OICE AND THE MUSICAL LANGUAGE OF LIVING COMPOSERS will be featured in a newly added program at a Music Academy of the West performance on Sunday, July 18th at the Lobero Theatre, beginning at 4pm.

Exploring the musical landscape of eleven women composers, Daniela Candillari will conduct. The concert direction of Academy Vocal Institute and instrumental fellows will be a team effort by faculty artists John Churchwell (the Vocal Institute Music Director), Maureen Zoltek, and Nino Sanikidze. The lighting for the concert will be provided

by Azra King-Abadi, lighting designer.

The program will be a glimpse of different vocal musical styles, including some new songs by composers Ellen Reid, Missy Mazzoli, Paola Prestini, and Gabriela Lena Frank.

Tickets for the 90 minute program will include 100, $10 Community Access Tickets with the balance at $46.

Candillari took a few moments to share with VOICE about the upcoming Living Voices performance and her experiences at the Music Academy.

What do you think delights and challenges audiences that attend New Music Concerts?

Conductor Daniela Candillari: One of the most exciting parts of coming and attending concerts that feature New Music is asking our audience to be really open and listen to the pieces as they are, without drawing any comparisons. We should take in the sound world of the composer we are listening to in the moment and completely embrace where it takes us. Some of the musical language might already be familiar, some might be completely new. All of the pieces are very tonal and use traditional vocal writing, though a few of them will involve additional electronic components, such as a click track for the conductor, and soundscapes created with electronics.

This will be a concert of music by women. Why is this important to the field and to you? What will this kind of program bring to the Academy audience?

Candillari: It’s extremely important to widen our knowledge of the composers of our time and to be familiar with their music. All of the music we perform now was new at some point, and through history contemporary music always created a very special connection between the audiences and living composers. For the audience, this will be a wonderful opportunity to hear various musical styles, that are reflecting our time, and that are part of the musical landscape of the 21st century. The more we learn, the more we want to keep learning, and I think this gives us a chance to broaden our musical senses.

Will there be a visual component to this performance?

Candillari: The lighting will reflect the mood and the atmosphere of the individual pieces.

Candillari: Throughout my early education and later in my professional work, I was very lucky to have been exposed to and involved in many different musical styles. My grandmother, who was Russian and a mezzo soprano, used to love singing Russian romances in her free time, so that was my first non-classical exposure to music. Through my college years I was listening to and performing a lot of jazz, but I guess I was always drawn to folk music and try to incorporate some of it in my own writing. In terms of bringing a specific style of music into conducting, it really depends on the group, the music I’m working on, and what the needs are.

Conducting is an extremely communicative field, and so one needs to be flexible and able to respond in the moment to whatever might need attention.

Any additional comment about being at the Academy or about this particular performance?

Candillari: This is my second summer at the Academy. Coming here I am always impressed by the level of the Fellows, and also very thankful to the incredible faculty and staff, and their work in preparing this program. For some of the Fellows this will be the first time they are performing for live audiences in more than a year, and I can’t wait for the audiences to hear every one of them. n

Antioch University To Implement Vaccination Mandate

EQUIRING ALL STUDENTS, STAFF, AND FACULTY TO VACCINATE, Antioch University is following the trend set by UCSB and about 400 universities and colleges nation wide when they will begin a phased reopening this October.

“We believe operating with the expectation that anyone who enters a campus building and anyone who participates in face-to-face Antioch sponsored or Antioch hosted activity is fully vaccinated is a way to promote both a safe environment and increased in-person engagement,” announced university Provost and CEO Barbara Lipinski on July 8th, adding that exceptions for medical or religious reasons will be made.

Antioch University currently plans to establish a check-in system to track who enters its building in case COVID-19 contact tracing is later needed. Face masks will only be required for people not fully vaccinated, however, the university will still encourage others to wear masks inside. Antioch will be offering in-person, remote, and hybrid programs to accommodate students.

Along with the University of California system, UC Santa Barbara will be requiring its students, faculty, and staff to be vaccinated against COVID-19 by September 6th.

Faculty and staff will be able to verify their vaccination status by uploading their information to a confidential portal, while students will be required to update their immunization documentation.

Exceptions to this mandate will be allowed on a medical, disability-related, or religious basis. Unvaccinated individuals will likely have to undergo asymptomatic COVID-19 testing twice a week, however, this policy is yet to be officially confirmed.

“The scientific data confirm that COVID-19 vaccines are the best defense against the virus,” stated Chancellor Henry Yang on June 11th. “Vaccinating as many members of our community as possible will be critical to resuming normal campus activities.”

Both Santa Barbara City College and Westmont are not requiring mandatory vaccinations.

Westmont College is not requiring COVID-19 vaccinations of its students, faculty, or staff and will continue to offer in-person classes and on-campus living, as it did throughout the 2020-2021 academic year.

