DECLARATIONS

All horses intending to show in any hunter or equitation division or class must pay the appropriate nomination fee and stall fee by the closing date of entries. Entries received with payment after the close of entries but before the Monday of each show will pay a $50.00 late fee. All entries received at the show will pay a $100.00 late fee.

Declaration of all special classes must be made in the Horse show office by 5:00pm the day before the class takes place. Riders are required to wear formal attire in all special classes. Riders must ride for awards. A suitable horse should be available. Failure to show up for the awards presentation in these classes will result in the forfeiture of prize money. Trophy to first, ribbons through 12, and prize money divided as follows: 30%, 22%, 15%, 10%, 7%, 6%, 5%, 5%. The final round of each division will be the first round of the classic. Exhibitors must enter the classic prior to the start of the first round class. Scratches are not permitted after the first round class has begun. See the time Schedule for the designated first round class. Horses must have entered, shown, and completed the course in at least two of the respective hunter division classes over fences at this show. To be judged on performance and soundness, suitability and manners to count. To be scored under the open numerical judging system. To be shown over a course of approximately 10 jumps of height designated by qualifying division. The twelve horses with the highest scores from the first round will return to jump a second round over a different course. In the event of equality in the first round, all equal scored will return for the second round. Scores will be combined from the first round with the second round to determine overall winners.

Entry Fee: $50 This is a unique Handy Hunter Class, with fences at 3', for Junior and Amateur exhibitors held at local shows. At the end of each round, the Judge asks the rider a question pertaining to the Hunter Division. The first and second place ribbon winners qualify for the $1500 Finals held at The Camelot Classic at Earl Warren show grounds in Santa Barbara. It is a two round Finals with the second round held as a “take your own line” class with specially designed obstacles such as a walk or lead over jump, mail to be retrieved and read, a jacket to be used creatively, etc. Who knows what this year’s obstacles will be? The entire purse will be presented to the winning horse with 50% going to the rider, 30% to the trainer, and 20% to the groom!

World Championship Hunter Rider West Coast Hunter Spectacular Flintridge Spring Classic only Entry Fee: $550 Non-Refundable Nominating Fee: $100 Total Class Fee: $650 Leading Hunter Rider Award: A plaque will be awarded to the rider who achieves the single highest numerical score in any one class within any WCHR hunter section during WCHR Spectacular week. * High Score Awards: A jacket will be awarded to the riders who achieve the single highest numerical score in any one class, within their respective hunter section, in each of the nine WCHR categories: Professional, Developing Professional, Amateur Owner 3'6", Amateur Owner 3'3", Adult Amateur, Junior 3'6", Junior 3'3", Children’s and Pony. * * Should a tie occur between two or more riders for high score within a category or for the Leading Hunter Rider duplicate awards will be mailed. Riders must be 2014 WCHR members to be eligible for a high score award and are only eligible for an award in their declared category. Open to Professionals, Amateurs, and Juniors who are current members in good standing of the USEF, USHJA and WCHR. Trainers must also be current members in good standing of USEF, USHJA and WCHR. Riders may ride a maximum of three horses for this class. A horse is not required to have shown in any other class at the Flintridge Spring Classic to be eligible to compete. Entries for the 2014 West Coast Hunter Spectacular class close at 5 p.m. on Thursday April 17, 2014. The course will consist of a minimum of ten obstacles of at least six different types. Fence heights of 3'6", 3'9" or 4'0". Each horse-and-rider combination must declare the height at which they will show when they enter the class. This class will be conducted under USEF General Rules and drug testing procedures. Both rounds are to be judged by at least two judging panels consisting of two judges each, using the open numerical scoring system where the two panels’ scores are announced and then averaged for a final average numerical score. The top 12 horses will be called back for a second round from low to high score within their respective heights. The height section including the horse with the highest first round average score shall return last. Each round of the Spectacular is to count 50%. The final average score from Round One will be added to the final average score from Round Two to determine the overall total final score. In case of a tie in either the first or second round: Panel One’s score is the tie-breaker. In case of a tie in the overall standings: Panel One’s second round score is the tie-breaker. There will be one course walk, for both rounds, before the start of the first round. There will be no further course walks. Formal attire is required. Winner receives: Cooler and keeper trophy. 1st-12th place – 30%, 22%, 13%, 8%, 6%, 5%, 4%, 3%, 3%, 2%, 2%, 2% and ribbons 19

