Community News State Targets SBC to provide 24,856 New Homes; Regional Allocation Begins RHNA IS THE STATE’S FAIR SHARE HOUSING LAW. It requires local governments to plan for a minimum number of new housing units across four income groups.

The State’s Housing and Community Development department is responsible for determining each region’s need. Regional agencies, such as SBCAG, are responsible for developing a methodology to allocate the housing units to local governments. Finally, each local government, by updating its Housing Element, accommodates its share of housing need. This is the sixth cycle which covers the 20232031 period.

In response to the State’s fair share housing law, Santa Barbara County Association of Governments has begun planning for the allocation of its assigned 24,856 housing units, with each local government updating its housing element to accommodate its share of housing need.

The board of SBCAG voted twelve to one to distribute 24,856 housing units to the region’s eight cities and unincorporated areas to adequately plan to meet future housing needs.

“While the Regional Housing Needs Allocation process is technical, it can also be acrimonious and misunderstood. At the end of the day, our responsibility as cities and counties is to do everything we can to help housing production for people who live and work in our communities,” said SBCAG Vice-Chair Das Williams, Supervisor First District. “This is vital for our region’s prosperity, to meet climate change goals, and reduce impacts of traffic congestion resulting from the imbalance between affordable housing opportunities and where jobs exist.”

The board’s action allocates 60 percent of the final

countywide number to the South Coast where 60 percent of the region’s jobs exist. Local jurisdictions have a 45-day appeal period to appeal their own allocation, or another jurisdiction’s allocation.

The adopted allocation methodology distributes housing units through a two-step process that is representative of Santa Barbara County’s distinct subregions – North County and South Coast to allow for an intentional focus on the county’s respective, subregional jobs-housing imbalance.

The first step factors existing and forecasted jobs to address the current jobs-housing imbalance while also acknowledging future conditions will change over time.

The second step allocates housing units to each respective local jurisdiction giving equal weight to social equity considerations of communities experiencing overcrowding and cost burden. Cost burden is defined by households expending more than 30 percent of income on housing and overcrowding is defined by households with more than one person per room, including a living room. The housing unit number assigned to each jurisdiction is then respectively balanced per income level type i.e., very low to above moderate in comparison to the region to ensure there is an equity of income levels represented among all the local jurisdictions in Santa Barbara County.

Moore is familiar with the local area and Cottage Health, having served as the Vice President for Clinical Services since 2000. She has been recognized for her work multiple times, having been selected as a Fellow for the American Hospital Association Next Generation Leadership Innovation Program last year, and being a Fellow of the California Lisa Moore Healthcare Leadership College in 2005. The table above provides allocations shared with cities and the county following the SBCAG Board action based on the final housing need determination and methodology.

The distribution methodology prioritizes reducing countywide jobs-housing imbalance and advances five statewide objectives, such as promoting infill development, affirmatively furthering fair housing, and seeking parity across the region as it relates to housing offered to various income-level housing needs.

The close of the appeals period is expected to be May 3rd, 2021. At the close of the appeals period, SBCAG will notify all local agencies of any appeals received. If no appeals are received, SBCAG will issue final RHNA allocations. The final plan will be considered by the SBCAG Board during the August 2021 meeting.

Zaninovich named Board Chair of Alzheimer’s Association California Central Coast Chapter KATINA ZANINOVICH has been elected the Board Chair of the California Central Coast Chapter of the Alzheimer’s Association. Over the course of her career, Zaninovich worked largely at VNA Health in Santa Barbara, where she held the positions of hospital liaison, director of clinical services, and executive director. Community News To Transform Systemic White Supremacy: Dismantle the Heroic Model of Leadership

EV. CHRIS BROWN, speaker at Word & Life’s Confronting Racism series and pastor at Bethania Lutheran Church in Solvang, grew up in the racially mixed suburbs of L.A, listening to tales of his heroic male lineage. His great grandfather, a Quaker elder, marched with Martin Luther King, Jr. in Selma. A grandfather helped break ground for the first interracial housing at UCLA, then served as a state congressman for 35 years, advocating for farm worker rights alongside Caesar Chavez, and voting against funding for the Vietnam War. “Born and raised a liberal,” Brown said that he—living with the family boon of service and white privilege—began to feel the discomfort of doing “very little” in terms of his own involvement with the people his forebears aimed to serve.

Called to the ministry, Brown studied for his Master of Divinity at the Lutheran School of Theology in Chicago, where he encountered “a whole new world of racism.” The Hyde Park area reflected effects of 1940s/1950s gentrification, “white flight, redlining, food deserts, gun violence,” he described. It is the “third most patrolled [locale] by police in the country.”