“For the fall, unvaccinated community members will be required to wear a face covering while indoors and around others,” said Jason Tavarez, Westmont Director of Institutional Resilience. “In addition, we ask people who are ill with symptoms such as a fever, cough, congestion, or a sore throat, to stay away from campus until they recover.”

At the beginning of the semester, Westmont will perform COVID-19 tests on all of its unvaccinated community members. Additionally, all students will be required to wear face masks during their indoor classes. Face masks will not be expected outdoors, yet Westmont will “strongly encourage” unvaccinated individuals to still wear a mask.

Currently, Pacifica Graduate University is continuing their operations remotely, and has not made any official announcements regarding COVID-19 vaccination requirements. As Fielding Graduate University has no campus, they are not requiring vaccinations and will follow California state guidelines for office spaces.

Building Futures Scholars Jeffrey Stewart and Victor Rios named MacArthur Foundation Chairs

C SANTA BARBARA PROFESSORS JEFFREY STEWART AND VICTOR RIOS are deeply invested in community engagement and centering the experiences of Black and Brown people on the margins of society. Their work just got a major boost.

Stewart, a professor of Black Studies, and Rios, a professor of sociology, have been named to John D. and Catherine T. MacArthur Foundation Chairs. Each professorship will be supported by a $1 million endowment for a five-year term, and the annual earnings on those funds will finance a range of activities.

Their project, A New Eden in Southern California: Promoting Black and Brown Futures in Resilient Communities, will include scholarly research, artistic projects and performances, and inclusive off-campus programs. The aim, they said, is to create interdisciplinary dialogues about racial and social justice, as well as public policy issues such as policing and criminal justice, that develop new models of community engagement and social sustainability for Black and Brown urban youth.

“On behalf of our entire UC Santa Barbara community, I offer my most heartfelt congratulations to Professor Jeffrey Stewart and Professor Victor Rios on the tremendous honor of being recognized with prestigious MacArthur Foundation Chairs,” said Chancellor Henry T. Yang. “Professors Stewart and Rios are brilliant researchers, teachers, and scholars, and their outstanding work — individually and collectively — exemplifies the John D. and Catherine T. MacArthur Foundation’s commitment to a more just and peaceful world. We are extremely proud of this well-deserved recognition.”

Stewart and Rios’s work together has its roots in Jeffrey’s Jazz Coffeehouse, which Stewart started following the 2014 shootings in

Isla Vista.

Stewart, whose The New Negro: The Life of Alain Locke (Oxford University Press) won the 2019 Pulitzer Prize for Biography and the 2018 National Book Award for Nonfiction, created the pop-up jazz venues to give students a place to connect and heal after the tragedy.

Rios, who has worked with at-risk youth in the criminal justice system, ran forums on a range of social issues during breaks between sets at Jeffrey’s Jazz Coffeehouse.

“And so we just would have these conversations,” Stewart said.

“Was there a way to maybe fuse these two initiatives, one kind of trying to create a space for transformation through culture or music or jazz or spaces in cities?”

Enter the MacArthur Foundation Chairs, which were established in 2009 to support research, teaching and public service. The endowments, Stewart and Rios said, will give them the resources to pursue initiatives that bring the university to the community — in the Santa Barbara area and beyond.

One of the first steps is bringing back and expanding Jeffrey’s Jazz Coffeehouse, which has been on hiatus during the COVID lockdowns. In time they’d like to see it spread into the Los Angeles area, where they could talk to young people — who would otherwise have no opportunity to speak with a university professor — and help them see that they have a future that they can shape.

“So the music and the coffee is kind of a staging ground for other kinds of things to happen — perhaps a digital coffee house,” Stewart said. “There’d be a place where young people who don’t have internet, for example, can come and maybe even study in the daytime, get tutoring that’s connected with the music at night.”

What’s more, said Rios, is that the pop-ups would build on UC’s mandate to serve the state’s residents.

“How beautiful would it be to have pop-up satellite stations that represent UC Santa Barbara in different parts of California,” he said, “engaging with local communities, rather than waiting for local communities to come to us and pay us a visit and walk to the beach, which is wonderful. We’d bring the beach to them. We bring the culture of UC Santa Barbara, its beauty, its knowledge, and its capacity to embrace fully the entire diverse population of the state of California to the rest of California.”

became one of the youngest full professors at UCSB — noted it was college students tutoring and mentoring kids in his community who made him realize the value of a university education. His Ted Talk, Help for Kids the Education System Ignores, has garnered over 1.6 million views. He is also the subject of the documentary film, The Pushouts, which aired on PBS in 2019.

“And so in many ways, it’s just full circle, continuing that paying it forward, putting that hand out to others who might think that the university isn’t for them,” he said. “But again, it’s very important to emphasize this isn’t just about a service approach. This is about us helping our institution reflect on what its role needs to be and how it can reinvent itself to continue to expand its full diversity and equity across disciplines and across communities.”

