Build Equity
A Place to Call Home
Your home’s equity can help you secure a loan or line of credit to remodel, invest in your child’s future and more.
Owning a home allows you the freedom to change your living space to reflect your tastes and lifestyle and gives you a feeling of permanence in your community.

Elias Isaacson Appointed SB Community Development Director
Sexual Harassment Lawsuit Filed Against City of Santa Barbara By Mark M. Whitehurst / VOICE
J
ENNIFER TOMASZEWSKI HAS SAID that she and numerous other women were sexually harassed by former Finance Director Robert Samario over the course of 13 years while the City and City Administrator Paul Casey turned a blind eye to his inappropriate behavior, in a lawsuit filed June 2nd. Tomaszewski is the current Santa Barbara City Finance and Treasury Manager and former Interim Finance Director during the COVID-19 crisis.
The lawsuit alleges Casey, Samario, and the City violated provisions of the Fair Employment and Housing Act prohibiting sexual harassment and gender discrimination in the workplace and prohibiting retaliation for participating in a workplace sexual harassment investigation. According to the filing, after a report of sexual harassment by another female employee was filed with the City, Samario was placed on leave and allegations against him were investigated at a cost of about $100,000, and resulted in a 150-page report detailing years of harassment against numerous female employees. “The City should have handled this situation much differently,” said employment attorney Christina Humphrey, whose Santa Barbara-based law firm, Christina Humphrey Law, P.C., represents Tomaszewski in five causes of action in the lawsuit. Samario began working for the City as Assistant Finance Director in 1996 and was appointed Finance Director in 2010. As Finance Director, per the usual City reporting structure, he was supposed to report to the Assistant City Administrator (a female); however, he was permitted to report to Casey instead. When Samario and his current wife were preparing to have a baby, he talked to Tomaszewski about the sexual positions that help ensure a female baby. He demonstrated the motions in the position, according to the court filing. “Samario’s behavior continued unabated for over a decade, and he was ultimately rewarded for it. Meanwhile my client was denied a promotion that she had trained and worked hard to achieve for years,” continued Humphrey in a statement made to the press. Tomaszewski worked directly under Finance Director Samario for nearly five years and following his retirement effectively balanced the city budget in 2020. Casey was appointed City Administrator in January 2015. He was the Community Director and top City Planner for about eight years prior to being appointed Assistant City Administrator. He has worked for the city for about 23 years.
ELIAS ISAACSON has been appointed to serve as the City of Santa Barbara’s Community Development Director. In this position, he will oversee housing and human services, building and safety, and planning and development services for the Community Development Department, which has a budget of $16 million. Since 2019, Isaacson has acted as the Planning and Land Use Director for the City of Santa Fe, previously holding the positions of Planning and Land Use Director Elias Isaacson and Interim City Manager for the City of Espanola. His past experiences further include working with an architecture firm to prepare construction and design documents for restoring historic residential properties. Isaacson holds master’s degrees in both urban design and development from the University of Pennsylvania, and in architecture from the University of New Mexico.

Community News Veteran-Serving Organizations Invited to Join SB County Veterans Collaborative
T
O BEST SERVE LOCAL VETERANS AND FAMILIES, the Santa Barbara County Veterans Collaborative will formally launch this month on Thursday, June 17th. Created with the goal of developing stronger, informed services to support the Santa Barbara veteran community, the collaborative will aim to facilitate greater communication and secure relationships between public and private veteran-serving organizations. “The Santa Barbara County Veterans Collaborative has been a long time in the making with a county-wide support system to help get us to this point, which was made especially difficult during COVID-19,” shared Marcee Davis, SBCVC Board President. “I am excited that we can now introduce our collaborative to the greater Santa Barbara community, and I am looking forward to working with service providers, state and local officials, as well as an array of stakeholders across the state to collaborate and support our local and diverse community of veterans on the central coast.” Efforts to create SBCVC began five years ago with the Santa Barbara Veterans Needs Assessment. Supported by the Santa Barbara Foundation, the assessment reviewed the local veteran population as well as opportunities to better serve them. Now, the SBCVC will bring local veteran-serving organizations together to combine their efforts in addressing veterans’ needs. Through its monthly meetings, participating organizations will be able to learn from each other, government officials, and other veteran-serving organizations. www.sbcveterans.org

