Hunter Classics Each classic will have a designated first-round class in which the last class of each division will be the designated class for the first round score of the classic. Exhibitors must enter the classic prior to the start of the first round class. Scratches are not permitted after the first round class has begun. Horses must have entered, shown, and completed the course in at least two of the respective hunter division classes over fences at this show. To be judged on performance and soundness, suitability and manners to count. To be scored under the open numerical judging system. To be shown over a course of approximately 10 jumps of height designated by qualifying division. The twelve horses with the highest scores from the first round will return to jump a second round over a different course. In the event of equality in the first round, all equal scored will return for the second round. Scores will be combined from the first round with the second round to determine overall winners. Trophy to first, ribbons through 12, and prize money divided as follows: 30%, 22%, 15%, 10%, 7%, 6%, 5%, 5%.

A record number of exciting wins at WHIS winds up a whirlwind trip to the east coast indoors for west coast rider John French. Lauren Fisher and Lindsay Brock for Jump Media LLC Washington, D.C. – October 21, 2015 – The 2015 Washington International Horse Show (WIHS) continued with its second day of competition Wednesday featuring the presentation of Championship honors in the professional hunter divisions at Verizon Center in downtown Washington D.C. Representing the west coast, rider and trainer John French (CA) dominated the professional divisions. John French, of San Jose, CA, had unprecedented success in this year’s WIHS competition. French capped off his time in the nation’s capital with three Championships, three Reserve Championships, two Grand Hunter Championships, and the 2015 WIHS Leading Hunter Rider title among other honors. French guided Laura Wasserman’s Boss to theoverall WIHS Grand Hunter Championship, and also won the WIHS Grand Green Working Hunter Championship riding Lee Kellogg Sadrian’s Sochi.

He received a special $5,000 bonus for the Leading Hunter Rider Award, sponsored by Dr. Betsee Parker, and was also presented The Robert Coluccio Leading Hunter Rider Perpetual Trophy. To win this many Championships and be Reserve this many times as well; it means a lot,” French expressed. “This is where I grew up. As a kid, WIHS was the biggest show you could go to. No judging panel may award the same base score to any two competitors in any one round. The first round shall be judged on performance, hunter pace, jumping style, quality and substance, and movement. After the judges base score is given, one point will be added for each high option fence jumped. The Option Bonus Score of one additional point must be awarded even if there is a refusal, rail down or loss of good jumping style at that higher height option fence, providing that the horse-and-rider combination does jump the higher height option fence. (Maximum of four points). The second round shall be judged on performance, hunter pace, jumping style, quality and substance, movement, handiness and brilliance of pace. Handiness is defined as ground saving movement without adversely affecting performance or style. Relay Teams will be made up of one Handler and Agility Dog and one Rider and Horse representing a charity. There will be a maximum of six teams. Rider and horse will begin the relay by completing a course set a 1.10M, ride to a designated spot to hand their horse to their groom, then run to the dog and handler. Once they "high-five" the handler, the handler and dog will complete an agility course set to agility standards by their course designer. Time will stop when the dog passes through their designated Longines timers. The FEI Code of Conduct For the Welfare of the Horse The Fédération Equestre Internationale (FEI) expects all those involved in international equestrian sport to adhere to the FEI’s Code of Conduct and to acknowledge and accept that at all times the welfare of the horse must be paramount and must never be subordinated to competitive or commercial influences.

This covers proper veterinary care, competition injuries, euthanasia and retirement. The FEI urges all involved with the sport to attain the highest levels of education in their areas of expertise.

1. The Del Mar International Horse Shows are covered by the rules and specifications of the current USEF, PCHA, and FEI Rule Books and will be conducted and judged in accordance therewith. Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A non-member may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined © USEF 2016 3 GR9 COMPETITION PRIZE LISTS AND ENTRIES Driving Competitions upon payment of a $30 Show Pass fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions. 8) Opportunity classes, 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes.

I also agree that as a condition of and in consideration of acceptance of entry, the Federation and/or the competition may use or assign photographs, videos, audios, cablecasts, or other likenesses of me and my horse taken during the course of the competition for the promotion, coverage or benefit of the competition, sport, or the Federation. Those likenesses shall not be used to advertise a product and they may not be used in such a way as to jeopardize amateur status. I hereby expressly and irrevocably waive and release any rights in connection with such use, including any claim to compensation, invasion of privacy, right of publicity, or to misappropriation. The construction and application of Federation rules are governed by the laws of the State of New York, and any action instituted against the Federation must be filed in New York State. See GR908.4. 3. CONDITIONS OF ENTRY: Every horse entered for competition will be under the control of the Horse Show Management, but Horse Show Management will, in no case, be responsible for any loss or damage that may occur, and it shall be a condition of entry that each exhibitor shall defend, indemnify and hold harmless the Horse Show and its officials, employees, directors, officers, Del Mar Fairgrounds, 22nd DAA, West Palms Event Management, and its Sponsors, etc for any loss or accident to his horse, horses, employees or equipment which may occur from sickness, fire or other cause.

