The new clinic will be located on a bus line and within walking distance for many Westside residents.

The current clinic is undersize for the needs of the community and lacks Oral Health services, pushing over 1,000 Westside residents to travel for dental services to the Eastside Neighborhood Family Dental Clinic.

The plan is to have the new building open and providing services between 2023-2024 with 30 staff members at the new facility.

“SBNC is fortunate to have community support for being able to provide needed services on the Westside of Santa Barbara. The Pandemic has raised awareness of the importance of good health. Having the appropriate space to serve the community keeping patients and staff safe is very important. It is our hope that this clinic will be recognized as a resource center for the Westside Community.”

Tillie shared that the initial building was designed before the pandemic, stating, “Over the last year much new information has been brought forward about medical service delivery and looking back over history, it is evident that major health events, like COVID-19,will occur. Clinic spaces need to take social distancing into account during workflows and workspaces, and room for equipment to provide telehealth/ electronic communications for patients who may have barriers to visit the clinic, whether it be transportation or health restrictive, physical or quarantine. The building budget increased $6M from the original estimate, placing all of the lessons COVID-19 has taught us moving into the future.

Opera SB To Present Das Rheingold COMPANY PREMIERE, Wagner’s Das Rheingold will be performed by Opera Santa Barbara as the finale of their 20|21 Season. The single performance will take place Sunday, June 27th at 2:30pm at the Lobero Theatre, marking the first live performance for the company inside a theatre in more than a year.

“Words can’t express the exhilaration of being back in the Lobero Theater preparing our company’s first Wagner opera with this superb cast,” shared Kostis Protopapas, Opera Santa Barbara Artistic and General Director. “We’ve all been preparing for this moment for months, and we’re determined to make every moment count.”

Graham Vick and Jonathan Dove’s version of the Ring Cycle captures the mighty essence of Wagner’s masterpiece in an abbreviated time frame of one hour and 50 minutes, with just twelve singers and 18 orchestral players.

Considered to be a pocket-sized miracle, this version of Das

Rheingold, which premiered in Birmingham, UK in 1990, was then staged by dozens of opera companies around the world. It has been described by reviewers as “ear opening” and “imaginatively fresh”, the “Dove Ring” has made it possible for smaller companies to introduce this much admired, but often intimidating, work to new audiences in an accessible way, while still satisfying Wagner fans.

The plot unfolds with cinematic pace, character interactions become more intimate, and Dove’s masterful orchestral reduction beautifully reflects the splendor of the original score, while bringing out musical motives and details.

Bass-baritone Kyle Albertson and baritone Timothy Mix will make their Opera SB debuts as Wotan and Alberich. Opera SB favorite mezzo-soprano Nina Yoshida Nelsen is Wotan’s defiant consort Fricka, while Anya Matanovich (The Crucible, 2019) returns as the beautiful Freia, the coveted goddess of love. Robert Norman returns as the cunning Loge, and the playful Rheinmaidens are portrayed by Christina Pezzarossi and Chrisman Studio Artists Brooklyn Snow and Max Potter. Nathan Stark (The Barber of Seville, 2018) and Colin Ramsey (Madama Butterfly, 2019, La Boheme, 2018) are the scorned giants, Fasolt and Fafner. Artistic and General Director Kostis Protopapas conducts his first Wagner opera, with members of the Opera Santa Barbara Orchestra on stage.

Local News for a Global Village Access Committee Calls for Accessibility Enforcement on Promenade

ESPITE THE STATE STREET PROMENADE’S YEAR-LONG TENURE, accessibility issues continue to impede many community members’ downtown experiences. To ensure that all individuals may enjoy State Street, the City of Santa Barbara’s Access Advisory Committee has persisted in its calls for the enforcement of State Street guidelines and accessibility requirements. Most recently, the committee has taken action by working with the City Attorney’s Office to send businesses official Notices of Violation, as well as keeping an eye on the future by recommending one of its members for the State Street Advisory Committee.

“The bad news is that we’re still seeing the violations,” said Brian D’Amour, the City’s ADA Coordinator and City Engineer with Public Works during the committee’s May 7th meeting. “The good news is we now have this system in place that is supported by the Attorney’s Office to go down the enforcement path, and I believe once we start issuing even more of these [Notices of Violation], I believe that compliance is finally going to go up.”