The MacArthur Foundation Chairs currently at UCSB are among seven chairs funded across the UC system by an endowment from the MacArthur Foundation. The endowment was established in 2009 for the purpose of supporting research, public service, and teaching that promotes the objectives of the MacArthur Foundation, which include working to defend human rights, advance global conservation and security, make cities better places, and understand how technology is affecting children and society.

At the end of five years, the two endowed chairs currently at UCSB will be redistributed to other UC campuses.

Community News Julie Weiner New CommUnify Chief Development Officer JULIE WEINER has assumed the position of CommUnify’s Chief Development Officer.

Previously, she served as the Chief Development Officer for the Scholarship Foundation of Santa Barbara, as well as the Director of Development for UCSB’s Division of Humanities and Fine Arts. Weiner is also a former television and software executive, acting in the past as the Director of International Sales at Commission Junction and Citrix Online, and co-founding the Julie Weiner cloud computing company NTRglobal. A Santa Barbara local, she was a fundraising volunteer for Ensemble Theater Company and a board member for the Museum of Contemporary Art SB. Assistance League of SB Awards 49 Student Scholarships

OLLOWING A CHALLENGING AND UNPRECEDENTED YEAR for local students, the Assistance League of Santa Barbara, in collaboration with the Santa Barbara City College Foundation Promise Program and Scholarship Foundation of Santa Barbara, has awarded 49 scholarships to students pursuing higher education.

ALSB presented $3,500 to individuals who intend to or are currently attending a four-year college. Eligibility was further determined by if the student’s family income was just above the cut-off point for federal financial aid programs, as many scholarship funds and grants do not focus on this group of students. Recipients are able to re-apply for ALSB scholarships each of their four years of higher education if they continue to qualify. In total, ALSB has awarded $150,000 in scholarships to Santa Barbara County students since 2013.

Housing Trust Fund Receives $1.76 Million CalHome Grant

I

N A MOMENTOUS STEP toward supporting local aspiring homeowners, the Housing Trust Fund of Santa Barbara County (HTF) has been awarded a $1,762,400 grant from the CalHome Program of the the California Department of Housing and Community Development. This funding in turn will allow for the relaunching of HTF’s North County Workforce Homebuyer Program, which will aid first-time homebuyers from low-income backgrounds.

“Under the North County Workforce Homebuyer Program, HTF will offer 30-year deferred payment down payment loans up to 20% of the home purchase price or a maximum loan of $100,000,” explains a statement released by HTF. The North County Workforce Homebuyer Program will focus its efforts on serving the people of Lompoc, Santa Maria, Guadalupe, and the county’s unincorporated areas. Individuals eligible for this program will include first-time, low-income homebuyers who earn up to 80% of Area Median Income, adjusted for family size. Additionally, moderate-income homebuyers who earn up to 120% of Area Median Income and are victims of recent natural disasters will also be eligible.

Originally from Williamstown, Massachusetts, Dr. Haig attended Williams College prior to studying at Touro University College of Osteopathic Medicine, where he acted as a Global Service Health Intern in partnership with Jimma University in Ethiopia, and served as a medical volunteer at Mother Teresa’s Home for Sick and Dying Destitute. Following this, Dr. Haig completed his Internal Medicine Residency at Santa Barbara Cottage Hospital. opinion Will Health Department Or Cities Set Vaccine Mandate?

B

ECAUSE A HIGH PERCENTAGE OF ESSENTIAL WORKERS REMAIN UNVACCINATED, the Health Department, cities and employers need to step up and mandate vaccinations for some sectors of Santa Barbara County.

Nearly half of the County’s population remains unvaccinated — an unsafe number — with people who protect and serve included in this dangerous statistic.

An excellent example has been set by the City of San Francisco, with 35,000 employees, in making vaccinations mandatory for employment.

An excellent example has also been set by the University of California, UCSB, and the CSU system that all faculty, students, and staff are required to be vaccinated. Also following these guidelines is Antioch University Santa Barbara.

Santa Barbara County has more than 20 police and fire agencies with individuals interacting with the public daily — all should fall under the pandemic created mandate along with other required vaccinations and health requirements.

Those who remain unvaccinated are serving as hosts for the virus to mutate and create new variances, which are proving to be much more contagious and much more deadly. This really isn’t about individual health, it’s about the threat to our entire species.

While it is often a challenge to rely on the judgement of doctors and science, it is currently a community need.

A Health Department or city mandate would take the burden of politics out of the safety equation and place it squarely as a necessary response to the virus created pandemic.

