, has joined the Santa Ynez Valley Cottage Hospital Foundation Board as a Director. An internal medicine specialist in Solvang, Dascanio has been a member of the medical staff at Santa Ynez Valley Cottage Hospital since 1987. He holds his degree from the University of California School of Medicine, San Francisco, and trained at Santa Barbara Cottage Hospital from 1984 to 1987. Dascanio has acted as Director of Cardiopulmonary Gustavo Dascanio, MD Rehabilitation, a medically supervised outpatient program for individuals recovering from heart or pulmonary conditions, since 1988. In his new position on the board, Dascanio will continue to support the organization’s efforts to raise and channel financial support for the hospital’s benefit.

Cottage Health Board of Directors Welcomes Yulun Wang YULUN WANG became the latest volunteer on the Cottage Health Board of Directors last week. An expert in telehealth and surgical robotics, Wang is the founder of the telehealth company InTouch Health, which was acquired by Teladoc Health this past summer. He currently serves as the Head of Research and Development at Teladoc Health, and is also a fellow and executive sponsor for the company’s artificial intelligence initiatives. Wang’s past experiences Yulun Wang include founding the surgical robotics company Computer Motion, and acting as the principal architect and inventor of the AESOP voice-controlled robotic arm and the ZEUS robotic surgical system. SB CEO Barbara Ben-Horin Announces Her Departure BARBARA BEN-HORIN has announced that she will be departing from the position of CEO for Girls Inc. of Greater Santa Barbara at the end of this year. Having joined GIGSB in 2016, BenHorin’s leadership has led to the nonprofit’s expansion of its Teen Center programming, furthering its advocacy efforts for girls’ rights and opportunities, and rebuilding its emergency planning. Her guidance has also proved valuable amidst the pandemic, as Girls Inc. has navigated unprecedented challenges. Ever involved with our community, Ben-Horin’s past experiences include working as the Director of Development at the Santa Barbara Museum of Art, as well as the CEO of the Santa Barbara City College Foundation. “I believe deeply in Girls Inc.’s vision of empowered girls in an equitable society and have been energized by the ‘why’ of our work,” Ben-Horin commented. “I am impressed every day by the girls and teens we serve and am grateful to the deeply dedicated Girls Inc. staff. I believe my efforts have moved Girls Inc. forward, and that it is the right time to turn the reins over to new leadership.” The GIGSB Board of Directors will begin searching for new leadership in early 2021.

SB International Film Festival Launches Stories Matter Program
D
O YOU HAVE A STORY YOU FEEL MUST BE SHARED? The Santa Barbara International Film Festival is proud to announce that this January, they will be launching a new program called “Stories Matter” to help underserved women tell their stories. This program will be held in partnership with and led by best-selling author and actress Leslie Zemeckis. “Everyone needs the chance to tell their story,” said Zemeckis, who is also an award-winning documentarian. “I started this program to help empower girls, young women who are so rarely asked what they have to say to find and share their stories, or the stories of their community or ancestors through the written word. It’s a program more about finding your voice than utilizing perfect grammar.” This program will focus on the genres of biography and memoir, and last for eight weeks. Participants will receive individual mentoring with a best-selling author and group support. Due to the ongoing pandemic, all program events will take place on a virtual platform. Following the conclusion of the program, works will be published in Entity Magazine online. Select stories will also be shared on Entity
Magazine’s Facebook page. Applications are due on or before January 3rd, 2021. Selected participants will be notified by January 9th, and the program will begin on the 19th. Indio Muerto Street Officially Renamed Hutash Street
O
N DECEMBER 14TH, the City of Santa Barbara officially renamed Indio Muerto Street to Hutash Street. This action was prompted by the Barbareño Chumash Tribal Council, who this past spring asked the city to change the street’s name — which is Spanish for “Dead Indian” — as it was offensive and inappropriate. The City Council agreed, and voted on September 29th to permanently rename the street to Hutash Street, which is a Chumash term for “Earth Mother.” The renaming was celebrated in a public virtual ribbon cutting ceremony on December 14th. Going forward, the United States Postal Service will continue to deliver mail addressed to both Hutash Street and Indio Muerto Street for one year. Street numbers will not change as a result of this renaming. However, individuals who live or operate a business on the street will have

Tides and Planets Rising on the Eve of Winter Solstice Celestial Alignment of Jupiter and Saturn on Dec. 21st

ING TIDES, bringing exceptionally high waves, were experienced this week in several Santa Barbara County locations, between December 13th and 15th. The high waves surprised residents and delighted surfers. King Tides, which sometimes can cause flooding, normally happen during a new moon or a full moon. The next King Tides, which are expected to be larger than normal due to a combination of astronomical influences, will be January 11th and 12th, north of Point Conception. King Tides also bring extra low tides within a 24 hour period, which gives beach goers a special opportunity to visit tide pools and the coastline. The larger than normal tides are not a part of Sea Level Rise, but are reflections of what it may be like. The special tides are annually predicted by the National Oceanic and Atmospheric Administration. There are 15 tide stations in the Santa Barbara area that measure tide size.