Rev. Chris Brown Brown enrolled in a class taught by guest professor and civil rights activist, Rev. Dr. Yvonne Delk, who arranged for students to meet with grassroots organizations and local leaders addressing social and economic issues impacting Black and Latinx communities. When the course ended, Delk queried her students about their commitment to fight social injustice. Brown proclaimed he felt called “to save the world,” which, he said, incited among his peers “silence and dumbfounded looks, almost pity.”

“I was raised to believe this about myself—to be the hero,” he said, describing the norm “within white privilege” of “chasing the acknowledgement…the nodding approval.” Brown noted how the hero narrative gets reinforced in our culture, evidenced in films such as The Green Book and The Help to name a few. He also cited The Power of One, the 1992 drama set in South Africa, where a white boy raised under Apartheid is called a “rainmaker,” told he is part of a great prophecy of redemption. “This is wrong…that a white person has to come… to save everybody,” he said, recalling his own earlier “conflated image.” Brown added, “White people love to chase power. We love authority, we love the good feelings that come with the work of antiracism…to create brands for ourselves.”

Even though the killing of George Floyd sparked multiracial outrage and protests around the country, Brown asserted that “the solidarity is gone now…the topic of fighting antiracism is no longer trending” in the media. Brown cited a recent Institute of Shareholder Services report indicating that, in the near year since Floyd’s death, no substantive movement had been made in increasing diversity on national corporate boards of directors. He included his own affiliate, the Evangelic Lutheran Church of America— noted for its “progressive theology”—as currently constituting “the second whitest church in the country.”

Serving as pastor of Bethania Lutheran Church, where Danish remained the congregation’s official language until the 1940s, Brown encountered the book, Dear Church: A Love Letter from a Black Preacher to the Whitest Denomination in the US, authored

by Lenny Duncan, a queer, Black man rising within church leadership who challenged endemic racism and queer phobia. Brown met with a group within his synod—white people and those of color—to discuss how the book’s message impacted them and what constructive action might ensue.

At first “Four to five white people spoke up, expressing their passion to do the work…to get involved,” he said. Then one Latinx woman raised her voice, saying that she felt “scared to trust all of you…because I’ve been hurt so badly in the past by white people saying they are going to do something and failing in that promise.” A Black woman followed, stating she was “tired of having to fight for my survival.”

Brown acknowledged the road ahead demands getting beyond old comfort levels. “We are going to drift back into racism…none of us has to be engaged in this work—we can duck out anytime we want—we can go back to posting hash tags on social media, do the next thing that’s trending,” he said, “but our siblings of color are fighting for survival. We need to be there with them.”

Brown has reached out to school boards, city council, other organizations in Solvang and the Santa Ynez Valley, and worked within his congregation to call out racist procedures and support diversity in leadership positions, both appointed and elected. He cites as one example of this collaboration the local high school and elementary schools establishing themselves as sanctuary sites for undocumented kids while noting progress with local elections of mayoral and other political positions representing communities of color.

“As a white person, I am still learning and I am still growing,” he said. “Once we truly begin to awaken to our white privilege, to see systemic racism and its impact on our brothers and sisters, there is no turning back.”

SBCC Continues Student Support Efforts Amidst Decreased Student Enrollment

HILE COMMUNITY COLLEGE ENROLLMENT HAS TAKEN A HIT on both a national and local scale, Santa Barbara City College continues to expand and refine its efforts to support students in the face of remote learning. Last week, campus leaders updated the community on these ongoing efforts and current data during their March 17th panel “SBCC at a Crossroads: Enrollment Trends and Student Futures.”

“The students who are impacted the most by the pandemic have been some of our most marginalized students,” said Paloma Arnold, Dean of Student Affairs. “Those are the students that are frontline workers, those are the students who have multi-generational families and have elders in their homes that they’re trying to take care of, but are also the ones that are working in restaurants, are working in our grocery stores...

They’re really making the choice of whether to provide food for their families and for themselves or to come to school.”

Nationally, community college enrollment is down by an average of about 25 percent. Fortunately, SBCC’s enrollment has not dropped as much, with Spring 2021 enrollment down by 17.7 percent compared to Spring 2019. In Spring 2020, enrollment was Paloma Arnold down 7.1 percent.

Dean, Student Affairs According to Dr. Pamela Ralston, Executive Vice President of Educational Programs, the most vulnerable SBCC student population are male, part-time students of color from lower income backgrounds. Male student enrollment is down by 25.7 percent, while female student enrollment has taken a 11.1 percent hit.

Meanwhile, there are 24.5 percent fewer part-time students enrolled, compared to 4.3 percent fewer full-time students. From a financial standpoint, SBCC has experienced a 30 percent decrease in students who are eligible for federal aid through Pell Grant funding.

That rate is halved for ineligible students, with only a 15.1 percent decrease.