Ortega Park Goes Back to Historic Landmark Committee

HE PARKS AND RECREATION DEPARTMENT ANTICIPATES ITS ORTEGA PARK MURAL PLAN will be presented to the Historic Landmark Commission on Wednesday, July 21st. Jill Zachary hopes to have the agenda item posted with all the necessary back up documents by tomorrow.

In a draft report, the community working group tasked to develop the Ortega Park Mural Plan, made the determination to preserve the three-bathroom murals painted by Manuel Unzueta. The report states that the remaining murals would be discarded and recreated or reimagined by their original artists.

Essentially, this is what the Historic Landmark Commission we’ll be approving.

As you might know, the Ortega Park Mural Rescue Committee met with Scott Haskins of Fine Art Conservation Laboratories. He is an expert in mural preservation and restoration. He has made an offer to foster the discarded murals by preserving

and storing them. His hope is to work with the community to reinstall or relocate the murals. There are legal technicalities associated with this proposal.

However, an argument can be made that if an artist abandons their public art, the community can make an ownership claim for preservation. We will be meeting with national and statewide experts for advice on this matter. We’ve already made an appeal to the Parks and Recreation Department to obtain the discarded artwork. They have not responded.

There are other elements of the report that speaks to the archeology and prehistoric significance of Chumash life that sits underneath the park. Michael Imwalle of the Santa Barbara Trust for Historic Preservation and a key authority on Santa Barbara’s prehistory, has already made an argument that the park’s master plan should include an educational component that speaks to the Chumash village and estuary that populated a portion of the Ortega Park property. This is something that we will be advocating for as the process to complete the design and the master plan of the park proceeds.

Advisor Dr. Anthony Fauci, “I have been of this opinion, and I remain of that opinion, that I do believe at the local level, there should be more mandates. There really should be,” Fauci said last Sunday on CNN’s “State of the Union,” when host Jake Tapper asked whether he thought it would be a good idea for businesses and schools to require coronavirus vaccinations.

Until this can be implemented, people should ask if people have been vaccinated and to wear a mask if they have not. After all eating, driving, shopping are necessities which should be protected.

Last week it was noted 99.02 percent of COVID-19 deaths in June were individuals that were unvaccinated. The science is real and so should be a mandate.

T ITS JULY 14TH BOARD RETREAT, the SBCC Board of Trustees announced a board motion to appoint Dr. Helen Benjamin as interim Superintendent/President pending final approval at the July 22nd board meeting. The appointment is for six weeks. Dr. Benjamin came out of retirement and previously served as interim Superintendent/President at SBCC for several months in the

Park Mural Plan and the community working with Scott Haskins to preserve more murals, we are preparing for another round of advocacy and political activism for ensuring the park becomes a cultural resource for the Eastside neighborhood.

Dr. Benjamin was chancellor of the Contra Costa Community College District from 2005 until her retirement in December 2016. She began her career at the District in 1990 when she joined Los Medanos College as dean of language arts and humanistic studies and related occupations, and has held progressively higher-level positions, including District vice chancellor, educational

programs and services; interim president of Los Medanos College; and president of Contra Costa College.

Dr. Benjamin has a Bachelor of Science in English and Spanish from Bishop College in Texas where she graduated magna cum Dr. Utpal K. Goswami laude, and she earned her master’s and doctoral degrees from Texas Woman’s University in Denton, Texas.

Dr. Kathleen Scott will be acting Superintendent/ President until The Board of Trustees appoints an interim.

APTURING THE HISTORY AND BEAUTY of our country’s western regions, Santa Barbara photographers Brett Leigh Dicks and Jeff Bridges have been included in the photography book Magnetic West: The Enduring Allure of the American West.

Edited by the Figge Art Museum, the book features more than 160 images by a broad selection of talented photographers, including Robert Adams, Edward Burtynsky, Laura Gilpin, and more. The book also includes essays by Andrew Kensett, Vero Rose Smith, and Andrew Wallace, among other writers.

“Picturing the west as a metaphor for promise and peril, the exhibition and accompanying essays explore issues of identity, implications of living in a changing landscape, and the centrality of Native and immigrant communities to the essential dynamism of the region,” reads the book’s advance statement.

Marymount of SB Changes Name to The Riviera Ridge School

LARIFYING ITS SCHOOL IDENTITY, vision, and purpose, Marymount of Santa Barbara has announced that it will change its name to The Riviera Ridge School as of the 2021-2022 academic year. The school’s Board of Trustees decided to review the “Marymount” name for its affiliation with the global network of Religious of Sacred Heart of Mary schools, which is not an accurate reflection of the school’s current practices.