BRILLIANT ILLUMINATION WILL BE ETCHED INTO THE SKY when Jupiter and Saturn cross orbits December 21st during the Winter Solstice, an event unequaled in over 400 years and at night time it has been over 800 years. The event will be visible with the naked eye from anywhere on earth and will be seen in the western sky for about an hour, following sunset. Astronomers call it a conjunction and stargazers a variety of star names. The two largest planets in our solar system will be visible Voyager 1 color-enhanced image of Saturn taken on October 18, 1980, 25 days before closest approach. from earth when they appear to cross paths. In reality they will be hundreds of millions of miles apart in outer space. The best conditions for viewing the planet crossing will be at or near the equator. The largest of the two planets is Jupiter and with binoculars it can be distinguished from Saturn. Astrologers, not to be confused with the scientists called Astronomers, are declaring the planet crossing will usher in changes to nearly everything over the next 20 years. According to The Guardian, “The last great conjunction was in May 2000, but its position in the sky meant it was difficult to see. The great conjunction of 1623 (when Galileo Galilei An image of Jupiter taken by NASA’s Hubble Space Telescope was still alive) was also hard to spot because, as the Perth Observatory explains, it appeared close enough to the sun that it would have been “lost in the sun’s glare.” A note of interest: Google has had over 3.4 billion hits on the upcoming conjunction of the two planets.

OMEHOW SUDDEN WEATHER CHANGES are yet another example of the ‘new normal’ as a leisurely drive on a cloudy/sunny/chilly/windy Sunday proved to be. The morning’s sunshine gave way to a strange pattern of clouds in advance of a storm system holding just short of bringing much needed rain as far south as Santa Barbara. The dry hot desert like air at the beginning of last week was nowhere to be seen. I’m confused as to which of my jail fatigues to don (sometimes in the course of one day’s time) even as my holiday party threads hang dormant in the closet! Hanukkah has ended and with Christmas just around the corner, I’m discovering that Amazon is my new best friend, along with the friendly supermarket gift card rack, while being sequestered at home. With no holiday parades and the cancelation of the annual Parade of Lights at the harbor, let it not be said that the holiday spirit has also been canceled – it has definitely not! A Sunday drive along the bumpy boards of Stearns Wharf was proof positive. The wharf’s huge tree stands proudly near the shuttered Sea Center, and Moby Dick’s restaurant, although dark, has

its tree outside the door. Masked customers wait in line for seafood delights at the end of the pier, and the Candy Store and other open shops also join in the Christmas spirit with trees all around. Adding to the Christmas spirit last Sunday, local paddlers joined forces to spread some cheer and raise a few dollars for charity with a holiday paddle. Paddlers dressed as elves, reindeer, and even a Saint Nick made their way on boards, kayaks, and a row boat through the harbor and along West Beach. The inaugural Santa Barbara Holiday Paddle, was a fundraiser for CALM (Child Abuse Listening Mediation), one of the larger charities in Santa Barbara. Not to be daunted by the cancelation of the Parade of Lights, the Santa Barbara Waterfront Department is sponsoring a ‘Paradeless’ harbor light show; the Virtual Vessel Holiday Lights Contest open to all harbor boats… and no one needs to even leave their slip! Department staff will visit each participating boat with a camera and post the photos along with a judging poll on social media. The winners will be announced on December 21st and a variety of prizes stand at the ready. Yacht Club Commodore Garry Pawlitski and his wife Suesan are prepared to participate in the big event, and have encouraged club members and others to join them. Sounds like a good time to me! Finally, on December 21st, on the winter solstice and the shortest day of the year, Mother Nature will gift us with a once in a lifetime sight – the Christmas Star! The two largest planets in our solar system, Jupiter and Saturn, will appear as one huge orb just after sunset near the horizon to the south-west. With a good eye or a telescope they can be seen right now (weather permitting) as they join forces to come closer to one another. A sight not to be missed. Although the year 2020 has brought us strange weather patterns along with the coronavirus, a grand celestial conjunction, not seen since the year 1226, will appear before our eyes! Let’s all look to the horizon and enjoy Mother Nature’s gift as a sign that the best is yet to come. Stay tuned...