Entry Fee: $250 *qualifying classes for the $25,000 GPHD Final at the Del Mar International October 24 Open to all horses and riders. All riders will jump a course of at least ten fences. Riders will have the option to compete at 3'6" or at 3'3". The course will have at least 2 option fences set at 2 to 3 inches above respective heights. The options in the 3'3" section will not exceed 3’5". The format of this class will be a two round hunter derby.

Course

Round 1 will be a hunter derby course with a time allowed. The course will be measured at 375m per minute. The course designer will have the option of adjusting the time allowed within the first three competitors. For every second or fraction thereof above the time allowed, one (1) point will be deducted from the judge’s scores. All scores within 7 points of the leader will return for the second round. The second round will be a shortened course of 7 – 8 jumps with a time allowed. For every second or fraction thereof above the time allowed, one (1) point will be deducted from the judge’s scores. There will be a tone to indicate that competitors must start within 45 seconds. Should a competitor fail to start within the 45 seconds then the clock will begin and the score will reflect the extra time taken. Horses judged on performance, way of going, style and handiness. Horses will be severely penalized for excessive speed and dangerously leaving out strides.

Rider Pool $50 per entry fee of each qualifying class and the Final will be added to a

rider pool. The top four (4) riders in the series will share in the total pool at the Final. The Final, plus all qualifying classes, will count towards the Rider Pool standings. Shares of the rider pool will be allocated based on the following breakdown: 1st 50% 2nd 25% 3rd15% 4th 10%. Any rider who fails to participate in award ceremonies throughout the series or at the Final will not be eligible for the Rider Pool and the next rider in the standings will move up in the awards. There will be no exceptions to this rule.

Prize Money

Prize money will pay to guaranty prize money to 8th. Horses in the top eight (8) not returning for the second round will receive prize money equal to the entry fee that is deducted from the total prize money offered. Flintridge Autumn Classic only Entry Fee: $100 This championship is a 3 phase competition held over 2 days. This class is open to amateur members of USEF or Equine Canada. The same horse must be used in all phases of the event-No Exceptions. One rider per horse, unless the judge requests a change. Boots and conservative colored bandages are permitted in both phases.

RULES, REGULATIONS

AND

GENERAL INFORMATION

1. Flintridge Spring Classic, the 93rd Annual Flintridge Horse Show, and Flintridge Autumn Classic are covered by the rules and specifications of the current USEF, PCHA, SFHJA and LAHJA Rule Books and will be conducted and judged in accordance therewith. Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $30 Show Pass fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions. 8) Opportunity classes, 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes. 2. FEDERATION ENTRY AGREEMENT: By entering a Federation-licensed Competition and signing this entry blank as the Owner, Lessee, Trainer, Manager, Agent, Coach, Driver, Rider, Handler, Vaulter or Longeur and on behalf of myself and my principals, representatives, employees and agents, I agree that I am subject to the Bylaws and Rules of The United States Equestrian Federation, Inc. (the “Federation”) and the local rules of the competition. I agree to be bound by the Bylaws and Rules of the Federation and of the competition. I will accept as final the decision of the Hearing Committee on any question arising under the Rules, and agree to release and hold harmless the competition, the Federation, their officials, directors and employees for any action taken under the Rules. I represent that I am eligible to enter and/or participate under the rules, and every horse I am entering is eligible as entered. I also agree that as a condition of and in consideration of acceptance of entry, the Federation and/or the competition may use or assign photographs, videos, audios, cablecasts, or other likenesses of me and my horse taken during the course of the competition for the promotion, coverage or benefit of the competition, sport, or the Federation. Those likenesses shall not be used to advertise a product and they may not be used in such a way as to jeopardize amateur status. I hereby expressly and irrevocably waive and release any rights in connection with such use, including any claim to compensation, invasion of privacy, right of publicity, or to misappropriation. The construction and application of Federation rules are governed by the laws of the State of New York, and any action instituted against the Federation must be filed in New York State. See GR908.4. 3. CONDITIONS OF ENTRY: Every horse entered for competition will be under the control of the Horse Show Management, but Horse Show Management will, in no case, be responsible for any loss or damage that may occur, and it shall be a condition of entry that each exhibitor shall defend, indemnify and hold harmless the Horse Show and its officials, employees, directors, officers, Flintridge Riding Club, West Palms Communications, and its Sponsors, etc for any loss or accident to his horse, horses, employees or equipment which may occur from sickness, fire or other cause. 4. MANAGEMENT: Horse Show Management reserves the right to interpret all questions and conditions in regard to or arising out of an incident to the show without claims for damages or recourse of any kind. All questions not covered in these Rules and Regulations shall be decided