“While we were founded as a Catholic school over 80 years ago, the School has evolved over the past several decades to be inclusive of all moral and ethical teachings as well as spiritual beliefs. Today, with our signature curricular program, Kaleidoscope, we are proud to be an independent day school, celebrating the diversity of all history, backgrounds, and cultures of our students and families,” explained Christina Broderick, Head of School. “Our former name has been a large source of confusion among prospective families and the community at large for many years. It was critical we address this deliberately and decisively. We will, as The Riviera Ridge School, continue to be the home of academic excellence, where we provide an environment that balances the social, emotional, and ethical dimensions of teaching and learning to create a future-proofed skill set.”

As a part of the school’s Kaleidoscope Program, instruction prioritizes studying cultural, ethical, moral, and historical perspectives through the lens of world religions, allowing students to study diverse cultures and religions with a global understanding.

Students are also taught with an emphasis placed on Social and Emotional Learning, as well as Diversity, Equity, Inclusion, Justice, and Belonging.

The Academy Chamber Orchestra opens Granada Theatre with panache and not a few tears

OT SINCE MARCH 7, 2020, when the Los Angeles Philharmonic performed its 100th anniversary concert in the venue for a gala sell-out CAMA crowd, has Santa Barbara’s Granada Theatre welcomed a free-flowing, non-masked, cheerful, and chatty audience to its iconic post-modern, quasi-Spanish Revival performance space. Videotaped programs with limited in-house personnel behind those split screens we’ve come to love and loathe, or the occasional Pavlovian experiment, inviting a dozen or so witnesses, strictly segregated by space and masks to special in-house private events, were the few intrusions into an otherwise tomb-like silence that embalmed the space for well over a year.

Last Sunday afternoon (July 11th), the Academy Chamber Orchestra, under the subtle yet continually astonishing baton of conductor Larry Rachleff, officially and without question effectively, gave back to an experience-deprived audience music that bathed hungry souls in the multiple nimbuses of youth, life, energy, camaraderie, sound itself, and the joy of On stage at The Granada Theatre people being with one another once again.

The city’s too long shrouded premiere performing arts venue breathed anew, pulsed with the energy of human artistic endeavor, and rekindled creative spirit. It’s been a long time coming, and it was epic.

An iconic staple in its own right, of perseverance, the Music Academy of the West has survived Covid with intelligence, rising anew and quickly, from a year and a half of stasis.

Conductor Rachleff reminded Sunday’s audience, the young professional musicians of the orchestra behind him had arrived in Santa Barbara only the preceding Wednesday for their first ensemble rehearsal of any kind in over a year. The program Sunday was laudatory from the get-go, not least for the discipline and conviction of Music Academy fellows performing as an ensemble after such a long hiatus.

Befitting an historic event such as Sunday’s concert, Australian composer Katy Abbott’s Punch for Brass Ensemble and Timpani (2013) opened the Academy Chamber Orchestra concert with appropriate energy, shaded by the composer’s harmonic magical realism; an admixture of Punch and Judy rhythmic jollity and fanfare-like motives, shaded by a certain mystery of tonality and intention - perplexing forebodings to spice auditors’ speculation about subtext and meaning.

Next on the program, Mozart’s Symphony No. 39 in E-flat Major, K. 543, one of the composer’s most popular tune crunchers, performed with the casual insouciance of musicians ten times the assumed maturity of this fresh batch of Academy Fellows. Little wonder, as Rachleff led the orchestra through the work’s four movements with particular attention to phrasing, nuanced cadenzas, and performance practice stylings in situ with lovely, delicate balances and clean articulation, a breathtakingly subtle performance.

Conducting from memory, as he did with the Mozart Symphony, Rachleff saved his final surge of conductorial energy for the last work on the program, Stravinsky’s 1919 suite from the ballet Firebird. Centering the Academy Chamber Orchestra on its primary mission, to wow the audience with virtuosity, Rachleff led his charges, now centered and feeling their oats, through a performance that was at once subtle and athletic, the Holy Grail of Stravinsky’s transparent genius, achieved. The famous tune in French horn that harkens the ballet’s final denouement and apotheosis, brought the audience to its feet and soiled not a few hankies. Wonderful.

ERFORMANCE AND ELEGANCE returned to Miraflores, the Music Academy of the West’s beautiful and richly appointed campus on Saturday when their annual gala welcomed 300 eager guests for a three course dinner and musical program by faculty artists and alumni. The event and season dedicated to philanthropists Warren and Mary Lynn Staley was colorful, relaxed, and a reminder that gathering together can be one of the rich moments in life.

The event was co-chaired by Michele Brustin, Stephanie Shuman, and Fred Shuman.

In all, the annual fundraiser drew in near half a million dollars for the program and for scholarships.