In order for a State Street business to expand with a temporary outdoor business area in the public right-of-way, it must follow the City of Santa Barbara’s set of guidelines for design and placement. Among these guidelines are a number of accessibility requirements, including providing wheelchair-accessible tables, as well as ramps. Moreover, business operations, such as umbrellas, lighting, heaters, and seating, can not infringe on a continuous, clear pedestrian path that is at least six feet wide on the sidewalk.

Yet as the Access Advisory Committee discussed during its May meeting, until recently there has been little guideline enforcement. Previously, City staff have visited downtown businesses to speak with them about meeting guidelines. Additionally, over the course of this past fall and winter, the City sent a total of three notifications to businesses advising that they comply with the guidelines. However, these actions were more requests than enforcement, as they were not technically part of an official violation enforcement process.

In response, the Access Advisory Committee has coordinated with the City Attorney’s Office to promote greater enforcement as the Promenade continues to evolve and will likely remain in place for the foreseeable future. Since February, staff from the Downtown Parking Division have performed inspections of businesses’ compliance with guidelines, documenting any violations in case files.

This documentation has in turn allowed for the sending of official Notices of Violation, with a total of 17 Notices being presented to businesses as of May 27th. If these businesses fail to address their violations within a certain period, they will be subject to fines.

Committee members expressed their frustration at the delay in the creation of this enforcement process, as well as the lack of prior record-keeping of violations and communication with City staff.

“It’s a total marginalization of the disabled community in this town,” said Committee Chair James Marston.

Looking ahead, the committee hopes to further impact the future of downtown Santa Barbara’s accessibility through the inclusion of member Susanne Tejeda on the to-beformed State Street Advisory Committee. This committee will be responsible for guiding the creation of a Downtown State Street Area Master Plan, which will address issues such as housing and redevelopment opportunities, historic resources, transportation, and equity and accessibility.

Accordingly, the City Council has voiced that it seeks a diverse group of committee members with a range of professional, lived, and community experiences that will reflect Santa Barbara’s needs.

Beyond her role on the Access Advisory Committee, Tejeda works as an architect at Barton Myers Associates, Inc. and is a member of the American Institute of Architects, Santa Barbara Chapter. Her fellow committee members voiced that Tejeda’s expertise, as well as the fact that she has a disability and can provide critical accessibility perspectives, would make her a valuable member of the State Street Advisory Committee. To support her application to the committee, Access Advisory Committee members unanimously voted in favor of officially recommending Tejeda’s appointment.

Celebrating The Success of Foothills Forever Campaign

ATHERING AT THE GATES OF THE SAN MARCOS FOOTHILLS, campaign members and supporters celebrated the successful acquisition of 101 acres and reveled in the moment of fulfilling their Foothills Forever goal, last Thursday.

Peter Schuyler, co-chair of the campaign committee, announced the campaign has “reached our $18.6 milestone to fund the purchase of the 101-acre West Mesa of the San Marcos Foothills, and escrow has closed.”

Following the announcement, Chumash Elder Ernestine Ygnacio de Soto performed a ceremonial blessing, and led visitors through the gate onto the land, which will be preserved as community open space.

Second District Supervisor Gregg Hart spoke, “This is the community’s success! Over 5,500 people donated to save this beautiful land, and many people have expressed their support throughout this effort by visiting the land and sharing their stories. This spectrum of support includes a local business woman who stepped up to be our ‘Angel’ with a $5 million gift and school children with their $5 gifts. Truly the community’s success.”

Save San Marcos Foothills founders, Nancy Tubiolo, Samantha Eddy, Dani Lynch, and Julia Laraway gave thanks to the many people who shared their desire to defend the beautiful open space.

“What the Foothills Forever campaign has achieved has been remarkable. Santa Barbara came together to

show that the human community cares enough about open space to protect it for everyone, Forever,” Tubiolo noted.

Supervisor Hart also expressed thanks from the community to the Tallichet Family, long-time landowners, and Chuck Lande of the Chadmar Group, who agreed to delay construction of his approved development to allow the community the time to raise the necessary funds to permanently protect the land for future generations. Attorney Marc Chytilo was also honored for his work fighting to preserve open space. He never gave up on the idea of having the West Mesa be preserved.