The Path to Economic Recovery –Part II By Harlan Green / Special to VOICE
A
S I SAID IN PART I OF THIS SERIES, there is a path to economic recovery from the worst recession since the Great Recession. Firstly, it means studying what economic policies have worked in past recoveries. If you use job formation as the most important criteria for success, then the Clinton administration wins with its mix of government and private sector programs that cut military spending with the end of the cold war and increase in public spending at no more than two percent per year. The policies resulted in four years of budget surpluses from 1996 to 2000. The cold war dividend also resulted in the second longest economic recovery on record—1991 to 2001—only topped by the Obama-Trump era recoveries cut short in February by the pandemic. Private sector employment increased by 20,970,000 under President Clinton (light blue) in the Calculated Risk graph, by 14,714,000 under President Reagan (dark red), 11,849,000 under President Obama (dark blue). 9,039,000 under President Carter (dashed green), and 1,511,000 under President G.H.W. Bush (light purple). But because of COVID-19 during the 46 months of Mr. Trump’s term, the economy has lost 2,128,000 private sector jobs (yellow line) to date. What happened? Most jobs were created, when government spending kicked in to supplement
consumer and business activities. Coincidence doesn’t spell facts, as I’ve said, but we can see what worked to create jobs. Public payrolls also grew most during Democratic administrations with the exception of the Reagan administration that wanted to outspend Russia in their arms race. Payrolls grew during Mr. Carter’s term (up 1,304,000), then Mr. Reagan’s terms (up 1,414,000), H.G.W. Bush’s term (up 1,127,000), during Mr. Clinton’s terms (up 1,934,000), and during Mr. G.W. Bush’s terms (up 1,744,000 jobs). However, the public sector declined significantly while Mr. Obama was in office (down 277,000 jobs), and during the 46 months of Mr. Trump’s term, the economy has lost 870,000 public sector jobs. What exactly did Clinton do to create ten years of prosperity with budget surpluses to boot? He was not afraid to raise taxes where it was needed to pay for programs that created more jobs, rather than raise the public debt. He increased taxes with the Omnibus Budget Reconciliation Act of 1993, his first budget. The Deficit Reduction Act raised the top income tax rate from 28 percent to 36 percent for those earning more than $115,000, and 39.6 percent for income above $250,000. It increased the corporate income tax from 34 percent to 36 percent for corporations with incomes over $10 million. It also ended some corporate subsidies, taxed Social Security benefits for high-income earners, and created the earned income tax credit for incomes under $30,000. It raised the gas tax by 4.3 cents per gallon. It also limited the ability of corporations to claim entertainment tax deductions. The +ten years of tepid economic growth since

2010 were caused in part by limiting government programs (e.g., in infrastructure, scientific research) that would have boosted growth, and because President Obama chose to focus on bringing down national debt after the initial $800B American Recovery And Reinvestment Act aid package assisting recovery from the Great Recession. Republicans may have been influenced by the Republican’s anti-tax activist Grover Norquist’s famous quote: “I’m not in favor of abolishing the government. I just want to shrink it down to the size where we can drown it in the bathtub,” which seriously damaged economic growth during that time. NEW ERA IN CITY PLANNING BEGAN ON DECEMBER 10TH, when the Planning Division launched new application procedures, including updates to their forms and handouts, according to the Land Development Team Bulletin. Changes to application procedures are to be a key component in the City’s strategy to streamline project review. Now, submittal of a single, consolidated Planning Application is required for all projects requiring discretionary review (projects heard by one of the City’s design review bodies, Planning Commission, or Staff Hearing Officer). Switching to the one, new application simplifies the submittal process for customers by replacing multiple existing forms, and it aligns with the transition to online permit applications. In tandem with the new application procedures, new informational guides and resources containing helpful application instructions, process overviews, and estimated review timelines have been posted. Highlights of some of the new informational guides and applications include: Guide to the City of Santa Barbara Land Use & Planning – a bird’s eye view of land use planning in Santa Barbara and the guiding documents, processes, and people that shape the work and support the community’s vision. Planning (PLN) Application Guide – an informational guide to help applicants prior to application submittal. Supplemental Applications – forms submitted along with a Planning Application that provide additional information specific to certain projects. Administrative Design Review Supplemental Application – an informational application making it easier for you to understand when a minor project may be approved by staff without a public hearing. This document helps illuminate how a minor project’s design might be adjusted to move faster through the approval process. Other updated forms: check out other new forms including, but not limited to: a new Sign Application Guide and Sign Application, Pre-Application Review Informational Packet and Application, and the Accessory Dwelling Unit Guide and Accessory Dwelling Unit Supplemental Application. Cottage Health Welcomes Steve Ortiz to Board of Directors STEVE ORTIZ has joined the Cottage Health Board of Directors as of this month. A well known figure in local public service, Ortiz has served as the President and CEO of United Way of Santa Barbara County since 2017. He also worked as a UWSBC team member before assuming this position, making his tenure with Steve Ortiz the organization number almost 16 years. Recently, Ortiz was presented the Hero of Hospice Philanthropy Award 2020 for his leadership amidst the ongoing pandemic. Cottage Health Urgent Care Opens in Buellton