TEARNS WHARF IS AN ICON OF THE CITY OF SANTA BARBARA: a beautiful sight, a wonderful walk, and trip out to sea without ever leaving solid ground. Perpendicular to State Street at the very heart of the city, the entrance to the wharf is crowed with yet another icon known as the Dolphin Fountain – or the Bicentennial Friendship Fountain – a creation of the late Santa Barbara artist, James “Bud” Bottoms. A long time environmentalist and protector of marine mammals, he devoted his life to his art and the preservation of planet Earth. This exquisite sculpture of a family of three dolphins atop a running fountain welcomes all who enter Santa Barbara in the tradition of the Chumash people, upon whose land it stands.

According to Chumash culture, the dolphin holds a special meaning. Originating from an ancient legend, the story of the dolphin and the Rainbow Bridge came from oral history passed through the generations, and tells how the Chumash people came to be. According to the myth, Hutash, the goddess of the Earth, scattered her magic seeds over the Limuw, now known as Santa Cruz Island, and from those seeds emerged her people. She was assisted by her husband, Alchupo’osh, the Sky Snake – the Milky way – who provided them with fire to keep them warm.

Her people were happy, but with time, the island become overcrowded. Looking toward the mainland Hutash decided (as goddesses often do!) to send the excess population via a rainbow bridge that extended from the highest mountain on Santa Cruz to another in Carpinteria. With her blessing, the travelers began to cross over, but with the warning not to look up, down, or back. Unfortunately, some people made the mistake of taking their eyes off the rainbow, and became so dizzy that they fell into the ocean far below. In keeping with her promise to always care for her people, and not wanting to let them drown, Hutash turned them into dolphins to swim and play in the sea between her lands.

And, as the legend confirms, the dolphins continue to be the brothers and sisters to those of us who live on the land.

From Santa Barbara historian and author Erin Graffy de Garcia, I learned that the fountain was originally proposed in 1980 by Louise Lowry Davis, who envisioned it in the spirit of the Statue of Liberty, opening its arms to all far from home, and pledged $10,000 to the project. After much ruminating by citizens and community leaders in true Santa Barbara fashion, it was decided that a design competition for artists, architects, and sculptors should take place. The Three generations of Chumash men designs were put on display at the public library to be voted at the statue’s christening upon. By an overwhelming margin, Bottoms’ concept of the dolphins was the winner.

“But here’s an interesting and lesser known fact,” shared Graffy de Garcia, “Bottoms was aided by his mentor, famed graphic artist, Michael Dolas, who suggested fashioning a sculpture with a family of dolphins to better represent the story.” She noted, “Dolas, who also lived here, was one of the last surviving artists of the golden age of illustration whose work graced the covers of books and national magazines such as The Saturday Evening Post, Cosmopolitan, and Colliers.” As suggested by his mentor, Bottoms’ bronze sculpture contained a family of three dolphins and, in 1986 , was placed in its present location atop the fountain. “I was there,” exclaimed Graffy de Garcia, “and, as my mother was on the City Council at the time, I had a special view!”

How’s that for an up close and personal vantage point? The fountain remains one of the most sought after photo-ops and is an important symbol of the City of Santa Barbara. In the spirit of the Chumash legend, I like to think of the joyful dolphins as my brothers and sisters, living and playing in the sparkling waters of the Channel as intended by the goddess Hutash in the legend of old!

SBPD Updates Officers Arrest Subject Armed with Broken Glass Bottle

ANTA BARBARA POLICE DEPARTMENT arrested an individual wielding a broken glass bottle on July 5th. At about 7:30am, officers responded to State St. and Cabrillo Blvd. to a report of a subject who was reported missing, seemingly suffering from paranoia, and asking community members for a gun.

This individual had County misdemeanor warrants for their arrest.

When officers approached and communicated with the subject near Calle Cesar Chavez, the subject removed a glass bottle from a trash can, intentionally breaking it and holding the sharp edges toward the officers. The subject then fled from officers’ requests to drop the item, approaching several members of the public before threatening the driver of a parked vehicle. After avoiding detainment from the officers again, the subject turned toward the officers with the bottle, and an officer deployed a less-lethal beanbag projectile, hitting the individual. The subject was taken into custody and transported to Cottage Hospital for treatment from the less-lethal deployment. The SBPD Co-Response Officer was among the officers who responded to the call.

N JULY 2ND, the Ventura Police Department Special Weapons and Tactics team assisted SBPD officers in the arrest of a wanted subject. On June 30th, the SBPD received a criminal threats report on the individual, who had made serious threats to an acquaintance. This individual had been arrested twice this year for firearm related threats and/or possession of firearms.

Detectives located the subject in the City of Ventura, and reached out to the Ventura Police Department for assistance in their apprehension. Ventura officers attempted to arrest the subject as they arrived at their place of work, and the individual barricaded themselves in a restroom. An hour and a half later, Ventura officers negotiated the subject’s safe surrender and they were arrested.