Moreover, students of color have been disproportionately impacted during the pandemic. Black and African American student enrollment is down by 17.2 percent, Hispanic enrollment has dropped 15.7 percent, American Indian and Alaskan Native enrollment lowered 26.6 percent, and Asian enrollment has decreased by 25.3 percent.

However, white student enrollment is down by only 8.1 percent.

In response, SBCC is actively supporting student retention with these populations in mind, while holding the goal of expanding outreach and support services in the future.

“I like the sports analogy that a good offense sometimes is a good defense,” explained Michael Medel, Director of Admissions & Records. “And so I think that the Dr. Pamela Ralston Exec. Vice President, approach that the college really took was we need to keep the students that we have, Educational Programs we really need to focus on resources to not let them go, to keep them engaged.”

On an academic level, SBCC has allowed students impacted by the pandemic to petition for excused withdrawals from classes beyond the traditional class drop deadline. In doing so, students can stay enrolled and keep trying without the risk of harming their academic records. Additionally, SBCC has expanded Michael Medel, options to take classes for pass/no pass credit, opens enrollment Director of Admissions to vulnerable student populations first, and has had instructors & Records undergo training on distance learning, technology, and student support tools.

SBCC has also reached out to students on a more personal basis. For instance, in December each SBCC manager personally called over 2,000 local students who were not yet enrolled for the spring semester. Through these calls, managers gained greater insight into student’s lives as they addressed questions and heard concerns.

Beyond this, SBCC has expanded programming to provide students more virtual access to staff and counselors across multiple departments. The Well continues to offer student mental health support, and the Center for Equity and Social Justice holds food distributions and community building programming. Instructors can also identify students who may be facing challenges and need campus support through SBCC’s Starfish Early Alert System.

Most recently, the School of Extended Learning launched its Back to Work initiative, which offers free training programs to unemployed community members. Participants receive weekly stipends, with offered career tracks including office administration, construction technology, and more.

Now, as SBCC looks toward resuming in-person instruction, campus leaders remain optimistic that the college can continue to expand these services and outreach to better support all students’ needs.

“I do think that even though we’re seeing a pretty challenging time in student enrollment at community colleges nationwide, locally, and ours, I do think that what we’re doing is going to make us stronger and better and much more student centered,” shared Dr. Ralston.

OR ALMOST 50 YEARS, Jensen Guitar & Music Co. has served as an integral part of the Santa Barbara music community. However, as the COVID-19 pandemic continues to prevent traditional in-person lessons, this beloved business faces great revenue loss and economic hardship. In response, local band exPorter has launched a GoFundMe fundraiser with the goal of raising $2,500 to support its “home away from home.”

“Obviously when you think of a music shop most people think retail, but Jensen’s offers more than just selling guitars,” reads the band’s statement. “There are eight instructors that used to give lessons there and they can’t do face-to-face lessons in the shop. There’s also the side stage they use for things like open mics, band camp, or even hosting bands like ours – everything there has been impacted.” exPorter, consisting of brothers Destin and Alec Cavazos with Henry Kish, has played multiple shows at Jensen Guitar & Music Co. over the years. Founded by Chris Jensen and located at 2830 De La Vina St. in Santa Barbara, the shop is responsible for teaching generations of locals how to play guitars and other stringed instruments. Beyond its instruments, it also offers a selection of amps and other musical accessories.

Oil Tanker Truck Driver Charged in Cuyama River Oil Spill Case This week, the Consumer and Environmental Protection Unit of the Santa Barbara County District Attorney’s Office filed charges against Jesse Villasana for alleged involvement in the March 2020 Cuyama River oil spill. Villasana will be arraigned in the Santa Barbara County Superior Court on June 25, 2021.

The misdemeanor criminal complaint alleges that Villasana, the driver of an oil tanker truck that allegedly spilled about 4,533 gallons of oil into the Cuyama River on March 21st, 2020, drove the truck at an unsafe speed and made an unlawful turning movement. This allegedly then resulted in the oil tank, which held about 6,678 gallons of crude oil, to roll off the truck and into the river. These alleged actions are in violation of Vehicle Code Sections 22350 and 22107, and Fish and Game Code Section 5650(a) (1).

Villasana has also been charged with violating Fish and Game Code Section 2000 for allegedly causing the death of a belted kingfisher and a mallard in the course of the oil spill. The case is filed as People of the State of California v.

OCAL MOVIEGOERS CAN LOOK FORWARD TO RETURNING TO THE BIG SCREEN THIS SPRING, as Metropolitan Theatres Corporation reopens two popular theatres — Camino Real Cinemas, located at 7040 Marketplace Dr., and Fiesta 5 Theatres, located at 916 State St. The theatres will open on March 26th and 31st, respectively.