by Horse Show Management-their decision to be final. Horse Show Management reserves the right to refuse, accept conditionally or to cancel any entries, disqualify riders or exhibitors, prohibit exhibition of entries and cancel award prizes, without claim for damages; to change any course, to cancel or combine any unfilled classes, or to reschedule classes, after due notice to exhibitors; to change rings or rotate or change judges and officials; to change specifications in jumper classes in order to facilitate the time schedule. Management reserves the right to combine or cancel. Management reserves the right to limit entries in a class. Refused entries will be returned. 5. ASSUMPTION OF RISK: By signing the entry blank, the Owner, Lessee, Trainer, Manager, Agent, Coach, Driver, Rider, Handler, Vaulter or Loungeur acknowledges that horseback riding, particularly jumping, is a dangerous activity and involves inherent risks that may cause serious injury and in some cases death because of the unpredictable nature and irrational behavior of horses, regardless of their training and past performance and expressly assumes all such inherent risks whether identified herein, in the entry blank, or in the Federation Rules and Regulations. A horse, without warning or any apparent cause, can buck, stumble. Fall, rear, bite, kick, run, make unpredictable movements, spook, jump obstacles, step on a person’s foot or push a person-all of which may cause the rider or observer to fall or be jolted, resulting in serious injury of death. A horse may also become loose and cause injury to an observer or rider or to another horse-a loose horse can run at full gallop in a panic and run into objects or persons or other horses. The Show Ground Facilities are bordered by highways/ roads and thus noise from traffic and other sources occurs that can and will cause a horse to unexpectedly spook or react quickly. The Show Ground Facilities contain roads or driveways that are traversed by cars, golf carts, tractors, trailers and heavy equipment all of which may spook a horse. The above warnings and risks are meant as an example of some of the risks that are inherent and may be encountered but it is agreed this is not an exhaustive list and there are numerous additional conditions and/or events that may result in injuries while participating in the Competition and/or being present on the Show Ground Facility. 6. THE FOLLOWING IS REQUIRED FOR EACH ENTRY: A. One owner and one horse per Entry Form, and forms may be reproduced. Entry Forms must include: Name, mailing address, telephone, social security number or