ULY 2ND, STATE STREET PROMENADE officers arrested an individual using a “window punch” tool to repeatedly hit the driver’s side window of a black Subaru parked in a business’ parking lot in the 400 block. The subject stated to the officers that they were “borrowing the car from a friend.” However, a record check of the vehicle revealed that it was stolen from a downtown home on June 30th. The subject was arrested, with officers also discovering narcotics and paraphernalia in their possession, and the vehicle returned to its owner.

Officers Respond to Collision on Cliff Drive

T APPROXIMATELY 9:30PM ON JULY 4TH, Santa Barbara Police officers, Fire Department, and AMR Paramedic units responded to a report of a single vehicle that collided with a tree on the 2300 block of Cliff Drive. According to witnesses, the vehicle was travelling at a high speed until the driver seemingly lost control and collided with a large tree on the ocean side of the street. There were also three passengers inside the vehicle.

Due to the serious injuries suffered by the individuals inside the car, the SB Police Critical Accident Team responded to investigate the collision. All four individuals were taken to Cottage Hospital for treatment. The driver is suspected of being under the influence at the time of the accident, and has been administratively placed under arrest as they undergo medical treatment.

SBPD Arrests Individual with Loaded Firearm HORTLY AFTER MIDNIGHT on July 2nd, a SBPD sergeant observed a suspicious vehicle parked in the 1100 block of Coast Village Circle. A driver and juvenile passenger occupied the vehicle, and the sergeant saw visible drug paraphernalia and narcotics. The driver attempted to start the vehicle after being contacted, and officers tried to physically detain the individual. The subject did not respond to officers’ verbal commands to stop, and officers noticed the individual reaching toward the vehicle floorboard during the struggle.

The individual was placed under arrest, with one officer suffering a non-lifethreatening serious injury requiring immediate medical care. Upon searching the vehicle, officers discovered a loaded handgun with a high capacity magazine on the floorboard, as well as another high capacity magazine elsewhere in the vehicle.

Teacher Staci Hendricks Honored STACI HENDRICKS, a resource teacher for fifth and sixth-grade students at Peabody Charter School for five years, has been honored with the Rotary Club of Santa Barbara’s Teacher Recognition Award for the 2021 spring quarter. Presented along with the Santa Barbara County Education Office, the award included a plaque and $1,000 for Hendricks to spend on classroom needs. With this funding, she will implement gamification techniques into her classroom, creating a student store for students to improve math skills and money management, as well as establishing incentives for students who better their reading level. HERE ARE TOO MANY JOB VACANCIES AT THE MOMENT, per the Labor Department’s JOLTS report. It actually signals that businesses want to hire workers for the same old jobs, but there’s now a mismatch. Many workers no longer want the same old jobs, and are using the pandemic break to find work more to their liking.

“The number of job openings was little changed at 9.2 million on the last business day of May, the U.S. Bureau of Labor Statistics reported recently. Hires were little changed at 5.9 million. Total separations decreased to 5.3 million. Within separations, the quits rate decreased to 2.5 percent. The layoffs and discharges rate, while little changed over the month, hit a series low of 0.9 percent.”

Quits are generally voluntary separations initiated by the employee, says the BLS. Therefore, the quits rate can serve as a measure of workers’ willingness or ability to leave jobs. Layoffs and discharges are involuntary separations initiated by the employer.

Although the U.S. created 850,000 new jobs in June, it would take more than a year at that rate to restore employment to pre-pandemic trends, says MarketWatch’s Jeffry Bartash. “The competition for workers has given jobseekers the upper hand. A record four million people quit two months ago — most to take a better or better-paying job.

That’s nearly double the number of people quitting a year earlier.”

White House chair of economic advisors Cecilia Rouse summarized the jobs picture.

Employment remains 6.8 million jobs below our pre-pandemic level, she says. Looking at the three-month average, most of the jobs are going to leisure and hospitality, adding 326,000 jobs on average over the last three months. Government has added about 100,000 jobs on average.

And the job-listing site Indeed did a 5,000 person survey that gave an additional reason why workers are reluctant to return to work.

“Among the unemployed, concern about COVID-19 is the most commonly cited reason for a lack of urgency in looking for work,” wrote Nick Bunker, the economic research director for North America at the Indeed Hiring Lab, in a blog post on the survey results. Some 23 percent of unemployed people said fear of the virus was keeping their job search “non-urgent.”

The unemployed workers said they will be more interested in getting back to work after they see certain milestones happen, such as more job opportunities, more vaccinations, and school starting up in the fall, the Indeed survey found.

This will mean a huge shift in the job market: More jobs in the service sector (see White House graph)—in government, professionals services, and in leisure and hospitality—and fewer new jobs in the remaining higher-paying manufacturing and even white-collar administrative jobs when AI and 5G networks really kick in.

office and clients tire of bidding wars, we could begin to see a normalizing effect in the housing market. Do not look for prices to drop any time soon though.