“We’ve missed being able to interact with our moviegoers in the Santa Barbara community,” said David Corwin, President of Metropolitan Theatres. “This past year has been a challenge, but we look forward to welcoming our guests back and entertaining them with the upcoming slate of exciting Spring and Summer blockbusters.”

Both theatres will follow local health guidelines and COVID-19 safety protocol, including increased sanitation practices, reduced viewer capacities, and requiring all moviegoers to wear face masks, save for when they are eating or drinking.

Additionally, all showtimes will be offering reserved seating, with the technology in place to automatically block seats next to a party when they purchase their tickets to ensure social distancing. Guests can also rent theatres for up to 20 people to view new releases at www.metrotheatres.com/your-private-screening.

Theatre employees have been trained on safety protocol, and will wear personal protective equipment and complete wellness check-ins before each shift. Additionally, Metropolitan Theatres has launched a new app to let people purchase tickets in a contactless, online method. www.metrotheatres.com

SB County Invites Community to Provide Input on Countywide Recreation Planning

PRING HAS OFFICIALLY SPRUNG, encouraging community members across Santa Barbara County to explore our outdoor resources. To ensure everyone has the opportunity to voice their views on local recreation needs, the County of Santa Barbara has opened an online survey that will inform the development of a countywide Recreation Master Plan to guide the development of new parks, facilities, and trails.

“As the pandemic has shown, our recreational spaces are essential to our health and well-being,” said Vice Chair and Third District County Supervisor Joan Hartmann.

“This is an opportunity to shape the future of our communities, but it won’t be possible without guidance from our residents on what they need to get outside and play.”

The Recreation Master Plan will facilitate coordination between multiple partners as they work to serve our community, including the County, eight incorporated cities, local agencies, and private and nonprofit recreation service providers. The results of the current survey will shape a recreation needs assessment and plan for development and improvement of recreational resources, especially in areas with underserved communities.

“The project must focus on equitable access to diverse recreation opportunities,” explained First District County Supervisor Das Williams. “Low-income, and non-English speaking communities suffer a lack of park acreage and recreational facilities, contributing to poorer community health. This is our opportunity to get public feedback and fund projects that will build better communities.”

Teddy Bear Cancer Foundation will Host BIG Little Heroes Virtual Fundraiser

AVING SERVED 891 CHILDREN DIAGNOSED WITH CANCER JUST OVER THE COURSE OF 2020, the Teddy Bear Cancer Foundation continues to play a vital role in our community. To spark awareness and fundraise for its work, as well as honor our local healthcare workers with Cottage Health, the nonprofit will host its virtual BIG Little Heroes event at 7pm on Thursday, April 1st.

This year’s master of ceremonies is radio host Brian Phelps, and its keynote speaker is USC football player Jake Olson. Phelps is known for hosting The Mark & Brian Morning Show on 95.5 KLOS for Keynote Speaker 25 years. Olson overcame retinoblastoma and became blind at 12 years of age, and became college Jake Olson football history’s first completely blind player. As many of the children TBCF serves also face blindness as a result of retinoblastoma, Olson’s story will provide inspiration for the event’s listeners.

“I can’t wait for our kids to hear his presentation,” shared Gisselle Madrigal, TBCF’s Family Resource Manager. “His message of resiliency is so powerful. I hope they are as inspired by his message as I am.”

The Teddy Bear Cancer Foundation is the only local nonprofit that centers itself on offering emotional, educational, and financial support to children with cancer and their families in Santa Barbara, Ventura, and San Luis Obispo. Last year, it offered $37,725 of financial support, meals, and grocery gift cards to children undergoing cancer treatment and their families amidst the pandemic.

“As a childhood cancer survivor I know first-hand how devastating a cancer diagnosis can be, and how important it is to keep a family together through this unimaginable experience,” shared Heather Ayer, one of the event’s co-chairs and a former recipient of TBCF support. “This event means so much to me because it is truly focused on bringing our community together to honor and applaud the little (and big) heroes among us.”

The Marjorie Luke Theatre Virtual Concert Series is streaming Access Theatre’s critically acclaimed stage production Storm Reading, with the support of Series Sponsors and Event Sponsorship by The Independent Living Resource Center celebrating its 45th anniversary.

This vintage, ground-breaking play was developed in Santa Barbara and first premiered in 1988. The play was enthusiastically embraced by audiences and launched a six-year tour across the USA, to Canada, and England, before being filmed for television in 1996. In a Variety review, Storm Reading was described as, “Pure theatrical magic…breathtaking. Likely to leave viewers irrevocably changed.”