S THE NEED FOR RELIABLE, local healthcare increases, Cottage Health has opened its latest Cottage Urgent Care Center in Buellton. Located at 328 McMurray Road in the Crossroads at Buellton Village, the center will be open each day from 8am to 8pm. It aims to provide each patient with complete care within 45 minutes. “Cottage providers staffing the Urgent Care Center include a licensed nurse practitioner, a radiology technician, and clinical concierges who are dedicated to providing the highest quality care that distinguishes Cottage Health,” reads Cottage Health’s announcement. “Patients arriving at the Buellton Cottage Urgent Care will be welcomed with modern and comfortable amenities.” The Urgent Care provides onsite X-rays and lab services, as well as physical exams for student sports participation. Examples of the conditions it will treat include cold and flu symptoms, minor burns, sprains, allergies, skin conditions, scrapes and minor cuts, and other minor injuries and ailments. If a patient requires attention for more serious medical conditions,
Grant Applications Open for Small Businesses in Unincorporated Areas of SB County

HE PAST TEN MONTHS have taken a toll on businesses nationwide and here in Santa Barbara County. In an effort to support our local businesses, the Santa Barbara Foundation and the County of Santa Barbara have announced that the Santa Barbara Better Together Fund Small Business Grant Program has reopened. Applications are now open to small businesses located in the unincorporated areas of the county, and are due by December 31st. “As local businesses are again forced to adapt to the changing landscape of the COVID-19 crisis, we feel fortunate to be working with our amazing community partners to provide some muchneeded support,” said Jessica Sanchez, Director of Donor Relations at the Santa Barbara Foundation. Started in March of this year, the Santa Barbara Better Together Fund (SBBT) was founded with a starting donation of $500,000 from Deckers Brands. The SBBT Fund consists of representatives from the Santa Barbara Foundation, Deckers, and other local experts. These committee members determine how funds are allocated to local applicants. The current partnership between the county and the Santa Barbara Foundation will support SBBT Fund grants up to $7,500. Eryn Shugart Joins SB Education Foundation as Major Gifts Officer ERYN SHUGART, PH.D. has joined the Santa Barbara Education Foundation team as its Major Gifts Officer. A Santa Barbara local, Shugart has dedicated her career to public service efforts for the past 25 years. Her past experiences include working as executive director at Jodi House Brain Injury Support Center, as well as Eryn Shugart, Ph.D. senior development director and interim executive director at Teddy Bear Cancer Foundation. Shugart has also worked as an adjunct faculty in psychology and nursing at Santa Barbara City College. She holds her doctoral degree in psychology from Claremont Graduate School. SB Education Foundation Awards Over $109,000 to SB Unified Teachers

S DISTANCE LEARNING FINISHES ITS TENTH MONTH, now more than ever is the time to recognize and support the needs of our local teachers. With this spirit in mind, the Santa Barbara Education Foundation has awarded 55 grants to Santa Barbara Unified School District teachers — distributing more than $109,000 across their classrooms and students. SBEF has presented SBUSD teachers with grants ranging from $250 to $5,000 since 2018. Each grant is intended to encourage innovative teaching methods and purchase classroom supplies. Due to the COVID-19 pandemic, SBEF expanded its fundraising efforts this past summer so that it could meet teachers’ increased needs by an extra $50,000. “We were overjoyed by the way that our community has stepped up to offer additional support for our teachers during this difficult time,” said SBEF Executive Director Margie Yahyavi. These grants will go toward meeting teachers’ needs across SBUSD’s campuses, including buying laser cutters for STEAM labs, compost bins for gardening efforts, digital cameras, and outdoor seating and shade structures to use amidst on-campus hybrid learning. Funds have also gone toward purchasing books about current politics and social justice for students. SBEF will host a virtual reception to honor 2020-2021 Teacher Grant Awardees on January 7th.