Chytilo noted the beginning of the second phase of the campaign, sharing, “This will fill out the rest of the campaign, retire short- and long-term bridge loans, create an endowment, pay any final costs, and develop a plan to restore and steward the land into the future.” Chytilo stressed that developing the long-term stewardship plan, “will take some time and will involve community input.

We want this process to be public, open, and transparent.”

He encouraged people interested in the stewardship process to visit the www.FoothillsForever.org website and sign up so that the campaign can keep them informed about opportunities to participate.

The celebration ended with a commitment from the campaign team: “We look forward to celebrating the community’s amazing effort in a series of COVIDconscious events in the near future. A huge thank you to everyone once again for all of the generous support!”

Westside Gathering Addresses Emergency Fire Measures

HE LACK OF EMERGENCY TEXT MESSAGING DURING THE LOMA FIRE, which burned TV Hill in the center of the city, while thousands of people watched, was at the heart of an open house meeting on the lower Westside at Parque de los Ninos on Saturday, with about 70 people attending.

“We are grateful to the residents who attended the open house on Saturday and we heard concerns about lack of notification coming from the City. Our fire and police chiefs are committed to creating a system by which residents who live nearby an emergency will be notified that something is happening in their area, even if they are not in immediate danger,” commented Mayor Cathy Murillo, in an interview with Voice Magazine.

The wall of flames on TV Hill alarmed residents citywide, with top of the hill residents receiving a text alert while residents a few yards from the flames received no notification.

While some people fled for their lives, the area filled with lookie loos, who jammed the exit points in the neighborhood. Photos of the fire quickly went viral on social media.

City To Reduce News Racks on State Street

R

EMOVAL AND REPAIR WARNINGS have been issued to newspaper delivery services in Santa Barbara as of June and will begin consolidating racks beginning July 7th.

“Along State Street there are currently more green news stands than are necessary to provide service for the news racks. To remedy this the City has drafted a consolidation plan (see attached) to remove and combine stands and racks to meet current needs. The City is asking all news vendors for their input on this tentative consolidation plan. All feedback is welcome,” according to a notice posted by Jesus Banuelos, a project engineer with the Santa Barbara Public Works Department.

The email notice came with a Tentative Consolidation Plan (with maps that specify which racks will be removed) a Posting Notice, and a News Rack Annual Permit Application.

The notice further stated, “The City will be consolidating news stands starting after July 7th. News rack vendors shall remove their papers and interior units prior to July 7th. City staff anticipate within a week or so reinstalling/removing the new stands per the consolidation plan.”

COMMENCEMENT 2021 UC Santa Barbara celebrates the Class of 2021 with a virtual commencement ceremony

HE UC SANTA BARBARA CLASS OF 2021 became the university’s newest alumni Saturday when they were honored in a virtual commencement ceremony that included a livestreamed keynote graduation address by media executive, talk show host, author and philanthropist Oprah Winfrey. “You adjusted, you innovated, you stepped up to every challenge the pandemic could throw your way,” she told the graduates. “And today you get to claim victory as we celebrate the classes of 2020 and 2021.

“You’ll be telling your story to your grandchildren, the story of surviving a global health crisis, of thriving and graduating during a pandemic,” she continued.

“You already had, in your young lives, created a legacy Oprah Winfrey delivers the keynote of resielence, of not giving up when the challenges commencement address kept coming, of making virtual reality your reality — all while learning and growing and now moving into the next chapter of your life.”

The pomp and circumstances for the Class of 2021 — and for graduates from the Class of 2020 who chose to join in — began June 7 with the Grad Walk processional. The Grad Walk allowed graduating students to hear their names called, cross a stage and be photographed against a backdrop of the campus lagoon while two guests looked on.

Saturday’s commencement ceremony opened with Krishna Balagapol, who has completed her bachelor’s degree in psychological and brain sciences, performing the National Anthem, and closed with her rendition of the University song, “Hail to California.”

The morning's celebration continued with a number of other virual ceremonies presented by colleges and departments to recognize and honor their respective graduates.

First celebrated on June 19th, 1865, in Galveston, Texas, as Union General Gordon Granger issued General Order Number 3 enforcing the Emancipation Proclamation, Juneteenth continues to be an opportunity to celebrate and support Black and African American life.