To the Editor: To stop the bulldozers, to preserve San Marcos Foothills and its wildlife, to keep paws, hooves and feet traveling its trails, to see this land alive with native plants rather than buried under luxury homes. As a twelve-year-old boy, I made a pledge to myself and our community when I joined the Save the San Marcos Foothills campaign in August. Thanks to the tireless work of many volunteers and donations of thousands of generous people, I am optimistic about the future of the San Marcos Foothills. I am grateful to live in a community that chose to preserve open space over development. Together we saved 101 acres of natural habitat that could have been lost forever to development. I hope that our community and trusted officials will continue to protect natural habitats and nurture wildlife for future generations. With gratitude and hope, Pyp Pratt, Santa Barbara

HE MAGIC BEGINS IN LESS THAN A MONTH, when the Music Academy of the West welcomes the “restorative power of live music” back onto Santa Barbara stages, with live audiences and performers, synced to the music. The 2021 Summer School and Festival, with its 100 plus fellows on full scholarship joined by more than 65 teaching artists begins Monday, June 28th and runs through Saturday, August 7th, followed by a week of videos released online through August 14th. Freshly back from a year on-line, the program has become an exciting hybrid opportunity – for those ready to venture out – and for those who still enjoy the comfort of their own streaming device. Grand concerts and intimate masterclasses will offer a range for everyone, with individual transformation on view as students and masters rub elbows and even perform together. “We’re grateful and eager to meet the 2021 fellows in person after meeting them virtually in 2020,” shared Board Chair Eileen Sheridan. “Our program is designed to be a challenging and life‐changing experience for all of them.” Conductor Marin Alsop Perhaps it will be for the audience too! However, upon moving to Santa Barbara, Brandan started to envision opening his own store to highlight unique, antique items and showcase his own, original furnishings. He secured a warehouse in Goleta and was prepared to open his business in March 2020 when the COVID-19 pandemic hit. A year later, Brandan finally realized his dream in opening 747 Designs on State Street. Named for his warehouse’s proximity to local flight paths at 747 Kellogg Avenue, as well as the fact his uncle was the first pilot to fly a 747 airplane out of San Francisco International Airport, the store features an impressive selection of items of varying styles, time periods, and places of origin. “I’m kind of just all over the place, just what looks good to me I go for, in hopes that other people feel the

Brandan chooses these pieces in the same manner that he selects antiques, prioritizing whether or not a work speaks to him rather than if it fits a certain style. He has also been a muralist since the 1990s, and often finds art pieces through his connections within the art community, as well as past clients. Looking ahead, Brandan hopes to eventually use his store to host art openings for local, up-and-coming artists. Yet for the time being, as downtown Santa Barbara continues to welcome back in-person shopping experiences, 747 Designs will continue to greet customers with its eclectic collection of antiques, custom furniture, art, and Brandan’s playlist of contemporary, lo-fi music. “I’m kind of doing everything unorthodox when it comes to antiques,” he added. 747 Designs