Storm Reading is based on the life experiences of Neil Marcus – a poet, humorist, philosopher, and, since the international tour of the play, a disability culture icon. Marcus lives with a neurological disorder called Dystonia, which impacts his ability to speak and control movement. His approach to life and disability is uniquely refreshing and progressive, and Storm Reading introduces audiences to his perspective on living one’s life as a truly bold and authentic journey. “Disability is an art,” stated Marcus. Marcus’ voice continues to resonate with people, especially in a time when being ‘different’ in any way continues to be challenging in our society. He is joined onstage by Matthew Ingersoll, who often voices for Neil and portrays a myriad of characters, and American Sign Language interpreter Kathryn Voice.

Directors Chloé Zhao, David Fincher, Lee Isaac Chung, and Thomas Vinterberg To Be Honored By SBIFF

I

NCLUSIVITY AND A BROADER VISION OF DIRECTION has been a highlight of this awards season and the Santa Barbara International Film Festival has followed that thread with the announcement of their honorees for the Outstanding Directors of the Year Award, sponsored by The Hollywood Reporter. SBIFF’s honor was created to recognize a select group of directors who have pushed the boundaries in their storytelling and created films that showcase the art of filmmaking at its best and they’re on track for just that!

Chloé Zhao (Nomadland), David Fincher (Mank), Lee Isaac Chung (Minari), and Thomas Vinterberg (Another Round) will receive awards and discuss their work on Tuesday, April 6th at 6pm PST in a livestreamed event. The tribute will be moderated by The Hollywood Reporter’s longtime awards columnist and host of its popular Awards Chatter podcast, as well as a professor at Chapman University’s Dodge College of Film and Media Arts, Scott Feinberg.

“In this past difficult year, these four exemplary storytellers showed us ways to dream and reevaluate our perception of the world at large. They’re all rewriting cinema history, and lucky for us to get to hear them converse with one another,” commented Roger Durling, SBIFF’s Executive Director.

Chloé Zhao is a Chinese writer, director, editor, and producer. She was born in Beijing, and raised there and in Brighten, England. After moving to the US, she studied Political Science at Mount Holyoke College and Film Production at NYU. Her feature debut Songs My Brothers Taught Me premiered at 2015 Sundance Film Festival and was nominated for Best First Feature at the Independent Spirit Awards. Her second feature, The Rider, premiered at Directors Fortnight at the 2017 Cannes Film Festival and was awarded the Art Cinema Award as well as Best Feature Film at the 2018 Gotham Awards. Her most recent film Nomadland premiered at the 2020 Venice Film Festival and was awarded the Golden Lion. Zhao went on to win the Golden Globe award for Best Director in addition to the film winning for Best Picture - Drama and recently received four Oscar nominations, including Best Director, Best Adapted Screenplay, Best Editing, and Best Picture. Zhao wrote and directed Marvel Studios’ Eternals, which is expected to release November 5th, 2021.

David Fincher directs movies, commercials, and music videos. He hopes that people like them, but if they don’t, it is not for lack of effort.

Lee Isaac Chung grew up in Lincoln, Arkansas, on a small farm in the Ozark Mountains. He is an award-winning writer and director. His first feature film was the Rwandan family drama Munyurangabo, which premiered at the 2007 Cannes Film Festival to great acclaim. His other feature films are Lucky Life and Abigail Harm. He received his BA in Biology at Yale University and his MFA in Film Studies at the University of Utah. He was awarded a USA Artist Ford Fellowship in 2012 for his work.

Thomas Vinterberg is one of Denmark’s most important, awardwinning, and internationally celebrated directors. His latest effort was the large-scale, international drama Kursk (2019), about the Russian submarine

Another recent success of his, The Commune (2016), was selected for the main competition at the Berlin Film Festival and netted Trine Dyrholm, a Silver Bear for Best Actress. In 2012, Vinterberg won worldwide acclaim for his Oscar and Golden Globe-nominated drama The Hunt (2013), which also won Mads Mikkelsen the Award for Best Actor at the prestigious Cannes Film Festival. Other notable works include the adaptation of the Thomas Hardy novel Far from the Madding Crowd (2015); Dear Wendy (2005); and It’s All About Love (2003). Vinterberg got his international breakthrough in 1998 with Festen – the world’s first Dogme 95-film, which received several international awards, including the Cannes Jury Prize. Vinterberg made his feature debut with The Biggest Heroes (1996), after graduating from the National Film School of Denmark in 1993.

The 36th Santa Barbara International Film Festival, presented by UGG, will take place March 31st through April 10th, 2021 online and at two free oceanfront drive-in theatres.

The World-Wide Premiere of Invisible Valley

UMBLED ASSUMPTIONS ABOUT CLASS DIVISIONS INSPIRE THE NARRATIVE of Aaron Maurer’s film Invisible Valley, which will be the Opening Night movie for the Santa Barbara International Film Festival on Wednesday March 31st, a first ever virtual event.