This year’s celebration includes the Melanin Gallery Space, a gallery that highlights Black artists located at 833 State St. This gallery is currently open 12-7pm Wednesdays-Sundays through the month of June. The first virtual Juneteenth program will be held 12pm Friday, June 18th, and feature presentations from students and educators.

On Saturday, June 19th, the celebration will continue in-person at the Black Artisan Market, held 10am-4pm at 833 State St. Children can also enjoy a virtual book reading during Chocolate Baby Story Time from 9-9:30am. Old Spanish Days Unveils New Fiesta Plans

IESTA PEQUEÑA WILL BE HELD LIVE ONCE AGAIN on the Santa Barbara Missions steps and Noches de Ronda will return to the Santa Barbara Courthouse for this year’s Fiesta, as it has for the past 100 years.

“Our community has been through so much this past year and I know everyone is ready to celebrate our beautiful city’s rich traditions, history, and culture with our family and friends,” commented La Presidenta Stephanie Petlow, following the announcement from Governor Newsom of COVID-19 restrictions lifting. “This is wonderful news and the Old Spanish Days Board of Directors is pleased to present our 97th annual Fiesta with the return of some traditional events,” continued Petlow at a press conference held on the steps of the Old Santa Barbara Mission, Wednesday.

Fiesta Pequeña will be hosted by the Franciscan Friars of Old Mission Santa Barbara (as always) and will be televised live on KEYT Channel 3. Montecito Bank & Trust is title sponsor for Fiesta Pequeña 2021, and the public is invited. The evening of music and dance begins at 6:30pm, on August 4th.

“We are most thankful to the Franciscan community for once again opening their home to Old Spanish Days so that La Fiesta Pequeña – the grand opening of the 2021 Fiesta – can happen at Old Mission Santa Barbara and be enjoyed in person, at home, or view via smart device,” said OSD Dance & Entertainment Division Chief Maria Cabrera.

Past El Presidente Scott Burns is co-chair for this year’s Fiesta Pequeña. He shared, “It brings our diverse community together as we celebrate our past. The gathering of our community at the Old Mission is such a joyful time.”

OSD board member Janice Howell is Fiesta Pequeña co-chair. She related, “La Pequeña will be very special this year after missing this great event last year. La Pequeña being at the Mission again will bring lots of joy, dance, singing, and family gatherings again. It promises to be a beautiful event that everyone will truly enjoy.”

Over at the SB County Courthouse, Noches de Ronda has been a community favorite since the 1920’s. For three nights beginning at 8pm, area dance studios and singers will perform to a throng of spectators who sit throughout the grassy area of the Sunken Garden. Saturday afternoon, youngsters will take center stage for the popular Tardes de Ronda show.

“Dance and music have been the primary

components of social gatherings and celebrations since the Rancho days of the mid-1800s,” said Noches de Ronda Chair Diana Vandervoort.

“Though dance and music genres have changed through the years, Noches de Ronda perpetuates the traditions of gathering the community together to celebrate the gaiety and happiness of our wonderful town each year by keeping these customs alive. Noches de Ronda shows were founded in 1929 when the ‘new’ Court House was completed.”

Vandervoort’s daughter, Thea Palencia, is the fourth generation of her family to coordinate Noches de Ronda.

“Noches de Ronda represents a rich history of the culture of Santa Barbara including early California dance and music, as well as contemporary flamenco, folklorico traditions, and vocal performances,” said Palencia. “The show began with only three dance schools participating and now has 18 flamenco, folklorico, danza Azteca, ballet, ballroom, and salsa schools performing annually. These dance schools thrive partially due to the Fiesta celebration where they have an opportunity to show their skills to audiences at a variety of venues.”

SB Urban Flea Market Offers a World of Hand-Selected Wonders

DESIGNER AT HEART, local entrepreneur Sara Gehris believes that in order to thrive, you must be passionate about what you do. Accordingly, her experiences have been as diverse as her interests, ranging from creating her own art to helping people find unique items for their homes. Now, she continues to share her artistic passion with the community in opening her vintage store Santa Barbara Urban Flea Market at 729 State Street.