Adding to the evidence of a cooling are mortgage applications. Applications have been decreasing steadily and just reached the lowest level in 18 months. Some of this can be explained by the large amount of cash buyers, but this certainly is having an effect on the market. We have also seen more listings coming to market. Summer months typically see a higher number of new listings, so this is not out of the normal.

But, Buyers are certainly happy to see the increase in inventory, even if it is just a small increase.

The overall view of the economy remains strong.

Hiring has been picking up and the jobs reports were strong for June. More and more businesses are reopening; Brian Johnson, SBAOR President hiring is picking up; and consumer confidence is at a 16 month high. These are all good signs for our housing market to remain strong.

Inflation fears seem to have receded for now and the vaccination efforts in California continue to improve. There remain many variables that could have a negative impact on our recovery, but there are no looming storm clouds on the horizon for now.

Gary Bukovnik: Watercolors to open at Thomas Reynolds Gallery

HE EXHIBITION, Gary Bukovnik: Watercolors, will open with a public reception at the Thomas Reynolds Gallery, the gallery’s first opening since moving from San Francisco to Santa Barbara earlier this year, on Friday, July 23rd, from 5 to 7pm at 1331 State Street, near the historic Arlington Theatre.

On Saturday and Sunday, July 24th and 25th, Bukovnik will paint on location at the Santa Barbara Botanic Garden. The painting demonstration will be livestreamed by the Botanic Garden. In addition, Bukovnik’s work will be included in the Lotusland Celebrates auction on July 24th. Bukovnik is considered one of the nation’s most respected watercolor artists.

“Flowers chose me,” said Bukovnik. “I tried for years to escape. But flowers are the vocabulary of the language that I speak.” While his paintings are realistic and painted from life, he noted, “Botanical accuracy

is not my goal. Color is not even a concern. More and more I think of flowers as form. The structure comes from nature, but the rest comes from me.”

Bukovnik has a long history with the Thomas Reynolds Gallery, having presented a number of exhibitions of his work at the gallery’s San Francisco location. The gallery was founded in 1994 and became a fixture in the Pacific Heights neighborhood, presenting historic and contemporary California art and artists. www.thomasreynolds.com

The Arts Fund Opens New Community Gallery on State

VOCATIVE PAINTINGS, THOUGHT-PROVOKING SCULPTURE, AND ORIGINAL COMPOSITIONS, all showcasing the remarkable talent of Santa Barbara County artists, now lay claim to 821 State Street. The former location of Sur La Table, the building now houses The Arts Fund’s new Community Gallery.

Free and open to the public from 12 to 5pm Wednesdays through Sundays, the space offers downtown visitors a unique opportunity to appreciate local arts.

“We hope that it really activates State Street again and brings in the community to enjoy the arts,” said Jamie Dufek, The Arts Fund’s Interim Executive Director. Dufek served as the nonprofit’s Board President for three years prior to assuming this position in May 2020.

Since the 1980s, The Arts Fund has supported local arts community through various exhibition and education opportunities. For over 20 years, one of its most beloved programs was its Funk Zone community gallery. However, between not renewing the gallery’s lease in 2019 and the subsequent pandemic, the organization has not hosted an in-person show in over a year and a half. This makes The Arts Fund’s new State Street gallery all the more special, as it welcomes back the public to enjoy this showcase of local art.

Upon entering the gallery, visitors are immediately surrounded with over 70 pieces of art from 30 Santa Barbara County artists. With over 6,000 square feet and natural light streaming in from State Street-facing windows, the gallery’s spacious nature compels guests to wander further inside and stroll among the art at their leisure. It quicly becomes obvious through the pieces’ diversity that there is no unifying theme — this exhibition is purely a celebration of local talent.

“A lot of people have probably not had too many opportunities to show in-person during COVID,” explained Dufek, “this would be a really great opportunity.”

Three-dimensional works displayed include delicate human forms, collages capturing pop culture, a projection piece on a piece of coral, and multiple lightboxes offering glimpses into miniature realms. There is even an interactive work consisting of a red, cloth-draped chair that syncs with a sitting person’s heartbeat.

Almost every work on display is for sale with 90 percent of proceeds going directly to artists and ten percent toward maintaining the community gallery space.

Looking ahead, The Arts Fund hopes to also utilize the new State Street gallery as a location for community art events. During the gallery’s off-hours, the organization aspires to collaborate with local nonprofits and arts organizations on events such as poetry readings or workshops. Ultimately, The Arts Fund intends to present a total of six to eight shows within the gallery space this year.

“I think that the Arts Fund has always played and will continue to play out its mission, which is to foster the arts throughout Santa Barbara County and be a catalyst for collaborative relationships between other arts organizations,” shared Dufek.

The current exhibition will continue through the evening of August 5th, when it closed with a reception with the artists. www.artsfundsb.org