4. MANAGEMENT: Horse Show Management reserves the right to interpret all questions and conditions in regard to or arising out of an incident to the show without claims for damages or recourse of any kind. All questions not covered in these Rules and Regulations shall be decided by Horse Show Management-their decision to be final. Horse Show Management reserves the right to refuse, accept conditionally or to cancel any entries, disqualify riders or exhibitors, prohibit exhibition of entries and cancel award prizes, without claim for damages; to change any course, to cancel or combine any unfilled classes, or to reschedule classes, after due notice to exhibitors; to change rings or rotate or change judges and officials; to change specifications in jumper classes in order to facilitate the time schedule. Management reserves the right to combine or cancel. Management reserves the right to limit entries in a class. Refused entries will be returned. 5. ASSUMPTION OF RISK: By signing the entry blank, the Owner, Lessee, Trainer, Manager, Agent, Coach, Driver, Rider, Handler, Vaulter or Loungeur acknowledges that horseback riding, particularly jumping, is a dangerous activity and involves inherent risks that may cause serious injury and in some cases death because of the unpredictable nature and irrational behavior of horses, regardless of their training and past performance and expressly assumes all such inherent risks whether identified herein, in the entry blank, or in the Federation Rules and Regulations. A horse, without warning or any apparent cause, can buck, stumble. fall, rear, bite, kick, run, make unpredictable movements, spook, jump obstacles, step on a person’s foot or push a person-all of which may cause the rider or observer to fall or be jolted, resulting in serious injury of death. A horse may also become loose and cause injury to an observer or rider or to another horse-a loose horse can run at full gallop in a panic and run into objects or persons or other horses. The Show Ground Facilities are bordered by highways/roads and thus noise from traffic and other sources occurs that can and will cause a horse to unexpectedly spook or react quickly. The Show Ground Facilities contain roads or driveways that are traversed by cars, golf carts, tractors, trailers and heavy equipment all of which may spook a horse. The above warnings and risks

are meant as an example of some of the risks that are inherent and may be encountered but it is agreed this is not an exhaustive list and there are numerous additional conditions and/or events that may result in injuries while participating in the Competition and/or being present on the Show Ground Facility. 6. THE FOLLOWING IS REQUIRED FOR EACH ENTRY: A. All horses on grounds must be registered on an entry blank including horses not entered in classes. One entry blank per horse. B. Entry forms must be complete with owner, riders, trainers and payee information including association membership numbers. C. Date of Birth of all minor exhibitors. D. Signatures of owner, riders, trainer and parent or guardian of minor exhibitors. Parents or guardians of minor exhibitors shall hold the Horse Shows, West Palms Event Management, Del Mar Fairgrounds, 22nd DAA, and staff harmless for injury to such minor(s). E. USEF name of horse, and the correct description of horse including 1st or 2nd Year status and the USHJA ID number. F. For all horses include Nomination and Stall Fees as a deposit. Make checks payable to: West Palms Event Management Or complete the credit card authorization form and sign on the entry blank. 7. PAYMENT: An open check or credit card is required at time of check in before numbers will be issued. See 6F for deposit information. 8. REFUNDS: Request for a refund of the deposit must be in writing and received before the closing date of entries and a $35.00 fee will be deducted after the close of entries. The nominating and stall fees are not refundable under any condition after the close of entries. 9. POST ENTRIES: Entries received with payment after the close of entries but before the Monday of each show week will pay a $75.00 late fee. All entries received at the show will pay a $150.00 late fee. 10. ADDS/SCRATCHES: All adds must be made by 5:00 pm the day prior to each class. No entries will be accepted for a class scheduled on the same day. In the unusual case the time schedule allows a management approved add the day of a class, the entry fee will be double. Horses and riders who go in a class without entering will pay a fee of $50.00 in addition to the cost of the class. All scratches must be received in the show office before the start of the class in writing to be considered for a refund; scratches via phone call or at the gate will NOT be considered. In divisions that are entered by complete section, no refund will be considered if the horse shows in any class of the division. The only other refunds given will be for cancellation of a class by Management, overpayment of fees, or the rejection of entries because of ineligibility or lack of stall space.