HERE’S A LOT HAPPENING AT THE SANTA BARBARA HARBOR as the summer season approaches. That was especially so during the first weekend in June when the Yacht Club cohosted the 2021 California Offshore Race Week that began on Saturday, May 29th and ended on June 5th. Race Week has been a premier offshore California regatta series since 2015 and consists of three different races combined under one heading: the Spinnaker Cup from San Francisco to Monterey, the Coastal Cup from Monterey to Santa Barbara, and the SoCal 300 from Santa Barbara to San Diego. “This off-shore race attracts some of the best and fastest race boats, not only from Southern California, but nation wide, most of whom also compete in the grueling Transpacific Race to Hawaii,” shared SBYC Staff Commodore Bill Guilfoyle a member of the Offshore Race Week steering committee. “This year two international boats joined the competition. Think about it, since I sailed in our Santa Cruz 52 in the Inaugural Race, the competition has definitely expanded,” he added happily. Racers met on the Yacht Club deck for breakfast, instructions, and schmoozing on Thursday morning, and SBYC participant Rick Yabsley’s Hobie 33 Captain Sluggo was definitely up for the competition. The Race Week’s steering committee consists of representatives from the Monterey Peninsula Yacht Club, the Encinal Yacht Club, as well as the Santa Barbara and San Diego Yacht Clubs. After seeing the popularity of the SoCal 300, there was growing interest in including the Spinnaker and Coastal Cups, combining all three races under one umbrella to be held in sequence in one intense week of sailing down the coast as California Offshore Race Week. stay closer to home, each of the individual events still provides plenty of offshore adventure plus a a trophy for each. “The winds this year were not in our favor because the last boat to sail into Santa Barbara from Monterey arrived just in time for Wet Wednesday’s race,” chuckled Guilfoyle. As Rear Commodore of the Transpacific Yacht Club, he’s hoping for better winds for that race to Hawaii in mid-July. On Sunday, June 6th, the Santa Barbara Maritime Museum hosted its first Paddle Out for SBMM celebrating the Santa Barbara Channel on Leadbetter Beach from 1 to 4pm. The inaugural Paddle Out was focused on the museum’s mission to honor the Santa Barbara Channel and illuminate our rich connections with the sea. Generous members of the community sponsored the event along with the paddlers themselves on self-powered crafts. Guests participated in the fun from the shore creating Love Letters to the Sea and enjoying one another’s company. A brief program preceded the event which included Shaun Tomson 1977 World Champion surfer, environmentalist, and author and Marcus Lopez Sr., a representative of the Barbarino Chumash Tribal Council. Both extended a blessing to the paddlers: “We are all part of everything,” shared Lopez as he extended his arms toward the ocean. “All are connected, the sea, the sky, and the land and we are gathered here today to do honor to the earth that sustains us.” The program ended with a Native American chant for peace and tranquility as the paddlers began their journey toward the horizon in a beautiful tribute for all to remember! Sigrid Toye volunteers for the Breakwater Flag Project. She is on the board of directors of the Maritime Museum and participates in Yacht Club activities. An educational/behavior therapist, Sigrid holds a Ph.D in clinical psychology. She loves all things creative, including her two grown children who are working artists. Community News Elaine F. Stepanek Foundation Restaurants Fund Awards $500,000
T
O SUPPORT THE LOCAL RESTAURANT COMMUNITY IN THE FACE OF THE PANDEMIC, the Elaine F. Stepanek Foundation Restaurant Fund in partnership with the Santa Barbara Foundation has awarded $500,000 in grants to 71 local restaurants. “The grant we received from the Elaine F. Stepanek Foundation Restaurant Fund has been invaluable in allowing us to reopen after a prolonged shutdown,” shared Kelly Kastanos-Rogers, co-owner of Louie’s California Bistro in downtown Santa Barbara. “We were able to stock our shelves with the seafood and produce to prepare for opening, and we were able to provide our employees with the first paycheck many of them have had in months. We will be forever grateful.” The Elaine F. Stepanek Foundation Restaurant Fund is a committee-advised fund at the Santa Barbara Foundation. It launched its restaurant grant program earlier this year to support local business owners amidst decreases in tourism and dining. Ultimately, the 71 eligible restaurants were located in the City of Santa Barbara and the Santa Ynez Valley, including Los Alamos. Each received a grant totaling up to $10,000. “The Santa Barbara Foundation is working hard to connect resources and ease the short and long-term effects of COVID-19,” said Jessica Sanchez, Director of Donor Relations at SBF. “This committee advised fund is creating immediate impact and we are grateful to support our community-at-large in this way.”

2nd Story Associates Supports Community with Quality of Life Services
A
S THE PANDEMIC CONTINUES TO MAKE ITS EFFECTS KNOWN ON OUR COMMUNITY, 2nd Story Associates has continued supporting Santa Barbara’s low-income families, seniors, and individuals with critical needs. As the nonprofit arm of the Housing Authority of the City of Santa Barbara (HACSB), 2nd Story Associates accomplishes this by supporting the development of affordable housing while furthering social services that improve individuals’ qualities of life. “What is particularly effective about 2nd Story is that it can be nimble in its support to bridge the gap between low-income housing and other resources needed to pave the way toward self-sufficiency and independence, “said Rob Fredericks, Executive Director/CEO of the Housing Authority of the City of Santa Barbara. Through 2nd Story Associates’ various programs, local families and individuals are able to receive the support they need across a range of educational and social services. For instance, the Furnishing Hope Program provides new Housing Authority residents with basic household items and donated furniture. Additionally, the Family Self-Sufficiency Fund supports individuals in accessing education, services, and training so that they may experience financial empowerment and increased earnings. Meanwhile, the Emergency Assistance Fund provides low-income Housing Authority clients with a critical one-time financial intervention. Regarding education, the GRAD Initiative (Growth, Readiness, and Development) works toward ensuring college and career readiness as well as a 95% high school graduation rate among Housing Authority program participants. Additionally, the Tools for School campaign provides school supplies and backpacks for more than 300 students in need. 2nd Story Associates also hosts an annual Housing Santa Barbara Day event, which provides residents with education on housing issues and priorities while also advocating for increased affordable housing. The event features workshops with staff from public and nonprofit organizations, covering issues such as Workforce Housing, Accessory Dwelling Units, and Resources for Tenants & Landlords for Rent/Mortgage Relief. Gateway Educational Services Awarded $150,000 Grant for Leadership Programs for African American Youth
N
ATIONWIDE, Black and African American students are vulnerable to experiencing more significant educational gaps than their peers. To address this inequity and support local African American students, an anonymous donor has granted $150,000 to Gateway Educational Services, Santa Barbara’s only nonprofit learning center. The center will utilize these funds to offer leadership development and community engagement for African American youth in Santa Barbara County. “One of the best ways to address racial disparity is through education,” said Connie Alexander, Co-Executive Director of Gateway Educational Services. As Gateway looks toward this expansion, it will focus on providing students access to a culturally relevant curriculum that emphasizes the African American community’s history and accomplishments. This will empower African American students as they see themselves represented in the materials they encounter. Additionally, the center will offer students access to role models, connect Black educators with students for leadership development, and support local African American educators’ engagement via meetings and forums. “We will provide leadership development opportunities for African American youth. African American youth have proven that they have the leadership capacity to speak out,” said Audrey Gamble, Co-Executive Director of Gateway Educational Services. “This expansion will help give them the opportunity for strategic development.” “We believe now is the time to provide leadership, support, and guidance for African American youth in our community,” said Gateway Board Chair and Santa Barbara Unified School District Board Member, Wendy SimsMoten. “We are excited about what will come next, it is definitely a new day.” www.gatewayeducationalservices.org