“It’s something that’s very intuitive to me, it’s just effortless, it’s fun, it doesn’t really feel like work,” shared Gehris. “I love vintage pieces and I love shopping for vintage items, that’s the fun of it, just the hunt.”

Originally from Utah, Gehris moved to the Santa Barbara area in the 1980s. Over the years, she has utilized her passion for design through a wide range of Sara Gehris business endeavors, including working in interior design, home staging, creating her own lines of graphic t-shirts and greeting cards, and even hosting a pop-up shop

in the Funk Zone. For the past 15 years, however, she has centered on vintage items, previously operating a total of four local vintage stores.

SB Urban Flea Market features items from over 20 dealers located throughout the Santa Barbara and Central Coast area. Formerly a dealer of vintage goods herself, Gehris came to know many of these individuals through her past business experiences. By utilizing this business model, Gehris is able to selectively curate a high-quality collection of eclectic, one-of-a-kind items while supporting a network of local businesspeople.

“My business plan has always been to create a store that is a collaboration of many talented and interesting vintage/antique dealers, and entrepreneurs,” explained Gehris.

“It just makes more sense to have a business that is a shared venture where everybody can create their own unique style and look.”

Upon entering SB Urban Flea Market, customers are greeted with an array of distinctive, vintage furniture, lighting, art,

and household decorations. While many of these pieces reflect mid-century styles, the store as a whole presents items ranging across many time periods and their corresponding styles. Featured alongside these items are other mementos of the past, including records, old magazines and books, typewriters, and toys. In walking among the displays, visitors are simultaneously reminded of the personal nature of the past and compelled to wander further into the store’s shelves.

Beyond household items, SB Urban Flea Market presents an impressive selection of vintage clothing.

Almost the entirety of the store’s back room is dedicated to clothes, including leather jackets, patterned dresses, and skirts, band t-shirts, jewelry, and more. There are also a number of self-care items available, such as handmade soaps, scented candles, and potpourri.

Looking ahead, Gehris shared that she feels SB Urban Flea Market opened at an opportune time despite the ongoing

pandemic. She pointed to the increased amount of foot traffic amidst State Street’s closure to vehicles, as well as community members’ eagerness to resume in-person, local shopping.

“The public support has been overwhelming,” said Gehris. “I feel there has been a shift in the way people shop, and people are more conscious of buying local and supporting their communities after what we have all been through together over the past year!”

VNA Health Names Rebecca Benard New Foundation Executive Director

REBECCA BENARD will serve as the next VNA Health Foundation Executive Director. She assumes this role after working at VNA Health for nine years, serving in a number of leadership roles with both the Foundation and Operations. She also holds more than 15 years of experience in developing and implementing fundraising strategies to support multiple nonprofit organizations, especially ones that focus on social services, healthcare, and the environment. Eureka Program participant since middle school, and previously interned for County Supervisor Das Williams. As Jr. Carpinterian of the Year, Alarcon will receive a $4,000 scholarship.

LAURA FLORES, a Carpinteria High School senior, acts as Associated Student Body vice president, as well as the president of the Celebrating Adversity, Diversity and Education Club. She has also participated in the Girls Inc. Eureka Program participant since middle school, earned a 4.5 GPA, and has served over 200 hours of community service. As a finalist, Flores will receive a $1,500 scholarship from the SB South Coast Chamber of Commerce.

LUKE WILLIAMS of Bishop Diego High School is an Eagle Scout with Boys Scouts of America. Williams wrote a curriculum for a Boy Scout merit badge to help support teen mental health, which is currently awaiting national adoption. Additionally, Williams has acted as a tennis team captain for two years, holds a 4.83 GPA, and is a National Youth Advisory Junior Board Member for teen mental health. He will receive a $1,500 scholarship for being recognized as a finalist.

Organic Soup Kitchen Fundraiser Raises $30,000

Scholarship Foundation of SB Awards $8+ Million in Scholarships

T A TIME WHEN FINANCIAL SUPPORT FOR EDUCATION IS MORE VITAL THAN EVER, the Scholarship Foundation of Santa Barbara has awarded over $8 million in college scholarships to 2,247 Santa Barbara County students. This funding will support students’ higher education goals as they look toward the 2021-2022 academic year.