11. PRIZE MONEY: Checks will be mailed within 30 days of the show’s conclusion. NO PRIZE MONEY WILL BE MAILED UNLESS THE OWNER’S or PAYEE’S SOCIAL SECURITY/TAX ID Number IS LISTED ON THE ENTRY FORM. Any prize money that is to be paid to someone other than the owner listed on the entry blank must be written on the form when submitted. Change of payee will not be permitted at the show. The Internal Revenue Service requires 30% of prize money won by foreign exhibitors to be withheld. Foreign exhibitors should apply for a U.S. Social Security number and are required to complete a W-8 Certificate of Foreign Status Form. Unless otherwise stated, prize money will be distributed through 8th place as follows- 30%, 22%, 15%, 10%, 7%, 6%, 5%, 5%. Management reserves the right to adjust the prize money of any class if there are less than 10 horses entered as of 5:00 PM the day before the class. Prize money will not be paid out to classes that are run with fewer than 3 entries. 12. RAIN: In the event of rain prior to the Show, it is the riders’ responsibility to call Show Management to determine whether the show is cancelled. 13. RESPONSIBILITY OF PAYMENT OF SERVICES AND SUPPLIES: All owners and exhibitors will be held responsible for any damage incurred by them, their animals, agents, or employees, to stalls, buildings and other properties on the Show grounds and shall be billed accordingly. All bills for veterinary, farrier services and feed/bedding are due and payable during the Show. Management reserves the right to deduct any unpaid veterinary, farrier and feed/bedding bills from premium money due the exhibitor. Any exhibitor not meeting his obligations to the official Show Veterinarian, farrier and feed/ bedding vendor will be termed an undesirable exhibitor and entries from that exhibitor may not be accepted at subsequent shows. 14. RETURNED CHECKS: Checks returned by the bank for any reason or a credit card reversal are regarded as a most serious offense and will be handled according to the following procedure: A $50 penalty will be assessed for each returned check or credit card reversal or 10% of the face value of the check or credit card charge- whichever is greater. Accounts will be given ten (10) days to be paid in full with cash or cash equivalent or they will be reported to the U.S. Equestrian Federation, Inc., PCHA and other appropriate association(s) for further disciplinary action. Checks will not be deposited a second time. 15. UNPAID CHARGES: Any exhibitor leaving the show with an unpaid balance will be billed for these charges and a $50 billing fee will be added to the total due. Until these charges are settled, all further entries of rider and owner will be returned. 16. STABLING: National Stalls and tack rooms will be available for $250.00 if pre-paid with the Nomination fee by the closing date of entries

Hauling in is permitted and will be charged $75.00 per day. No bedding included. Water buckets and hoses must be provided by the exhibitor. NO straw or synthetic/paper materials permitted- only wood shavings. It is strictly forbidden to remove stall doors. Exhibitors will be billed for any damage to property. Upon departure from the show, if excessive cleanup is required there will be a $500 fee charged. Trainers are encouraged to supervise their staff to avoid this fee. All stalls are permanent 12’ X 12’, with Dutch doors. 17. SAFETY REGULATIONS: Unauthorized use of the light fixtures will result in removal of your appliance. Smoking or open flame devices are not permitted within the stables. Keep flammable decorations to a minimum. Electrical outlets are provided. 18. CLOSED RINGS: Horses are not permitted in any ring where a course is set, or when there is equipment in the ring. Horses and riders must yield immediately for watering and dragging. Violations of the above mentioned rules may be considered cause for elimination from the show. 19. SHOW RINGS & SCHOOLING RINGS: In all jumper classes, competitors will be given forty-five (45) seconds to cross the start line. All show and warm-up arenas consist of sand/fiber footing. Jumper classes are held in the Del Mar Arena (dimensions 313' x 153') and the Durante Arena (dimensions 120' x 220'). Both arenas have sand & fiber footing. Hunter classes are held in San Diego Arena (120'X 240') with sand footing. 20. COMPUTER RANKING: The FEI Grand Prix classes are eligible for the ROLEX/USEF Show Jumping Ranking list and will be held under National/International standards. 21. FEED AND BEDDING: Orders must be made by 1 P.M. each day for same-day delivery. For advance orders call the fairgrounds feed store at (858) 509-5245 or fax (858) 794-1047. No orders will be delivered without an open check or credit card.