tax ID number, and signature of owner or authorized agent, trainer, parent guardian, and all riders. B. Name, address, telephone and Social Security number for PAYEE if different than owner. C. Name and Date of birth of minor exhibitors and signature of parent or guardian, a trainer signature may not substitute. Parents or guardians of minor exhibitors shall hold the Horse Show, West Palms Event Management, and the Flintridge Riding Club and staff harmless for injury to such minor(s). D. USEF name of horse, and the correct description of horse including 1st or 2nd Year status, USHJA Recording, or ID number. E. USEF, USHJA, and PCHA membership numbers for owner, trainer, and all riders. F. Please use class numbers from Class Description List, and not Tentative Time Schedule. 7. PAYMENT: Include Nomination and Stall Fees as a deposit for each entry. For the Flintridge Spring Classic & Flintridge Autumn Classic, make check payable to West Palms Event Management. For the 93rd Annual Flintridge Horse Show, make check payable to FLC Guild of HMH. A signed open check or valid credit card number is required at time of check-in before numbers will be issued. A 3% convenience fee will be added to all credit card transactions. 8. REFUNDS: Before the closing date of entries, all fees are refundable less a $25.00 office charge. After the close of entries, nominating and stall fees are not refundable. 9. POST ENTRIES: Entries received with payment after the close of entries but before the Monday of each show week will pay a $50.00 late fee. All entries received at the show will pay a $100.00 late fee. 10. ADDS/SCRATCHES: All adds must be made by 5:00 pm the day prior to each class. No entries will be accepted for a class scheduled on the same day. Horses and riders who go in a class without entering will pay a fee of $25.00. All scratches must be received in the show office before the start of the class in writing to be considered for a refund; scratches via phone call or at the gate will NOT be considered. In divisions that are entered by complete section, no refund will be considered if the horse shows in any class of the division. The only other refunds given will be for cancellation of a class by Management, overpayment of fees, or the rejection of entries because of ineligibility or lack of stall space. 11. RAIN: In the event of rain prior to the Show, it is the riders’ responsibility to call Show Management to determine whether the show is cancelled. 12. RESPONSIBILITY OF PAYMENT OF SERVICES AND SUPPLIES: All owners and exhibitors will be held responsible for any damage incurred by them, their animals, agents, or employees, to stalls, buildings and other properties on the Show grounds and shall be billed accordingly. All bills for veterinary, farrier services and feed/ bedding are due and payable during the Show. Management reserves the right to deduct any unpaid veterinary, farrier and feed/bedding bills from premium money due the exhibitor. Any exhibitor not meeting his obligations to the official Show Veterinarian, farrier and feed/bedding vendor will be termed an undesirable exhibitor and entries from that exhibitor may not be accepted at subsequent shows.

13. RETURNED CHECKS: Checks returned by the bank for any reason are regarded as a most serious offense and will be handled according to the following procedure: A $50 penalty will be assessed for each returned check OR 10% of the face value of the check, whichever is greater. Accounts will be given ten (10) days to be paid in full with cash or cash equivalent or they will be reported to the U.S. Equestrian Federation, Inc., PCHA and other appropriate association(s) for further disciplinary action. Checks will not be deposited a second time. 14. UNPAID CHARGES: Any exhibitor leaving the show with an unpaid balance will be billed for these charges and a $50 billing fee will be added to the total due. Until these charges are settled, all further entries of rider and owner will be returned. 15. SAFETY REGULATIONS: Unauthorized use of the light fixtures will result in removal of your appliance. Smoking or open flame devices are not permitted within the stables. Keep flammable decorations to a minimum. Electrical outlets are provided. 16. CLOSED RINGS: Horses are not permitted in any ring where a course is set, or when there is equipment in the ring. Horses and riders must yield immediately for watering and dragging. Violations of the above mentioned rules may be considered cause for elimination from the show. 17. RING INFORMATION: All rings are composed of sand and fiber. The dimensions are estimated at Jimmy Williams Oval-286' length and 127' wide, Ring 2-230' length, corners 134' 118' wide. Upper Ring-150' x 270'. 18. STABLING: $250.00 if pre-paid with the Nomination fee by the closing date of entries and $275.00 if payment is not included by the closing date. Portable stalls of metal and canvas construction, with stall doors under canvas. No straw bedding will be permitted-only shavings. However, we cannot guarantee stabling for post entries, and we recommend that your entries be received before the closing date. Stalls are available only for horses entered at this horse show, non-showing horses are not permitted. The show office handles all stall transactions and charges. Private transactions involving stalls are not permitted. Management reserves the right to limit tack stalls. Stall fees are not refundable after the entry closing date. Upon departure from the show, if excessive cleanup is required there will be a $250 fee charged. 19. ROLEX/USEF Ranking List: The Grand Prix’s during these shows are not eligible to be included on the ROLEX/ USEF Show Jumping Ranking list. 20. FEED AND BEDDING: For advance orders please fill out the form included in the prize list and submit with entries. Contact Alice Phillips at alice@westpalmsevents. com for all feed and bedding questions. Orders must be made by 1 P.M. each day for same-day delivery. 21. TIES: In all jumper classes, ties involving first place will be jumped off. All other ties will be determined by time taken to complete the first round. 22. SCHOOLING SUPERVISION: Gate Stewards are schooling supervisors and have absolute authority to scratch riders who do not follow USEF, FEI or appropriate association schooling rules.