“The Scholarship Foundation dug deep and funded nearly every eligible applicant this year, a first for our organization,” said Scholarship Foundation President and CEO Barbara Robertson. “In light of the widespread economic hardship evident in our community, we were determined to expand the percentage of applicants who would receive scholarships. We are proud of our efforts to help students and families throughout Santa Barbara County.”

Exactly $8,023,167 was awarded this year, with $3,614,836 going to support 1,195 students living in Santa Barbara’s north county areas. The remaining $4,267,131 was distributed among 1,026 south county students.

Nonprofits WEV and MICOP Awarded $500,000 Grant

O SUPPORT INDIGENOUS MIGRANTS FROM MEXICO living in Santa Barbara and Ventura Counties, local nonprofits Women’s Economic Ventures and the Mixteco Indigena Community Organizing Project have been awarded a $500,000 grant for the 2021 Social Entrepreneurs for Economic Development (SEED) Entrepreneurship Program. From the California Labor and Workforce Development Agency and the Employment Training Panel, the SEED initiative will offer eligible community members training, technical assistance, and grants to launch or expand their own local businesses.

“MICOP is beyond grateful to be part of a partnership with WEV to launch a new and innovative initiative that will recruit and train indigenous migrant entrepreneurs in Ventura and Santa Barbara Counties,” said Arcenio López, Executive Director of MICOP. “SEED is an exciting opportunity for indigenous migrants to achieve economic equity by supporting visionary indigenous entrepreneurship.”

Going forward, WEV and MICOP will conduct community outreach efforts to enroll individuals with limited proficiency in English in the SEED program. The program will then provide participants with entrepreneurial skills training before they are ultimately able to apply for grant funding up to $5,000 to meet their own small business needs. SEED will be conducted across two groups, with Santa Barbara County outreach and implementation beginning this summer and Ventura County beginning in early 2022.

Op-Ed: How Historic Landmarks Board Totally Debunked Plans to Demolish Mission Creek Bridge

(Newsmakers Editor’s note: The long-running civic debate over the fate of the historic Mission Creek Bridge has resurfaced, with the preservationists clearly prevailing in last week’s skirmish before the Historic Landmarks Commission. Here’s an on-the-scene report from our correspondent in the conflict).

T IS LONG PAST TIME FOR THE CITY OF SANTA BARBARA to drop the misconceived idea to demolish the existing, historic Mission Creek Bridge - and to begin investigating far less expensive alternatives that would retain the iconic structure, roadway alignment, and cultural landscape.

Any doubt about the validity of that argument should have been erased at last week’s meeting of the Historic Landmarks Commission, whose members evinced little support for the array of proposals to destroy the bridge – and provided plenty of reasons for keeping it, Commissioner Michael Drury was the most vehement in his denunciation of the plans.

The first commissioner to speak, he could not have been more clear: “I don’t believe the road lacks safety,” adding that he does not see “any facts” to support the claim that the existing bridge and roadway are not safe. He emphasized the “natural traffic calming” of the current bridge and road configuration. The proposed plans would, in contrast, “just speed traffic up,” thereby increasing the chances of serious accidents.

Drury opposed breaching and realigning existing, historic stone walls attached to the bridge, including the notable “stegosaurus” wall. He observed the existing bridge had not experienced any damage in a number of local and nearby major earthquakes, including in 1906, 1925, and 1952. He also said the bridge had not experienced flooding in its 130 years, including in 1975 and 1983, which were adjudged one in 500-year flooding events.

A sampling of other commissioner’s opinions: Wendy Edmunds said she “agreed with Mr. Drury.” Noting that she is a biker who rides two or three times a week through the area, Edmunds said that, based on personal experience, she saw “no problem” for bicyclists with the width of the current bridge.

Edmunds was clear regarding the overall plans: “I just don’t see this as an issue.”

Ed Lenvik agreed there are not alignment, circulation, or bike problems. He is “not in favor of messing with the arch,” and said the bridge and surrounding area are “part of local heritage.” He thought the road and bridge should stay where they are. Lenvik also expressed strong support for ADA accessibility.

Robert Ooley said it was difficult to “weigh in,” because there were nine different

possibilities (three bridge plans with three roadway options each), but believes that historic resources should receive “highest protection” and that preserving the existing bridge would respect the original designer. He said he does not perceive a problem with the existing road alignment: “What makes the road scenic is that an engineer hasn’t straightened it out.” He thought it possible to have enhanced safety without loss of existing historic resources.