26. VACCINATION INFORMATION: Beginning December 1, 2016, all horses entering the grounds of a Federation- licensed competition must be accompanied by documentation of Equine Influenza Virus and Equine Herpes Virus (Rhinopneumonitis) vaccinations within six months prior to entering the stables. The management in consultation with respected veterinarians and local animal health authorities strongly recommend and urge that all horses attending the show follow a two-part West Nile vaccination protocol consisting of a primary vaccination, followed by a booster 3-6 weeks later. Should you have any questions please contact the CDFAC. 27. ARRIVAL AND DEPARTURE: WELCOME WEEK: Horses may not arrive before noon, Monday, October 10, 2016 and must vacate by Sunday night October 16, 2016 unless staying to compete in the World Cup Week. WORLD CUP WEEK: Horses may not arrive before noon, Monday, October 17, 2016 and must vacate by Sunday night October 23, 2016 unless staying to compete in the Season Finale Week. SEASON FINALE: Horses may not arrive before noon, Monday, October 24, 2016 and must vacate by Sunday night October 30, 2016 at the conclusion of the show.No layovers without prior authorization. Early/late arrivals must have prior management approval and will be charged $50 per stall/tack room per night. Early arrivals without the approval of management will be charged $65.00 per stall per night. 28. 23. SCHOOLING SUPERVISION: Gate Stewards are schooling supervisors and have absolute authority to scratch riders who do not follow USEF, FEI or appropriate association schooling rules. Horses competing in FEI Division may only school at posted times and in designated areas.

29. PROTEST: Any USEF member lodging a protest must first deposit $200 (non-members $300) payable to Sacramento International Horse Show for the Sacramento Shows and West Palms Event Management for the Del Mar shows with the Show Secretary, which sum shall be forfeited to the Horse Show, if same is not sustained. All protests must be in writing, signed by the protester and filed within 48 hours of the occurrence of the alleged violation. A protest may be filed with the Show Manager, the Federation Hearing Committee, or Show Secretary. If the protest is sustained, the entries standing next in award shall be moved up accordingly. See USEF GR603 & 603.1.

24. NUMBERS: Management will provide a number card for each competitor which shall be worn clearly visible to the judge at all times when in competition. Riders wearing the wrong number or no number at all MAY be eliminated from the class by the judges.

30. HELMET RULE: It is compulsory for all persons at Federation licensed hunter, jumper or hunter/ jumper competitions when mounted anywhere on the competition grounds, to wear properly fastened protective headgear which meets or exceeds ASTM (American Society for

25. DOGS: Dogs and other pets must be confined to the Stable Area. Dogs must be on a leash at all times. Stray dogs and dogs in violation will be impounded by Animal Control authorities. Under no circumstances are dogs allowed at the arenas.

Exception: In Hunter or Jumper classes, adults may be allowed to remove their headgear while accepting prizes and during the playing of the National Anthem only; they must refasten their headgear prior to the lap of honor. It is compulsory for riders in Paso Fino classes, both open and breed restricted including Hunter Hack, where jumping is required and when jumping anywhere on the competition grounds to wear properly fastened protective headgear which meets or exceeds ASTM (American Society for Testing and Materials)/SEI (Safety Equipment Institute) standards for equestrian use and carries the SEI tag. It must be properly fitted with harness secured. A Show Committee must bar riders without protective headgear from entering the ring for classes in which protective headgear is required and may bar any entry or person from entering the ring if not suitably presented to appear before an audience. 31. DRUG TESTING: FEI Drug rules will apply for the FEI Division. State of California drug testing rules apply. For a copy contact the Show Office. 32. GOLF CARTS AND BICYCLES: Minors who do not have a valid driver’s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind including but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the abovedescribed motorized vehicles as long as they are accompanied by an adult with a valid driver’s license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s), and/or trainer(s) who are responsible for the child committing the offenses. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Rule 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. 33. PARKING: Parking allowed in designated areas only. Violators parked in NO PARKING ZONES and FIRE LANES will be issued citations and/or towed from the premises at the owner’s expense. There are Handicap parking areas in the Stable Area and public parking lot. 34. WASHING HORSES: Nozzles are required on all hoses to help conserve water. Violators will be fined $50 for each violation.