23. NUMBERS: Management will provide a number card for each competitor which shall be worn clearly visible to the judge at all times when in competition. Riders wearing the wrong number or no number at all MAY be eliminated from the class by the judges.

29. PROTECTIVE HEADGEAR: All exhibitors are required to wear protective headgear while participating in jumping activities. All Junior exhibitors must have hard hats with chinstraps fastened when mounted on horseback on the grounds.

24. DOGS: Dogs and other pets must be confined to the Stable Area. Dogs must be on a leash at all times. Stray dogs and dogs in violation will be impounded by Animal Control authorities. Under no circumstances are dogs allowed at the arenas.

30. HELMET RULE: All hunter/jumper riders will be required to wear ASTM-SEI certified safety helmets in all USEF sanctioned competitions as of December 1, 2001. The new rule puts the onus on parents and trainers to make sure that all exhibitors wear one of the 65 helmets that are currently approved by the American Society of Testing Materials/Safety Equipment Institute. Under the rule, judges, stewards and show management are obligated to check out helmets they suspect may not be ASTM-SEI approved and to prevent all exhibitors from competing if the helmet does not comply with the new rule.

25. WEST NILE VIRUS VACCINATION INFORMATION: The management of the Flintridge Horse Show, in consultation with respected veterinarians and local animal health authorities strongly recommend and urge that all horses attending the Flintridge Horse Show follow a two-part vaccination protocol consisting of a primary vaccination, followed by a booster 3-6 weeks later. Exhibitors should be prepared to provide proof of vaccination upon request of horse show management. Exhibitors should consult with their own veterinarians to effectively manage the possible effect and threat of West Nile Virus. Should you have any questions please contact the CDFAC. 26. ARRIVAL AND DEPARTURE: Flintridge Spring Classic: STALLS WILL BE AVAILABLE AT 10:00am ON Sunday, April 13th. All stalls that will not be used by current occupant for the 93rd Annual Flintridge Horse Show must be vacated by Sunday, April 20th. Horses that compete in the Flintridge Spring Classic and the 93rd annual Flintridge Horse Show do not need to vacate in between the weeks. The 93rd Annual Flintridge Horse Show Benefiting the Huntington Memorial Hospital: STALLS WILL BE AVAILABLE AT NOON ON Monday, April 21st. All stalls must be vacated by Sunday, April 27th. The Flintridge Autumn Classic: STALLS WILL BE AVAILABLE AT NOON ON Monday, September 22nd. All stalls must be vacated by Sunday, September 28th. Trucks and trailers will enter the Club grounds through gate “3” on Oak Grove Drive, north of the main gate. There will be no exceptions to this rule. There will be limited automobile parking space at gate “3”. Additional parking is available in the parking lot at gate “1” on Foothill Blvd. on the south side of the Flintridge Riding Club grounds. Please note North Gate will be closed during the Show. 27. MAIL/TELEPHONE: All mail during the show should be sent to exhibitors as follows: c/o Horse Show Office, Flintridge Riding Club, 4625 N Oak Grove Dr, La Canada Flintridge, CA 91011. Phone numbers: (818) 987-3336. 28. PROTEST: Any USEF member lodging a protest must first deposit $200 (non-members $300) payable to West Palms Event Management with the Show Secretary, which sum shall be forfeited to the Horse Show, if same is not sustained. All protests must be in writing, signed by the protester and filed within 48 hours of the occurrence of the alleged violation. A protest may be filed with the Show Manager, or Show Secretary. If the protest is sustained, the entries standing next in award shall be moved up accordingly. See USEF GR603 and GR603.1.