An example of sturdy storytelling, the feature documentary looks searchingly at the great divide between rich and poor and is set within the Coachella Valley in the eastern, lower desert region of California.

Divided into seasons, which become chapter headings, this is essentially a straight-forward social justice film offering a sympathetic view toward migrant workers. One scene indicates the wealth disparity with one of the main subjects running out of gas, which they can barely afford, deep with the grapefruit orchards. The documentary explores the roaming underbelly of seasonal workers, akin to this year’s documentary-like narrative film Nomadland, from Chloé Zhao. Home is where the work is, and lives are lived in rental mobile homes or basic apartments. The rootlessness and untethering of the American dream are pointedly illustrated in most of the scenes. The film hovers just above hopeless with shorter interludes of environmental examination of the rapidly toxifying Salton Sea and a few recurring shots of tent encampments.

The people the filmmakers meet include waitresses, a special artist who engages with the larger community, nuns, house cleaners, country club workers, music festival cleaners, fruit pickers, and those forced to live inside their older cars. There is even a focus on furniture dealers that give away discarded sofas, kitchenware, and wooden tables. The film helps to dispel the myth that the low desert is only a playground. The story chooses not to focus on Director Aaron Maurer crime, or degraded homelessness, but looks straight at the families that raise their children surrounded by signals of struggle. The juxtaposition is jarring, especially seeing so many of the golf course resort houses unoccupied for at least half the year. The reach of the documentary questions the ethics and environmental wisdom of holding so many empty houses behind security cameras and formidable gates. There are universal applications to this story offering a serious look at the facades of the American Dream.

Director Aaron Maurer, who has emerged from an art background into the film industry, has taken his crew and cameras to the corners of a rural world populated with luxurious golf course estates on one side, contrasted with rundown urban centers and agricultural fields on the other.

Invisible Valley focuses on a few households of migrant workers and along the way explores their real world.

In a one-on-one interview with the director, he mentioned, “When we embarked on the project in 2017, it was important to my producer and I to focus on the humanity versus vilifying someone or something. Often issues in documentaries are politicized, and we wanted to point out that everyone is trying their best….We were interested in the gray area here, not black and white. And we did not have an agenda.”

The film is visually punctuated by up in the sky downward direct shots that illustrate the barrenness or opulent golf fairway compositions. Director Maurer stated, “The drone shots of the landscapes told the story, and we mostly shot in the eastern part of the valley, in Mecca and Thermal.” Intermittently, the looming landforms show off the background colors and shadows of the surrounding foothill ranges which provide a visually arresting backdrop. The feeling is that nature is omnipresent, almost like a stage set with the people below who struggle and toil. The film also explores the famed Coachella Music Festival and the annually-arriving quirky audiences, a contrastingly carefree event. Those scenes are immediately followed “The film helps to by those that clean up the mess left behind, showing the temporary help working to clear fields of trash, dispel the myth that often demarked by racial lines. The bands play while the low desert is only a the working men and women toil demonstrably harder to bring a minimum amount of food to their playground. The story families. chooses not to focus The director reflected, “we slowly were able to gain the trust of the people we filmed, and their generosity on crime, or degraded and graciousness was evident, always offering us a homelessness, but meal and water when we visited their homes.”

The film also takes a turn to examine the looks straight at the increasing toxicity of the Salton Sea shoreline. Dead families that raise their fish and evaporating waters are shown, murky with pesticide-laden runoff which includes hazardous children surrounded amounts of DDT and nitrates. This overabundance by signals of struggle. of fertilizers from agricultural operations and golf courses drains into the recreational water The juxtaposition is body, creating health problems shared among the communities near the sea. With all the footage, the director took “over a year half the year.” to edit the material, so we could have a stripped down, focused film. After that we color balanced the footage in post-production and integrated the music.” The cinematography is richly composed with all the magnificent colors of the desert light and mountains, and in the final footage, beauty is never far away.

The soundtrack for the film is wholly original, from the compositional efforts of the producer, Zach McMillan. According to Maurer, “the score was softly mixed into the sound background and influenced by science fiction scores, to the give our film a unique, unexpected character.”

But most importantly, the story delves in the mundane rigors of life on the ground for many and what emerges is a contemplative poem of the gloomy existence for the shadowy figures that do all the heavy lifting for a spoiled wealthy class. This examination of conditions is a boggling tale of contrasts and the humanity of the workers are elevated, a worthy opening night film for the festival’s launching point.

Anniversary Grants Awarded by Montecito Bank & Trust

OCAL NONPROFIT REPRESENTATIVES joined Montecito Bank & Trust associates for a twist on the bank’s annual Anniversary Grants reception last week, as the 29th Anniversary Grants event was held virtually for the second year in a row.