Westmont College Reports 92 Percent of 2020 Graduates are Employed or in Graduate Programs

N A DISPLAY OF ALUMNI PREPAREDNESS AND SUCCESS, Westmont College has reported that 92 percent of their class of 2020 graduates are employed, currently attending graduate school, or are planning to attend a graduate school. The college largely attributes this achievement to their Career Opportunities and Vocational Exploration (COVE) Center, which prepares students for life post-graduation. “What an encouraging achievement for recent graduates in the midst of a pandemic,” says Paul Bradford, who is COVE’s director and an adjunct professor of economics and business. “2020 has been uncharted waters for everyone, especially students graduating into an ailing economy. This class has demonstrated their resilience and tenacity. Given the exponential level of uncertainty back in March, I expected to see employment rates 20 to 25 percent below average.” Due to the COVID-19 pandemic, COVE was forced to adapt the way it connected with students this past academic year. They continued to host virtual career events and individual meetings with students via Zoom. Additionally, the center expanded its Know Before You Go campaign in March, which provided students with a guidebook of ideas, resources, and mindsets to prepare seniors for the challenges facing them as they entered the job market. The center continues to help students navigate their career
options, apply to internships, explore graduate schools, and rework their online profiles and resumes. “Our students rallied, responded, and took action,” added Bradford. “Also, the team at the COVE Career Center did everything from coordinating employment on campus to managing student career ambassadors, to creating podcasts, and new partnerships with alumni and faculty. Artists offer Art On Loan ~ A Try Before You Buy Program

ITH THE HOLIDAYS UPON US AND PLENTY OF TIME ON OUR HANDS as outside activities are curtailed due to stay-at-home orders, plenty of homes have undergone or are undergoing major cleaning and re-organizing, some even remodeling. At the least, many are eying the walls and shelves that hold the bits of life and mementos we’ve collected, and many are asking, ‘do I need a piece of art there?’ In a parallel stream, artists have been thrown back to the solitude of their studios, many producing more work than they’ve created in years - but with fewer places to exhibit. This unique confluence of creation and need came together in the mind of artist Brian Woolford and he and several artists at the La Cumbre Center for Creative Arts (LCCCA) Galleries, at La Cumbre Plaza, decided to take action by creating an Art on Loan program. “The Galleries are filling up with artists’ work that we are all producing in this ‘Stay at Home and Create’ order. DISTINCTLY CALIFORNIA HOLIDAY SEASON is being celebrated in the annual Holiday Exhibition at Marcia Burtt Gallery, on view through January 31st. “For this holiday season, gallery artists’ paintings, drawings, and photographs fill our walls with beauty and hope for the new year,” wrote Gallery Director Cynthia Stahl. “This exhibition reflects this desire for beauty and creativity. These artists challenge our perception of the natural world through color and texture, line, and shape. Their choices of substrate and medium don’t bring nature indoors, rather they create new
worlds to explore.” 2020 has offered a challenge to all sectors of our community and a connection with nature and a steady diet of art are two wonderful ways that this exhibition offers a balance.

COVID-19 Update from Cottage Health Status update as of December 16, 2020 • Cottage Health is caring for a total of 279 patients across all campuses. • 245 are acute care patients; 143 acute care beds remain available. • Of the 245 acute care patients, 14 patients are on ventilators. • 97 ventilators remain available (adult, pediatric and neonatal ventilators). • Of the 245 acute care patients, 47 are in isolation with COVID-19 symptoms; • 42 are confirmed COVID-19 positive. • Of the 47 patients in isolation, 14 are in critical care. Santa Barbara Cottage Hospital adult critical care available capacity: 29.8% From Nov 30-Dec 6: • 4,301 COVID-19 laboratory tests were collected by Cottage Health. • Results: 265 positive, 4,036 negative From Dec 7-13: • 4,038 COVID-19 laboratory tests were collected by Cottage Health. • Results: 349 positive, 3,438 negative, 251 pending