31. DRUG TESTING: State of California drug testing rules apply. For a copy contact the Show Office. 32. GOLF CARTS AND BICYCLES: Will be used in the Stable Area ONLY. (see GR301.7): Minors who do not have a valid driver’s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind including but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above-described motorized vehicles as long as they are accompanied by an adult with a valid driver’s license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s), and/or trainer(s) who are responsible for the child committing the offenses. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Rule 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. 33. PARKING: Parking allowed in designated areas only. Violators parked in NO PARKING ZONES and FIRE LANES will be issued citations and/or towed from the premises at the owner’s expense. There are Handicap parking areas in the Stable Area and public parking lot. 34. WASHING HORSES: Nozzles are required on all hoses to help conserve water. 35. STALL CLEANING: Please deposit all manure in designated areas only. 36. TURNOUTS AND LUNGING: Horses may not be turnedout in arenas at any time. Lunging in designated areas only. 37. MEDICAL WASTE: All needles and syringes MUST be deposited in designated disposal containers and not left in stalls or thrown in trash receptacles. Violators will be fined $75 per needle/syringe. For the first offense the trainer/ owner will be notified as well as the appropriate association.


The second offense will disqualify the individual and horse and they will be banished from the show with NO REFUND. 38. POLiNG: Poling is prohibited in the State of California. No bamboo or offsets allowed on the Showgrounds. Noncompliance will result in elimination from the show. 39. ORDER OF GO: There will be a posted order of go in all classes that will be computer generated unless otherwise stated. All jumper classes will run in strict posted order. Any anticipated scheduling conflicts should be brought to the attention of the starters who will advise you on how it will be resolved. Under no circumstances will the Horse Show be interrupted due to a competitor failing to present himself at the gate in a timely manner. Multiple rides must be shown in the correct order. Failure to do so will result in elimination. In hunter classes with double rounds, a posted order will be observed with a rotation of rounds. 40. AWARDS PRESENTATiONS: In all classes, an awards presentation will be made. Riders should be present to accept these awards. A suitable horse should be available for classes where it is required to ride for awards. Trophy to First place, and ribbons through eighth place in all classes except where otherwise noted. Perpetual Trophies remain in possession of the Flintridge Riding Club. 41. PRiZE MONEY: Checks will be mailed within 30 days of the show’s conclusion. NO PRIZE MONEY WILL BE MAILED UNLESS THE OWNER’S or PAYEE’S SOCIAL SECURITY/TAX ID Number IS LISTED ON THE ENTRY FORM. Any prize money that is to be paid to someone

other than the owner listed on the entry blank must be written on the form when submitted. Change of payee will not be permitted at the show. The Internal Revenue Service requires 30% of prize money won by foreign exhibitors to be withheld. Foreign exhibitors should apply for a U.S. Social Security number and are required to complete a W-8 Certificate of Foreign Status Form. Unless otherwise stated, prize money will be distributed through 8th place as follows- 30%, 22%, 15%, 10%, 7%, 6%, 5%, 5%. Management reserves the right to adjust the prize money of any class if there are less than 10 horses entered as of 5:00 PM the day before the class. 42. CHAMPiON AND RESERvE CHAMPiON AWARDS: Champion and Reserve will be awarded in all divisions. 43. iNSURANCES: All owners and competitors are personally responsible for damages to third parties caused by themselves, their employees, their agents, or their animals. They are therefore strongly advised to take out third-party insurance providing full coverage for participation in equestrian events at home and abroad, and to keep the policy up to date. 44. FOOD: Food will be served in the food court. 45. ATTiRE: Proper attire is required in all rings during competition.