35. STALL CLEANING: Please deposit all manure at the ends of the barn aisles and NOT in the middle or in front of the stalls. 36. TURNOUTS AND LUNGING: Horses may not be turned-out in arenas at any time. Lunging in designated areas only. No lunging after 7:00 am. 37. MEDICAL WASTE: All needles and syringes MUST be deposited in designated disposal containers and not left in stalls or thrown in trash receptacles. Violators will be fined $75 per needle/syringe. For the first offense the trainer/ owner will be notified as well as the appropriate association. The second offense will disqualify the individual and horse and they will be banished from the show with NO REFUND. 38. POLING: Poling is prohibited in the State of California. No bamboo or offsets allowed on the Showground’s. Non-compliance will result in elimination from the show. 39. ORDER OF GO: There will be a posted order of go in all classes. Any anticipated scheduling conflicts should be brought to the attention of the starters who will advise you on how it will be resolved. Under no circumstances will the Horse Show be interrupted due to a competitor failing to present himself at the gate in a timely manner. Multiple rides must be shown in the correct order. Failure to do so will result in elimination. In hunter classes with double rounds, a posted order will be observed with a rotation of three rounds. 40. AWARDS PRESENTATIONS: In all classes, an awards presentation will be made. A suitable horse should be available for classes where it is required to ride for awards. Riders failing to present themselves for award presentations will forfeit all prize money. 41. CHAMPION AND RESERVE CHAMPION AWARDS: Champion and Reserve will be awarded in all divisions with three or more classes. 42. INSURANCE: All owners and competitors are personally responsible for damages to third parties caused by themselves, their employees, their agents, or their animals. They are therefore strongly advised to take out third-party insurance providing full coverage for participation in equestrian events at home and abroad, and to keep the policy up to date. 43. MEDICAL SERVICES: All horses entered in the competition must pay a mandatory medical services fee of $50.00. 44. NON-SHOWING HORSES: All non-showing horses must pay a $75.00 fee in addition to standard fees. 45. TIES: In all jumper classes, ties involving first place will be jumped off. All other ties will be determined by time taken to complete the first round.

ADULT AMATEUR HUNTER Sections offered and requirements: Adult Amateurs – may be split into two (2) sections. Cross Entry: Riders: Riders may not cross enter into any Amateur Owner hunter class (at the same competition), First Year, Second Year or High Performance Working Hunter at the same competition. Adult Amateur Riders may not cross enter into any class at the same competition with fences exceeding 3'3" except Adult Amateur Jumpers, Junior/ Amateur Modified Jumpers, Equitation and Medal Classes, and the USHJA National Hunter Derby. An Adult Amateur rider may ride an Amateur Owner Hunter in the A/O Under Saddle Class for an Amateur Owner rider that has more than one horse entered. No cross entry restrictions at one-day competitions. Horses: Horses may not cross enter into any Amateur Owner hunter class (at the same show). No cross entry restrictions at one-day competitions. Horse and Rider Combination: No cross entry restrictions at one-day competitions. Fence Height: 3’0” with spreads not to exceed the fence height. Courses will not be adjusted for ponies. Combinations are permitted . Combining/Dividing Sections: May be split into two (2) sections: Adult Amateurs 18 – 35, Adult Amateurs 36+. If any of the Adult Amateur, Children’s Hunter Horse and Children’s Hunter Pony may be combined if there are fewer than three (3) entries in any one section. Combining/Dividing Sections: Competition management may offer Age Group Equitation classes divided at their discretion. Equitation that is offered by age will be awarded points that will be credited to the age groups defined in GR1131.12.a or the relevant Zone Specifications. Awards: Zone Horse of the Year Awards will be presented annually to the following sections: Equitation 18-35, Equitation 36 and Over. CHILDREN'S HUNTER Sections offered and requirements: Children’s Hunter Horse Cross Entry: Rider: Riders may not cross enter into any 3’6” Junior Hunter Class, First Year Green Working Hunter, Second Year Green Working Hunter or High Performance Working Hunters at the same show. Children’s riders may not cross enter into any class at the same competition with fences exceeding 3'3" (Exception: Children’s Jumpers, Junior/Amateur Modified Jumpers, Equitation and Medal Classes, and the USHJA National Hunter Derby). 2016 Equine Health Entry Requirements *Required for all West Palms Events’ Shows*

It is of the utmost importance of West Palms Events to protect the health of both horses and riders at all our events. It is required by West Palms Events and USEF that the following vaccine documentation and this form be produced per horse in order to attend any of our 2016 events and enter any show facility. Proof Of Vaccination Upon arrival at any facility, all horses must provide the following vaccine documentation: • Within 6 months of the show: Equine Influenza • Within 6 months of the show: EHV 1 and EHV 4 (Rhino-Pneumonitis) Guidelines • If a vaccination is due to expire during one of the events, it is necessary that the horse receive its new vaccine prior to arriving at the show facility. • If a horse arrives without documentation, they will be referred to the Show Veterinarian to receive the required documents and/or vaccines, and could be placed in quarantine stabling until the proper documents are obtained. • Please be sure to keep a copy of health certificates in an easily accessible place on the show grounds (tack room, trunk, etc.).