https://www.calculatedriskblog.com/2021/06/may-employment-report-559-thousand-jobs.html
HIS WOULD BE A GOOD JOBS REPORT at any other time. Total nonfarm payroll employment rose by 559,000 in May, from a revised 278,000 jobs in May, and the unemployment rate declined by 0.3 percentage point to 5.8 percent, the U.S. Bureau of Labor Statistics reported today. Notable job gains occurred in leisure and hospitality, in public and private education, and in health care and social assistance. Employers are crying labor 2001 Employment shortage because they were surprised Recession by the sudden 6.4 percent Q1 GDP growth pickup, so economists were hoping for more new jobs in the May report. But maybe there is another reason for some workers not taking new jobs as quickly as employers would like—the businesses that employed them may be permanently closed, hence the large number still receiving unemployment benefits. WSJ reported that the pandemic resulted in the permanent closure of roughly 200,000 U.S. establishments above historical levels during the first year of the viral outbreak, according to a study released Thursday (June 3, 2021) by economists at the Fed. In recent years, about 600,000 establishments have permanently closed per year, or about 8.5 percent, according to the study, so the total number could be upwards of 800,000 businesses permanently closed during the first pandemic year. Why would those losing permanent jobs, permanently, want to return to work quickly? Why shouldn’t they be given time to get over their loss? Have sociologists and psychologists even studied such traumas in detail? We know something about the hurt from permanent job losses in the Rust Belt— soaring drug use and suicide rates in studies by Nobelist Angus Deaton and Anne Case. The Federal Reserve gives a preliminary estimate of jobs permanently lost; as of May it was 3.234 million from 3.529 million permanently lost in April. The Calculated Risk graph shows the percentage losses over the past three recessions, and the time it took to return to normal levels, five years in 2001 (light blue line), eight years in 2007 Great Recession (dark blue line), and the current percentage of permanent jobs lost (red line). Individual companies account for about two-thirds—or roughly 130,000—of the extra business closures if historical patterns hold, according to the Fed economists who examined businesses with employees, cited by WSJ. Other closed establishments are units of major companies—say, a Gap or Pizza Hut—that closed some locations while remaining in businesses. The service sector was hardest hit and is roaring back with 292,000 jobs in Leisure and hospital, followed by Education and health, and government. More women will return to the workforce, particularly mothers when schools are fully open in the fall.

And many work sites are relaxing restrictions on masks or customer occupancy with coronavirus cases falling to the lowest levels since the first month of the crisis. Other service-oriented businesses such as hotels, museums, parks, and entertainment venues also added a flush of new jobs. MarketWatch’s Jeffry Bartash reports the global tally for the coronavirus-borne illness climbed above 172 million on Friday (June 4, 2021), while the death toll rose to 3.7 million, according to data aggregated by Johns Hopkins University. The U.S. remained in the lead globally in cases with 33.3 million and deaths with 596,434, JHUniv data show, but the seven-day average for cases has fallen 48 percent from two weeks ago, according to a New York Times tracker, for deaths has dropped 28 percent, and for hospitalizations has declined 22 percent as vaccinations continue to increase. This all points to labor participation rates continuing to rise in the fall, though it depends in part on those workers willing to return that lost permanent jobs working through the debilitating effects of their losses. Who is willing to help them, other than the Biden administration that is extending jobless benefits through September, and the 25 states that have not cut off their benefits early? Council Designates Ortega Park As A Chicano/a Cultural Park
P