Dennis Doordan, stating his “general agreement” with preceding comments, observed that the bridge has survived other earthquakes and that all disasters are unique. There is “no guarantee” concerning what would happen in an emergency. He also questioned if any of the bridge proposals would meet the U.S. Secretary of the Interior’s standards for treatment of historic structures. That is, all of the plans could result in loss of the bridge’s historic status.

Steve Hausz did not “buy the underlying premise of replacing the bridge.” He thought all of the plans are overreacting to possible, unknown events. With respect to emergency safety, he said that demolition and reconstruction would take a year or more, and that evacuation routes would be limited during this time. He also noted there is “no simple detour” for the area during this phase, apart from emergency evacuation. He termed the bridge and surrounding area a “major cultural resource” and opposed the removal of sycamore trees. “I can’t support” the plans, he summarized.

Bill Mahan called Mission Canyon a “very special place,” and said it is important to be “careful and not diminish its aesthetic qualities.” He believed it is important to maintain Mission Canyon Road’s “country road” feeling, adding that the road is a significant part of the “character” of Mission Canyon that should remain as close as possible to the way it now is. He favors protecting historic resources as long as possible, and believe there are methods to strengthen the underpinnings and foundation of the existing Mission Creek Bridge without replacing it. He favored a westside pedestrian access that would not be close to the existing bridge.

Anthony Grumbine, Commission Chair, summarized the views of all commissioners this way: “Leave it alone.” He also said there is not support on the commission for changing the existing Mission Canyon Road alignment, echoing Mahan’s comment that Mission Canyon Road has a country road feel. Grumbine said that the bridge and roadway are an important cultural resource and called attention to the proposed removal of sycamore trees.

Almost all commissioners also expressed support for low-cost and non-intrusive changes that could be implemented to the existing bridge and roadways in the near future.

Among the key statements in the staff report for the meeting: “Due to funding shortfalls, the Caltrans Highway Bridge Program Advisory Council is modifying guidelines, reducing bridges’ eligibility ... [I]t is anticipated that additional funding will be needed if a project moves forward.”

Thus it is likely the City of Santa Barbara would have to spend millions of dollars more of its own funds on a project than originally anticipated. Staff also noted that Mission Canyon Road is already safer, from the standpoint of traffic, than many city thoroughfares.

Where the process goes now is uncertain.

“The team is looking for HLC comments to help create a project that not only meets the safety goals but honors the historic bridge and landscape,” the staff report stated.

It’s a plain fact that demolishing and redesigning the bridge is not the best way to honor it – and a new bridge would diminish, not improve, safety.

HE COUNTY OF SANTA BARBARA CITIZENS INDEPENDENT REDISTRICTING COMMISSION will launch the public engagement phase of the redistricting process this week by hosting its first virtual public hearing at 6pm Wednesday, June 16th. Additional hearings will be held throughout the summer and fall, and will allow community members to learn more about and offer feedback on the process of drawing new County district boundaries.

HE NUMBER OF JOB OPENINGS REACHED A SERIES HIGH of 9.3 million on the last business day of April, the U.S. Bureau of Labor Statistics reported recently. Hires were little changed at 6.1 million. Total separations increased to 5.8 million. Within separations, the quits rate reached a series high of 2.7 percent while the layoffs and discharges rate decreased to a series low of 1.0 percent.

American workers are finally in a position to pick and choose from what is a record number of job openings. As proof, the number of quits jumped to a new all-time high of 4.0 million, versus 3.6 million last month. These are voluntary exits from one job to a presumably better job.

This is panicking 25 states with Republican governors into terminating the additional $300 per week in unemployment benefits early, believe it or not. They seem to be afraid that their workers might take the time to shop for a job with better pay and benefits, which is what anecdotal evidence is already showing.

The blue line in Calculated Risk’s graph tells us that hirings have actually returned to a more normal level, but the sudden opening of the economy has orders pouring in for goods and services, which is more demand than can be satisfied at the moment, and this is boosting workers’ wages.

Reuters said, “Higher worker mobility undoubtedly contributed to the surge in hourly earnings in the past two employment reports, as employers must not only pay higher wages to attract new workers, but may feel more pressure to raise compensation to retain their existing employees.”