“There is no better way to start our anniversary celebration than by recognizing our associates – the heart Jerry Parent and Michael Towbes, Montecito Bank & Trust Founders, in an earlier year of our bank,” shared Chairman & CEO Janet Garufis. “Even in the midst of a global pandemic, they found ways to volunteer more than 5,000 hours in 2020 serving on boards, teaching financial literacy, and helping nonprofit organizations that have provided critical support to the basic needs of our community during this time. I am so proud! Today, we not only celebrate them, we also celebrate the incredible nonprofits that they have handselected for this special anniversary tradition.”

Flags Fly, Museums Re-opening... It’s Spring

ANDERING ALONG THE HARBOR BREAKWATER THIS BEAUTIFUL FIRST WEEKEND OF SPRING, I found myself stopping at the pole flying the MOXI flag. The formal name of the museum is the Wolf Museum of Exploration + Innovation; it was especially designed for children. Why not, I thought to myself, take this opportunity to follow up on my promise to write more about some of the amazing non-profits that have chosen to participate in the Flag Project at the Breakwater? As the MOXI flag is the newest addition to this year’s array, this is the perfect time to talk about that imaginatively designed building with a special entrance for kids located on lower State Street. The breakwater flag, which bears the museum’s logo of white, gray, and a dot of bright orange, is as clear as the museum’s stated mission, to ignite learning through interactive experiences in science and creativity.

Over two decades ago, a group of dedicated community volunteers envisioned having a location in Santa Barbara to provide the opportunity for children to learn outside of the traditional classroom environment: a hands-on destination for curious minds of all ages to explore and discover new things about the world by asking questions and finding answers while having lots of really good fun! As we know, it’s not a coincidence that the City of Santa Barbara retains its historic ambiance through strict architectural guidelines, especially in the city’s center. Nonetheless, in 2013 after a few stops and starts, the city made it possible for the persistent volunteers to construct their vision on a plot of unused land located in a popular spot near the intersection of lower State Street and Cabrillo Boulevard, very near the entrance to Stearns Wharf. MOXI and the City of Santa Barbara now have a 50 year guaranteed lease agreement ensuring that the museum will have a perfectly positioned home for years to come.

HarborVOICE to the work of the dedicated and determined group of persistent founders supported by countless generous donors, businesses, and foundations from our philanthropically minded Santa Barbara community and beyond. MOXI certainly has delivered on its ordinal mission statement and vision and much more. Especially impressive are MOXI’s Core Values which reflect a common philosophy: a space for Experimenters who are willing to take risks and embrace failure in a safe, playful, collaborative, and diverse environment. The overall mission is communicated through play-based STEAM learning experiences available to the public within the 25,000 square foot building which encompasses three floors filled with interactive exhibits, rotating art installations, the Innovation Workshop makerspace, a multipurpose Exploration Lab, and back-of-house office and exhibit workshop space. The museum’s programs are designed for all ages from toddlers to adults, and include information and guides for teachers and students, field trips to explore and experience the environment, and week-long camps for children. Of course, there are also Happy Hour events for mom, dad, and other exhausted adults!

As has been the case with all the museums in Santa Barbara County, visiting MOXI has been limited and/or impossible for most of the last 12 months. With the lifting of the COVID restrictions, the museums and other tourist venues are reawakening, establishing opening days and dates for the utmost safety of both visitors and staff. This includes MOXI, whose doors will open on Thursday, April 29th, welcoming visitors for limited hours … at long last!

I look forward to my next visit and am happy to see MOXI’s distinguished logo on the colorful breakwater array. Take a leisurely walk during this beautiful Spring like weather and enjoy the view.

T

HERE WERE SEVERAL GOOD REASONS for passing the American Rescue Plan (ARP).

Firstly, it abolishes, once-and-for-all, the Reagan-era myth that ‘government is the problem.’

With the thinnest of Democratic majorities, the Biden administration is getting things done; from speeding up vaccine deliveries, to expanding Obamacare coverage, to requiring masks on interstate and international travel, and re-joining the Paris Accord on climate change—all this enabling a speedier economic recovery.

It benefits so many Americans—more than 60 percent, according to economist Steven Rattner on Morning Joe, in comparing the American Rescue Plan to Trump’s Tax Cuts and Jobs Act that transferred $1.9 trillion in tax cuts to the wealthiest ten percent of income earners with none of it supporting public spending, whereas the $1.75 trillion in spending from the ARP will benefit programs for more than 60 percent of Americans.

This will include the poorest among us, including minorities and immigrants, according to the PEW Research Center’s latest survey. About six-in-ten White (60 percent) and Asian adults (58 percent) currently say their personal financial situation is in excellent or good shape. In contrast, a majority of Black (66 percent) and Hispanic (59 percent) Americans say their finances are in only fair or poor shape.