RESERVING AND CULTIVATING CHICANO CULTURE has surfaced as the overriding consideration in the redevelopment of Ortega Park, with Santa Barbara City Council members unanimously moving the project forward with the formation of a Mural Advisory Committee and designating the park as a Chicano/a Cultural Park, at a meeting held Tuesday evening. Moving swiftly in the hope of preserving the $8.6 million state project funding for Ortega Park and supporting the preservation of murals at the same time, the council also called for community collaboration and consensus. The total renovation of the park is expected to cost $15 million. “This has been a long and winding road and I appreciate the pausing and focusing on the murals… the community engagement,” commented city councilmember Kristen Sneddon at the meeting. Community involvement in the process of reviewing art in public places, which reflects cultural heritage and traditions, has boldly come to the attention of the city council, which is leading a city with 50 parks. “There is a diverse interest in how they ( murals) should be taken care of,” stated Jill Zackery, Director of Parks and Recreation. A state grant request, which wasn’t fully vetted for the art in Ortega Park, which was established in 1930, now hangs in the balance as the review process continues and a decision is swiftly required on the dispensation of the 18 murals, which were painted by several artists between 1979 and 2011. The new Mural Advisory Committee will be deciding which murals should be preserved, recreated, or reproduced. “We are in this situation because a lot of the community started asking questions and they didn’t feel included in this discussion,” said city councilmember Alejandra Gutierrez. Also at issue is the replacement of the swimming pool in the park, which is not a part of the park improvement project and has a price tag of $5 million.

The Exhibitions You Want... No, Must See By Edward Goldman, ART Matters
I have to admit that until seeing the Otherwise/ Revival exhibition at Bridge Projects, I didn’t know much about the Black Pentecostal movement and its impact on contemporary art. Inspiration for the exhibition came from the 1906 event in Los Angeles when Rev. William J. Seymour preached a sermon “that would change the course of spiritual history.” L: Descent of Holy Spirit, 2021, by Vojislav Radovanovic This exhibition, curated by R: Angels Gate Leaf Mandalas, 2021, by Jason Jenn Jasmine McNeal and Cara Megan Lewis, includes a wide variety of sculptures, paintings, and videos that show “otherwise possibilities embodied by the Black church.” Among the variety of show stopping artworks, one particular sculpture by Willie Cole (b. 1955), Mother and Child, 2012, made me stare at it with disbelief and admiration. This sculpture, made of black high-heeled shoes, miraculously speaks in tongues. The shoes melt into a gentle image of a sitting mother with a baby on her back. The longer you stare at it, the more it tells you. Otherwise/Revival runs through July 21, 2021. Installation shot of Otherwise/Revival

FTER COVERING THE LOS ANGELES ART SCENE FOR SO MANY YEARS, I have discovered yet another tucked away cultural gem—Angels Gate Cultural Center. It sits on top of a hill with a spectacular view of the San Pedro harbor with its enormous Vincent Thomas Bridge. The current exhibition, Sanctuary of the Aftermath, is curated by Jason Jenn and Vojislav Radovanović. The focus of the exhibition is art as a remedy “during prolonged periods of physical separation and quarantine.” And indeed, this exhibition with its installations, video, and auditory art proves that artists can work at the top of their game even at the most challenging times. Sanctuary of the Aftermath runs through June 12, 2021.

I always think about Craft Contemporary, a small museum across from LACMA, as “The Little Engine That Could.” The group and solo exhibitions there never fail to hold my attention. After a long closure, the Craft Contemporary invites us to see a few shows installed with its trademark touch of theatricality. At the museum entrance on the ground floor, Los Angeles-based artist, Cathy Cooper (b. 1960), presents a series of her sculptures in the form of costumes, which have personalities like stage actors engaging in conversation with each other and inviting us to join them. In the top floor galleries there is an exhibition, Making Time, which celebrates Los Angeles-based artists who had solo exhibitions at Craft Contemporary in the last ten years. Among them are Ann Weber, with her monumental cardboard and polyurethane sculptures, and Betye Saar, with her mixed media assemblages. Gronk with his semi-abstract acrylic paintings, and Keiko Fukazawa with her delicate porcelain sculptures delivering a political message. So, my friends, the next time you are driving along the Miracle Mile on Wilshire Blvd., stop by the Craft Contemporary to amuse yourselves with their exhibitions and probably the most adventurous gift shop of all LA museums. The current exhibitions run through September 12, 2021.