There are still too many unvaccinated employees that don’t feel safe returning to work, and most schools are still out or having only partial re-openings for many women to return to work.

Treasury Secretary Janet Yellen also claimed data does not support the argument that increased unemployment benefits are leading to a workforce shortage. She said when they looked at states and sectors where supplemental benefits were high, there weren’t lower job finding rates as the argument would suggest, and in fact it was the “exact opposite.”

billion that will flow to them if they allow their workers to keep the additional benefits?

Sadly, research is showing that this hurts those states, according to a number of researchers. A report cited by The Center For Equitable Growth, for example, concludes that workers salaries increased as much as five percent when their unemployment benefits were extended to 99 weeks in 2010-11 following the Great Recession.

And as of May’s jobs report, the country is still down 7.6 million jobs from before the pandemic, according to The Hill. The May jobs report also indicated that there are 9.3 million people who are officially unemployed — meaning they are actively looking for work and unable to find it. In most industries, the number of jobseekers still exceeds the number of job openings.

We are in a different world with COVID-19 that is killing more than all the world wars; in other words, a time like the Great Depression and New Deal when small government ideology makes no sense.

Art and Smiles At The Young Age of 100

ELIEVE IT OR NOT, one of the best-known American artists, Wayne Thiebaud is alive and well at the age of 100. He celebrated his 100th birthday on November 15, 2020. Truth be told, when I went to see his current exhibition, Wayne Thiebaud: Clowns at the Laguna Art Museum, I was surprised to learn that he is alive and well, thriving and still making art. Since his childhood, Thiebaud was fascinated with Ringling Brothers Circus and now his early memories are subjects of new paintings full of antics performed by clowns.

Thiebaud’s small-scale paintings with vibrant colors and dynamic brush strokes are bursting with energy and have a big story to tell. This exhibition is the first time this series is shown in a museum.

And, the reason this series being shown at Laguna Art Museum is autobiographical, because during his childhood, he and his family often visited Laguna Beach for extended periods of time.

When I see these paintings, I can’t help giggling to myself. There is a sense that Thiebaud is making fun not only of the clowns, but of himself, and us, admirers of his art. I wonder, Mr. Thiebaud, what is the secret to your vitality and delightful sense of humor? Wayne Thiebaud: Clowns Clown Rescue, 2014, Wayne Thiebaud exhibition runs through October 24, 2021.

Among much-anticipated museum events, The Broad reopening on May 26th offering their permanent collections with some artworks being shown for the first time. And the way the works are juxtaposed makes them interact in a very challenging and interesting way. Take a look at the monumental wall piece, Intermittent Signals by El Anatsui (b. 1944), next to L: Melting Point of Ice, 1984, Jean-Michel Basquiat R: Eyes and Eggs, 1983, Jean-Michel Basquiat the minimalistic sculpture, Le Rouge de Saché by Alexander Calder (1898-1976).

Clown on Fire, 2020, Wayne Thiebaud Clown behind Bars, 2019, One of the unique Wayne Thiebaud features of The Broad Museum is the in-depth collection of many artists, among them are Jean-Michel Basquiat (1960-1988), and Roy Lichtenstein (1923-1997). Today, Basquiat is one of the most desirable and expensive artists to collect. But Eli Broad recognized Basquiat’s talent in the early 1980s and began acquiring his art before Basquiat became famous.

Another in-depth installation by a single artist is one dedicated Installation shot of Roy Lichtenstein to Roy Lichtenstein. His paintings and a sculpture are a joyful tribute to the art of Picasso. Now, at a time of so much uncertainty and drama in the world, Lichtenstein’s work Installation shot of El Anatsui and Alexander Calder projects much needed optimism and positive energy.

I’ve been a big admirer of the English Edward Goldman was artist, Jenny Saville (b. 1970) So, it was a art critic and host of “Art particular pleasure to see her gigantic triptych Talk,” a weekly program with repeated images of the same heroically which aired prime-time overweight female figure. There is no doubt Tuesday evenings during All that Saville admires and celebrates this woman Things Considered on LA’s who is full of confidence and intelligence. Along the way, he also contributed weekly art reports to the Huffington Post and semi-naked revealing our vulnerability?