The Congressional Budget Office has said that it could take five years for employment to reach prior pandemic levels without the American Rescue Plan.

The ARP’s main objective is to put people back to work as soon as possible, according to Fed Chairperson Janet Yellen.

“I think we should want a rapid recovery,” she said in a recent PBS Newshour interview. “We have a large number of workers who are long-term unemployed, and we have to make sure they’re not scarred to the point where this pandemic has a permanent impact on their lives.”

And speaking of the latest strong unemployment report that created 379,000 more payroll jobs, “at that pace it would take us more than two years to get to full employment,” Yellen said in the same interview. The “real” unemployment rate, after factoring in four million who dropped out of the labor force after losing their jobs, was more like ten percent.

“Income differences are particularly pronounced, with a gap of 60 percentage points between the shares of upper-income (86 percent) and lower-income (26 percent) adults who rate their financial situation as excellent or good,” said the PEW report. “About six-in-ten adults with middle incomes (58 percent) say their finances are in excellent or good shape.”

The ARP should also boost consumer sentiment now at a six-month low in the U. of Michigan February sentiment survey, with the entire loss concentrated in the Expectation Index and among households with incomes below $75,000 (the income brackets targeted by the government cash payouts), as I said recently.

“Households with incomes in the bottom third reported significant setbacks in their current finances, with fewer of these households mentioning recent income gains than anytime since 2014,” said the U. Michigan survey.

Need we say more? This is why the American Rescue Plan is so popular with a 76 percent approval rating per the latest Politico survey.

RITERS HAVE SPIRITUAL FAMILY TREES, thus Chella Courington’s grandparents are William Faulkner and Carson McCullers, her parents Anne Sexton and Jim Harrison.

“My god, you sound like Harrison,” I blurted at her reading. She was happy, declared he was indeed people. I knew I would be following her work from that moment, thrilled now to uplift another under-sung and under-published voice great in our midst. She carries the torch of the Southern Gothic and mythic, passed to her at the tip of the Appalachians as they extend their old Chella Courington bones into northern Alabama. She hid under the covers and read by flashlight, later earned her Ph.D in literature at the University of South Carolina studying with James Dickey, “who sees the spirit behind the veil of hardship.” She became a highly regarded teacher at Santa Barbara City College, wrote scholarly papers on Virginia Woolf, to whom she has been compared, published chapbooks of poetry, short stories, and a much praised novella, Adele and Tom: The Portrait of a Marriage. RINGING FUN, DANCE, AND HISTORY TO STUDENTS’ REMOTE LEARNING EXPERIENCES, New York-based Latinx dance organization Ballet Hispánico has hosted 40 virtual dance workshops across Santa Barbara County schools recently. Held through a virtual residency with ¡Viva el Arte de Santa Bárbara!, the workshops encouraged students to embrace their cultures and identities through dance.

“Being proud of their family roots is an important aspect when it comes to embracing their cultural identity,” shared Laura Lopez, a Ballet Hispánico dancer and the workshops’ teaching artist.

“The students are able to learn about their heritage and celebrate where they come from.” ¡Viva el Arte de Santa Bárbara! is a collaborative effort between UCSB Arts & Lectures, the Marjorie Luke Theatre, Isla Vista Elementary School PTA, and the Guadalupe-Nipomo Dunes Center. Since 2006, it has brought the community together to celebrate Latin America’s cultural heritage through art and educational programs.

Ballet Hispánico in Con Brazos Abiertos

Bárbara! was able to continue its educational programming in the face of remote learning.

“As the nation’s renown Latinx dance organization, Ballet Hispánico is a great partner for Viva,” explained Loribeth Gregory-Beck, Director of Education & Community Engagement for Arts & Lectures. “Their mission to bring communities together to celebrate and explore Latinx culture through dance aligns with the Viva mission to celebrate and share that culture across our region.”

Lopez taught the virtual workshops from January 26th to March 18th, reaching more than 130 students across Isla Vista Elementary, Kermit McKenzie Intermediate, and Santa Barbara High School. Participating students learned salsa dance, an excerpt from Ballet Hispánico’s dance piece Con Brazos Abiertos (With Open Arms), and how to explore movement through improvisation. Students were also asked to research their families’ backgrounds to help them better understand their history and embrace their identities.

Sandra Rosas, a sixth grade teacher at Kermit McKenzie Intermediate School, shared that her students’ confidence grew and shone over the course of the workshops.

“I’m extremely thankful that our school had the opportunity to participate in these workshops,” Rosas said. “The instructor had the students do weekly engagement journals/ videos that allowed for research and conversation with parents about their culture. Many students talked to their parents about their family’s background and history. Students also asked their parents to teach them a dance from when they were their age. It was fun seeing the students dance the moonwalk, the running man, or the macarena.”
